PLANNING MATTERS Parish Council Comment on Applications 19/00479/FL : Mr. Mallett, Ayre Mallet Ltd. – Stable Mallett, Main Road, Holmesfield – Application of conversion of stable building to 1 dwelling (Revised scheme of 18/00683/FL). COMMENT It was resolved to object to development on this site, which has again been submitted despite an appeal against refusal to grant permission being upheld by the Planning Inspectorate. When the original application was submitted for the construction of a large stable block the Parish Council strongly objected to the domestic character of the proposed building as we were concerned that it would be the applicant’s intention to submit a future application for conversion into a domestic dwelling in the Green Belt; unfortunately, these concerns were not taken into account in the original determination. When this current application was submitted to the Parish Council our initial concerns of domestic conversion were verified. This scheme now proposed substantially adds more domestic elements of windows and doors and is considered to be out of place urbanisation in this rural and agricultural area within the Green belt. The stable is located centrally on a large parcel of agricultural land on the perimeter of the Parish boundary, there are major concerns that the allowance of a residential property on this site affects the boundary of Holmesfield as a village by joining the village up with the neighbouring town of Dronfield. This is a special site in maintaining Holmesfield as a village with its own identity, rather than it becoming part of the urban sprawl of the neighbouring town and we ask that this is taken into account whilst the appeal is being determined. 18/00373/FL : Mr. & Mrs. Henderson – 34 Main Road, Holmesfield – Application for demolition of ancillary agricultural building and construction of new 5-bedroom family dwelling and replacement barn (Conservation Area) (Amended Plans) (Amended Title / Further Amended Plans). COMMENT It was resolved to uphold the comments made at the meeting of the 9 May 2018 and to object on the following grounds: Concern in the increase of traffic on the site and the access on to the main road. Concern that the proposal is not in keeping with other properties in the conservation area in both size and design Concern over a precedent being set of building a new dwelling in the green belt and conservation area. 9

10

PLANNING MATTERS Parish Council Comment on Applications (continued) 18/01195/FL : Mr. & Mrs. Oates – Grange Farm, Cowley Lane, Holmesfield – Demolition of existing house, attached barn, and outbuildings to the north and south and the erection of one replacement house with attached garage (Amended Plans). COMMENT It was resolved to comment that this application now seems to be larger than the original application. There is a concern that similar applications have been refused in the green belt and conservation area and that if approved this would point towards inconsistencies in the decision-making process. 19/00451/RM : Mr. Clay – The Bungalow, Park Farm, Park Avenue, Holmesfield – Approval of Reserved Matters (access, layout, scale, appearance and landscaping) for 3 dwellings pursuant to outline planning permission 15/01225/OL (Affecting a public right of way). COMMENT It was resolved to comment that whilst the Parish Council appreciate that consent was given on appeal; but strongly feel that the modern design is not in keeping with other properties within the greenbelt and immediately adjacent to the village conservation area. 19/00539/FL : Mr. A. Smith – Whitegates, Horsleygate Lane, Holmesfield – Demolition of existing bungalow and erection of new two-storey dwelling (Conservation Area). COMMENT It was resolved to question whether the design of the proposal is appropriate within the conservation and in conjunction with the surrounding properties. District Council Decisions 18/01159/FL : Land north of St Swithin’s Church, Holmesfield – Application for construction of a scout hut (Conservation Area) (Amended Plans). REFUSED NP/NED/0219/0134 : Bank Green, Fox Lane, Holmesfield – First floor extension over garage to form home office . GRANTED 19/00177/FLH : Mr. & Mrs. Henderson, 34 Main Road Holmesfield – Renovation and extension (including removal of existing extension) of farmhouse (Conservation Area) . GRANTED 19/00330/LDC : Whitegates, Horsleygate Lane, Holmesfield – Single storey rear extension, porch to front, insertion of roof lights. CERTIFICATE OF LAWFUL USE OR DEVELOPMENT 11

