CHALLENGE

GuessWho! Each month we will run a childhood photo of an HBA board member, HBC trustee, Health Plan trustee, committee chairperson or staff member. It’s your task to figure out who it is and call the office at (701) 232-5846. The first correct caller will receive $10 off any HBA event or product. The answer and winner will be revealed in the next Plains Builder.

Hints:

• She was a Fargo North High cheerleader. • She has traveled to Chicago, Cleveland and Milwaukee for Twins games and was at Target Field seven times during its first year. • She ran her first 5k and 10k this year. • Don’t be confused! She shares her first name with a co-worker! Note: Co-workers and relatives of the featured member/staff person are not eligible to win. Readers are eligible to win once per calendar year.

Moorhead provides expanded office hours for development services (building codes, engineering, and community development/ neighborhood services). Hours are 7 a.m. - 5:30 p.m. Monday through Thursday; 7 a.m. - 4:30 p.m. Friday. This is more than a 20 percent increase in service hours each week. The additional hours of operation recognize that contractors and do-ityourself home owners take advantage of the daylight and warm weather to maximize the construction season. Employees will stagger work schedules so that no overtime or additional staff is needed to accommodate this change.

HBA of F-M President’s Message Board continues work on finalizing five-year strategic plan Darrick Guthmiller Kochmann Brothers Homes, Inc.

HBA needs over 50 new members to meet yearly recruitment goal

Last month, the HBA of F-M board of directors met to continue discussions on a strategic plan that we began formulating in March. This is a five-year plan which is a new approach for us. There is a lot of analysis, research, forward-thinking and “digging deep” to flesh out what our members truly want from the HBA. We want to formulate a plan that offers benefits to satisfy those needs and engage the up-and-coming workforce and leaders of our member companies. The board discussed the HBA’s focus and mission, a five-year vision, challenges and solutions, and marketing strategy. We will use 90-day targets at every board and staff meeting to maintain focus on the Association’s key objectives. As of now, it is still a work in progress as we find the answers to some big-picture questions. A few of the priority objectives as we move forward are: one-on-one visits with members to increase engagement; movement toward a website redesign; and working toward satisfying our goal of 80 new members by year-end. On that note, I encourage you to think about businesses and people you work with each day who may be interested in membership; sometimes all it takes is a phone call or a personal visit. It is surprising how many will gladly join – they just need to be asked. If you need some pointers on recruiting, or wonder whether a company will qualify for membership within the HBA, feel free to contact Allison Weckman at (701) 232-5846 or allisonw@hbafm.com.

Public Issues Committee reviews F-M Diversion plan presentation

At its June meeting, the HBA of F-M’s Public Issues Committee heard an update by the F-M Area Diversion’s program management consultant group. AE2S Public Affairs Strategist Rocky Schneider gave the committee members a background of how the current plan came into place, the need that formed the impetus behind the plan, and a funding and implementation update. He was followed by Gregg Thielman and Lee Beauvais, engineers from the Houston Moore Group, who gave a video presentation on how the current Diversion plan

2013 Plains Builder

would work in the event of a highwater situation. The three of them answered the committee’s numerous technical questions about specific factors: placement of the staging area, area retention plans, placement in regard to the Sheyenne Diversion and more. Committee Member Toby Christensen, Camrud-Foss Concrete Constr. Inc., wanted to know specifics of inherent maintenance costs. Committee Chair Paul Lindemann, Lindemann Finish Carpentry, had concerns on the amount of farmland that would be affected by drain-tiling and retention. Overall, the committee was grateful for the opportunity to receive a factfilled presentation from technical experts who could answer many challenging questions. The entire event was informative and validating. The presenters even remarked at how insightful many of the members’ questions were. Special thanks to AE2S and Houston Moore Group for sharing their knowledge with HBA of F-M’s Public Issues Committee.

