H

ollywood’s rapid reemergence as a business center in Los Angeles and associated issues were the focal point of the 22nd annual Hollywood Economic Development Summit, held last month at the ArcLight Theatre. L.A. Councilmember Mitch O’Farrell led off by noting that despite the progress to date, much remains to be done. He detailed the importance of completing the Hollywood Community Plan Update and announced the draft environmental impact report (DEIR) should be released in January 2017, with approval later in the year. He outlined his primary goals as increasing the amount of affordable housing, fostering development of theatre row and protecting historic resources. He has just released his “open for business” initiative, which

clears red tape and offers incentives for small businesses. He thanked the business community for its investment in Hollywood. “You are helping us get there,” he stated. “I’ll be with you every step of the way.” The Hollywood Chamber of Commerce also distributed its always popular Development Update, listing the status of 80 projects in the works in Hollywood. “There were numerous comments from people saying they didn’t know there was so much going on in Hollywood,” said Dwayne Gathers of Gathers Strategies, co-chair for the event. “To the extent that we can showcase all of the positive activity to ‘new eyeballs’ is gratifying. I’m always pleased when people can also make good connections at this event.”

For the first time, an Excellence in Economic Development Award was presented, to recognize the achievements of community game changers. Chamber Chair of the Board Dr. Fariba Kalantari announced that Columbia Square by Kilroy Realty, was the first recipient of the award. He was the lead negotiator for the expansion of Kevin de León California’s Film and Television Tax Credit to keep Hollywood production jobs at home in the Golden State. In addition he has focused his efforts on issues impacting the environment, the working poor, immigration, and public safety.

few weeks ago, I attended a press conference by Councilmember Mitch O’Farrell where he announced an “open for business” initiative he will be pushing at the Los Angeles City Council. The initiative is focused on helping small businesses. I applaud him for this effort. Too often in the halls of government, there seems to be a total disregard for how new regulations will impact small businesses as well as recognizing the importance of small businesses to the economy. Let me share with you some statistics provided by the U.S. Small Business Administration. The 28-million small businesses that are in this country account for 54 percent of all U.S. sales. Small businesses provide 55 percent of all jobs and 66 percent of all net new jobs since the 1970s. The 600,000-plus franchised small businesses in the U.S. account for 40 percent of all retail sales and provide jobs for eight million people. Those small businesses are very sensitive to actions by the government that drive up their costs. Who knows, for example, how many jobs won’t be created due to the increase in the minimum wage over the next few years? We look forward to working with the City Council to enact common sense legislation that will assist our small businesses. We know that smart actions by the City will create a “win-win” for everyone.

analysis of the issues dividing the community. He recommended a more sophisticated conversation about what growth means, in particular related to the larger task of contemporary city making. “Growth and density are the only things that have allowed us to address some of the important issues,” he said. He noted numerous contradictions. On one side, there are deep-seated fears, while on the other there are rising levels of frustration. There are residents who have portrayed themselves as victimized with development out of control, while others point to the affordability crisis and vast underbuilding to meet the need for housing. All over the region, the areas which received mass transit service first through Metro are the first to have the conversation about development. He described Hollywood as having met the future of Los Angeles before the rest of the City, and being the ‘canary in the coal mine’ that has focused the citywide conversation. He observed that the City ran out of room to expand on the edges and is now folding back into the center.

Development is moving from west to east and the shift has accelerated over the last 12 years. “This is why we get a half-finished Target and controversy at the Palladium about a high rise taking up a parking lot only one block from the subway,” he noted. One of the key questions that L.A. faces is how to build a constituency to serve as advocates for the future city that can match what the slow-growth advocates have done. There needs to be a voice for the city we are becoming, he urged. In terms of Hollywood and new development, he suggested a more nuanced discussion about height. He noted that Capitol Records may be tall by neighborhood standards, but is short by urban standards. This year’s Economic Development Summit was presented by 8150 Sunset. Summit Attendees Receive the Chamber’s Annual Hollywood Development Update

