Awards & Accolades • American Federal Bank has honored several Fargo-Moorhead area employees with Sale Star awards for their outstanding sales and sales referral performances in 2013. • Nor-Son, Inc., received the Eagle Award from the Minnesota Associated Builders and Contractors for its renovation and repurposing of a 1950s-era school in Stanton, N.D. • Prudential Premier Real Estate has awarded 31 of its real estate agents with Top of the Rock Club status. • Kim Keller of Park Co. Realtors received the Quality Service Certified Platinum award for the second year in a row. • Realty Executives North Plains honors Gerry Gangnes, Greg Baldwin and Mary Vigen as the year’s top three individual producers. Adopt a student for the Construction Trades Academy

For $75, you can support a high school student as he or she explores the world of construction. The Academy allows students to interact with members of the construction industry and experience a variety of construction activities. Students that attend this two-week session in June are often solidifying their interest in the building industry and making plans to pursue additional educational opportunities. In addition to adopting a student, Home Builders Care Foundation, HBA of F-M, and Minnesota State Community and Technical College need the help and support of contractors and trades people from all areas. Remodelers Council Picnic May 16

The Remodelers Council celebrates May as National Home Remodeling Month and is hosting a free barbecue at the HBA of F-M, 1802 32nd Ave. S., Fargo, May 16. The picnic runs 11 a.m.- 1p.m. The Council welcomes employees of all member companies and anyone interested in joining the council. HBA of F-M President’s Message HBA keeps busy with legislative meetings, gears up for Habitat build

March was packed full of meetings with our region’s political leaders and state association friends. We have also Carlita Dietz been keeping track of many critical Jay Dietz Construction, Inc. issues affecting our industry. On the North Dakota side, the month began with a trip to Bismarck for a North Dakota Association of Builders’ board of directors meeting. The group heard updates on administrative changes within the state association, discussed upcoming state elections, the 2015 legislative session and meetings with our state Congressional delegation. Later in the month, a group of 11 people traveled to Bismarck again to meet with U.S. Sen. Hoeven, U.S. Sen. Heitkamp and U.S. Rep. Cramer (N.D.) and discussed several critical topics. Read a recap of the state meeting and the topics NDAB addressed with the Congressional delegation on page 17. Thank you to NDAB for the work on these items and organizing the visits with our nation’s leaders. On the Minnesota side, several HBA leaders traveled to St. Paul in mid-March to participate in the Builders Association of Minnesota’s Builder Day at the Capitol. Thank you to BAM for including us in their meetings. It was a very productive visit with Minnesota Sen. Eken, Rep. Lien and Rep. Marquart regarding permanent flood protection for Moorhead and legislation that could help level the competitive playing field regarding codes regulation in the F-M metro. Look for a recap on page 17. We also coordinated a local visit with U.S. Sen. Collin Peterson last month as he was back in town during recess. On the local level, the HBA organized informational meetings for Builder members with the city of Moorhead and city of Oxbow on opportunities and changes happening in those jurisdictions. See page 11 for details. As you can see, last month was filled with opportunities for your HBA to do its job of talking to our local, state and national leaders regarding issues critical to your livelihood: building and remodeling homes and developing land. If you are interested in becoming more involved with these

We are also reporting in this issue on impending foundation flood-proofing changes in Fargo, building permit fee increases, new fire sprinkler legislation in Minnesota, and national flood insurance legislation success.

Back your PAC

PAC dollars are directly related to these legislative activities! You have probably seen promotions for fundraising for the National Association of Home Builders political action committee (BUILD-PAC). If you haven’t already sent in your contribution, I urge you to do so. It is our goal to get as many of our members engaged in supporting PAC as possible. No amount is too small. BUILD-PAC, which is NAHB’s PAC, could easily be one of the largest in the nation if all members participated by contributing. Remember, your contribution is divided amongst NAHB’s BUILD-PAC, NDAB and your local HBA when you contribute. Your dollars have helped us keep building industry issues on the forefront of the minds of lawmakers.

