Welcome to Phoenix We once again extend our warmest of welcomes to each and every one of you as we open the doors at the 8th annual Handler Instruction & Training Seminar. Our mission has always been the advancement of law enforcement K-9 professionals and the industry which tirelessly supports our daily operations on the street. From the beginning, we had a vision to bring the sharpest K-9 trainers from across the United States and abroad together under one roof for one powerful training conference. The humble gathering of a couple hundred K-9 handlers has inspired hundreds more to join us and we continue to grow larger each year. From our launch with Police K-9 Magazine to our independent orbit with HITS Training & Consulting, we continue to lead the police K-9 industry from the front. The HITS partners are K-9 handlers just like you, so we understand what’s important to our brothers and sisters on the street when it comes to training. Indisputably, HITS is the largest and most comprehensive law enforcement K-9 training conference in the world and we anticipate that your experience with us this week will prove its worth in your K-9 career, as there is something here for everyone. So immerse yourself in this opportunity and enjoy the HITS training atmosphere with our vendors and your colleagues from around the world. Please make it a point to meet each of our instructors, our staff members and ask lots of questions. Be sure to give us your input for the future as well as your feedback on your experiences at HITS 2014. Help us put HITS to work for you and let’s continue to shape America’s K-9 industry together. Simply put, you’ve been there, we’ve been there too. Stay safe, shoot straight and take cover.
Sincerely,
Jeff Barrett, Ted Daus, Jeff Meyer & Andy Weiman

Compartments & Concealment Methods - Kretschmer, Nix
Classes
Thursday 8:00-10:00 Take a quick look at the evolution of major drug trafficking and you’ll instantly realize that the limitless budget and imaginative fabrication skills of the cartels is producing a broad spectrum of hidden compartments and concealment methods. Officers on the cutting edge of interdiction will want to hear this riveting two-hour presentation by two officers who stand as the tip of the spear on a daily basis in the war on drugs and smuggling. Listen as these officers talk about indications and search techniques they currently use to locate and access contraband in various hidden compartments inside passenger vehicles.
Detector Dog Problem-Solving - Ken Licklider Wednesday 3:30-5:30 & Thursday 3:30-5:30 Problem-solving methods for detector teams is this year’s topic for Ken’s lecture. At some point in our career, all detection dog handlers are going to run into a problem we might feel is unique to our dog. Ken Licklider has the solutions, and hearing his methods and techniques for problem-solving will put you back on the road to success. Even before a problem develops, the information provided in this lecture by one of the most knowledgeable drug dog trainers in the world can save you countless hours and dollars in the future by giving you the skills to stay effective as a K-9 handler or trainer. Let the years of knowledge and experience of Ken Licklider take the guess work out of problem-solving for detection dogs.
Detector Dog Training Puzzle - Andrew Weiman Friday 8:00-10:00
Make every piece of the puzzle fit, every single time. If your training techniques seem to be a hit-or-miss success story, or if you’re finding that you have serious problems with unwanted behaviors during your deployments, you should take a closer look at the foundation underneath. Successful detector dogs do more than just find target odors, they understand how to dismiss their environment in their search. Learn how to improve your dog’s performance by fully understanding the foundation needed for each training technique. Listen as Andrew Weiman discusses how to shape the pieces of the puzzle to make them fit the picture of success every time with the right foundation and learning theory.
Development of Young Police Dogs - Laz Cabrera Thursday 8:00-12:15
A brief insight on the theoretical and practical understanding of “the development of a young dual-purpose police dog;” selecting a future dual-purpose police dog, Maslow’s pyramid of hierarchy of needs, classical conditioning/associative learning, the operant conditioning quadrant, marker training with the use of food and toy rewards, understanding the effects of dopamine in dog training, an operant dog vs. an escape and avoidance dog, the steps involved in OB, the use of the manners minder, the use of the treadmill and the use of place board for the directional use of your police dog.
Dog-on-Dog Aggression - Jeff Meyer Friday 10:15-12:15 Every neighborhood has them. Some run the fence in the backyard and others roam as strays through the alleys and streets. They are a part of the environment in which we must routinely deploy. In addition to the pets in our community, we oftentimes find ourselves needing or wanting to work K-9 search teams in close proximity or in tandem to accomplish our mission. Learn the techniques that clarify the mission for the dog and redirect his misguided intent back to a successful deployment.
Explosive Detection K-9 Unit - Dave Dorn Training and utilization for the real world- Many K-9 teams perform flawlessly in a controlled training environment where the familiar settings and routine activities pattern the dog’s performance to perfection. The challenges and difficulties of real world deployments will ultimately expose the grave weaknesses of the team as neither the dog nor the handler are truly prepared to excel. This class will help you understand the connection and the necessity for K-9 training that mimics the real world scenarios in which the team must work. Having a clearer understanding of the proper utilization of the explosive detection team is the first step in developing and executing a well-managed incident.