HOLMESFIELD GARDENING ASSOCIATION June has been a very busy time for the Holmesfield Gardening Association. At the beginning of the month we visited Natalie’s garden in Psalter Lane, Sheffield. This is a small garden that is fully stocked with roses, clematis, hosta and perennials. There was a good turnout of members who enjoyed the talk given on the history of the garden later. After walking round the garden, delicious refreshments were served. On Wednesday 19th June we visited Nostell Priory House and Gardens at Wakefield. The house was built for the Winn family in the 18th century. It is one of the great treasure houses of the north of England. Our next stop was Adel, north of Leeds, to the Yorke Gate Garden which is a one-acre garden created by the Spencer family between 1951 and 1994. After the death of Sybil Spencer in 1994, in accordance with her wishes, the house and garden was given to Perennial, The Gardeners Royal Benevolent Society which helps horticulturists in need since 1839. Sincere thanks to Hilary Olsen for organising two excellent garden visits which was a most enjoyable and interesting day. The next meeting is on Wednesday 3rd July and is an evening visit to Margaret & Kim Staniforth’s 2 acre garden at Park Hall, Walton Back Lane, Chesterfield. S42 7LT. The admission fee is £6 and Refreshments cost £3.50. You are required to make your own way there. Guests are welcome to join us. The August meeting is an evening visit to Gill Bagshawe’s “Wild in the Country” at Hawkhill Road, Eyam. S32 5QP starting at 6.30pm. Admission is £5 entrance with refreshments £3. You are required to make your own way there. Guests are welcome to join us. FAREWELL TO REVEREND WILLIAM EARDLEY Recently William Eardley, vicar at St Swithin’s church, Holmesfield announced that he would be taking early retirement and leaving the village. William and his wife Denise arrived in Holmesfield almost 20 years ago. They were the first to live in the newly built vicarage and immediately became deeply involved in many aspects of village life, both within the church and beyond. There have been many weddings and baptisms during his time here. William had an enthusiastic and energetic approach in bringing the word of God to as many people as possible in Holmesfield and beyond. The church has prospered as part of the Dronfield with Holmesfield parish. The healthy size of the current congregation is a testament to William’s good offices. He has been extremely supportive to many within the community, always available to help those grieving, in distress or in need. There are many who have been lifted by just talking through things with William. Projects such as J Zone and involvement with Penny Acres School were successfully introduced. The physical structure of the church has also changed during William’s tenure. The new Church Hall was opened in 2011 and has been an excellent well-used addition to the church. William and Denise have become an integral part of Holmesfield life supporting the various events throughout the years. They have brought up their three daughters Caroline, Geraldine and Grace in the vicarage. Indeed one of the last duties William will have in the church will be the wedding of their eldest daughter Caroline this August; a joyous finale to the family’s time in our community. Denise has worked equally tirelessly for the community, initiating and supporting many projects including J cafe and various fundraising events, always with a friendly and welcoming smile. Latterly William has suffered from some ill heath, which has affected him. Throughout his treatment he continued with his duties with great fortitude. However recently he decided to it was time to retire earlier than originally planned. Denise and William have found a house in a lovely Lincolnshire village, which will suit their needs. I know that leaving St Swithin’s and Holmesfield has not been an easy decision and that the family will be very sad to leave. Without doubt, William has brought a dedication and commitment in a great many ways to church, village and the wider community. William, Denise and the family will be remembered with a huge amount of affection and respect. They will be greatly missed. There will be a special leaving service at St Swithin’s Church, 10.30am on Sunday 28 July, to which you are cordially invited. They will leave the village at the end of August. On behalf of all in Holmesfield and beyond, we say to them thank you so very much and wish them well in the next episode of their lives. Should you wish to contribute to his leaving gift, please send donations to the Church Treasurer, c/o Spa House, Cowley Lane, Holmesfield S18 7SD (cheques payable to Holmesfield PCC). Anyone who is eligible should write to the Clerk to the Trustees, Mrs Geraldine Austen at Greenways, Main Road, Holmesfield, Dronfield, S18 7WB (Tel: 2890686) for more details. SUMMER FAYRE St. Swithin’s Church Hall : Saturday 13th July, 11.00am to 3.00pm. Stalls, refreshments and light lunches served.