Habitat build groundbreaking slated for May

You’ve been hearing about our upcoming build with Lake Agassiz Habitat for Humanity. Groundbreaking is just around the corner, in May! We are starting to gather donations of materials and labor for the build which will kick into high gear in late May and June. The house will be in south Moorhead and will be the first-ever Veteran Build in our area! I am excited for this project and that it will benefit a mother and her daughter. Thank you to all HBA members who participated in the Tour de Habitat stationary bike race fundraiser last month. I can personally say it was a ton of fun, and exciting to see so many Habitat supporters out to raise money for a great cause. Check out Tour highlights on page 31. See the Home Builders Care president’s message on page 28 for details on build donation needs.

Public Issues Report of Area Affairs Moorhead mayor, officials conduct lunch meeting with HBA members by Lisa Vatnsdal, Moorhead Community Development Manager

About 35 HBA of F-M members participated in a March 6 lunch meeting at the Cass County Electric Cooperative’s community room. This city of Moorhead-sponsored meeting provided an opportunity to showcase Moorhead, with special emphasis on the city’s tremendous progress on flood protection. Mayor Del Rae Williams visited individually with a number of builders at the meeting, and reported to the group that she had also enjoyed the opportunity to meet with builders, lenders and Realtors at their Home & Mayor Del Rae Williams Garden Show booths in February. She spent a few hours each day at the show and made quite a few laps around the Fargodome checking out the exhibits. Williams emphasized the pride that Moorhead residents take in their community and neighborhoods, noting “Moorhead is poised to be the place to build.” Moorhead City Manager Michael Redlinger and Deputy City Manager Scott Hutchins briefed builders on Minnesota legislative issues. The city of Moorhead and the HBA are pursuing legislative authority to give Minnesota cities bordering North Dakota parity with North Dakota codes on building code issues. City Engineer Dr. Bob Zimmerman provided an update on the City’s flood mitigation, which puts Moorhead in an advantageous position for both new construction and resale of existing homes: • New Construction: No building lots in Moorhead

Oxbow to develop, build 40 homes

There are a lot of exciting things happening in the city of Oxbow that I want the building community to know about, and be a part of in order to help make them a success. Residents will be building at least 40 homes in Oxbow by the end of 2015 to accommodate those within the city who are being displaced by a flood protection ring levee. The building community is going to be a critical

The city is investing time and resources to market Moorhead to increase demand for housing, providing more customers for home builders. Vatnsdal reminded the group of Moorhead’s incentives for new construction homebuyers (also highlighted at www. makeMoorheadhome.com): • Make Moorhead Home Two-Year Property Tax Rebate: No maximum building value. • First & New Program: $5,000 special assessment loan for first time buyers of newly constructed homes. • Welcome Home Pass: Full year of free recreation activities, including a golf membership at the Meadows or Village Green for the purchaser of a newly constructed home. It was reported that the number of different builders constructing single family homes in Moorhead increased from 19 in 2012 to 37 in 2013. component in not only building these beautiful new homes, but also in helping provide the region with flood protection in a timely and efficient manner. In addition to the removal and rebuilding of 40 homes, plans for the ring levee will eliminate the use of a good portion of the current golf course and clubhouse, requiring those structures to be rebuilt as well. While the ring levee project will have some consequences, such as a temporary disruption to the golf course business, we, as a city, have chosen to take a positive outlook on what these new amenities can provide to not only our existing residents, but to a new development area as well. The ring levee will provide 40 replacement lots for those being displaced, along with an additional 40 lots for others

News from the North Dakota Association of Builders Hitting the Road Industry Issues

