PRESIDENT’S REPORT
What a year! In fact, in many respects, 2003 was the best year TFCU has ever had. We opened a new branch that will set the standard for years to come. We expanded the ATM Zone® network, giving you an even larger selection of no-surcharge ATMs. We added another underserved community to our field of membership, which will bring credit union services to even more of your fellow Oklahomans. And, we ended the year with record net income, helping to solidify a strong equity base. While TFCU is a not-for-profit cooperative, we still need net income. The only way a credit union like TFCU can grow equity is with retained earnings. Think of equity as the rainy day savings account for the credit union. It’s the measure of how strong the credit union is and how well prepared we are for the uncertainties of the complicated financial world we live in. The important thing to remember is that all of the net income still belongs to the credit union, which means it belongs to all of the members. That’s the difference between your credit union and the bank down the street. A bank’s profits belong to the owners of the bank, not its customers. A strong financial foundation also allows TFCU to provide even more and better products and services. In this annual report you’ll read about many projects we completed in 2003 with these improvements in mind. You’ll read about our new branch in Shawnee and how its innovative design promises to revolutionize the way we provide service in the future. You’ll also learn more about our ATM Zone partnership and the many new surcharge-free ATMs now available for you to access your money. In addition, be sure to read about the credit union’s community involvement; our fundraising efforts on behalf of Children’s Miracle Network and the Juvenile Diabetes

Research Foundation; and the new drive-through lanes on Tinker Air Force Base. As we look ahead to 2004, we’re faced with economic uncertainty. While much of the economic news is good, and there are lots of reasons to be optimistic, the domestic job market is not rebounding as quickly as some expected. In addition, rates have been at historic lows long enough that many economists predict they will begin rising soon. Rising rates will be a welcome sight for TFCU members who are primarily savers, but borrowers may not be so glad to see the change. One thing is certain. Whatever happens in 2004, Tinker Federal Credit Union will be there to help our members with all of their financial services needs. Whether you will be buying a new car, moving into your dream home, saving for retirement, or trying to figure out how to send the kids to college, we’ll be there. Just as we have been for almost 60 years. We had a great 2003, and we look forward to serving your needs in 2004 and beyond.

New and Upgraded Branches Mean Better Member Service For years, TFCU has served thousands of members in the Shawnee area out of a converted restaurant. In 2003, we proudly premiered our new 7,000-square-foot facility. The new branch features expanded teller services, four-lane drive-through, driveup ATM, safe deposit boxes, and a Personal Finance Café featuring Internet services. TFCU also added badly needed drive-through services at our Area A branch on Tinker Air Force Base, purchased property to build branches in Moore and Ada, remodeled portions of our Edmond branch and added several Personal Finance Cafés to existing branches. Merger Provides Expanded Services and Added Security The Board of Directors of Oklahoma City-based OCIBEW Federal Credit Union voted to merge with TFCU in April 2003. In addition to providing their members the strength and security of Oklahoma’s largest credit union, the merger also brought perks like expanded hours, more branches and ATMs, and a dramatically larger array of financial products to those who had only been able to use their credit union for savings accounts, share certificates, and consumer loans. TFCU Serves the Underserved In 2003, National Credit Union Administration added Payne County to the list of counties whose residents can qualify for TFCU membership through underserved community status, making credit union membership available to an increasing number of Oklahomans. Those who live, work, worship, or attend school in Payne, Seminole, or Pontotoc counties now qualify for the benefits of TFCU membership. Your Safety is Our Business TFCU strives to provide a safe and secure environment for our members to do business. This is obvious to most of our members who visit our branches, but what you may not see is the amount of work that goes on behind the scenes to ensure that our systems and procedures are designed to safeguard your money and identity. In 2003, TFCU further reviewed our systems and procedures to ensure compliance with the U.S.A. Patriot Act.

