ummer at the Hollywood Chamber of Commerce is truly an exciting time. Between the Hollywood Expo, Heroes of Hollywood Luncheon, and the Economic Development Summit, Chamber staff has been busy planning ways to showcase the outstanding work our members have been doing in the community. Some might say that Southern California does not have many seasons but those people have yet to see how vibrant our community becomes during the summer months! But, with community in mind, we know there is still work to be done in Hollywood to promote business and provide services and support to the growing homeless population in Los Angeles. This past spring, the Schrader Bridge Housing Shelter opened its doors in Hollywood. The second Bridge shelter to open its doors in Los Angeles, the Schrader facility features 72 beds, washing facilities, a park area for pets, and support staff to aid the transition into stable, permanent housing. As a business and community organization, it is important that we advocate for sustainable solutions to benefit our residents most in need and welcome them into our community which is why the Chamber, working with the Hollywood Property Owners Alliance, The City of Los Angeles, and Los Angeles County, is proud to support the TRIESTE pilot program that will reformat the structure for providing support services and mental health treatment to the homeless population in Hollywood. I am excited for the Chamber to embark on this new partnership in the coming months and look forward to working with our members to foster a safe, inclusive community that shines as a beacon of community growth and civic service.

HOUSING SCA-1: Public Housing Projects – SUPPORT Author(s): Senator Ben Allen and Senator Scott Wiener Description: The California Constitution prohibits the development, construction, or acquisition of a low-rent housing project, as defined, in any manner by any state public body until a majority of the qualified electors of the city, town, or county in which the development, construction, or acquisition of the low-rent housing project is proposed to approve the project by voting in favor at an election, as specified. This measure would repeal these provisions. Location: Set for hearing July 2. (June 19, 2019 in the Senate) Why we’re supporting it: In order to combat our growing housing crisis, we must remove this costly step to building affordable housing.
SB-50: More HOMES Act of 2019 – SUPPORT Author(s): Senator Scott Wiener Description: Senate Bill 50 allows for the building of housing near existing job centers and public transportation and, includes strong protections against displacement for renters and vulnerable communities in those areas. Requires all cities and counties to adopt an ordinance that specifies how they will implement state density bonus law. Requires cities and counties to grant a density bonus when an applicant for a housing development of five or more units seeks and agrees to construct a project that will meet certain specified criteria. Location: Re-referred to Com. on APPR. (June 4, 2019 in the Senate) Why we’re supporting it: SB 50 would boost the state’s supply of much needed affordable housing. It will additionally avoid the displacement of long-time residents by allowing communities to engage in their own planning process.

SB-25: California Environmental Quality Act: projects funded by qualified opportunity zone funds or other public funds – SUPPORT Author(s): Senator Anna M. Caballero and Senator Steven M. Glazer Description: This bill, until 2025, provides for expedited judicial review of California Environmental Quality Act (CEQA) challenges to projects that are at least partially funded by qualified opportunity zone funds or by specified public funds. Location: From committee: Re-referred to Com. on NAT. RES. (June 27, 2019 in the Assembly) Why we’re supporting it: SB 25 will help end the abuse of CEQA by those who exploit it to delay or kill housing projects. Crucially, it focuses on a funding source to define a qualified project and provides relief from lengthy CEQA litigation. Public funds meant for housing should NOT be used for unnecessary litigation. SB-744: Planning and zoning: California Environmental Quality Act: permanent supportive housing – SUPPORT Author(s): Senator Anna Caballero Description: Makes changes to the existing use by right approval process for supportive housing projects and, for No Place Like Home Projects that are not eligible for the use by right approval process, establishes certain administrative review and expedited judicial review requirements. Prohibits the court from awarding attorney’s fees to a prevailing petitioner in a No Place Like Home action or proceeding unless the Attorney General, within 45 days, finds that the action or proceeding was brought to protect public interest. Location: Referred to Coms. on H. & C.D. and NAT. RES. (June 13, 2019 in the Assembly) Why we’re supporting it: Bold actions are needed to address the state’s crippling housing crisis. This bill not only streamlines what can be a lengthy and expensive process but additionally aids in the construction of affordable housing projects.

