new construction and carpentry. Robert Gibb & Sons has hired Lisa Dunkle as a job costing accountant and accounts payable specialist. Allie Lott and Brittany Wang recently joined the team at S&S Promotional Group as sales representatives. Lott was previously a public relations specialist at Fargo Automation Inc. Wang will graduate with an associate degree in business management, marketing and sales from Minnesota State Community Technical College in Moorhead this spring. She was previously an assistant property manager for Lux Communities. Nick Voss joined Western State Bank as a credit review analyst. He was previously employed with Eide Bailly LLP.
Metro homebuilding permits remain steady in 2016
Last year was another strong year in terms of construction activity in the F-M metro area. Dilworth, Fargo, Moorhead and West Fargo collectively brought in nearly $895 million through 4,550 building permits. Homebuilding remained steady with 1,111 permits issued: they include single-family homes, twin homes, row houses and duplexes. See the enclosed building permit report for details, and see the next issue of Permits Plus for a detailed breakdown.
Lego Competition at Home & Garden Show
The Lego Homebuilding Competition was developed to promote careers in the construction industry to students and parents. The third-annual event is sponsored by Dustin Murray Construction, Dietrich Homes, Inc., Kochmann Brothers Homes, Inc. and Minnesota State Community and Technical College Construction Management Department. The Lego Homebuilding Competition will take place Feb. 25 at the Red River Valley Home & Garden Show. Register early! Only 20 spots in each of the four age groups are available. Board Sets Priorities For 2017

MESSAGE
Last month, the HBA of F-M board of directors approved its priorities for 2017. This year, our top items are F-M area flooding issues, workforce development efforts, recruitment of Builder members, finalizing the direction on a new office facility and active monitoring of and action on legislative bills in Minnesota and North Dakota that have major impacts on the building industry. This year, we will also finish off our five-year strategic plan that aims to foster a welcoming culture with person-to-person contact and invitations for member events. We need to focus on our future as a membership organization, and how our services mesh with emerging, younger business leaders. Besides what I mentioned above, here are some highlights for you:
Public Affairs
• Explore future growth of local school systems and expanding the HBA’s relationship with them. Become active in the Fargo Public Schools’ mill levy election. • Continue to build relationships with existing and new council and commission members in Fargo, Dilworth, Horace, Moorhead, Oxbow and West Fargo. Work closely with city staff to stay in the loop about changes and be the goto contact when changes are being proposed.
PAC
• HBA of F-M supports the North Dakota Association of Builders and National Association of Home Builders politicial action committees. We want to increase the overall percentage of members contributing by using different club levels to retain those giving from 2016. It’s a priority to increase the over percentage of giving with a collective goal of $40,000.
Workforce and HBC Charitable Arm
• Home Builders Care Foundation approved a strategic plan in 2014 that focuses on workforce development. There is a need to build interest in the trades before new training programs are organized. • Last year, HBC and HBA launched a campaign promoting trades careers to elementary, junior high and high school students, and their parents/ guardians, depicting the trades in a positive light as lucrative futures. This will continue in 2017 with three more videos being developed. • HBC will also: • Establish a touch program for parents and kids who we connect with through Herdina Academy for the Construction Trades, Lego Homebuilding Competition and Health, Tech & Trades Career Expo. • HBC will continue to promote and explore training and employment opportunities by partnering with area trade schools, looking at tuition reimbursement options, exploring certification programs outside of a two-year degree and strengthening our presence in local grade and high schools.

