he name Cockburn is very much part of Balerno, so it is interesting this month to have a local history article, contributed by David Dick, about Henry Thomas Cockburn of Bonaly. It’s also one of those months when I’m amazed by the range of caring, creativity and energy to be found locally – and we don’t even come close to covering everything that’s going on (although give me a few years….). Browse through the articles and I hope you’ll see what I mean.
Three organisations are looking for help locally, so if you’ve got some time please take a look at: Ravelrig RDA are looking to appoint a new trustee to the board, see the information on page 42. The Seagull Trust need more volunteers to help them keep running their cruises (see page 30); and a project to help older people in the community stay more connected would love to hear from you if you can help deliver existing city-wide initiatives in the villages (see page 47). Most of the usual columns are here although some were squeezed out this month, but will be back in the October issue.

LORD COCKBURN OF BONALY TOWER

Cockburn was appointed SolicitorGeneral for Scotland in 1830 in the same year as his friend and fellow judge Francis Jeffrey (1773-1850) was appointed Lord Advocate by the Whig Prime Minister, Earl Grey. In 1831 he was elected Lord Rector of Glasgow University and in 1834 he was elevated to the Bench as Lord Cockburn. Cockburn and Jeffrey were strong supporters of Parliamentary reform and drafted the First Scottish Reform Bill which was enacted in 1834. For Whigs it meant the enfranchisement for those of ‘property and intelligence’ – householders who paid £10 rates or landowners. It increased the Scottish electorate from 5000 to 60,000 but excluded the working class and, fearing a step too far towards democracy, Cockburn said: ‘It is impossible to exaggerate the ecstasy of Scotland where to be sure it is like liberty given to slaves’. However, in his old age and looking back to these halcyon days he cautioned against a future which would bring Reform Bills ‘every twenty years or less’ and: ‘I wish I could believe that any people who have obtained the means of engrossing supreme power can be induced by education to refrain from grasping it.’ In his later years he wrote Life of Jeffrey (published posthumously in 1856). His Journal, 1831-44 in two volumes in 1874 and his autobiographical, Memorials of his Time give a highly descriptive and humorous descriptions of Edinburgh and the numerous ‘intelligentsia’ of its ‘Golden Age’. He died peacefully at his country retreat Bonaly Tower on 26th April 1854 soon after returning home from Ayr where he had been engaged in the Justiciary Court. He was buried in Dean Cemetery. His statue, by William Brodie in 1863 is in the north-east corner of Parliament Hall in Edinburgh. In addition to his strong support of parliamentary reform Cockburn’s legacy to Edinburgh was his intense dedication to the preservation of medieval Edinburgh. He saved John Knox’s House from destruction in 1816 during the road-widening proposals @KonectMagazines

His name is best known today from the work of the Cockburn Association (The Edinburgh Civic Trust) founded in 1875 which is dedicated to ‘the maintenance and improvement of the amenity of the City of Edinburgh and its neighbourhood.’ The Cockburn Conservation Trust (1978) ‘acquires, restores and sells neglected buildings of historic or architectural interest in Edinburgh.’ Cockburn Street formed in 1856 which runs from the High Street in the Royal Mile in a curve downhill to Market Street was named in his honour. Shannon Denson is the new manager of the Bridge Community Café at Holy Trinity Wester Hailes, a church that St Mungo’s, Balerno partners. Originally from Michigan, USA, Shannon enjoys cooking and has a heart for community development. She lives in Bonaly with her two teenage children. Shannon Denson came to Scotland in 2001 to help her mum and aunt set up a clinical pharmaceutical trials company. Marrying a Scotsman and starting a family was not part of the plan, but that’s what happened. She has always enjoyed experimenting in the kitchen. One of her friends calls her the “jazz cook”, because she likes to “throw in this and that”. But it was while she was an IT project manager at the University of St Andrews that cooking became her passion. Working on a project with the Halls of Residence kitchens, Shannon looked at food sustainability. “That’s what really sparked my interest,” she says.
Shannon loves developing recipes from scratch, a skill she put to work after opening her successful Bruntsfield vegan café, Moon and Hare. She included a number of glutenfree items on the menu, increasing the café’s popularity. “I loved it,” she says, “but being a single mum, I found that running the café was not allowing me enough time with my kids.” In August 2017 Shannon closed Moon and Hare and took some time off – “to spend time with my kids and to sleep!” In the spring of this year she started job-hunting, and saw an advert for a café manager for Holy Trinity Wester Hailes. “It sounded like just the right job for me,” she says, “and they gave me the warmest welcome I’d ever had anywhere.”
The Bridge Community Café has been running since 1995, offering good food at affordable prices. Shannon is seeking to build on this by making some additions to the @KonectMagazines
menu: innovative salads, a variety of new hot dishes and quiches with a difference. (Maybe some of these will find their way into the cookery book she is writing.) In the past the café has closed for the summer, but this year the doors have remained open. Staffed by volunteers, Bridge Café is open Wednesday – Friday from 10.00 am to 2.00 pm. If a volunteer has not had much experience of food preparation, training is provided. Homemade cakes and scones are displayed in a glass cabinet, along with the baker’s name. Shannon has focused on healthy options, and recently the café was the recipient of the Healthy Living Award Plus. “Holy Trinity is a great church,” Shannon comments. “It’s amazing how much time and energy the people give to helping others.” It’s easy to see why Shannon is fitting in so well. She loves feeding people, and sharing her knowledge about good nutrition. Her ideas for the future include establishing a community bakery and also growing herbs and vegetables on site. TAX BREAKS FOR MARRIED COUPLES WARNING, the tax tail should NOT wag the dog. That said, there are tax advantages being married. Married allowance: This is a relatively new but has quite rigorous conditions before you can benefit from it. If one earns less than the personal allowance of £11,850 and the other earns less than the basic rate allowance of £46,350. The lower earning spouse can transfer £1,190 of their personal allowance to their spouse reducing the tax bill by £238. Married couple allowance: Again, there are quite rigorous conditions, depending on the age of the eldest partner in the marriage. The important date is 6th April 1935. The couple

