THE BEST OF 2020 NAVIGATING THROUGH COVID-19 With the November election upon us and a Supreme Court vacancy in the balance, we have put the focus on two women judges who are up for election to the 18th Judicial Circuit Court in DuPage County. You may have seen their names on signs around town; they are Circuit Court Judges Ann Celine Walsh and Monique O’Toole. We take you from their days at St. Isaac Jogues School to their positions on the bench, with insights on how and why they make their decisions. This month, we announce the 2020 “BEST of” winners, chosen by you, our readers. This is our fifth edition of asking which businesses you think are the “BEST of” in more than 40 categories. We not only wanted to announce who they are, but we also wanted to let the winners tell you directly how they have adapted to very difficult conditions for them, their employees and for you, their customers. Circuit Court Judges Walsh and O'Toole reflect on education and community BY LARRY ATSEFF

gainst a backdrop of a contentious summer and early fall, a November election rapidly approaches in which we will vote, top to bottom, for virtually every public office. With all that in mind, not to mention a Supreme Court nomination under consideration, we decided to spend some time talking with two DuPage County Circuit Judges of the 18th Judicial Circuit Court: Ann Celine O’Hallaren Walsh and Monique Naffah O’Toole. Both are up for re-election. We wanted to learn what it is like to be a judge, how they became judges and how they approach their considerable responsibilities these days.

When Walsh was in eighth grade, for example, she remembers her teacher Diane Feldman and her entire class had a special mass for her as she underwent surgery for an ear problem. They laughed about going to Jimmy’s Sweet Shop after school. “It was at St. Isaac Jogues that both

simultaneously realized we had to change sides in order to hear each other," O'Toole said. "We have shared lots of laughs since then.” After Walsh’s ear surgery, it became difficult to play sports, and in looking for another school activity, she joined Hinsdale Central’s mock trial team. It was there that she learned to strengthen her public-speaking skills, and became enamored with idea of law. Walsh is very proud that the team won two state championships while she was a member of the team. In fact, to this day, she advises students who participate on high-school mock trial teams, including at Hinsdale Central and York High Schools.

“Above all, we uphold the law and do it with the utmost in fairness, so that after a decision is rendered, and parties walk out of their courtrooms, both sides will feel they have been treated fairly.”

The journey for these very accomplished women to become judges takes us from their early classrooms to their courtrooms. There are some remarkable parallels for both.

Both attended St. Isaac Jogues School in Hinsdale, where we had our conversation. They sat in the same classrooms they attended. They reminisced about teachers like Mrs. Anderson, Sister Joan Clare and Mrs. Dempsey. “I especially remember Principal Sister Joan Clare," O'Toole said. "She ran the school with an iron fist, and no one crossed her. She always wore a skirt and heels, and you could hear her coming down the hall. All of us straightened up in our chairs for fear she would be coming into our classroom.” They both credit the school with not only teaching “reading, writing

of us made friends that to this day we stay in touch with," O'Toole said.— “Both of us even had our weddings at St. Isaac Jogues Church!” Walsh comes from a family of seven children; O'Toole hails from a family of four children; and both have been very involved in school parentteacher associations and sports teams for their children. And early on, they were both law clerks and then assistant state’s attorneys after law school at the DuPage County State’s Attorney’s office. One more parallel that is a bit unusual: both are deaf in one ear, which they discovered sometime after they met. “One day, as we were walking and talking, we both instantly and

In O'Toole’s case, she said, “I always seemed to be interested in law," as she went from high school at Woodlands Academy of the Sacred Heart, and then to University of Colorado, graduating in 1989. She then went on to graduate from John Marshall Law School in 1992. O'Toole also earned a Masters of law in health law from the Loyola University School of Law in 1998. In the DuPage County State’s Attorney’s office, Walsh had extensive experience prosecuting criminal cases. She served in the felony trial division and the sex crimes/domestic violence and child abuse unit, from

