Ever try to read a pet food label? It makes very little sense. We will review which are the important parts of the label to look at and what the label tells you (or not) about the food safety, quality and ingredients. We will also talk about the types of nutrients working dogs really need (without the hype) and which ingredients contain these. We will also review popular working K9 supplements and which of them provide real results and which do not seem to have value in working dogs.

In addition to the pets in our community, we oftentimes find ourselves needing or wanting to work K9 search teams in close proximity or in tandem to accomplish our mission. Learn the techniques that clarify the mission for the dog and redirects his misguided intent toward a successful deployment.

To havea successful K9 program, leadership isn’t merely restricted to the supervisors and command-level personnel. Hennie Bolster I have been training dogs in the KNPV for over 35 years. I have trialed and certified 15 dogs in the KNPV. In those 35 years, I was an official KNPV decoy, and am now an official KNPV judge. In 2005, I was the KNPV Dutch Champion twice, for both PH II and Object with Beau. I was the Dutch Champion PH II in 2006 also with Beau and Dutch Champion PH I in 2008 with Baron. I have judged 4 times at the Dutch KNPV Championships. In addition, I have judged many trials and competitions in Holland. I have been in law enforcement for over 37 years, and a police K-9 handler/trainer for 29 years. I am currently a trainer for the patrol dogs in East Holland for the Dutch Police. Our unit has about 90 dogs, and the Netherlands has a total of about 580 patrol dogs. I am also a judge for patrol dogs in the Netherlands.

Lazaro “Laz” Cabrera is the Training Director for Police Service Dogs, Inc. founded in 2000 and located in Oxford, Florida. Police Service Dogs, Inc. is an ATF licensed and DEA Registered K-9 facility. PSD specializes in all aspects of patrol and detector police dogs. Lazaro became a police K-9 handler in 1998. In addition, he is a Florida Department of Law Enforcement K-9 instructor, USPCA patrol and detector judge, and has a Bachelor’s Degree in Criminal Justice. He is a USPCA 6 time police dog regional champion and a 4 time police dog national champion. His 14 years as a police dog vendor and trainer has given him the opportunity to train with some of the world’s best dog trainers. His vision has led him to believe that in the near future Europe will not have the ability to provide enough police dogs around the world to include those needed here in the USA. For this reason Laz has taken a passion to the “Development of young green police dogs”. During her tenured career she has managed roles in several disciplines including product innovation and formula development, clinical study protocol design, research and scientific communications. Dr Cline is actively engaged with the law enforcement and canine training communities because of her keen interest in working dog nutrition. Her areas of expertise include the influence nutrition has on a working dog’s cognitive function and the link between dietary requirements and how they affect dogs abilities to learn and maximize their performance.
The Dog Food Label Says What? Are Supplements Needed? Every try to read a pet food label? It makes very little sense. We will review which are the important parts of the label to look at and what the label tells you (or not) about the food safety, quality and ingredients. We will also talk about the types of nutrients working dogs really need (without the hype) and which ingredients contain them. We will review popular working K9 supplements and which of them provide real results and which do not seem to have value in working dogs.

Ted Daus Ted Daus is an Assistant State Attorney with the Broward County State Attorney’s Office in Fort Lauderdale, Florida. He has been a prosecutor for the past 23 years, the last 18 of which he has been assigned to the Drug Trafficking Unit for the State Attorney’s Office. Ted graduated from Nova Southeastern School of Law in 1991. He has extensive experience as a lecturer on search and seizure for D.E.A., U.S. Customs, various Florida Police Departments, the Florida Prosecuting Attorneys Association, the Police K-9 Training Institute, Police Canine Consultants and the Canine Development Group.

