News Briefs Hires & Promotions • Baker Nursery Garden & Gift has hired Chris Redding of Moorhead as head of its landscaping division, taking over for Ryan Hoss, who retired Redding after 41 years. Redding attended North Dakota State University and earned a bachelor’s degree in both landscape architecture and environmental design. Previously, Redding was employed for 19 years as landscape manager with Ole’s Nursery in Moorhead. • Choice Financial hired Calley Coville and Stacey Ndugwa as frontline customer service representatives. • Cornerstone Bank promoted Darren Volk to credit analyst II and hired Josh Wiczek as a customer services representative/ teller, Lindsay Mack as human resource director, James Hambrick as senior vice president/ business banker and Roxanne Fliginger as mortage loan officer. • Dawson Insurance hired Yves Cherubin and Mariah Rud as commercial lines account assistants. • Josh Smook joined the DECKMASTERS team as project designer and estimator. His responsibilities include deck design and estimating, Smook materials cost and inventory control, showroom coordination and budgeting. He graduated from North Dakota State University in 2011 with a construction management degree. Smook is from Aberdeen, S.D., and has a twin brother and a younger sister. Toy began his career at First International Bank & Trust in Toy 2007. Most recently, he served as chief operations and chief information officer. As chief operating and strategy officer, Toy will continue to fulfill the role of COO with greater emphasis placed on strategic initiatives bank-wide. Toy is located at the bank’s south Fargo branch at 3001 25th St. S. • Gate City Bank promoted Laurie Kennedy, Julie Lamb, Lisa Liken and Rae Ann Schann to assistant vice presidents. • Hoglund Landscape is celebrating its 40th year of business by congratulating Avia Hoglund for joining the team as an executive assistant and manager of sales, customer Hoglund care, networking, and presentation at trade shows. Coldwell was also named the number-one office in closed adjusted gross commission income in North Dakota for independently owned and operated affiliated companies in the Coldwell Banker system in 2013. • Re/Max Legacy Realty of Fargo has been awarded the 2013 Single Office-Total Volume Achievement Award for the Re/Max Mountain State Region. • Showplace Kitchens was named a President’s Club Award winner for cabinetry sales. • Starion Financial has received the Small Business Administration’s Director’s Award for fiscal year 2013 and was awarded four stars in Bankrate.com’s Safe and Sound rating service for the quarter that ended Sept. 30.

Adopt a student for the Construction Trades Academy For $75, you can support a high school student as he or she explores the world of construction. The Academy allows students to interact with members of the construction industry and experience a variety of construction activities. Students that attend this two-week session in June are often solidifying their interest in the building industry and making plans to pursue additional educational opportunities. In addition to adopting a student, Home Builders Care Foundation, HBA of F-M, and Minnesota State Community and Technical College need the help and support of contractors and trades people from all areas. HBA hires Leighton, Smith as coordinators The HBA of F-M has named Roz Leighton as a public affairs coordinator and Chelsea Smith as a communications & office coordinator position. Leighton will assist the executive officer and HBA members in representing and communicating the legislative positions of the Association. She will graduate from North Dakota Leighton State University this month with a bachelor’s degree in agricultural economics. She brings two years of political experience in campaigns, PACs, a political non-profits and worked for U.S. Sen. John Hoeven. Leighton is originally from Minneapolis. Smith will help coordinate various HBA of F-M publications, assist with print projects, answer the telephone and provide clerical and organizational

support to members and staff. She will also graduate from North Dakota State University this month with a bachelor’s degree in public relations Smith and advertising. Originally from Fargo, Smith has a customer service background and has worked for a local artist to help promote and brand her products and business via social media. HBA of F-M President’s Message June 10 election decides Fargo, West Fargo races, sales tax proposal

When you pick up this newsletter, the North Dakota June primary election will be just over one month Carlita Dietz away: June 10. Our leaders have been Jay Dietz Construction, Inc. busy interviewing candidates for the major, local races, and learning about the proposed 2 percent city sales and use tax ordinance in West Fargo. Fargo and Cass County residents will elect new county and city commissioners this year. Note: city commissioners/mayors will be elected in June while Cass County commissioners run in the June 10 primary with election in November. As I write this, your HBA is hosting Candidate Forums to allow those running for city office to voice their positions on issues concerning the building industry. It is very important that you get out to vote for candidates and issues your HBA supports. Please watch for correspondence this month to let you know who, and what issues, we have chosen to endorse. If you have questions about why we have decided to support these individuals or issues, contact Executive Vice President Bryce Johnson or me.

November ballot issues

In addition to the June election, your HBA is watching two issues that you will want to be aware of for the November election if you live in North Dakota: • Support North Dakota Measure 2 - Currently, North Dakota does not have a transfer or mortgage tax. If approved, Measure 2 will amend the state constitution to prohibit the state and any county, township, city or any other political subdivision of the state from imposing any mortgage, sales or transfer tax on the mortgage or transfer of real property. It basically pre-empts any efforts for the installation of a transfer tax. Residents already pay property tax, why get taxed twice? Vote yes on Measure 2. • Proposed clean water, wildlife and parks amendment requires caution - The North Dakota Association of Builders has joined a coalition, along with many other organizations, to oppose a potential constitutional amendment that would commit 5 percent of North Dakota’s oil extraction tax to a new, massive conservation fund. The groups behind this proposed amendment are still in the process of gathering necessary signatures required for inclusion on November’s ballot. If asked to sign this petition, please contact the HBA of F-M. We can provide useful information to help you make an informed decision. If included on the November ballot and passed, this could affect funding for infrastructure, flood protection and other items critical to our industry. We will be talking about this in more detail in coming months.

