HBA of F-M

President’s Report Home Builders Care Build, flooding, N.D. Measure 2 top 2012 HBA priorities

The HBA of F-M board of directors started off the New Year by setting priorities at the January meeting. Terry Becker Much of what your Association does Terry Becker Construction, LLC remains consistent from year to year: Membership and public affairs always top the list, but the specific items addressed change each year. Something new on our priority list this year is a wonderful charitable endeavor: the Home Builders Care Build for Lake Agassiz Habitat for Humanity. Please see page 16 for a joint message from HBC President Dave Anderson, Dave Anderson Construction and me. I would personally like to challenge each of you to help however you can; it is our first-ever build with Habitat, and we are focused on building excitement for the groundbreaking in June. Whether it is a monetary donation, allowing your employees to work on the project or donating materials, your participation is critical. We have an $80,000 fundraising goal. You can see our progress with the graphic shown on page 16. As a business owner, I have made a donation to the build and plan to donate labor and material as well. I encourage you to do the same for this great cause and the first-ever Home Builders Care Build!

Membership

Of course, membership remains a top concern for our HBA. While we hold one of the highest member retention rates in the country, we need to keep working hard to maintain it. The 2012 membership goal has been set for 50 new members and to maintain that high 91 percent retention rate.

Public Affairs

• Flooding continues to be the biggest issue facing this area, both the actual event of flooding in the spring, and the strain that the threat of flooding puts on consumer confidence. Your HBA will continue to support and work towards permanent flood protection for the metrowide area. • The Association has taken an active position to oppose Measure 2 which will be voted on in North Dakota June 12. We have already started organizing with other area and state groups to join in a group effort to get out the message and urge a “no” vote on the measure that would remove local budget control from cities and counties by eliminating property tax and shifting the financial burden to the state. • Your HBA will again take a proactive approach to the City Commission elections in June for seats in

6

Fargo and West Fargo. A series of Candidate Forums will be held prior to the election; stay tuned for more information on the candidates the HBA believes will make housing a priority. • Though 2012 is an off-year as far as the North Dakota state legislature, the HBA will work closely with the North Dakota Association of Builders to start researching and outlining legislative goals for 2013. • Through the Builders Association of Minnesota’s Builder Day on the Hill event, the HBA will also continue to support the legislative efforts of BAM by facilitating more staff and local member involvement and contact with local and state legislators, as well as federal offices (limited to the districts your HBA covers). • On a local level, the HBA will work closely with city officials in Dilworth, Fargo, Moorhead and West Fargo to promote an environment which encourages home building. And as elections bring in new faces and new ideas, the HBA will build relationships and study new ways to partner with the city on ways to better our community.

Public Relations

• The HBA will continue to be an active partner in developing the city of Fargo’s new comprehensive plan. The comprehensive plan will establish the vision for the future of Fargo; visit www.go2030.net for more.

PAC

• Fundraising for NDAB-PAC continues to be a critical piece of the Association’s advocacy efforts. In 2012, we hope to build on the efforts made over the last year using the Club 2012 donation level to retain those contributors from 2011 and increase the overall percentage of members contributing. • In addition to increasing the total number of contributors to PAC, the Association’s goal for 2012 in total dollars raised will, again, be to top the $20,000 amount.

HBC Charitable Arm

• Your HBA will continue to address getting more members involved in HBC to reach out to additional members and increase community awareness. • We will help build momentum on the fundraising initiative, Framework for the Future and build the number of participants that are Triple Players, while encouraging the Past Presidents Council to meet more often to pursue growth in the HBC Endowment Fund (fundraising for HBC). Please consider joining me in becoming a Triple Player! HBC is our industry’s charitable Foundation and it makes sense to give back!

These are our priorities and goals for 2012. Your HBA staff, committees and leadership also have many other tasks and initiatives from the strategic plan to continue building and growing this Association. Look for an update on those items coming soon!

Home & Garden Show Do’s and Don’ts:

See Your Ad Here!

Do’s:

• Watch for body language signals. Be attentive to what prospective customers are really saying by watching their actions. • Use open-ended questions to get a customer involved. • Create an atmosphere to get the consumer talking. The more you get them to open up, the easier it will be for them to tell you their needs and wants.