Steve Dean Steve Dean spent 32 years as a police officer in the Metropolitan Police, London at that time one of the largest police forces in the world with over 30,000 officers and a K-9 unit with over 400 dogs. Steve spent 25 years of his police career within the K-9 unit both as an operational police dog handler and as a full time police dog trainer at the Metropolitan Police Dog Training School. He is the holder of an advanced Home Office / Association of Chief Police Officers Dog Trainers Certificate and an expert in the identification of Dangerous Dogs. Steve is the author of various police dog training manuals and police K-9 related articles and has appeared on various TV programs including the BBC’s Police Dog Academy and Animal Planet. Now retired from the police service, Steve continues his lifelong interest in dogs by breeding & developing working German Shepherds for police & private security services. Dave Dorn David Dorn is a Retired Sergeant for the San Francisco Sheriff ’s Department. David has worked in Law Enforcement for over 16 years. He has over 15 years of experience in K-9 Unit. For most of David’s canine handling career, he handled two canines on a daily basis. David implemented the Canine Unit in 1998. Marty Dulworth is a K-9 Handler for the Anderson Police Department in Anderson, Indiana. Marty has served with APD for 14 years. Marty has 7 years SWAT experience and has been a K-9 Handler for the past 7 years. Marty is currently working his third dog, Rico, a dual-purpose German Shepard. Marty has also been a Defensive Tactics Instructor since 2007. Marty is prior military where he served for the United States Marine Corps from 1995-1999 as a heavy machine gunner 0331, doing two west packs overseas. Marty was part of an active shooter incident in 2012 in which Marty was shot multiple times in both legs by an AK47, ultimately losing his lower left leg, and his K-9 partner, Kilo, a dual-purpose Malinois, was shot and killed by the suspect. Marty returned to work full duty as a K-9 handler with a prosthetic and he and Rico continue to work the streets of Anderson today.

Ricky Farley Ricky Farley is the owner of the Alabama Canine Law Enforcement Officer’s Training Center (ACLEOTC), located in Tuscaloosa, Alabama. ACLEOTC has been in business since 1984 and operated by Ricky since 1992. During this time, over 2,500 canines from 28 foreign countries have received training at ACLEOTC. Steve Hearth Dr.
Steve is a 15 year veteran of the Polk County Sheriff ’s Office in Lakeland, Florida and in his 20th year of law enforcement. Steve was assigned to the K-9 Unit for ten years as the senior K-9 trainer for the agency’s 23-dog unit. Steve teaches K-9 maintenance training, has instructed numerous basic patrol and narcotics detection K-9 schools, and conducted annual certifications for law enforcement agencies in the central Florida area. Steve is a Florida Department of Law Enforcement certified K-9 Trainer and Evaluator, and a Level 1 National Trainer for the USPCA. Steve has previously taught for Canine Development Group, and the Kenneth C. Thompson Institute of Public Safety. Steve’s professional associations have consisted of USPCA, NPCA, and NAPWDA. Steve is currently a Sergeant assigned to the Bureau of Criminal Investigations and frequently teaches for HITS K-9 Training and Consulting.

Steve has been deployed in multiple high risk searches for violent felons. Steve has orchestrated many of these manhunts while being deployed in the field as an active K-9 handler. Coordinating and maintaining the efforts of effective perimeter containment, the proper utilization of the law enforcement helicopter, and the appropriate deployment of multiple properly trained patrol dog teams have become part of Steve’s specialties. Steve believes the apprehension of a high risk suspect in a tracking environment consists of 33% perimeter, 33% helicopter, 33% dog team, and 1% divine intervention.
Eyewitness K-9: The Trend of Body Worn Cameras Wednesday 10:15- 12:15
Body worn cameras and watchdog groups are exceptionally challanging trends to law enforcement. K-9 teams are especially susceptible to this trend. Watchdog groups are rarely present during K-9 use of force deployments; however, body worn cameras are and will increasingly be brought to these deployments by K-9 teams and cover officers. The challenges to K-9 teams as a result of body worn cameras include, but are not limited to: citizen complaints of lack of professionalism/policy violations and use of force incidents. Many of these challenges can easily be addressed before incidents through the proper familiarization and training involving the use of body worn cameras and fine tuning the training of K-9 teams to highlight their compliance with policy and best practices. Some of these considerations should be the use of body worn cameras on K-9 deployments by the K-9 team, cover officers of the K-9 teams’ agency, or cover officers from other agencies when they are not utilized by the agency the K-9 team represents. K-9 handlers, supervisors, and administrators can learn to appreciate the benefit of body worn cameras to a strained relationship between law enforcement and the public. Additionally, training to maximize this benefit as well as memorializing video documentary evidence the K-9 team offers to investigators will increase trust between law enforcement and the public. Steve will address these issues and benefits from the standpoint of a veteran K-9 handler, trainer, investigator, and supervisor.

