Awards & Accolades • The U.S. Department of Energy awarded Moorhead Public Services with the 2012 Public Power Wind Award in the Small Member System category. Moorhead Public Services received the award for its years of leadership in wind energy that began in 1999. • Carrie Carney, Cass County Electric Cooperative, has earned recognition as a professional communicator in a national program offered by the Council of Rural Electric Communicators. • The American Council of Engineering Companies of North Dakota has named Moore Engineering the winner of its 2012 Engineering Excellence Awards in the water and wastewater category for a sewer and water improvement project in West Fargo. • John Knosalla, Prudential Premier Real Estate, has been named to the President’s Circle for 2011 by Prudential Real Estate. The award recognizes the top 3 percent of residential sales professionals or sales professional teams who exemplified significant sales for the year. • State Bank & Trust has received two awards from Minnesota business publications. The bank was named the second-most-highly ranked large company among the “100 Best Companies to Work For” by Minnesota Business magazine. Guidelines are available to HBA of F-M members through the Builders Association of Minnesota. BAM’s Building Performance Guidelines were put together by a task force made up of its members. Countless hours were dedicated to creating and refining this document to provide the best possible product for builders. Home Builders Care scholarships available The Home Builders Care of F-M Foundation will award scholarships to area high school students this fall. Applicants must enroll in a residential construction trade or related field at Minnesota State Community and Technical College, Moorhead, or North Dakota State College of Science, Wahpeton. Scholarships are also available for college students active in the National Association of Home Builders student chapters at area post-secondary schools. President’s Report Your HBA wraps up Home Builders Care Build, heads into a busy fall

As summer winds down, so will the Home Builders Care Build for Habitat. The house construction wraps Terry Becker Terry Becker up this month, with a House Blessing Construction, LLC Ceremony targeted for the beginning of September. Volunteers are working to put the finishing touches on the home and build a detached garage; the garage is a “bonus” project that the HBA of F-M, Home Builders Care Foundation and Remodelers Council took on in addition to sponsoring the house build. Fundraising has been completed with just over $40,000 total accumulated. Our goal was to raise twice that amount, but the build required less cash due to the incredibly generous material and labor donations of our members. On the governmental front, the HBA and its Codes Committee swing into action as the city of Fargo begins hearings to adopt the 2012 International Codes. Your HBA and members have already met with Inspections Administrator Ron Strand to discuss areas of the code concerning to the building industry. There are many areas red-flagged for further review. The HBA released its 2012 second-quarter building permit report for Dilworth, Fargo, Moorhead and West Fargo during a press conference in late July. The construction industry in the Fargo-Moorhead area is off to its strongest start since 2007. This is great news and we hope that the pace continues to finish out the year. As we head into the second half of 2012, I would like to encourage you to think about two things: membership recruitment and NDAB-PAC. • Membership – Your HBA needs to recruit 27 new members to reach our goal of 50 by the December board of directors meeting. I encourage you to think about businesses and people you work with each day who may be interested in membership within the HBA; sometimes all it takes is a phone call or a personal visit. It is surprising how many will gladly join – they just need to be asked. If you need some pointers on recruiting, or wonder whether a company will qualify for membership within the HBA, feel free to contact Jennifer at (701) 232-5846 or jennifer@hbafm.com. • NDAB-PAC – I would like to encourage you to donate at least $20.12 to NDAB-PAC. The National Association of Home Builders is having a competition to see which state can recruit the most new “Club 2012” members, and North Dakota is currently in seventh place nationally. As of press time, we only needed 15 new contributors to take over second place. NDAB-PAC is the North Dakota

Association of Builders’ non-partisan political action committee. Its ability to defend and promote your business rests squarely on the financial support it receives from you and other members. The contributions will give NDAB the needed resources and clout to succeed on issues affecting the building industry. Member must be a Spike in good standing as of Oct. 31. 2. County Extension horticulture agent, and Joel Karsten, horticulturist, landscape designer and author, are planning fantastic seminars to bring consumers tips on everything they need for fall/winter lawn preparation to outdoor lighting and design and year-round composting. Weinmann will address winterizing gardens and tips to make your garden healthier and the correct way to plant and care for garlic, tulips and other hardy bulbs. Weinmann has worked for North Dakota State University for eight years with bachelor’s and master’s degrees in horticulture. Karsten will cover an array of topics including landscape lighting and its ability to add night beauty to your home as well as improve nighttime safety and security; composting through all Joel Karsten will four seasons; and creating outdoor cover an array of focal points including water features, landscaping topics. specialty lighting, art and sculpture applications and designing/building an outdoor fireplace for a northern climate. He has a bachelor’s degree in horticulture science and is a Certified Nursery Professional through the Minnesota Nursery and Landscape Association. Adding to his academics, Karsten’s childhood was spent on a tree nursery and crop farm in southwestern Minnesota.