HOLLYWOOD CHAMBER AB-1197: California Environmental Quality Act: Exemption: Local And Regional Housing Projects And Emergency Shelters – SUPPORT Author(s): Assemblymember Miguel Santiago Description: Creates an exemption from the California Environmental Quality Act (CEQA) for emergency shelters and certain affordable and supportive housing projects. Specifically, this bill exempts emergency shelters funded by state programs, such as the Homeless Emergency Aid Program from being defined as “projects” under CEQA. Location: Read second time and amended. Re-referred to Com. on APPR. (June 27, 2019 in the Senate) Why we’re supporting it: Our organization fully supports reforming CEQA and preventing its abuse, we believe that the housing crisis is a priority for Hollywood and that this bill will help streamline necessary shelters and supportive housing projects. SB-621: California Environmental Quality Act: Court Actions Or Proceedings: Affordable Housing Projects – MONITOR Author(s): Senator Anna M. Caballero and Senator Steven M. Glazer
TOURISM/HOSPITALITY SB-58: Alcoholic Beverages: Hours of Sale – SUPPORT Author(s): Senator Scott Wiener Description: This bill requires the Department of Alcoholic Beverage Control (ABC) to create a pilot program, beginning January 1, 2021, to issue an additional hours license to an on-sale licensee in a qualified city that would allow the selling, giving, or purchasing of alcoholic beverages between the hours of 2 a.m. and 4 a.m., upon completion of specified requirements. Location: Referred to Com. on G.O. (June 10, 2019 in the Assembly) Why we are supporting it: In support of the bill, the California Hotel & Lodging Association writes that “California must compete with Chicago, Washington D.C., New York City, Las Vegas, Atlanta, Miami Beach, and New Orleans, all of which have late-night service hours beyond 2 a.m. SB 58 would align California with at least 15 other states where local jurisdictions have the authority to decide alcohol service hours.”

Without clarification, the “CCPA creates both practical and constitutional problems for businesses engaged in constitutionally protected activity.”

SB-54: California Circular Economy and Plastic Pollution Reduction Act – SUPPORT Author(s): Senator Scott Weiner and Senator Ben Allen

Description: Requires the Department of Resources Recycling and Recovery (CalRecycle), in consultation with the State Water Resources Control Board (SWRCB) and the Ocean Protection Council(OPC), to adopt regulations to source reduce and recycle at least 75% of single-use packaging and products sold or distributed in California by 2030, and requires CalRecycle to develop a scoping plan to achieve those requirements. Location: Re-referred to Com. on NAT. RES. (June 24, 2019 in the Assembly) Why we are supporting it: Setting goals to reduce plasticuse packaging will help protect California’s fragile ecosystems and secure critical waterways. AB-1415: Department of Water Resources: reporting requirements: civil penalties – SUPPORT Author(s): Assemblymember Laura Friedman Description: Imposes certain civil penalties for failure to file timely reports to the Department of Water Resources. This Bill requires the Department of Water Resources (DWR) to impose a civil penalty of $1,000 on an entity that

HEALTHCARE SB-227: Health and care facilities – OPPOSE Author(s): Senator Connie Levya Description: Requires periodic inspections of hospitals by the Department of Public Health to include reviews of compliance with nurse staffing ratios, and establishes administrative penalties for nurse staffing ratio violations of $30,000 for a first violation, and $60,000 for each subsequent violation. Location: From committee: Pass as amended and re-refer to Com. on APPR. (Ayes 10. Noes 3.) (June 26, 2019) Why we’re opposing it: Imposes arbitrary penalties for nurse staffing violations, which will ultimately increase health care costs. These strict liability sanctions will further penalize users of health care by increasing hospital costs, which will, in turn, increase health care premiums.

Heroes of Hollywood Awards
O
n June 6th, more than 300 of Hollywood’s dignitaries and civic leaders attended the Heroes of Hollywood Awards Luncheon presented by the Hollywood Chamber of Commerce Community Foundation at the Taglyan Complex. The Heroes of Hollywood Awards Luncheon was created to recognize outstanding individuals, businesses, and nonprofit organizations that have demonstrated exceptional leadership and service to the Hollywood community.

Actress Marla Gibbs was recognized with the coveted Mary Pickford Award, given to a woman who has demonstrated a commitment to their community. The Distinguished Service Award in Memory of Johnny Grant was awarded to Actor Ted Lange for his positive impact to the city, the people, and the dream that is Hollywood. Our 2019 Heroes of Hollywood were Captain Cory Palka, LAPD-Hollywood Division, Dixon Slingerland, President & CEO, Youth Policy Institute, Jay Thomas, Vice President & General Manager, Dolby Theatre, Sue Cabral-Ebert, Immediate Past President, Make-up Artists and Hair Stylist Guild (IATSE, Local 706), and Hollywood Forever Cemetery. Thank you to all of our 2019 Heroes of Hollywood! Their
dedication and commitment to Hollywood have created a safer, economically vibrant, and culturally rich community for all. This year’s event raised over $60,000 dollars which will go to grants for local non-profits in Hollywood. The first of these grants went to the Pablove Foundation, a non-profit dedicated to improving the lives of children with cancer through the arts and invest in underfunded, cutting-edge pediatric cancer research.