Quiet year for flooding

Flooding in the F-M metro area has been a non-issue this year. While we are enjoying this dry (but cold!) spring, it’s important to remember our ultimate goal of securing permanent flood protection. Your HBA of F-M constantly follows updates from the media, local governments, federal actions and the Diversion Authority regarding this issue. Building permit numbers mirror 2013

The first quarter building permit report compiled by your HBA of F-M is available as an insert in this issue of the Plains Builder. An article is included on page 11. Overall permits are about the same as first quarter 2013 due to our long, extremely cold winter. We are hearing from many Builders and contractors that they have plenty of projects lined up for the warmer months and are simply waiting for the weather to straighten out to begin working.

Nominations for 2015 board of directors

We are already thinking about next year’s HBA board of directors and filling the terms of those members who will be leaving. We will have three Builder positions and one Associate position open. If you have interest in serving, or have suggestions of members who may be interested in serving, please contact the HBA office at (701) 232-5846.

Time is running out to get your high school student registered for the Herdina Academy for the Construction Trades June 2 – 13. It is open to students ages 15 and older. You can’t find anything else like this great event. Students get to experience the building process from start to finish, learning from the professionals themselves. It seems to be a long way off, but plan now for the International Builders’ Show Jan. 20-22, 2015. It’s never too soon to start thinking about the National Association of Home Builders’ “main event.” Packed with education, networking and fun, IBS is something that members can’t afford to miss. “Bob and I have been friends for a very long time. What stands out to me most is the last home we worked on together. The home owner wanted it to be a smaller version of the palace of Versailles in France. “The detail work was amazing. My crew and I (landscaping) would work outside all day, and the craftsmen would be inside, and at the end of the day we would switch spots to admire each other’s work. Bob has always had a gift for working with others, spending time on the details, and making a home owner’s vision come to life. “Of course, there is also Bob’s affinity for practical jokes that makes him who he is. No matter how busy or intense a job was, he always finds time for the fun things in life.” Hoss and Footitt served on the HBA board of directors and Executive Committee together. Hoss was president the year after Footitt. They also served on the HBA’s Health Plan Management Committee for several years.

Bob Footitt retires from home building, open house slated for May 14 by Krista Mund, Communications Manager

Bob Footitt, Bob Footitt Construction, Inc., is a well-known pillar in the community and building industry. Known for his high-end, luxury homes, Footitt instilled a focus on quality and always aimed for unique homes resulting in a satisfied owner at the end of the process. Footitt’s last project was completed in October (pictured above) and he will wind down the company through the end of this year, keeping his license current and open for warranty work. A retirement open house will be 4-8 p.m. May 14 at the Holiday Inn in Fargo. Footitt and his wife, Jeanne, have a home in Arizona and plan to travel in retirement. “I’m also planning to dust off the golf clubs,” he laughs. Footitt will spend time with his family and grandchildren, continue enjoying his collector cars, and would like to start another car restoration project as time allows.

Some history…

Footitt began his company in 1979 and joined the HBA of F-M in 1980. He served as Association president in 1999 and was on the board for six years, also serving as a National Director with the National Association of Home Builders and a director on the North Dakota Association of Builders’ board. He served 12 years on the HBA of F-M’s Health Plan Management Committee and was committee chair. He received the HBA’s “Builder of the Year” award in 1997. Footitt started his career at Quality Builders after two years at Minnesota State Community and Technical College. He stayed with Quality Builders for a year, then took a job at Rothhouse and worked there for just over eight years. Finally, he worked a short time at Dahl Construction. Both Rothhouse and Dahl Construction closed their doors due to overspeculation once the recession hit. The push for Footitt to start his company was compliments of a business acquaintance. Footitt’s father had a friend by the name of Frosty Wills, a banking general/commercial contractor, who needed help completing the interior of a new church in New Salem, N.D. Footitt took the job, giving Bob Footitt Construction its first customer. “F.E. Wills Construction wanted me to have a company that would do his interiors of banks and churches,” Footitt says. “So we focused on commercial jobs, interior work and framing and finishing.” Footitt’s first love was home building, but the 1980s economy dictated his work in commercial construction and some remodeling. Over the years, his specialty shifted to upper-end home, though he was always open to building for buyers in the $250,000 and higher price range. “I wanted to be someone who’s known for quality building, and there was only one ‘premiere’ builder in town at that time, so I went after that niche,” he says. Footitt has come to make many friends with his clients and trade partners. Footitt continued on page 10

Construction Trades Academy slated for June 2-13

The 17th annual Herdina Academy for the Construction Trades is coming up June 2-13. Supporting the Academy is HBC’s major contribution to skill training and workforce development. High School students ages 15 and older are able to attend and get handson experience in a wide variety of

Cost is only $25 for students to attend and they can receive three college credits from Minnesota State Community & Technical College for BLDG 1100: Basic Principles of Residential and Commercial Construction upon graduation. In order to keep the cost to attend the Academy at this low level for students, our Adopt-A-Student program is key. For only $75 you can sponsor a student and help them learn about and encourage them to consider a career in the construction industry.

everyone with respect, kindness and a fair shake. He approaches all his relationships that way. That trait and ability has led to his success and longevity in the industry. He certainly utilized this while leading the HBA as president. Bob is high-strung and a worrier, and yet the most sincere, kind, and one of the hardest working individuals I’ve ever met. “Perhaps his one downfall is that he tells terrible jokes!” she laughs.