Fall Home Show details

The Fall Home Show will run noon – 8 p.m. Friday, Sept. 28 and 9 a.m. – 6 p.m. Saturday, Sept. 29 at the Fargo Civic Center in downtown Fargo. 2-for-1 admission will run 2 – 5 p.m. Friday ($1-off coupon not valid during this time). The Fall Home Show, now in its 23rd year, will have exhibits in both Centennial Hall and the Auditorium and will feature a variety of trades including contractors, flooring, siding, spas, windows, water purification, decks, heating/air conditioning, interior decorating and design, kitchen and bath design, cabinetry, garages and more! Accent Kitchen & Bath is the show’s platinum sponsor and will present seminars on topics like renovating your kitchen and bath. Admission is $3 and parking is free and convenient! NDAB holds board meeting in Bismarck by John Gunkelman, Dakota Construction of Fargo, Inc.

The North Dakota Association of Builders held its summer board meeting in June in Bismarck. Joining me at the board meeting were John Gunkelman directors Terry Becker, Terry Becker Dakota Construction Construction LLC; Don Dabbert, Dabbert Custom Homes; Jason Eid, of Fargo, Inc. NAHB Life Director Eid-Co Homes; and Ken Krajsa, State Bank & Trust along with HBA Executive Vice President Bryce Johnson and HBA Director of Public Affairs Rocky Schneider. The board meeting is always full of interesting updates from the state. The housing industry in North Dakota faces a lot of unique challenges and opportunities; dealing with the increased workloads due to a booming energy sector, increased competition as out-of-state contractors flock to the area looking for work, and in dealing with water management issues across the state. From what we heard from the other directors and in looking at the state’s permit report, construction activity is booming across North Dakota and it is an exciting time to be in our industry.

Joining our board as a guest speaker was Secretary of State Al Jaeger. Jaeger’s office is in charge of contractor licensing and therefore is experiencing an incredible increase in workload. The number of contractors in the state is continuing to increase to new record heights. On top of the additional registrations and paperwork, Jaeger works closely with the other state NDAB board of directors met with Secretary of State Al Jaeger, above, for an update on agencies to contractor licensing across the state. make sure that all laws and rules are being followed. The state has held several sting operations around the state to make sure that everyone doing work is properly licensed and insured. This is crucial to the building industry as responsible regulation helps protect the consumers and the other contractors who are following the rules. Also as a special guest, we welcomed Dave Lanpher. Lanpher is a board member of the N.D. Real Estate Appraiser Ethics & Qualifications board. He is also a Realtor with Park Company in Fargo. NDAB has been working with the board for the last several years on ways to modify laws and increase the accuracy and timing of appraisals. Lanpher joins the board as the only building industry non-appraiser member. We are hoping to work closely with Lanpher and his board on ways to better the appraiser-builder relationship within the state. As with every NDAB board meeting, it is an opportunity for the National Directors to bring back the issues to the NDAB board meeting update con’t on pg 17

NAHB Chairman meets with Congres

NAHB told Congress the unwieldy federal regulatory process is hampering the housing and economic recovery. “Housing serves as a great example of an industry that would benefit from Eddy Mitzel smarter and more sensible regulation,” NDAB President NAHB Chairman Barry Rutenberg, a home builder from Gainesville, Fla., told the House Committee on Oversight and Government Reform. For example, the Dodd-Frank Act required significant changes to mortgage lending practices, including an “ability to pay” provision that requires lenders to establish that home buyers have a reasonable chance of paying back the loan at the time that a mortgage is written. The law states that certain high-quality, low-cost loans known as qualified mortgages (QM) are presumed to meet this standard. Overly restrictive rules for the forthcoming QM standard will prevent creditworthy borrowers from entering the housing market even as owning a home remains an essential part of the American dream. Another key factor in housing's current depressed state has been an ongoing lack of acquisition, development and construction lending. “Our members are caught in an ‘argument’ between banks and federal regulators, who take turns pointing fingers at one another when we try to determine who is to blame for the serious lack of lending to the construction sector,” said Rutenberg. “Restoring the flow of credit to home builders will not only help to put America back to work, it will help provide badly needed tax revenues that local governments need to fund schools, police, firefighters and other public services,” he added.