In March, nearly 30 of our members came together for a series of meetings with our National Delegates. U.S. Sen. Hoeven, U.S. Sen. Heitkamp and U.S. Rep. Cramer took time out of their busy schedules while in North Dakota to meet with our members and talk about issues Ken Callahan NDAB President, affecting our industry and what Montana-Dakota can be done nationally to help. The Utilities, Co. roundtable discussion format allowed Williston, N.D. for great conversation as well as the chance to offer ideas and solutions along with our requests. A few of the key issues touched on will be ongoing challenges in 2014 and included better housing finance reform, immigration reform, flood insurance reform, affordable housing and labor. Having representation at the table from each local association was a true testament to the dedication our members have to the building industry. We appreciate all who attended taking time out of your busy schedules, as well as you taking time to provide a voice and to offer real-life examples. Be sure to keep watch for ways to continue the conversation and to continue working for solutions. Across the state, every local association had a story about needing more affordable housing. Inventories of affordably priced units are stretched incredibly thin in many areas and are virtually non-existent for our western friends. It will take a multi-pronged approach to begin to address this issue and some of the things that will need to be considered as we look for ways to mitigate this lack are home finance restructuring, flood insurance reform and infrastructure funding, along with several other factors. Another key issue for communities across North Dakota is the labor shortage. Finding qualified, ready-to-work employees is a challenge for almost everyone these days, but it seems to be hitting our industry especially hard as we struggle to keep up with demand. Discussion on this issue circled around education and training for our young people as they choose their careers, Immigration reform and the path to citizenship, and federal programs, all are ways to begin to not only address our shortages in North Dakota, but also the shortages nationwide for skilled labor in the trades and technical fields. Once again we thank Sen. Hoeven, Sen. Heitkamp and Rep. Cramer for meeting with NDAB and for our members who took time to travel to Bismarck and partake in this face-to-face meeting. Going forward we hope to facilitate more opportunities like this for our members. Be sure let us know the issues important to you and be sure to get involved in our ongoing discussions whenever possible. We are here to serve you!

Spring is in the air and now is the time to hit the road and start visiting local associations. It is our goal to be able to get to shake hands with members, participate in membership meetings/events, educate on BUILDPAC and thank the awesome staff and volunteers. We are in full “swing” planning for our June golf tournament that will be held in Minot and we hope you plan to join us for this fun event and promised great food! Look for more details to come in your in-box soon! Last month many traveled to Bismarck to attend the spring board meeting. Even with the weather not behaving like spring, we have many dedicated members who braved the roads and were there in person. For this being my first board meeting, I thank everyone who was able to participate. We accomplished a lot in a day and a half including a visit from N.D. Secretary of State Al Jaeger who shared with our group that his office has seen a 75 percent increase in contractor license renewals since 2009 and as a result, renewals are delayed. The secretary of state’s office is doing all they can to keep up with the demand and the secretary did credit his wonderful staff for their continued hard work. Speaking of wonderful staff, we held a celebration dinner honoring our past Executive Officer Doreen Riedman who led the charge for 16 years! Congratulations and best wishes to Doreen on her new adventure. It was a great evening of sharing stories, lots of laughs and even a few tears. With representatives coming together from across the state once again in March, we welcomed U.S. Sen. Hoeven, U.S. Sen. Heitkamp and U.S. Rep. Cramer to a round-table discussion with 30 of our members. We thank the Congressman and our two Senators for taking the time out of their busy schedules to sit down and hear what some high priority issues are. In each one-hour meeting we covered flood insurance reform, labor shortage and immigration reform, diversion funding, housing finance reform, affordable housing and building energy codes. Before we even held our meetings, we received news that H.R. 3370, The Homeowner Flood Insurance Affordability Act passed by a vote of 72-22. The bill now goes to President Obama for his signature! To cap off a great month, our very own president, Ken Callahan, let us take a razor to his head as a St. Baldrick’s participant. Ken looks pretty good bald and we thank him for his bravery for the kids!

N.D. association staff changes North Dakota Association of Builders has welcomed Heather Austin as office and communications coordinator. She Austin is a Mandan native who previously worked for the Bismarck-Mandan Chamber of Commerce and with the Center for Technology & Business. A University of Mary graduate, she has a background in marketing and communications, non-profit programming and services, and community involvement. Austin lives in Bismarck with her husband, Jon, her step-son, Jaden, and her newborn son, Jayce. BismarckMandan Home Builders Association has hired Dot Frank as its executive officer. She previously worked for the BismarckFrank Mandan Chamber of Commerce, and the Bismarck Tribune. A St. Cloud State University graduate, she holds a degree in mass communication and media studies. Frank is also a Mandan city commissioner. She lives in Mandan with her husband, Jared, son, Colin, and daughter, Trudy. Beth Sundheim has been named the Williston Home Builders Association’s executive officer. She has a background in construction and a Sundheim graphic arts degree. Born and raised in Montana, she currently lives in eastern Montana. She has three children: two daughters, age 21 and 23, and a son, age 20. In her spare time, she works on remodeling her home which was built in 1910.