Public Issues Report of Area Affairs Second-quarter home building permits exceed last year, highest since 2007 by Mike Obach, Public Affairs Coordinator and Krista Mund, Communications Manager

The HBA of F-M’s 2013 second-quarter building permit report for the F-M metro area shows the results of an extremely busy construction industry after a long winter and cold, wet spring. Housing starts, through second quarter, are at their highest point since 2007. For the most part, total permit numbers and valuations exceed 2012’s level through June. Total construction value is over $293 million, which is up over $30 million. Housing start totals are up 22 percent from 2012, which was a banner year itself, making the overall forecast for 2013 even more optimistic. HBA President Darrick Guthmiller, Kochmann Brothers Homes, Inc., says, “It’s no surprise to see these numbers exceeding last year’s. Our first quarter report was lower than 2012, but anyone doing business in the industry here could relate that to weather, and many of us had projects just waiting to start as soon as we could get into the ground. Existing homes are moving very quickly, and it’s created an additional demand for new housing.” Dilworth, Fargo and West Fargo each saw an increase

HBA continues fighting increased flood insurance rates, Cramer takes action after visit by Mike Obach, Public Affairs Coordinator

The HBA of F-M continues efforts to fight the potentially negative outcomes of the Biggert-Waters Flood Insurance Reform Act of 2012. A major concern for Red River Valley communities is potential elimination of the FEMA-approved basement exception. Currently, there are 51 communities nationwide – along with two counties, one of which is Clay County in Minnesota – wherein those homes with “flood-proofed” basements are exempt from having to use the top of their basement foundation as the lowest point of elevation for the home. Many feel this is extremely important: with this stipulation, FEMA has recognized the safety of the home owner and the contents within, and is rewarding the home owner for common sense and quality building techniques. Fourteen North Dakota and seven Minnesota communities are on the excepted list; most of those are right here in either Cass or Clay counties. The loss of this exception would potentially have devastating effects on the local market, as homes that have been unburdened with flood insurance requirements could now be subject to premiums that are likely to increase exponentially. HBA members and staff recently visited Washington,

in housing starts compared to last year. Fargo’s number increased by 52, which is up by almost 30 percent. West Fargo increased by 32. Dilworth saw the number of starts go from four to 12. While Moorhead’s starts were relatively steady, at 41, the accumulated value of those residences’ permits was 24 percent higher than the same quarter of 2012; also, new commercial starts in Moorhead went from three to 16. Along with new housing, both total permit numbers and construction values increased for new commercial and commercial remodeling. “The industry still faces some major hurdles in upcoming flood insurance mandates and the long wait for permanent flood protection,” Guthmiller says. “But with our strong local economy, the housing needs are prevalent and that’s a good thing because we are putting people to work and creating jobs.” Each quarter, the HBA compiles the building permits from Dilworth, Fargo, Moorhead and West Fargo into a uniform report for the industry’s and media’s use. It includes summaries for each city, types of construction, valuations and comparisons to the past four years, as well as comparisons to five-year and 20-year averages. The detailed second quarter permit report is included as an insert in this month’s Plains Builder. If you did not receive a copy, or need more information, contact Mike Obach at (701) 232-5846 or mike@hbafm.com. D.C., and discussed these concerns with federal representatives and their staff. After the visit, U.S. Rep. Kevin Cramer (R - N.D.) took action on our behalf. On June 6, he announced passage of The Fiscal Year 2014 Appropriations Bill for Homeland Security with an amendment to the bill which prevents a significant increase in flood insurance premiums for 1,911 homes in North Dakota, and more than one million homes nationally. Under current law, premium rates would immediately jump at least 20 percent for certain home owners in October. The amendment prohibits any funds in the appropriations bill from being used to implement the increase, delaying it until a better understanding of its impact on home owners can be reached. “Significant flooding in the past few years has had a devastating impact on many North Dakotans, and the last thing they need is a sudden change in flood insurance premiums,” Cramer said. The bill still must pass through the U.S. Senate, but HBA of F-M leaders have assurances from North Dakota Sens. Hoeven and Heitkamp, along with Minnesota Sens. Klobuchar and Franken, that they will do everything in their power to ensure that the overhaul of the National Flood Insurance Program won’t adversely affect those homes currently under exception. Stay tuned to the HBA’s communications for more updates. If you want more information on this issue, or have questions, contact Mike Obach at (701) 232-5846 or mike@hbafm.com.