Starting at only $250. Call Jenny at (701) 232-5846 or jenny@hbafm.com to reserve your spot now!

Sales Tip: Wear your name tag on the right side, instead of your left. When you greet a customer or shake hands with them, it will be easier for them to see your badge.

Don’ts:

• Start a conversation by saying “May I help you?” If you start off with that kind of a question, the consumer is only going to say, “Oh, we’re just looking.” Then what will you say? • Knock the competition. All this does is create mistrust with your customers. Knocking the competition actually backfires and hurts you more than it does the competition. • Block entry to your display booth with tables. When you do this, you create a barrier between you and your customer. • Stand in the middle of the display booth. It prevents customers from walking in to look at your product displays, literature and photos. • Use company and industry jargon and acronyms. These terms may be very common to people within the business, but are totally foreign to consumers. By using industry jargon, you could actually intimidate the customer, by making him or her feel inadequate. See more details on the 2012 Home & Garden Show on pg 8... Information by Jerry Rouleau, J. Protect Local Control in North Dakota Vote NO on Measure 2

by Rocky Schneider, Public Affairs Coordinator

On June 12, North Dakotans will be asked to vote on Measure 2. The measure would amend our state’s constitution by eliminating all property taxes and require the state legislature to, instead, fund local services through the use of other state tax revenue; sources include sales tax, individual and corporate income tax, oil and gas production and extraction tax, tobacco tax, lottery revenues, financial institutions’ taxes, and other state resources. PAC Spotlight: Terry Becker

Terry Becker, Terry Becker Construction, LLC, has been giving to the North Dakota Association of Builders Political Action Committee for the last three years and is currently a $1,000 Gold Key Contributor. Why do you contribute to the HBA’s political action committee (NDAB-PAC)? Terry Becker “I will admit, at first, I was pretty skeptical of PAC and Terry Becker Construction, LLC what its purpose was. The more I got involved in the HBA and the more I saw how the Association advocates for my industry, I began to realize how important it is to donate to PAC. Our voice, as an industry, is strongest when we can all put them together and speak as one. Essentially, that is what PAC does and that is why I contribute.”

HBA releases year end permit report by Rocky Schneider, Public Affairs Coordinator

Though the flood event in 2011 was not as remarkable as in the two preceding years, last year saw the Red River rise above flood stage for over 140 days. With such a mild and snow-free fall and winter, it is easy to forget how wet the first eight months of the year was, and the dire effect it had on the local building community. “Weathering three years of intense flooding takes its toll, we have been fortunate to see the industry bounce back for the remainder of the year after the water recedes. We are hoping for a dryer future and getting back to a full and prosperous building season,” says HBA of F-M Executive Vice President Bryce Johnson. Total value of all construction activity in the F-M area saw an increase of $37 million dollars in 2011. Along with the increase in total construction value, Dilworth, Fargo and West Fargo all saw increases in single-family construction, though total housing starts for the F-M area fell by 14 percent. Multi-family construction also saw a large increase for a total of 839 units, up from 555 in 2010. This 50 percent increase can be attributed to several factors: prosperous universities and colleges, regional healthcare and national credit loosening slightly from a very tight 2010. See the enclosed building permit summary in this month’s Plains Builder. For a more detailed look at the permits, please contact Rocky at rocky@hbafm.com or (701) 2325846.

President’s Message

Nationally, single-family housing starts increased 4.4 percent in December to a seasonally-adjusted annual rate of 470,000, the best monthly number since May 2010 when the home buyer tax credit ended. Multifamily starts Eddy Mitzel (buildings with two or more units) fell NDAB President to 187,000 or down 20.4 percent. Multifamily construction exhibited a saw-toothed pattern for much of 2011 but still came in 55 percent better than 2010. The relatively positive end to 2011 for single-family construction did not overcome the poor start, and the year comes in at the worst since the early 1940s at 428,600 homes. The previous low was 2009 at 445,000. The lowest monthly rate on record remains January 2009 at 360,000. The significant improvement in multifamily throughout 2011 brings total housing starts for the year to 606,900, a 3.4 percent increase over 2010. Total housing starts three-month moving average has increased for eight months and that trend is expected to continue into 2012 for an annual rate of increase around 17 percent. The absolute levels of housing construction remain below half of normal and a true return to the underlying demographically driven demand for additional housing of about 1.7 million homes is still several years away. “Keep it Local ND”: Oppose Measure 2

The “Keep it Local Dakota” campaign to oppose Measure 2 is off to a strong start. We believe that we should keep local government local. You should decide what’s best for your community. Doreen Riedman • Local governments know what is NDAB Executive Officer best for their residents. • Local governments – city councils, county commissions, school boards – are more accountable to the people. • Local officials can respond more effectively to the immediate needs of their constituents.

