City Funds Creativity and Opportunities fo Since 2008, the City of Hillsboro has supported community based arts programs through the Hillsboro Arts & Culture Council’s (HACC) grant program. HACC grants provide much needed funds for arts programs, capacity-building, and core operating support. According to Melissa Moore, the Community Arts Program Supervisor, “with these funds, groups pay local actors or musicians, buy costumes or instruments, and provide art education to youth in the community. These dollars make a difference.”
Project Grants:
This year, the HACC awarded 18 grants totaling $50,000 to 16 different organizations, including:
Hillsboro Symphony Orchestra to support a concert paying tribute to the Pacific Northwest in March of 2020, including music composed by Northwest residents and special guest artists from Painted Sky Northstar Dance Company.
Hillsboro Symphony Orchestra
Curvy Chic Closet Foundation for production costs for the largest plus-size fashion show held on the West Coast, including set design, DJ, and video production. This show empowers plus-size women with positive body messages and highlights original designs by local, regional, and national designers. Griffin’s Place to expand existing arts-based programming serving individuals with intellectual and developmental disabilities and their families. Hillsboro Contra Dance to support monthly social folk dances for all-ages in Downtown Hillsboro. Hillsboro Farmers Market to support local musicians at the weekly Downtown and Orenco markets.
Hillsboro Tuesday Night Market to provide free live music on the Sandy Farmer Stage, which highlights local musical talent at the Tuesday Night Market. Huehca Omeyocan to fund the purchase of pre-Columbian instruments and regalia for workshops and performances throughout Hillsboro. The Immigrant Story for the addition of video storytelling to The Immigrant Story website. The Immigrant Story documents, narrates and curates stories of immigrants in order to enhance empathy and help promote an inclusive community. Oregon Chorale to fund the Chorale’s December concert, including works by multicultural composers, mariachi groups, Latin dancers, and singalongs in English and Spanish. Westside Quilters Guild to support and promote the Biennial Quilt Show featuring over 100 quilts in November 2019. Write Around Portland to hold two creative writing workshops, in partnership with social service agencies in Hillsboro. The workshops will culminate in the publication of participants’ writing in a professionally designed book and a community reading where participants will share their stories with audience members.

or Cultural Sharing Core Support Grants: The following organizations received core operating support grants to further their organizational missions this year. HART Theatre is in the business of providing quality community theater and entertainment to Hillsboro residents and the surrounding areas. HART is also dedicated to providing educational opportunities, chances for community involvement through volunteer activity, and support for cultural diversity. Hillsboro Symphony Orchestra provides an affordable and family-friendly cultural experience in Washington County with three concerts per year. Formed in 2001 by a group of fewer than 30 amateur musicians, the Orchestra has grown to include over 70 members from a wide range of musical backgrounds. An all-volunteer organization, HSO has developed a long-range strategic plan to maintain the existence of the Orchestra for many years to come.

Oregon Chorale is an adult choir based in Hillsboro that promotes beautiful, provocative choral music at the highest level while keeping concerts affordable, accessible, and fun for its audiences. Founded in 1985, the chorale supports local youth through its Emerging Voices program, music scholarships, and collaboration with local youth choirs. Rasika is a Hillsboro-based cultural organization dedicated to presenting and promoting classical Indian dance, music, and culture, through high quality concerts, lectures, demos, and classes. Sequoia Gallery + Studios is a non-profit organization dedicated to promoting fine art. They offer a variety of programs and events that teach and display art, provide an environment for interaction and creative ideas, and provide opportunities for artists’ exhibitions, outreach, and programs. STAGES Performing Arts Youth Academy offers innovative programs for youth where they may develop their own unique creative voice in a supportive environment. STAGES nurtures artistic, intellectual, and character development through an educational theatre arts program that develops confidence, respect, compassion, cooperation, creativity, and critical thinking. Westside Youth Choir has enriched the lives of young people in a nurturing atmosphere by teaching the joys of singing. Several age- and ability-based choirs are available for all young people with a desire to sing, learn, and perform.