On March 12, over 170 builders association members from across the state converged in St. Paul to use our collective industry voice at our state’s Capitol. We are stronger together, and it’s one of the reasons the Builders Association of Minnesota exists. Every local association was represented and together we met with nearly 75 percent of the Legislature. That is no small feat. It means we broadcast, in person, the message that the home building industry is important to Minnesota’s economy and we will be heard. Our priority issues for the day included: • Statewide building code enforcement – The Legislature must pass legislation to level the playing field for the safety of consumers and the economic health of the residential construction industry. • Subcontractor registration – The pilot program has created a heavy burden on licensed contractors. Let the pilot project expire June 30, 2014, and do not let it become a permanent mandate. • Builder-pay attorney fees (SF 2146/HF 2612) – The language is one-sided and would award attorneys fees only to the home owner if they are the prevailing party. It does not provide the same for a builder should they prevail. The Legislature must oppose this bill.

Look for a call for grassroots efforts.

Reservations about the dollar

fiscally responsible. Moreover, Japan and Switzerland are both pushing down the value of their respective currencies, making them that much less appealing to hold. Lastly, the renminbi does not freely float, and there are significant foreign exchange controls in place. As a result, it will take at least a decade before China has the necessary legal framework and deep and open financial markets that are a necessary prerequisite before the renminbi can become a credible reserve currency competitor. Second, because of increased capital flows between nations due to increases in trade and investment, central banks have been repeatedly told by their respective governments to hold larger quantities of safe and easy-tosell assets which can be easily liquidated in time of crisis. As a result, total foreign reserves have nearly quadrupled in the past decade and this has dramatically increased the demand for dollars. For example, when foreign capital suddenly flees a developing nation, it puts downward pressure on the local currency. By selling some of its dollar holdings to purchase its own currency, a country can stabilize its currency and avoid large currency swings. Moreover, simply holding a large supply of highly liquid foreign assets, like dollars, discourages speculation and demonstrates that a nation has the necessary reserves to pay foreign creditors for things like oil and wheat. Lastly, with large holdings of dollars the last thing foreign nations want to do is harm the dollar as that would reduce the value of their holdings and that, in and of itself,

Since the start of the Great Recession of 2008 and the Fed’s decision to inject trillions of dollars into the banking system, there has been constant talk of the U.S. dollar losing its position as the world’s Elliot Eisenberg, reserve currency, the position it has Ph.D., held since the end of WWII. After all, GraphsandLaughs, our debt is huge and growing, D.C. is LLC thoroughly dysfunctional, our share of the world economy is shrinking and China is increasingly pushing for a post dollarcentric financial system. Despite all the concerns above, the dollar’s position as the reserve currency of the world is safe for a long while. First, which currency can realistically unseat it? The British pound is simply too small to do the job as the British economy is one-seventh the size of the U.S. economy. As for the euro, while it is large enough, there are many structural problems including weak growth, over taxation, an inflexible central bank and an outside possibility of the monetary union collapse to entice many central banks to significantly increase their euro holdings. As for the Yen, Swiss Franc or Chinese renminbi, you have got to be kidding! With a debt to GDP ratio greater than that of Greece, Japan makes the U.S. look downright

Prior to the big event, the BAM board of directors held its first meeting of 2014. President Chad Kompelien reported that BAM closed 2013 in the black and led the board in discussion about industry issues. The board talked about appraisals and labor shortage and possible solutions. Each local association reported on what’s happening in their area; cool new things and any challenges for 2014. It was a successful meeting and we look forward to the next meeting, Aug. 20, in St. Cloud.

March 13, 2014 - The National Association of Home Builders today applauded the Senate for approving flood insurance legislation that will provide much-needed certainty to home owners and financial stability for the National Flood Insurance Program (NFIP). H.R. 3370, the Homeowner Flood Insurance Affordability Act, was approved by the House earlier this month and is expected to be signed into law shortly by President Obama. “By providing a more affordable rate structure for policyholders and repealing point-of-sale rate increases, the bill is a boon for home owners and home buyers,” said NAHB Chairman Kevin Kelly, a home builder and developer from Wilmington, Del. “Further, it gives an important boost to home building and remodeling, while simultaneously shoring up the NFIP.” H.R. 3370 will help address some of the costly and unintended consequences of the Biggert-Waters Flood Insurance Reform Act, including huge premium spikes and impacts on the sale, construction and remodeling of homes across the nation. The legislation provides a more affordable rate structure for policyholders; repeals the requirement that flood insurance premiums increase immediately to full actuarial rates for homes that are sold; and restores “grandfathering”

Fee increases

We are anticipating another busy construction season in Fargo and the metro area. For this reason, we intend to hire two additional temporary inspectors to help meet the demand for inspections. If everything proceeds as planned, we would retain these two inspectors for approximately eight months beginning at the start of May.

