HBA Keeps Up With Industry Issues, Gets Ready for ThirdLargest Parade

March was a productive month for the HBA of F-M as we finished up the Home & Garden Show, prepared for the Parade, and participated in meetings with our state associations, state legislators and Congressional leaders. It is a priority for the HBA to always cover governmental issues concerning you and your livelihood on the national, state and local levels. Thank you to North Dakota Association of Builders and Builders Association of Minnesota for their work on organizing these meetings: North Dakota: HBA of F-M members and staff traveled to Bismarck for the National Association of Home Builders’ “Bringing Housing Home” Legislative Conference. NAHB coordinates a nationwide legislative event for members to have in-district meetings with their U.S. representative and senators. Issues discussed included the F-M Diversion, National Flood Insurance Program, regulatory reform, worker shortage and immigration reform, health reimbursement arrangements, residential energy codes, tax reform and housing finance reform. Minnesota: Members and staff traveled to St. Paul for the Builders Association of Minnesota’s Builder Day at the Capitol. Builder Day at the Capitol serves as a way to get Minnesota builders, remodelers and housing professionals involved at the state capitol, meeting face-to-face with legislators on the key issues we face every day. Issues discussed included the fire sprinkler mandate, local government aid, moving the fire code from the Minnesota Department of Labor & Industry to the Department of Public Safety, unlicensed builders and Family and Medical Leave Benefits. Our Spring Parade of Homes begins April 28 and it’s one of the largest in Association history. We have exceeded last year’s 90 homes and are at 99 homes! The two events topping that number are 2007 with 114 homes and 2006 with 104 homes. Thank you to the Builders, Realtors and developers who get excited about this promotional opportunity and provide such a wonderful selection of homes for area consumers to visit. This is truly a showcase of the product that our local industry provides. The Parade of Homes Celebration will be May 12 at the Holiday Inn, see page 23 for details.

Acme Tools has named Loretta Buse general manager of ecommerce at its corporate headquarters in Grand Forks. Bell State Bank & Trust has promoted Katrina Tollefson and Brenda Messerschmidt to vice president/ branch manager and Derrick Lewis to assistant branch manager. Josh Jaster and Linda Perala have been hired as Realtors at Berkshire Hathaway HomeServices Premier Properties. Jenni Peters has been promoted to a vice president/cash management officer position at BlackRidgeBANK. Cornerstone Bank has announced that Eric Carlson, senior vice president/finance director, will now oversee the audit, finance and compliance teams. He will also join the bank management board. DECKMASTERS manager Josh Smook & owner Todd Funfar attended the Azek Decking University in Pennsylvania for two full days. The training provided information on latest trends, new decking, installation and innovative products in the industry from the largest manufacturer of decking. The North Dakota Housing Finance Agency has recognized several of its housing partners as Champions of Affordable Housing. Awards were presented to five financial institutions that originated loans on NDHFA’s behalf in 2015. The loan officer at each institution that most actively promoted the agency’s programs were also honored. Those recognized were: Capital Credit Union and Scott Bullinger, Bismarck; First Community Credit Union and Clayton Lilleby, Fargo; First International Bank and Trust and Patti Helm, Fargo; Gate City Bank and Tammy Skogen, Bismarck; and Town and Country Credit Union and Renee Freeman, Fargo. NDHFA also recognized three real estate agents for the assistance they provided to the agency’s borrowers: April Bernabucci, Keller Williams Realty, Fargo; Kirstin Wilhelm, Keller Williams Realty, Bismarck; and Shirley Thomas, Bianco Realty, Bismarck. by Jenny Erickson, Director of Development & Education You post a job ad in the newspaper and expect tons of people to knock down your door for the job, right? HBA members learned during a lunch session presented by Rikka Brandon that that just isn’t the case anymore. There is a definite scarcity of workers in the Fargo-Moorhead area, and not just in our industry. That means that we have to change the way we are recruiting and hiring employees. Brandon was also adamant in telling the group that it is simpler and better for businesses to hire the right people right away rather than hiring just anybody and then dealing with the consequences later. You can’t manage people into being good employees. Think of recruiting as a game. You win some, you lose some and sometimes it ends in a draw. But if you think of it as a game, that you need strategy and have to be able to change as the game needs, you are more likely to be successful. Think of this: 80 percent of employee turnover is due to hiring mistakes. If these mistakes can be avoided then time and money can be saved. The first tip of hiring the right people: clarity. Know what you need and why you need it. Being clear of the expectations sets you up to succeed. Succeed in advertising for the right people and succeed in hiring the right person to complete the jobs. After you are clear on what you need, you then need to determine how to locate the people who can do that job. Where do they spend their time? What do they read? Where are they active on the Internet? Knowing the answers to these questions allows you to focus your recruiting plan.

