CornerStone Bank and Peter Johnson have been recognized by the North Dakota Housing Finance Agency as Champions of Affordable Housing, along with several other lending partners and housing advocates. Eide Bailly, a regional certified public accounting and business advisory firm, re-elected Fargo partner Mark Martens for a second one-year term as chairman of the board. Nicole Holding, marketing director at the Fargo-Moorhead Convention and Visitors Bureau, was selected to participate in United Way of Cass Clay’s 35 Under 35 Women’s Leadership Program. The program provides leadership and networking opportunities for women in the Cass-Clay community. Marvin Windows and Doors has received the 2013 Community Impact Award from Minnesota Business magazine. The company was recognized in the employment category, which honors companies that have brought or kept major employment in a Minnesota community. Agents from RE/MAX Realty 1, Moorhead, have been honored by the RE/MAX North Central regional office for their achievements in 2012. Those honored are: Bruce Johnson, Del Boschee, Gena Syvertson, Angie Sellers, Laurel Mahan, Aaron Greterman, Ryan Frisch and Ron Boe, 100 percent Club; and Curt Winter, Executive Club. Dave Noah was ranked in the top 100 agents in RE/MAX USA. He also achieved the Chariman’s Club award. Noah and Syvertson were also named the No. 1 and No. 2 agents, respectively, in the RE/MAX franchise in North Dakota.

• U.S. Bank has awarded its annual Pinnacle award to Jackie Ness, business banking relationship manager at the downtown Fargo branch. • Western State Bank has matched the first $4,000 of total funds raised on Giving Hearts Day for Lake Agassiz Habitat for Humanity. Total donations received were $12,570 to support Lake Agassiz’s mission of building homes in Cass and Clay counties.

Remodelers Council Picnic April 26

The Remodelers Council celebrates May as National Home Remodeling Month and is hosting a free barbecue at the HBA of F-M, 1802 32nd Ave. S., Fargo, April 26. The picnic runs 11 a.m. - 1 p.m. The Council welcomes employees of all member companies and anyone interested in joining the council. The local Remodelers Council is affiliated with NAHB’s Remodelers Council and has its own dues structure. It represents and serves the interests of its remodeling industry members, providing information, certification, education and recognition of programs geared toward keeping members competitive. Pre-order student-built sheds, support Construction Trades Academy Student-built sheds will be for sale through the 2013 Herdina Academy for the Construction Trades. Plains Builder advertising space available

Moorhead, Minnesota Housing offer class on new mortgage, down payment options

The city of Moorhead and Minnesota Housing will offer a free continuing education class for real estate professionals providing information on the new Minnesota mortgage and down payment options, Start Up and Step Up; these programs are available to home buyers at household income levels up to almost $85,000. Presenters will also provide information on the “Make Moorhead Home” Property Tax Rebate for new home construction and substantial remodeling of existing homes. Lending partners are also welcome. HBA of F-M President’s Message HBA works on your behalf... Permanent flood protection, home building in Moorhead, 2012 I Codes adoption

Last month, your HBA of F-M hosted “City Night,” welcoming Darrick Guthmiller leaders from our four cities. This event Kochmann Brothers is a chance for members to mingle Homes, Inc. with officials in a casual environment, discuss important issues and thank them for their assistance and teamwork over the years. Two issues were hot topics at the meeting: • N.D. House Bill 1020 - This bill includes the State Water Commission budget and was amended to include provisions jeopardizing permanent flood protection for the metro area. The restrictive amendments prohibit Fargo and Cass County from building the F-M Diversion Project. As of press time, this bill had passed the N.D. House and was being reviewed by a N.D. Senate subcommittee before a vote of the full Senate. Your HBA sent a call to action by email to all members in mid-March asking you to contact Senators. We provided talking points and background information. See insert for more information. • Home building in Moorhead – The HBA’s 2012 year-end building permit report showed quite a disparity between the number of home building permits in Moorhead versus Fargo and West Fargo. HBA members Dave Anderson, Dave Anderson Construction, and Toby Christensen, Camrud-Foss Concrete Constr., Inc., presented information to the Moorhead City Council in late February relaying problems the home building industry currently faces and gave suggestions for Moorhead to regain competitiveness with neighboring cities in North Dakota. Turn to page 11 for more information and watch for additional details coming soon.