His work as a handler got the attention of the Volusia County Sheriff ’s Office where he finished his long career. Bill was the lead detection trainer and handler overseeing the training and selection of all dogs for the Volusia County Sheriff ’s Department and several surrounding law enforcement agencies. Bill was selected by the National Guard Multi-jurisdictional Counter Drug Task Force as an instructor and has traveled throughout the United States teaching. Mr. Heiser is a member of numerous organizations and has trained and certified with the United States Police Canine Association, National Narcotic Detection Association, United States Customs and Florida Department of Law Enforcement. Ruud Leus I have been training with the KNPV since 1987. Since then, I have trained and trialed approximately 10 dogs in the KNPV. I was an official KNPV decoy and am currently a KNPV judge. In 2004, I was decoy at the National Championships. I have judged 3 times at the National Championships and have also judged many trials and competitions in Holland. In 2009, I took 2nd place with my malinois, Remco, at the KNPV National Championship. I have been a police officer for 33 years. For 28 years I have worked as a K9 handler for the Dutch Police Force. I have worked over 18 years with many patrol dogs and had hundreds of arrests and apprehensions with my K9’s. In Holland, all K9’s are single purpose. There are approximately 580 patrol dogs, and 70 specialized searching dogs. The searching dogs (narcotics, tracking, explosives, money, cadaver, USAR, fire accelerant, blood, etc.) work for the National Forensic Science Police Department, and are used specifically for serious crime scenes.

Sgt. Jerry McClellan is a Veteran of the United States Marine Corps and a current Patrol K9 Handler and Trainer in Massachusetts. Jerry joined the M.B.T.A. Transit Police Department in 2000, he has served as a member of the Police Academy Staff as well as a member of the SWAT Team. Jerry is a certified firearms instructor for the State of Massachusetts. In 2014 Jerry was promoted to Sergeant and assigned as the supervisor of the department’s K9 Unit. He holds a Bachelor’s degree in Criminal Justice from Curry College. Jeff Meyer Jeff Meyer has been a police officer since 1989. Jeff has been involved in K-9 throughout most of his career. Currently he is handling his 4th dog, a single purpose explosive detection dog. Jeff has also handled two single purpose patrol dogs and one dual purpose patrol/narcotics dog. Jeff is an Adjunct instructor for the State of Utah Police Service Dog program and teaches regularly in classes and seminars throughout the United States. Ray Neely Ray is currently a Senior Special Agent assigned to the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) National Canine Division as a Project Officer, Instructor, and K-9 Handler. Ray was one of the founding members of ATF’s original Canine Operations Branch in 1997. Claire Rayburn graduated from Drake University in Des Moines, Iowa then joined the Bureau of Alcohol, Tobacco, Firearms (ATF) and Explosives where she served as a Special Agent for over 25 years. During her time as an ATF Special Agent, she became a Certified Explosives Specialist. In 2002, Ms. Rayburn became an Explosive K-9 Handler. She actively worked two ATF Explosive Detection K-9s, with the responsibility of covering special events, providing dignitary protection, performing crime scene searches, and executing search warrants. As part of an ATF Train the Trainer and R&D project, Ms. Rayburn imprinted canines, and served as an assistant trainer for the K-9 class. Following her retirement from ATF in 2014, Ms. Rayburn obtained a Texas PI License and has been training explosives and narcotics detection dogs for police departments using toy reward. She became the Explosives K-9 Training Representative for Signature Science’s TrueScent® line of K-9 training aids in August 2014.