Once you are ready to advertise an open position, remember that a job description is not a job ad. Just as in marketing for customers, you must advertise for employees and make them want you. A job ad tells and sells your company. It lays out why you are great to work for and why people work for you. Start by asking your current, long-time employees those questions. The job ad also sells the opportunity which is where some of the job description pieces come into play. What appeals to your ideal hire? Do you need a problem solver? A creative person? Someone in customer service? Always include a call to action to phone or email, send a resume or apply. The job ad should make the right people want to apply. Now to get the word out. Where do you advertise? Brandon is a fan of the buckshot approach, trying as many places as possible. Newspapers are not the wisest choice. Try places like Indeed.com, Facebook and LinkedIn. North Dakota Job Service is also a valuable and free resource. Another suggestion is to use an employee referral program. These types of programs can be simple and tap into their networks. Brandon also recommends that you ask friends, family and customers. Customers want you to be successful and may be one of your best promoters. Use your marketing budget to promote job openings. Your brand is still getting out there and you are promoting that you are a great place to work. Sponsor a trivia night at a place where potential employees spend time (especially if they are the type of people you may want to hire). The most important thing of all? Think like a recruiter. You can’t just post a job and pray that people will come out to you. You have to actively go out and find people to recruit. Use strategic small talk to find out about people. How did they end up in Fargo? How did they land in sales? How did they land with XYZ company? Still, hiring the wrong person does happen. Brandon recommends using a 90-day probationary period. It is also important to remember that, while firing people is incredibly hard, things only get worse if they aren’t dealt with in a timely manner. Remember, sell yourself and your company. Make people want to come and work for you!

• Mobilized over 45 volunteers to distribute over 600 World of Thanks packets containing the 2016 Membership Directory & Consumer Guide, development map, window decal, and more. • Hosted Minnesota building contractor, electrical contractor and plumbing education sessions, serving over 300 attendees. • Leaders and staff traveled to the International Builders Show in Las Vegas to participate in National Association of Home Builders’ learning opportunities, networking, committee meetings, board meeting, and to support our local NAHB Student Chapters competing in the Residential Construction Management Competition. • Welcomed over 130 attendees including city and county representatives to the New Year Celebration and City Night Jan. 28 at the Radisson in Fargo. • Participated in the North Dakota Association of Builders’ Executive Officers quarterly conference call. • Coordinated an offering for Minnesota building contractor continuing education for home builders and remodelers, taught by Building Products, Inc. • Offered a day-long educational session on code hot topics. • Hosted a day-long educational session on Quickbooks. • Hosted a lunch session on the most common OSHA violations. • Distributed 2015's builder summary listing that recaps local building company activity across the metro last year. • Welcomed 12 new members into the Association! • Hosted the Red River Valley Home & Garden Show featuring over 300 exhibitors and attracting close to 9,000 pre-qualified consumers interested in remodeling, building or buying a home. Even members who don't exhibit benefit from the increased traffic to www.hbafm.com and promotion of your industry. • Attended the F-M Diversion Authority meeting. • Organized and expanded the second-annual Lego competition for children ages 5-13 during the Home & Garden Show. The Spring Parade will be April 28 – May 1 and May 5 – 8. Hours are 4 – 8 p.m. Thursday and Friday and noon – 5 p.m. Saturday and Sunday. Homes located in Dilworth, Fargo, Gardner, Horace, Moorhead and West Fargo will be available for show. There will be three Featured Homes to raise money for Home Builders Care of Fargo-Moorhead Foundation. Look for the Parade of Homes magazine at all Hornbacher’s locations starting April 25 and an insert in The Forum April 24. We will launch a new website and mobile app for consumers to explore the Parade. Save the date and plan to join us to celebrate this successful event at the Parade of Homes Celebration on May 12 at the Holiday Inn. 2016 Legislative Conference