He’s just always pleasant. “When there was an issue to deal with, he never got excited. The way he approached things made you want to go jump in the truck and take care of it yourself. Even my field workers felt that way, and they went above and beyond because they knew he would do the same thing for them. “I am excited for him in his retirement, but will definitely miss working with him.”

“That’s the best part of the job,” he says. “The camaraderie that you have with those partners and the process of meeting with clients, listening to their dreams, designing their homes, and then building it. I enjoyed seeing the excitement when they move in and afterward.” Dale Christianson was an important component of Bob Footitt Construction. He worked with Footitt from the start of his time at Rothhouse Builders, all the way through completion of Bob Footitt Construction’s final home. “Dale was finishing foreman and I’m not sure how to put into words what he meant to the company,” Footitt says. “He was instrumental in how well we did and was a major reason why the homes turned out the way they did. He could walk onto a jobsite and take charge of a project. Home owners fell in love with him, and the trade contractors counted on Dale as a resource, too.” Footitt and Christianson even share the same birthday, right down to the year. It seems fitting that thy also retire together! When Footitt’s son, Bob Footitt, Jr., became involved with the company in the late 1990s, it allowed him to become active within the HBA of F-M. “When I was first asked to serve, I’ll be honest: I thought, ‘O.K. I’ll get this over with,” he says. “But once I got into it, I realized how beneficial it was. I saw that I had something to offer the industry that can help make things better and I wanted to continue. It helped me grow as a person and grow my business. I’m proud that I was able to get others involved as well.”

Turning over the reins…

As Bob, Sr., retires, Bob, Jr., has retained his father’s experienced framing and finishing carpentry crew within his own company, Footitt Homes. Another son, Bill, works on Footitt Homes’ framing crew and oversees some projects. Both sons are married; Bill has a daughter and Bob, Jr., has three brittany spaniels. Bob, Jr., has managed his father’s office since 1997 and is a licensed Realtor. About the crew, he says, “It is because of their experience, dedication to detail and master craftsmanship that people say ‘when you walk through a Footitt built home, you can see and feel the difference.’” Bob, Sr.’s, advice for someone starting in the industry is to, “Take care of your customers because their referrals are your future.” He also advises future builders/remodelers to keep expenses in check and differentiate themselves from competitors: “Service what you sell. It’s how your customer remembers you.” As a parting thought, Bob, Sr., says, “I would like to thank everyone for their contributions to all of our projects. Without you all, we would not have been able to build the caliber of homes that we did throughout the years. I am most thankful for all of the friendships and good memories!”

The HBA of F-M’s building permit report reflecting first-quarter construction activity in Dilworth, Fargo, Moorhead and West Fargo shows that housing construction projects are off to a strong start, on pace with reports from 2013. Compared to an extremely strong start two years ago, 2014’s report paints an average beginning to the year because of a harsh winter and late spring. With weather warming up, builders remain optimistic. The permit report categories include housing starts, multi-family, new commercial, residential remodeling, commercial remodeling, public and miscellaneous permits. HBA President Carlita Dietz, Jay Dietz Construction, Inc., says, “The winter weather was never-ending, leading to a deep freeze and a delay in new construction. We were extremely fortunate to avoid a flood event this year which has builders in high spirits and hopefully will lead to higher second quarter numbers as well.” This year, housing starts (single-family homes, row houses, twin homes and duplexes) showed a slight bump from last year, increasing from 55 to 56. Total valuation increased from about $12.8 million to $13.5 million, or about 5 percent. Single-family permits for the F-M metro area fell about 31 percent, from 55 to 38; however, twin home construction and row house permits rose significantly, totaling 18 units compared to none at this time last year. Moorhead’s total housing starts increased to eight single-family permits compared to just one in first quarter 2013. Conversely, West Fargo’s total decreased from 32 housing starts in 2013 to 21 this year. Last year’s starts in West Fargo were all single family, while this year shows a mix of single family (15 units) and twin homes (six units). Fargo’s housing starts increased 23 percent from 22 to 27 and is a mix of single family (15 units) and row houses (12 units). Dilworth hasn’t had any housing construction activity, which is typical for first quarter. Overall, building permits encompassing housing, multi-family, commercial, remodeling and public projects, permit totals are up 11 percent and total valuation is up 67 percent. “As the weather is warming up, so is the building industry,” Dietz says. “For all builders, the jobs are there for another successful year, it’s just a matter of the weather cooperating so we can get started.”