• Membership goals: 90 new members (25 Builders and 65 Associates). Member retention rate: 92 percent. Recruit 50 new Affiliates. • Focus on growing Builder engagement within the Association • Continue one-on-one member engagement meetings as a high priority to involve inactive members. Dakota Construction of Fargo Inc. Retiring NDAB State Representative
By John Gunkelman, Dakota Construction of Fargo, Inc. The 2017 International Builders Show was held in Orlando. At opening ceremonies, the National Association of Home Builders kicked off its 75th anniversary with a retrospective of housing through the decades. NAHB has impacted and fought for building since 1942. Then, Former NFL Quarterback Peyton Manning spoke about leadership and the ability of strong leaders to recognize the need to evolve. In addition to the International Builders Show, other events have been planned throughout the year, including a gala in D.C. during the midyear meeting. NAHB is collecting stories about accomplishments throughout the years from members and local associations. At the Area 10 Caucus meeting, the group discussed builder licensing requirements. In Area 10, only Minnesota and Wisconsin require licensing for builders, but many have considered it. Other topics covered at Area 10 included the labor shortage affecting our industry and membership. Membership in Area 10 is generally flat, but retention is fairly good. NAHB is rolling out a student alumni membership category to help keep Student Chapter members engaged in the industry and association after graduation. The week was filled with discussion about a preliminary plan for a new governance model and dues structure. North Dakota once again surpassed its Build-PAC goal. NAHB also had a 95 percent success rate of electing the people supported with PAC funds. If every member gave $25 to Build-PAC, it would more than make its goal. New this year was the Meeting of the Members, which was open to every member, not just National Directors. The purpose of this meeting was to celebrate the successes of the national association. NAHB Chief Economist Robert Dietz gave a report on the economic outlook and the coming year. He expects to see GDP growth and job growth. Interest rates will most likely be going up and mortgage rates will climb but only to an expected 5.3 percent, which should minimally affect home sales. Both shows continue to grow with square footage increased from 2016. The HBA of F-M had three Student Chapters attend to compete in the Residential Construction Management Competition. Students from North Dakota State University, North Dakota State College of Science and Minnesota State Community & Technical College were able to attend the show and meet members of the industry. This was my last meeting as your North Dakota State Representative Thank you for letting me serve our state on the national board. I now hand the role over to Don Dabbert Jr., Dabbert Custom Homes.

MN Department of Labor and Industry official visits HBA
by Krista Mund, HBA of F-M Executive Vice President The fight against fire sprinklers in Minnesota remains a top priority for the HBA of F-M and local legislators during the current session. In 2014, the Department of Labor and Industry mandated fire sprinklers in homes over 4,500 square feet and in town homes. The ruling was overturned in 2015, but due to Minnesota code revisions, it still applies to twin homes. This rule has made it impossible to build twin homes in this market because of the cost and the lack of appeal of fire sprinklers in homes. The HBA of F-M sent a letter to the Minnesota Department of Labor and Industry in November suggesting a change to the definition of a town home (which currently encompasses twin homes and requires fire sprinklers). If the definition was changed in the Minnesota code, builders would no longer be required to install fire sprinklers in twin homes. As a result of the HBA’s letter, Construction Codes & Licensing Division Director Scott McLellan traveled to Fargo-Moorhead to meet with HBA leaders to discuss the issue and ideas for a code change. Overall, he and his department are supportive of the suggested change, but are reluctant to initiate a rulemaking change because of resistance from the state fire marshal’s office and governor. The HBA of F-M is working with the city of Moorhead, Builders Association of Minnesota and state legislators on the issue to address it legislatively.

HBA of F-M staff is tracking bills related to the industry to ensure nothing gets passed that is harmful to the building industry, and to support common-sense legislation. Call to actions are sent out weekly, asking members to contact legislators in support or opposition of bills. Please watch your emails. Below is a list of the bills that HBA is tracking in North Dakota. During the session, bills are constantly evolving. This list is the HBA’s stance as of press time. Building Officials Corner
Each month the Building Officials Corner will feature a rotating column from Fargo, Moorhead, West Fargo, Dilworth and Horace with the latest information from your local building officials. As we recap 2016, I want to give a shout out to all of the hard working contractors who fuel the construction activity in the Fargo-Moorhead area - thank you! 2016 was quite a year for Moorhead. We had an all-time record construction value of $180 million, almost $60 million more than the previous record and housing starts were well above our five-year average at 487 total single-and multifamily units. In addition, we accomplished that with inspections staff changes and a number of new Minnesota codes. When I say “we” accomplished that, I include all of you as part of that effort: the HBA of F-M staff, design professionals, general contractors, subs and installers that work with the city of Moorhead Building Codes Division. I sincerely appreciate your patience and hard work.
Sprinklers
On January 6, city of Moorhead and HBA of F-M representatives met with Minnesota Department of Labor and Industry to encourage MDOLI to change the Minnesota State Building Code definition of a townhouse to three or more attached dwelling units so that fire suppression systems (sprinklers) do not have to be installed in twin homes/two-unit dwellings. We will update you as we make progress.