The nation’s home builders and remodelers are doers. We work hard, take risks and get the job done. We are engaged in our communities, giving back day after day, year after year. We create jobs and build the homes that are the foundation of American family life. Housing drives our nation’s economy. Our industry contributes to Gross Domestic Product (GDP) through private residential investment (5 percent) and spending on housing services (12 percent), representing roughly 17 percent of GDP in a typical year. Roughly 3.5 million people, including those who are self-employed, worked in residential construction and remodeling last year, accounting for 2.4 percent of the U.S. civilian labor force. Without a healthy housing market, the economy can’t flourish. The issues that are important to home builders, remodelers and others in our industry are the same issues that are key to a thriving economy. On March 11, members of the North Dakota Association of Builders came together in Bismarck to meet with U.S. Sen. Heitkamp, U.S. Rep. Cramer and a staff member of Sen. Hoeven to discuss critical policy items. This was all a part of the National Association of Home Builders Bringing Housing Home initiative where each state was asked to hold meetings with their National Delegation back in their home states. North Dakota was proud of our meetings and the success we had in conveying our messages and the strong support of attendance from our volunteer members. Below are some of the topics NDAB covered: Reduce burdensome regulations. Most homebuilding and remodeling companies are small businesses. We are saddled with disproportionate share of costs associated with excessive – and often unnecessary – regulations. Promote energy efficiency. We need the freedom and flexibility to build energy-efficient homes in the most costeffective way we can. Adopt sensible workforce development and immigration policy. Properly conceived, immigration reform will help our industry fill open jobs, boosting our nation’s economy. Protect middle class tax breaks. The mortgage interest deduction is a key to the financial well-being of the middle class. We also need tax credits 2016 Legislative Conference continued on page 27

On March 11, members of the North Dakota Association of Builders came together in Bismarck to meet with U.S. Sen. Heitkamp, U.S. Rep. Cramer, North Dakota Attorney General Wayne Stenehjem, and a staff member of Sen. Hoeven to discuss important homebuilding industry policy items and to learn what our Association can be doing to offer support on these issues. This was all a part of the National Association of Home Builders Bringing Housing Home initiative where each state was asked to hold meetings with their National Delegation. I want to personally thank all those who joined us for these meetings. Along with our North Dakota Delegation, we had special guests 2nd Vice Chairman Randy Noel, Regional Field Rep. Michael Bezruki, and Federal Legislative Manager Julies Bogue, all from NAHB, join us for the two days as well, and they commended our attendance and preparation for our Bringing Housing Home meetings. Over the course of the day, we not only got to put our industries views and requests front and center, we also were able to learn of many resources, individuals, and offices that work to help us in our industry. A great wealth of information was shared by Stenehjem and I would encourage members to contact that office regularly, along with our Secretary of State’s office to get guidance in a variety of instances. The high scorer walked away with a logo pin as the prize for first place.

CCEC Welcomes Albright as CEO, Says Goodbye to Handy

by Krista Mund, Executive Vice President Marshal Albright has been selected as the new president and chief executive officer of Cass County Electric Cooperative. He succeeds Scott Handy who will retire at the end of this month. Handy has been with CCEC for 34 years and served as CEO for the past 14 years. HBA of F-M CEO Bryce Johnson says CCEC has a culture that encourages employees to be involved in and give back to their community, and it starts at the top with Handy. “Any of the team members you meet at CCEC are professional and highly regarded,” she says. “I appreciate Scott’s role in that; it’s his long-lasting impact and a legacy. CCEC is a strong supporter of the HBA and has been that way for as long as I can remember. They’ve provided volunteers and support to us at a moment’s notice and are always in our corner.” She points out that, whether working through an issue that involves CCEC and the building industry, or working together in a coalition, the Association’s open communication with both Albright and Handy has led to a very strong relationship with the cooperative. They’ve proven to be committed to contributing the resources to study issues and explore all possible solutions. Albright will be the cooperative’s sixth CEO in its 79-year history. He began his career with the cooperative in 1986, serving in various positions before taking the role of vice president of member and energy services in 2010. In that role, Albright oversaw CCEC’s member accounts, marketing and