One-size-fits-all government does not work

• Measure 2 requires the Legislature to determine what is best for local governments. This is counter to political and regional reality: What works for West Fargo may not work for Williston. • Measure 2 would make the Legislature responsible for determining the funding for more than 2,000 political subdivisions. That’s not practical.

Measure 2 will likely require tax increases • To make up for the more than $800 million in lost annual revenue, legislators and local officials will almost have to raise taxes and fees to fill the gap. More information can be found at www.keepitlocalnd. com.

News from the National

Association of Home Builders

Fargo makes list of improving housing markets

The number of housing markets showing measurable improvement nearly doubled in January with the addition of 40 new metros to the National Association of Home Builders/First American Improving Markets Index (IMI), released Jan. 9, 2012. The IMI now boasts 76 improving markets, up from 41 in December, with 31 states and the District of Columbia represented by at least one entry. The index identifies metropolitan areas that have shown improvement from their respective troughs in housing permits, employment and house prices for at least six consecutive months. New entrants to the list in January include Fargo. “The fact that the list of improving housing markets nearly doubled this month shows that a significant, positive trend is developing, and is even more relevant when you consider the expanding geographic distribution of the list – which now includes 31 states and the District of Columbia,” noted NAHB Chairman Bob Nielsen, a home builder from Reno, Nev. “This trend could be even stronger if not for the numerous impediments that continue to slow a housing and economic recovery, including overly restrictive lending policies and the growing inventory of distressed properties in certain markets.” “While relatively small metropolitan areas continue to dominate the list of improving housing markets, it’s important to note that several major metros in diverse parts of the country have now joined the field as well – including such metros as Dallas, Denver, Honolulu, Indianapolis, Nashville and Philadelphia,” added NAHB Chief Economist David Crowe. “This is an encouraging sign that gradually strengthening economic conditions are starting to

take hold across a broader swath of America.” “The substantial gain in the number of improving housing markets in January shows that more consumers are looking favorably at a home purchase in light of today’s historically low interest rates and attractive prices, particularly in areas where job growth has picked up,” added Kurt Pfotenhauer, vice chairman of First American Title Insurance Company. The IMI is designed to track housing markets throughout the country that are showing signs of improving economic health. The index measures three sets of independent monthly data to get a mark on the top improving Metropolitan Statistical Areas. The three indicators that are analyzed are employment growth from the Bureau of Labor Statistics, house price appreciation from Freddie Mac, and single-family housing permit growth from the U.S. Census Bureau. NAHB uses the latest available data from these sources to generate a list of improving markets. A metropolitan area must see improvement in all three areas for at least six months following their respective troughs before being included on the improving markets list. Only five metropolitan areas dropped from the NAHB/ First American Improving Markets Index in January. These included Anchorage, Alaska; Fort Wayne, Ind.; Canton, Ohio; Scranton, Pa.; and Charleston, W. Va. A complete list of all 76 metropolitan areas currently on the IMI is available at: www.nahb.org/imi.

