MESSAGE
You Hold the Keys to HBA Success February and March were productive months for the HBA of F-M as we finished
up the Home & Garden Show, prepared for the Spring Parade of Homes, helped organize the Home Builders Care of F-M Foundation Fish Fry, and hosted another lively “Chilly” Cook-Off. In addition to these fun events, government affairs and advocacy are always at the forefront! Members and staff traveled to St. Paul for the Builders Association of Minnesota’s Builder Day at the Capitol, and to Bismarck for the North Dakota Association of Builders’ board of directors meeting. The “Chilly” Cook-Off event versus BAM’s Builder Day at the Capitol might seem to be very different in scope, but they all have a common factor. You! Our members’ collective ideas and efforts make it all happen. Thank you to everyone who drove hundreds of miles to talk about our industry’s issues. Thank you to everyone who spent hours of their time volunteering at the Fish Fry to raise money for Home Builders Care. Thank you to everyone who serves on a committee that helps plan the Parade and Home & Garden Show. And thank you to North Dakota Association of Builders and Builders Association of Minnesota for their work on organizing the meetings we were able to be part of the past few weeks. Here are a few more details on what we did there. If you would ever like to get involved with the HBA’s advocacy efforts, just let us know: • Minnesota: Builder Day at the Capitol serves as a way to get Minnesota builders, remodelers and housing professionals involved at the state capitol, meeting face-to-face with legislators on the key issues we face every day. Issues discussed included the F-M Area Diversion Project, unlicensed builders, construction careers being essential to the economy, insurance issues including deductible notification, notice of insurance reduction and education requirements for adjusters, and appraisal issues regarding energy codes. • North Dakota: NDAB’s board of directors discussed upcoming meetings in May between members and their U.S. representative and senators. These meetings are part of the National Association of Home Builders “Bringing Housing Home” Legislative Conference. Issues to be discussed likely will include the F-M Diversion, National Flood Insurance Program, regulatory reform, worker shortage and immigration reform, residential energy codes, tax reform and housing finance reform. Our Spring Parade of Homes begins April 27 and it’s one of the largest in Association history with over 90 homes. This is truly a showcase of the product that our local industry provides. The Parade of Homes Celebration will be May 17 at the Hilton Garden Inn in Fargo.

Unterseher graduates from North Dakota State University in May with a bachelor’s degree in civil engineering. Trautmann graduates from North Dakota State University in May with a bachelor’s degree in construction engineering. Machelle (Johnson) Velaski recently joined Park Co. Realtors as a Realtor. Adam B. Braunberger has been promoted to business banker at the Downtown Fargo Sales Office of American Federal Bank. Braunberger has over 13 years of banking, sales and sales management experience in North Dakota and Minnesota. He joined American Federal as a business banking specialist in 2016. In addition to his banking experience, Braunberger worked for Baker Hughes Drill Bits, Minot, in the Williston Basin of western North Dakota. He started with the oil field service company as a technical field representative and was promoted to field operations manager in Minot and then to area sales manager for the entire Williston Basin. He also worked as a personal banker and loan officer in Minot and as a teller in Fargo, while he was attending college. Braunberger is a graduate of North Dakota State University, in Fargo, where he earned a bachelors of science degree in business administration with a finance concentration. Network Center, Inc., announces the addition of director of healthcare practice Robert Lopp, senior project manager Ken Brazerol, and support specialists Jon Roller and Brandon Godwin. With over 30 years of
experience in the healthcare and IT fields, Lopp joins the company as director of healthcare practice. He graduated from Brown University with a degree in history and international relations and brings his experience most recently from Rural Health Partners as a managing partner. Brazerol brings over 10 years of project management experience to the company as a senior project manager. He was previously at HERE Technologies for 15 years, most recently as a planning and operations manager II. Roller attended Minnesota State Community and Technical College and brings four years of experience to his role as a support specialist. He joins the company from NetrixIT. Godwin comes on board as a support specialist. With seven years of industry experience, he joins the company from MAG Aerospace. Tyler Larson joined the Town & Country Credit Union mortgage team in February 2018. In his position as executive mortgage officer, he will assist members with conventional home loans, as well as FHA, VA and first-time homebuyer loans. As an 11-year veteran of the North Dakota National Guard, Larson especially enjoys working with fellow veterans. Indigo Signworks has recruited Rick Schomburger as CEO. Schomburger began his career by applying his engineering degree as a project manager at Universal Scheduling Consulting. He broadened his operating skills as a plant manager at Cooper Tools and then director of operations at Tyco International, where he led lean initiatives in a complex operational environment. Schomburger’s executive leadership experience began as the COO of Weiser Lock and president of global manufacturing solutions for Masco Corporation, and then as general manager at Rain Bird Corporation. In 2007, he parlayed his skills into entrepreneurship when he personally acquired Solana, leading it through the recession downturn and growing it into a premier landscaping, hardscaping and signage company in Arizona. He recently sold Solana and now sees Indigo as the perfect fit.
Audrey Deihl recently joined Western State Bank as an in-house real estate processor. In this role, she will work closely with personal bankers to ensure that loans are accurately and efficiently processed in accordance with the organization’s vision, core values, team guidelines and overall business plan. Molly Nyberg was recently promoted to the position of universal banker. In this role, she will focus on opening checking or savings accounts, handle various customer service transactions and refer customers to other areas as needed. Kilbourn Group has hired Rebekah Gurule as facilities coordinator, Helen Johnson as project manager intern, and Jeff Lekatz as KCM site superintendent. Kilbourne Group is a real estate redevelopment company focused on historic renovation and mixed-use infill projects in downtown Fargo. Gate City Bank has promoted Robert Ross to assistant vice president of office services and security. Ross has been employed at Gate City Bank since 2013. David VanBruggen has been promoted to assistant vice president. VanBruggen has been employed at Gate City Bank since 2013, most recently as a senior mortgage loan officer. Spring Stormwater Reminders
by Chelsea Diederich, Communications Coordinator The weather is warming up which means snow is melting and spring is right around the corner. The HBA of F-M has gathered up tips from Fargo, Moorhead and West Fargo to keep you up-to-date on the latest stormwater tips.