News from the North Dakota Association of Builders President’s New legislation is Message now in effect

Best wishes to Doreen Riedman as she moves on to new opportunities working for AARP North Dakota. She served as the North Dakota Association of Builders’ executive officer for 16 years and will be missed! We extend Jason Eid our sincere thanks for all her efforts NDAB President, and commitment over the years. See Eid-Co Buildings, Inc. a note about office staffing in the next column, and contact your local association’s executive officer or me with any questions or concerns until we fill that position.

Now, on to the news:

NDAB has submitted amendments for consideration during the upcoming State Building Code Amendment process (see info below). Those amendments are as follows:

International Residential Code amendments: • Chapter 11—Energy Efficiency • N1101—Conditioned Spaces • N1104—Lighting Equipment • N1102—Building Thermal Envelope Table • N1103—Systems • N1103—Systems Ventilation • N1102—Thermal Envelope

International Energy Conservation Code amendments:

• R101—Conditioned Spaces • R404—Lighting Equipment • R402—Building Thermal Envelope Table • R403—Mechanical Ventilation • N402—Blower Door • N1103—Mechanical Ventilation • R403—Pipe Insulation • ECC Delete—Delete entire 2012 IECC We encourage members to take part in this process and ask you to express your thoughts on the 2012 International Codes that are set to go into effect Jan. 1, 2014.

State Building Code Amendment Process

The State Building Code Advisory Committee (SBCAC) is in the process of amending the new State Building Code which will take effect Jan. 1, 2014. More information can be found at: www.ndbuildingcodes.com.

Upcoming dates:

• July 23-24, public hearing of the SBCAC to receive comments and develop recommendations on the proposed amendments. • Sept. 4-5, meeting of the eligible voting jurisdictions and voting individuals to vote on the proposed amendments. • Jan. 1, 2014, effective date of the updated State Building Code.

Many of the bills passed during the past legislative session went into effect Aug. 1. Among those bills are these which affect our membership: • Property Sales Price Disclosures — Section 11-18-02.2 of the North Doreen Riedman Dakota Century Code has been NDAB Executive amended to remove the section that Officer provided for the secrecy of sales price disclosures on property transfers. This is a major change that will allow sales prices to now be public information. • Bank of North Dakota Residential Mortgage Loan Program — The changes expand the program of the Bank of North Dakota and remove the $200,000 per loan limit. • State Building Code Accessibility Standards — This bill requires all new buildings over 7,500 square feet to include door openers if they fall in the assembly, business, educational, instructional, or mercantile classifications. If the building is a strip mall, only those spaces in excess of 7,500 square feet must have the door openers. • Publication of Advertisements of Bids for Public Improvement Contracts — The first publication of the advertisement must be at least 21 days before the date of the opening of bids in the official newspaper of the political subdivision. The changes here allow for electronic plan service, builders exchange, or other industry-recognized method to be used in addition to the official newspaper.

NDAB office minimally staffed

The North Dakota Association of Builders office will be minimally staffed during the interim until a new executive officer is named by the board of directors. Longtime Executive Officer Doreen Riedman resigned effective July 19, and has begun her new position as associate state director-community outreach for AARP North Dakota. Also resigning in mid-July was Stacey Lang, the NDAB’s new communications director. Lang has returned to The Bismarck Tribune. During the interim, the NDAB office will be minimally staffed. If you should need assistance, please contact your local association’s executive officer or NDAB President Jason Eid at (701) 237-0510, ext. 160, or jasoneid@eid-co. com. The email account that will be monitored for the association is info@ndbuild.com.

Builder confidence up six points in July

Builder confidence in the market for newly built, single-family homes rose six points to 57 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI) for July. This is the index’s third consecutive monthly gain and its strongest reading since January of 2006.