Dream and Memory Find Symbolic Shape in the Paintings of Rosa Noyola Noyola spoke with Cultural Arts staff about her work and influences, the challenges of finding studio space, and her upcoming exhibition with the Brookwood Library, where she also works as a Library Assistant. You work primarily with portraiture, often including additional symbolic imagery. What about this subject appeals to you? I’m trying to find the connection between [my subject] and me, or me and the world…I write a lot of poetry and short stories that narrate the symbolic images. Sometimes when I’m trying to pinpoint a feeling or sensation, I relate and compare it to something else in order to identify it, like in [Dichotomy]. The image of the two lions and the figure in the room demonstrate two forces—one good, one evil. They’ve been so obsessed with fighting each other that they haven’t eaten or slept. I come to the point of making a decision and walk into the room. Here, I ask myself what I should do: Should I let them keep fighting until they kill each other? Should I stop them? And how should I approach this? Faces, gestures, and body language are very interesting to me, and using symbols in my images is like a code or a puzzle that narrates a story. Using these symbols communicates that hidden language that helps define a mood. Who are some other artists who inspire you? A woman kneels on the floor of an empty room. She wears blue jeans and a white tank top, and her face is turned away from the viewer, obscured by a tumble of brown curls. She’s circled by a pair of lions, their manes thick. One appears wounded and hungry, the other large and clear-eyed, but ghostly: rendered in shades of blue-tinted grey. The woman appears to be swiveling her attention between the two, caught between two primal forces. This is Dichotomy, a work by painter Rosa Noyola. Born in Zacatecas, Mexico, Noyola made her way to the Pacific Northwest after earning her BFA in Painting and Drawing at New Mexico State University in Las Cruces. Noyola works primarily with portraiture—of others and of the self—and has shown work locally with Brookwood Library and as part of The Frida Project, a ten-artist tribute exhibited in 2016 at M & M Market. Here, in Dichotomy, she reflects on a moment of internal conflict. Circling her mind are two opposing urges: an inner struggle she depicts as animal, and maybe not something to escape, but something to learn from. 6
I think John Singer Sargent has a beautiful way of painting portraits…He focuses on the face, and in some of his paintings the rest of the image blurs with broad brush strokes and color. These paintings remind me of a blurry photograph that was captured in movement. Frida Kahlo’s images are also dramatic in a different sense. She does a lot of self-portraits that demonstrate her pain and experience. I like her way of telling a story that makes it surreal yet understandable. She uses more bold colors on some of her paintings that show that Mexican culture and pride! I’ve been thinking a little about magical realism in relation to the appearance of animals and your interest in capturing a sort of dream-like space. The genre is also related to Kahlo, and to much Latin American art and literature. In including animals, I represent people. I like to paint memories or echoes of a conversation. Usually animals in my paintings demonstrate our inner self—a raw force of ourselves—a self that’s not the impression we are trying to give. I like how dreams and memories link together. In dreams you substitute things. For example, you may be dreaming of

an uncle that then becomes your neighbor, and later a pet rabbit; this doesn’t make sense in real life, but does in a dream. Later, when you’re awake from this dream, this becomes a sensation of déjà vu. I like Frida’s paintings because of her style and surrealism. Her artwork demonstrates a narrative of so much pain and strength. I like her way of expressing herself with animals, exposed hearts, and body language. Hillsboro seems a dramatic shift from New Mexico, at least in environment. As an artist, what appeals to you about this place and community? And, related, are there things you would like to see more of? More art! And opportunities like the Frida Kahlo project. Definitely more studio places to work in—it has been a challenge to find a studio or a place to work. New Mexico is definitely different—it’s hot, sunny, and dry. It took me awhile to get used to the cloudy and rainy weather here, as well as the environment. Living and working here in Hillsboro, I’ve seen so many opportunities for free events throughout the year for different ages. There’s also a large Latino community that makes it feel like home, and many diverse activities that are offered throughout the city. I’ve seen so much growth in this city that I really like. I like progression and that’s part of what inspires me as an artist, just that energy.