Don’t forget that the permit holder is responsible for the erosion and sediment control measures on their site year-round. The stormwater staff at the city of Moorhead would like to remind contractors about the following items. • When constructing a home in a subdivision with a Minnesota Pollution Control Agency permit, the lot owner and contractor must submit a permit modification form directly to the MPCA. • Your jobsite must have a construction entrance/exit to prevent tracking. Any tracking that occurs must be removed by the end of the working day. • Inspect and maintain your erosion and sediment control devices. Repair, replace or supplement any devices that are not properly functioning. • When dewatering, it is the contractor’s responsibility to keep the sediment from leaving the site. You can do this by using a temporary sediment basin or dewatering bag. • Washout areas must be in a leakproof containment system. Washout material going in the gutter and down the storm drain is an illicit discharge. • Keep your site clean. Properly store materials so they are not exposed to the elements. • Only rain in the storm drain! Please visit our website at www.cityofmoorhead.com to get more stormwater information.

The city of West Fargo would like to remind contractors and home builders that, as the ground thaws, all stormwater best management practices must be in place and maintained. Please ensure that your construction sites all have erosion control devices installed and are capable of handling stormwater runoff. Spring is also a great time to clean up any garbage that has been left over the winter. The most common violation in the springtime is tracking sediment into city streets. If the ground is soft and muddy, the best option is to stay off it until it has time to dry. Using your construction entrance will also help ensure sediment doesn’t get tracked into the street. The city of West Fargo has a “mud ordinance” in which any sediment that is tracked into the street, causing a safety issue, can be ticketed. Large mud chucks must be removed immediately and smaller sediment must be cleaned up by the end of the day. Also, please ensure that your contractors and subcontractors are aware of West Fargo’s parking restrictions and spring load restrictions. The city of Fargo engineering department is gearing up for this year’s construction season! We will be sending out our mass notice to deploy all best management practices by email to all area builders, contractors, and developers as the spring thaw takes place. At that point, storm sewer utility staff will begin patrolling all permitted areas for compliance. You are required to file an Erosion & Sediment Control Permit before any land disturbing activity of more than 5,000 square feet occurs. The permit form can be filed at the city of Fargo engineering department. There is also an editable form online at www.fargond.gov that can be emailed to stormwater@fargond.gov. We would like to remind all contractors that vehicle track out and proper BMP placement are our two largest infractions. The city of Fargo requires excessive tracking to be addressed as needed throughout the day, as well as at the end of each working day to minimize the impacts to the storm sewer system and ensure safe roadways. All construction materials should stay clear of the right of way to allow BMPs to function properly. Also remember to follow all parking regulations and spring road restrictions. 8