Foundation Walls/Footings in Bi-Levels
I inspected a bi-level house in November 2016 that had 44-inch foundation walls (finished grade 4 inches below the top of the foundation walls) and placed on a 10-inch footing. This puts the bottom of the footing 50 inches below finished grade, which does not meet the Clay County frost depth requirement of 60 inches (and it’s shy of the 54-inch requirement in Cass County). The Moorhead Building Codes Division will accept a 10-inch footing, 48-inch foundation wall with 1” x 16” foam insulation laid flat over the footing around the entire perimeter of bi-level houses. I appreciate your attention to this code compliance standard, and let me know if this raises any questions for you.
Border City Building Code Differences – Moorhead’s Legislative Agenda
Both sprinklers and foundation footing requirements are differences between Minnesota and North Dakota code standards. The HBA of F-M and the city of Moorhead have been seeking ways to eliminate the sprinkler mandate since before it was implemented in February 2015. Border city building code differences are a top priority in Moorhead’s legislative agenda. Your HBA will keep you updated on Moorhead’s legislative efforts and our work to modify the building code definitions. I wish all of you a prosperous and safe 2017 construction season!

When combined with new down payment options available through Minnesota Housing, the Make Moorhead Home two-year Property Tax Rebate, and historically low interest rates, homeownership in Moorhead is even more affordable. The First & New Program is available for buyers purchasing homes on or after April 9, 2013, and while resources last.

The HBA of F-M is member-driven and looks to member exhibitors to help with the planning and coordination of the Red River Valley Home & Garden Show. This allows for the HBA of F-M to put on its best show possible for the exhibitors. The Home & Garden Show Committee helps determine the workshop presenters, gives suggestions for possible sponsors, reviews the media buy and advertising content, reaches out to possible exhibitors and more! In 2016 the Home & Garden Show committee researched and secured local experts for the workshops. In addition, the committee helped with adding the treasure hunt and beer walk. These events helped bring in traffic flow and focused on making the show family-friendly. For the 2017 show, the committee has been focused on coming up with a new ad campaign to show consumers that the event is “Fun for the whole family”! The committee is looking forward to the success of the 2017 show and coming up with ideas to make 2018 even better! Volunteering at the National Level
As we return from Orlando and look back at our week of warmer weather, great company, lots of steps and new information, we are reminded of all the great opportunities to be involved at the national level with National Association of Home Builders. North Dakota Association of Builders members from across the state and representing each of the six local associations traveled to Orlando to be a part of NAHB Board of Directors meetings and the International Builders Show. Annually, NAHB hosts the International Builders Show and next year will be doing so again in Orlando, Jan. 9-11. At these meetings, committees made up of Builders and Associates meet to discuss what is happening in the building industry, membership numbers and how to increase, issues across the nation, and BUILD-PAC. They recognize their peers with various national awards for the work they do and they have an opportunity to network. At NAHB meetings, it is always a great opportunity to reconnect with old and new friends, network and gather new ideas and information. Another fun gathering at IBS is the North Dakota Reception. We are pleased each year to invite North Dakota attendees and our friends to a reception with great food, drinks and of course fun company. We have around 200 people stop by and we recognize the Student Chapter attendees for their hard work and the competition they participate in. This year, NDAB teamed up with members from the Area 10 Caucus to co-host a fun evening. This allowed us to host even more guests from our area without competing for time and gave us the opportunity to work closely in planning with our counterparts from Iowa and our National Area Chairman Keith Butz who so kindly traveled to North Dakota in December to swear in our President, Eric Brenden, and our 2017 NDAB Board of Directors. On Feb. 15, NDAB along with North Dakota Association of Realtors will be hosting a Legislative Impact Day and then hosting all legislators and our members to the annual Oyster and Chili Feed. On March 15, we will be hosting Builder Day at the Capitol where we will invite our members to spend the day visiting with their local legislators and join us for lunch. • The 2017 Home Show is nearing capacity. The event, which will be Feb. 17-18 aims to attract nearly 7,000 spectators. • The BMHBA is the recipient of an NAHB grant. The association received $20,000 to assist with the construction of a hands-on learning exhibit at the Gateway to Science Museum. • The Association has been actively engaged in local government affairs. Staff and members maintain seats at the table around storm water management discussions, rezoning discussions, infrastructure discussions and property tax discussions. • The BMHBA encourages fellow members of NDAB to check out its activities and events and attend to encourage networking across the state.