Deputy Shawn Rosner, brings over 19 years of law enforcement experience that includes working as a Canine Specialist in the United States Air Force, handling canines in the corrections division, and as a deputy sheriff in the field operations division of the Placer County Sheriff ’s Office. Shawn has acted as the OIC of Placer County’s canine unit for 2 years, written budget narratives for instituting canines in corrections and field operations; canine polices and has been the patrol division’s canine unit team coordinator for 15 years. He has developed, conducted and participated in over 1000 canine demonstrations and educational events. In 2009 Shawn joined a team of instructors working for the California Peace Officers Association, teaching in the Canine Program Management Course bi-annually. In 2005 he was one of the cofounders and serves today as vice president of the Foothills K9 Association which is a non-profit organization with a mission to support working and retired law enforcement canines, their handlers and canine programs, providing safety and working equipment and quality after retirement medical care for law enforcement dogs. Brad Smith Brad Smith retired from the West Covina Police Department in southern California after 30 years of service. Brad was a handler and trainer for West Covina for 25 years and a SWAT dog handler for 18 years. Since 1999 Brad has been National K-9 Chairman for N.T.O.A. and a K-9 Subject Matter Expert for the California Association of Tactical Officers. Brad specializes in field tactics and officer safety. Brad is a graduate of the California P.O.S.T. Dr. Julie Wilkerson is an Explosives Chemist at Signature Science, LLC in Austin, Texas. She has expertise in the preparation and properties of explosives materials including homemade explosives (HME) and experience in trace-level detection of explosive materials, testing of field portable sensors and detectors for explosives, small scale sensitivity testing, and larger scale detonations. Recently, Dr. Wilkerson has focused her research on the development of custom HME standards for analytical test and evaluation. Dr. Wilkerson received her Ph.D. in Inorganic Chemistry from The University of Texas at Austin.

Armin Winkler Armin is a native of Germany who has spent the majority of his life working with dogs. He has been training dogs for both civilian and police work since the mid 1970’s. He has previously owned and operated a kennel in Ontario, Canada, where he operated his own K-9 security service business and trained security dogs for the private sector and instructed on their use and deployment. Armin works as an applied animal behavioral scientist for Rivanna K-9 in VA, and has a diploma in Dog Training for Law Enforcement. He is a certified instructor though the Justice Institute of British Columbia. He is also a certified law enforcement academy instructor through the Virginia Department of Criminal Justice Services.
The Puzzle of Street Tracking The Puzzle of Street Tracking is a study of scientific discoveries in tracking and the science of scent and its components. As some feats in tracking seem virtually inconceivable to humans, it is important to understand the science that explains how some of these feats are possible for the canine olfactory system. Believing in what is possible is a big part of successful training and development of a strong street tracker on all surfaces. A practical training methodology that allows dogs to learn and attach value to components of a human track that make up the entire scent complex of the tracks dogs are able to identify, decipher and follow. Success in tracking lies in the details, the ability to teach these details to the dog is the great puzzle. Armin tries to give a better understanding of this puzzle to aid in the successful training of tracking dogs.

An examination of the underlying causes and obstacles of effective and reliable aggression control leading into a detailed plan of how to train this complex skill. Behavioral Science Applied to K-9 Training Wednesday 8:00-10:00
This lecture bridges the gap between Behavioral Science and practical dog training. The scientific terminology has found its way into modern dog training, however, all too often the science ends at the terminology. As most scientists have not done practical dog training and most practical trainers have never studied the dry texts of science, the results have been mixed. The goal of this lecture is to explain the laboratory science and illustrate where, and how, and IF, it fits into K9 training and to what extent. It gives trainers a key to more effective use of techniques and tools already in use, and can aid greatly in streamlining training time.