Spring Is In The Air Owning a home is a big responsibility, and that fact becomes even more obvious
every year when spring rolls around. Spring cleaning for home owners typically means much more than just cleaning out the garage and washing windows. For most, the to-do list can be quite extensive. If the thought of spring cleaning makes you long for winter, try thinking about these annual chores to protect your family’s home and your future finances. All it takes is just a few days to complete some simple tasks. Here are several items that should be on your spring cleaning checklist: • Inspect all windows to ensure they operate properly and that all window screens are in place. Clean the window tracks and check that the weatherstripping hasn’t cracked or torn. Preventing unwanted outside air from leaking into your home also will reduce your energy bills. • Have your air conditioning system inspected and cleaned. If your system has a filter, replace it every three months to keep your unit working efficiently. • Check the condition of the glazing compound, caulking and exterior paint. Replace or paint as needed. • Exchange glass and screens in storm doors and/or windows. Ensure the screens are clean by washing gently with soapy water. • Inspect your roof for damage caused by snow or debris. While you’re up there, clean your gutters of debris. Even though you did this last fall, winter weather often brings a mix of storms and heavy winds that can cause debris to build up. • Keep out pests and rodents by sealing any cracks and openings along baseboards, behind sinks, and around pipes and windows. Also, repair any holes in doors and window screens. • Check for evidence of termites such as sagging floors and ceilings or dry, brown tunnels in the ground near the home’s foundation. • Seed and feed the lawn and plant annuals, cut back perennials that need pre-growth pruning. Remember, focusing on these small jobs now will save you time and money in the long run. President’s Message On Feb. 9 Congress passed the budget and President Donald Trump signed the
major budget deal into law. It’s important to know that the National Association of Home Builders worked hard on behalf of our members to make sure key housing tax credits were retroactively extended for 2017. The following tax credits were reinstated on a retroactive basis for 2017 only: • Section 45L Credit for Energy-efficient New Homes. Provides a $2,000 tax credit for the construction of homes exceeding heating and cooling energy standards by 50 percent. • Section 179D Energy Efficient Commercial Buildings Deduction. Provides a deduction up to $1.80 per square foot for commercial and multifamily buildings that exceed specific energy efficiency requirements under ASHRAE 2007. • Section 25C Tax Credit for Qualified Energy Efficiency Improvements. This policy offers a credit worth up to $500 (subject to a $500 lifetime cap), with lower caps for certain products like windows, for consumers to install qualified energy-efficient upgrades. • Mortgage insurance premiums. Subject to income phase outs, consumers who file their taxes can deduct premiums paid for private mortgage insurance in 2017. • Mortgage forgiveness tax relief. The budget accord eliminates any taxes home owners might face due to renegotiating the terms of a home loan, which result in forgiving or canceling a portion of the outstanding mortgage, particularly in connection with short sales. The debt forgiveness pertains to debt discharged in 2017 but not in 2018. Advocacy is one of the five pillars of NAHB’s work which strengthens the association and is carried out every day on Capitol Hill, in your state, and in the communities where we do business. The action of policymakers will determine in large part where our children live tomorrow. By being involved in your local association, you can let representatives know that you value homeownership.

Week 2 Session Briefing March 2, 2018 - This week began the second full week of session and featured the
release of the 2018 February Budget and Economic Forecast. Minnesota’s $329 million surplus was announced Wednesday. As recently as November, the state was predicting a significant deficit. Factors contributing to the state budget surplus include the continued economic strength of the state, the federal tax reform that included a corporate tax cut and the funding of the children’s health insurance program. Of course, there will be conflicting approaches to managing the surplus. Governor Mark Dayton is worried about a future recession, legislative leadership may seek additional tax relief, and others point to new programs such as school security enhancements that may consume the majority of the surplus. Perhaps the biggest story from last week (Week 1) was lawmakers passing a necessary bill to fund the legislature for roughly nine months. Many House committees hit the ground running this week, with the House Taxes Committee beginning to focus on the issue of Minnesota conforming to the new federal tax law. On Feb. 22, BAM, along with its members, attended the 2018 Day at the Capitol. Many members had the ability to meet with their district representative(s) and provide information regarding BAM’s 2018 Legislative Session priorities.