Together we are the voice of the statewide industry, work as a collective to protect your business and bottom line, and work for a better industry, a better economy, and a better state! News from the National Association of Home Builders lots and certain building materials,” added NAHB 255 metros listed as improving labor, Chief Economist David Crowe. “Based on recent trends in housing markets in July home prices, housing permits and employment, the outlook A total of 255 metropolitan areas across 49 states and the District of Columbia qualified to be listed on the National Association of Home Builders/First American Improving Markets Index (IMI) for July, released July 8. This is down slightly from the 263 metros that made the list in June, but is more than triple the number of metros that were on it in July of 2012. The IMI identifies metropolitan areas that have shown improvement from their respective troughs in housing permits, employment and house prices for at least six consecutive months. Six new markets were added to the list and 14 were dropped from it in July. Newcomers include the geographically diverse metros of Cumberland, Md.; Saginaw, Mich.; Farmington and Las Cruces, N.M.; Kingston, N.Y.; and Olympia, Wash. “This is the sixth straight month in which at least 70 percent of all U.S. metros have qualified for the Improving Markets Index,” observed NAHB Chairman Rick Judson. “The relative stability of the IMI is representative of the broad recovery underway, which is much more extensive than what we were looking at one year ago.” “Despite slight ups and downs in recent IMI levels, an overwhelming majority of U.S. metros - including those located in almost every state - remain solidly on the path to recovery even as the pace of their improvement is slowed by ongoing challenges related to the availability of credit,

for a continued housing expansion remains very positive for the remainder of 2013.” “The fact that more than two-thirds of all U.S. housing markets continue to be represented on the improving list should be a boon to consumer confidence at a time when many are looking to take advantage of today’s very favorable mortgage rates,” observed Kurt Pfotenhauer, vice chairman of First American Title Insurance Company. The IMI is designed to track housing markets throughout the country that are showing signs of improving economic health. The index measures three sets of independent monthly data to get a mark on the top Metropolitan Statistical Areas. The three indicators that are analyzed are employment growth from the Bureau of Labor Statistics, house price appreciation from Freddie Mac and singlefamily housing permit growth from the U.S. Census Bureau. NAHB uses the latest available data from these sources to generate a list of improving markets. A metro area must see improvement in all three measures for at least six consecutive months following those measures’ respective troughs before being included on the improving markets list. A complete list of all 255 metros currently on the IMI, and separate breakouts of metros newly added to or dropped from the list in July, can be found at www.nahb.org/imi.

Construction storm water general permit reissued by MPCA

From the Builders Association of Minnesota: On June 25, the Minnesota Pollution Control Stella Stormwater Agency acted to reissue the state’s EPA Storm Water construction storm water general Enthusiast permit. Two notable provisions of the new permit are: 1. The requirement that one inch of runoff will be managed onsite via infiltration, harvesting or reuse, and 2. That site inspections must be conducted within 24 hours after a half inch rainfall. This item is notable because the original MPCA proposal required inspections after one quarter inch rainfall. Home builders and others objected to the one quarter inch proposal and the MPCA agreed with the industry’s need to remain at the half inch threshold of 2008. The permit, effective Aug. 1, makes changes to the manner in which surface water is managed during and after construction. Projects currently under permit will have 18 months after the new permit effective date (January 2015) to adjust their temporary Best Management Practices (BMPs) to ensure they are in compliance with the new Storm water con’t on page 31

HBA of F-M Associate Member Feature Henry Bros. Excavating, Inc. Unparalleled quality service, competitive prices, and overall value by Mariah Wenaas, Communications & Office Coordinator

Henry Bros. Excavating, Inc. was founded in 1955 in Moorhead. The company is currently owned by Michael Henry, president, but was originally started by his father, Ned, and his uncle, Lamont. Both Ned and Lamont had previously worked for Kost Brothers and for Emery Excavating. In 1955 they decided to take on a business of their own.that would focus on residential basements and site development. Lamont stayed with the company until 1969, and Ned stayed longer to continue paving the way for the foundation of the company. Henry began working for Henry Bros. Excavating, Inc. in 1968 during summer months, and went to full-time status after graduating from Moorhead High School in 1972. “I started out just like everyone else does in this business – running equipment and driving trucks. When my father stepped away in 1980, I moved up and into my current role within the company,” says Henry. When asked what sets Henry Bros. Excavating, Inc. apart from the others, Henry says, “Our Company started out with family and that hasn’t changed. We have a loyal group of employees, including my brother, Mark, my brother-in-law, Dave, Wess (who has been with us since

