The company is owned by Mark and Lisa Spriggs. • Lyn Dwyer has been named to the role of broker at Prudential Premier Real Estate. Baker Nursery Garden & Gift names Kimm landscape designer

Baker Nursery Garden & Gift has named Ashley Kimm as its landscape designer. She takes over for Ryan Hoss who worked at Baker for 41 years. Kimm is Kimm originally from Welcome, Minn., and graduated from North Dakota State University with a degree in landscape architecture and environmental design. She previously worked at Breezy Hill Nursery in Salem, Wisc. She looks forward to joining an HBA of F-M committee and being an active member. She and her husband, Benjamin, live in Moorhead. He is currently deployed in Afghanistan. Hoss will join Matrix Properties as a horticulturist and will continue his activity within the Association. He serves on the Herdina Academy for the Construction Trades Advisory Hoss Committee and regularly volunteers for the Home & Garden Show. He is a past HBA president, Home Builders Care president, Health Plan & Trust chairman and past Associate of the Year.

Adopt a student for the Construction Trades Academy For $75, you can support a high school student as he or she explores the world of construction. The Academy allows students to interact with members of the construction industry and experience a variety of construction activities. Students that attend this two-week session in June are often solidifying their interest in the building industry and making plans to pursue additional educational opportunities.

HBA of F-M President’s Message NAHB victories save roughly $6,200 per housing start last year

Last month, several members and I traveled to Las Vegas to take part in the International Builders Show and Carlita Dietz the National Association of Home Jay Dietz Construction, Inc. Builders’ board meeting. It was an incredible experience and something I would encourage you all to try. We heard about NAHB’s successes at this meeting, and I’d like to share a few. NAHB exists to serve the needs of its members, and it does this by fighting for the housing industry on major policy issues, by providing solid educational and networking opportunities, and with member savings programs with major retailers. Each year, NAHB economists run the numbers and put a specific dollar value on NAHB’s achievements so that members can see the return on their investment. All together, NAHB’s efforts saved the typical home builder roughly $6,200 per housing start in 2013. Below is a summary of NAHB programs and policy victories that contributed to tangible savings for members in 2013. There are many ways to calculate an estimate of the benefits of membership. The numbers below are averages, and some members will experience more of these benefits than others, depending on location, business volume and the aspect of the industry in which they work. And while there are many ways to parse the numbers, the key point is that NAHB’s efforts deliver significant value for the membership. 1. HBA partners with Home Builders Care on Habitat for Humanity Veteran Build

We are excited to start planning for the 2014 Home Builders Care Build which will be in south Moorhead. This build will be the first-ever Veteran Build in our area. We plan on breaking ground in May and are starting to gather donations of materials and labors. See page 29 for some of the needs. Remember, Habitat homes are modest and every donation is included in the mortgage value of the house, so please consider your donations accordingly.

Year-end building permit report

Your HBA released its year-end building permit report last month. Construction is up dramatically and it was exciting to share the news to our local media. Wenaas says goodbye to the HBA, Obach to take leave from Association

HBA of F-M Communications & Office Coordinator Mariah Wenaas will be moving on from the Association as of Feb. 23. Wenaas and her husband are moving to Carrington, N.D. She has been with the HBA for one year. Staff and leadership appreciate her efforts over the past year at the Association and wish her all the best in the future. HBA of F-M Public Affairs Coordinator Mike Obach will take a leave of absence from the Association as of Feb. 23. He has been deployed to Africa as part of his military service. Staff and leadership will miss his involvement with the Association and wish him a safe return home. The Association will hire a replacement for the communications & office coordinator position and will be hiring temporary help for public affairs.

Mark your calendar for the Parade of Homes Celebration: May 13 at the Ramada Plaza and Suites. This is a great event to celebrate another successful Spring Parade of Homes. Public Issues Report of Area Affairs Meet your elected official What is your background (education/prior work experience, etc.)?

I was born in Fargo, raised in Moorhead, and attended high school Ben Lien at Moorhead High. I graduated from Minnesota State Minnesota State University Moorhead Representative in 2008 with a political science degree. District 4A (Moorhead and Before my election in 2012, I worked Oakport Township) for about five years at The Village Family Service Center in the consumer credit counseling department. In 2012, I entered the race for Minnesota State House of Representatives to better serve my community.

What issues are most important to you?

I have focused my legislative work on small businesses, flood mitigation projects and higher education. In 2013, I carried bills to improve the Border City Development and Enterprise Zone programs, appropriate Capital Investment dollars for flood mitigation projects in Moorhead and Oakport Township and to make state grant funding more equitable for part-time college students.