HBA, HBC presidents urge member support for Home Builders Care Build for Habitat From Terry Becker, Terry Becker Construction, LLC, and Dave Anderson, Dave Anderson Construction

16

Dave: In November, we announced exciting news that your HBA of F-M, Home Builders Care Foundation and Remodelers Council are joining forces to build our first-ever home with Lake Agassiz Habitat for Humanity. We plan to break ground in June 2012. The home will be built on an infill lot at 902 27th St. N. in Fargo. Habitat hopes to have finalized building plans by early February so we can start lining up products and materials for the home. Terry: In addition to donations of materials and labor, we need to raise $80,000! I issued a challenge in my President’s Message this month and at the January General Membership Meeting. Check it out on page 6. Dave: On a personal note, Lake Agassiz Habitat for Humanity is near to both of our hearts. Terry acted as the general contractor to build a single-family home in 2005 that was sold as a fundraiser for Habitat and HBC; it was called the Home Builders Care for Habitat Project. Terry: Dave is deeply involved with the Tour de Habitat fundraising stationary bike race, serving on the committee that plans the event, and has helped with several Habitat builds over the years. This is, hands-down, a wonderful organization that strives to build simple, decent and affordable homes in partnership with families in Cass and Clay counties. Families go through a selection process and put “sweat equity” into their homes. Founded in 1991, LAHFH has partnered with 40 families to build homes they now can call their own. Dave: This is the first time your HBA and HBC have teamed up to build an actual Habitat home for a deserving family in our community. We hope our members and supporters are excited to pitch in and lend a hand. Remember, Habitat homes are modest, so the materials used in construction and furnishing need to reflect that. Terry: There are several ways you can help: • Give a donation! This includes funds for a detached two-stall garage to be built with the home. Please send donations to Home Builders Care Foundation and designate them for the Habitat build. HBC is a charity and all donations are tax deductible. You will be supporting your Foundation, its Framework for the Future vision… and, of course, Habitat! • Participate in the Tour de Habitat bike race each March that raises funds for Habitat for Humanity. You can designate the funds raised by your team for our Home Builders Care for Habitat Build. Visit www. lakeagassizhabitat.org for more details or contact the HBA. • Plan for in-kind donations of materials and labor. We will know more about exact needs when the home plans are finalized, but if you are interested, feel free to let us know. Thank you in advance for your support of this exciting community endeavor! If you can help, contact the HBA at (701) 232-5846 or info@hbafm.com.

Stella Stormwater EPA Storm Water Enthusiast

Eyeing new rulemaking, EPA seeks public data on construction storm water discharges

Jan.16, 2012 - With only limited data to support setting numeric effluent limitations for the construction industry in its future rulemaking, the Environmental Protection Agency is seeking additional data on the effectiveness of various technical approaches to controlling the turbidity - or amount of sediment - in storm water discharges from construction sites. In a notice published in the Federal Register on Jan. 3, the EPA is also seeking information on storm water collection protocols, cold weather considerations and the ability of small building sites to meet numeric standards. Comments from the public are being accepted until March 5. The National Association of Home Builders will be submitting comments on the challenges of developing numeric effluent limits and will critique any data the EPA provides as the basis for a rulemaking. The agency published a final rule in December 2009 requiring non-numeric best management practices for all construction sites and applying a numeric effluent limitation of 280 NTUs (nephelometric turbidity units) on sites over 10 acres. As the result of a legal challenge by NAHB, the EPA was stopped from imposing the numeric portion of the rule. States are no longer required to incorporate the numeric turbidity limitation and storm water monitoring requirements. However, the remainder of the regulation is still in effect and must be incorporated into newly issued state permits. The non numeric requirements include implementing erosion and sediment controls, stabilizing soils and managing dewatering activities (temporarily removing ground or surface water from the site to provide dry conditions for construction). More information on this issue is available on the EPA’s website, or contact Ty Asfaw at NAHB at (800) 368-5242 ext. 8124.

