A DAY IN THE LIFE (OF A NATURAL HERITAGE OFFICER) by Suzanne Green

When you and (most probably) your dog make your way round Harlaw Reservoir, you’ll pass the Visitor Centre, which is opened and closed each day by a Natural Heritage Officer, formerly known as a countryside ranger. Did you ever wonder what else they do? I recently met Victor Partridge, who has worked for the City of Edinburgh Council as a Natural Heritage Officer for the past 23 years. From Bury in Lancashire, Victor’s love of the countryside led him to earn a degree in geology, which he hoped would result in a career working outdoors. But several jobs he did as part of a government scheme really paved the way to his current job. “In those days there were schemes open to those who had been unemployed for a year or more,” he explains. “My first job was giving London children experience of the countryside. Many of the kids had never been out of the city.” Subsequent jobs included helping schools create nature areas and supervising a group of unemployed people in making environmental improvements.” These experiences led to a position as countryside ranger in Hereford and Worcester, where he remained for five years.

1 The first time Victor saw the Pentlands was by accident. He and a friend were driving from the Highlands to Birmingham via Glasgow. When they missed the turn for the motorway, Victor’s friend suggested they continue via Edinburgh. “We came down a road at the side of the Pentlands,” he recalls, “and I commented that they looked like interesting hills. Six years later I was working with the Pentlands Regional Park.” Ask Victor what he loves most about his job and he will tell you it is the variety. “No two days are the same,” he comments. “Last week I was at Penicuik High School talking with teenagers about what the countryside has to offer – and all for free! The next day I was meeting with a university professor to discuss how UAVs (unmanned aerial vehicles) could help us look after paths and monitor nature reserves.” Other days Victor is out and about, checking that such things as stiles, bridges and drains are in good repair. In fact there are 1,500 manmade constructions and natural features that must be regularly checked! Officers are responsible for maintaining 100 kilometres of path, which is their biggest job. They also remind people to clean up after their dogs and to keep them from “worrying”

2 the grazing sheep. “Every year some sheep and lambs are killed by dogs,” says Victor. Victor and his colleagues are also very supportive of Edinburgh Council’s Biodiversity Action Plan, which requires that every local authority has to do something to try to protect nature, and to make a plan to show how they are going to do that. Weekends are busy times for Natural Heritage Officers because that is normally when people have leisure time. “We work one in three weekends,” says Victor. “We’re based at the Hermitage of Braid in Morningside, and usually at least two members of staff are in the hills. We aim to help the public and keep them safe. Most people want to cooperate and follow some simple rules for proper use of the countryside, but there are always a few problems.” From October the Natural Heritage Service will operate as two dedicated teams. One will look after the Pentlands. The other will look after sites in the city such as Corstorphine Hill and the Hermitage of Braid. There is also an estate team that will work in the Pentland hills and in the city. Currently 16 local volunteers help with patrolling the park and checking for problems

with paths. “People love the hills and want to help preserve them,” says Victor. “In fact, so many have expressed interest that there is a waiting list!” Every spring and summer the public is invited to join in regular wildlife surveys. “We concentrate on surveying for particular species that are locally rare,” Victor explains. “And it is always good to have extra eyes to help us do that.” With the approach of winter, Victor and his colleagues will be reminding people to stay off the ice when the reservoirs freeze. “Because there’s a constant flow of water out of the reservoir, the ice is more treacherous than it would be on a loch,” he says. Recent planting means that new woodlands are on their way. “Nature never stands still,” says Victor, “so there will continually be changes to the park, hopefully for the good. By Pat Banfill We have moved house this summer, for the first time for 20 years, so there was a lot of clearing out to do and many, many visits to charity shops, the recycling centre and finding homes for furniture that we no longer need. The outcome is turning out to be very interesting. We find that we are (generally) not missing all the stuff that we have had to part with, we are enjoying getting used to living in a different place, getting to know new neighbours and having a different perspective on our locality, with new walks and bike rides to explore. move house, but looking back on it, I wonder whether it has actually been a very good thing to do. In many ways our lives are simpler now, but we also have more time for the things that matter more to us like spending time with people, living more simply, and being content with less. This is not to encourage others to move house of course, but sometimes there does come a time to take stock of where we are and to decide to make changes that will help us to focus on what is important. That might even include being thankful for what we have, rather like we used to do at this time of year to celebrate the harvest. What’s happening in the Edinburgh property market this autumn? By Jacquie Macdonald, Blair Cadell Solicitors First time buyers are at long last getting a look in with the ease of lending criteria but with demand continuing to outstrip supply closing date competition for attractive City properties is back on the regular agenda. It was never going to be that easy was it? Families back from the summer break, as well as buy to let investors continue to be encouraged by the current historically low mortgage rates. Banks and building societies are vying for borrowers’ business as never before. All of which is good news for sellers too - with the realistic prospect of sale prices reaching or indeed, for a nicely presented Edinburgh home, very possibly exceeding Home Report valuation. Sellers, some with an eye now on the prospect of completing a move before this year’s festive season do have their own issues to consider. The Edinburgh market continues to be short of good quality properties. A significant contributing factor is the hesitation of owners to market for sale when there is a relatively smaller choice available for their next home, raising the dilemma of what to do if your home has sold (albeit for a good price) without having found where you are moving to. Our recent experience is that most clients who have taken the plunge and sold first do tend to attract good quality offers; and having achieved a good sale, they are in an excellent position to negotiate a purchase, not subject to sale condition, or alternatively have taken the option of a short term rental giving time to secure just the right next home.