2012 International Codes

Your HBA Codes Subcommittee has been meeting

since last fall regarding Fargo’s adoption of the 2012 International Codes. Members have worked with Fargo’s Inspections Department to ensure applicable amendments have been carried over from the 2009 to the 2012 code, and have identified some problem areas with guardrails, piping support and opening protection. In addition, the committee appeared at the March 21 Fargo Board of Appeals hearing to request that the 2012 International Energy Conservation Code and 2012 International Residential Code Chapter 11 (dealing with energy provisions) be omitted. The proposed amendment asked the board to replace the 2012 IECC and IRC Chapter 11 with current provisions of the 2009 IRC Chapter 11. Codes Subcommittee members feel that building stipulations found in the 2012 IRC would increase building costs for homeowners, while at the same time offering little (if any) eventual savings. The energy changes in the 2012 IRC could even create health and/or safety issues. Watch for more details on this soon.

Back your PAC

You have probably seen promotions for fundraising for the North Dakota Association of Builders political action committee (NDAB-PAC). If you haven’t already sent in your contribution, I urge you to do so. It is our goal to get as many of our members engaged in supporting PAC as possible. No amount is too small. Club 2012, launched by the National Association of Home Builders last year, asks members to contribute just $20.12 to make housing “one voice stronger.” BUILD-PAC, which is NAHB’s PAC, could easily be one of the largest in the nation if all members participated by contributing. Remember, your contribution is divided amongst NAHB’s BUILD-PAC, NDAB and your local HBA when you contribute to NDABPAC. Your dollars have helped us keep building industry issues on the forefront of the minds of lawmakers.

Big expectations, opportunities: Fall Home Show at Scheels Arena by Alison Streyle, Events Coordinator

HBA of F-M leaders are excited to be starting a new life for the Fall Home Show as it moves to the Scheels Arena this September. Scheels Arena will offer the opportunity for growth and a new face for the event. It also provides new advertising and promotional avenues for exhibitors, sponsors and advertisers. The Scheels Arena offers a fluid area for exhibit space, like a mini-Fargodome - no more walking through hallways to find where the other exhibits are located - allowing all exhibitors the same, great opportunity to showcase their products and services. Plus, FREE wi-fi during the show! Public Issues Report of Area Affairs HBA leaders meet with Moorhead leaders about building permit disparity between communities by Michael Obach, Public Affairs Coordinator

The HBA of F-M recently had another opportunity to represent its membership with local government. Moorhead City Councilmember Steve Gehrtz asked HBA of F-M leaders to speak to the Council regarding both current and potential issues that accompany building in Moorhead. On Feb. 25, HBA Past President Dave Anderson, Dave Anderson Construction, and Past Home Builders Care Foundation President Toby Christensen, Camrud-Foss Concrete Constr., Inc., stepped up to the plate. Both are Moorhead residents and business owners. They made statements to the Council highlighting their extensive experience and providing examples of key issues facing continued development in Moorhead, and answered questions afterwards. Anderson referenced his lifelong ties to Moorhead, his place in the community as a business leader, and his concerns on how housing starts have dropped in Moorhead while they've risen in the other area communities. Christensen shared the fact that his company, Camrud Foss, conducts far fewer concrete pours in Moorhead when compared to other local communities. Both referenced the HBA's 2012 building permit report, copies of which were given to the Council members as well, and the disparity of housing starts that was evident within it. They also emphasized that while the current state of home building in

Moorhead is troubling, there are steps that can be taken to turn the trend around. The council was very responsive, not only thanking Anderson and Christensen for their time and input, but offering public shows of support to them as well. Councilmember Mark Altenburg requested more information on these issues so he could better understand their importance, while Councilmember Mark Hintermeyer pledged his personal support in whatever way is needed to increase home building in Moorhead. At the request of Moorhead City Administrator Michael Redlinger, the Association is currently putting together a briefing on housing issues to be provided to the city employees. HBA Executive Vice President Bryce Johnson says, “HBA leaders feel confident that we can work with Moorhead to highlight some of the many opportunities that they have and hope that we can find ways to increase the number of housing starts within the community.” Members of the HBA leadership had the opportunity to enjoy a lunch with Moorhead Mayor Mark Voxland, Voxland Electric, in March. HBA asks Fargo Board of Appeals to remove energy chapter from 2012 IRC, revert to 2009 version by Michael Obach, Public Affairs Coordinator