TFCU Evaluates Information Systems At TFCU, our most important resources are the hundreds of employees who provide the best service you’ll find at any financial institution in Oklahoma. Next in importance is the technology that processes your transactions and manages your accounts. Reliable, innovative technology is not optional. In 2003, we began an enterprise-wide review of our current systems to identify enhancements necessary to ensure we are prepared for the next decade and beyond. TFCU is Committed to Community TFCU members played a key role in our efforts to support Oklahoma organizations that make life better for Oklahoma children. In 2003, members and employees donated over $38,000 to Children’s Miracle Network and the Children’s Medical Research Foundation. All funds raised in Oklahoma stay in Oklahoma to improve medical care for our children. The 2003 Miracle Car Show, just one of TFCU’s many fundraisers for Children’s Miracle Network, was a resounding success with 140 entries. This popular car show raised over $6,000. Through paper “sneaker” sales and The Walk for a Cure, TFCU members and employees raised over $24,500 for the Oklahoma chapter of the Juvenile Diabetes Research Foundation. Those funds go to support medical research into juvenile diabetes. TFCU employees also show their generosity each year by participating in the Combined Federal Campaign. Funds raised in this campaign go to a variety of non-profit organizations in Oklahoma. In 2003, our employees pledged over $31,500 to help meet the needs in our communities.

ATM Zone Expands No-Surcharge Cash Access Now, because of TFCU’s alliance with participating Oklahoma credit unions, members can access their cash at over 70 ATM Zone machines, including new locations in Edmond, Stillwater, and Oklahoma City’s Penn Square Mall. Better yet, ATM Zone credit unions have negotiated even more savings at over 400 TransFund NC machines across the state. We believe our members should never have to pay to get their hands on their own money.

Membership Can Be Very Entertaining Sure, we’re here when you need to open an account, get a loan or make a deposit. We’re also here for our members when they just want to have a little fun. In 2003, TFCU sponsored Blazers Hockey and Redhawks Baseball events for all members. We also saw you at Aerospace America, Balloon Fest, State Fair of Oklahoma and Haunt the Zoo. In fact, we had so much fun, we’re planning even more for you in 2004!

CREDIT UNION SERVICE CENTER NETWORK. I can’t remember a year like 2003, when headlines were focused not on celebrities and sports, but on the financial industry and many of its high profile decision makers. I am grateful to be associated with Tinker Federal Credit Union, where my fellow elected volunteers and I work to ensure your credit union is doing exactly what it’s been doing for 57 years: operating with strength and integrity to provide financial services from the people you know and trust. More than ever before, we see the value in credit union membership and the sense of safety and stability membership brings. This annual report has the distinction of revisiting the financial performance of what was perhaps Tinker Federal Credit Union’s finest year. You’ll see references to measurements like “net income.” Sure, the credit union had a successful year, but what we really care about, as volunteers, is what net income means to the members we represent. I can tell you the financial data is an indication that the management team works extremely hard making sure the credit union is strong enough to withstand whatever an unpredictable economy may throw at us. What I am excited about is that this credit union has been relentless about providing the services we as members need. In 2003, TFCU worked with its partners at ATM Zone to provide more ways to get your money without paying surcharges. Now, TFCU members have access to over 400 additional ATMs across Oklahoma. In addition, TFCU members have nationwide teller access at hundreds of credit unions across the country through the Credit Union Service Center Network. When we ask our members what sets TFCU apart, we often hear stories about excellent service. That’s what our job is all about, and we take it seriously! As part of our commitment to service, TFCU published 13 service standards this year. These standards represent our commitment to every member we see, every day of the year, and we’re holding ourselves accountable. We’ve implemented a random post-transaction member survey, asking our members to let us know what level of service we provided. If you receive one of these surveys, please fill it out and return it to TFCU so we can continue to identify needed improvements as well as strengths. We are also working harder than ever to provide a service I hope you never need: the prevention of fraudulent activity on your account. We’ve tightened procedures on ATMs and other computerized systems, we’ve changed the way your checks are printed, and we’ve provided extensive training to our member service