NDAB’s Many of you have heard of the house explosion North of Mandan in December that killed two people. Elianna Vazquez, a high school senior at St. Mary’s High School in Bismarck, survived. However, her mom and stepdad were killed in the explosion. Elianna suffered multiple injuries including a broken back, broken ribs and a collapsed lung. Thankfully, Elianna is recovering and is now out of the hospital. On Jan. 5, Kim and I had an opportunity to present a check on behalf of NDAB members to the Elianna Vazquez Fund in the amount of $1,550. We were also able to have a good conversation with the principal of St. Mary’s High School, the superintendent at Light of Christ Catholic Schools, and Elianna’s friend and her friend’s mother. They told some of the stories of the support the community has given to her. Considering what she went through, Elianna is doing very well. By the time you are reading this, she may already be back at school. However, she has much physical, as well as emotional, healing to go through that will take some time. The cause of the house explosion has not been 100 percent determined, but it is suspected that it was the result of a propane leak. With all of the snow many of us have been receiving around the state, this reminds us to check our gas meters and vents to make sure that they are not covered with snow. It is also a good idea to purchase a gas detector, which will warn you of a gas leak when the gas levels get too high in the house. I would like to thank everyone who gave money to the Elianna Vazquez Fund. She will have a long road ahead of her. If anyone wishes to make a contribution, you can send a check to the NDAB office payable to NDAB or directly to the Elianna Vazquez fund and Kim and her staff will ensure that it gets delivered.

Builders Association of Minnesota staff, consultants, and members are working with legislative allies to promote common sense, pro-housing legislation on behalf of Minnesota’s homebuilding industry! BAM’s Government Affairs Committee and board of directors approved the association’s proactive agenda for 2017 on Dec. 8, which outlines specific policy priorities to be pursued at the Minnesota State Capitol. We’re excited by the opportunities this legislative session presents, and we look forward to working with our membership to advocate for meaningful progress for our industry.
Unlicensed Builders Hurt Consumers
BAM seeks to increase the penalty for failing to obtain a local building permit. Currently a misdemeanor, the Builders Association of Minnesota advocates to reclassify this offense as a gross misdemeanor, aligning the penalty for unlicensed activity with other licensed professions working in the housing industry.
Minnesota’s Townhome Definition
In an effort to encourage the development of affordable, market-rate housing, BAM seeks to revert the definition of a townhouse back to the ICC definition of three or more connected units, instead of Minnesota’s current definition of two connected units.
Certificate of Occupancy 48-hour Requirement
BAM is working to require a 48-hour or less turn around time for the issuance of a certificate of occupancy in residential structures after the final inspection has been completed.
Establish a Minnesota Appraisal Board
BAM seeks to create the Minnesota Appraisal Board and establish criteria for new construction in partnership with NAHB. BAM is work with stakeholders to create an efficient board structure with builder representation, and appraisal criteria that recognizes new construction and energy codes cost drivers and modern techniques such as green building.