There are a variety of ballot issues and elections coming up in June and November this year. For updates on the following items, watch future communications this month and the June Plains Builder. West Fargo sales tax - West Fargo residents will be asked to vote on a 1 percent sales tax increase on the June 10 ballot. This increase will raise the sales tax from 6 to 7 percent, or equal to Fargo’s. The revenue from the increase will solely benefit infrastructure in the city. There are two parts to this vote: one to allow the city to raise the sales tax and the second to give the city permission to implement the raise. A “yes” vote is required for both to support the increase, or two “no” votes are required to vote against the proposal. Local elections - As you’re reading this, the HBA is hosting Candidate Forums for the Fargo mayoral, Fargo city commission and West Fargo city commission races. These offices will be decided by the June 10 election. Candidates will have the chance to speak about their priority issues and goals, followed by a short questionand-answer round. North Dakota Measure 2 - In November, North Dakota Measure 2 will be included on the statewide ballot. Measure 2 is a constitutional amendment that would prohibit the state, and any county, township, city, or any political subdivision from imposing any mortgage taxes or any sales or transfer taxes on the mortgage or transfer of real property. The HBA of F-M supports passing Measure 2. It will pre-empt any efforts for the installation of a transfer tax. North Dakota residents already pay property tax; why get taxed twice? News from the North Dakota Association of Builders NDAB offers Education is key Job site safety is a critical ‘Professional component of the construction Builder’ designation industry. With over 600 people killed

every year by falls on the job site, builders are keenly aware of the risks involved in their trade. This is why it’s important for every member to have a job site safety plan that is Ken Callahan NDAB President, reviewed with their employees and Montana-Dakota subcontractors regularly. And as the Utilities, Co. controlling contractor on the job site, Williston, N.D. builders are compelled to ensure that the right precautions are taken time and again. With that in mind, we are pleased to announce that North Dakota Workforce Safety & Insurance has approved the proposal of the North Dakota Association of Builders to provide safety training courses to NDAB members. We will be working with the North Dakota Safety Council to conduct safety training in each local association area. Remember safety first! We want everyone to go home to their families and loved ones at the end of each day! Each community will receive two training days, with topics chosen by the local association, to be held this spring and this fall. These sessions will be available to members free of charge, which is an excellent member benefit, and a compelling reason to sign up early, as space may be limited. Our intent is to provide our members with the education needed to have safer work sites, to maintain compliance with OSHA regulations, to lower the number of claims and the amount of premiums to WSI, and to gain continuing education credits that can be used for NDAB’s Professional Builder Program and WSI’s Risk Management Program. HBA tip: Google yourself, your company

Do you ever “Google” yourself? Do it once in awhile: type your name and your company into an Internet search browser and review what is posted about you and your business online. You may be surprised at what you find. One HBA member contacted the office with this tip because she found less-than-accurate information on a website touting itself as a consumer “rating” resource for building industry companies. You have the power to control what people read about you on the Internet.

Because buying or building a home is probably the largest investment one will ever make, it makes sense for consumers to choose a home builder who has an investment in his or her Kim Schneider NDAB Executive profession. North Dakota Association Officer of Builders has a Professional Builder program that will help set yourself apart in the home building industry. North Dakota Professional Builders (NDPBs) have many advantages in the marketplace, including a special section on the ndbuild.com website devoted just to NDPBs, and will be the first place to which consumers will be referred. You will also be given consumer brochures for distribution to potential customers explaining the advantages of building with a NDPB and finally, the NDPB logo will be provided in electronic form for use on marketing materials. North Dakota Professional Builders invest in their profession by agreeing to meet certain standards and criteria. NDPBs are requested to meet membership requirements of their local home builders associations, they must have held a contractor’s license in the state of North Dakota for at least two years and comply with all appropriate North Dakota statutes concerning contractors. NDPBs build in compliance with appropriate local, state and national building codes, adhere to the Code of Ethics of North Dakota Association of Builders and complete seven credits of continuing education annually. One of the benefits you have of being a member of your local association is we offer free safety courses throughout the year that go toward the required seven credits. The annual fee is $100 and we are proud to share that we currently have 19 Professional Builders (as of the print date) in North Dakota but want to see this list grow. News from the Builders Association of Minnesota Beware the Ides of March: A mid-session review

Each year, at the Minnesota legislative session mid-point, legislators go on break, which gives us an opportunity to take stock of what’s happened so far. The 2014 session has been called the “unsession” with a stated goal of streamlining government, but lots has happened. The Builders Association of Minnesota has been working hard to protect the industry, and in light of the session’s intermission, BAM has put together a MidSession Review with an overview and bill-by-bill run down of the issues that have, or could have had, impact on the residential construction industry. Session started Feb. 25, later than usual, and already the House of Representatives had introduced 1,481 bills and the Senate had introduced 1,285 bills. The Ides of March coincided this year with deadlines at the Capitol. The first policy deadline was March 21; less than 30 days from the start of session. The second policy deadline was March 28, and the third finance committee deadline was April 4. There are an abundance of failed proposals that have been deemed “dead” in 2014 or are looking for ways to be “reincarnated” though artfully placed amendments or suspended rules. The residential construction inudstry has reaped positive outcomes, including repeal of the business-to-business sales and use taxes in addition to batting down several bills that threatened to harm your bottom line.