Renovation, repair and painting rule

Meanwhile, changes to the Environmental Protection Agency's Lead: Renovation, Repair and Painting (RRP) rule have constrained the home building and remodeling industry. The final rule, which went into effect on April 22, 2010, requires renovation work that disturbs more than six square feet in a home built before 1978 to follow new lead-safe work practices supervised by an EPA-certified renovator and performed by an EPA-certified renovation firm. In 2010, the EPA removed the “opt-out” provision in the RRP rule that allowed remodelers working in a home built prior to 1978 to forego more expensive work practices according to the owner's wish if no children under the age of six or pregnant women were living in the home. By removing the opt-out provision, the EPA more than doubled the number of homes subject to the RRP, and the agency has estimated this will add more than $500 million in compliance costs to the remodeling community in the

Governor states plan for housing

At press conferences held in Bismarck and Fargo in mid-July, Governor Jack Dalrymple brought forward new proposals to facilitate greater development of housing, especially in western North Dakota’s Doreen Riedman oil and gas counties. Dalrymple NDAB Executive encouraged stimulating private-public Officer partnerships to meet housing needs, and his plan includes: • Proposing an additional $12 million in Flex PACE buydown funds in the 2013-2015 budget – an investment that will generate an estimated $125 million in private housing development. •

Directing the Bank of North Dakota (BND) to double the size of the Housing Incentive Fund to $30 million of direct investments to facilitate the development of affordable housing. This commitment is expected to result in approximately $240 million in housing projects. • Continuing the use of the Energy Impact Fund to facilitate further development of residential housing. Communities impacted by oil development will be asked to identify further needs for sewer lines, water supply systems, utilities, and other infrastructure. Governor Dalrymple will recommend funding to meet these identified needs in his budget preparation this fall. • Directing the Department of Commerce to enhance its coordination of shared community planning services for western North Dakota political subdivisions experiencing needs beyond their normal demand. The planning services will be coordinated by regional development councils, and supported by Commerce. The press conferences were held at home construction sites owned by Sattler Homes in Bismarck, and Eid-Co Homes in Fargo.

Independent contractor rule in effect as of July 1 Starting July 1, 2012 the Minnesota Department of Labor and Industry began phasing in a new two-year pilot program registration system that replaces the ICEC and 2 percent withholding requirements. The pilot program requires construction contractors, including independent contractors and business entities, to register with DLI by September 15. Exempted from this registration are those who are already licensed, certified, or registered with DLI, or those who are employees of a company already licensed, certified, or registered. EPA’s removal of lead rule opt-out provision upheld by U.S. Court of Appeals

The U.S. Court of Appeals for the D.C. Circuit ruled June 22, 2012 that the decision by the Environmental Protection Agency to remove the “opt-out” provision from its lead rule is legal. The EPA included the opt-out provision in the original 2008 Lead: Renovation, Repair and Painting Program Rule (LRRP Rule), but agreed in 2010 to remove the provision to resolve a legal challenge against the rule. The removal of the opt-out provision more than doubled the number of homes subject to the LRRP Rule. According to NAHB, “The agency estimates that this will add more than $500 million per year to the cost of the regulation.” A coalition of industry trade groups led by NAHB filed a petition for review in the D.C. Circuit Court of Appeals challenging the removal of the opt-out. The court issued its decision in favor of the EPA, finding that federal agencies may change existing regulations so long as the amended rule is allowed by the statute and the agency acknowledges the change in course. With regard to the opt-out, NAHB states, “The court ruled that since the EPA was not obligated to include an opt-out provision in the LRRP Rule, it could remove the

Facts on rumored 3.8 percent sales tax on homes NAHB has been tracking a set of emails that falsely claim that the 2010 health care reform legislation imposed a 3.8 percent sales tax or transfer fee on all home sales in 2013. NAHB states the 3.8 percent tax is not in any way a sales tax paid against the sales price of the home for either the home seller or home buyer. Nor is it an additional business income tax for home builders selling a new home out of inventory. Minnesota implements new construction contractor registration

The Minnesota Department of Labor and Industry has implemented a new construction contractor registration pilot project required under Minn. Stat. § 181.723 as amended (Minn. Laws, chapter 295). Construction contractors that are not performing work in a type of construction already licensed by DLI are required to register with DLI. There is no cost to register. Contractors must be registered by Sept. 15, 2012 by going to www.dli.mn.gov/CCLD/register.asp. More information about the program and who must register is also available at that page. DLI will soon mail a postcard to more than 15,000 Minnesota construction employers about the new registration program. Rest of 2012 to see continued housing gains, active political scene