He first became involved with the HBA in the early 1990s by serving on various committees. He was elected to the board of directors in 1994 and served two terms. He received the HBA’s Associate of the Year award in 1995. “From a personal note, the HBA is where I met my beautiful wife Andrea. In 1997 I chaired the Home Show Committee, and Andrea also served on the committee…and the rest is history,” Albright says, “Nearly every year for the past 20 years I have made time to play in the HBA golf outing with Mike (Montplaisir), Charlie (Funfar) and Terry (Welle) and network with fellow HBA members.” He is proud that CCEC’s engineering and marketing teams have worked with the HBA for decades by offering energy efficiency advice to builders and homeowners and connecting power to thousands of new homes. www.hbafm.com

CCEC has always been and will be a committed member of the HBA.” Albright grew up in Lynchburg, N.D., and graduated from North Dakota State College of Science. He and his wife, Andrea, live in Fargo and have three sons. Outside of the office, Albright enjoys golfing, hunting, fishing and spending time with family at the lake. Handy served in the top leadership role for Cass County Electric Cooperative during a time of incredible growth. When he moved into the position in 2002, Cass County Electric served 22,160 active accounts. As of spring 2016, that number is over 45,000. Annual kilowatthour sales increased from 627 million to over 1 billion in Handy’s time as CEO. During his tenure, the company scaled back its subsidiary and retail branches, instead focusing on the core mission of providing safe, affordable and reliable electric service. Originally from Fosston, Minn., and a North Dakota State University graduate, Handy served on the HBA’s board of directors in the early 1980s. He and his wife, Mary, live in Fargo and have a lake home near International Falls, Minn. They have two grown daughters and five grandchildren. After retirement he plans to spend plenty of time with his grandchildren and at the lake, but would also like to stay connected to energy policy issues. Handy says, “Our strong relationship with HBA has helped us stay in touch with all the key trade allies in the region. We define a trade ally as anyone someone does business with before they do business with CCEC, such as bankers, builders, developers, electricians, HVAC contractors, suppliers, planning and permitting authorities, etc. – that’s pretty much the whole HBA membership. We also feel it’s critical to support a strong building environment in the region; a strong local economy and building environment will keep our region’s growth and prosperity moving ahead and is good for everyone.”

BOOST ATTENDANCE AT 55th ANNUAL

HOME & GARDEN SHOW by Allison Weckman, Senior Events & Marketing Coordinator The Home & Garden Show committee and HBA staff added new features to the Home & Garden Show this year and it paid off! Even with 50-degree weather on Saturday afternoon, overall attendance exceeded that of the previous year. We’ve also heard positive reviews regarding the variety of kids’ activities, including the new Treasure Hunt and expanded Lego homebuilding competition. The new Beer Walk feature raised funds for Home Builders Care of Fargo-Moorhead Foundation and is a starting point grow next year. Most of the exhibitors had great things to say about both the traffic and qualified leads. If you were an exhibitor, please be sure to take the online survey when it comes out so we get feedback on the show from everyone. Your feedback allows the HBA of F-M to continue improving the show. We were also very excited to spotlight our local talent with workshops from Don Kinzler, horticulturist, Maria Bosak, DIY expert, Chef Eric Watson and Tom Spaeth, Accent Kitchen & Bath.

Stenseth Sees Value in HBA Involvement, Encourages Employees to Engage by Sami Eidenschink, Membership & Marketing Coordinator Every HBA of F-M member offers a great deal of value to the Association. Out of all members, the HBA of F-M staff recognizes a “Member of the Month” just six times a year. This recognition goes to a member who has gone above and beyond to support the Association and staff. Jamie Stenseth, Showplace Kitchens, is April’s Member of the Month. Stenseth is showroom manager at Showplace Kitchens in Fargo and has been very involvedin the HBA. He is an active member on both the Remodelers Council and the Events Committee. He also participated in the 2016 Home & Garden Show, helped the HBA staff by delivering magazine racks to various Hornbacher’s stores in the F-M area for the Home Show and participated in the recent “Chilly” Cook – Off. Stenseth has been with Showplace Kitchens for three years and affiliated with the industry well beyond that. His dad was an independent contractor, and Stenseth helped him with new construction and remodeling. Now he is continuing his career in the industry while at Showplace. Showplace Kitchens is a retail arm of the manufacturer Showplace Wood Products, headquartered in Sioux Falls, S.D. They have over 900 dealers throughout the United States and five retail stores. The company was founded in 1999 and opened the Showplace Kitchens Fargo store in 2006. It is employee focused and is employee-owned. Its leaders like to be progressive in their work and the way employees interact with the business day-to-day.