The HBA of F-M continues to work hard on advocating industry practices that will most positively affect its members and their consumers. Recently, HBA Codes Subcommittee members Hap Hildebrand, EidCo Buildings, Inc., Joe Icenhour,Aire Serv, and Clay Dietrich, Dietrich Homes, Inc., testified to the Fargo Board of Appeals on the city's potential adoption of the 2012 Industrial Residential Code as the permanent homebuilding code. Backed up by comprehensive information provided by members Don Dabbert, Jr., Dabbert Custom Homes; Vern Hanson, Hanson Bros., Inc.; and Nate Lotvedt, Heritage Homes, the three men spoke extensively to the Board about the potential financial and health risks that could accompany the blanket adoption of the 2012 IRC’s Chapter 11 and International Energy Conservation Code.

With city of Fargo Inspectors on hand to verify any claims, the group used personal experience backed by an assortment of quantitative data to make a strong case. HBA Executive Vice President Bryce Johnson says, “Our intent is for the city to take a good look at amending many of the updates found in the 2012 IRC in order to maintain the currently effective standards already in place.” The Board of Appeals has asked Fargo Inspections Administrator Ron Strand to confer with his staff on the amendments that the HBA brought forth before a final decision is made. Watch for updates on this issue. Once the proposed amendment receives approval from the Board of Appeals, it will ascend with other proposed amendments, to the City Commission level. News from the North Dakota Association of Builders Presidents Message Contact Senators National Association of Home on Housing Builders, along with other industryrelated groups, scored a big victory in Incentive Fund, court against the EPA earlier this year. diversion bills Under the Clean Water Act, the EPA

has the power to regulate pollutants in the waters of the United States. As a way of measuring pollutants in water, Jason Eid NDAB President, the EPA regulates the total maximum Eid-Co Buildings, daily load (“TMDL”) of each pollutant Inc. in the water. The case in question came from Virginia, and specifically a tributary of the Potomac River, called Accotink Creek. The EPA determined that the sediment in Accotink Creek was harmful to certain organisms in the creek. Rather than regulate the actual sediment which was causing the problem, the EPA established a TMDL for Accotink Creek that regulated the flow rate of storm water, which could conceivably “carry” the sediment. The EPA claimed that the storm water was a “surrogate” for the sediment. Such a regulation could have allowed the EPA to require builders to install devices that minimize flow, such as pervious pavement, and to regulate the amount of impervious surfaces in the watershed (i.e., home sizes). Fairfax County and the Virginia Department of Transportation sued the EPA, and NAHB joined the fight against the EPA. The Virginia plaintiffs and NAHB argued that storm water is not a pollutant, and therefore the EPA had no authority to regulate its flow. The EPA’s authority is limited to regulating actual pollutants, not the “surrogates” which may transport the pollutants. The U.S. District Court for the Eastern District of Virginia agreed and ruled against the EPA. This case was decided in January; so you may have already heard about this ruling. But on March 1 the EPA elected not to appeal this ruling. So the ruling stands. The latest news is that the EPA has chosen not to appeal the ruling, meaning the victory against the EPA stands and becomes precedent for future cases. This is a big victory for NAHB and our members!

Two major bills affecting the housing industry are now in the Senate, and we ask you to contact Senators and Doreen Riedman ask for their support: NDAB Executive Officer Housing Incentive Fund: House Bill 1029 is the continuation of the Housing Incentive Fund. The House removed $30 million of the $50 million proposed by Governor Dalrymple. Please ask Senators to restore the Housing Incentive Fund to the $50 million level and support House Bill 1029. Red River Diversion Project: House Bill 1020 is the State Water Commission’s budget that includes state funding for the Red River Diversion project. It was passed on the House side, and includes provisions that jeopardize permanent flood protection for that area. Please ask Senators to remove the House amendments and support House Bill 1020 and the Red River Diversion project. You can send one email message to Senators and address both bills. Here’s an update on other issues affecting the membership of the NDAB: • HB 1359 one-call notification system: This bill was amended to not require whitelining on residential excavations, and has passed the House and Senate. It was signed by Gov. Dalrymple, so it has passed. NDAB Supports. • SB 2151 scrap metal regulation to lessen copper theft: This bill has passed both the Senate and House. NDAB Supports. • HB 1225 property sales price disclosure: NDAB supports this legislation that provides the disclosure of property sales prices. The original bill disclosed this to appraisers, attorneys, and Realtors, but was amended to be completely open. It received a Do Pass 5-1 by the Senate Political Subdivisions Committee and now goes to the full Senate. Alert: New I-9 form must be used after May 7