In a free webinar event attended by upwards of 400 members and media on July 12, National Association of Home Builders CEO Jerry Howard, Chief Economist David Crowe and Chief Lobbyist Jim Tobin provided NAHB's take on what the remainder of this year will hold in terms of the housing and economic recovery, the elections, and the evolving political climate. “For the first time in the current recovery, there has been better news on the housing front than on the overall economic front,” which is good news because that is traditionally the way a true recovery should proceed, said Dr. Crowe. Despite somewhat meager GDP and employment growth, Dr. Crowe predicts continued, moderate improvement in housing starts and sales through the remainder of this year. The multifamily sector has been leading the way due to improving demand on the rental side, while remodeling has already returned to what would have been considered a “normal” level of activity in previous economic cycles, he said. Single-family sales and starts are each expected to post gains of more than 20 percent in 2012 from last year’s dismal readings, but continue to be constrained by persistent issues with credit availability and new-home appraisals. On the political scene, NAHB is gearing up not just for a busy election season in which they are holding Homeownership Rallies and continually reaching out to the candidates on key housing issues, but also for what is expected to be “one of the most jam-packed post-election seasons in some time,” said Chief Lobbyist Jim Tobin. The lame-duck Congress is going to be facing that “fiscal cliff” we’ve all been hearing about, and there will be no getting around dealing with three critical issues that must be addressed. First, lawmakers must decide what to do about expiring 2001/2003 tax cuts; next, they must figure out how to address the mandatory cuts resulting from the latest budget deal; and finally, they’ll have to address the need to raise the national debt ceiling once again – a process that last time brought the country to the brink of default. Other critical issues on the radar include soon-to-be-released regulations on qualified mortgages and qualified residential mortgages, which will likely have an enormous impact on housing finance. Tobin also talked about NAHB’s ongoing efforts to resolve problems with the appraisal process that have been a key factor in cancelled home sales, as well as the association’s focus on measures to increase employment as a means of expanding the housing and economic recovery. The use of state-provided forms or language, where applicable, is recommended. Fargo stormwater update This construction season has been exceptionally hot and dry and it gets hard to remember to keep our erosion and sediment control best management practices maintained. We all need to keep in mind that it could rain any day and potentially cause sediment to run off onto the Josh Pederson, City of Fargo Engineering curb and gutter or get tracked out Department, with a vehicle. Stormwater Technician II Through recent inspections, I have observed conditions are generally acceptable, but things could change quickly with some rain. Another thing to keep in mind is that the EPA and State Health Department have been frequenting North Dakota and Fargo. Don’t get caught unprepared by an EPA surprise inspection and not have your records or site up to date. It could lead to fines. The Stormwater Department appreciate everybody’s cooperation in keeping the streets and storm drains clean, which of course keeps the river clean. NDAB board meeting update con’t from pg 11

state directors and local executive officers. With the Association’s recent trip to Washington, D.C., it was an opportune time for an update on the issues we brought up to the Senators and Congressmen. We had some very promising news as the National Flood Insurance program was extended and a bill to restore the opt-out provisions of the RRP lead paint rule was introduced into the House. Both of these issues have been heavily communicated to our representation in Washington and are critical issues for the building industry in North Dakota. A lot of the updates at our state meetings are centered around its advocacy efforts. A key part of our success, both in-state and on a federal level is our political action committee. I cannot stress how important having the right people in office is. In our state, we have been incredibly successful due in-part to NDAB-PAC. I am a contributor to NDAB-PAC and so are many members from the around the state. Everyone should be giving something to NDAB-PAC, they have donation levels as low as $20.12, $100, $365 and up to Gold Key at $1,000 or Capitol Club at $5,000. Please consider helping yourself and your industry, don’t just rely on others to do the work for you. Whether it’s taking time out of her day to attend a meeting, or helping the staff with some feedback, Nancy Michelsen, Vivid Interiors, has been an exemplary member of the HBA of F-M, and continually helps better the services it offers. This month, the HBA staff would like to recognize Michelsen for her dedication, enthusiasm and willingness to help out whenever needed. “Nancy has been an amazing Parade of Homes Committee member these past couple of Nancy Michelsen, Vivid Interiors, receives the months,” says Alison Streyle, August Member of the Month award from Alison HBA events coordinator. “She Streyle, HBA events coordinator. has been willing to help on multiple topics and changes we’ve been going through. HBA’s second-quarter building permit report shows strongest numbers since 2007 The HBA of F-M released its 2012 second-quarter building permit report for Dilworth, Fargo, Moorhead and West Fargo during a press conference July 24. The construction industry in the Fargo-Moorhead area is off to its strongest start since 2007. Total construction value for the second quarter is over $263 million, which is up almost $100 million from the previous year. Housing start totals are up 90 percent from the number during the same time in 2011. At its Spring Board of Directors meeting in Washington, D.C., the National Association of Home Builders acknowledged the F-M area as having a 48.6 percent or greater increase in building permits; it was also one of the few areas in the country that experienced an increase in housing value. See the attached slides for details. “After three years of flooding and a shaky national economy, it is refreshing to see the home building industry thriving again and crews busy on jobsites,” said HBA of F-M President Terry Becker, Terry Becker Construction, LLC. Moorhead, Fargo and West Fargo each saw a large increase in housing starts compared to last year: West Fargo made the biggest jump, from 69 to 178; Fargo, from 104 to 172; and Moorhead, from 27 to 44 starts in 2012. Along with new housing, both total permit numbers and construction values increased for residential remodeling, new commercial and commercial remodeling.