She tried hundreds of cases to verdict, in which she directed or cross-examined expert witnesses on matters of DNA, forensic pathology, psychiatry, internal medicine, pediatric sexual assault/abuse and other evidence matters. Early in her career at the state’s attorney’s office, she also served in the misdemeanor and traffic division. Meanwhile, O'Toole prosecuted misdemeanor, juvenile and domestic violence cases, and then became an assistant attorney-general in the Illinois Attorney-General’s office in Chicago, where she worked in the civil appeals bureau representing various state agencies on appeal, and arguing in front of sundry appellate courts across the state. She then moved to the consumer fraud healthcare bureau, receiving her Masters of law in health law, advocating for the rights of consumers in their access to healthcare, and negotiating with insurance companies for appropriate coverage for those consumers. The healthcare bureau was one of the first of its kind in an attorney-general’s office in the country.

So, how did they finally get to become DuPage County Circuit Court judges?

In 2019, both Walsh and O'Toole were unanimously appointed by the bipartisan Illinois Supreme Court to serve as circuit judges, which means they are running to hold their positions in the November 2020 election.

“You first have to understand how a circuit court in Illinois is made up," Walsh said. "In a circuit court, there are circuit judges and associate judges." "An associate judge is appointed by the circuit judges, and serves a term of every four years, and then

In Walsh’s case, she appeared before judges who mentored her for many years, such as the Hon. Kathryn Creswell, the Hon. Blanche Fawell and Illinois Supreme Court Justice Michael Burke. These judges encouraged her to apply for an associate judgeship after years of trial experience. The more Walsh thought about it, the more convinced she became that she could become an associate and then a circuit court judge. She accepted the appointment as an associate judge in 2014, and five years later, in 2019, she was appointed a circuit judge.

“A judge is the most important person that you, a family member or friend, will meet during one of the worst days of your life. We make decisions every day that directly impact people’s lives. These include child custody, personal freedom in criminal cases, guardianships, monetary awards, inheritance and so on.”

O'Toole then moved to private practice for ten years, before shifting back to the public sector as an assistant state’s attorney in DuPage County in the child support enforcement division. All the while, as both were gaining great experience and an excellent understanding of the law in a full range of cases, they also earned the respect of their peers and DuPage Circuit Court judges in the 18th district in Wheaton. Walsh and O'Toole both said it was quite flattering when some of these judges suggested that each not only had the expertise and experience,

[is] considered for retention by the circuit judges. In DuPage County, there are 46 judges: 15 circuit judges and 31 associate judges. Circuit judges are elected for a six-year term and thereafter run for retention every six years. "Essentially, the circuit judges act as the executive board of judges who appoint the associate judges. Circuit judges also assist the chief judge with policy and the administration of the judiciary, in addition to handling their courtroom assignments. If there is a vacancy on the Circuit Court, the Illinois Supreme Court may appoint

When asked how they feel about running in an election to maintain their position as a circuit judge in DuPage County, Walsh said although a circuit judge is an elected position in Illinois, "we do not consider ourselves politicians." "A judge’s role is to use their experience, to listen to litigants with fairness and impartiality, and to follow the law," she said. "A judge should not allow any political views

[to] influence their decisions on cases, and it is unethical to do so. That said, under Illinois law, circuit judges who are appointed by the Illinois Supreme Court are required to run in the election following their appointment. Therefore, we are running in the 2020 election to hold our circuit court judgeship. "While some believe we could be considered politicians, because we are running campaigns, we strongly believe that judicial elections are different. Unlike someone seeking an office, neither of us has a platform or a political agenda." Fortunately for both Walsh and O'Toole, friends, neighbors and relatives have come forward to help them “campaign,” with signage and mailings explaining their expertise and experience in applying the law.

When asked about their observations about how people regard the law now, compared with years before, both said they wish more people would show more respect for the law.

Obviously, John has a lot of confidence in his company and the team he has assembled. Today, as Liarakos copes with the pandemic, not only does she continue to offer fresh flowers, but she is also putting her interior design experience into custom designs of “permanent botanicals.” “When customers come in, they can’t tell the difference between [the] custom, permanent botanical arrangements and live flower arrangements,” Liarakos said, “and they last for such a long time.”