Federal law requires employers to verify the identity and work authorization of all new hires through completion of the Employment Eligibility Verification Form I-9 within three business days after the individual is hired. The U.S. Citizenship and Immigration Services agency has issued a new Form I-9 for Employment Eligibility Verification. This form is available for immediate use, but employers may continue to use the previous version (original expiration was Aug. 31, 2012) until May 7, 2013. After May 7, all employers must use only the newly revised Form I-9 (expiration March 31, 2016) for each new employee hired, or be subject to a civil penalty if audited. Be advised that the new form requires additional data, and expands the form from one page to two. To help employers to familiarize themselves with the new format and instructions, USCIS is offering free educational webinars that highlight the new features of the form and also include a detailed overview of how to use Form I-9. Among them are a series of bills that impact, to varying degrees, the home building and remodeling industry. BAM members’ lobbying team is actively engaged at the Capitol to make sure that this seemingly never-ending supply of “helpful” policy ideas are stopped, advanced or mitigated. The month of March brings Policy Committee deadlines and a small degree of relief from the onslaught of proposals and hearings within the Legislature and all the dodging and weaving among interest groups. After committee deadlines, we will sprint to the end of the session, slated for May 20, working on big tax and spending bills, floor amendments, and final negotiations on proposals that remain “alive.” Below is a sampling of the bills BAM is bird-dogging for its members. Risk transfer/anti-indemnification bills: These bills are designed to make certain construction contract indemnification and insurance clauses void and unenforceable. The MSA contains a blanket prohibition on these contract provisions, while the design professional bill carves out an exception for engineers and architects. • Minnesota Subcontractors Association (MSA) Bill HF644 (Atkins – DFL, Inver Grove Heights) / SF561 (Jensen - DFL, Owatonna) • Design Professionals Bill HF446 (Hortman – DFL, Brooklyn Park) / SF388 (Carlson – DFL, Eagan) Retainage: Subcontractors are pursuing legislation to regulate the manner in which retainage is held and paid to include retainage held in interest-bearing accounts and be paid within 30 days upon substantial completion of work. • Retainage – HF952 (Sundun – DFL, Esko) / SF841 (Dahle – DFL, Northfield) Radon bills: These bills intend to raise public awareness of radon’s potential health impacts. The Minnesota Department of Health’s Healthy Homes bill requires goodfaith disclosures at closing, while “Janet’s” law requires radon testing prior to completing residential real estate transactions. • Healthy Homes Radon Disclosure Requirement HF662 (Laine – DFL, Columbia Heights) / SF887 (Marty – DFL, Roseville) • Janet’s Law HF816 (Anderson, P. – R, Starbuck) Street improvement districts: Cities continue to look to the Legislature to grant them authority for new revenue streams. These bills allow cities the ability to create districts within their jurisdictions to capture transportation impact “fees” from new and existing properties to pay for improvements linked to their capital improvement plans. • Street Improvement Districts SF607 (Carlson – DFL, Eagan) / HF745 (Erhardt – DFL, Edina) and HF931 (Erhardt – DFL, Edina) / SF891 (Dibble – DFL, Minneapolis) Non-wage payments to construction workers reporting to Department of Revenue: Carpenter Union interests are pursuing legislation to require all payments