“I want each one of them to treat their job like they are running their own business, Stenseth says.” With four designers and a sales assistant at the Fargo store, he encourages everyone to get involved in some capacity with the HBA and other networking opportunities. “The best benefit for a business being involved in the HBA is the opportunities it provides to network and bounce ideas off people in the industry, Stenseth says.” When asked if there was just one HBA event he would encourage businesses to get involved in, Stenseth recommends the Home & Garden Show. With thousands of consumers gathering in one area specifically to see what the industry in the F-M area offers, the show offers a great opportunity for businesses. As Showplace looks to 2016, its employers have a lot to be excited about. They are working on remodeling their working kitchen in the showroom and hiring additional staff. They will celebrate their ten year anniversary this fall and are planning an open house for the event. Stenseth and the other five members selected as “Member of the Month” will be nominated for the 2016 Extra Mile Award. This award will be presented to one of the nominees at the Awards Gala & Annual Meeting.

CELEBRATION New format to celebrate Parade of Homes builders!

We have eliminated the sit-down dinner and program in favor of a heavy hors d’oeuvres buffet and socializing. The movie featuring pictures from the homes on the Parade will loop on a large screen for the duration of the event. Also new this year, members can host a game at the Celebration, similar to our “Game on a Hole” at our Golf Outings. There Will Be No Recession in 2016! Despite all the news to the contrary, the United States economy is in pretty good

shape, better than the financial pundits think. Sure, the stock market has taken a battering of late, exploration and production activity in the Oil Patch has been declining, and exports are performing poorly, but the rest of the economy is fine. The service sector continues to grow nicely and construction activity continues to increase. Let’s take a closer look at the facts. The recent tumble in equity prices has nothing to do with a slowing economy and is not the precursor of a recession. Rather, the declines are the result of three quite independent factors. First, as the Fed raises interest rates, the value of financial assets must decline. Remember, the Fed initially lowered rates to boost asset prices and stimulate spending. As this process slowly unwinds, the value of equities must decline. Second, corporate profits have been flat for several quarters, and third, even at today’s somewhat lower equity values, P/E ratios remain high by historic standards. As for exports, the U.S. is much less dependent on them than most nations. Exports of goods to China total less than one percent of GDP, while exports of goods to Europe are about 1.5 percent of GDP. While exports of services such as movies, music and intellectual property add to these totals, they do not vary much with economic conditions. As a result, while a 10 percent decline in exports certainly hurts manufacturers and their employees and reduces GDP by about 0.2 percent, it is far from catastrophic in an economy growing by a healthy 2.5 percent. Regarding falling oil and gas prices, the benefits to the economy are just beginning. Until now, the price declines have resulted in large cutbacks in exploration and production (E&P) activity, as well as related manufacturing, construction and oil services activity that supports oil and gas E&P. The key here is that cheaper energy prices have boosted household incomes by about $130 billion or $1,000/household. While to date most of this money has been socked away, I expect that to change and to see increased consumer spending this year and next as households perceive the recent price declines as somewhat permanent. Most importantly, the rest of the economy is already doing well. Unemployment is at 4.9 percent and will decline further as the year progresses, and at 4.9 percent, unemployment is already at one of the lowest levels in decades. Moreover, home sales and prices are up, as is loan demand. In addition, tight labor markets are finally leading to sizable increases in hourly earnings, which will boost household spending further, and inflation, which has been completely dormant for several years, appears to be rising. This is a particularly welcome development given that Japan and Europe continue to fight deflation. Lastly, services, which account for roughly 84 percent of GDP, and construction activity, which accounts for about 6 percent of GDP, both of which are almost entirely domestically focused, are in fine shape and growing nicely. During the past 12 months, construction activity increased by 10.4 percent and services grew by 3 percent. In short, the parts of the economy that are inwardly-centered are doing well, and the negative impacts of softer growth from abroad are not nearly strong enough to derail our economy. As for the upcoming election, let’s fervently hope that the threats to dramatically raise taxes or increase the deficit do not come to pass. 24