The Brexit vote can certainly not be ignored in the mix of market influences, but the effect, at least in the short to medium term, as with the broader economy, has not shown such a significant spike in market statistics (such as a surge or drop in demand for residential property in the City) as some analysts might have predicted. LBTT – the stamp duty on property transfers – has been and will undoubtedly remain an important factor in purchasers’ and sellers’ minds. The tax bands, including the 3% surcharge on second homes, certainly have had an effect on property sales, particularly around the £325,000 percentage band break. The mid-market in particular has accommodated the tax well, and clients have reported satisfaction in sale price to soften the added cost of the tax on their next purchase further up the ladder. Meantime first time buyers have benefitted from the nil charge on purchases of up to £145,000. The Defined Benefit Pension Transfer Conundrum By Personal Money Management On August 4th this year the Bank of England base rate was cut to 0.25%. We all know this means less return for savers, but it also means a lot more for those considering a transfer out of a Defined Benefit (DB) pension. On that day, the gilt rates dropped rapidly, which means that transfer values for DB pensions shot up by 15%20%. So a transfer value of ÂŁ500,000 may have increased to ÂŁ600,000 overnight. The merits of a DB pension are still clear. They give a guaranteed income for life that is linked to inflation. Should the pension holder die,

their spouse will receive approximately half the income for the remainder of their life. If there is no spouse the pension ceases completely. Transferring to a Personal Pension means taking on a degree of risk that can range from zero to whatever level you wish, but you own the capital, have full control over when you take it, how you take it and have full inheritance rights. On the death of the pension holder anyone can inherit the pension completely tax free. The decision to transfer out of a DB pension is serious one that requires specialist advice and serious consideration. However, the starting point should now be to request a Cash Equivalent Transfer Value, just so you can make a fully informed decision because once the pension is activated, or sometimes even before, it is too late.

Cooking with Beer by Anne Pinkerton October is linked in my mind with the famous Oktober Bier Fest in Munich.

I assumed it was a traditional celebration of a new brew after the year’s grain harvest. However I am quite wrong! The Oktoberfest was created to celebrate the marriage of King Ludwig of Bavaria to a Princess Therese in 1810. Since then it has changed from a royal event with horse races into an agricultural and country show and has now morphed in to a fun fair, music, food and beer celebration drawing visitors from all over the world. Beer is at the heart of the festival, starting with a grand procession of carts and horses bringing barrels of the six Reinheitsgebot beers which are tapped by the Mayor of Munich to the

Beer is good in cooking too! In Britain it has long been part of stews, meat pies and bread making. Stout and oysters are a traditional combination and Welsh Rarebit requires beer as the base for the melting cheese. Beer batter (225g plain white flour, 285ml light beer, 3 teaspoons of baking powder) for fish or chicken gives a special crisp finish to these meats when deep fried. Irish Guinness makes the most luscious chocolate cake. A newly published cookbook,“Cooking with Beer” by Mark Dredge, contains more than 150 recipes. There is only room here for a few ideas.

Chocolate Stout cake - 2 50ml Stout/Guinness/ Worthington - 2 50g butter - 7 5g cocoa powder - 2 00g granulated sugar - 2 00g soft brown sugar - 2 large eggs - 1 25ml plain yogurt - 2 teaspoons vanilla extract - 2 75g plain flour - 3 flat teaspoonful’s baking powder - F or the topping, if liked. The cake is fine without it. Method

In a large wide saucepan, heat the stout, add the butter and continue warming till the butter has just melted. Whisk in the cocoa and sugars. Beat the eggs and the yoghurt together with the vanilla. Beat into the liquid. Then sift the flour and baking powder together and mix into the beery chocolate liquid. Pour the batter into the 10 inch, paper lined cake tin. Bake for 45 minutes or an hour, till it is just firm to the touch. Leave till completely cool in the tin. Either make an icing with 250g cream cheese beaten into 125g icing sugar or serve dusted with a little icing sugar or cocoa powder.

Spicy Sausage Casserole -5 00g Chirizo Sausage or any other hard paprika flavoured sausage, thick sliced - 1 small can continental lager or bitter beer. - 2 large onions chopped - 2 yellow peppers de-seeded and sliced - 1 can chopped tomatoes - 1 can cannellini beans - Oil for frying - Small amount of plain flour - Pepper, paprika, salt Method

Heat a little oil in a heat proof casserole and fry the onions till just browning. Drain and fry the peppers till they colour a little too. Use the flour to take up the oil left from the vegetables and then make a sauce with the beer. Add all the other ingredients to the pan and bring back to a gentle bubble. Taste and season. Cover with a well-fitting lid and cook, either in the oven or on top of the cooker, slowly for 40 minutes. Serve with plain boiled potatoes or ribbon noodles and a green salad. You can make other stews in this way from any meat you enjoy with vegetables to extend a small quantity of protein. The beer gives a rounded flavour and if used as a marinade on the meat for 2 hours or so before cooking, helps to tenderise it. Beef and venison are lovely with Guinness and lighter meats such as pork or chicken with lagers. Some of the fruit flavoured Belgian beers add even more interest to the final dish.