This summer, Showtime at Shute takes on a new name: Showtime Concert Series. Why the change for the City’s 39-year-old outdoor concert series? The concerts will now be held at multiple parks throughout the summer in order to reach more folks with live, family-friendly, free entertainment. This summer, the first five concerts take Pa’lante place at Shute Park as in years past, but the final two will occur at AmberGlen Park in the Tanasbourne district of Pa’lante brings multi-rhythmic Latin jazz to Shute Park east Hillsboro. HART Celebrates 25 Years of Community Theatre Magic As the house lights dim and the stage curtain opens, a certain magic fills the theatre. This magic is felt by all: by the actors, breathing life into characters who exist as words on a page; by the crew, seeing the world they’ve designed, built, and orchestrated suddenly become real; and by the director, watching their vision unfold, carrying the audience on a journey into the lives and experiences of characters who might be very different from themselves. The Hillsboro Artists’ Regional Theatre (better known as HART Theatre) has been creating that magic in their theatre productions for the last 25 years. What was started in 1994 as a private theatre by Kim and Jon Sandstrom has become a community-based and volunteer-driven mainstay with the mission to produce highquality entertainment in a safe and nurturing community theatre environment. According to HART Board President, Doug Sellers, “Community theatre is important because it opens our minds and hearts to situations beyond ourselves; it lets us explore different emotions through dialogue and actions. Acting is an art form that is learned and explored through personal experiences. Community theatre is not just an entertainment option, but an educational experience for performers and audience alike.” One of the oldest and longest-running arts organizations in the city, HART produces nine shows per season, while also providing a stage for two youth theatre companies: the STAGES Performing Arts Youth Academy and the Young Actors’ Summer Theatre program. Each season, HART actors and crew explore a variety of plays— from musical theatre to classic plays, children’s theatre to productions exploring social themes and issues—and strives to provide an elevated live theatre experience for its audience and actors at a low cost. According to Sellers, “(HART) actors have been given a platform to build their actors’ toolboxes, learn from directors, musical directors, and choreographers. HART also teaches set building, lighting, sound, and costume building, giving individuals a different art form that enhances the overall theatrical experience. As the talent base in Hillsboro has grown from this education, the audience is treated to authentic theatre experiences expanding their lives through the arts.” For HART Theatre’s 25th Anniversary, the company has planned a special line-up, bringing back many popular plays from past seasons to highlight those twenty-five years. The season will start off in July with the very first show that was performed at HART Theatre, “Light up the Sky,” and will also include the eighth iteration of the “Page to Stage” program, where local playwrights have the opportunity to do a stage reading of their work and the chance to have their play turned into a HART production. The season will end with the annual “HART Full of Stars” event, an opportunity for the actors to showcase their talents and a night of appreciation and community. 2019 – 20 Concert Series Sneak Preview
Innovative Grammy Award Winner Paula Cole Coming to the Walters Stage this September Studying at Berklee College of Music, Paula Cole rose to fame in the mid-‘90s with her critically acclaimed debut album Harbinger and work with Peter Gabriel. She became the first woman to be solely Grammy nominated for “Producer of the Year” for her follow-up success This Fire. In 1997, both singles I Don’t Want to Wait and Where Have All the Cowboys Gone? broke the Billboard magazine top 20 charts. She has released nine albums, is now working on her tenth, and has received seven Grammy nominations, winning for “Best New Artist” in 1997. In this Q & A interview, Cole discusses her songwriting process and what inspires her as an artist.
At this moment in your career, what inspires you as an artist?
Could you tell us a little bit about the music on your new album?
I am inspired by the courage and outspokenness and plain honesty I’ve witnessed in Millennials and I hope together we will create a more balanced, respectful society of equanimity.
Picasso said that artists are the politicians of the future. I admire musical artists who have stepped up to create art as social commentary seeking justice, and I felt called upon to speak out—to not remain silent—about our current state of affairs for my new album Revolution. There is highly personal content, songs that open suffocating silence for me and for women. There is anger, and there is hope for revolution; a love movement. What would you like your fans to know about your upcoming concert? I am touring in support of the new album, raising consciousness for my messages, sharing in the shamanic experience that is a concert, loving my fans and the music itself. I’m still here, ten albums deep, making meaningful music, committed as ever to the work. 12
What do you find most rewarding about live performance? I love what time has given me—a community between myself and my fans. We share in something inexplicable. Presented by Tuality Healthcare, Hillsboro’s signature event celebrates its 15th Anniversary this year, bringing the community together to rejoice in our thriving city. To commemorate the anniversary, Celebrate Hillsboro has shifted its focus to highlight Hillsboro’s rich cultural diversity. The festival will come alive to honor the collective stories of Hillsboro’s diverse voices, past and present, sharing culturally significant music, food, art, and performance throughout the day.