Meet your Public Issues Committee Chair by Krista Mund, Communications Manager

You won’t find many other members with more HBA of F-M leadership experience than Bob Kochmann, Kochmann Brothers Bob Kochmann Homes, Inc. He has served on the Kochmann Brothers Association’s board of directors, the Homes, Inc. HBC board of trustees, as president of the HBA in 1995 and as North Dakota Association of Builders president in 1996. He was named Builder of the Year locally and at the state level in 1999 and has served as a National Association of Home Builders’ National Director. With his many years in major leadership positions, Kochmann felt it was time to step back a few years ago. However, participation with the Public Issues Committee allows him to stay connected to the issues. Kochmann has been involved with the Public Issues Committee for several years, and stepped up to act as chairman this year. “I’ve always had some interest in politics and policy especially when it involves our industry,” he says. “Involvement in the Public Issues Committee allows me to be part of shaping our Association and industry. If we are not a voice for our industry and our livelihood, who is? Not only is it important, it is vital to our Association. It is why the HBA exists.” Kochmann has also served on the Education Committee, contributes to NDAB-PAC and is a regular source of information for the HBA when governmental issues arise. This fall he will be involved with the HBA’s Codes Committee as the city of Fargo begins the adoption process of the 2012 International Codes. Kochmann values the growth opportunities the HBA has offered him throughout his involvement. He points out the NAHB Spokesperson Training as being “scary, but one of the best things I’ve ever done.” He also values the networking and promotional opportunities to grow his business.

For 35 years, Doug Richards has been doing water and sewer jobs for the Fargo area, and three years ago, started his own company, Agassiz Underground. “I like to do what I do,” he says. “I’ve done this for a lot of years and I still enjoy it.” Agassiz Underground was founded in Fargo in February 2009 through a partnership Aggassiz Underground crew members work on a new project at the Urban Plains between Richards development off 32nd Ave. S. and David Asplin, Asplin Excavating, Sand & Gravel, Inc. Through this partnership, Richards is able to handle changes in rules and regulations that the industry faces. He also makes sure to stay educated by attending classes on the issues. A month after it was founded, Agassiz Underground joined the HBA of F-M and has been specializing as a siteutilities contractor, primarily storm sewer and underground water, ever since. Richards’ experience and passion for his work sets Agassiz Underground apart from other companies. It focuses on quality workmanship the moment a job begins. “We try to make sure the job is done right the first time,” says Richards. He also acknowledges that his experienced employees on-site make sure the job is done at a superior level. Kristi Foell, Braaten Cabinets Inc., is new to the Remodelers Council since recently relocating to Fargo from Minot, N.D. She is looking forward to the networking with other members and for the chance to volunteer on different projects in the community that the Council assists with. “I want to be a part of a group that is made up of a variety of different professions within the building industry,” she says. Foell graduated from North Dakota State University with a bachelor’s degree in interior design in 2002 and has over 10 years of design experience. She currently works for Braaten Cabinets Inc. as a kitchen and bath designer. “We provide professional design services along with high-quality custom cabinets,” she says. Braaten Cabinets Inc. has been a member of the Council since it was formed in 1990. The Council assists in the planning and coordination of the Fall Home Show, and for the first year, the annual Remodeled Home Tour, which will be feature remodeling projects during the last weekend of the Fall Parade of Homes, Sept. 15-16. The Remodelers Council also coordinates the construction of two to three handicap accessibility ramps per year. Through the Council, members can improve their business management skills, network with colleagues, perform community service and work towards the betterment of the industry. The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