BAM’s 2018 Priorities
For the 2018 Minnesota Legislative Session priorities, BAM will focus on two primary topics: construction careers being essential for the economy and unlicensed builders hurt consumers. In addition to these primary topics, BAM will seek to establish criteria for appraisers to use when they are evaluating new construction that recognizes construction and energy codes cost drivers, as well as modern techniques such as green building. BAM will also ensure that state and local governments are prohibited from adopting by ordinance, which allows expensive stretch energy codes. Finally, BAM looks to require codes that increase the cost of housing to be reviewed by the legislature. Construction Careers are Essential for the Economy In partnership with Build Minnesota, BAM seeks to empower young individuals to view construction as a life-long career choice. In order to best accomplish this goal, BAM seeks to secure $500,000 to support programs that build the construction workforce. Additionally, BAM stresses required high school career counseling that emphasizes careers in residential construction. Finally, BAM seeks to identify methods allowing minors to work on construction sites. Currently, minors are banned from this line of work unless the work is done for a parent’s business, done by a 17-year-old high school student graduate, or done outside the area of hazardous operation, materials, or equipment. Unlicensed Builders Hurt Consumers Unlicensed contractors deprive consumers from statutory protections. Additionally, this increases an unfair business practice that puts licensed contractors at a significantly competitive disadvantage. To counteract this practice, BAM seeks to introduce legislation providing homeowners with the ability to sue unlicensed contractors to recover payments. This legislation also seeks to prevent unlicensed contractors from being eligible for work requiring a license and would increase penalties for unlicensed activities from a misdemeanor to a gross misdemeanor. Further, BAM supported legislation seeks to require the DLI to dedicate all fines to enforcement of unlicensed activity and require lenders and insurers to verify licensure before issuing mortgages and insurance general liability of workers compensation policies. Although this will be a very short and hectic legislative session BAM remains hopeful to execute these priorities during the 2018 Session.

Builders First Source Creates Headquarters For Contractors On The Go
by Sami Eidenschink, Membership & Marketing Coordinator Company name changes and new ownership are nothing surprising in the building industry. Builders First Source General Manager Steve Craig has been through these updates in his company, previously known as ProBuild. “I have been through three name changes with the company, and all it comes down to is new logos, with the same great service,” says Craig who has been with Builders First Source since 1995. Craig and his team cover the Fargo and surrounding territories and were ecstatic to open a new Fargo storefront that they believe meets the needs of their contractors better. “We wanted to open a place that acted as a place to manage a job site for our customers who work out of their trucks or who drive into work here from out of town,” he says. “It acts as a headquarters for so many.” Fargo’s office is unlike any other. It is not just a place for Craig’s team, but a meeting site for builders, consumers and trade contractors. Located on the south side of Fargo, where many consumers are currently building, the office also features a conference room and many other resources for those who wish to utilize it. “It is a convenient middle ground for builders and trade contractors to meet. So many times, these guys are just

