Global healthcare systems are changing as rising costs, an ageing population and increased prevalence of long term conditions present significant challenges to the provision of health and care services.
Highlands and Islands Enterprise (HIE) is committed to supporting the growth of the digital healthcare sector in the Highlands and Islands and has invested significantly in the development of state-of-the-art infrastructure.
New delivery models are emerging with innovative digital technologies and the customer at their core. Technology plays an increasing role in our everyday lives, with rapid growth in the use of smart phones, tablet computers and multi-functional devices across our population. Technology enables individuals to become more personally involved in their own health, care and wellbeing and offers efficient and convenient access to services and advice.
Led by HIE, the £25m first phase of the Inverness Campus development is under construction to create a multi-stakeholder academic, research and business park. Adjacent to Raigmore Hospital, the largest hospital in the Highlands, LifeScan Scotland and the Centre for Health Science, the development will create an internationally recognised campus to facilitate innovation and collaboration with life sciences at its core.
This demand poses significant challenges for providers of health and care services, but present opportunities for new models of delivery. Investment in healthcare to provide novel, efficient and convenient services will generate social benefit but will also provide economic opportunity for Scotland.
The Centre for Health Science, completed in 2009, combines universities, the NHS, the Centre for Rural Health, the Highland Diabetes Institute, the Clinical Research Facility and business incubation space under one roof.
Our vision The Highlands and Islands is home to a growing digital healthcare cluster comprising of over 40 organisations active within the sector. The growth of a genuine cluster of leading businesses, innovative healthcare providers and world-class academic research is based on a shared vision and a collaborative, connected approach. The developing community provides a range of expertise within this multi-disciplinary field, with expertise in medical devices and diagnostics integrated with ICT, informatics, web science and social and consumer care. This mix provides the perfect environment to develop new markets and create world leading health and care solutions to address global challenges. Activity has grown across all parts of the Highlands and Islands with paticular growth around the Inverness to Elgin area. The cluster includes medical device and diagnostic companies such as: LifeScan Scotland, a 1,300 employee subsidiary of US healthcare giant Johnson & Johnson with an international R&D and manufacturing base in Inverness for blood-glucose monitoring devices; and Forres based AccuNostics, which designs, develops and makes advanced devices for diabetes self-monitoring and clinical use. A new addition to the region in 2014 will be innovative US company Daktari Diagnostics Inc, which will locate the company’s global manufacturing for the development of blood monitoring technology in Inverness employing 126 staff. 2
The £6.5m Alexander Graham Bell Centre in Elgin will be Europe’s first digital healthcare centre and a principle research, education and continuing professional development facility for the life science sector in Scotland. A partnership between HIE, the Scottish Government, NHS, Moray College, academia and business, the centre will be open for business in August 2013. HIE continues to build on existing strengths in life sciences and digital healthcare at the Enterprise Park Forres with construction of two further units on the 100 acres site. The 10,000 sq ft and 5,000 sq ft buildings have been designed with flexibility at the heart of the architecture enabling businesses to tailor the space to their bespoke needs. Businesses choosing to locate at the Park will join leading edge companies active in digital healthcare including AccuNostics, OpenBrolly and e-availability and the world renowned Glasgow School of Art’s Centre for Design and Innovation. HIE’s continued investment in infrastructure was strengthened further in 2012 with the Scottish Government’s announcement of life science Enterprise Area status for both the Inverness Campus and Enterprise Park Forres which brings further opportunities to life science organisations and businesses choosing to locate within the area. In April 2013, HIE announced a £146 million investment to deliver high speed fibre broadband across the Highlands and Islands. Next generation broadband will enable the region’s businesses to compete on an international stage and has the potential to transform the way in which we provide health and social care.

Scotland - a team approach The Scottish Government, NHS, Scotland’s universities, industry and public sector enterprise agencies are working together to establish a pioneering digital healthcare sector. The largest global deployment of digital healthcare DALLAS (delivering assisted living lifestyles as scale) is the largest global deployment of digital healthcare led in Scotland by the NHS and funded by the Technology Strategy Board, the Scottish Government, Highlands and Islands Enterprise and Scottish Enterprise. A total investment of up to £23 million is being made in the UK-wide programme, with a £10m investment in Scotland for the Living it Up component to develop innovative digital health and care solutions to promote well-being and enable people to live independently with a higher quality of life. In the Highlands and Islands the programme is active within NHS Highland, NHS Western Isles and NHS Moray.
The Digital Health Institute The Scottish Funding Council has invested £10m to support the development of a Digital Health Institute (DHI) in Scotland. The project is a partnership between the University of Edinburgh, the Glasgow School of Art, NHS24, and a consortium of other universities. The institute will develop innovative models to address the unsustainable demands on health and social care services and work closely with industry to develop and commercialise new products through ‘experience labs’, the first being established in Forres. This ‘lab’ will provide the opportunities for companies and academics to work with people on the ground to test new solutions and move towards commercial exploitation.
