The City Council’s Economic Development Committee held a series of four public hearings throughout March and April to receive comment on the City’s proposal to increase the Los Angeles Minimum Wage to as much as $15.25 by 2019. The hearings were held in several LA neighborhoods including,
Watts, Van Nuys, West Los Angeles, and Downtown. The Hollywood Chamber of Commerce, and several of its members businesses, were present at each of the City hearings to discuss the impacts of a drastic hike in the minimum wage on the City’s small businesses. The Hollywood Chamber has called on the City to take steps to protect our small businesses and nonprofit agencies. Continued on Page FIVE

Why Hollywood Matters is Topic of Hollywood Summit hy Hollywood Matters – Assessing the State of Hollywood’s Re-emerW gence” will be the theme of the 2015 Hollywood Economic Development Summit. The conference will take place on Wednesday, June 24th, from 8 a.m. to 11 a.m. at the ArcLight Cinemas, 6360 Sunset Blvd. Admission for advance registrants is $50 per person and includes a continental breakfast. Hollywood Chamber Community Foundation Honors Heroes of Hollywood May 28th at Taglyan

he Hollywood Chamber Community Foundation has announced the 2015 Heroes of Hollywood Luncheon on Thursday, May 28th, at the Taglyan Cultural Complex, 1201 Vine St. in Hollywood, 11 a.m. to 2 p.m. This year, the Foundation will be recognizing the following Heroes: Christopher Barton of Hudson Pacific Properties, Inc.; Jane Lopez of Trailer Park; FilmL.A., Inc.; and St. Anne’s. Actress, film director, producer and author Diane Ladd will be honored with the Mary Pickford Award. Councilmember Tom LaBonge will be honored with the Distinguished Service Award in Memory of Johnny Grant. Returning in his role as emcee again is Robert Kovacik, anchor of NBC4. Tickets are $100. In recognition of his years four decades of service, Los Angeles Magazine in 2009 dubbed him “Mr. Los Angeles.” He counts as one his greatest achievements in office the acquisition of Cahuenga Peak, which saved 138-acres from development and added as open space to Griffith Park. He has also worked tirelessly in support of Los Angeles’s sister city program, maintaining connections with cities all over the world. LaBonge’s ancestors first came to Los Angeles in the 1880s. He currently resides in Silver Lake, with his wife Brigid and their two children, Mary-Cate and Charles. Christopher J. Barton is the Executive Vice President, Operations & Development at Hudson Pacific Properties, Inc. (HPP), a NYSE-listed real estate investment trust based in Los Angeles. HPP has a market capitalization of $7-billion and owns and manages a commercial office and studio portfolio of over 17-million-sq.ft. Barton manages the company’s property operations and development projects, including its Sunset Gower and Sunset Bronson Studios in Hollywood. City Council Completes Series of Field Hearings on Minimum Wage Increase Continued from Page THREE
At a minimum, any increases for these businesses/agencies must be spread over a longer period of time in smaller increments. The public hearings followed the release of three separate reports on the impacts of a wage increase – one commissioned by the City, one commissioned by The LA County Federation of Labor, and one commissioned by the business community. As one might imagine, each report yielded substantially different results. However, all three reports indicated that there would indeed be some job loss (the degrees of loss vary with each study), additionally all three indicate that the City’s restaurants industry would be the most adversely affected. Perhaps the most concerning of the three for the business community, is the LA Chamber -commissioned Beacon Economics study, which predicts that the
minimum wage increase would have a chilling impact on the creation of jobs by businesses. The report says that if the plan is put into place “it will reduce job growth in the City from an expected 1.8 percent per year for the next five years to less than half that and potentially eliminate growth altogether. Expected job growth would go from 30,000 jobs per year to somewhere between 2,000 to 15,000 jobs. The City commissioned a “peer review” of the three studies. Professors from the University of Georgia and from UCLA reviewed the three studies and issued their own report to help clarify some of the data before the City Council moves forward with the increase proposal. The Peer Review released in early May. The City’s Economic Development Committee met to discuss the findings and introduce a framework for the increase. No date has been announced as to when the Committee will meet again
Total Compensation Model is Key to the Debate of Minimum Wage Increase by George Abou Daoud Restaurateur, Owner of The Bowery hen the Mayor and the City Council proposed raising the City’s minimum wage, their intent was to help those makW ing the bare minimum — and that intent is a good one. However, the City’s current proposal will have unintended consequences, particularly when it comes to restaurants. Tipped servers, while being paid minimum wage, are oftentimes making between $15 and $60 per hour. Our goal is to provide any additional monies to non-tipped employees, creating an equity we feel is important. The Mayor has proposed a nearly 50 percent increase in our largest cost in only 3 years (67 percent over 4 years), and there is very little an independent restaurant can do to react in any meaningful manner. The City and others commissioned a number of studies on minimum wage. Unfortunately, none of them looked at the complexities of restaurants. While restaurants are the number six employer in Los Angeles, no one looked at the tight margins or the number of employees a small restaurant needs to operate a 7-day a week and 3-shifts a day business. Our businesses oper-
on this issue, however some have speculated that it may occur following the May 19th City wide elections. Since the introduction of the Mayor’s Minimum Wage Increase proposal last Labor Day, the Hollywood Chamber of Commerce has been meeting with the Mayor and City Council Members to ensure that the business community has a voice as Minimum Wage discussions continue. To date the Chamber has met with 13 of the 15 Council Offices as well as with the Mayor’s Business Team. The Chamber will continue to follow this important issue as it makes its way through the City Process. ate on a very small margins and raising prices or adding service chargers will not work for many of our smaller, or lower-to midpriced businesses. While our coalition supports giving raises to the “back of the house,” non-tipped employees, is impossible to be profitable or even remain open if forced to give the same increases to our tipped-employees. I am a part of a coalition of 250-plus restaurants (LAIRC.org) that have joined together to propose a ‘total compensation’ model that can solve this problem. Readers should understand that tipped restaurant workers are required to report their tips at the end of each shift. As required by law, these tips are reported to the IRS and taxes are paid. Employers pay payroll taxes on these tips as well. In essence, reported and recorded tips are treated as wages or income by the Federal and State governments. We ask that these recorded and reported tips be counted toward the City’s minimum wage. The employees would be paid state minimum wage with reported tips added on top of that. If the total of state wages and tipped wages do not reach the City’s prevailing minimum wage, the employer would make up the difference—ensuring that every employee is making at least the City’s minimum wage. We have put our proposal forward and we believe it is legal. While I am aware that the Mayor and Councilmembers accept the fact that businesses will close when the minimum wage increases, the question remains, how many businesses and jobs are they willing to sacrifice? My view is that ignoring the solution that achieves the City’s goals and at the same time allows for independent restaurant sustainably, would be negligent and cause intentional harm. hollywoodchamber.net n 5