MAY 2019 WEATHER The month of May this year was slightly cooler than normal in Holmesfield. The maximum temperature was 20.3°C on the 30th May and the minimum 1.6°C on the 4th May. We actually had some higher temperatures in April. However, May was a fairly dry month with 13% less than my normal rainfall for the month. April, May and June are usually the driest months in the UK, December is the wettest, but there can be large differences from year to year. In what month, and where, should you plan to have an outdoor party or perhaps hold your wedding to give you the best chance of it being dry? March has been the driest month according to my record for Holmesfield over the last 16 years, but it would not have been a good choice this year as it rained on 21 days out of the 31 and the total rainfall for the month was more than double the normal. Over the UK as a whole it is usually wettest in the west and north, so the place to go for your best chance of a dry day is the coast of Essex. In May, the coast of Essex usually has rain on only 10 days during the month and the total rainfall is only about 30mm. In contrast, my records for Holmesfield for the last 16 years show that it has usually rained on 16 days in every May and the total rainfall each month has been about twice that in Essex. In Holmesfield, May 2009 was the wettest, with 25 days of rain during the month and May 2010 was the driest with only 10 wet days. So, even on the same day, our weather varies widely around the country. Weather forecasters depend upon measurements made all over the World to make predictions. In 1853 a group of maritime nations agreed that sailors on their ships would log their position, air pressure, temperature, wind force and direction at set times each day. The man selected to co-ordinate the UK’s weather recording effort was Admiral Robert Fitzroy and his appointment marked the Brian Brown beginning of the Meteorological Office.

FUNERALS IN THE PARISH The funeral of Jane Ann Milne Woodard, formerly of Millthorpe Lane, took place at Chesterfield Crematorium, followed by a Memorial Service in St. Swithin’s Church on the 17th of June. She was aged 88. 25

HOLMESFIELD PENNY ACRES SCHOOL It has been another very busy term for the community of Penny Acres Primary School. We are making very good progress with the longawaited improvements to the school playground and look forward to the impact that these works will have on the health and enjoyment of our children. It is great to give something back to our wonderfully hard-working, conscientious and ever increasing pupil population. My thanks to our busy PTFA for their continued hard work and commitment to raising funds for school. Organising events as they do is no easy feat! A couple of weeks ago our Y5 and Y6 children headed to Buxton for two nights and three days of outdoor pursuit. The rain didn’t stop us from having fun canoeing, mountain biking, stream scrambling and on the assault courses. As always, my children were a pleasure to be around, doing themselves proud, overcoming fears and taking themselves out of their comfort zones. Plans are already in place for similar visits next year and the year after. My open-door ethos continues and should you wish to visit school to see what makes us so special, please don’t hesitate to get in touch. Dave Ratcliffe Executive Headteacher for the Federation of Penny Acres and Wigley Primary Schools. 29

DRONFIELD BYPASS CLOSURE Residents are reminded that the Dronfield Bypass is to be closed between Jordanthorpe roundabout (Bowshaw) and Whittington Moor roundabout to facilitate carriageway surface dressing works at the following times: Friday 5th July to Tuesday 13th August: 7pm to 6am each week night. Full weekend closure: Friday 12th July 11.59pm to Monday 15th July 6am. Full weekend closure: Friday 19th July 11.59pm to Monday 22nd July 6am. Access will be maintained, whenever reasonably possible, on the affected length of road. The road will re-open as soon as the work is finished. This may be earlier than advertised. Derbyshire County Council apologises for any inconvenience caused while work takes place. Anyone needing further information should ring 01629 533190.

WHAT A NUISANCE ! Yes, what a nuisance. We have to return to the subject of dog fouling, but what a nuisance it is. There are continual reports of owners allowing their dogs to foul lawns and pathways of homes and parks. It is antisocial, a health hazard, and unacceptable. It is a difficult problem to solve of course. Dog wardens and police officers need identification evidence if they are to proceed. Taking photos of offenders is problematic. If you see it, please note the date & time, and write down a description of the dog owner. If an offender is caught and officials press for the maximum fine of £1000, this serves as a very serious warning to errant dog owners.