Kramer Foods When you walk into Kramer Foods in Grant Square, you’re greeted by a well-lit, immaculate store, with wide aisles and every item on every shelf perfectly faced out, waiting to be put in your shopping cart. “We like to stock the shelves continuously, throughout the day, so they are always filled, and when a customer has a question, there is somebody right there to help,” said Amy Ludwigson, daughter of owners Ron and Kim Ludwigson. “Service is everything with us, from stocking shelves, to stocking fresh produce daily, to our butcher shop, where we freshly grind and hand-trim our meat.” Another service feature is the extensive deli, where you can order fresh salads or a custom sandwich. A customer favorite is their monthly deli menu, featuring freshly-made dinners, soups and hot sandwiches. “We also pride ourselves on fast checkout, so there is usually no waiting; and we are happy to load your groceries right into your car,” Ludwigson said. “Plus, we offer online ordering with curbside pick-up too.”

Marco’s Kitchen Marco Conte, proprietor/chef for Marco’s Kitchen in La Grange, recounted how he opened his restaurant the first week of April,

and, notwithstanding the adversity of opening during the Coronavirus pandemic, has quickly developed a loyal following. “Our timing couldn’t [have been] worse,” Conte said. “We weren’t able to open like any other new fine-dining restaurant. Our entire business plan needed to be reimagined because of the pandemic. Against all odds, we began to offer our patrons curbside pickup, international family dinners and our farmfresh, restaurant-quality produce bags. Word traveled very quickly, [and] both of our curbside options were successful enough to bring my staff and I through the pandemic. Our very intimate, socially-distanced dining room is now open and offering our guests the finest international cuisine and libations that the area has to offer. Almost every day of business brings a new hurdle; I simply repeat to myself, ‘Always forward, never back. Buon appetito!”

Page’s Restaurant Hinsdale’s downtown is noted for its quaint charm of older buildings. Often, they retain their construction features, combined with updates. There’s one place that hasn’t changed much in almost 40 years: Page’s Restaurant. An institution in the village since 1981, Page’s is located right across the street from the main Hinsdale train station. Owner Cissy Rallo recalls her mother Kathleen Barbera bringing her to the small diner since childhood, often joking how great it would to own a place like Page’s. So, when the opportunity came to purchase it eight and half years ago, Rallo and her mother sealed the deal. They have kept the traditions of a small-

He runs the restaurant, while she runs the books—although Jose said she also makes the best tamales. The Olivers have built a loyal clientele that come back again and again to enjoy their many varieties of tortas, tacos, burritos, enchiladas, tostadas and carne asada. All are made with lots of grilled pork and steak and fresh ingredients. “We even grow our peppers and tomatoes around the building," Jose Oliver said. ... “Once your dish is brought to your table, you walk up to our salsa bar, where you have a wide choice of 20 salsa flavors and several levels of ‘heat’ to suit to your taste. ... Perhaps one dish that truly wraps up a Taco Grill experience is the Torta Hawaiiana, made up of ham, roasted pork, al pastor meat, refried beans, avocado, tomato, onions, melted cheese and pineapple.” To accommodate diners these days, Taco Grill also offers curbside pick-up and delivery, late-night dining and catering.

Toni Patisserie & Cafe “When we decided to close the patisserie at the end of March, I think we did so with the common misconception that we would only be closed for two to three weeks, maybe four. Then everything would be back to normal. “What has since transpired has been among the most challenging and humbling experiences of our professional lives. We reopened to a world of canceled weddings, stay-at-home graduations and drive-by birthday parties. People were still celebrating their milestones, but doing so in a much more intimate way. We started selling individuallywrapped cupcakes instead of birthday cakes, boxed-lunches instead of sandwich platters and a host of other single-serve items that let our guests feel safe. “We also listened to our customers and broadened our food offerings. Baguette sandwiches, French-inspired salads, housemade soups and savory quiches all became as synonymous with our brand as white chocolate mousse cake and French macarons. The most humbling part of our story, though, is the support we have received from our community, which has been nothing short of a miracle. he Hinsdale Historical Society (HHS) is undertaking a major fundraising campaign to restore the R. Harold Zook Home & Studio, which was relocated to Katherine Legge Memorial (KLM) Park in Hinsdale in 2005.