• Non-wage Payments SF863 (Dziezdic – DFL, Minneapolis) / HF1062 (Anzelc – DFL, Balsam Township) B2B sales tax: Gov. Dayton’s comprehensive tax reform plan continues to be discussed at the Capitol. Included in the proposal is an overall rate reduction and expansion of sales tax to cover services, although indications from the Governor’s office are that construction services are not intended to be included in the proposal. The final bill will not be complete until mid-May 2013. • Governor’s Tax Bill HF677 (Lenczewski – DFL, Minneapolis) / SF552 (Skoe – DFL, Clearbrook) Statute of repose: This bill extends the period of repose from 12 years to 14 years. Although the repose period is moved out to 14 years, it does not impact the industry’s warranty period nor does it change the statute of limitations. • Statute of Repose HF450 (Atkins – DFL, Inver Grove Heights) / SF392 (Latz – DFL, St. Louis Park) Contractor Recovery Fund: The Department of Labor and Industry’s Housekeeping Bill contains a one-word change to the Contractor Recovery Fund. By deleting the word “person” and inserting the word “individual” the Department is intending to deter corporations from tapping into the fund and reserving it for actual homeowners. • DLI Housekeeping Bill HF578 (Isaacson – DFL, Shoreview) / SF656 (Schmit – DFL, Red Wing) Sprinkler mandate: A stand-alone bill has been introduced that prohibits sprinkler suppression systems from being mandated for installation in new single-family construction. • HF499 (Fitzsimmons – R, Albertville) Park dedication fee: A bill to allow Hennepin County Parks Board to collect a park dedication fee has been amended with language to require all park dedication fees to be set through a fair market value standard. Homeowner’s insurance coverage/residential contracting claims: This bill, pursued by the exterior contractors, requires insurance companies to disclose to homeowners when certain coverages are dropped from their policies, allows homeowners to communicate with contractors, and requires insurance companies to include contractors in payments made on a claim where the contractor is engaged for the work. • HO Insurance Coverage HF930 (Nelson – DFL, Brooklyn Park) / SF722 (Pederson – R, St. Cloud) Extended producer responsibility: This bill requires carpet, paint and battery manufacturers, distributors and retailers to establish “product stewardship programs” for the life-cycle of their products. • EPP HF865 (Sundin – DFL, Esko) / SF639 (Eaton – DFL, Brooklyn Center) We will keep you updated on these bills and BAM’s progress fighting for our members and the industry throughout the session. This total amounts to a net gain of 15 markets since February and includes entrants from all 50 states and the District of Columbia. The IMI identifies metropolitan areas that have shown improvement from their respective troughs in housing permits, employment and house prices for at least six consecutive months. Thirty-four new markets were added to the list and 19 were dropped from it this month. Notable additions include such diverse locations as Birmingham, Ala.; Santa Barbara, Calif.; Colorado Springs, Colo.; and Bloomington, Ind. “This is the second consecutive month in which every state is represented by at least one metro on the improving list,” observed NAHB Chairman Rick Judson, a home builder from Charlotte, N.C. “The expanding housing recovery is energizing communities nationwide by generating jobs and local tax revenues – and it could be an even more potent force for economic growth if credit for building and buying homes was more readily available.” “With just over 75 percent of the 361 metros covered by the IMI now seen as improving, the housing market is on considerably more solid footing than it was at this time last year,” said NAHB Chief Economist David Crowe.

Fargo offers storm water refresher for spring start-up

Repeat violators be warned that enforcement will be stricter this building season by Joshua Pederson, Fargo Stormwater Technician II

The city of Fargo’s “storm water guys” recently had a great opportunity to talk with HBA of F-M members and discuss how to stay compliant with erosion and sediment control (ESC) during construction. Stormwater & Floodplain Specialist Steve Sly spoke mostly about the history of the EPA’s Clean Water Act and how the power comes down from the EPA through the state permit to local builders. He also spoke about the process of the paperwork necessary for builders and developers such as when permits are required with the North Dakota Department of Health and the city of Fargo. A home builder needs a permit from the Department of Health for every subdivision or addition he or she is building in. Remember, an Erosion Sediment Control Permit with the city of Fargo is required for all projects over 5,000 square feet of land disturbance, or simply with the potential to discharge sediment into the storm sewer system. All sites that are more than a one-to-two residence structure also require a SWPPP along with the ESC Permit. For single- and two-family structures, the signature on the ESC Permit application is the applicants’ acknowledgement of Chapter 37 of the city of Fargo Municipal Code which follows the city of Fargo Guide to erosion and sediment control practices. Those interested in receiving a copy of this guide can contact the city. Fargo Stormwater Technician II Josh Pederson detailed specific items that need to be addressed to achieve compliance, such as: 1. Inlet protection (street-side and curb-side) 2. Preserving and establishing a vegetative buffer, including after services are installed 3. Perimeter control Best Management Practices (BMPs) such as filter wattles 4. Stockpile location and protection 5. Temporary construction entrances 6. Dewatering and discharging