by Kirsten Rosenow, Communication & Office Coordinator

Experience, growth keeps company at forefront since 1958 After 50 years in business, Mathison’s knows what it takes to stay on top of new technology and make customers’ ideas come to life. Founded in Fargo in 1958, Mathison’s Express Press Graphics Don Mathison building, located at 1213 NP Ave., Fargo. started Mathison’s Drafting Supply. Initially focusing on the sale of drafting and blueprinting supplies and services for architects and engineers, the company soon evolved to serve surveyors, graphic arts and fine artists. In 2006, Mathison’s bought Express Press Graphics, expanding the services provided. “We have really emphasized bringing in new dynamic document technologies for the construction industry,” says Marilyn Anstett, vice president of Mathison’s. One example is the large touch-screen machine builders and architects can use to easily manipulate different rooms of a blueprint. Mathison’s also boasts that two of its employees are certified by The Construction Thomas Tweten CSI, CDT, and Mark Specifications Walker at the iPlan Table. The iPlan Table allows builders to look at plans Institute as or three-dimensional designs at scale construction document without having to print a hard copy. technologists. But Anstett and her team are able to also offer a wide array of services ranging from business cards, signs, banners, exhibit displays and finishing services, like laminating, mounting and custom cutting and framing. “I like the diversity of our product offering and I like that we are able to provide so many different services to so many different industries,” says Anstett. Like all industries, challenges arise daily. Mathison’s has been working to make information management easier for customers and are members of the Reprographics Services Association, which allows them to be a part of the development of powerful document management tools. “We do much more than just blueprint and can provide dynamic solutions for architects, project owners and contractors,” says Anstett. Quality products are backed by years of experience, satisfaction

Since 2004, FM Home & Patio has been serving the Fargo-Moorhead area, constructing over 1,500 decks to date. Josh Amundson, president of FM Home & Patio, has been building decks Josh Amundson, FM Home & Patio, since 1992, learning incorporated the company in 2003 and the trade from his has constructed over 1,500 decks. father’s own deck construction company. Amundson and his brother Shane began their own company, Dakota Decks, after their father’s dissolved. They successfully served the F-M area until they moved to the Minneapolis/St. Paul area in 2001. When Amundson moved back to Fargo in 2003, he incorporated the company as FM Home & Patio. FM Home & Patio’s many years of experience has not only allowed it to expand the list of services to include things like remodeling and basement finishing and refinishing, but it is able to offer quality assurance to its customers. “We are one of very few companies that will not take final payment until we are certain that our customers are 100 percent happy with the product we have provided,” says Amundson. His knowledge and expertise has given him the ability and opportunity to keep overhead and labor costs down and deliver a quality product in a timely manner. As the decking industry changes, Amundson sees exciting opportunities and challenges ahead. “With the low-maintenance decking becoming more and more common to the new homeowner, there are many new products coming out each year,” says Amundson. New decking and railing systems can improve existing products, but like many outdoor products, Amundson reminds people to remember that weather can always wear on a product, and it can happen differently depending on the area of the country you’re located. “This is an industry where you need to flow with the punches. If the decking sales get slow, we change our direction and efforts to another aspect,” says Amundson. Being flexible in business, allows FM Home & Patio to survive in a tough economy. For Amundson, it’s about knowing where the demand is, and directing your attention that way. Even with the wear that weather can bring, for Amundson, the outdoors is also what he likes most about

In some areas these standards have become officially part of the codes and are mandated. In others we are finding innovative builders and customers that are demanding this technology be an option for their new construction or remodeling project.” What do you think is the biggest challenge facing the industry today and how are you dealing with it? “Like most of us in the construction-type industries, the changes in the economy have made us all think smarter and harder on how we run our businesses. With that said, many of us know how truly lucky we are to live in this part of the country, where the economy has been more solid than most and it appears it will continue to stay that way. With that said, our most pressing challenge is to find new and emerging market opportunities to keep ourselves in and ahead of the customer demands in a more high-tech world. It is a balance to keep ourselves on our game, to provide all the products and services we have become known to provide to our clients, and then keeping ourselves informed on the newest products and services our clients will need from us. This balance is a good thing, as it keeps us rooted in providing a very solid base of products to our clients, but many of them have come to rely on us to show them what is up-andcoming. Change, is just part of staying viable in today business climate.”

The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

The Tour De Habitat is one of the most fun ways we have to raise funds for Habitat Humanity and our Home Builders Care Build. The Tour de Habitat is a stationary bike race where teams of six compete while raising funds and riding a bike for 15-minute intervals. This year’s event will be 1 p.m., March 3 at Courts Plus. If you haven’t signed up to participate in the Tour de Habitat, you still have time to get going and raise funds. Teams can designate their funds raised to go toward the Home Builders Care Build. This way you support your Foundation, Habitat and our Framework for the Future goals!