Explosive Dog Independent Training Class - Chris Jakubin Wednesday 1:15-3:15 This class is designated for those handlers who still utilize a lot of search pattern with their explosive detector dogs. Explore a different way of thinking when training and utilizing the explosive detector dog. Explosive detector dogs should be conditioned to hunt for explosives every time they are taken out of the patrol vehicle without command/stimulus. Ensure you are a more successful team by making a few adjustments to your training styles for both the dog and the team. Learn to sharpen your dog’s nose work and to work well behind the dog vs. in front of the dog.
Classes
Thursday 8:00-10:00
Explosive Detection Team Tactics - Ray Neely Thursday 10:15-12:15 Want to maximize your effectiveness and K-9 success in the field? For the first time ever, HITS 2014 brings you Ray Neely, Senior Special Agent assigned to the ATF’s National Canine Division. Senior Special Agent Neely lays out his expert strategies that any EOD handler can implement toward their personal success. Listen as Ray articulately and informatively covers many great topics like better scene evaluation; prioritization of your searches; unique characteristics of deployment types such as preventative sweeps, dignitary protection, bomb threats, investigative/evidence searches, open areas/ buried hides and post-blast scenes. Senior Special Agent Neely will highlight emerging explosives threats and—time permitting—large event planning and counter-suicide bombing considerations.
Explosive Detection Training Theory- Mike Ritland Thursday 1:15-3:15 Explosive detector dog handling is unlike other detector dog operations and the successful process includes the right elements from start to finish. Mike Ritland will cover these essential elements in his two-hour HITS presentation on explosive detector dogs. Valuable information that begins with proper dog selection, the correct imprinting methods and moves through quality training techniques such as point to point and quartering exercises and scenario based training that mirrors operations. Mike discusses environmental effects on odor availability and odor movement. Additionally, Mike will talk about proper training aid handling, cross-contamination and the facets of double-blind testing for explosive dog teams.
Extinction Training -Steve Hearth Friday 10:15-12:15 Steve brings to HITS some of the most accomplished techniques for extinguishing unwanted behaviors associated with training and working detector dogs. Oftentimes handlers will unknowingly build undesirable odor recognition into their detector dog’s scent picture. Steve will explore the various techniques designed to extinguish the unwanted behaviors and isolate only the specific odors that are necessary for police work. Additionally, Steve will cover a spectrum of training techniques used in today’s police dog training to imprint target odors in detector work.
Hard Surface Tracking - Grant Rieder
Classes
Thursday 3:30-5:30 & Friday 3:30-5:30 If you track, then you won’t want to miss this class! You know how frustrating and elusive hard surface tracking can be. Canadian expert Grant Rieder has developed and honed his skills for training and teaching hard surface tracking over the past 20 years. Grant Rieder brings to HITS 2014 the real-world experience of a veteran K-9 handler and expert trainer. In his HITS debut, Grant will detail how to teach hard surface tracking from day one through to a level competent enough to certify. In addition to learning these proven training techniques, you’ll learn more details about urban tracking environments, the do’s and don’ts of urban tracking and what suspects tend to do while being pursued. HITS 2014 is a learning environment that encourages you to discuss the topics and ask questions. Grant Rieder will have the answers you’re looking for.
Interpreting Novel K-9 Behaviors - Ken Pavlick Thursday 1:15-3:15 This class explores a series of real-life detector dog deployments where the handlers observed unusual and novel K-9 behaviors that ultimately resulted in large seizures of illegal drugs. Would you have recognized these behaviors as a positive alert? Learn from these events and contribute any unique scenarios of your own for the class to benefit from. The years of K-9 experience and expertise that Ken Pavlick brings to HITS in 2014 will most certainly facilitate an educational atmosphere filled with an exchange of training and deployment ideas designed to further every handler’s training needs.

K-9 Aggression During Training - Rob Lukason Friday 8:00-10:00 Case study reviews of K-9 aggression in the “training environment.” This class provides an individual or group an activity that goes on for the duration of the class, resulting in a “collective” solution, protocols, and techniques to address discussed behaviors identified by the participants. Various “Aggressive Dog” problems will be addressed through viewing a video time line, milestones and other aspects of the case study which allows the students to hear multiple solutions to a given issue, as all dogs are different. The classroom “participation” format provides an environment that can be used to help students improve their problem-solving, develop their K-9 instructional “tool-box” and build on their own previous work experiences.
K-9s in Custody - Dave Dorn Wednesday 3:30-5:30 An in-depth look at the implementation, training and utilization of detection dogs used in jail settings. Over the past five years, there has been a marked increase in the number of dogs being used within the confines of penal institutions across the United States. This surge in K-9 teams within correctional facilities has outpaced the definitive understanding for how their abilities can be maximized. This new class for HITS 2014 will help those handlers who are currently working or considering working a K-9 in a jail or prison better understand the specific training and utilization that can mean the difference between the success and failure of the program.
K-9 Learning & Clear Communication - Cameron Ford Thursday 3:30-5:30 & Friday 3:30-5:30
This class covers the principles of learning (classical and operant conditioning) the use of markers/ bridges. We cover how information is taken in by your K-9 as well as how to best deliver the information you wish to train. We go over how to introduce these methods and how to use them in problem solving. In this class you will conduct hands-on experiments where participants get to feel for themselves how to communicate and give information. All of this will allow you to become a better handler and trainer for your dogs.