7. Maintenance and inspections of best management practices, including cleaning and emptying perimeter control BMPs and inlet protection at one-third full 8. Requesting concrete washout buckets with ready-mix trucks for the truck to washout 9. Protecting conveyances and water bodies themselves from runoff 10. Having a skidsteer ready to clean up tracking when trusses are delivered 11. Protecting adjacent properties The session ended with Pederson reiterating the Notice of Violation process and how a builder is typically given 48 hours to correct a non-compliant item found on his or her job site, unless it is an immediate issue such as a discharge or tracking. After 48 hours passes, if the item is not addressed it can lead to fines and, ultimately, the courts, if the item is not corrected. This year’s plan is to follow this procedure more closely so if you have had problems in the past, this is something to be aware of for the upcoming construction season. The 52nd Annual Red River Valley Home & Garden Show ran Feb. 22-24 and wrapped up with another sold-out show of over 330 exhibitors! Jason Carpenter started out by working in the field as a laborer, really loved the business and saw potential in home building. Carpenter Homes, founded in 2001 by Carpenter, originally focused on framing and remodels. Carpenter says that he learned a lot of the trade from his father, who was a union carpenter. Carpenter Homes now specializes in custom home building, remodeling and additions, light commercial work, pole barns/shops and lake cottages/homes. “We provide custom homes at an affordable price and design our homes to fit your custom needs,” Carpenter says, when asked what sets his company apart from others. “We increase the quality of finishes without breaking the budget.” Carpenter loves working one-on-one with his clients and getting to know them on a level where he can understand their true wants and needs. He also loves visualizing the project or home and then seeing the outcome when it is all put together into a finished piece. According to Carpenter, one of the biggest challenges that the industry faces today is the incredible cost of special assessments and taxes. Another challenge is the restrictions that are put on lending, which Carpenter deals with by building a higher-valued home at Jason Carpenter a lower cost. Even with with his family

“The closet industry is in high-demand more than ever. We’re lucky; however, our industry is uniquely positioned to do well in good and not-so-good times. Home builders have used SGO to give their spec homes that extra “something special” and make it memorable. One builder told me buyers said they kept referring to the home they bought from him as ‘the one with the stained glass.’ SGO has also been a great resource for churches. The cost advantage is considerable and the glass is virtually maintenance free.”

What is the biggest challenge facing the industry today and how do you deal with it?

“As a small business owner who travels a wide area, fuel costs have certainly been a frustration. On a positive note, technology has been a great help to me. While I always make at least two on-site visits - one to measure and discuss designs and colors, etc., and one to install - in the interim I can communicate via email to work through design approval. My website, www.sgofargo.com, and Facebook page, Stained Glass Overlay of Fargo, have brought me new business. I recently made a framed mirrored panel for a friend whose son was graduating from military training. She posted the photo on a mom’s Facebook page, and I’ve been getting orders from all over the country! My biggest joy in this job is seeing the faces of customers who are thrilled with their new designer glass and the wonderful letters I’ve received from happy customers.”

When asked why he joined the Remodelers Council, Beecher says, “It is a good way to give back to a community and industry that has treated us well, and to meet other small business owners/managers and share ideas, problems and thoughts.” He went on to say, “It’s a fun group. It’s a great cross-section of the building/remodeling industry; from builders and remodelers, to every sub that’s used to build, to the salespeople that have the right products for us to install. It’s great to get other peoples’ opinions and ideas on the projects we do. We all learn from the experience.” The National Association of Home Builders’ Remodelers Council was founded in 1982 and, in 1990, the HBA of F-M’s Council formed. The Council assists in planning the Fall Home Show, the Remodeled Home Tour and actively participates in many community service projects. Beecher has helped with many of the Council’s projects, including working on the RENEW House, the Home Builders Care Build for Habitat for Humanity and multiple ramp projects. The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

March was a busy month for Home Builders Care. Board members spent the morning of March 14 working with Sarah Sladek, XYZ University, on creating a new strategic plan for the Foundation. Sladek helped the board focus the mission of the Foundation and determine its challenges and goals for the next three to five years. During the planning session, we learned about the monumental shift in generations. Through this new plan, Home Builders Care is trying to ensure that we will continue to make a difference in our community for many years to come. March marked the 20th Anniversary of the Foundation. We started this year’s celebration off by having a booth at the Red River Valley Home & Garden Show. The booth was a great way to HBA directors, Kenneth Andersen, KWA Constructors, Inc., and John Gunkelman, Dakota Construction of Fargo, Inc., get our name out there volunteer at the HBA/HBC Home & Garden Show booth and the special HBCedition M&Ms were a big with HBC trustee, Brad Morris, Casselton Lumber. hit! Herdina Academy