NAHB student chapters present at IBS

Later this month, three of our local National Association of Home Builders student chapters will be competing in the Residential Construction Management Competition at the International Business Show in Orlando, Fla. These student groups have been working hard since September on a project that will be presented to a panel of judges during the show. This competition has 48 postsecondary schools competing and it is pretty amazing that three of the schools come from our area. If you are going to the International Builders Show, check out their presentations on Feb. 9-10.

Camrud-Foss Christensen has been an enthusiastic Concrete Const. supporter of Home Builders Care Inc. Foundation, and as a past president and strategic plan monitor, he is very dedicated to furthering the mission of the Foundation. Christensen has been a Triple Player since 2010, giving $365 to both the North Dakota Association of Builders Political Action Committee and HBC, and paying the HBA membership dues. “By giving to NDAB-PAC, our unified voice gets heard on the issues that affect our industry,” says Christensen. He also believes that when members come together, our voice is stronger and gets the message across to the representatives in government. Christensen has also been very involved with furthering the skill training and education HBC provides for students

in the industry. “I give to HBC because the Foundation supports worthy causes related to the home building industry such as those less fortunate when it comes to housing, and it supports local construction-related education programs and individuals enrolled in these programs through scholarships,” says Christensen. By exhibiting in the Health Tech & Trades Career Expo every year, students are able to experience what a job in the concrete industry could be like. Christensen also helps bring together numerous companies to represent careers in concrete and the building industry at the Expo “Christensen is a long-time supporter of the Herdina Academy for the Construction Trades and he works with students during the two-week course,” says Erickson.

Get to Know a New Member: Apex Painting & Cleaning Service by Kirsten Rosenow, Communication & Office Coordinator

Colleen Buechler and Lisa Breiland are the dynamic duo behind Apex Painting & Cleaning Services. Their mission is to be truthful, dependable and respectful in all aspects of service and to do work of excellence that brings satisfaction to the customer. The two hope to provide service that meets the decorating needs of all ages. Apex Painting & Cleaning Services may be a new business to the area, but both women have many years of experience to their name. Breiland’s extensive background in cleaning Lisa Breiland and Colleen Buechler, Apex began with her parents, who owned Painting & Cleaning Service, joined the HBA rental property and a cleaning at the end of 2011. service. Buechler’s experience includes painting and administering crews that renovated a 23,000 square-foot building into a church in Aberdeen, S.D. Neither is a stranger to summers filled with volunteering to paint for others. After a change in their job situations, the two decided to form a painting and cleaning partnership. Through their work, they heard about the HBA of F-M and were encouraged to join. “It is an honor to be connected with a group of professional men and women that have a heart for the community and high standards. Being a part of this organization will allow us to acquire skills and good resources, give our company validity, and become more efficient as business women,” says Buechler and Breiland. The two are also excited about their opportunities as a new business at the HBA. They have also found many positives at the HBA, including the benefit of affordable health insurance. “Due to Lisa being a cancer survivor, it was very difficult for her to obtain insurance. Because we are now members, we both have affordable insurance. What a blessing!” says Buechler. One highlight of their new adventure was their work for an elderly widowed woman last spring. The woman lived alone, and enjoyed the two women’s company so much that the three stayed in touch after the project through phone calls, cards and an Independence Day celebration at the lake. When she passed away last fall, Breiland and Buechler attended the visitation and met the woman’s son and daughter. “After a quick introduction, the daughter said, ‘Oh, you are the painting ladies. Mom said she had new friends.’ There was no greater compliment then to know she considered us friends and it all happened because of a small painting project in her dining area,” recall the two. Through quality work and respectful and honest service, Apex Painting & Cleaning Services hopes to gain more valuable experiences through their new membership with the HBA. “We’ve heard lots of positive things about the HBA since we started and we’re excited for all the networking and opportunities the HBA offers,” says Breiland.

