Planning in the Water of Leith Communities Of all the issues handled by local authorities, land use planning is possibly the one which involves the greatest proportion of the population either as applicants for planning permission, objectors to specific developments or simply by commenting on proposed plans for development. Living on the south west edge of Edinburgh, we are surrounded by much open land, a mixture of farmland, recreational land such as golf courses and open hill country. The main reason why this land is still undeveloped is its protection since 1948 by designations under the Town & Country Planning System, most importantly the Edinburgh Green Belt. This has meant that when in the 1960s and since then large housing estates have been built at Baberton Mains, and in and around Currie and Balerno, significant areas of land have been left to connect existing green areas.

Following changes to the planning system in 2006, new Development Plans are being prepared for all parts of Scotland. Two of these are relevant to Edinburgh - the South East Scotland Strategic Development Plan, known as SESplan, which covers Edinburgh, East Mid and West Lothian, Scottish Borders and the southern part of Fife, and the City of Edinburgh Local Development Plan, or LDP. Work on SESplan was started in 2010, and the final version has just been approved by Scottish Ministers. This process took a considerable time, as there was a major disagreement about the number of new houses which will need to be built throughout South East Scotland in the next 10 years. Edinburgh’s Local Development Plan is still in preparation, with a further consultation draft due to be published in July 2014. SESplan sets out overall policies on many key areas of planning, including transport, open spaces, industry, but housing is the issue which always creates the greatest interest. It has certainly been the most contentious issue in both the SESplan and the Edinburgh LDP.

But Edinburgh has grown steadily in that time, its population increasing from about 446,000 in 1945 to some 492,000 in 2011, and it is projected to increase by a further 106,500 by 2032. As a result of these concerns, the Community Councils in Juniper Green, Currie and Balerno last year set

Local life

Curriemuirend Park Curriemuirend Park is the only large open space hillside readily accessible to residents of Baberton Mains, Clovenstone, Juniper Green and Wester Hailes. Transformed in the early 90s into a Community Woodland, under the Millennium Forest funded Urban Forest Strategy, it is well used all year round by walkers, runners and bird watchers. It is enjoyed by families particularly during summer and in winter it’s a favourite for sledging in the snow. Recently a successful cross country race was held

between youngsters from two local running clubs. The Friends of Curriemuirend Park was formed to protect the park, develop projects promoting health and well-being and encourage sporting and recreational use by all age groups. The Curriemuirend Park Allotments Association also hopes to use part of the park. Planned initiatives include an outdoor gym, running and cycling tracks and information packs for school study trips. Working with the City Parks Department a change to grass cutting is planned to develop a wildlife park. Volunteers now regularly collect litter and bird boxes have been erected. With many recreational uses it is hoped the City of Edinburgh Council can be encouraged to support these initiatives and protect this valuable green space.

Caring encompasses a vast field of human relationships. It may be caring for someone at home for twenty four hours a day, or struggling to help elderly relatives many miles away, involving much travelling and times of anxiety and uncertainty. It may involve a lifetime’s commitment for a disabled child or an elderly parent who has ceased to recognise you, or a disabled partner. It can feel like our lives are full of the demands of others. For most carers, life is like an assault course with many obstacles. If you’ve seen people tackling an assault course you have only to look at their faces to know that there is very little joy found in grappling with the demands imposed on them. But at the end their faces have

taken on a different expression. Even through fatigue and near exhaustion, there is a sense of achievement and fulfilment from having conquered a course. No-one is a perfect carer. We all make mistakes, but there is a sense of achievement and fulfilment along the way, as well as at the end. Just as an athlete takes advantage of training and encouragement, carers can do this too. If you are a carer, look and ask around for local activities that can support you in your role. A Passion for the Great Outdoors

Suzanne Green meets Janey Kennedy Twenty-four-year-old Ratho resident Janey Kennedy says she leads Scouts because it’s good fun, and also because it gives young people opportunities to spend time outdoors, go on camps and learn new skills, regardless of their family’s economic situation. Currently there are 14 in her troop, but she expects that number to increase to 18 (maximum capacity) in August, at which time her partner Keith will join her as Assistant Scout Leader.

