A GLOBAL SHIFT IN HEALTHCARE DELIVERY Global healthcare systems are changing. Rising costs, an ageing population and increasing prevalence of long-term conditions pose significant challenges for providers of health and care services. And yet with demand comes opportunity. New healthcare models are emerging with innovative digital technologies and the customer at their core. Technology plays an increasing role in our everyday lives, with rapid growth in the use of smart phones, tablet computers and multi-functional devices. Individuals are more involved in their own health, care and wellbeing as technology enables efficient and remote access to services and advice. Investment in healthcare to provide new, innovative delivery models will not only generate social benefit, but has the potential to provide considerable economic opportunity through the continued development of a thriving digital healthcare sector here in Scotland.

Regional strengths The Highlands and Islands are home to a growing cluster of digital healthcare and diagnostic organisations including leading businesses, innovative healthcare providers and world-class academic research institutes. Activity has grown across all parts of Scotland, with particular growth around the Inverness to Elgin area. The region’s success is based on a strong and diverse mix of expertise with a shared vision and collaborative approach. Disciplines include medical devices and diagnostics, diabetes research, informatics, clinical trials, regulatory intelligence and social and consumer care. This network provides the perfect environment to respond to emerging markets and create new solutions to address global healthcare challenges. The Highlands and Islands offers an excellent location for a life sciences company. LifeScan Scotland, a subsidiary of US healthcare giant Johnson & Johnson, designs and manufactures diabetes monitoring kits for the global market from its facility in Inverness. The centre employs more than 1,000 people and is Scotland’s largest life sciences company. Further success in the medical device sector includes Forres based company AccuNostics which develops technologies to enhance the performance, accuracy and wireless capabilities of self-monitoring and point of care products. A new addition in 2014 will be American company Daktari Diagnostics Inc, which will base its global manufacturing centre for the development of hand-held HIV monitoring devices in Inverness with the creation of more than 100 jobs.

The Centre for Health Science, Inverness

Supporting growth of the sector Highlands and Islands Enterprise (HIE) is the Government’s economic and community development agency for the north and west of Scotland and has invested significantly to support growth of digital healthcare. The Centre for Health Science, Inverness, was completed in 2008 and is a state of the art facility bringing together expertise in research, education, training, patient care and business development. Located in the facility, the Highland Diabetes Institute is a partnership between NHS Highland, the University of the Highlands and Islands (UHI) and LifeScan Scotland. This highly successful collaboration integrates expertise in patient care, clinical and pre-clinical research and medical device development. The Centre also contains the Highland Clinical Research Facility which is one of only five in Scotland and offers dedicated staff, clinical trials, overnight studies and access to patient and clinical data. Also accommodated within the Centre is a number of specialist teaching departments and clinical training facilities, including highly innovative 3D simulation technology provided by the Glasgow School of Art’s Digital Design Studio. Healthcare informatics and proof of concept projects are an integral feature of the Centre, with Scottish company Albasoft Ltd working alongside academics to produce advanced software solutions for primary care monitoring and research. Adjacent to the Centre for Health Science, LifeScan Scotland and the Highland’s largest hospital Raigmore, the newly constructed 215 acre Inverness Campus will create an internationally recognised location for academia, research and business.

Scotland – a team approach Now open for business, the Campus provides an inspiring and collaborative hub for organisations active within the life sciences sector. The University of the Highlands and Islands (UHI) Inverness College is relocating to the development and plans are underway for a multiple occupancy life science complex with fully flexible office, innovation and laboratory space. The £6.5m Alexander Graham Bell Centre in Elgin is Europe’s first centre for research, education and commercialisation of digital healthcare. An example of the region’s shared ambition, the facility is a partnership between HIE, the Scottish Government, NHS Grampian and Moray College UHI. The development adds to Moray’s existing activity in digital healthcare including commercial companies such as OpenBrolly, which designs healthcare apps for mobile devices and international IT company Atos, both of which are located at the Enterprise Park in Forres. Businesses choosing to locate at the Inverness Campus or Enterprise Park Forres may benefit from these locations’ Enterprise Area status. This offers enhanced incentives including rates relief up to £275,000 per business, simplified planning procedures and additional support for training and skills. The delivery of digital health and social care requires excellent data and telecoms infrastructure. The current roll-out of next generation high-speed fibre broadband across the Highlands and Islands will support the redesign of healthcare delivery and enable the region’s businesses to compete on an international stage.

The Scottish Government and National Health Service (NHS) Scotland are driving improvement, innovation and integration of telehealth and telecare with the Delivery Plan for Scotland 2015. NHS24 is the national health board tasked to deliver healthcare using digital technology and the Scottish Centre for Telehealth and Telecare supports and guides the development of telehealth and telecare throughout Scotland. Scotland excels at working across boundaries with industry, academia, local authorities, NHS Boards and voluntary and independent sectors to develop recognised models for redesigning health and care services. DALLAS (delivering assisted living lifestyles at scale) is the largest global deployment of digital healthcare led in Scotland by the NHS with £10m funding from the Technology Strategy Board, the Scottish Government, HIE and Scottish Enterprise. The programme will develop creative, user-led digital health and care solutions to promote well-being and independent living. In the Highlands and Islands the programme is active within NHS Highland, NHS Western Isles and NHS Grampian. A dedicated Digital Health Institute (DHI) has been established in Scotland as a partnership between NHS24 and a number of Scottish universities including the University of Edinburgh and the Glasgow School of Art. The institute will develop innovative models to address the unsustainable demands on health and social care services and work closely with industry to commercialise new products through experience labs, the first being established at the Enterprise Park in Forres.