This year, Celebrate Hillsboro is also expanding into the evening hours. After a full day of enjoying diverse cultural experiences, Celebrate Hillsboro “After Hours” will begin at 4:30 pm with an evening of free music on the Main Stage at the Tom Hughes Civic Center Plaza. The concert kicks off with the wildly popular female-led cover band, Dancehall Days, at 4:30 pm, and ends with Kalimba, The Spirit of Earth, Wind & Fire, at 6:30 pm. Grab dinner, a glass of beer or wine, and dance the night away as the sun slowly sets over Hillsboro.
The Cultural Village on the courthouse lawn will provide hands-on culturally based experiences, with demos, displays, and activities by Salon Amrapali, Matereva Enterprises, Hula Halau ‘Ohana Holo’oko’a, Filipino American Friendship Club of Oregon, and Ballet Papalotl. The lawn will also host the juggling tent and the inflatable fun zone—a returning favorites for kids and families.
With more than 12,000 families, children, and businesses anticipated to attend, this year’s festival is set to be an amazing day of cultural experience, family fun, and community connection.
New this year, local ethnic groups will share traditional creative expressions from across the globe on the Cultural Stage, including everything from Pre-Columbian music and dance with Huehca Omeyocan to Celtic music by Crimson and Clover to Polynesian dance by Paradise of Samoa—and much more! Another new addition this year, Tom Hughes Civic Center Plaza will transform into the living room of Celebrate Hillsboro, featuring an all-day world music stage, unique eats and drinks, and beer garden, along with shade tents to cool off from the summer heat and the fountain turned up to keep children and families wet and wild. Head inside the Civic Center to shop the first-ever Sequoia Art Marketplace with artisans displaying and selling unique, one-of-a-kind works of art from 10 am – 6 pm. Get Outside & Explore Hillsboro’s Art With summer days upon us, it’s time to experience all the outdoor spaces that Hillsboro has to offer. And with a new public sculpture emerging before our eyes and old favorites getting a community-led pick-me-up, what better time to get outside with the family and enjoy art in the sunshine?
Dann Nardi’s Elemental Sequence at AmberGlen Park
A series of gently arcing cast concrete pillars, seemingly perpetually dappled with light and framing a set of low concrete benches, will soon rise up from the gentle hills of one of the City’s newest parks. Dann Nardi’s monumental tribute to the trees and waterways of Hillsboro, Elemental Sequence, was originally slated to be built in Rood Bridge Park last summer. However, the site proved to be unstable for such an artwork. After considering many options, the decision was made to place Elemental Sequence at AmberGlen Park, a 14-acre stretch of green slopes and large ponds in the Tanasbourne area. The addition of Nardi’s sculpture will create a dramatic visual landmark in one of the City’s newly acquired gathering places, and, along with summer concerts and events, the new sculpture will help to enliven this blossoming neighborhood. Nardi and a team of assistants will be constructing the work on site, offering opportunities for the public to witness the creation of the work. Following the construction of footers and complex wooden forms, Nardi and his team will be hand-mixing concrete, adding pigment to each small batch in order to achieve subtle shades of color. As these layers of color build up and the piece is released from its wooden forms, dappled hues will be revealed, recalling the layered strata of a hill side, the dappling of light through trees, or clouds moving across a grey-blue sky. Regular visitors to AmberGlen Park will be able to watch the sculpture evolve from day to day, and Nardi will be available to meet visitors on site on Saturday, June 15, from 1 - 3 pm. There will be a dedication for Elemental Sequence preceding the Showtime Concert Series at AmberGlen on Thursday, August 15, at 5:30 pm.