K-9 Supervisor “More than just a title”- Ron Cloward Longtime K-9 expert and K-9 unit supervisor Ron Cloward highlights the range of responsibilities that rest squarely on the shoulders of today’s K-9 unit supervisor. The class covers key elements that cannot be ignored to ensure the highest level of productivity, limit liability concerns and promote the continued support of out communities.
Patrol Dog Deployment Issues - Brad Smith Thursday 1:15-3:15 & Friday 10:15-12:15 There’s a multitude of considerations that patrol dog handlers need to mentally cover that makes success more than just luck or happenstance. From the simple to the complex, every patrol dog handler needs to have a mental checklist that ensures both safety and success of each mission. Listen as Brad Smith brings to the table the key elements that every patrol dog handler should use to develop a well-rounded deployment operation. Brad makes patrol dog deployments a success through planning and strategy with such important topics as tactical positioning, perimeters, K-9 announcement considerations, search team assignments and after action procedures. Brad teaches us how to become proactive thinkers in one of the most dangerous professions on the planet. Training to be a patrol dog handler should include this full checklist of deployment issues that could save lives, save time, improve your performance in officer safety and reduce your risks for liability.
Classes
Friday 1:15-3:15
Patrol Liability - Bill Lewis Wednesday 1:15-5:30 Sergeant Bill Lewis II (retired) comes to HITS 2014 as a critical thinker whose forthright and sobering look at some of our most common and reoccurring issues should make us all re-evaluate how we operate daily. From the perspective of hindsight, we can clearly see the road map to a better, safer and profoundly more effective K-9 industry. By using real-world experience and by examining many of the cases that have affected us all, Bill Lewis is able to pattern a better solution to avoid the trouble that faces us daily in the law enforcement K-9 realm.
Prison Dogs - Steve Lowe Thursday 10:15-12:15 There are over 2 million people incarcerated in our nation’s jails and prisons and as that number continues to grow so does the development of how service dogs are trained and deployed in these environments. With 25 years of experience in the Arizona Dept. of Corrections and more than 17 years working police dogs in those settings, Steve Lowe is well established as the tip of the spear for tactics and the methodologies for officer safety when it comes to high-risk cell extractions. At HITS 2014, you’ll hear LT. Steve Lowe highlight the need for specific K-9 training techniques as man/ dog teams are thrust into highly volatile apprehension scenarios that are generally viewed as one of the most dangerous operations in a secure facility. He will also discuss some of the most common mistakes that occur when service dogs become part of the cell extraction process and how we can develop better tactics to minimize our overall risks.
Reducing Stress, Confusion & Conflict - Mark Hines Wednesday 10:15-12:15 It’s been said that “training is simple but not easy,” but throw behavior problems in the mix and “not easy” becomes “nearly impossible.” Anxiety, fear, aggression, boredom, illness, genetic factors, environmental stressors, home life, and handler mistakes can all poison the relationship you share with your K-9 partner. Understanding the cause and effect of these behaviors will put you back on track to the training tasks at hand, and can help prevent future training setbacks.
Tactical Area Search - Jeff Meyer
Classes
Wednesday10:15- 12:15 The complexities of any urban setting seldom provide K-9 handlers with an advantage when searching for suspects on the run. Even the keen nose and solid discipline of a well-trained patrol dog require the tactical initiatives of the handler and the cover officers to make each mission a success. Jeff Meyer defines the fundamentals of sound tactics for area searches that produce positive results for apprehensions while minimizing the risks that officers must face with each deployment
Tactical K-9 Trauma Care - Alexis Newman Friday 3:30-5:30 You owe it to your canine to be prepared to save his life. Alexis Newman shares with you the essential information you need for an early diagnosis of a life-threatening illness in your partner. Alexis will teach you basic treatment and life-saving procedures all canine handlers should know. Alexis will work through your first-aid kit to be sure you have the necessary tools and knowledge to be ready when your canine needs you the most.

Tactical Police Decoy - Aaron Peterman
Classes
Friday 8:00-10:00 Becoming an effective police K-9 decoy is not about sport dog antics and show dog performances; it’s about bringing police dogs to an advanced level of confidence in fighting with real bad guys in the real world. The techniques used to solicit confidence from police dogs must include timing, teamwork and the ability to read and understand where the dog’s level of confidence stands. These things are demonstrated through a series of video clips that show you exactly how to safely bring a good police dog into the real world by being a good police dog decoy.
Tactical Tracking & Woodland Operations - Jeff Barrett Friday 1:15-3:15 This class examines the murders of Deputy Sheriff Matt Williams and K-9 DiOGi in intricate detail and how their deaths have initiated a national movement toward advanced tactical training for K-9 tracking and woodland operations. Jeff has delivered this training to well over two thousand police officers and counting. These practical training drills and training scenarios are applicable to every member of your agency. The training you provide others about being your cover officer during a tracking deployment may very well be the training that saves your life or makes a positive difference in securing a safe outcome.