What do you see as future issues facing Moorhead and Clay County?

The biggest issues for Moorhead and Clay County are flood mitigation projects and competition with North Dakota. The flood mitigation projects for my district are very close to completion and are my top priorities for

Currently the Minnesota Department of Labor and Industry (DLI) is processing an update to Minnesota’s building code. Minnesota’s code is based on the International Residential Code, which it amends to reflect local climate and building practices. The DLI’s ongoing process to update the code has featured an intense debate over the inclusion of a requirement for fire sprinkler systems. In late October the draft building code was released with a home indoor sprinkler system mandate for all newly built homes 4,500 sq. ft. (including unfinished living space) and above. On Dec. 12, an administrative hearing was held to consider the sprinkler mandate in the update to the State Building Code (Ch. 1309) in St. Paul. Administrative Law Judge Eric Lipman released his report last month on DLI’s statutory authority to adopt their proposed updates to the building code through its agency rules process. Judge Lipman ruled that DLI does

the 2014 session. I am also committed to working on the Border City Zone programs. These programs seek to level the playing field for Minnesota businesses along the Dakota borders (these programs also benefit East Grand Forks, Dilworth, Breckenridge and Ortonville). I will continue to work for funding to these programs and keeping them flexible to respond to new issues that affect our local businesses.

What are the best and worst parts of your job?

My initial interest in government and politics came from public policy and the potential to make positive impacts for people. But becoming a public figure has certainly been a change for me. I am, by nature, a more reserved person so taking on this position has been quite an adjustment. It is a learning process though, and one that has made me a better person.

What advice would you give someone running for office? Public office should not be seen as a platform to advocate your views and opinions alone. There is a certain degree of being in an elected position and making decisions based on your instincts (after all, people do elect folks to make those decisions); however, elected officials need to understand the ramifications of those decisions at the ground level.

Is there anything more you would like to see the HBA do? Stay in contact with all local public officials as much as possible. When I hear from folks in the community, it allows me to focus on what I need to do to be more effective in crafting and advocating for public policy.

have such authority, including the authority to impose a requirement to install automatic fire-sprinkler systems in new single-family homes more than 4,500 sq. feet. It is important to note that while the decision from the Judge Lipman says the DLI has the legal power to impose the indoor sprinkler system mandate, it does not comment on the wisdom of the mandate itself. Nor does he address in any respect the significant new cost that will be imposed on prospective home buyers based on this action. DLI will release a final draft of the building code in the coming weeks. The Builders Association of Minnesota will continue to look for legislative means to remove what the home building industry views as an expensive and inefficient mandate from the state building code. In the meantime, the HBA of F-M will continue to fight for border cities legislation to help our local Minnesota communities, since they will compete with North Dakota markets that do not require any type of mandatory fire sprinkler systems. Lindquist elected as NAHB Life Director

Past HBA of F-M President Dan Lindquist, Dan Lindquist Construction, was elected as a Life Director to the National Association of Home Builders board of directors at its board of directors’ meeting in Las Vegas in January. The HBA of F-M designates National Directors to represent its membership each year on the NAHB board of directors. To become a Life Director with a permanent seat on the NAHB board, a National Director has to attend at least two meetings per year for ten years. HBA of F-M Executive Vice President Bryce Johnson says, “Becoming a Life Director is a tremendous accomplishment, and Dan’s representation of our state and local association on the national level has been an incredible asset.” Lindquist has a laundry list of activities and achievements within the HBA of F-M, North Dakota Association of Builders and NAHB. He is a past HBA president; current NDAB director and past state and local Builder of the Year award winner. He has also served on several local, state and national committees over the years.

HBA awards honors, installs leaders at New Year Celebration by Allison Weckman, Membership Coordinator