Hollywood Chamber Delegation Heads to Sacramento to Meet with Senate President and Local Legislators he Hollywood Chamber of Commerce will be planning its annuT al 2-day Sacramento trip May 27th and 28th. A delegation of representatives from the Hollywood Chamber will meet with Senate President Kevin de León and other local State legislators to advocate issues of importance to Hollywood and the greater Los Angeles region. The Chamber’s delegation will also be participating in the California Chamber of Commerce Annual Business Summit. This year’s Hollywood Chamber delegation to Sacramento will include: Hollywood Chamber Board of Directors Chair, Beth Marlis of Musicians Institute; Chamber Board member Susan Cabral-Ebert of IATSE Local 706 Makeup and Hairstylists; Chamber President & CEO, Leron Gubler; and Chamber Vice President of Public Policy, Nicole Shahenian.

Chamber Meets with City Attorney Mike Feuer epresentatives from the Hollywood Chamber of Commerce recently met with Los Angeles City Attorney Mike Feuer. Attendees included Chamber President Leron R Gubler, Chamber Vice President of Public Policy, Nicole Shahenian, Kerry Morrison of the Hollywood Property Owners Alliance, and Hollywood restaurateur George Abou Daoud. Among the issues discussed were public safety concerns on Hollywood Boulevard including illegal street vendors, CD vendors, street characters, and homeless encampments. The group also discussed the Mayor’s proposed City-wide Minimum Wage Increase and its impacts specifically on LA’s restaurant industry. The Hollywood Chamber meets throughout the year with elected officials on the City, State and Federal levels, to keep them apprised of the needs of the Hollywood Business Community. The Chamber is Creating a Strong Local Economy The Entertainment, Arts & Emerging Media (TEAM) Committee was formed to show the Chamber’s support for our hometown industry. I’m extremely honored to have the opportunity to serve as the incoming Board Chair for The Hollywood Chamber of Commerce. Since 1921, the Chamber has served as a source of leadership, advocacy and partnership in the revitalization of Hollywood. Hollywood is once again home for those who dare to dream, to invent, take a chance, to create and to invest. Billions of dollars of investment and urban revitalization are evident everywhere you look in Hollywood. New hotels, quality retail, restaurants, art galleries and small businesses have already arrived with many more on the way. A “New Hollywood” is emerging, as a hub of innovation with a median population age of 34.8 years and a collection of walkable and unique micro neighborhoods filled with new creative workspaces. Here, risks are taken, opportunity knocks and stories are being told by new entrepreneurs. It’s a call to action, and start-ups, Digital brands, and “legacy media” are answering, investing and coming to Hollywood. The Chamber will continue to advocate and take a stand to protect the arts and entertainment industries, fight intellectual piracy and cyber-attacks, making sure that content creators’ rights and innovations are protected. Successfully navigating the road ahead also depends upon the adoption of the Hollywood Community Plan Update (long supported by the Chamber) that targets growth around transit, controls overdevelopment in residential neighborhoods, protects Hollywood’s historic architecture, increases park space, and supports alternative transit and mobility. In Mayor Garcetti’s Sustainable City Plan announced in April, many of the plan’s “Actionable Initiatives” (particularly the calls for increased housing and development near transit previously continued on last page