Our Herdina Academy for the Construction Trades is coming up June 3-14. The Academy is one of our major contributions to skill training and workforce development. High schools students ages 15 and older are able to attend and get hands-on experience on a wide variety of construction careers. It only costs $25 for students to attend and receive three college credits for BLDG 1100: Basic Principles of Residential and Commercial Construction at M State. Diana Stead, Stone Holding Company, has been a member of the HBA of F-M for nearly six years and has served on the Events Committee Diana Stead since joining the Association. She Stone Holding Company became chair in January. Events Committee This committee handles Chair programming and entertainment for the General Membership Meetings, coordinates the annual Members-only Golf Outing and the Red River Valley Home & Garden Show. Its purpose is to provide creative ideas, and support for coordination as well as logistics during each of these events. “I think this committee is important to the HBA because it gives the members who are attending events a way to give input for the RRV Home & Garden Show and monthly meetings that hopefully keeps them fresh with a ‘current’ approach,” she says. Stead joined the committee because of the interaction it allows with fellow industry professionals, giving her a look at what appeals to her customers. “It’s another way to interact with people I work with and sell products to,” she says. Stead is excited to see spring on its way and to use the new stones that have arrived from the company’s winter buying trips. Outside of work and her HBA activities, Stead enjoys spending time with her husband, Denis, their three children and six grandchildren.

roofs,” he says. “The families can see the difference in their stability and are much more willing to allow their children to attend.” With a daytime temperature of 95 degrees, construction conditions are harsh. This year’s build was in northern Nicaragua near the Honduran border. Workers transported water from a nearby source, Wiwilli River, in 50-gallon containers to mix the concrete. Jerger calls it an “extreme makeover,” as they remodeled a school built in 1991, adding two classrooms. All fundraising is done in the F-M area, and has become more challenging as material prices increase. For instance, his team constructed a K-12 school from the ground up a few years ago that cost about $75,000. Each trip takes about 11 days with seven solid working days. HBA members who are regularly involved on Jerger’s trips include: Dale Olson, Dakota Supply Group; Jerry Overmoe, JDP Automation; and Dan Parrow, ISR Homes. Other people are involved from as far away as Carrington, N.D., Aberdeen, S.D., and Wadena, Minn. Parrow also serves as secretary on the Home Builders Care of F-M Foundation board of trustees. We see it three or four years down the road when we go back to do additional projects: that area starts to prosper and change for the better.” Jerger echoes Parrow’s comments, saying that he feels blessed to live in a prosperous country and wants to pass that along to other people. “When you bless other people, you get blessings back,” he says. “These areas are very impoverished, and we’ve helped to start feeding kids through these schools. It’s hard to imagine what would happen to these little guys who are suffering from malnutrition. We give them a hot meal once a day, five days a week, and it makes a huge difference in their learning and life. I also help charities here, locally, but this is a step further. Four reasons to be optimistic

While economic growth has been lackluster since the end of the recession in summer 2009, this is likely to change, despite the sequester. In this article, I will share my top four reasons why and I will rank them in order of their importance to the Elliot economy going forward. Eisenberg, PhD The painful process of deleveraging GraphsandLaughs, LLC is over. Deleveraging is, in part, what caused this recession to be so painful compared with all other post-WWII recessions. Nonfinancial corporations have outstanding balance sheets, and have actually begun to re-leverage. Commercial and industrial loans are once again on the rise and the banking sector is healthier than it has ever been since record keeping began. To give just one indicator, the core capital ratio of banks is 9.2 percent; the post WWII average is 7.5 percent. Households are in pretty good shape too. There are now only about nine million households seriously behind on some sort of payment. At the peak of the recession, the number was 20 million; however, credit card loans, auto loans and personal loan defaults are all profoundly low. The surprisingly rapid rate of deleveraging is partly to blame for the housing sector recovering much faster than expected. The housing market has turned the corner and the next few years should be excellent. At their weakest, housing