If you missed the New Year Celebration at the Radisson Jan. 28, you missed a packed event! The night began with Spike Awards: • Don Dabbert, Jr., Dabbert Custom Homes, and Ken Krajsa, Bell State Bank & Trust, won Top Recruiter awards, both signing up six new members last year. • Krajsa won Top Spike with 110.5 Spike credits for the year. • Drew Likness, Chase Realty, won Top New Spike with ten credits for the year. • The HBA of F-M also recognized Krajsa for reaching Grand Spike Status (1,000 credits). This has never been achieved in North Dakota, and only 60 people within the National Association of Home Builders have reached that level. Home Builders Care of F-M Foundation installed its 2014 trustees and Mike Anderson, Bierschbach Equipment & Supply, as president. The HBA of F-M installed its 2014 board of directors and Carlita Dietz, Jay Dietz Construction, Inc., as the

organization’s first-ever female president. 2013 President Darrick Guthmiller, Kochmann Brothers Homes, Inc., was recognized for a wonderful year. The local 2013 BEAM Award (Builders Engaging Associate Members) was presented to Kochmann Brothers Homes, Inc., which also received the North Dakota Association of Builders’ award. Kochmann Brothers was one of five finalists at the national level as well. The 2013 Extra Mile Award went to Paul Krabbenhoft, Coldwell Banker First Realty, for his volunteerism in 2013. The HBA welcomed several guests from local city and county governments to socialize and facilitate relationshipbuilding between members and community leaders. The evening ended with a mayoral panel discussion featuring Fargo Mayor Dennis Walaker, Dilworth Mayor Chad Olson, West Fargo Mayor Rich Mattern and Moorhead Mayor Del Rae Williams. Attendees also experienced the member meetings’ new look. The Association is working with Media Productions for its January, May and October meetings to add appeal through updated audio/visual equipment and production techniques. We look forward to seeing you March 13 at the “Chilly” Cook-Off and May 13 at the Parade of Homes Celebration!

5th Annual ‘Chilly’ Cook-Off free for members

The HBA of F-M’s ‘Chilly’ Cook-Off member meeting will be free for all HBA members if registered by March 10. Members can submit a chili entry for free as well! We are only accepting ten chili entries, so don’t wait! Attendees will vote for the People’s Choice favorite chili with the top three receiving cash prizes and the first-place winner receiving our first-ever Golden Ladle. Duane Krieger, president and founder of New Creations Construction, Inc., founded in 1984, believes that hard work, being Duane Krieger responsible, on time and having New Creations valuable skills is the key to make it Construction, Inc. President in construction. Krieger grew up on a farm and after high school attended North Dakota State University. After a year at NDSU, unsure of his path, Krieger ventured into construction jobs ranging from highway to residential. A few years later, Krieger quit his job as a commercial contractor and decided to build a new home for his family; he then made the choice to go into business with a friend. At the beginning of New Creations Construction, Inc., the company focused primarily on framing and eventually specialized in roofing. Currently, the company builds moderately priced homes with a few extra frills that are seen in upper-end homes. The company still keeps up with roof installation demand. The story of Staging Innovations started with Concordia graduate, Vicki Fredrikson, an interior designer with a degree in art and economics. Vicki Fredrikson One night, Fredrikson thought to Staging Innovations, herself “I needed to change careers,” Owner and as she watched a show on HGTV, she thought “I can do that!” Fredrikson, who had never heard of staging, started to investigate the industry. Soon after, she went to Atlanta to be trained by Barb Schwarz, who began the idea of staging. A few years later, Fredrikson received her master’s in staging and founded Staging Innovations in 2005 in Fargo. At the start of Staging Innovations, its primary focus was home staging and prepping homes for sale. As the company evolved it became strong. It currently focuses on two main areas: The first area is consulting for real estate agents and their clients. The consulting service allows Realtors and their clients the opportunity to get advice and ideas on how to properly stage the home before it goes on the market. This allows buyers to look at the space in a way to maximize it. Fredrikson goes room by room, allowing the agent and client the ability to decide which path to take. The second area that Staging Innovations focuses on is staging newly-constructed homes. A few things that Fredrikson uses when staging them is furniture, drapery,