Working with external stakeholders, we expect to engage the legislature to make sure local governments are prohibited from adopting a patchwork of pay and scheduling ordinances, ensure that prohibitively expensive stretch energy codes are not adopted by cities and municipalities, as well as require that insurance adjusters be familiar with the Minnesota Building Codes. HBA Members End 2016 With Successful Holiday Donation Drive
by Tahra Doll, Office Coordinator During the holidays, the HBA of F-M reaches out to an organization in the F-M community to be a beneficiary of its annual holiday drive. This year they decided to partner with the Dakota Boys and Girls Ranch. The collection drive was open from Nov. 28 - Dec. 29. In just one month’s time, members staff of the HBA collected more than 2,500 toiletry items to be used by the residents of Dakota Boys and Girls Ranch. The Association set a goal of collecting 250 items from each of these categories: shampoo and conditioner, deodorant, toothbrushes, toothpaste, soap, lotion, facial tissues and toilet paper. The goal was to provide a year’s worth of supplies for individuals living at the two Ranch campuses and would also be distributed when kids begin the transition to life outside of the Ranch. More than 25 members and staff pitched in this year. Why Dakota Boys and Girls Ranch?
The HBA formed a relationship with Dakota Boys and Girls Ranch when they requested assistance from Home Builders Care of Fargo-Moorhead Foundation for labor and materials to update the Fargo Youth Home. This home is a group foster home serving up to 12 kids (6 males/6 females, ages 12-18) and those who have a more stable status regarding to mental illness or chemical dependency. At the Fargo Youth Home, they focus on independent living skills so the kids may lead a successful life in the Fargo-Moorhead community. This includes searching for and securing a job, utilizing public transportation, having unsupervised time in the community, maintaining their own bank account, getting a cell phone, attending public school, completing their “behind the wheel” training for their driver’s license, seeing community therapists, amongst other things. The Residential Treatment Center, a second campus located in south Fargo near Davies High School, serves up to 16 kids (eight males/eight females, ages 12-18) and provides the highest level of care offered in the state of North Dakota. This site serves those diagnosed with acute mental illness and some with a dual diagnosis of chemical dependency. A typical length of stay at either campus ranges anywhere from 4-9 months. The Fargo Youth Home was built in 1988, and the constant high traffic 20
of staff, residents and families has resulted in much wear and tear, and the need for many repairs and updates. Tom Kopp, treatment manager at the Fargo Youth Home, shared that the house needs some TLC.
“These kids who live at the house really need a place they can feel proud to call home, a place to feel safe and comforted.”
Since the work has started, Kopp noted that the residents talk about how it is finally starting to feel like a home and not a place that looks like it is ready to shut down. The kids take great pride in the Youth Home, as it is truly their home, a place where they are given the tools they need to reach their full potential. Home Builders Care, with the volunteer assistance of the Remodelers Council, is taking the necessary steps to give this worthy organization an updated Youth Home to match the premier program that is run out of it. As the collaboration between Dakota Boys and Girls Ranch, HBA and HBC continue, the discussion will include finding ways to introduce the residents of both campuses to the many opportunities available to them in the housing industry. The kids at the Youth Home are the future of the F-M community, and much of their success in transitioning to life outside of the Ranch is dependent upon finding meaningful work. HBA leaders look forward to upcoming discussions on how its staff, committees and members can play a role in making this happen.
Eidem a Consistent Volunteer Across the Board
by Sami Eidenschink, Membership & Marketing Coordinator Six times a year, the HBA of F-M staff recognizes a “Member of the Month.” This recognition goes to a member who has gone above and beyond to support the Association and staff. Congratulations to Perry Eidem, Allied Building Products Corp., for being chosen as February’s member of the month. Eidem started his career in the homebuilding industry at Minnesota State and Community Technical College. From there, he was at Menards for 15 years and has been with Allied Building Products Corp. for the past 18 years working in outside sales with contractors in the community. “The relationships I get to build with contractors are great because every day I get to talk to people who enjoy working in the industry I love. Going out to jobsites and being a part of the building process is one of the best parts about my job,” he says. Eidem has helped the staff and Association by sponsoring the Remodelers Council Picnic every year, volunteering to take a large portion of World of Thanks Packets, attending HBA events and helping behind the scenes. He also serves as an active member on the Parade of Homes Committee and Remodelers Council. “I like being a part of the HBA because I enjoy the building process and industry. Meeting with other people involved in different parts of the industry is a great way to get to know your peers in the community,” he says. Beyond his commitment to the HBA, Eidem also serves as a trustee on the Home Builders Care of F-M Foundation board. “Being behind the scenes of the Foundation and getting to be directly involved in helping the workforce cause and promoting the industry are a few the reasons
I choose to be a trustee on the HBC board,” he says. When he is not busy assisting in HBA or HBC events, Eidem enjoys being at the lake, his Thursday-night bowling league and spending time with his grandkids. Thank you to Eidem for all of the effort and passion he brings forth to the HBA of F-M and HBC Foundation. The HBA staff appreciates his hard work and eagerness to help even with the smallest tasks. Eidem along with December’s Member of the Month Angie Baumann, Starion Bank, and four other members yet to be named will be nominated for the Extra Mile Award for 2017. This award will be presented to one of them at the Awards Gala & Annual Meeting. Congratulations, and thank you for all your work behind the scenes!