1998) and many other “family” members. This loyalty allows us to focus on the projects we take on whether that be digging basements, demolishing houses or doing commercial site development.” Henry Bros. Excavating, Inc., now specializes in a wide variety of things. “We do it all – basement excavations, demolition Michael Henry, President of buildings or houses, Henry Bros. Excavating, Inc. renovations, and larger commercial projects, such as Scheels, the Fargo Library, the VA Hospital and Sheyenne High School,” says Henry. One of the biggest challenges facing the industry today, according to Henry, is tough project bidding. He believes that will always be a challenge. Henry adds, “Uncertainty in the fuel markets can make it challenging to turn a profit.” Despite the challenges, Henry likes his job. “I really enjoy working with the general contractors. Over the years, I have had the pleasure of meeting and working with a great group of guys in the industry. It’s also exciting and very rewarding to drive by a project after it’s completed and Henry Bros. con’t on page 35

What is your company’s focus?

Chris Bourassa, Manager Midwest Concrete Pumping, LLC

“We are focused on providing the service of pumping and placing concrete with concrete pumps, conveyor belts and a laser screed for residential, commercial and industrial projects. We have locations in Fargo/Moorhead, Bismarck/Mandan and Minot.”

What is the latest trend in your industry?

“The latest trend in the construction industry is reducing labor needs by utilizing equipment to be more efficient and to prevent injuries by using less labor-intensive means to accomplish their goals. We provide labor savings by using concrete pumps and conveyor belts to place concrete, versus using manpower and wheelbarrows. ”

What do you think is the biggest challenge facing the industry today and how are you dealing with it?

“The biggest challenge facing the concrete pumping industry today is the rising cost of new equipment and parts to fix the current equipment. We operate a well maintainedfleet and it becomes difficult to budget for fixing break downs. We try to deal with the problem by looking for different sources for parts and buying used equipment and reconditioning it.”

Meet your Education Committee Chair by Mariah Wenaas, Communications & Office Coordinator

Larry Mayer, Solution Design Inc., has been a member of the HBA of F-M Larry Mayer for nearly three years and is on his Solution Design Inc. second year as a part of the Education Committee, of which he became the chair in January. Mayer became involved with the Education Committee because he has extensive commercial and industrial controls and energy engineering experience from Honeywell. “I saw a need to provide practical energy efficiency training to improve comfort and sustainability of our builders’ homes,” says Mayer. Mayer’s favorite part of participating on this committee is that he likes to push the envelope to higher quality, and he likes assisting contractors in understanding the science of how Mother Nature impacts a home’s envelope, or shell, and how it can improve comfort and resale value. Mayer believes that the Education Committee is important to the HBA because of the small amount of training being offered from the government. If the HBA wasn’t here to provide it, it probably wouldn’t be available to anyone in our industry locally. “Also, home buyers expect the builders to know more than they do, and they

August

expect builders to be able to build more sustainable structures that are energy efficient. I try to offer a systemwide approach to quality and energy efficiency versus a piece-by-piece approach, or prescriptive approach, advocated through code,” says Mayer. The Education Committee is currently planning to offer a second blower door test and home pressurization Lunch & Learn this fall. “We had good feedback from the first one, which filled up very quickly, so we will be scheduling another test for early fall,” says Mayer. See what else the Committee has planned for this fall on page 31.