Upon completion of session, BAM will provide a full legislative report to all members. Until then, be sure to check out BAM’s Mid-Session Review with an inventory of bills the residential construction industry has been working on, along with a mid-session status for each. News from the National Association of Home Builders Builder confidence holds steady in April April 15, 2014 - Builder confidence in the market for newly built, single-family homes rose one point to 47 in April from a downwardly revised March reading of 46 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI) released today. “Builder confidence has been in a holding pattern the past three months,” said NAHB Chairman Kevin Kelly, a home builder and developer from Wilmington, Del. “Looking ahead, as the spring home buying season gets into full swing and demand increases, builders are expecting sales prospects to improve in the months ahead.” “Job growth is proceeding at a solid pace, mortgage interest rates remain historically low and home prices are affordable,” said NAHB Chief Economist David Crowe. “While these factors point to a gradual improvement in housing demand, headwinds that are holding up a more robust recovery include ongoing tight credit conditions for home buyers and the fact that builders in many markets are facing a limited availability of lots and labor.” Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current singlefamily home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores from each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI index gauging current sales conditions in April held steady at 51 while the component gauging traffic of prospective buyers was also unchanged at 32. The component measuring expectations for future sales rose four points to 57. The HMI three-month moving average was down in all four regions. The West fell nine points to 51 and the Midwest posted a four-point decline to 49 while the Northeast and South each dropped two points to 33 and 47, respectively.

Housing starts rise 2.8 percent in March April 16, 2014 - Led by a 6 percent rise in single-family starts, nationwide housing production rose 2.8 percent above an upwardly revised February rate of 920,000 to a seasonally adjusted annual rate of 946,000 units in March, according to newly released figures from HUD and the U.S. Census Bureau. “We see improving signs of new-home construction as we move into the spring buying season,” said Kevin Kelly, chairman of the National Association of Home Builders (NAHB) and a home builder and developer from Wilmington, Del. “The strongest recovery is in the Northeast and Midwest, where builders were hampered by severe winter weather earlier in the year.” “Today’s report is in line with our forecast of a gradual strengthening in the housing sector in 2014,” said NAHB Chief Economist David Crowe. “However, several uncertainties including tight credit conditions for home buyers and erratic job growth are making builders cautious about getting ahead of demand.” Single-family housing starts rose 6 percent to a seasonally adjusted annual rate of 635,000 units in March, while multifamily starts fell 6.1 percent to 292,000 units. Regionally in March, combined single- and multifamily housing production rose strongly in the Northeast and Midwest with gains of 30.7 percent and 65.5 percent, respectively, but fell 9.1 percent and 4.5 percent in the South and West, respectively. Overall permit issuance fell 2.4 percent to 990,000 units in March. The Northeast and Midwest posted gains of 33.3 percent and 26 percent, respectively, while the West was unchanged and the South posted a 17.1 percent decline.

HBA to offer certified lead renovator refresher courses

Next year will mark the five-year anniversary since hundreds of local contractors received their Certified Renovator designation from the Environmental Protection Agency to comply with the Renovation, Repair and Painting rule. It is required for all contractors disturbing six square feet or more in structures built in 1978 or earlier. Contractors must take a refresher course every five years to keep the certification active. Watch for more details soon. The HBA of F-M will schedule the four-hour refresher classes in early 2015. Clean Water, Wildlife and Parks Amendment - This proposal is another November North Dakota ballot issue to keep in mind. This group is attempting to acquire enough signatures on the petition to be included on the ballot to amend the state’s constitution. The North Dakota Association of Builders, along with many other organizations, has joined a coalition to oppose this amendment that would commit 5 percent of North Dakota’s oil extraction tax revenues to a new, massive conservation fund. If included on the November ballot, and passed, this could significantly affect funding for statewide infrastructure, permanent flood protection and other areas vital to the home building industry. If you are asked to sign the petition and don’t feel you have the necessary information to make an informed decision, please contact the HBA. What your HBA did for you in March

• The HBA of F-M hosted a conference room packed with Builder members who heard about changes from Oxbow and the need to build/develop 40 new homes due to home owners being displaced by a flood protection ring levee. • We helped Moorhead leaders facilitate a free lunch meeting for HBA members to hear about opportunities within the city and other news including a legislative update, flood mitigation, and marketing activities. • Over 50 contractors participated in the HBA of F-M’s Minnesota power limited technician training at Minnesota State Community and Technical College early in the month. • Members traveled to Bismarck twice in March: -The first was to participate in the North Dakota Association of Builders’ board of directors meeting that covered administrative issues, planning for upcoming state elections and the 2015 legislative session. -The second time was to meet with all three of our Congressional delegates as part of the National Association of Home Builders’ “Bringing Housing Home” effort and discuss issues critical to our industry. We covered permanent flood protection for the F-M metro area, flood insurance issues, the mortgage interest deduction and immigration reform. • The HBA of F-M also organized a local meeting with U.S. Rep. Collin Peterson (Minn.) to discuss the “Bringing Housing Home” issues. • Members participated in the Builders Association of Minnesota’s “Builder Day at the Capitol,” meeting with our Minnesota legislators Sen. Kent Eken, Rep. Ben Lien and Rep. Meet Your Parade of Homes Committee Chair: Kimberly Tehan by Krista Mund, Communications Manager