Hollywood Expo
T
he 2019 Hollywood Expo brought in over 250 travel and tourism professionals and Chamber members at the world famous Hollywood Palladium. The Expo kicked off with a champagne toast and an unveiling of Starline’s double decker digital bus in celebration of their 50 year anniversary. This past year, Los Angeles County reported 31.9 billion dollars worth of travel and tourism related revenue from new and returning visitors to the area. This year, we packed the Hollywood Palladium with restauranteurs, performers, hotels and attraction owners to show off the best of the best in Hollywood. At the Hollywood Expo, the Chamber offers local businesses the opportunity to show off for concierges and travel industry professionals and bring tourism directly to Hollywood. We had a blast hosting our business community members, celebrating StarLine Tours 50th anniversary, mingling with our guests, and awarding the "most dapper" dressed people of the evening! Special thanks to the Hollywood Palladium, StarLine Tours, and the Hollywood Museum for their support of the event, and thank you to our in-kind sponsors: Proper Parking, Hint Water, The Found Agency, Black Horn Imports, DLS Events, and DJ Complex Lex!

HEART OF HOLLYWOOD MASTERPLAN $4 Million Allocated for Walk of Fame Improvements by HEART of Hollywood
T
he HEART of Hollywood Initiative, led by Dan Halden has selected planning and architecture firm, Gensler to kickstart creating a Masterplan for improving Hollywood Boulevard and making improvements to the Hollywood Walk of Fame. “The Hollywood Walk of Fame is a National Historic Landmark, and my HEART of Hollywood initiative will give this community the attention it deserves,” said Councilmember Mitch O’Farrell. “Our focus is on consistent attention to the necessary quality of life improvements for local residents and visitors. A great public corridor – one that is safe for pedestrians, visible at night, and responsive to community needs – can help catalyze even more investment in housing for all income levels as well as economic development. This means good paying jobs for our local workforce. Hollywood Boulevard can be this kind of place, which is why the City is making this strategic investment.”
“The Hollywood Chamber of Commerce is thrilled to collaborate with the HEART of Hollywood initiative and the Hollywood Property Owners Alliance to preserve the Walk of Fame and make strategic improvements that will benefit generations to come,” stated Rana Ghadban, President & CEO of the Hollywood Chamber of Commerce. The Walk of Fame continues to draw thousands of tourists each year to see the stars or attend a star ceremony on the world famous Boulevard. The Chamber is excited to be partnering with the HEART of Hollywood initiative to reinvigorate the Hollywood Boulevard Corridor through safety and visibility improvements. The City of Los Angeles Bureau of Engineering will be the lead City agency on the project, which also calls for participation from community stakeholders.

t the Chamber, we love to celebrate the influx of developments, jobs, and new businesses to Hollywood but at the same time a large portion of our community struggles with or is affected by the homelessness epidemic in Los Angeles.

But combating homelessness in Los Angeles requires a multi-faceted approach that reimagines the current care system in place, which is why Hollywood leaders, Dan Halden of the HEART of Hollywood, Kris Larson of the Hollywood Property Owners Alliance, and the Hollywood Chamber of Commerce’s Rana Ghadban have met with Los Angeles County Officials to discuss the new TRIESTE project to serve homeless populations suffering from mental illness. Named for the famed system of mental health care in Trieste, Italy, The True Recovery Innovation Embraces Systems That Empower (TRIESTE) pilot project will work to redefine mental health care in the county at the funding and bureaucratic level. To start, the project proposes an outcome-based reimbursement system, where value of service is recognized over the volume of service in the traditional fee-for-service model. The idea behind this reimbursement model seeks to create accountability and incentivize quality care that has a positive impact on the lives of those currently living on the streets. Kerry Morrison, former President and CEO of the Hollywood Property Owners Alliance spearheads the TRIESTE proposal with Hollywood 4wrd. Morrison, when describing the the bureaucratic shifts proposed, says, "I relied on

the analogy of a rubber band ball, guided by the notion that the person trapped within all the entanglements of laws, judicial rulings, procedures, privacy rules, insurance requirements and bureaucracy could be freed if I could figure out which of those laws or rules could be removed or at least loosened. Armed with that knowledge, I could make a case for change." By shifting from an illness-focused approach to a focus on well-being, officials and partners intend to foster a financially and functionally accountable program that emphasizes culturally competent psychosocial services to help achieve the following care goals: •
A safe and healthy home in the community

Acquiring and maintaining familial, social, and intimate relationships
•
Acquiring and maintaining meaningful roles in the larger community
With these long-term goals in mind, The TRIESTE project reminds us that the community at large plays an important role in cultivating an environment where homeless residents can heal and take steps toward healing. The community of Trieste, Italy takes great pride in

HOLLYWOOD CHAMBER supporting those in need, and the pilot project intends to develop a similar culture by, "leveraging existing relationships with the Hollywood business community to create a varied “menu” of employment opportunities such as short-term jobs in the community that connect members wanting temporary work with those in the community that seek day laborers. We will hire job developers and job coaches to help members both find and maintain longer term employment and career opportunities. Relationships will be developed with Los Angeles City College to assist members in exploring higher educational opportunities." As Fiechter puts it, “Engagement with people is important. There’s a difference between handing someone a sandwich and sitting and having lunch with someone.” We, at the Hollywood Chamber of Commerce, support this initiative and look forward to continue building a coalition of residents, business owners, and community leaders to create a welcoming community to aid those experiencing homelessness and hardship.