Every January the HBA of F-M hosts a “World of Thanks” event to spread the news about exciting Association activities. HBC helps send Student Champters to IBS

This January, Home Builders Care Foundation had the great pleasure of helping to send three student chapters to the International Builders Show in Orlando. North Dakota State College of Science sent two teams to compete, Minnesota State Community and Technical College sent one, and North Dakota State University sent one team. NDSCS and M State participated in the Associate program and NDSU participated in the four-year program competition. The teams spend their fall semester on the project, researching the geographical area of the housing development or home build. They have to submit a large binder full of information before Christmas. The students then present to a panel of judges at IBS and are asked tough questions. HBC is proud to help send students to this competition which

The Dakota Boys and Girls project has been moving forward with the game room almost completed. Home Builders Care is the Community Partner for a Homes For Our Troops build project taking place in Moorhead. Dan Parrow, ISR Homes, is the build partner and is making great progress. This house will be a great home for Army Master Sargaent Eric Marts and his family. Thanks to all the HBA members who have volunteered their support of this project. The homebuilding industry truly is a generous one. Last year, we created a North Dakota Permanently Restricted Endowment. Per North Dakota law, businesses that pay state income tax may receive up to a 40 percent credit with a maximum of $10,000 for contributions to the endowment! Individuals may receive a state tax credit for a contribution of $5,000 or more as well. The tax credit is 40 percent of the charitable deduction allowed by the IRS up to a maximum credit of $10,000 per year per taxpayer or $20,000 per year per couple filing jointly. Home Builders Care Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

NAWIC 246 Sponsors High School Level Design Drafting Competition
by Amy Berg, CBT, CIT The Fargo-Moorhead chapter is sponsoring the National Association of Women In Construction Education Foundation’s (NEF) CAD Design Drafting Competition for the 2016-2017 year. We have high schools that are participating: Dickinson High School and Moorhead High School. This competition is administered by NEF to create an awareness of job opportunities in the construction industry. NEF is a non-profit IRS 501(c)3 corporation operating to provide and promote educational opportunities and programs to benefit the construction industry throughout the United States. The competition provides recognition for creative design, successful problem solving and craftsmanship in preparing architectural drawings and renderings. The drawings may be created utilizing any computer aided drafting program available to the contestants or drawn by hand. Contestants are furnished with an architectural problem developed by a design professional, a site description and plan, and a list of required drawings and information. Entries are evaluated for detail, accuracy, and originality of work. Contestants are judged are the local level by construction industry professionals with the local winning entry being submitted to the regional competition. The winner of the regional competition goes on to compete in the National competition against the winners from the other seven NAWIC regions. The Fargo-Moorhead chapter believes the challenge of meeting future workforce demands requires immediate attention to the importance of education, training and preparing our youth for careers in construction. The early registration deadline to submit your entry information is Feb. 17. The regular registration deadline is March 3. New this year, builders can enter their home details online, which will automatically populate into our event magazine, website and mobile app. If you would like to enter your home details online, you must submit your contract at least 48 hours in advance of either the early or regular registration deadlines. You will then receive your login credentials to enter your home details. We are very excited to be able to offer this to our builders. Economic Forecast 2017: Like 2016 But Slightly Better