Fun Facts about Mayer Favorite wervice provided by the HBA/NDAB/ NAHB: I like the spring Home & Garden Show a lot. What you never knew about me: I love water and snow skiing, and I’ve done, and won, competitive races for both. I also raised $4 million (in today’s dollars) for a four-season ski resort in western Minnesota in 1971. Favorite vacation spot: Big Sky, Montana. VIPs I’ve met: Downhill Olympic gold medal winner Pepi Stiegler of Jackson Hole, Bob Dylan and family while I tutored them in snow skiing, and I’ve done extreme deep powder skiing with four hot shots of Warren Miller sports photography. Favorite TV program: O’Reilly Factor Last book you read: “The Idea of America” by William Bonner

The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

Scholarships

Home Builders Care provides scholarships for local university, technical school and high school students each fall. Students have to be interested in, or already studying, construction trades. Applications will be available in late August on www.hbcfm.com. If you know of a student who is studying in a construction-related program or interested in going to Minnesota State College of Science, Minnesota State University, Moorhead, North Dakota State College of Science or North Dakota State University please let them know that we have scholarships available. Contact Jenny Erickson at (701) 232-5846 or jenny@ hbafm.com, if you have any questions or need an application.

Strategic Plan

Home Builders Care of Fargo-Moorhead Foundation has been working on a new strategic plan. The board of trustees has worked hard to determine the path of the Foundation for the next five years. One of the first things we did was rewrite our mission statement: Home Builders Care of Fargo-Moorhead Foundation provides a positive outlet for the housing industry to give back to the community, building a framework for the future. One of the main challenges of the Foundation is managing our funds in the most conscientious and generous way. The board is responsible for making sure that we can maintain our current giving levels while also trying to grow the endowment fund. In order to maintain both, the board is working hard to be good stewards of the money the HBA of F-M members have donated and provided us. This will be an ongoing process and we will be reporting our progress in the coming months. Thanks to everyone who has supported the Home Builders Care of FargoMoorhead Foundation for the past 20 years. We have been able to make a great impact in our community. Please help us continue our good work into the future.

Education Committee provides opportunities for members The HBA of F-M, along with the state and national associations, works hard to provide timely opportunities to give members information as fast as possible. We urge you to look at what we, as an Association, offer and explore how you can better your professionalism by keeping on top of the requirements as well as taking advantage of the opportunities we provide.

Lunch & Learn

On the local level, our Lunch & Learn program has been a fixture at the HBA for about six years. Classes are offered over the lunch hour each month covering everything from codes updates to blower door tests to construction liens and OSHA standards.

N.D. Professional Builder, NDAB offerings

On the state level, you can earn your North Dakota Professional Builder designation by completing seven hours of continuing education each year and paying a fee. Most of HBA’s local programs qualify. An NDPB designation is a great way to market your company and professionalism to fellow members and consumers. Learn more at www.ndbuild.com or call (800) 326-4746.

National designations

On the national level, there are many designations that members can earn through the National Association of Home Builders. Visit www.nahb.org/designations for a full list of designations. To see a list of professionals with home building designations in the F-M area, see page 17.

Lead paint regulations

As of April 22, 2010, the Environmental Protection Agency requires all renovations disturbing painted surfaces in pre-1978 homes must be done by a certified lead renovator. This includes, but is not limited to, modification, repair, sanding, scraping, removal of building component, window replacement, weatherization, etc. Certified renovators must go through eight hours of training by an EPA-certified instructor. On top of that, the company must also submit a firm application to the EPA along with a $300 fee. Your HBA will be scheduling refresher classes for 2014 as its members’ renewals come up, and is considering offering initial certification courses next year as well. If you are interested in joining the HBA’s Education Committee, contact Mariah Wenaas at (701) 232-5846 or mariah@hbafm.com. We are always looking for new members and fresh ideas. You are always welcome to “try out” the committee, too. Come for a meeting or two and then you can decide if you want to commit. The committee meets at 8 a.m. the first Tuesday of each month. Check out the calendar at www.hbafm.com for upcoming meetings dates.

Join a committee in 2013! Your HBA of F-M is here to support you. Not only do you make the Association what it is, but we rely on people like you to serve on committees to ensure the HBA is always moving in the right direction to best serve the membership. Because of this, the instructor will spend time on the “pre-lien notice.” He will cover the pitfalls, stigmas and protection of the lien law. He hopes to shed new light on the topic leading to a continued conversation within the community. The class’s goal is for attendees to leave with a basic understanding of the lien laws of North Dakota and Minnesota and an appreciation for the perspective of their subs and clients. • About the instructor: Adam Estenson lives in Hastings, Minn., with his wife, Carrie, and their daughter, Lilly. He is vice president of operations for Perfekt Construction Lien Management. Estenson is also a commissioner on the Hastings Planning Commission.