working off of their tailgates, so this gives them a chance to come inside and have a space to call their own,” says Curtis Thom, senior outside sales representative at the Fargo office. Thom has been in the building industry for the past 28 years, working throughout central Minnesota before covering areas across Detroit Lakes and Hawley, and Williston in North Dakota. Now back in Fargo, he is excited to be connected to the people and an organization that cares so much about the industry he loves. “What I love about working in the homebuilding industry is the people and their passion. They care so much about their customers and their product,” Thom says. “You see it in their work and in the way they go above and beyond to get involved in the Home Builders Association. The Association is such a big deal here, and it is great to be a part of something that promotes so many peoples’ livelihoods.” Brennon Benscoter has worked alongside Thom for the past six years, from Williston back to Fargo, finding his love for getting out of the office and being a part the homebuilding dream. “Building friendships with contractors is one of my favorite parts of my job,” says Benscoter about his budding career in the industry. “It allows me to get out of the office and go to job sites to visit and be a part of the build process from a different perspective.” Recently Builders First Source welcomed John Fugle to the crew with excitement as they know he brings a lot to the table. Roder Sees the Signs of Positive Results From Networking
by Sami Eidenschink, Membership & Marketing Coordinator Pair a motivation for meeting over coffee, with a love of creativity and helping people, and you’ve pretty much summed up Erick Roder. Roder is a sales manager for Signs 4 Work and has just over ten years of experience in the marketing industry. With a degree in advertising and public relations from Minnesota State University-Moorhead, Roder found his calling in being creative and helping businesses grow right after college. After working in coordinating marketing campaigns, advertising and signage at Scheels and J&M Printing, Roder found himself at the right time, with the right guys: the small business owners of Signs 4 Work. “I love relationship building and helping businesses brand themselves in the right way to set their company apart from the competition,” he says. “Part of that is helping smaller businesses who may not have a marketing team, find the right type of signage, printing or apparel to tell their story.” Signs 4 Work was just that when Roder first sat Six times a year the HBA down with owners Justin Nelson and Eric to talk staff must make the tough about opportunities at the company. He also acts as a wish granter for the Make-a-Wish Foundation and is active on the YMCA of Cass and Clay Counties’ Brighter Futures group, which works to connect communities and youth to build “brighter futures” for those involved. Roder’s volunteerism within the HBA of F-M first started after meeting with Association staff during a new member orientation. Deciding to get active right away was his first step as Roder signed up for both the Events Committee and Membership Committee. “Getting out and being involved, is one of the best ways to generate leads and

put faces with names,” he says. “I have a lot of coffee meetings and it truly is my favorite thing about my job.” Beyond his committee involvement, Roder HBA Membership & Marketing Coordinator Sami Eidenschink says, “Erick has been an incredible help to staff and the Association in various ways. We are incredibly grateful for the eagerness he brings to each meeting and event. Congrats and thanks for all you do, Erick!” also assisted with taping booth spaces on the Fargodome floor for the Red River Valley Home & Garden Show and helps recruit new members to the Association, acting as an ambassador for the Membership Committee. Whenever there is a call for volunteers, he is willing to lend a helping hand to make any event successful for the good of his fellow members. Roder, along with Emily Hebranson, Fabricators Unlimited, Mary Aure, Fargo Tractor, and three other nominees will be considered for the Extra Mile Award which will be given out at the Oct. 25 Awards Gala and Annual Meeting.

Lake Agassiz Habitat for Humanity raises more than $22,500 at Tour de Habitat
by Krista Mund, HBA of F-M Executive Vice President Lake Agassiz Habitat for Humanity plans to take on four home builds in 2018. Its March 8 fundraising event, Tour de Habitat, raised more than $22,500 and will help fund the homes, which are being built in partnership with single mothers. The 2018 Tour de Habitat had some changes. The event moved to a Thursday afternoon and relocated to CycleBar. At this unique event, teams of six competed for prizes like Most Miles, Team Spirit, Most Money Raised, as well as individual prizes for Top Fundraiser and Most Miles. Each member rides ten minutes on a stationary bike.