Members of the HBA of F-M have stepped up and donated materials and labor that allowed us to build this home with only the $42,507 in cash that was raised. In addition to the house, the HBA of F-M and HBC are building a garage for April Nelson and her family. While garages are not normally included on Habitat builds, we felt a garage was a nice way for us to provide a comfortable home year-round. Please take a look at the list of donors on pages 30-31 and thank these members. They really illustrate how much home builders care.

HBC scholarships available

August is the beginning of HBC’s scholarship season. Applications will be available in late August for high school and post-secondary scholarships. High school seniors who are interested in attending Minnesota State College of Science-Moorhead or North Dakota State College of Science-Wahpeton and will study a construction trade are eligible to apply. Post-secondary scholarships are available to members of the NAHB student chapters at M-State-Moorhead, NDSCS-Wapheton, MSUM and NDSU. Scholarships for students interested in the construction industry are one of the ways the HBC Foundation supports the education and skill-training of our future workforce. By supporting the students in their education, we build relationships that will continue once the students are working in our industry. HBC Build for Habitat to qualify for National Green Building Standard House will be first of its kind in the F-M metro area by Krista Mund, Communications Manager Editor’s Note: The Home Builders Care Build for Habitat will generate the first home in the Fargo-Moorhead metro area to qualify for the National Green Building Standard. This is the first in a series of three articles exploring the standard, the process for qualifying, and selling points of getting homes certified. What is a “green” home? This question drove the National Association of Home Builders and the International Code Council to partner in 2007 and establish a much-needed and nationally recognizable standard definition of green building. The resulting ICC 700 National Green Building Standard is the first and only residential green building rating system to undergo the full consensus process and receive approval from the American National Standards Institute (ANSI). The standard defines green building for single- and multifamily homes, residential remodeling projects, and site development projects while still allowing for the flexibility required for regionally-appropriate best green practices. HBA Executive Vice President Bryce Johnson says, “The Home Builders Care Build for Habitat provided a

perfect opportunity for the HBA of F-M to demonstrate to our members just how easy it is to qualify for this standard. The ‘green’ movement has taken a little longer to catch on here, as most trends do, but we hear that more and more homeowners want a ‘green’ grade before purchasing a home.” Certification to the standard is provided by the NAHB Research Center. Copies of the Standard, a companion commentary, and other publications related to the Standard can be purchased online. A free Green Scoring Tool compatible with the standard is available at http://www. nahbgreen.org/ScoringTool.aspx. For residential buildings, four threshold levels - Bronze, Silver, Gold, and Emerald - allow builders to quantify and qualify green building at all levels. At the Emerald level, the highest rating for a residential green building, a building must incorporate energy savings of 60 percent or more. To qualify for Bronze, a home must be at least 15 percent better than the 2006 IECC. Before beginning the build, the HBA gathered Lake Agassiz Habitat for Humanity Executive Director Rob Rich; Certified National Green Building Standard Verifier Scott Fluge, Authentic Green Solutions, LLC; and Nate Lotvedt of Heritage Homes. The three, accompanied by HBA staff, went through the scoring spreadsheet and plans for the home to determine what areas of the home and building process could be counted for “points” toward achieving the Bronze designation. It was determined that the Bronze level could be attained without increasing the

Progress on the Home Builders Care Build for Habitat has been moving along with electrical, HVAC and plumbing work being done and insulation installed. Volunteers also hung the drywall in the home. This month, the work will be the finishing touches. The HBA is building a garage for the Nelson family and as of press time, work started on July 23. Thanks to everyone who came out to help us build the garage. We have raised $42,507 in cash to support this build. You can see a list of companies who have donated to the right and on the next page. A recap of the entire build will be in the October issue of the Plains Builder.