We are proposing a moderate permit fee increase for residential building permits ranging from 6 to 7.9 percent. (Please refer to the range table below.) The effective date of this increase is yet to be determined but will likely not take effect until April 1 at the earliest. Our last residential permit fee increase was six years ago on Jan. 1, 2008. See chart below. I’m going to take just a minute to share a word with you about the values that some of you are submitting to receive your permits. This certainly does not pertain to all of our applicants, but some submittals are ridiculously low. While I would like to accept your value estimates, fairness has to come into play. We have received value estimates as low as $25 per square foot. Need I even say anything about an estimate that low? When we receive value estimates that seem to be too low, inspections staff will assist you by estimating the values on your behalf.

HBA leaders meet with U.S. Congressional delegates As part of the National Association of Home Builders’ in-state “Legislative Conference,” HBA of F-M leaders met with U.S. Congressional delegates in mid-March as they were back in their home states during recess. On March 17, a group met with U.S. Rep. Collin Peterson (Minn.) to discuss issues including the F-M Diversion, flood insurance issues, the mortgage interest deduction and immigration reform. March 18, HBA leaders traveled to Bismarck, joining other North Dakota associations to meet with U.S. Sen. John Hoeven, U.S. Sen. Heidi Heitkamp and U.S. Rep. Kevin Cramer (all N.D.). looking to relocate within Oxbow. The additional 40 lots could be available for people who want to live on or near a new golf course with access to a brand new clubhouse. City infrastructure will be installed this spring and summer with the first lots being open for building in October of this year. These lots will also be free of special assessments and have 500-year flood protection, the best in the Red River Valley. Building 40 homes by the end of 2015 is an aggressive schedule, and one that is only possible if the building industry helps take an active role in providing building services for our displaced residents. The mid-year meeting of the North Dakota Building Officials Association will be April 3-4 at the C’Mon Inn, 3051 32 Ave. S. in Grand Forks. Attendance registration for both or either day is acceptable. Jay Woodward, a nationally known presenter and senior staff architect for ICC Business and Product Development, will lead the discussions on both days. Member of the month: Josh Amundson by Megan Vry, Office Support

Josh Amundson, president of FM Home & Patio, Inc., is a man who understands the value of family and hard work, and incorporates that idea through his work. Amundson started building decks with his father in the early 1990’s. In 2003, he decided to start FM Home & Patio, Inc. He created a company that would offer an affordable, as well as functional, decking solution across the Fargo-Moorhead area. Amundson believes in “delivering an unmatched craftsmanship, personal service, and overall pleasurable experience” for his customers. He plans to open a showroom for decking, railing and designs in the near future to make it easier for consumers. FM Home & Patio, Inc., has been a member of the HBA for four years. Their favorite family activity is going to the movies, which they do almost every week because Amundson says, “there is always a new movie for us to see.” Every two months in the Plains Builder, we spotlight a “Member of the Month” chosen by HBA of F-M staff. Meet Your HBA Board: Gary Orth by Krista Mund, Communications Manager

Gary Orth, president of Cornerstone Specialties, is one of the HBA of F-M’s newer board members. He has more than 19 years of experience in the construction industry and has built his company by having an eye for detail and quality control. He also focuses on energy efficiency for modern homes and forming strong relationships with clients to ensure the home represents their needs and desires. Orth was born and raised in Melrose, Minn., and moved to Fargo to study industrial engineering at North Dakota State University. He started out doing remodeling projects and transitioned into new construction. He founded Cornerstone Specialties in 1996. Joining the HBA of F-M board in 2013, Orth also works with the HBA Codes Subcommittee on issues specific to energy efficiency and is a regular Parade of Homes participant. He is also the board-appointed plan monitor for the HBA’s strategic plan.