on a challenge and helping someone out. Anderson remembers a particular wheelchair ramp project in north Fargo that seemed to affect Barstad and the other HBA members more than usual. Barstad was the project lead, and he thought they would finish by about noon, but when Anderson stopped by, there were only three Council members there and it was far from being done. “The four of us didn’t finish until close to 4 or 5 p.m. We were all tired, hungry and grouchy,” he says. “But when the little girl, she must have been five or six years old, took her first spin down that ramp, all four of us were tearing up, even Ron, and it was all worth it.” Barstad was an avid Green Bay Packers fan and shared that interest with HBA member Bob Footitt, Bob Footitt Construction, Inc. Footitt remembers him calling right away each year, as soon as the schedule was announced, to line up tickets. “We knew each other from visiting at the lumberyard and talking about the Packers, and through our involvement with the HBA and building industry in general,” Footitt says, “He and I had a huge rivalry with Ron Morlock (Vikings fan) and we had a standing bet whenever the Vikings and Packers played. Even when he was sick, and the Packers beat the Vikings, Ron would call to remind me that we needed to collect on that bet!” Barstad was born on June 22, 1956 to Arvid and Ione (Nordaune) Barstad in Williston, N.D. He grew up in Williston and graduated from Williston High School in 1974. He attended North Dakota State College of Science in Wahpeton and North Dakota State University. Barstad was a member of Sigma Alpha Epsilon Fraternity and graduated in 1978 with a degree in architectural design from NDSU. He met Beverly Tangsrud in 1975; the couple married in 1978 and were blessed with three children: Daniel, Megan and Kelsey. They lived in Fargo where Barstad owned and operated Barstad Construction.

his job. “I am on every build outside and not constantly stuck behind a desk,” says Amundson. “When the weather is beautiful outdoors, I get to be there.” With a successful company that has expanded to include floor tiling, bathroom remodeling, and basement refinishing since 2004, Amundson encourages newcomers to the industry to take the time to know the industry and the competition. He also adds that, like FM Home & Patio, companies should stay on top of new products available to customers. “See what the competition is doing that works and what doesn’t. When it comes to finding clients in the construction industry, what might work for a plumber may not work for an electrician,” he says.

EPA Remodeling, Renovation & Painting (RRP) Rule Did You Know?

Building and remodeling firms must have one or more certified renovators assigned to each job where paint is disturbed in homes built 1978 or earlier. Eight hours of training is required to become a “certified renovator.”

Effective Aug. 2011, Minnesota began requiring lead certification when issuing permits. Municipalities now verify lead certification for residential builders, remodelers, roofers and manufactured home installers when requesting a permit to work on homes constructed prior to 1978.

HBA of F-M offers renovator training: • 8:30 a.m. - 5 p.m. March 14 • Cost (including lunch | pre-registration required) HBA Member $170 Non-Member $255 • Cass County Electric Cooperative 4100 32nd Ave. S. in Fargo

training will be presented by:

• UND Environmental Training Institute, EPAcertified to present RRP courses.

(EPA accreditation number: NAT-RV-I-8865-1-EN)

• This course is approved for eight hours of contractor continuing education by the Minnesota Department of Labor & Industry. (Does NOT include energy.)

Sponsorship Available! Contact Jenny at (701) 232-5846 or jenny@hbafm.com.

Space is limited!

All registrations must be pre-paid and received at least 24 hours in advance of the class. Refunds will only be provided if notice of cancellation is received 24 hours before the class.

This class has been approved for 4.5 hours of North Dakota Professional Builder credit by the N.D. Association of Builders. See www.ndbuild.com for more details on NDPB.

Firm Certification also required

In addition to having a certified renovator(s), firms working in pre-1978 homes will need to submit an application to become certified before offering or performing the work covered under the rules. The EPA has up to 90 days to certify or recertify a firm once it receives a complete application. • Firm certifications cost $300 and are valid for five years. • Firms must apply for re-certification. For a printable application go to http://www. epa.gov/lead/pubs/firmapp.pdf.

Who does this affect?

The EPA RRP rule affects contractors, property managers and others who disturb known or presumed lead-based paint during renovation.

What activities?

The term renovation covers all activities done for compensation that disturb painted surfaces including most repair, remodeling and maintenance activities such as window replacement, weatherization and demolition.

What structures?

The RRP rule applies to all renovation work performed in residential houses, apartments and child-occupied facilities such as schools and daycare centers built before 1978.

What’s required?

To become certified, a renovator must successfully complete an EPA or state-approved training course. All renovation workers must be trained. Renovation workers can be trained on-the-job by a Certified Renovator to use lead-safe work practices, or they can become Certified Renovators themselves.