The following will be covered at length: the pre-lien notice, the notice of intent to file lien, and the lien itself. PAC Spotlight: Mike Arnold, Accent Contracting Gold Key $1,000 Mike Arnold, Accent Contracting, is a $1,000 Gold Key Contributor to the North Dakota Association of Builders Political Action Committee. Mike Arnold Accent Contracting

Why do I contribute to the HBA’s political action committee? “I contribute because it is an inexpensive investment in fighting legislation that hurts home owners and all that are in the industry.”

Why is NDAB-PAC important to my business?

2013 PAC Contributors $1,000 Mike Arnold, Accent Contracting Terry Becker, Terry Becker Construction, LLC Don Dabbert, Jr., Dabbert Custom Homes Jason Eid, Eid-Co Buildings, Inc. John Gunkelman, Dakota Construction of Fargo, Inc.

“NDAB-PAC is important to my business because I have witnessed many, many times, the power of the HBA, both nationally and locally, fighting the government regulation that hurts our industry.”

Darrick Guthmiller, Kochmann Brothers Homes, Inc.

What is the most important benefit from having a Political Action Committee?

Nancy Kelly, Heartland Labor

“Nationally, the most important benefit is keeping dialog open with our delegates in Washington. They know who we are and they listen. Locally, the most important benefit is the political forums that the HBA hosts, which are invaluable. It gives our industry a voice and a chance to understand the positions of the candidates.”

John Koerselman, Red River Drywall & Painting Services, Inc. Ken Krajsa, Bell State Bank & Trust Robert Leslie, Jr., Designer Homes of Fargo-Moorhead Paul Lindemann, Lindemann Finish Carpentry, Inc.

What is NDAB-PAC?

NDAB-PAC is the North Dakota Association of Builders’ Political Action Committee. It is a non-partisan political action committee that provides support for candidates who are friends of the building industry. People who show they care and are concerned about the building industry’s future make contributions to NDAB-PAC because they believe that cooperation equals strength.

What do PAC dollars do? With your sponsorship dollars, the Association can raise more PAC dollars. PAC funds are then split three ways to be used nationally, statewide and locally. Each dollar raised helps elect friendly candidates at all three levels of government. A portion of your contribution is passed along to BUILD-PAC, the National Association of Home Builders’ Political Action Committee, one of the most recognized and well-respected PACs in Washington, D.C. Another portion of your contribution is earmarked for contributions to candidates for local, county and other elections. Most importantly, local Association members decide who to support in local elections to help elect those candidates most friendly to the housing industry. Please consider becoming a PAC contributor. Builder con’t from page 12

“Today’s report is particularly encouraging in that it shows improvement in builder confidence across every region as well as solid gains in current sales conditions, traffic of prospective buyers and sales expectations for the next six months,” noted NAHB Chairman Rick Judson, a home builder from Charlotte, N.C. However, he cautioned that, “This positive momentum could be disrupted by threats on the policy side, particularly with regard to the mortgage interest deduction and federal support for the housing finance system.” “Builders are seeing more motivated buyers coming through their doors as the inventory of existing homes for sale continues to tighten,” noted NAHB Chief Economist David Crowe. “Meanwhile, as the infrastructure that supplies home building returns, some previously skyrocketing building material costs have begun to soften.” Derived from a monthly survey that NAHB has been conducting for 25 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months, and asks builders to rate traffic of prospective buyers. All four regions also posted gains in their HMI scores’ three-month moving averages. The Northeast showed a four-point gain to 40 while the Midwest reported an eight-point gain to 54, the South posted a five-point gain to 50 and the West measured a three-point gain to 51. Editor’s Note: The NAHB/Wells Fargo Housing Market Index is strictly the product of NAHB Economics, and is not seen or influenced by any outside party prior to being released to the public.