T

he Hollywood Chamber published its popular 2016 Hollywood Development Update presented by the Chamber’s Economic Development Committee. The annual update was distributed to attendees at the Economic Development Summit. It includes information about 80 projects and outlines such information as developer name, address or location of project, description of project, progress, and completion anticipation date. The listing includes a variety of developments from commercial or retail projects, to hotels, educational and medical facilities, office rehabilitation, new construction, public facilities, as well as new residential or mixed use projects. These projects are pinned by numbers over a map of the Hollywood area. Some of the projects also include recent renderings of the development. Garcetti Comes Home to Hollywood I

t was a homecoming of sorts last month when Mayor Eric Garcetti addressed the Hollywood Chamber of Commerce at a breakfast meeting at the Loews Hollywood Hotel. The Mayor, who represented Hollywood for 12 years on the L.A. City of Los Angeles Minimum Wage Increase Took Effect July 1st

ome important changes to minimum wage requirements took effect on July 1st for businesses operating in Los Angeles. The City of Los Angeles now requires a minimum wage of $10.50 for businesses and employees that meet the eligibility criteria. Paid sick time requirements are also effective as of July 1, 2016. The Hollywood Chamber of Commerce is sharing the new requirements from the Department of Public Works, Bureau of Contract Administration (BCA), the City department which is implementing the Ordinance. The Los Angeles Minimum Wage applies to all employers who have employees performing work in the City of Los Angeles, regardless of the employee’s city of residence. Any full time and part time employee, temporary employee, employee who performs at least two hours of work in a particular week within the city of Los Angeles is entitled to be paid the Los Angeles Minimum Wage. Hollywood Chamber Delegation Returns from Successful Advocacy Trips to DC and Sacramento

A

delegation of representatives from the Hollywood Chamber of Commerce visited Capitol Hill in April to advocate issues of importance to Hollywood and the greater Los Angeles region. The Chamber’s delegation joined forces with Access DC, a group of over 200 members of the greater L.A. business community, led by Mayor Eric Garcetti. The group visits Washington annually to educate local members of Congress on such issues as transportation and infrastructure funding for Los Angeles, housing and homeless-

The Chamber’s Sacramento Delegation met with President Pro Temp Kevin de Leon, Senator Ben Allen, Assemblymember Richard Bloom and Assemblymember Adrin Nazarian to discuss CEQA reform, homelessness, and healthcare issues. “The Chamber’s annual advocacy trips offer our Chamber members the unique opportunity to meet with their elected officials on the State and National levels to discuss issues of importance to the Hollywood

METRO Seeks Another Half Cent Sales Tax on November Ballot

I

n a move that could result in a 9.5 percent sales tax for Angelenos, the METRO Board has approved placing a county-wide measure on the November ballot which if approved by the voters, would add a half cent sales tax to fund transportation projects throughout LA County. The Metropolitan Transportation Authority board of directors voted 112 to in favor of including the measure on the November ballot. If passed it is expected that the increase in sales tax would generate at least $860 million per year – forever. That is to say, the ballot measure will not include a sunset date or expiration for the sales tax

increase. Thus allowing Metro a virtual blank check annually, until voters at some point in the future, organize around a new ballot measure calling for an end to the tax. Of particular importance to Hollywood, the ballot measure will include an accelerated plan to extend the Crenshaw Line to Hollywood and West Hollywood. The Chamber has been a strong advocate for the extension of the Crenshaw Line.

“The Crenshaw line extension to Hollywood has the potential to be a large step forward in transforming Los Angeles into a more ‘publictransportation oriented town’ as seen in other great cities, and will ultimately mean fewer private vehicles being used for local transportation in the already traffic-inundated areas of the city”, stated Chamber Vice President of Public policy, Nicole Shahenian. Los Angeles Takes First Bite at Establishing a Short Term Rental Policy

T

he LA City Planning Commission voted 5 to 4 to approve a proposal which would move forward the City’s first set of regulations on the short term rental industry. The proposal must still go through several Council Committee approvals before it is considered by the full City Council for implementation. The policy approved by the City Planning Commission, seeks to establish rules on short term rental website platforms, such as Airbnb and Homeaway, which would legalize and regulate the industry. The ordinance would apply to owners of single family homes, condos and townhomes, as well as owners of multifamily properties and tenants within those properties. In addition to requiring the collection of TOT (transient occupancy tax – lodging taxes also required of hotels), the proposal caps short-term rentals on primary residences at 180 days a year and will allow secondary homes to be rented out for a maxi-

mum of 15 days a year. Additionally, the ordinance includes heavy fines of up to $2,000 per violation, as well as a “three strikes” provision which would ban hosts from renting their property for at least one year- after three separate violations have occurred. Hollywood Chamber of Commerce Vice President of Public Policy, Nicole Shahenian, was on hand to testify in support of a common-sense short-term rental policy for the City of Los Angeles. Shahenian commented, “Short-term rentals have long served the more than 40 million tourists that visit Los Angeles annually looking to experience our city’s culture, entertainment, coastline, and more. At the Hollywood Chamber of Commerce, we are particularly interested in ensuring these visitors are well accommodated, whether they choose to stay at a luxury hotel, a local short-term rental property, or anywhere in between.” Shahenian explained, “While