Home Builders Care Foundation Serves Our Community We are kicking off 2018 with a bang! Home Builders Care of F-M Foundation
had a whopper of a 55th Annual Fish Fry March 16 that raised more than $30,000! These dollars raised will help fund our scholarship program, handicap-accessible ramp projects and other community home construction projects in need. We also kicked off our 25th year celebration. The Foundation was started in 1993 to help our industry give back to its beloved community that has been so good to us. Home Builders Care of Fargo-Moorhead Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. future, it projected a deficit of $689 billion in FY2019. The deficit is now poised to be $1.2 trillion, a dramatic and profound change that is hard to overstate. One major reason for the growing deficit is that the GOP tax cut that passed in late December is estimated to reduce revenue by $1 trillion over the next decade, even after progrowth economic effects are factored in. The other reason is the budget deal passed by Congress in early February, includes $300 billion in new spending over two years, along with $90 billion in hurricane relief, fully financed by larger deficits. This is a stark reversal from the years 2010 through 2016, when congressional Republicans insisted on spending cuts and the Obama administration insisted on raising taxes (by allowing some of the Bush administration tax cuts to expire). Those steps, combined with an improving economy, cut the budget deficit from almost 10 percent of GDP in 2009 to less than 2.5 percent in 2015. What does this abrupt fiscal change mean for the economy in the near term, medium-term and long-term? In the near term, economic growth should be quite strong. No matter what assumptions are made, and which economic models are used, GDP growth over the next 18 to 24 months will be about half a percentage point higher than it would be absent these twin expansionary policies. After all, between tax cuts and the boost to spending, close to $500 billion is being injected into the US economy over the next year! Even in an economy near full employment, this will boost growth and reduce the likelihood of a recession to a minimum. In the medium-term, things are a bit murkier. The big question is whether the economy has room to grow without generating inflation -- and how the Fed will respond. With unemployment near 20-year lows, it is unknown how close the economy is to full employment. If it is close, inflation is likely to worsen. But if the U.S. has more growth potential, due to more corporate investment in plant and equipment, reduced regulation, and more workers coming from the ranks of those that dropped out in years past, the Fed could raise rates more slowly, allowing the expansion to run longer because inflation would be subdued. In addition, there is also fear that the Powell Fed will proactively raise rates too fast simply to prove its inflation-fighting-chops and needlessly cut short the current expansion. In the long-run, the annual deficit is going to be worse than at any time other than during recessions or wars. This not only reduces the ability of the government to fight the next recession with a big dose of fiscal stimulus, but higher debt service costs are also a concern. And as interest rates rise because of the added borrowing, so too will interest payments. Lastly, there is also concern that government borrowing may “crowd-out” private sector borrowing. To the extent funds that can be borrowed are finite, and that is debatable, every dollar the government borrows is a dollar potentially not available for home mortgages or business expansion. To conclude, in the short run, things look good. In the medium-term, the fear of inflation and the Fed’s ability to let the data speak and not preemptively raise rates unnecessarily will determine how long the current expansion lasts. In the long-run, the government will have less room to maneuver when the next recession hits, and interest payments will consume a growing percentage of the budget, making budget battles on Capitol Hill more contentious and the need to find more revenue increasingly pressing. Healthy Housing January housing starts came in at a seasonally-adjusted annualized rate of 1.326 million, their second highest level since 8/07. Single-family starts are also at their second-best level since 2007, 10/07 to be precise. Overall, starts are up 7.3 percent compared to 1/17 and 18.1 percent compared to 1/16; good growth! While multifamily starts are up 6.7 percent Y-o-Y, multifamily activity peaked in 6/15 at 507,000, and has generally been declining since. Incapacitated Infrastructure While the US desperately needs better infrastructure, the current White House plan will not work. The proposal relies way too much on already financially pinched state and local governments. Moreover, rising interest rates make borrowing more costly, lower personal income tax rates make purchasing municipal bonds less advantageous to the wealthy, and deductibility caps on state and local taxes make raising taxes to pay off the bonds much more difficult. Limited Labor Even with unemployment near 20year lows, labor is weak. In 1952, work stoppages involving 1,000 workers or more totaled 470, the most ever. In 1959, the number of lost work days from such strikes peaked at 60.85 million. As recently as 1974, there were 424 strikes, and in 1970 lost work days totaled 52.76 million. Since then, freefall. In 2017, just seven strikes, and lost days totaled a mere 440,000.
Diminished Dwellings In 1/18, sales of existing houses came in at a seasonally-adjusted annual rate of 5.38 million. That’s 3.2 percent lower than 12/17 and 4.8 percent lower than 1/17, the steepest Y-o-Y decline since 8/14. Y-o-Y inventory declined for the 32nd straight month, and at 1.52 million, is the lowest January level
since record keeping started in 1999. Add a good job market and favorable demographics and the market will remain tight.
Monetary Moves The Fed continues to suggest it will stick to its gradual path of interest rate tightening despite oncoming massive fiscal stimulus. This makes sense. What better environment is there to see what impact running the economy hot will have than in one with low inflation and low inflation expectations? If the Fed miscalculates and inflation rises too much, the Fed can always then raise rates more aggressively later. Peak Power BP expects global demand for oil to peak in 2035 at 110 million bbl/ day, up from 98 million today. Shell expects peak oil in 2025, while Chevron and Exxon offer no opinion. The Saudi energy minister expects peak oil demand to be 120 million bbl/ day in 2043, while the head of the International Energy Agency sees no peak. All forecasts depend entirely on demand from cars, trucks, planes and petrochemicals. Exemplary Employment The number of Americans filing firsttime claims for unemployment for the week ending 2/24/18 fell to 210,000, the lowest level since 12/6/69! This is no fluke. The more stable four-week moving average for initial claims fell to 220,500, the lowest level since 12/27/69. This too is no fluke. First time claims have remained under 300,000 for 156 straight weeks, the longest such stretch since a 161-week run ended in 4/70. Trade Tariffs The imposition of a 10 percent tariff on aluminum and a 25 percent tariff on steel will boost inflation by upwards of one-tenth-of-one percent and reduce GDP by an equal amount. This is