Councilmember Mitch O’Farrell met with the Chamber’s Economic Development Committee to brainstorm on how to keep Hollywood’s momentum going. The Economic Development Summit, held at the historic Egyptian Theatre, drew more than 300 people to discuss Hollywood as an Urban Experience, with John Kilroy, Jr. as the keynote speaker. The third State of the Entertainment Industry Conference was held at Hollywood & Highland’s Grand Ballroom, with Maury McIntyre, President & COO of the Television Academy as keynote speaker. The Chamber is Promoting the Community of Hollywood The Awards Media Information Center was again presented by the Chamber at the TCL Chinese Theatre IMAX and assisted more than 100 members of the press who were in town to cover the Academy Awards. A total of 26 Walk of Fame ceremonies were organized and held by the Hollywood Chamber of Commerce, beginning with Orlando Bloom and ending with Will Farrell, generating worldwide publicity for Hollywood. The Chamber commissioned Beacon Economics to perform a comprehensive demographic study on the community of Hollywood. The data will be used to promote Hollywood. Chamber President & CEO Leron Gubler moderated for the Urban Land Institute a StimULI panel discussing the revitalization of Hollywood. The Hollywood Business Resource Book was published by the Chamber and distributed to area businesses to promote Chamber members and their products and services. Hollywood’s annual holiday decorations were co-sponsored by the Chamber and the Hollywood Historic Trust. Celebrating the 100th anniversary of The Squaw Man and the historic Lasky-DeMille Barn, the Chamber joined with Hollywood Heritage in sponsoring a community celebration.
The Chamber is offering Opportunities to Network and Promote Your Business HYPE (Hollywood’s Young Professionals & Entrepreneurs) was launched by the Chamber to provide an opportunity for Millennials to network and get involved in the community. Member Mixers were held at some of the hottest venues in Hollywood – including Lucky Strike, the Redbury, OHM Nightclub, Tin Horn Flats, Lombardi House, W Hotel, The Argyle and LaBrea Bakery. Each month the Chamber emailed out Hollywood Hot Deals and Businesses You Need to Know, to help our members generate business with other members. Speed Leads was sponsored by the Chamber periodically throughout the year to help members get business leads in a pleasant and nonthreatening environment.

The Chamber hosted free seminars throughout the year for members, including the Maximizing Your Membership and Social Media programs. Numerous ribbon-cutting ceremonies were held throughout the year by the Chamber.
The Chamber is Representing the Interests of Business With Government Chamber Vice President of Public Policy Nicole Shahenian was sent by the Chamber to Sacramento to testify at most of the hearings held in the State Capitol in support of AB1839, the bill to fight runaway film production. The Chamber fought the proposed increase in the hotel minimum wage to $15.37 an hour, and was able to secure a lower threshold of 150 rooms before the increase became mandatory. In addition, the Chamber encouraged Councilman Mitch O’Farrell to introduce a motion to also study exempting hotels in historic buildings from the mandate. Chamber President & CEO Leron Gubler introduced a new Chamber blog, It’s All About Jobs, where he has been able to comment on actions that impact on the business community’s ability to operate successfully.
A proposed city wide increase in the minimum wage to $13.25 over a three-year period was supported by the Chamber ONLY if the City Council takes steps to protect small businesses by spreading the increase over a longer period of time in smaller increments. The Chamber organized visits with 12 out of the 15 city councilmembers to explain how small businesses would be adversely impacted by the proposal. In addition, the Chamber organized businesses to testify at four public hearings on the proposal and conducted two surveys of our members to share with City Council members. The Chamber urged Metro to include a connection from the Crenshaw Light Rail Line to Hollywood and Highland in its next phase of expansion of the County’s mass transit system. The Chamber also secured the support of the West Hollywood Chamber of Commerce and Westside Council of Chambers.

