POLICE REPORT The Police website reports that during December 2019 there were 4 crimes in the Parish including an incidence of violence around Park Avenue, criminal damage in the vicinity of Moorwood Lane and Baslow Road and burglaries on Millthorpe Lane and Main Road.

REPORTING HGVS FLOUTING WEIGHT LIMIT Following a visit from our local PCSOs the Parish Council learnt that vehicles flouting the weight restrictions through the Parish can now be reported as traffic incidents on the Derbyshire Constabulary website as below. TELEPHONE SCAM Several residents have received a recorded telephone call purporting to be from BT advising them that their telephone line will be disconnected unless they press a number, but don’t do this, and do discontinue the call. It is easy to be fooled by this one, because if you dial 1471 the two numbers are local! eg 01246 566807 + 01246 566434 Both do not seem to be actual numbers so please don’t phone back. As always, please spread this Alert to your friends and neighbours. This is just one of many ways scammers use phones, so please think ‘could this be a scam’ when you receive an unusual phone call.

BURGUNDY BIN COLLECTIONS Residents in Dronfield and Holmesfield have begun to notice that refuse collectors have been spotted tipping the paper recycling straight into personal burgundy bins before putting it into the lorry. The collections manager at the council is extremely concerned about this as what should be happening is that the paper is tipped directly into the ‘slave bin’ which is attached to the left/right of the back of the lorry, then the mixed recycling from the burgundy bin goes into the main section of the lorry. What appears to have been witnessed by a number of people is the neglect of the refuse collectors to separate these out and just tipping all the paper and mixed recycling together. Unfortunately there is a very high risk that this practice contaminates the waste, making at the very least the paper impossible to recycle. This is because the juice from your tin of beans makes the paper dirty, and therefore impossible to recycle. The council would very much appreciate any reports of this practice to help with their complaint to the contractors. ARE YOU CONCERNED ABOUT SPEEDING MOTORISTS IN HOLMESFIELD? If so the village needs your help to educate drivers in the error of their ways! The Parish Council have over several years requested assistance from Derbyshire Highways to manage the speed through the 30mph areas of the village especially on the two “B” roads. We have suggested reducing the speed limits approaching the village to allow motorists the opportunity to slow down before entering the restricted areas; or to provide reduced road width at the 30mph areas to give the impression of a narrowing of the road or to provide illuminated warning/ smiley faces advising of speeds. Derbyshire CC’s policy is to only implement speed/safety measures after major accidents and thankfully we have not had any of these. “CREST” the Casualty Reduction Enforcement Support Team have on several occasions been operating speed cameras around the village but it is the Police Safer Neighbourhood teams (SNT’s) who are managing what is now termed the Community Speed Watch (CSW) CSW is a national initiative where active members of local communities join with the support of the Police to monitor speeds of vehicles using radar speed detection devices. Volunteers from local communities work alongside Safer Neighbourhood Teams (SNTs) to monitor speeding traffic in their areas. Vehicles that are found by CSW volunteers to be driving in excess of the speed limit are referred to the Police with the aim of educating drivers to reduce their speed. In cases where education is blatantly ignored and evidence of repeat or excessive offences are noted, enforcement and prosecution may follow. Volunteers will receive appropriate training and annual refreshers, and are supported by the Safer Neighbourhood Policing Teams (SNTs). The scheme aims to cater for the problem of real or perceived speed related offending. Through partnership with the community it is to be used in circumstances that are necessary, justifiable and proportionate to: • Reduce death and injury on the roads • Improve the quality of life for local communities • Improve driver behaviour through education • Expand public knowledge of the dangers of inappropriate speed Speed Watch activity is not about interfering with neighbours’ behaviour; it is a proactive solution to improve road safety and the quality of life for everyone in the community. Who can volunteer? Anybody over the age of 18 can volunteer. Anybody over the age of 80 who wishes to volunteer must submit their details to the provider of Derbyshire Constabulary’s insurance for further consideration. Volunteer Training When attending CSW training, volunteers can expect to cover health and safety, CSW guidelines and how to use the radar devices. There will be an opportunity for a member of Derbyshire Constabulary to head out with the groups on their first site check for further demonstration of the radar device. HOLMESFIELD CHURCH WALKING GROUP HASSOP STATION WALK On Wednesday 25th March Robin Greetham will lead a walk from Hassop Station (DE45 1NW). We will walk along the Monsal Trail, over to Bakewell then up the hill to get back on the trail returning to Hassop Station for lunch (optional). Please park in the places reserved for cafe customers – if not you will have to pay. The walk is approx. 4½ miles long and a short cut is available. The cost of the walk is £3 and the proceeds will go to Holmesfield Church maintenance fund. If you would like to come just turn up on the day. RELIEF IN NEED AND PENNY ACRES TRUSTS Residents are reminded that funds are available from these ancient trusts for people over the age of 60 living in Holmesfield who may experience difficulty in paying for fuel during the winter months. Our Schools until 1920 Community Heritage Project I am thrilled to report that as a Federation of two local primary schools, we are continuing to work alongside Whitworks Adventures in Theatre, undertaking a Community Heritage Project. The project involves our communities researching and understanding the rich history of the two schools between 1850 and 1920, including local industry, rural education, social mobility, school life and the effect of WW1. Such research has so far involved community events, research evenings, a number of visitors to school and will culminate in the creation of a book that will be shared with our local communities. We will also be holding a Victorian School Experience open event and putting together a celebration performance to present our findings to the local community. I am keen for our children to embrace the rich history of the two wonderful schools in our federation. JANUARY 2020 WEATHER I remarked in my last report, written on the 4th January, that it was still quite warm with no snow in the forecast. Well, January continued that way and as yet, except for a very brief fall of snow on the 28th January, we have not had any snow this winter and January was almost 2 degrees warmer than normal. We did have a beautiful Wolf Moon on the 10th January. It is the first full moon of the year and is, I think, named after wolves that howl a lot during their breeding season. However, wolves have been extinct in England since about the end of the 16th century. There have been proposals to reintroduce them into Scotland, where they existed until the 18th century, but I don’t think anything has come of the proposals. Another weather related event of January was a very high pressure system that persisted for more than a week around the 20th of the month. High pressure, or an anticyclone, is usually associated with calm stable weather that in winter gives us sunny days. The high pressure is caused by cold air being drawn into the upper atmosphere from the north and then falling down onto the UK. Cold air is denser than warm air and so this increases the weight of air above our heads. We usually get the highest pressures in the winter months. The highest pressure ever reported was 1083 millibars over winter in Russia. I recorded a pressure of 1047 millibars on the 19th January. The record for Sheffield is 1050 millibars in January 1932, so 1047 is an unusually high reading. If you had looked at a barometer around the 20th of January, then the needle would have been at around 4 or 5pm and probably marked as ‘Very dry’. Barometers are quite a good way of judging the weather as a rising pressure will normally mean settled dry weather whereas a falling pressure can mean rain and winds. In principle an increase in atmospheric pressure, such as we experienced in the middle of January, should make breathing easier but the effect is very small. You would get the same potential benefit by living lower down, by the coast. Perhaps that is why we often feel braced by the air at the seaside! January’s rainfall was slightly more than average. On the subject of rainfall, I commented in my reports last year on the very wet months that we had at the end of the year. Well the Sheffield weather station at Weston Park Museum reported that autumn 2019 was the wettest on record, it included the wettest November day on record and the wettest month of November. 2019 was also the wettest year in their 140 year record.