HOLMESFIELD CRICKET CLUB After an encouraging start to a second season in Division 3 North, Holmesfield were sitting comfortable in mid-table and due to play table topping Clowne Town CC at Millthorpe on Saturday 1st June. Winning the toss and batting first, the Vill were all out for 215 after 44½ overs. Joe Poste was the pick of the batsmen hitting a very creditable 76 runs. Alas the hosts bowling attack struggled to make inroads in to the visiting batting and Clowne hit the required runs off just 34½ overs for the loss of just 3 wickets. Sadly the following 2 fixtures – away to Chesterfield’s 2nd XI and home to Belper Meadows – fell victim to the weather before the team was called to action on 22nd June when Holmesfield visited Ashover to play their 1st XI. Winning the toss and putting the hosts in to bat first, Ashover were all out for 196 off their 46 overs with Mayank Sharma and David Ward helping themselves to 4 wickets apiece which gave Holmesfield modest grounds for optimism. However the Vill were all out for just 137, which took them all their overs minus one ball to achieve. The encouraging start to the season has evaporated into a worrying – albeit weather affected – slide down the table and at the time of writing, Holmesfield were just 2 places above the relegation places but thankfully with a 25 point buffer. With Matlock’s 1st XI due to visit Millthorpe on Saturday 29th June – who were just 1 place below Holmesfield in the table – a good result is vital to arrest the slide. This is followed by a trip to mid-table Ambergate to play their 1st XI on 6th July, before a visit to Millthorpe by Holmewood’s 1st XI who are themselves presently in the bottom 2. Please come and support us on match days in 2019! #UpTheVill Once again Gary Fantom and Lucy, from the Rutland Arms at Cowley Bar have kindly sponsored 5 balls for the home games which will be played in July and August. This is a very generous thought, which helps The Club a great deal. First XI Home Fixtures at Millthorpe: Derbyshire League Division 3 North (1pm start): 29th June: Matlock 1st XI, 13th July: Holmewood 1st XI, 27th July: Darley Dale 1st XI, 3rd August: Breadsall 1st XI, 24th August: Chesterfield 2nd XI, 7th September: Ashover 1st XI.

We are always looking for people to help around the club in any capacity. Please contact Jimmy Pearson (Tel: 07803 288200) if you can offer any help. 35

HOLMESFIELD CRICKET CLUB JUNIOR SECTION

Our junior cricket teams continue to go from strength to strength despite rain stopping play on quite a few occasions!! The U10s have had great success playing in the Friday friendly league and in the coming weeks Holmesfield will welcome all the U10 league teams to play at our Holmesfield ground. Our U11 Red team remains unbeaten in the league and have progressed to the semi final of the cup which will be played in the next few weeks. Our U11 Blue team have enjoyed success in the league and, despite a great effort, lost in the semi final of the cup. This was a fantastic achievement by our Blue team who are in their first season of playing together. Our U13s are developing strongly as a team with a particular highlight being a nail biter of a game against Clowne losing by just 11 runs! Holmesfield have also been asked to host the U13 cup final and we are very much looking forward to welcoming the cup final teams to our ground. The All Stars cricket program for 5-8 year olds continues to be immensely successful with 50+ children enjoying and playing cricket on a Friday night. On Sunday 23rd June HCC hosted “The Holmesfield Cricket Fun Day. This was held to raise funds for our new cricket nets in memory of James Bedingfield. The day started with an U11 match followed by a T20 adult match as well as a karate display, a fantastic raffle and auction as well as a bucking bronco and bouncy castles. A substantial amount of money was raised for the nets and an amazing day was had by all. Thank you to everyone who was involved in organising the day, those who donated prizes and time as well as everyone who attended the fun day. It was wonderful to see everyone enjoying themselves in the sunshine. We are all very much looking forward to the remainder of the, hopefully, sunny season.