The effect of that decision can decrease the quality of workmanship, and is costly and frustrating. He encourages those who are interested “to go work for a reputable contractor that does the type of work that interests you.” Krieger joined the HBA of F-M when he shingled the current HBA building. Krieger has seen that the continuous rise in the cost in the construction industry is a challenge. New Creations Construction, Inc., makes sure to keep an eye on cost fluctuations and make sure to monitor waste more carefully. Though the construction world has its challenges, the joy of seeing the end result of a design is what he likes the most about his job, besides the fact that he thinks that he “has a good boss.” New Creations Construction, Inc. This helps buyers to see a home “come alive with a heart and soul.” As Staging Innovations grew, Jo Carney became the main influence on Fredrikson to join the HBA of F-M. The main advantage of the Association that won Fredrikson over was networking opportunities that would become available to her. The HBA is a great resource for spreading the idea and benefits of staging to those outside the Realtor world, where staging is understood and valued. Though staging wasn’t as popular with builders, it is slowly becoming a more common practice. In fact, Fredrikson has had much of her staging featured during the Spring and Fall Parade of Homes. As a newer company, Staging Innovations has to face many challenges. One challenge is being prepared for the highs and lows in the market, as well as having to compete with TV stations like HGTV. In fact, Fredrikson says, “HGTV has a tendency to make many people think they understand staging, but they really don’t.” Fredrikson’s involvement at Park Company Realtors gives her an edge, because as a Realtor, it allows her the chance to see what buyers are looking for and what makes a buyer run for the door. “Although there are challenges in this field that are tough to deal with, the excitement of the transformation of a home due to staging, and the impression that staging has on the buyer and seller, means so much more,” Frederikson says. Feb. 4, 2014 - Residential remodeling will continue a gradual climb back up in 2014 from a dramatic fall during the economic downturn, according to experts at a press conference hosted by the National Association of Home Builders Remodelers at the International Builders’ Show in Las Vegas. Remodelers from around the country agreed with the forecast, citing increased demand from home owners for upgrades to existing bathrooms and kitchens. NAHB projects that residential remodeling spending on owner-occupied single-family homes will increase 2.5 percent in 2014 over 2013, and another 1.8 percent in 2015. “Remodelers are regaining confidence in the market as home owners continue to upgrade their homes and make repairs or replacements that were deferred during tough times,” said 2014 NAHB Remodelers Chairman Paul Sullivan, CGR, CAPS, CGP, a remodeler from Boston. “NAHB Remodelers looks forward to working in a strengthened market as homes sales rise.” “We are predicting slow and steady growth in remodeling activity throughout 2014 and into 2015,” said Paul Emrath, NAHB’s vice president for survey and housing policy research. “That outlook is consistent with the indicators of future activity in our recent Remodeling Market Index (RMI) survey. It’s a positive sign that whole house remodels have rebounded somewhat as home equity levels increased in 2013, though traditional bath and kitchen projects remain the most popular remodels.” Repairs and replacements of old components and the desire for upgraded amenities were cited as the top reasons for customers to hire a remodeler, according to a recent NAHB survey. The survey results describe the changes the remodeling market has undergone in recent years, such as the growth in whole house remodels after a dive in 2010.

The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

In January, Norandex was pleased to make a donation of $2,000 to Home Builders Care Foundation. Randy Marum and Loren Langerud stopped by the office to drop off the check. Thank you for your support!

Local students compete at Residential Construction Management Competition

In early February students from North Dakota State College of Science and North Dakota State University competed in the Residential Construction Management Competition at the International Builders Show. NDSCS sent two teams and competed against 11 other schools and NDSU sent one team to compete against 34 other schools from across the country. The two-year program problem was based in Arizona and students were required to produce a set of construction documents including working drawings, a schedule and a detailed budget. One team from NDSCS placed fifth within the competition. Another team, which faced many challenges and lost three of the five team members, took 13th. The team of two received many compliments from the judges and were strongly encouraged to come back for the 2015 competition. NDSU competed in the four-year program and presented a plan for a development in Colorado. The proposal had to include a market analysis, architectural drawings, cost estimates and a plan for project management. NDSU took ninth out of the 35 schools! 51st Annual Fish Fry a success

The 51st Annual Fargo Motor Patrol Fish Fry was Feb. 7 and was a great success. In fact, HBA of F-M Development & Project Coordinator Jenny Erickson was having so much fun at the event, she forgot to take pictures! The fish was delicious and cooked with love by members of Fargo Motor Patrol. HBA of F-M and Home Builders Care Foundation raffled off a 55” TV thanks to a great deal from A Sound Environment. The live auction was very entertaining and people went home with some great items like a kayak, Smart Spaces gift cards, tools and Valentine’s baskets. Thanks to everyone who purchased or sold tickets and provided auction items. We appreciate your support!

Momentum for the 2014 Home Builders Care Build is starting to gather! Our build will be located in south Moorhead and the family for our project should be chosen soon. Interest rate movements: What are they telling us?