R. Harold Zook is a prominent figure in local architecture, particularly in Hinsdale, where he designed 34 homes and

buildings from the 1920s until his death in 1949. A meticulous architect with a gift for applied geometry, Zook’s noteworthy features include chevron patterns, thatched roofs, use of wood, employment of narrow vertical windows and his signature “spider webs,” which he would quaintly carve into different spots of the homes he designed. Braden said the video served as “a good history lesson for me, a fun story to tell and hopefully an educational tool that we can continue to use to educate even our smallest of kids about why history matters here in Hinsdale.”

D86 students and parents rally to resume in-person instruction BY MIKE ELLIS

ozens of Hinsdale Central parents and students gathered outside their school for the “we stand for the students rally,” demanding to reopen District 86 schools, before the board of education meeting on Sept. 10.

Organizer Susan Draddy of Hinsdale said she is not an “activist,” but rather a mom who is “passionate about getting her son and all these kids back in the classroom.”

Brescia expressed concerns about students’ mental health in light of doing all of their learning in front of computer screens.

Draddy said those pushing for school to reopen understand the risks, and are confident they can do so safely.

“We’re trying to lift each other up on a daily basis,” he said. “Students are not okay, and are only going to struggle more if we don’t get back in school.” Brescia rhetorically asked if there is such a low mortality rate stemming from Coronavirus among school-aged children, why District 86 remains in a full remote learning environment, and further questioned why Illinois is the only state in the region not playing football this fall.

Diving right in: Ed Wobert When Ed Wobert heard about Diveheart, he "dove" right in, eagerly assisting in whatever ways possible to help the organization. Wobert's daughter Elizabeth Spychala was working as a behavior therapist for the Center for Autism and Related Disorders (CARD) when she first learned about Diveheart. “One of the children she was working with loved the water, and had become involved with Diveheart," Wobert said. "When my daughter heard about Diveheart’s mission and vision and the great work they do, she said to me, ‘Dad, this sounds like something you’d really enjoy.’ She was right. I started volunteering with them, and have been doing so for the past two and a half years.” Diveheart’s mission is to build confidence, independence and selfesteem in the lives of children, adults and veterans with disabilities through scuba-diving, scuba-therapy and related activities. Its vision is to instill a can-do spirit in participants, inspiring them to 65

take on challenges that they may not have considered before. Using zero-gravity and the adventure paradigm, Diveheart helps participants believe that if they can scubadive, they can do anything. Wobert was a scuba-diver before becoming involved with Diveheart. “My youngest son David and I got certified when he was in Boy Scouts, and it grew from there,” he said. Wobert, his wife Gina and their three adult sons are certified divers. He is a PADI master scuba-diver, and with Diveheart, he became certified as an advanced adaptive dive buddy. Pre-COVID-19, Wobert said he volunteered with Diveheart as often as possible, helping out with "discover scuba" events in Oak Lawn, Lockport, Elgin and at Marquette University in Milwaukee. He also helped out at Diveheart’s summer picnics at Pearl Lake and Haigh Quarry. As Wobert earned his advanced certification, he was able to take a more direct leadership role in working with adaptive divers.

“Diveheart policies and training provide a very good structure to ensure safety for all participants and volunteers," he said. "Diveheart also offers volunteers opportunities to serve both in and out of the water. I serve wherever and whenever I can.” Because of COVID, events and trips have been suspended at community pools, and Wobert has volunteered in the equipment locker, sorting and checking gear. Additionally, he and his wife have made their home in-ground pool available for limited one-on-one training of volunteers and participants for confined water training. “Our pool has not seen this much activity since our five kids were young,” Wobert said. “We depend so much on the generosity of our volunteers, and Ed and Gina have been outstanding in providing their support," said Jim Elliott, founder and president of Diveheart. "We’re fortunate that we’ve connected with them."