will qualify for what is called the married couple allowance and this can be worth between £300 and £800. You can only claim either the married couples’ allowance or the married allowance, not both. Capital Gains Tax: If you sell an item then you may be subject to Capital Gains Tax (CGT). However, married couples can freely transfer assets to each other with no tax liability, thus having two Capital Gains Allowances instead of one, reducing the tax due. Inheritance Tax (IHT): On the death of the first partner then all the assets can transfer to the surviving spouse with no IHT to pay. On the second death, there will be no tax to pay on the first £650,000 of assets. Property Allowance: This is a relatively new allowance and reduces the value of the residential home provided it is left to relatives. Can you help? Seagull Trust Cruises, the canal charity based at Ratho, was formed 40 years ago to provide free trips for people with special needs. Over the years they have taken thousands of people of all ages and varied disabilities on free relaxing and reviving journeys. Seagull Trust Cruises continues to operate seven days a week thanks to teams of volunteers, although there is still a need to find more people and more money to keep the boats afloat. They rely on donations to cover costs, and it takes over a hundred volunteers to crew the trips.

RAVELRIG RIDING FOR THE DISABLED CHARITY TRUSTEE APPOINTMENT
Ravelrig Riding for the Disabled Group is a member of the UK Riding for the Disabled Association (RDA) and part of the Edinburgh & Borders RDA Region.
The Group provides people with a disability the opportunity to ride and enjoy all the activities connected with horse riding. Founded in 1986, Ravelrig RDA has grown from one little pony and 12 riders, to the present day capacity of eight horses and ponies and 95 regular riders. Ravelrig RDA is run almost entirely by a dedicated group of more than 100 volunteers ranging in age from 12 to 75. The Group is managed by a Board of Trustees who are also active volunteers with the Group. The Group is looking for dynamic and dedicated people with a diverse range of skills to join the Board of Trustees. THE FOLLOWING SKILL SETS ARE SOUGHT:

There is a Live Well event on Thursday 1st November 1.00p, - 4.00pm at the Gibson Craig Halls, Currie where there will be information about groups, activities and support available for older people in Currie, Balerno and Juniper Green, along with some entertainment and Balerno, Currie and Juniper Green are rich in activities to community activities and support for older residents, try. but face particular challenges due their location and ageing population. There is currently limited support for people who struggle to get out and about.
South West Villages Project: Keeping Connected As We Age
So a project focusing on the issues of isolation, connectedness and well-being amongst older people here is underway, led by the Eric Liddell Centre with funding from the Edinburgh Health and Social Care Partnership. It is underpinned by growing evidence on the impact that keeping connected has on your physical and mental wellbeing, whatever your age. Caroline Clark, Development Officer for the South West Villages Project has been mapping existing services and activities along with consultation with local people to identify priorities and improvements for the future. Between now and the end of the year, she is looking to promote existing activities and support available in the area, make connections between organisations, groups and health and social care services, and to help source funding or develop new ideas where gaps have been identified. Many ‘city wide’ services that provide companionship and befriending are currently unavailable in the villages as they struggle to recruit local volunteers and existing volunteers are reluctant to travel far. Another issue is the vulnerability of some of the small local groups which are almost entirely run by volunteers, many of whom are getting older themselves. Many groups struggle to get volunteers for their management committees, particularly in supporting finance and management tasks. @KonectMagazines
Caroline is at the early stages of looking to see if we can bring some of the groups together in a supportive forum, possibly supported by a larger voluntary organisation such as the Eric Liddell Centre, to help ensure the sustainability of these groups for the future. The kids may be back to school and summer may be quickly drawing to a close but there’s still plenty to do across West Lothian! In Linlithgow, the annual folk festival is taking place on the 5th – 9th September. Many artists are coming together to across the week to provide something for everyone’s tastes, with a fantastic mix of dance and song. The event will be headlined by the legendary Ralph McTell – an influential figure of the UK folk music scene since the 60’s. Over at Hopetoun House, the popular Classic Car Show takes place on Sunday 23rd. The event, set to the backdrop of the stunning house, will feature a range of vintage cars and motorcycles. If none of these are for you, West Lothian is the home to three beautiful country parks. Beecraigs, Polkemmet and Almondell &
Calderwood provide a great opportunity for the family to get out free of charge to spend some quality time with nature. As September draws to a close, Halloween will shortly be with us!