Entering 2017, the domestic economic landscape is solid and, while there is an increased likelihood of volatility with President Trump in the White House, the risks to the forecast are slightly to the upside. This is because the proposed combination of personal and corporate tax cuts, increases in infrastructure and defense spending, reduced regulatory burdens and the likely repatriation of hundreds of billions in overseas corporate cash are all expected to boost economic activity and inflation in 2017. However, there are also definite economic headwinds. It is highly likely that Congress will reduce the size of any tax cuts and spending increases sought by President Trump, blunting their impact. In addition, legislation takes time to pass and, after passage, there will be lengthy lags before the money begins to impact the economy. Also, the already rising dollar will hurt manufacturing activity by raising the cost of exports. Lastly, any attempt to slap tariffs on imports is fraught with the risk of precipitating a trade war, which has obvious negative growth implications. With all this uncertainty in mind, I expect full-year 2017 GDP to come in at 2.3 percent, slightly higher than the 1.9 percent growth experienced last year and the 2 percent average rate of growth since the end of the Great Recession. Headline inflation looks to pick up from roughly 1.5 percent to near 2 percent in 2017, while core inflation (which excludes food and energy) will edge up, but only slightly. Because of the slow rise in inflation, the Federal Reserve will have the luxury of time to raise the federal funds rate from where they are now, at 0.625 percent to, at most, 1.375 percent by year end, with a rate increase coming roughly every three months and starting no earlier than June. Turning our attention to the labor market, I expect net new monthly job growth to average 160,000/month, which, while down, from 188,000/month in 2016, is excellent given that we are late in the business cycle and there are relatively few potential workers still on the sidelines. Thus, the unemployment rate will probably fall from 4.6 percent today to 4.3 percent or possibly 4.2 percent by year end. As the labor market tightens, nominal wage growth should increase further in 2017 with average annual wage

increases rising from 2.4 percent to as much as 3 percent: a healthy rise. Because of better GDP growth and falling unemployment, ten-year Treasuries will end 2017 at 2.70 percent, and the rate on 30-year mortgages will be 4.6 percent as the yield curve rises and steepens due to faster rising long-term rates. But, continued easing of credit conditions and rising consumer spending due to continued good employment and wage growth will keep the economy and housing market on track. Housing starts should increase by about 7.5 percent, to 1.25 million. Single-family starts will likely total 850,000, up from 760,000, while multifamily starts should hit 400,000, up from 390,000. New and existing home sales should collectively rise by about 3 percent and end the year at 6.15 million, with mortgage purchase volume advancing by $100 billion and refinance activity falling by about $400 billion due to the rise in mortgage rates. Housing inventories will, regrettably, remain unchanged, and combined with limited new home building, home prices will rise by 5 percent. While housing starts fell 18.7% in November, it was due almost entirely to multifamily. Multifamily starts declined an eye-watering 45.1% after jumping 76% in October as developers probably rushed to lock in financing before the election and buyers signed purchase contracts and locked in mortgage rates ahead of the Fed’s rate hike last week. YTD, single-family starts are up a solid if unspectacular 9.6%, and all starts are up 4.8%.

Net income at all 6,021 credit unions in 2015 was $8.7 billion, up 0.3% from 2014 when there were 6,273 credit unions. For credit unions with assets greater than $500 million, return on assets (ROA) averaged 86 basis points or 0.86%. ROA was 0.56% for credit unions with $100 to $500 million in assets, 0.35% for credit unions with $10 to $100 million in assets and 0.04% for the smallest.