Over the last eight months interest rates have gyrated more dramatically than in past years. This process has not only whipsawed investors but Elliot Eisenberg, seriously called into question the Ph.D., nascent housing recovery. After all, GraphsandLaughs, how can housing starts rise from LLC their near historic lows if rates are 1 percent higher than they were in late spring and with interest rates expected to rise somewhat higher over the course of 2014? Is not the housing sector highly interest rate sensitive? And isn’t the Federal Reserve deliberately buying tens of billions a month in mortgage backed securities to keep 30-year mortgage rates low to help the housing market? Relax. While new residential construction is indeed interest rate sensitive, it is also heavily dependent on other macroeconomic factors and they will more than compensate for the recent rate rise. To use an analogy, interest rate movements are like a thermometer. A rise in body temperature may or may not be a good thing; it all depends on the initial level. A rise

Changes in interest rates should be similarly viewed. Interest rates are the cost of borrowing money. When times are good and economic growth is robust, interest rates rise because investors borrow funds for investment purposes while households borrow to finance purchases of cars, houses and other big ticket items. This increase in demand raises rates and this rise is healthy. Returning to our thermometer analogy, this would be like a rise from 96 to 98 degrees. Sometimes, however, the economy grows so fast that shortages of workers and supplies start to materialize, resulting in inflation. If allowed to fester, inflation can spin out of control. That is why interest rates continually rose during the 1960s and 1970s. Eventually, things got so bad the Federal Reserve raised rates to 20 percent to weaken the economy and squeeze inflation out of the system. This would be equivalent to a rise in body temperature from 103 to 105 degrees. This rise was necessary, but was a sign of a profoundly sick economy.

NAWIC Chapter 246 celebrates Women in Construction Week

The Fargo-Moorhead, N.D. #246 chapter of the National Association of Women in Construction will celebrate Women in Construction Week March 2-8. NAWIC’s mission is to enhance the success of women in the construction industry. “The National Association of Women in Construction is committed to enhancing the success of all women in construction – not just those who are NAWIC members,” says Cindy Johnsen, immediate past president of NAWIC. “We accomplish this through educational opportunities, networking and community/industry service projects. If you are a woman employed in any area of the construction industry, we welcome you to join us! The focus of WIC Week is to highlight women as a visible component of the construction industry. It is also a time for the Fargo-Moorhead chapter to give back to the community. WIC Week also provides an occasion for NAWIC’s thousands of members across the country to raise awareness of the opportunities available for women in the construction industry and to emphasize the growing role of women in the industry. “While there are more than one million women employed in the construction industry, women only comprise approximately ten percent of the construction workforce. These women, whether they are administrative specialists, general contractors, subcontractors, trades people, or professionals, are vital elements to the construction process,” says Johnsen. “Women in

Construction Week is simply a time set aside to thank those women for all their efforts toward successful construction projects. WIC Week will also bring attention to the industry and encourage others to realize that construction is a viable, profitable career field.” NAWIC #246 be give back to the community by cooking a meal at the north Ronald McDonald house, making and donating no-sew fleece blankets to Project Linus, along with putting together personal hygiene bags for the YWCA Women’s Shelter. Until recently, despite amazingly low interest rates, no one borrowed; witness the ridiculously low levels of new home construction and investment in plant and equipment by firms, because everyone was pessimistic about the future. This would be akin to fall in temperature from 95 to 93, a bad sign. However as the economy improves, and trust me it is, albeit way too slowly, and as we become increasingly optimistic about the future, interest rates will rise and this is what is finally starting to happen. The thermometer is now in the process of going from 94 to 95. In this early phase of the recovery, firms hire workers, begin buying equipment and start building plants. As a result, unemployment rates decline, wages start rising and household spending increases. And this boosts GDP growth, which results in yet more corporate spending and more household consumption on, among other things, housing. Given the immense slack in our economy this process could last several years, accompanied by slowly rising interest rates akin to the thermometer rising from 96 to 98.6! Firm Certification also required In addition to having a certified renovator(s), firms working in pre-1978 homes will need to submit an application to become certified before offering or performing the work covered under the rules. The EPA has up to 90 days to certify or recertify a firm once it receives a complete application. • Firm certifications cost $300 and are valid for five years. • Firms must apply for re-certification. Who does this affect?

The EPA RRP rule affects contractors, property managers and others who disturb known or presumed lead-based paint during renovation.

What activities?

The term renovation covers all activities done for compensation that disturb painted surfaces including most repair, remodeling and maintenance activities such as window replacement, weatherization and demolition.

What structures?

The RRP rule applies to all renovation work performed in residential houses, apartments and child-occupied facilities such as schools and daycare centers built before 1978.

What’s required?

To become certified, a renovator must successfully complete an EPA or stateapproved training course. All renovation workers must be trained. Renovation workers can be trained on-the-job by a Certified Renovator to use lead-safe work practices, or they can become Certified Renovators themselves.