April

starts were 550,000 units per year. They are now at 900,000 and should grow by 200,000 units per year for the next three to four years, topping out at about 1.7 million units in 2016. This is being driven by a rise in household formations that were delayed due to the anemic job market. Note that each new home creates about five new jobs nationwide, so 200,000 new homes means one million new jobs. And while there are still about three million first mortgages in foreclosure, that number is way down from where it was and is on its way to the 750,000 mark, which is the historic norm. The next reason I am optimistic is because U.S. corporations are profoundly competitive and have drastically lowered their costs. As a result, they are now able to compete with firms anywhere and win. Unit labor costs are way down. In the manufacturing sector, they are back to where they were 20 years ago and as a result, corporate profits have been setting records quarterly. Productivity is so high that firms that would not have previously considered manufacturing here (like Apple) are now taking a second look. Lastly, despite severe dysfunction on Capitol Hill, substantial progress has been made on the fiscal front. The cumulative impact of the tax increases and spending cuts enacted in spring 2011, during the debt-ceiling fiasco of late summer 2011, the recently completed New Yearâ&#x20AC;&#x2122;s Day fiscal-cliff negotiations, along with the most recent sequester, have come close to stabilizing our public debt-toGDP ratio somewhere in the 75 percent to 78 percent range. Safety Training

Through a grant secured by the North Dakota Association of Builders, the HBA hosted an “OSHA 10Hour Construction Course” March 20-21 at the Skills & Technology Training Center in Fargo. It was taught by an instructor from the North Dakota Safety Council. Twenty five attended the offering which was sponsored by Cass County Electric Cooperative.

Lunch & Learn

Every month the HBA is proud to offer Lunch & Learn opportunities for its members. Lunch & Learns are 90-minute classes, usually held at the HBA office, that cover a variety of topics throughout the year. So far in 2013, the HBA hosted classes on trade show and Parade of Homes marketing, storm water and erosion control, dealing with ice dams and blower door energy-efficiency testing. Upcoming classes can always be found in the Plains Builder, the weekly email, and online at www.hbafm.com. Thank you to our instructors for 2012 and to those who have taught so far in 2013. We anticipate the need to host classes this summer on changes to the International Residential Code, which the city of Fargo and West Fargo will be adopting in the next few months. The Education Committee is in charge of developing education programs for the Association and providing continuing education credits required by Minnesota for builder licensing. Legislators are not hearing from those that support the Diversion. Make a difference and contact your legislator today.

Background Information Recent legislation drafted in the North Dakota state House of Representatives could have a devastating impact on the housing market of Fargo. House Bill 1020, the budget for the state Water Department, was amended to include measures that could in essence “kill” the F-M Area Diversion project. HBA of F-M has teamed up with Fargo and Cass County leadership to advocate on behalf of home builders and home buyers and against this dangerous legislation. Here are some key points: 1. The amendments include language that prevents any public funds from being used “for the purpose of ring dikes or water retention structures associated with the Fargo flood control project.” This currently includes monies raised by city and county sales tax ordinances. 2. These amendments limit the amount of state funding pledged by Gov. Dalrymple to $325 million, and have added a requirement that the federal government has to account for the requested $800 million before the state will provide its share; this method runs contrary to the standard federal project-funding process, and in all likelihood would ensure that zero federal dollars find their way to the diversion. 3. County and city leadership would not be allowed to use any funding towards either home buyouts or as the matching portion of funds towards them. 4. The most obvious and detrimental effect of these amendments is the change to FEMA’s flood insurance stipulations. Without a diversion to protect Fargo-Moorhead, current flood insurance premiums in Fargo will increase substantially, with the potential premium for a $200,000 home raising from $500/year to $1,000/month. The impact on the home building and real estate communities would be immense, and the market for homes in Fargo would likely suffer a decline as people instead chose other communities or stay in rental properties.

Your HBA of F-M supports permanent flood protection for the F-M metro market. If our area is going to remain a viable, growing community with a strong economy, permanent flood protection needs to be in place to ensure that these cities can attract larger businesses and industries that provide good income opportunities and attract rooftops.

With the changing FEMA floodplain maps, it is critical to our region to build certifiable flood protection and the Diversion is the only plan that can offer that to the entire metro area. (insert your favorite bullet or personal story about flooding here.) Sincerely, (insert your name) Other key messages for legislators Flood protection is needed in Cass County & Fargo. The Red River has exceeded flood stage 48 of the past 109 years, including every year from 1993-2011 Cass County employs North Dakotans living in 14 different ND counties The Diversion would protect: o $14 Billion in property value o 103,000 jobs o $4.3 Bill in annual wages o $200 Million in annual ND income and sales taxes The Diversion would protect 1 in 5 North Dakotans The Diversion would protect over 92% of Cass County residents The citizens of Cass County and Fargo support the project and have passed three separate sales tax increases to fund the local share of the project.