Kimberly Tehan is marketing and business development director for Krueger Construction, Inc., and sales associate for Castle Realty. She has been involved with the Parade of Homes Committee for four years and currently serves as chair. Tehan grew up around construction as her father is Greg Krueger, owner of Krueger Construction, Inc. The Parade of Homes Committee helps plan and organize the Spring and Tehan Fall Parade of Homes events each year. “I joined the Parade Committee because it is one of the largest marketing efforts for most builders and I wanted to be able to be part of the decisions that help grow our community and our industry,” she says. Serving on an HBA committee has made Tehan aware of many opportunities the Association provides. “I’ve gained personal and professional connections throughout my last four years here,” she says. “Stepping into the chair position will only help to continue to grow those connections.” Tehan expresses appreciation for her fellow volunteers and the HBA staff who are involved with the committee. “They are pillars of the housing community and a great sounding board for all things Parade-of-Homes related,” she says. “They also have excellent insight into this industry in general. It’s a great group that I’m happy to be a part of!” The Parade will wrap up its 54th annual showing May 4 and the Parade of Homes Celebration will be May 13 at the Ramada Plaza and Suites. It showcased 70 homes by 35 builders in Dilworth, Fargo, Moorhead and West Fargo. This year, the committee implemented a new format, two four-day weekends, in an attempt to capture a wider audience. Tehan and her husband, Jimmy, live in Fargo. Away from the HBA she is involved with the F-M Area Association of Realtors’ Education Committee, and the Fargo-Moorhead-West Fargo Chamber of Commerce. She is a University of North Dakota honors graduate and a United Way “35 Under 35” Women’s Leadership Program Graduate.

Fun facts about Tehan: • Where did you grow up? Fargo. • My first job was: Picking up scraps on jobsites for Krueger Construction, Inc. from as early on as I can remember. Past HBA president Doug Lomsdal passes away by Krista Mund, Communications Manager

From Lomsdal’s obituary…

Douglas Palmer Lomsdal was born to Albert and Mabel (Lund) Lomsdal on July 23, 1932, near Calgary, Alberta, in Canada. He spent his childhood years in Canada, moving to Fargo when he entered the eighth grade. He graduated from Fargo Central High in 1950. He also attended Fargo Interstate Business College. Doug married Margaret Adams in Moorhead on February 27, 1953, at Trinity Lutheran Church. They enjoyed 58 years of marriage until Margaret’s death in 2011. They moved to Lake Ida in 1984. Doug was a bricklayer which was his passion. He was a partner in Moll and Lomsdal Masonry Contractors and owner of Doug Lomsdal Construction. Doug was a hard working person and took great pride in building homes and apartment buildings in the FargoMoorhead and surrounding areas. Doug and Margaret loved entertaining for family and friends, giving everyone fast jet boat rides and taking pontoon rides around the lake. He had every kind of game imaginable and could spend hours playing cards and dice games. He was an avid sports and race fan. Doug is survived by his sons, Scott (Nancy) Lomsdal, Moorhead and Steven (Kim) Lomsdal, Moorhead; daughters Sandra (Mark) Maring, Hendrum, Minn., and Shannon (James) Schlanser, Fargo; sister Shirley (Joe) Matula, Wash.; five grandchildren and three great-grandchildren; many nieces and nephews; special friend, Shirley Krogen, Fargo. He was preceded in death by his wife Margaret; parents Albert and Mabel; brothers Malbert, Orris and Donnie, and sister Ardel Skeim.

Doug Lomsdal passed away April 5 with his family by his side in Arizona after having complications from surgery. Lomsdal, age 81, served as HBA president in 1977 and owned Doug Lomsdal Construction. Lee Amble was Lomsdal’s good friend. They lived in the same south Moorhead neighborhood and served on the HBA board of directors together. In fact, Amble who was a Realtor with Lomsdal Fargo Insurance Real Estate, followed Lomsdal as president in 1978. He says, “Doug was a great friend of mine. He was one of the pioneers in forming the strong foundation the HBA currently has. He was very active in the association and never missed a meeting.” Amble says Doug Lomsdal Construction was never a large home builder, but focused on constructing a quality product for its customers. In the late 1970s, the HBA and the building industry were dealing with interest rates in the 12-15 percent range and climbing. They peaked at around 20 percent in the F-M area in the 1980s. He also remembers Lomsdal’s penchant for collector cars and him constructing a special shop to store them, which Amble was able to visit a few years ago. “Doug and his wife, Margaret, were just great people,” he says. “Compared to some of the others of us, including me, Doug was a quiet, reserved leader who led by example and when he said Lomsdal and Past President John Mahan at the HBA of F-M’s 50th anniversary celebration in 2006. something, others listened.”