HMRC PHONE SCAM Action Fraud has experienced an increase in the reporting of malicious calls and voicemails, to members of the public purporting to be from Her Majesty’s Revenue & Customs (HMRC). Fraudsters are spoofing genuine HMRC telephone numbers to deceive their victims over the phone. The fraudsters state that as a result of the victim’s non-payment of tax or other duty, the victim is liable for prosecution or other legal proceedings in order to settle the balance. The fraudsters suggest victims can avoid this, by arranging payment to be made immediately by methods such as bank transfer or by purchasing iTunes gift cards. If the victim is hesitant or refuses to comply, the suspect makes a threat such as immediate arrest, sending bailiffs to the victim’s address or, in some cases, deportation. Often, the period for which the tax is allegedly due is distant enough to guarantee the victim will have little, if any, paperwork or ability to verify the claims. Once the money is paid the suspects sever all contact with the victim. In genuine cases, HMRC will initially make direct contact with you via post/letter and potentially follow up that letter with a phone call at a later date. If HMRC contact you via telephone they will quote the reference number on the initial letter you should have received. HMRC will not discuss something you are not already aware of, like a tax investigation, and will NOT demand immediate payment. It is vital that the public exercise caution when receiving messages or telephone calls of this nature. Always question unsolicited requests for your personal or financial information. Just because someone knows your basic details (such as your name and contact details), it doesn’t mean they are genuine. Instead, contact the company directly using trusted methods such as a known email address or phone number. Legitimate organisations wouldn’t ask you to pay taxes, bills or fees using an iTunes gift card, or any other type of voucher. If you’re contacted by anyone that asks you to do this, you’re likely the target of a scam Don’t be rushed or pressured into making a decision. Under no circumstances would a genuine bank or some other trusted organisation force you to make a financial transaction on the spot. Report Phishing attempts. If you receive a call, text or email of this nature and have not lost money, you can report this as phishing to Action Fraud. Action Fraud (Action Fraud, Administrator, National) 41

SCRAP AND WASTE COLLECTIONS Police officers on the North Division Licensing Team are advising people to be alert to scrap and waste collectors, and to help them target and reduce metal thefts. They are urging people to make sure they use legitimate traders and to keep an eye out and report any suspicious activity. The advice comes in particular following a recent rise in the price of scrap metal, which can lead to increased demand from collectors and potentially an increase in theft. In particular, residents are urged to check that the traders they use have a scrap metal dealer’s licence from your own local borough or district council, and a waste carrier’s licence issued by the Environment Agency. A legitimate scrap metal dealer will also only offer payment by cheque or bank transfer, and they should offer you a receipt or record of the collection. Police are also urging people to keep an eye out for suspicious activity around their neighbours properties, or places which are of religious or historical importance, including memorials, in their local areas. Sgt. Mat Winterbottom, of the North Division Licensing Team, said: “Metal theft is not a victimless crime; it can have a knock-on effect on our communities, potentially causing distress and disruption to victims, and the environment if waste is fly-tipped and not disposed of responsibly. We work together with partner agencies including our local borough and district councils, Environment Agency, VOSA to tackle the issue and would encourage people to make sure that anyone they trade with around scrap metal or waste are legitimate, and to report any suspicious activity to the police.” Remain vigilant and report anything suspicious – metal theft can occur any time during the day or night. If you see someone on a roof without scaffolding, report it to the police and record the details of any vehicle being used. This information can greatly help police should there be any such thefts in your area. Keep an eye on any nearby schools, places of worship and disused buildings or memorials and report anyone you may see trespassing. Be vigilant if you see vans or workmen arriving unexpectedly between 6pm and 8am, as they could be looking to steal metal from the roof or building. If you do notice any suspicious activity, or have any information about anyone who may be dealing with scrap illegally, please get in touch using one of the following non-emergency contact methods. Facebook – send us a private message to /DerbyshireConstabulary Twitter – direct message our contact centre on @DerPolContact Website – complete the online contact form www.derbyshire.police.uk/Contact-Us. This delightful image of a visitor taking a break and enjoying his pipe was taken where the public footpath runs from near Eweford Bridge towards Horsleygate. Just out of sight to the left at the top of this rather grand set of steps – which still survive albeit in rather overgrown surroundings – is the ‘tin tabernacle’ chapel which was provided for the benefit of infirm residents living in Cordwell Valley who might have struggled to walk up the hillside to worship at St. Swithin’s church in Holmesfield. Although by then long disused, the chapel survived until about 1970 and the pews found new use in the changing rooms at the nearby cricket ground which themselves became redundant when the current cricket pavilion opened in the early 2000s.