because prices will rise for all items containing these goods. These tariffs will boost employment up from 150,000 in US steel mills and aluminum smelters but reduce employment among the 5-15 million employed in sectors using these materials. Destructive Debt While US household debt is slowly rising, as a percentage of GDP it’s 20 percentage points below its housing bubble peak of 100 percent. Nations with fast rising and high household debt-to-GDP ratios include Switzerland at 130 percent, Australia at 120 percent, Canada and Norway at 100 percent, New Zealand at 95 percent, South Korea at 92 percent, and Sweden at 87 percent. Luckily, these are all small nations. If they implode, it won’t matter. Income Improvement In 1967, 8.1 percent of households earned more than $100,000 inflation adjusted, 53.2 percent (the middle class) earned between $35,000 and $100,000, and 38.7 percent earned less than $35,000. Today, 27.7 percent of the population earns greater than $100,000 (three times the percentage back in 1967), 42.1 percent earn between $35,000 and $100,000, and 30.2 percent earn less than $35,000. The middle class is shrinking, but it’s because more American households are earning more than ever. Housing Harm While housing starts have been steadily rising since 2011, and existing sales have been growing, albeit very slowly of late, for even longer, things may slow going forward. A combination of suddenly higher mortgage rates, new tax laws that mildly depress the value of higher-priced homes, and now higher aluminum and steel prices on top of already limited inventory, higher lumber prices and a labor shortage, will reduce demand.

Making a House a Home Last month, the young residents at Dakota Boys and Girls Ranch’s youth home
saw the completion of a project that has been in progress for the last year and a half. What started with a game room and family area remodel, expanded upstairs into a full kitchen and living room revamp. Disruption is something that can cause further issues in each resident’s treatment, or cause concerns for the safety of each resident of the home. The amazing group of volunteers that came in from day one of demolition to floor installation to painting, were careful to put the needs of the children first to be sure everything was done to accommodate the requests of the Dakota Boys and Girls Ranch staff and children. The Remodelers Council took on a huge role in this community project and was assisted by funding from Home Builders Care of F-M Foundation. Council members either donated or deeply discounted labor and materials, acted as the project manager of the remodel and followed up with Dakota Boys and Girls Ranch staff to work around school schedules and safety precautions. Thank you to all the volunteers who assisted in this project! Watch for details on a ribbon cutting and press conference soon.

Fundingsland Leaves Legacy on Housing
by Chelsea Diederich, Communications Coordinator Lynn Fundingsland, a Minot native, has become a name of recognition in the Fargo-Moorhead area over the past two decades. Since 1999, Fundingsland has served as the executive director for the Fargo Housing & Redevelopment Authority. He has proven to be a force to be reckoned with. Now, he will have a chance to sit back and relax with his recent announcement of his plan to retire at the end of April. “The Board of Commissioners and the Fargo Housing & Redevelopment Authority wishes to acknowledge and thank Lynn Fundingsland for his efforts and many years of service. The impact of Lynn’s commitment and dedication to the residents and clients we serve is widespread and often immeasurable, not only in Fargo, but throughout our region and across the state,” said Karen Moore, FHRA Commissioner Board President. “In Fargo alone, under Lynn’s leadership, the housing authority has added over 450 affordable housing units. Lynn’s compassion for the homeless and work for preservation and dignity is evident in Cooper House apartments and many other projects. Lynn’s legacy, to not only provide housing but truly a home for each resident, will continue for many years, touching lives,” Moore continued. A graduate from Humboldt State University in Arcata, California, Fundingsland continued his education at North Dakota State University where he received his master’s degree in community and regional planning. Prior to his position as the executive director for the Fargo Housing & Redevelopment Authority, he served as the executive director of Becker County, Minn., housing authority for 17 years. Prior to that he was the assistant city planner in Moorhead. Originally Fundingsland was drawn to the position for the challenge of working in a metro environment with greater needs and opportunities to create new housing developments. Through his many accomplishments, Fundingsland says he found that working alongside community partners
- bankers, builders, architects, social service providers, tenants, decision makers and a great mission-driven staff - became his favorite part of the job. As executive director, his greatest accomplishment includes the HRA’s contribution towards turning downtown around and opening up the first supportive housing-forthe-homeless-project in the state. With retirement right around the corner, what he looks forward to the most is having the freedom to do whatever he wants without looming deadlines!