Prairie Design Studio was founded in 1982 by Bruce Hella and Kim Stokes, the current president. The company focused on passive solar designs, housing and commercial buildings when they first started and has grown into a company that specializes in multi-family homes, commercial buildings and dabbles in industrial building. Prairie Design Studio’s main focus has been, and always will be, on consumers’ concerns and desires. Its use of “earth-sheltered and passive building designs” and use of passive solar designs for apartment buildings have made it a unique business who is popular with consumers that have energy concerns. This industry’s challenge is the added cost for home owners. Prairie Design Studio deals with this by using earth berms to reduce exterior materials, using pre-finished materials, incorporating geothermal energy, passive solar energy and building orientation to reduce future cost for the consumers. Stokes’ continuing drive to succeed has played a huge role in his success. His bachelor’s degree in architecture and minor in business from North Dakota State University is not his only educational accomplishment. He also completed an associate’s degree in architectural drafting and estimating technology from North Dakota State College of Science, and completed a 28-week course in Hawk Continuous Wave Radar Repair at the U.S. Army Missile and Munitions School, all of which helped mold his design and business philosophies. Stokes’ wife, Mary, and three daughters Chelsey, a designer for Prairie Design Studio; Lindsay, a graphic designer for Results Unlimited; and Leah, in her second year at NDSU, have all enhanced his passion, creativity and drive to succeed. His 12 years working in the industry prior to starting his own company also helped make Prairie Design Studio what it is today. Prairie Design Studio became a member of the HBA of F-M in 2008, when influenced by Ron Dick from Design 7. The idea of meeting other members that work in the industry and the group option for health insurance were the main appealing factors for Stokes. Since then, he has enjoyed the HBA’s advocacy efforts for the building industry, from state to federal government.

What is the latest trend in your industry?

“The latest trend in the development/building industry is the movement of residential lots to both smaller and larger sizes. While there remains availability in the mid-range lot, we are finding gravitation toward smaller lots with more affordable housing that appeal to a large portion of the firsttime home buyer market as well as some initial move-up markets. For the customers who desire a larger home, we work on creative ways to provide the lot sizes necessary to hold the house and keep the special assessments down. As it has been in the past, flood avoidance is a major component of new developments in our area. Therefore, most of the new developments (Rocking Horse Farm and Brooks Harbor) are along the flood-protected corridor south and west in Fargo and in West Fargo. Flood mitigation will continue to be an area of concern for all municipalities in our market area.”

What do you think is the biggest challenge facing the industry today and how are you dealing with it?

“One of the bigger challenges facing our industry is the ever-increasing special assessment bills that attach to each new lot for sale. While this challenge has been somewhat mitigated by the interest rate environment over the previous years, the issue will become much more exacerbated if interest rates start to rise again. Developers, Realtors and municipalities will need to continue to work together to think of efficient ways in which to provide the infrastructure needed, while limiting the cost/impact to the new developments when they are established.”

Simonson Lumber is a fourth-generation family-owned-and-operated building materials supplier with locations in Fargo, Grand Forks and Grafton. Joel Harms is director of building information management in Fargo and has been a member of the HBA of F-M’s Remodelers Council since the 1990s. He has an associate’s degree from North Dakota State College of Science in architectural drafting and estimating technology, specializing in roof trusses. He has been at Simonson Lumber for 23 years as lead draftsman working in design with ArchiCad, 3-D modeling and architectural design. The HBA Remodelers Council was formed in 1990 is responsible for planning the Fall Home Show. The Council and its members are known to be very active within our area, participating in many community service projects including Lake Agassiz Habitat for Humanity and constructing wheelchair accessibility ramps. Harms has drawn plans for some of the many Remodelers Council projects. His favorite part of being involved is seeing the finished product and Joel Harms, Simonson Lumber the benefit it provides to the community. “I feel a sense of personal pride and reward that comes from our group efforts to revitalize and meet the needs of community members,” he says. “I like the way that we (everyone in the HBA) work closely to support our special needs citizens and we encourage anyone to be involved in this organization’s community activities.”