New Stars on The Walk of Fame Recent Star Ceremonies

ctress/Producer Anne Hathaway received the 2,663rd star on the Walk of Fame on May 9th, 2019. Her star is located at 6927 Hollywood Boulevard in front of the TCL Chinese Theatre. Awkwafina, Rebel Wilson, and director Dee Rees joined Anne and her family for the ceremony.
on behalf of the organization as the first and only teen ever admitted to their intensive acting program.
Growing up in New Jersey, Anne Hathaway first gained Hollywood’s attention for her turn in the television series, Get Real. As an actress, Hathaway studied with the Paper Mill Playhouse in New Jersey, the Barrow Group in New York City, and at NYU’s Collaborative Arts Projects “Cap 21” where she focused on her musical theater training. In April 2005, Barrow Group honored Anne for her achievements
Anne was recently seen in the Warner Bros. blockbuster "Ocean’s Eight" and will be seen starring opposite Ben Affleck and Willem Dafoe in the Dee Rees directed film "The Last Thing He Wanted", set to premiere on Netflix in 2019. In 2016, Hathaway was appointed as a UN Women’s Global Ambassador, where she works to foster positive mindsets and practical arrangements around workplaces that build and support equality for women.

he Hollywood Chamber of Commerce proudly honored actor/director Alan Arkin with the 2,666th star on the Hollywood Walk of Fame at 6914 Hollywood Boulevard.
Born in Brooklyn, New York, Alan Arkin launched his career with Chicago's improvisational revue "The Second City." This led to his 1963 Broadway bow in the play “Enter Laughing,” based on Carl Reiner’s book, for which Arkin won a Tony Award. In 1966, Arkin made his major feature film debut, starring in Norman Jewison’s comedy smash “The Russians Are Coming, The Russians Are Coming.” Arkin earned his first Oscar ® nomination for Best Actor and won a Golden Globe Award for his performance. Arkin made his feature directorial debut in 1971 when he directed and starred in the underground classic “Little Murders” film. To date, Arkin's long list of credits includes over 70 films and multiple Oscar ® and Golden Globe wins and nominations. Last year, Arkin starred in the critically acclaimed Golden Globe Award winning comedy series “The Kominsky Method” for Netflix, which earned him SAG and Golden Globe nominations for his performance. 18

. Gary Gray received the 2,665th star on the Walk of Fame at 6426 Hollywood Boulevard in the category of Motion Pictures. Throughout his career, Gray has excelled at bringing the most predominant themes from the pop culture zeitgeist to the screen. With more than 25 years in the industry, Gray has been able to consistently and successfully maneuver between genres ranging from Comedy to Thriller to Drama to Action. For this work, Gray received the prestigious “Excellence in the Arts Award” in 2017 from the American Black Film Festival. Away from the camera, Gray stays active in his community and has been an active supporter of numerous organizations, including the Tom Bradley Youth & Family Center, My Friend’s House Foundation and Urban Compass, among others. He has received multiple commendations from the City of Los Angeles for his philanthropic work. Gray also received the Presidents’ Lifetime Achievement award from the office of President Obama for his volunteer service.

RITA WILSON Actor/Musician/Producer Rita Wilson received the 2,659th star on the Hollywood Walk of Fame on Friday, March 29, 2019.

A
native of Hollywood, California, Wilson’s illustrious career on screen started with her role on the beloved series, "The Brady Bunch", where she earned entry to the Screen Actors Guild. Her additional early TV appearances were on such staples as "M*A*S*H", "Three’s Company", "Happy Days", "Hawaii Five-O", "Moonlighting", "Frasier" and more. She also appeared on the Emmy-Award winning series "From The Earth To The Moon". She first donned her producers cap for the record-breaking box-office hit, "My Big Fat Greek Wedding" and returned as a producer and actor in its sequel, "My Big Fat Greek Wedding 2", released in 2016. Additionally, Rita produced the live screen adaptation of the theatrical hit, "Mamma Mia" and its sequel "Mama Mia: Here We Go Again!" For more than twenty years she and her husband, Tom Hanks, along with Kate Capshaw and Steven Spielberg, have raised 75 million dollars for women’s cancer research through the Women’s Cancer Research Fund. And along with Hanks, Rita has also helped raise funds for the WWII Memorial in Washington DC, The National WWII Museum in New Orleans, and the Academy Museum of Motion Pictures in Los Angeles opening in 2019. 20