Bernie Sanders’ single-payer healthcare proposal will probably cost $2.4 trillion/year, not the $1.4 trillion/year he estimates. The difference, savings generated. Single-payer can cut administrative costs by 5 percent to 7 percent (not 14 percent as suggested). The remaining savings depend on paying all providers at Medicare rates and obtaining outsized savings on prescription drugs, both doubtful. Winners would include firms that subsidize health insurance premiums, but smaller firms that don’t would be losers.

Consumption Expenditure index, the Fed’s preferred inflation index, inflation is 1.3 percent, and core inflation (which ignores food and energy) is at 1.7 percent, its highest reading since 2/13, and a level the Fed did not expect to see until late 2016. Hello rate rise in June.

February auto sales hit an annualized rate of 17.5 million, a 16-year February high, and are up 6.9 percent from 2/14. January construction spending rose 1.5 percent M-o-M and 10.4 percent Y-o-Y with residential, non-residential and public spending up 8 percent, 11 percent and 13 percent respectively. Lastly, February manufacturing readings show that while still mildly in recession, manufacturing has been strengthening for three straight months suggesting weakening headwinds and possibly future growth. No nationwide recession!

If middle-class is defined as those earning between twothirds and twice the national median income, in 2015 the 120.8 million middle-class adults were, for the first time, exceeded by the 121.3 million lower- and upper-income adults. In 1971, 61 percent of adults were middle-class, in 1989 it was 59 percent, in 1991 it was 56 percent, in 2001 it was 54 percent, in 2011 it was 51 percent and today it’s just 49.9 percent. Troubling!

Friday’s employment numbers showed 242,000 net new jobs and cumulative upward revisions of 30,000 for prior months. The labor force participation rate hit 62.9 percent, a level not exceeded since 3/14, and the unemployment rate was unchanged as discouraged workers keep returning to work. While average hourly pay fell three cents, it’s probably an underestimate. Full-time workers at the same firm for over 12 months saw year-over-year pay raises of 4.1 percent.

Among those 16 and over in the U.S. who earned money in 2014, earning $10,000 put you in the 20th percentile of those with earned income. If you earned $27,000, you were in the 50th percentile while those earning $50,000 were in the 73rd. $100,000 of earned income placed you in the 92nd percentile, while $250,000 put you in the 98th percentile and $310,000 placed you in the top 1 percent.

Workforce Solutions Top Priority for HBC

Thank you to everyone who attended the 53rd Annual Fish Fry on March 18. It was a great event for Home Builders Care. A big thanks to Jay Dietz, Kristie Eid, Terry Lipp, Sylvia Lunski and Robin Swanson for working with HBA Director of Development & Education Jenny Erickson and me to plan such a fun event. Check out the May issue for a recap.

Workforce Development updates

Erickson joined HBA members to attend a meeting of the North Dakota State College of Science Building Construction Technology advisory committee in early March. At this meeting, enrollment in the programs was discussed and it is very concerning that NDSCS has also seen a downward trend in enrollment. This news is coming on the heels of the announcement that Minnesota State Community & Technical College will no longer have a carpentry program. It seems the answer to this downward trend is to change our recruitment tactics. Your HBA staff and leadership are meeting frequently with area schools, other associations and businesses to help come up with a solution. We are not the only industry seeing this trend. M State continues to evaluate how best to offer its programs. After a year hiatus of the plumbing program, it will be starting back up in the fall, but in a different way. Schools have to be creative with their use of evening classes, online training and classroom time to best serve students and the building industry. This year, we are launching a new relationship with Fargo Public Schools and the city of Fargo on a house project. For many years, the city of Fargo has worked with Fargo Public Schools to have construction technology II students build a home on an infill lot. The project is funded mainly by a Housing Urban Development Grant and by Fargo Public Schools. This year, it was determined that more help is needed to support a project that gives Fargo students in both public and private school settings to get hands-on experience. Home Builders Care was brought on to help supplement the project and to bring more awareness. With that in mind, we are planning to work with the Herdina Academy for the Construction Trades to have the students build the garage for the house project. Building a garage gives the students similar experiences as building sheds, which they previously did. We will continue to rely on contractor support to work side-by-side with the students. Don’t forget to participate in our “Adopt A Student” program and sponsor a Herdina Academy student for $75. This sponsorship helps keep the cost to students at only $25. Your sponsorship helps us put on a great camptype of experience to encourage students to enter the construction field.