Feuer Assigns Houchin as Neighborhood Prosecutor for the Hollywood Division

ity Attorney Mike Feuer recently met with the Hollywood Chamber of Commerce Board of Directors to discuss homelessness, short-term rentals, and his Neighborhood Prosecutors program. He also introduced Steve Houchin, the Neighborhood prosecutor who is assigned to the Hollywood Division. Houchin was born and raised in Bakersfield, California. He completed his undergraduate education at the University of Southern California, where he studied journalism and cin- Mike Feuer and Steve Houchin ema. Houchin then received his law degree from Pepperdine University. After passing the bar, Houchin spent a few years practicing law in civil litigation in the city of Los Angeles. He then became a Deputy District Attorney, where he spent three years prosecuting crimes in the misdemeanor, general felony, and domestic violence units. STRs often are a vital source of income for Angelenos who host guests, their economic reach extends far beyond just STR owners and operators. It’s estimated that for every dollar spent on an STR, $4-5 additional dollars are spent in the local economy. Not to mention that the City of Los Angeles will also reap major economic gains through the regulation of STRs. It’s estimated that the City would collect an additional $20 million in Transient Occupancy Tax (TOT) this year just from STRs listed on Airbnb. These badly needed dollars will allow us to spend more on housing, infrastructure, parks and recreation, public safety, and more.” The Hollywood Chamber of Commerce will continue to monitor this ordinance as it makes its way through the City approval process. Hollywood Chamber to Hold Annual Police & Firefighters Appreciation Day BBQ on Friday, Sept. 9th

Hollywood ED Launches Student Discount Card Program

T

he Hollywood Chamber encourages members to support the Police and Firefighters Appreciation Day BBQ on Friday, September 9th at the LAPD Hollywood Division at 1358 N. Wilcox Ave. Restaurants may donate menu items and volunteer their staff to join celebrities as they help serve up hearty meals and heartfelt thanks. Local businesses are asked to consider a small monetary donation to help cover additional costs or a gift certificate to be donated at the police and fire departments holiday events. The Chamber’s Annual BBQ is co-hosted by Avalon/Bardot Restaurant and serves lunch and dinner to over 300 officers and firefighters throughout the event. “Around the country, police officers and firefighters risk their lives each day to keep us safe. It’s a nice way to thank our local heroes on a community level,” said Kaylee Kiecker, Executive Vice President of the Hollywood Chamber. Last year, 30 restaurants and businesses came together with donations to help make the BBQ a huge success. Once again, the Chamber is excited for member businesses to come back on board with a strong show of support. n 2009 the Hollywood Chamber along with the Hollywood Property Owners Alliance (HPOA) launched the Hollywood ED initiative - a working group of over 20 Hollywood trade schools dedicated to branding Hollywood as an education destination with ties to the entertainment industry and the arts. Hollywood ED member schools meet periodically to discuss issues of mutual concern. The Hollywood ED working group is chaired by Jon Clayden of Emerson College. Hollywood ED recently launched their discount card program, an opportunity for local businesses to partner with post-secondary institutions here in Hollywood. As a benefit provided to students for free, this card gives them access to discounts throughout various establishments throughout Hollywood. t a press conference in June, a new group of entertainment professionals in Motion Pictures, Television, Live Theatre, Radio and Recording were announced as the new class of 2017 Walk of Fame recipients. The live press conference was hosted by Television Producer and Walk of Famer Vin Di Bona, Chair of the Walk of Fame Selection Committee for 2016-2017, alongside Leron Gubler, President/CEO of the Hollywood Chamber of Commerce. These honorees were chosen from among hundreds of nominations to the committee at a meeting held in June and ratified by the Hollywood Chamber’s Board of Directors. "The Walk of Fame Selection Committee is thrilled to announce our newest honorees to the Hollywood Walk of Fame. The Committee looked carefully at each nominee and we feel that we have selected a Vin Di Bona great group of talent that will appeal to the tastes of many fans around the world,” stated Di Bona. “As a Walk of Famer myself, I know these honorees will look back at the day of their ceremony and remember it with fond memories shared with family and friends, and of course, the fans. We look forward to their big day as the Walk of Fame Class of 2017 become part of Hollywood history on this famous Walk,” he added.

he Hollywood Chamber has added two more stars in the past two months on the famous sidewalk of the Hollywood Walk of Fame. Gospel singer Shirley Caesar was honored with the 2,583rd star on the Hollywood Walk of Fame on June 28th. The star in the category of Recording was dedicated at 6126 Hollywood Boulevard in front of The Fonda Theatre and is near the stars of gospel singers BeBe and CeCe Winans. Helping Emcee and Hollywood Chamber President/CEO Leron Gubler to unveil the star were world-renowned artists Yolanda Adams and Kirk Franklin.