NAHB green designation

The Home Builders Care Build for Habitat will be the first-ever home in the Fargo area built to the National Green Building Standard. We will be designating the home at the Bronze level and will be providing educational opportunities throughout the process for members to experience the designation process. To comply with the standard, a builder or remodeler must incorporate a minimum number of features in the following areas: • lot and site development; • energy, water, and resource efficiency; • indoor environmental quality; and • home owner education. “Habitat homes are generally quite modest, so the goal of certifying this home for the National Green Building Standard was an effort to show that any builder, constructing homes at any price level, can tap into this program and use it to market energy efficiencies to buyers,” Johnson says. “It puts a measurable number to use with homeowners, not just that vague ‘green’ term.” Many of the mandatory measures found in The ICC 700 National Green Building Standard are consistent with the International Code Council’s I-Codes. Additionally, the baseline for energy savings has been updated to IECC 2006. As an ANSI-approved standard, the ICC 700 National Green Building Standard is subject to regular reviews and periods of public comment. Proposals for revising the Standard, which will be used as initial input in the next revision cycle, can be submitted by using the online form for submitting proposals.

Writing a great job ad – not just a job description by Rikka Brandon, Building Gurus Editor’s note: This article is the second in a series of five featuring Rikka Brandon, Building Gurus, offering tips on recruiting and hiring the right employees. As the local Rikka Brandon building industry rebounds, these articles Building Gurus cover job design, effective job ads, resume review, interview questions and finding the right person for the right opportunity at the right time.

Writing a great job ad is very similar to writing good marketing copy. It needs to be written so people outside of your target will opt out, but is still compelling to the type of person you want to hire. The biggest mistake hiring managers and human resources make is that they think a job description is a job ad. The goal of the job description is to give a solid overview of the position while legally protecting the company. Job descriptions definitely serve their purpose in the hiring process, but they are usually highly ineffective as job ads, mostly because they’re boring! A great job ad includes the following: A ‘tell and sell’ about the company • Tell them about you – This is a brief company bio. Example: “XYZ Company is a leading vinyl window company that has been in business for over 50 years. We sell replacement windows to builders and contractors.” • Sell them – “We are privately held, offer a familytype environment, and foster a culture of success. We have won numerous awards for our products.” Or awards for your work environment – those awards are great if you have them! A ‘tell and sell’ about the opportunity • Tell them what you are looking for – This is the “we are seeking” statement. Example: “An experienced leader who has experience leading inside sales teams dealing with builders and contractors.”

• Tell them about the type of work experience a potential hire should have – This is where you state the goals you have for your business and how their work experience would help you reach those goals. SOAPBOX MOMENT: Use bullet points! Bullet points are quick, concise, and effective. They also increase the likelihood that the applicants will actually read the job description – which makes it much more likely that only qualified people will apply for the job. • Sell them on the opportunity – Layout why they want this opportunity. Again, we prefer bullet points. List the perks of working for your company: four weeks of vacation, a great healthcare package, freedom to work from home. A call-to-action A call-to-action is when you tell your reader or applicant what you want them to do. In this case, we want them to send us their resume! Make sure it’s easy for people to attach a resume. SOAPBOX MOMENT: Make it easy for people to apply. When you make them re-enter all the info on their resume, you lose a large percentage of people. Actually go through your own application process and see how long it takes to apply. You will need a very compelling job if it takes more than three minutes to apply. You’re more likely to lose the semi-passive candidate than the active “desperate” candidate if your process is too arduous. So, if you’re telling yourself that you’re just weeding out the weak ones, you’re deluding yourself - and missing out on some great candidates! Builder confidence rises six points in July Builder confidence in the market for newly built, single-family homes rose six points to 35 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI) for July. This is the largest one-month gain recorded by the index in nearly a decade, and brings the HMI to its highest point since March of 2007. “Builder confidence increased by solid margins in every region of the country in July as views of current sales conditions, prospects for future sales and traffic of prospective buyers all improved,” said Barry Rutenberg, chairman of the National Association of Home Builders (NAHB) and a home builder from Gainesville, Fla. “This is greater evidence that the housing market has turned the corner as more buyers perceive the benefits of purchasing a newly built home while interest rates and prices are so favorable.” “Combined with the upward movement we’ve seen in other key housing indicators over the past six months, this report adds to the growing acknowledgement that housing – though still in a fragile stage of recovery – is returning to its more traditional role of leading the economy out of recession,” noted NAHB Chief Economist David Crowe. “This is particularly encouraging at a time when other parts of the economy have begun to show softness, and is all the more reason that the challenges constraining housing’s recovery – namely overly tight lending conditions, poor appraisals and the flow of distressed properties onto the market – need to be resolved.” Derived from a monthly survey that NAHB has been conducting for the past 25 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores from each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor.