A keen mountain biker herself, in May last year Janey took third place in the POC King/Queen of the Hill mountain biking race in Peebles. She was recently appointed Mountain Biking Assessor for Scotland by the Scout Association. In this role, she checks qualifications, assesses Scout Leaders and issues permits so that they can take their troops mountain biking. Clearly Janey delights in the great outdoors. “I grew up in Dubai,” she said, “where I was always doing something outdoors.” As well as mountain biking and hill walking, Janey is a keen climber and is especially fond of winter climbing. She also enjoys skiing, kayaking and wake boarding. It’s no surprise that her business, as well as her volunteer work, focuses on what she loves doing. Janey graduated from Heriot Watt University with a first-class Honours degree in Mathematics. Less than a year later her business, Get Out Adventures, is up and running. “We offer Adventure Tours,” Janey explained, “which are open to tourists and residents. It’s a door-to-door service, so we collect tourists at their hotel and take them hill walking or mountain biking in the Highlands. We offer general instruction in rock climbing, abseiling and navigation. And we are preparing to launch a non-residential kids’ camp.”

Under Janey’s guidance, the 10- to 14-year-olds took part in a weekend sponsored expedition in the Pentlands in March. Their goal was to see how many summits they could achieve in 24 hours. They carried expedition rucsacs and tent camped. The money they raised will cover expenses for a trip to the Cairngorms 20-22 June, where they will wild camp and “bag” two Munros. Another weekend Janey took her troop mountain biking at Glentress in the Borders. “It was great to watch them as they progressed,” she said, “and to see how much they were enjoying themselves.”

I am impressed by this young woman’s initiative. The Scottish Institute for Enterprise was too. Janey made the finals in the recent New Business Ventures competition, which was open to current students and those who had graduated within the past two years. Wanting to relate to Janey in some way, I told her that my husband had recently completed all of his Munros. ‘I’ve not done them all yet,” she said, “but I think I have done over 150 so far. Money Matters

New Individual Saving Accounts (NISA) By Personal Money Matters What Are They?

Individual Saving Accounts (ISA) and their predecessors PEPS were announced by Nigel Lawson in the Budget of 1986. They are tax advantaged savings and investment products which by definition belong to the individual. Contributions into ISAs are currently restricted to £11,880. There are two types, a Cash ISA and a Stocks and Shares ISA. The advantage of the cash ISA is the interest earned is paid gross even if you are a higher tax payer. The advantage of the investment ISA is there is no Capital Gains Tax to be paid and hence they do not need to be put in your tax return. You could split the £11880 between the Cash ISA and the investment ISA.

What Has Changed?

In George Osborne’s budget in April 2014 he introduced New Individual Savings Account (NISAs). This is the only type of ISA that will exist from 1st July. Existing ISAs will become NISAs.

The annual limit will be £15,000 and you can put all of it into cash or all into investments, or any combination of the two.

Other Benefits

You can move money from cash to investments or from investments to cash. With the old ISAs you could only move money from cash to investments.

Disadvantages ?

As mentioned previously, they belong to an individual so when the individual dies the value of the NISA will be added to their estate and could be taxed at 40%. The good news is the government now permits AIM shares to be put into a NISA. The benefit of AIM shares is they are exempt from IHT after being held for 2 years. Tomatoes

By Anne Pinkerton June is an easy time to eat in more healthily. When it's warm you don't feel so hungry, exercising outdoors is more enticing and the start of the harvest of delicious fruit and vegetables encourages us to eat in a better way. Tomatoes are the epitome of summer food. They are colourful, good to eat raw or cooked and are enjoyable in almost every different style of cooking. They are treated as a vegetable in almost every dish I can think of except the remarkably good, however unlikely, Campbell’s Tomato Soup Spice cake. More of that later. There used to be acres of glass houses in Ayrshire and the Channel Islands from whence we received the glowing red addition to our salad from April till end of October. However cheap gas and clever marketing by Dutch growers in the last 25 years - and the processed food industry giving us baked beans, tomato ketchup, concentrated soup and tinned tomatoes - have made tomatoes available all year and a staple in the shopping basket by which the cost of living index is calculated.