Education:

This committee develops education programs for the Association. It provides an abundance of choices to fulfill continuing education credits required by Minnesota for builder licensing. The committee’s purpose is to assist the development, professionalism and profitability of HBA members and the industry. Chairperson: Stephanie Lindemann, Heritage Homes The Education Committee has wrapped up its busiest time of year hosting continuing education for Minnesota building contractors, electricians, plumbers and power limited technicians: it has served over 230 contractors already with necessary education to keep their licenses current. In addition, HBA staff wrote a grant to fund a free OSHA 10-Hour Construction Course in December which attracted 25 attendees and a free OSHA 30-Hour Construction Course which had nearly 50 attend. Events Committee

This committee handles programming and entertainment for the five Association Member Meetings, coordinates the two annual HBA Golf Outings held in June and July and the Home & Garden Show held each February. Its purpose is to provide creative ideas, and support for coordination as well as logistics during each of these events. Chairperson: Diana Stead, Stone Holding Company The 53rd Annual Red River Valley Home & Garden Show wrapped up another sold out show with just over 330

exhibitors and attendance came in around 8,900 consumers! The Events Committee is now busy planning this year’s Golf Outings scheduled for Tuesday, June 17 and Tuesday, July 8. Be on the lookout for registration information! Remember to get out to the Member Meetings as this is how the Association shows appreciation back to its members through awards, recognition and achievement – plus they have great networking and opportunities to create new business relationships and friendships! Parade of Homes:

A “Parade of Homes” is designed to promote HBA Builder members to consumers. It serves to boost home sales and raises the level of recognition for Builder members. This committee is responsible for all aspects of coordinating and promoting the spring and fall Parades. Chairperson: Kim Krueger-Tehan, Krueger Construction and Castle Realty The Parade of Homes committee is excited to announce that there will be 72 homes in this year’s 54th Annual Spring Parade of Homes, including four featured homes! It will now run two four-day weekends April 24-27 and May 1-4. Hours will be 4-8 p.m. Thursday-Friday and Noon-5 p.m. Saturday-Sunday. The Parade of Homes Celebration will be May 13 at the Ramada Plaza & Suites. Next Meeting: 3:30 p.m., May 19

Public Issues:

The Remodelers Council celebrates May as National Home Remodeling Month and is hosting a free barbecue May 16 at the HBA of F-M, 1802 32nd Ave. S., Fargo. The picnic runs 11 a.m. - 1 p.m. The Council welcomes employees of all Council member companies and anyone interested in joining the group. The local Remodelers Council is affiliated with NAHB’s Remodelers group and has its own dues structure. The foundation, created in 1993 by the Home Builders Association of Fargo-Moorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

Momentum for the 2014 Home Builders Care Build is starting to gather! Our build will be located in south Moorhead and the family for our project is an armed-services veteran mother and her daughter. This build will be the first-ever Veteran Build in our area. We plan to break ground in May and are starting to gather donations of materials and labor. The Public Issues Committee is still working on a number of federal legislative and regulatory issues, along with continued support of the F-M Diversion. Its members worked hard to oppose Minnesota’s “sprinkler mandate” and with local communities on issues such as storm water compliance and a new building code adaptation. Members also continue to assist our federal delegation in advocating on behalf of reasonable flood insurance. We also look forward to developing relationships with the many new members of Moorhead’s city council and will be planning candidate forums for the upcoming North Dakota state and local races. Some key upcoming issues include: the resurgence of the group advocating for elimination of property taxes; continuing to advocate for maintaining FEMA’s “basement exception” for the F-M region; and Minnesota adopting a new building code. Remodelers Council

This council represents the remodeling industry in the local HBA of F-M through national Remodelers membership. It has its own dues and community service projects and is the committee behind planning the Fall Home Show and Remodeled Home Tour. This combined committee looks for new and creative ways of recruiting and welcoming new members and develops programs to remind members of the value of their membership. Mylon Stark has been involved in the safety industry for over 20 years, serving as a safety professional and a training advisor. He developed a program to reduce back injuries for a major electric utility and developed and delivered an OSHA 10- and 30-hour general industry and construction outreach training in Singapore, Thailand, Malaysia and Western Europe and the Pacific Rim. One of Stark’s major accomplishments is being the only management person to conduct safety training and serve as a keynote speaker to United Steelworkers International Safety Conference.