One of the unique features of the Hollywood CHAMBER OF COMMERCE Chamber of Commerce is its efforts to support COMMUNITY FOUNDATION local community non-profit organizations. As a 501c3 nonprofit association, contributions to the Chamber Foundation are tax deductible. Checks should be written to the “Chamber Community Foundation” and sent to the Chamber. The Foundation holds two fundraising events annually – the Heroes of Hollywood Luncheon (formerly called the Women of Distinction Luncheon) and the All Hallows Eve Party at Hollywood Forever Cemetery. All net proceeds go to charity. Since its inception in 1996, the foundation has given out $786,770 in grants, and this past year awarded $55,500. known as “smart growth and elegant density” and increased mobility options) are now being framed as front and center in the City’s agenda. It’s notable that the plan calls for 17,000 new units of housing to be constructed within 1,500 feet of transit by 2017, and 100,000 transit-adjacent housing units by 2021. Zoning changes through Re-code LA will create new transit-oriented Neighborhood Plans, and support more green space, along with ambitious green energy and recycling targets.
The Hollywood Chamber PAC interviewed candidates for County offices and endorsed Bobby Shriver for County Supervisor, Jeff Prang for County Assessor, and Jim McDonnell for Sheriff.
These initiatives are important for the future of Hollywood and are in alignment with the Hollywood Community Plan Update. They will also require our tenacity, vision and innovative thinking. Hollywood is the key to the future of Los Angeles, serving as a model for how our city will grow. Outside of City Hall, greater civic engagement and dialogue between the business community and local residents is essential for our shared success. Informed dialogue helps to dispel misunderstanding and miscommunication, while providing an understanding of issues and a platform for consensus. Success is measured in improved economic opportunities and a better quality of life for everyone. In 2015, the Chamber will continue its efforts to solve the issues of chronic homelessness, affordable housing, traffic/parking and mobility quagmires, regulate aggressive street vendors and characters, create better and safer experiences on Hollywood Boulevard and options for tourists to safely view the Hollywood Sign. Hollywood’s booming tourism industry is on track to have a record number of tourists this year, on the heels of a record-breaking 2014. With steady leadership, legislative advocacy, dialogue, the discipline to work through challenges and the vision to execute a long-term plan; the Hollywood Chamber of Commerce continues to pave the road ahead, lead the way and guiding 21st century Hollywood ever closer towards fulfilling its true potential. The PAC hosted a fundraiser for Jim McDonnell and a farewell reception for County Supervisor Zev Yaroslavsky. More than 200 people attended a debate sponsored by the Hollywood Chamber PAC of candidates running for Council District 4. The Chamber polled the candidates on business issues and published their responses online. The Chamber PAC endorsed Wally Knox in the primary for Council District 4, but decided on no endorsement in the General election. The PAC met with City Controller Ron Galperin at the Taglyan Center to discuss City operations.
The Chamber is Giving Back to the Community More than 400 people attended the annual Heroes of Hollywood Luncheon at the Taglyan Center, where Judge Judy Sheindlin was honored with the Mary Pickford Award. The luncheon raises funds for the Chamber Foundation. The Chamber Foundation awarded $53,500 in grants to Hollywood Community nonprofit organizations.

he past two months have been very busy for the Hollywood Walk of Fame. Recently, the cream of the crop were presented with stars. Honored were seven celebrities: two in the category of Television, two in the category of Motion Pictures, one in Recording, and one in Radio. The honorees unveiled the stars amidst their friends, family and fans. Actor Jim Parsons was honored on March 11th, actor Ed Harris on March 13th, actor Will Ferrell on March 24th, musician Jeff Lynne on April 23rd, radio personality Larry Elder on April 27th, actress Julianna Margulies on May 1st and actress and Sofia Vergara on May 7th. The next few months are already booked with more talented artists set to be honored with their stars on the worldfamous Hollywood Walk of Fame. Ceremonies are open to the public. Hollywood Walk Of Fame Committee Now Accepting Star Nominations For Year 2016

ollywood Chamber of Commerce is now accepting nominations for the Hollywood Walk of Fame. All nomination forms must be submitted by Friday, May 29th, at noon to be considered with no exceptions. All nominations will be reviewed in the annual Walk of Fame Committee meeting. The Committee will make selections for the year 2016. “We are constantly asked about the process. Nominating someone for a star is as simple as can be! All we ask for is a completed nomination application and a commitment to sponsor the star should their celebrity be selected. Anyone can nominate their favorite celebrity, including a fan,” said Ana Martinez, Producer of the Walk of Fame ceremonies. “Each year, we receive an average of 300 nominations.