There are many varieties ranging hugely in shape and colour. Each has a different use in the kitchen. Don't shun the Italian tinned tomato - it is often better-flavoured than the over- plump taste-free, fresh object sold in our shops. Tomatoes need hot sun to develop their full flavour, so southern grown ones are often better. If you're lucky enough to have access to home grown fruit straight from the plant these are the ones to eat in the simplest way: sliced with black pepper, a little good oil a pinch of salt and sugar, as a salad. (If you were to add sliced avocado and real buffalo mozzarella fanned out on a blue plate then you have a feast for eyes and stomach). When tomatoes were not so commonplace they were made into mousse or jelly and offered at smart dinners as elegant starters with prawns or crab. Tomato juice is the main ingredient of the cocktail Bloody Mary and all there is in a Virgin Mary except Worcester sauce or a stick of celery to stir it with! The classic tomato/carbohydrate combination is Pasta Napolitana. For this the sauce needs to be well-reduced to concentrate the flavours. Own brand tetrapak chopped ungraded tomatoes are perfect and cost about 40p for 500g.

Tomato Sauce

They can be preserved by drying in the sun, sieving and concentrating into passata or canning whole or chopped, or concentrated as a puree. They are low in fat and sugars and high in anti-oxidants, vitamins and have fibre. They also combine with fish, chicken, other vegetables, pulses, spices, eggs and carbohydrates.

1 large onion, chopped fine 3 or 4 cloves of garlic pressed 1 large carrot grated 1 stick celery grated or chopped fine 500g tinned or tetrapak chopped tomatoes - If you do not use all of the tin/jar pour in oil to cover and make an airtight seal and keep it in the fridge Tablespoon tomato puree. Few basil leaves and/or parsley, thyme or other herb you like Salt, pepper, sugar and dash wine vinegar. Olive oil for cooking 1 2

Heat the oil in a saucepan, fry the onion till just starting to brown add the garlic and other veg. Fry for a moment getting it all hot, add the tomatoes bring to boil.

Add all the flavourings except the fresh herbs and cook together and reduce to a thick rich looking sauce. Add the herbs at the last and just cook through.

This will keep in the fridge. Use with pasta, as a cooking sauce for chicken or on pizza with other toppings. It can enrich beef stew or with some black olives added act as a base upon which to bake any white fish.

Stuffed Tomatoes

All around the Mediterranean each area has its own local version of this dish. In Greece they use cooked rice as the filler, in Italy polenta or small pasta, in France bread crumbs or cous cous, so this is a recipe to start you thinking. It is also good for using leftovers. 4 large tomatoes, lid cut off and the inside removed but reserved

1 onion, chopped 2 or so cloves garlic, crushed 100g minced meat, raw - lamb, beef, ham or chicken 4 tablespoons cooked rice Marjoram, oregano, chives or parsley chopped fine Little oil for cooking Salt, pepper, sugar, dash of vinegar, teaspoon tomato puree; all to taste 1 2 3 4 5 6

Heat the oven to 180oc. Fry the onions add the meat and brown add the tomato flesh, garlic and the rice cook all together. Then add the flavourings to taste. Cook for a minute and then pile all the filling into the hollowed out tomatoes. Bake for about 30 minutes till brown and bubbling. Serve with a salad for lunch or supper.

Unlikely as it may sound - Tomato Soup Cake Like its cousins the carrot, courgette and beetroot cakes, this came from America. It is moist and good; tomatoes have an affinity with spices, dried fruit and sugar. Original recipe makes 10” square cakes. 1 can condensed tomato soup 1 teaspoon baking soda 1 cup white sugar 1 egg 1/3 cup butter ½ teaspoon salt 1 teaspoon ground cinnamon ½ teaspoon ground cloves 1.5 cups self raising flour 1 cup raisins 1 Combine the tomato soup and the soda in a bowl, and let it stand. 2 Cream sugar, egg, butter, salt, cinnamon, and cloves. Mix in tomato soup and soda mixture, and then flour. Stir in the raisins, and pour the batter in a greased baking dish. 3 Bake at 160oc for 1 hour, or until done. 4 Cool the cake, and top with cream cheese icing.

Art44 Open Studios Day 9th August 2014 ART44 is a collective of practising artists whose individual studios are linked by the nearby Water of Leith and the 44 bus route connecting the three villages – Juniper Green, Currie and Balerno. The group is hosting an Open Studio Day on Saturday 9th August 2014. There are six artists in this group, within five studio locations, practising across a wide range of media and craft disciplines. Each of the artists’ studios will be open between 10 am and 4 pm. A visit will allow a unique chance to see their work and also talk to the artist and gain an understanding of their thinking and process. There is also an opportunity to purchase their artwork at affordable studio prices.