Home Builders Care Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization.

It was established with funds donated by HBA members, fundraising events and the HBA itself. The attorney general is the chief legal counsel and advisor to state government in North Dakota. He represents and defends the interests of the state of North Dakota in civil and criminal actions. He may take legal action to protect the state’s rights, defend the actions of state officials, and ensure public order. State law prohibits the attorney general and his staff from providing legal advice to, or representing, members of the public. As you can see, by building relationships with our elected officials at local, state, and national levels, NDAB gives a voice to our members, as well as many valuable resources. We plan to continue providing this service and look forward to hosting additional opportunities like Bringing Housing Home in the future. My final takeaway of the event is a key philosophy that Stenehjem shared during our visit. He and his office constantly encourage North Dakotans to “Do business locally, and with people that you know.” Our board appreciates this sound advice as NDAB members represent and employ 77,000 people across our state. Number 1-‘Chilly’ Cook-Off Fans Take Home the Top Award

by Allison Weckman, Senior Events & Marketing Coordinator Just like Leonardo DiCaprio finally won his Oscar this year, long-time ‘Chilly’ Cook-Off supporters Diana and Denis Stead, Stone Holding Company, won the 2016 Golden Ladle Award. If you missed it on the cover of last month’s issue, the Steads are super-fans of the HBA’s ‘Chilly’ Cook-off and have not only been actively participating, but also dressing up for the event the past couple of years. This year Stone Holding Company hosted the event and the duo brought their “A” game. Their entry, “Verde Chili” took first place and the reaction to the news couldn’t have been better, as Denis jumped out of his chair to accept the award! The evening also saw the addition of a dessert competition to celebrate the HBA’s 60th Anniversary. There were seven dessert entries and the Events Committee has decided to keep it as a part of the ‘Chilly’ Cook-off going forward. Gabby Maddock is the new communications intern for the spring semester. Maddock is a senior at North Dakota State University majoring in public relations and advertising. She is originally from Grand Forks, N.D. In her downtime, Maddock enjoys many different activities such as watching movies and sports, and traveling. Her favorite activity however, is spending time with her friends and family.

City of Fargo spring load restrictions began March 4

Effective March 4 the city of Fargo imposed Class A and Class 1 load restrictions on various roads throughout town. Class A restrictions are defined as follows: • Single Axle: 18,000 lbs • Tandem Axle: 32,000 lbs 16,000 lbs per axle • 3 Axles or more: 42,000 lbs 14,000 lbs per axle • Gross Vehicle Weight: 80,000 lbs Class 1 restrictions are defined as follows: • Single Axle: 15,000 lbs • Tandem Axle: 30,000 lbs 15,000 lbs per axle • 3 Axles or more: 36,000 lbs 12,000 lbs per axle • Gross Vehicle weight: 80,000 lbs Restrictions shall remain in effect until pavement subgrade conditions warrant removal, generally the first or middle part of May. Permit applications for weights in excess of restrictions shall be in writing and submitted to the Fargo city engineer, 200 3rd St. N., Fargo, ND, 58102. The Remodelers Council celebrates May as National Home Remodeling Month and is hosting a free barbecue May 20 at the HBA of F-M, 1802 32nd Ave. S., Fargo. The local Remodelers Council is affiliated with NAHB’s Remodelers Council and has its own dues structure. 2016 dues payments to the HBA of F-M are not deductible as charitable contributions for federal income tax purposes. However, dues payments may be deductible as ordinary and necessary business expenses, subject to exclusion for lobbying activity.