Patrick Dougherty’s Head Over Heels at Orenco Woods Nature Park
While Nardi’s monumental cast concrete works are relatively permanent, other highlights of our collection of public artworks are as temporary and mutable as the seasons. Patrick Dougherty’s Head Over Heels, the six immense heads popping up like so many mushrooms among a grove of old growth fir in Orenco Woods Nature Park, is one such work. Constructed two years ago, in April of 2017, Head Over Heels is built entirely of natural materials, primarily willow branches sourced from nearby woods. Over 150 volunteers contributed over 1,000 hours to aid Dougherty in constructing the work, with the full knowledge that the sculpture wouldn’t last forever. Now two years old, the piece has passed by the halfway mark of its expected lifespan, aided, in part, by continued investment by community members and volunteers. To mark the occasion of the most recent birthday of Head Over Heels, Hillsboro Parks & Recreation staff organized a day of celebration, repairs, and stick-building. Volunteers spent the day on Friday, April 26, weaving fresh willow branches into the sculptures, reinforcing their surface and structure. On Saturday, April 27, visitors enjoyed cupcakes and worked on constructing a new “Stickwork” structure for all to enjoy. With the summer sun shining, now is the perfect time to get out to Orenco Woods Nature Park and explore Dougherty’s Head Over Heels, and check out the new community-built additions to the site!

Daycation is an app aimed at getting your family outside and exploring your community. With support from the Intertwine Alliance and the U.S. Fish and Wildlife Service, Daycation provides users with maps and itineraries for exploring local parks and points of interest, with parents and young children in mind. Inukai Boys & Girls Club Mural Dedication On April 12, 2019, the Inukai Family Boys & Girls Club held a dedication and ribbon-cutting for their new outdoor play space and mural. Hillsboro Cultural Arts was proud to be a sponsor of Arturo Villaseñor’s mural and work with club students. Rachel Schutz, Vice President of Services for the Boys & Girls Club said, “I cannot tell you how proud we are of this piece, how incredibly grateful we are to Arturo and his beautiful work ….This art has not only united us as a Club, but as a community as well. What Does Art Mean to Hillsboro? The City of Hillsboro has an active history of supporting the arts as a way to enhance livability. In fact, the City’s guiding document, the Hillsboro 2020 Vision and Action Plan, calls for over a dozen initiatives in the cultural arts sector alone. Highest on that list are the creation of a cultural arts center, an arts council, and a public art program. Within the pages of the HillsboroARTS Magazine, you will see the dreams of 2020 becoming reality through creative programs, events, classes, concerts, gallery exhibitions, community grants, and public art works. Glenn & Viola Walters Cultural Arts Center
The Walters opened on March 16, 2004. Located at the corner of SE 5th Avenue and Main Street, this site has a rich history of community involvement that began when the Trinity Lutheran Church started construction of the church building in 1947. The Walters is a ground-breaking facility that provides expanded opportunities for the entire Hillsboro community, including: youth and adult art education and training, increased access to local, regional, and national artists and increased opportunity for individual artists to teach and demonstrate their craft. It is the first site constructed in Hillsboro with the intention of showcasing cultural events and providing community-centered arts education.
Hillsboro Arts & Culture Council
The HACC mission is to promote and support the growth of arts and culture as assets for a vital, prosperous, and livable community. The Hillsboro Arts & Culture Council (HACC) first convened in the spring of 2007. This citizen advisory committee is appointed by the Mayor and confirmed by City Council. Under the general direction of the City Council, the HACC oversees policies and programs pertaining to arts and culture for the City. It is housed in the Parks and Recreation Department and is administered by the Cultural Arts Program Manager. In 2012, the HACC established the Hillsboro Arts & Culture Endowment in partnership with the Hillsboro Community Foundation to create long-term stable funding for our creative community.
Hillsboro Public Art Program
Public art is a part of our mental map of Hillsboro, creating the memorable public places that strengthen our community. Art can attract us to downtown, enliven our neighborhoods, enhance our experiences in parks, remind us of our history, and celebrate our ethnic and cultural diversity. Public art can take many forms - landscape treatments, building facades, freestanding sculptures, murals, lighting, and more. It can be permanent or temporary. Often, art is an unexpected discovery that lifts us out of the ordinary and brings a moment of intrigue and delight to our day.