representatives who saved our members over $120,000 in 2003 by spotting and stopping fraud attempts. Through our member newsletter, Web site and seminars, we’ve also brought you information about steps you can take to safeguard your own accounts and identity. Part of our service to our members means working to make sure the communities we serve receive our support as well. In addition to the array of charitable and civic organizations TFCU sponsors, our members and employees donated over $24,500 to the Juvenile Diabetes Research Foundation and over $38,000 to Children’s Miracle Network, an organization that funds children’s medical research in Oklahoma. TFCU employee contributions to the Combined Federal Campaign reached over $31,500. I share the view of my fellow volunteers and TFCU management when I assure you that your credit union is moving into 2004 stronger than ever before. This strength gives us the potential to bring you more and better services in the future. That’s the reason we freely give our time to represent our fellow credit union members. TREASURER’S REPORT
Although 2003 started out a little rocky, by year-end consumer confidence was better and rates were starting to rise from record lows. Many of you needed a safe haven to weather the downturn in the economy, and you put your trust in the credit union. We were ready to serve you with competitive rates, convenience, and a wide array of choices. You responded by bringing over $80 million additional shares to the credit union. We are excited to be able to bring you a basic share account, five types of checking accounts, two types of money market accounts, and a full range of regular and IRA share certificates. Record low rates really helped our borrowers. Many of you took advantage of these low rates and refinanced your homes—some for the second time. Many people added their other outstanding loans and ended up with one low payment and no additional debt. While this was great for our members, it took a toll on the credit union’s loan growth. Most of these loans were sold to Fannie Mae to ensure the credit union did not incur undue interest rate risk from these very low rate mortgages. Although we were unable to add these loans to our balances, we continue to service the loans to ensure that our members receive the same great service as always. Another big obstacle to loan growth was the zero percent interest and other low-rate offers from auto dealers. Some members took advantage of these offers, thinking they were getting a great deal. Unfortunately, many members found out they would have been hundreds, and in some cases thousands of dollars better off if they had come to their credit union first. By taking the rebate, instead of the low interest rate, the member could negotiate a much better price on the vehicle. The lower price combined with the low rates at the credit union made an excellent deal for many members. When you add the savings from our low-cost vehicle warranties and insurance, these members ended up with an outstanding deal. We hope you were one of them. But, if your “O% financing” ended up costing you too much, we will be here for your next purchase.
OUR EMPLOYEES WORK HARD TO KEEP COSTS DOWN WHILE MAKING SURE EACH MEMBER RECEIVES EXCELLENT SERVICE. HOWEVER, THE ROOT OF OUR SUCCESS WILL ALWAYS BE THE DEDICATED MEMBERSHIP.
Despite making over $491 million in new loans, net loans decreased by $1.8 million in 2003. Each month we receive over $40 million in loan payments. To break even, we must make over $480 million in loans each year, not including sold mortgages. As the mortgage loan refinancing winds down and members realize that auto “deals” are not always deals, the credit union is already seeing improved loan growth. Record bankruptcies continued to plague Oklahoma in 2003. Delinquent loans ended the year at 0.80 percent with net charge offs at 0.74 percent. This is lower than many institutions and we appreciate that over 99 percent of our members meet their obligations and keep the credit union successful. The bottom line received several unexpected boosts this year. Low interest rates made mortgage loans very attractive and record numbers of members responded. Although the subsequent sale of these mortgages meant no increase to total loan balances, it did result in a one-time boost of over $1 million in net income from fees paid by Fannie Mae, the buyer of the mortgages. Our Courtesy Pay program also made a positive impact on the bottom line while providing a valuable member service. TFCU can “Courtesy Pay” insufficient checks on accounts in good standing instead of returning the checks to the merchant. In most cases, this service saves our member money and embarrassment. These types of services help the member and our bottom line. With $17.5 million in net income, we were able to bring our net worth ratio to 9.80 percent. The net worth ratio is one of the best indications of how strong our capital base has become. Our employees work hard to keep costs down while making sure each member receives excellent service. However, the root of our success will always be the dedicated membership. You are responsible for the success of the credit union so you receive the benefits from higher dividends, lower interest rates, and lower fees. Remember, any net income goes back to our owners (which is another name for members) or is added to our capital base so the credit union will remain strong for your children and grandchildren. MORTGAGE RATES, Tinker Federal Credit Union makes thousands of loans every year. In fact, TFCU loan balances reached over $683 million by the end of 2003. But, at TFCU these loans aren’t just a figure on a balance sheet; every single loan represents a relationship with a TFCU member, and it proves that we are working every day to help our members achieve their goals and realize their dreams. The Credit Committee is comprised of three elected volunteers and two alternates who meet weekly to perform loan audits, resolve appeals, review loan policies, and review performance data. Our primary responsibility is to ensure all loans are made using fair, sound, and equitable lending practices. Based on member inquiries, 200 loans were reviewed by the committee in 2003. Fortunately, the committee was able to approve well over half these loans. With record-low mortgage rates, 2003 was a year of extraordinary mortgage loan activity. TFCU closed 1,410 mortgage loans. In addition, we continue to expand and fine tune our pre-approval programs. Last year, over 2,000 members took advantage of the convenience of TFCU pre-approved auto and personal loans for a total of over $19 million. And, we’ve developed loan policies and

rate structures that allow TFCU to meet the loan needs of even more of our members, while maintaining the financial integrity of the credit union.