Given the high level of political unpredictability of the incoming Trump administration and the massive amount of backlogged legislation that may be moved, lobbying expenditures in 2017 may well set records. Lobbying expenditures peaked at $3.5 billion in 2009 and 2010, the last time one party controlled both ends of Pennsylvania Avenue. Last year they slumped to $2.3 billion due to partisan political paralysis. So much for draining the swamp.

Since the conclusion of the presidential election, consumer confidence as measured by the Conference Board has shot up an amazing 12.8% to 113.70, its highest reading since 8/01! Similarly, the University of Michigan consumer sentiment index is up 12.3% at 98, its second-best level in over a decade. Lastly, small business sentiment as measured by the National Federation of Independent Business is now at its third best reading since 2007.
For the health of your financial portfolio I recommend three things. Don’t listen to expert predictions; experts can’t forecast the future any better than you. Next, fees paid to financial advisors/ managers reduce your return. Make sure you are getting value for the fees you pay. Lastly, rebalance your portfolio based on the asset allocation that fits your current risk profile. These steps should keep unforced investing errors to a minimum. For those of you with perfect hindsight, 2016 was a financial feast! You invested in natural gas, which jumped 57.6%, diesel fuel, which bounced 53.8%, and crude oil, which rose 45%. You also brilliantly invested in the Brazilian stock market, which shot up 45% and went long on orange juice, up 34%. Smartly, you also sold cocoa short as it fell 33.8% and rough rice, which dropped 18.8%.
The Friday File: The average cost of raising a baby born in 2015 through age 17 for a middle-income marriedcouple is $233,610. Housing is the costliest single item, accounting for 29% of all spending, followed by food at 18% and childcare/education at 6%. As expected, there are economies of scale with regards to kids. Compared to a family with two children, families with one child spend 27% more per child. Dividing the number of cars made domestically by the number of cars sold here provides the US auto production percentage. Tesla wins as it exports almost half its cars so its percentage is 196%. BMW follows at 116%, then Ford at 96%, Daimler at 86%, GM at 83%, Honda at 81%, and Fiat-Chrysler at 69%. At 30%, Volkswagen looks very vulnerable to a Trump Tweet calling for more domestic employment.
While December job creation was mildly disappointing at 156,000, the real story was the large 0.4% rise in monthly wage growth and the 2.9% rise in Y-o-Y wage growth, the largest Y-o-Y gain since 6/09. Moreover, job gains for October and November were revised upwards by 19,000, the broadest measure of unemployment fell to 9.2%, its lowest level since 4/08, and the participation rate rose to 62.8%. A good report!

The male labor force participation rate for those aged 25-54 has fallen from 97.9% in 1954 to 88%. With a Bachelor’s degree or more the rate is 94%, for those with some college the rate’s 88%, and for those with a HS diploma or less it’s 83%. Not coincidentally, the percentage of those employed in routine repetitive jobs has fallen from 40.5% of the labor force in 1979 to 31.2%.
The total US debt is $19.9 trillion. Of that, $5.5 trillion is owned by the government (like the Social Security Trust Fund) and $14.4 is held by the public. Sky’s the Limit on the 2017 Remodeled Home Tour
As the 2017 building season kicks-off, there’s no better time to be recruiting clients to put a project on this year’s Remodeled Home Tour. Many consumers wish to stay in their home and make updates rather than moving out of a neighborhood they love or the home they raised their families in. The Remodeled Home Tour gives you an opportunity to showcase your work to those who are considering a remodel project in their own homes. These projects can vary from landscaping, kitchen upgrades, interior design projects or bathroom remodels. The sky is the limit for what you want to show off to consumers. A project can be up to two years old and can combine multiple vendors and contractors. This makes it easy to split the cost of putting a home on the tour. The tour usually sees hundreds of consumers through the homes and runs in conjunction with the second weekend of the Fall Parade of Homes giving it ample publicity and media coverage. Take advantage of this excellent marketing opportunity and share your work with residents in the Fargo-Moorhead community!