Sent six HBA of F-M members to participate in the Builders Association of Minnesota's Day at the Capitol in St. Paul and visited with legislators about issues important to the local homebuilding industry. Coordinated an offering for Minnesota building contractor continuing education for home builders and remodelers, taught by professionals from Building Products of North Dakota Inc. Released 2017 year-end building permit reports for the F-M metro and outlying communities to the media and distributed 2017's builder summary listing that recaps local building company activity across the metro last year. Hosted the Red River Valley Home & Garden Show featuring over 300 exhibitors related to remodeling, building or buying a home. Organized the fourth-annual Lego Homebuilding Competition for children ages 5-12 during the Home & Garden Show where 73 children participated. Hosted 500 "treasure hunters" at the Home & Garden Show, who were children younger than age 12 finding treasure at 11 exhibitor booths. Mobilized over 75 volunteers to help at the Home & Garden Show with Home Builders Care of F-M Foundation Beer Walk, Lego Homebuilding Competition, the HBA of F-M/Home Builders Care booth, marking booth spaces on the Fargodome floor, as well as move-in and move-out. Welcomed 11 new members into the Association! Hosted the regular monthly Education Committee meeting and a Lunch Session on Interviewing to Hire Right.

Home & Garden Show Rolls Out Fresh Attractions, Updated Guide
by Allison Weckman, Senior Events & Marketing Coordinator Each year, the Red River Valley Home & Garden Show’s goal is to create excitement for the upcoming building season, while showcasing home improvement and landscaping. Of course, it also aims to provide a fun getaway for attendees and families wanting to dream about summer. According to Home & Garden Show Committee Chair Casey Thielges, fresh attractions and updated communications are a must. “While gardening workshops remain a staple every year, the committee seeks new presenters and topics to keep things relevant,” Thielges says. “This year, we had sessions on DIY concrete planters, reclaimed wood, home buying, home improvement trends, and even home brewing!” The Treasure Hunt for children was popular again, running out of backpacks even earlier than last year. Thielges says, “Participating exhibitors really brought their ‘A’ game, handing out treasures such as hacky sacks, Wikki Stix, fidget spinners and planting kits, just to name a few.”
New Attractions
• Machine Meet & Greet New for kids on the exhibit floor, Home Builders Care of F-M Foundation hosted a “Machine Meet & Greet” with the help of Butler Machinery. Kids got to see, touch and sit in a utility tractor and compact track loader. • Mini Workshops and Midwest Nest Lounge In the midst of the show hustle and bustle, Midwest Nest created a space for attendees to relax and unwind. This space also hosted mini-workshops throughout the weekend including making DIY reclaimed wood coasters with Dakota Timber Company and a cheese platter with Milk Maid Catering.

Improvements
• Expanded Beer Walk This year, the Home Builders Care Beer Walk doubled the number of stops available, totaling ten. Fargo Brewing Company had seven original flavors for participants to sample. Building Concepts sponsored glasses for the first 100 participants each night, and the Home & Garden Show Committee added the HBC and sponsor logos to make them collector’s items for years to come. • Show Guide The show guide, distributed in The Forum, at Hornbacher’s, and at the show itself saw changes. The map was enlarged and moved inside front cover. Exhibitor logos and websites were added to company listings, which was free for HBA member exhibitors. Thielges says, “The guide is a take-away that people can refer back to when the time comes for them to move ahead with their project. The committee thought it made sense to refresh it to show case exhibitors and make overall navigation easier.”