Every HMI component recorded gains in July. The components gauging current sales conditions and traffic of prospective buyers each rose six points, to 37 and 29, respectively, while the component gauging sales expectations for the next six months rose 11 points to 44. Likewise, every region posted HMI gains in July. The Northeast registered an eight-point gain to 36, while the Midwest gained three points to 34, the South gained five points to 32 and the West gained 12 points to 44. Education Committee provides opportunities for members The HBA of F-M, along with the state and national associations, works hard to provide timely opportunities to give members information as fast as possible. We urge you to look at what we, as an Association, offer and explore how you can better your professionalism by keeping on top of the requirements as well as taking advantage of the opportunities we provide. Lunch & Learn – On the local level, our Lunch & Learn program has been a fixture at the HBA for about five years. Classes are offered over the lunch hour each month covering everything from business plans and time management to increasing sales and managing people. N.D. Professional Builder, NDAB offerings – On the state level, you can earn your North Dakota Professional Builder designation by completing seven hours of continuing education each year and paying a fee. Most of HBA’s local programs qualify. An NDPB designation is a great way to market your company and professionalism to fellow members and consumers. National designations – On the national level, there are many designations that members can earn through the National Association of Home Builders. Visit www.nahb. org/designations for a full list of designations. Minnesota contractor continuing education – Your HBA is planning its menu of classes for Minnesota contractor continuing education classes at the beginning of 2013. Electrical contractor continuing education – The HBA will, once again, hold a continuing education class for electrical contractors in January. Look for more details soon! Lead paint regulations – As of April 22, 2010, the Environmental Protection Agency requires all renovations disturbing painted surfaces in pre-1978 homes must be done by a certified lead renovator. This includes, but is not limited to, modification, repair, sanding, scraping, removal of building component, window replacement, weatherization, etc. Certified renovators must go through eight hours of training by an EPA certified instructor. On top of that, the company must also submit a firm application to the EPA along with a $300 fee. Your HBA has scheduled a class Nov. 14. Look for more information coming soon. Get to know a new member: Tri-State Construction of Fargo, Inc. by Kirsten Rosenow, Communication & Office Coordinator

He may be new to the HBA of F-M, but Kevin Binger has been involved in the industry for as long as he can remember. “I’ve been helping my dad since I was strong enough to pick up a hammer!” says Binger, president of Tri-State Construction of Fargo, Inc. Binger’s early influences led him to Mitchell Technical Institute, in Mitchell, S.D., where he earned a degree in building trades. Today, Binger and Tri-State Construction, Inc., help homeowners choose quality products for their homes that can help control their home’s climate and their energy usage. “We specialize in window and door replacements,” he says. “We primarily utilize Pella products, as we are a Pella certified contractor.” Binger joined the HBA in June. He is a certified lead renovator and participated in this year’s Golf Outing. He is looking forward to getting involved where he can and meeting more people in the industry. “I want to help support what the HBA does for me as a contractor and what they do for the consumer in the construction world,” he says. Binger says that for the most part, things have been going well with his company and he is happy to share that he is four months into being a first-time dad! Builder & Associate of the Year

Each fall, two HBA members receive the HBA's highest honor: the Builder and Associate of the Year awards. The award is based on work expended in the interest of this person’s fellow members, Association and community within the past year (Aug. 1, 2011 - July 31, 2012). These members are judged on:

1. Member Involvement and Industry Promotion (0-30 points) HBA of F-M involvement and what it has meant to the nominee personally and professionally over the years. The ways he/she furthers good business practices and promotes the home building industry to the general public. 2. Civic Activity (0-15 points) Local, state and national level participation in civic and service clubs, charitable activities, political commissions, fraternal or religious groups, etc. 3. Professional Accomplishments (0-20 points) For business owners, the development of his or her business from beginning to present. For employees of member companies, his/her role in the business and how he/she has developed it from the time started to the present. Also actions taken to improve upon professionalism and or role in the trades industry. 4. Local Association Activity (0-30 points) Association offices and committee work, special assignments, membership recruitment, etc. 5. State and National Association Activities (0-5 points) Offices held and committee work, attendance and participation at state conventions, directors meetings, etc. Recipients of the Builder & Associate of the Year Award will be chosen by a committee consisting of past winners, board members and HBA staff. The award will be presented at the Oct. 11 General Membership Meeting/Annual Meeting. Local winners go on to represent the HBA of F-M for consideration in the North Dakota Association of Builders’ Builder and Associate of the Year awards selection in November.
