During a Fair Oaks City Council Meeting on November 18th, Council Person Mary Anne Havard dropped the F BOMB when addressing Council Person Snehal Patel. Yep, right there in front of God, council, citizens and The Weekly, former mayor pro tem Havard let it fly. There was some giggling to be heard, and then silence. The silence was deafening. Believe it or not, Mayor Manitazs then closes the meeting thanking everyone for
doing a good job and “keeping your comments succinct.” Well, you are correct Mr. Mayor, it doesn’t get more succinct than “shut the f!%* up”. What about addressing a four letter word from one council person to another under your watch? Well, this type of behavior has been tolerated before, but this time it’s over the top. Star you try and gloss over the whole incident… “Fact finding steps before responding to Havard’s comment?” Give me a break. She used the “F” word during an open council meeting. Who cares if she “forgot to mute her mic.” And then down play the situation by saying, “it’s not the first time such a thing has happened in the history of the world or government.” Really, Mayor? Several citizens contacted
you right after the meeting. It was clear to all, except you, that it was Havard with the foul mouth. Something you reduce to an etiquette incident? You have allowed Havard to display attitude toward Patel for quite sometime, and here we are. Havard is a retired Air Force officer. She knows the rules of conduct and civility. Doubt this would have happened on an Air Force Zoom conference call.

On a May 2018 election information page, Havard lists a positioning paper on the importance of leadership. Another on teamwork. How’s that working for you now? Mary Anne apologized to Snehal. Nice. Now it’s time to close the door and turn in your resignation. That would demonstrate leadership on your part.