The economic strength has allowed our business to grow and has attracted national and international competition into our market space. The largest challenge we face today is to identify and attract the experienced staff necessary to match our growth opportunities. Nationally, there is a general shortage of mid-to-upper-level engineering managers willing to move into our region. With the increase in engineering opportunities, the demand for an already-short supply of experience makes filling open positions difficult. Our approach to dealing with this challenge has been to expand our search capacity and to increase wages and benefits to align with the demand.”

Public Affairs Coordinator Roz Leighton started full time April 14 and Communications & Office Coordinator Chelsea Smith will start May 19. Leighton assists the executive officer and HBA members in representing and communicating the legislative positions of the Association. She will graduate from North Dakota State University this month with a bachelor’s degree in agricultural economics. She brings two years of political experience in campaigns, PACs, political non-profits and worked for U.S. Sen. John Hoeven.

Smith will help coordinate various HBA of F-M publications, assist with print projects, answers the telephone and provide clerical and organizational support to members and staff. She will graduate from North Dakota State University this month with a bachelor’s degree in public relations and advertising. Smith is originally from Fargo, has a customer service background and has worked for a local artist to help promote and brand her products and business via social media.

Fun facts about Smith: • •

Leighton was born and raised in Minneapolis and won champion novice sheep showman and novice commercial beef showman in Little International at NDSU. She was on NDSU’s Homecoming Court last year. She has been a lifeguard for almost eight years, and once rescued four people at once Leighton enjoys spending time with friends, going to the lake, swimming, NDSU football games, rooftop patios in the summer, wakeboarding, waterskiing, really anything to do with summer. She spent five months working in the oilfields and loved it. “The people were awesome and the crew camp food is incredible,” she says. Smith was born in Anchorage, Alaska, but moved to Fargo when she was one, so calls it her “hometown.” In her free time, she likes to hang out with friends and family. A fan of animals, Smith’s friends joke that she will be the crazy cat lady because of her obsession with cats. “I only have one, for now,” she says. She loves to travel and hopes to visit many exciting places.

The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

Momentum for the 2014 HBC Build is starting to gather! Our family for this build is Sonia Greer and her daughter, Madison (age 9), who are currently living in a trailer home in Fargo. Greer is employed at North Dakota State University and is a veteran who served in the United States Air Force for over seven years. She is excited to be able to provide her daughter with a safe and healthy home to live in through the Habitat for Humanity’s homeownership program. She heard about the Habitat partnership while she was volunteering at a Habitat build site in California. The Home Builders Care Board of Trustees approved its five-year strategic plan at our April Board meeting. I am very excited about our renewed focus on workforce development. After much thought and discussion, your Home Builders Care board of trustees has approved a five-year strategic plan. We redefined our purpose statement to read: Home Builders Care of Fargo-Moorhead Foundation provides a positive outlet for the housing industry to give back to the community, building a framework for the future. We also set a five-year vision to grow our endowment and to spend 75 percent of our annual budget on programs and giving. In order to achieve our vision we have set goals and objectives.

To assist members with productivity and workforce training

A qualified workforce is always important to our industry, but when it is difficult to find, it becomes even more critical. Some ways we plan on achieving this goal include promoting the industry to high school and post-secondary schools, expanding the abilities of the Herdina Academy for the Construction Trades, providing career path opportunities, supporting students and working with the HBA of F-M to post job openings.

A good web presence is a necessity in this day and age, so we will work with the HBA of F-M to develop a better website.

Remodelers Council Picnic May 16

The Remodelers Council will host a free picnic lunch 11 a.m. 1 p.m. May 16 to celebrate May as National Remodeling Month. Join us to help the Council celebrate! We will grill brats with all the fixings as well as potato salad, chips and a cooler full of beverages (appropriate for going back to work, of course). This event is sponsored by LP Building Products. The Remodelers Council helps plan the Fall Home Show and the Remodeled Home Tour and builds ramps to make homes handicap-accessible through a partnership with Freedom Resources Center. The council has its own dues structure of $70 per year and is recognized by National Association of Home Builders. The NAHB Remodelers Council was founded in 1982 and the HBA of F-M Remodelers Council was formed in 1990. We currently have 39 member companies on the council and they are promoted in their own section of the Membership Directory & Consumer Guide. If you work in the remodeling industry, consider joining the HBA Remodelers Council.

HBA education programs serve over 370 in first quarter

The HBA of F-M’s educational program continually grows. Part of our purpose is to help increase the professionalism of our members and keep them up-to-date on the latest code and regulatory changes. Through April, we have already served over 370 members and non-members through a variety of continuing education required by law, as well as safety classes, lunch sessions, city meetings and more.

Electrical contractor education

Jan. 10 was the start of the first continuing education class for the year. The electrical contractor license renewal class brought in 48 attendees and was taught by Gerry Imdieke, Minnesota State Community and Technical College – Moorhead. Plumbing contractor education

The HBA offered plumbing continuing education in partnership with M State for the first year. We will also offer an eight-hour class in the fall as contractors comply with this new rule from the state of Minnesota. Minnesota building contractor education

Minnesota contractor license renewal classes were held Feb. 3 and Feb. 21, the first at Butler Machinery Training Facility, and the second at the Fargodome. A total of 83 contractors attended. This year’s topics included: ventilation concepts and trouble shooting, energy codes, house wraps and siding, metal roofing and decking systems. The classes received positive feedback and this spring, the Education Committee will review suggested future topics for next year. Power limited technician education

The HBA held a power limited technician continuing education class March 7. This was the third year the HBA offered the class, and there were a total of 54 attendees. The class was instructed by Imdieke, who also taught the electrical course. Thank you to sponsor Dakota Supply Group!

Safety Training

Through a grant secured through North Dakota Workforce Safety & Insurance, the HBA hosted an “OSHA 30-Hour Construction Course” March 25-28 at Cass County Electric Cooperative/Enventis in Fargo. It was taught by Matt Stein, Stein Safety & Health Services out of Eau Claire, Wisc. Forty two attended the offering which was sponsored by Cass County Electric Cooperative. We also held an “OSHA 10-Hour Construction Course” April 29-30 taught by Mylon Stark of Big Picture Safety, LLC. As of press time, this course was full with 40 registered and a waiting list!

Lunch sessions, plus more

Every month the HBA is proud to offer Lunch Sessions for its members. These are 90-minute classes, usually held at the HBA office, that cover a variety of topics throughout the year. So far in 2014, the HBA hosted classes on trade show marketing, proper flashing installation, a builder information session with the city of Moorhead, an update from Oxbow on home building opportunities, and updates from the city of Fargo on its floodproofing policy. Upcoming classes can always be found in the Plains Builder, the weekly email, and online at www. hbafm.com. Thank you to our instructors for 2013 and to those who have taught so far in 2014. The Education Committee is in charge of developing education programs for the Association and providing continuing education credits required by Minnesota for builder licensing. Household Spending Before the Great Recession, household wealth peaked at $68.8 trillion or $254,600 per person. If that seems like more money than you have, it’s because wealth isn’t evenly distributed. The rich have much Elliot more of it than the poor. As a result, Eisenberg, back in 2007, the median family Ph.D., had wealth of just $126,000 while Graphsand the average family had $584,000. Laughs, LLC Then the recession hit, house prices plunged, stock markets cratered and household wealth hit a low of $56.6 trillion in 2009. Since then stock markets around the world have staged a remarkable recovery and house prices have been steadily recovering. As a result, household wealth now stands at $80.7 trillion, almost $12 trillion more than before the recession. So things have more than recovered, right? Not quite. Since 2007 there has been inflation and the U.S. population has grown by 20 million people. As a result, inflation-adjusted per capita wealth is now $254,000, just a shade less than it was before the Great Recession. So we are at least back where we were before the recession hit, right? Not so fast. The problem is that the asset price recovery has been profoundly unequal and that has caused the distribution of wealth to change dramatically. And that has huge implications for the economy. Home owner equity hit $10 trillion last quarter, and while way up from a low of $6.3 trillion in 2011, it’s nowhere near the pre-recession high of $13.4 trillion. By contrast, equities have soared and are now worth almost $23 billion, way more than their pre-recession high of $18.3 trillion. The economic kicker is that equities are primarily owned by upper-income households, while home equity is the major source of wealth for everybody else. This means that while the rich are roughly $5 trillion wealthier than they were before the recession, all other households are about $3.5 trillion poorer. And while the upper classes spend more when their wealth increases, it’s nothing like the increase in spending that occurs when the rest of the population feels better off. A huge chunk of middle class spending is the result

of tapping into home equity via cash-out refinancing. Regrettably, despite rising home prices many households are still under water, credit remains harder to get than ever before, and many households now have mortgages with extremely low interest rates and are simply unwilling to tap into their home equity. As a result, mortgage equity withdrawal has nearly stopped. After peaking at $320 billion in 2006, it was just $32 billion last year, a decline of almost $300 billion, and that is the highest it’s been since 2010! In addition to the rich, another group that has done well is older Americans. Families headed by someone under 40 have on average recovered only one-third of their lost wealth, but families headed by someone middle-aged or older have recouped all their losses as more of their wealth is in stock and less in housing. And regrettably the middleaged and the elderly, like the wealthy, are less likely to spend their capital gains than younger middle class families. As a result of the profoundly uneven wealth recovery, spending on luxury goods has done very well but firms that rely on middle class spending are not enjoying nearly as much of a renaissance. Network - A group or system of interconnected people or things. • Networking - The exchange of information or services among individuals, groups or institutions; specifically: the cultivation of productive relationships for employment or business. We list “networking” as a benefit and/or value of being a NAWIC member. Is it the networking or should we be using “building a network” of women to exchange information and services that meet our core purpose “to enhance the success of women in the construction industry?”

By meeting the Membership/Public Relations and Marketing challenge to identify which aspects of the construction industry we already have in our chapters and then seek out memberships to fill where we have vacancies, we are building our network base. A way to find these members is by using the old standards (mail, phone, news) while also using new technology (Facebook, Twitter, email, etc.) to introduce companies to NAWIC. If we are open to using all forms of media outlets to connect with the public we have a better chance to “build our network,” thus growing NAWIC back to the membership levels we have had. June 3: Free federal housing practitioner’s training

HUD and USDA Rural Development will provide up-to-date training to housing providers and program administrators throughout the region.
