The HBA of F-M promotes an environment in which members and their businesses can prosper. Working together we make progress, and working together, we succeed. Thank you for your support and for a great year! You will read more details throughout this document, but here are my top five highlights from 2017: 1. Fire Sprinklers - Beginning in 2015, Minnesota required twin home units to have automatic fire sprinkler systems. Because of actions from key legislators, local leaders, the Builders Association of Minnesota and you, Minnesota rolled back this rule. This will positively affect the affordable home market in Moorhead and Dilworth, as well as surrounding communities. 2. Future Workforce - We estimate that, through your efforts, we reached nearly 3,500 students and children regarding careers in the trades. This was accomplished through partnerships with local school districts, events like the Lego Homebuilding Competition, Home & Garden Show Treasure Hunt, Herdina Academy for the Construction Trades, and Health, Tech & Trades Career Expo. 3. Maintaining Fargo’s Excellent Education Standards - We supported approval of a specified mill levy vote initiated by Fargo Public Schools. It passed with 73 percent of voters approving. We firmly believe in investing in our youth for the future of our community. Passing the measure gave the school system the funds necessary to maintain its current standard of education, which is one factor in helping to set the stage for an active homebuilding market. 4. Homes For Our Troops - Our industry, supported by HBA of F-M and Home Builders Care of F-M Foundation, finished a build for army veteran Eric Marts with Homes For Our Troops in Moorhead. ISR Homes was the official Build Partner. Owner Dan Parrow credits our local homebuilding industry for stepping up to save over $150,000 through donations of funds, labor and materials, something that is not typical in other Homes For Our Troops builds across the country. 5. National Recognition - HBA of F-M Chief Executive Officer Bryce Johnson received the National Association of Home Builders Executive Officers Council’s career achievement award in 2017. This award represents the highest level of dedication, loyalty, and commitment and is the highest recognition that can be awarded in the Executive Officers Council. There are over 700 state and local associations in the United States.

ADVOCACY

FM Diversion

With an eye on maintaining the area’s economic vitality, avoiding costly flood insurance and eliminating emotional trauma and damages, HBA of F-M continued monitoring efforts to build the FM Area Diversion. It is crucial to find solutions and a path forward to protect Fargo and Moorhead from flooding.

Fargo Mill Levy

In 2017, the HBA of F-M supported approval of a specified mill levy vote initiated by Fargo Public Schools. It passed with 73 percent of voters approving. We firmly believe in investing in our youth for the future of our community. Passing the measure gave the school system the funds necessary to maintain its current standard of education. Providing this authority ensures that the District can continue to cover the costs of offering a comprehensive educational experience for all students. It was not a request to increase property taxes.

Fire Sprinklers in Twin Homes

Because of actions from key legislators, local leaders, the Builders Association of Minnesota, and collective efforts of our members, Minnesota established that two-unit townhomes, otherwise known as twin homes, are not required to have automatic fire sprinkler systems. This was a major win for the industry resulting in about $8,500 saved per unit built in communities like Moorhead and Dilworth.

Roberson Finds Rewards Through Involvement

Broc Roberson owns a custom homebuilding and remodeling company, Stone Ridge Builders, Inc., with his brother, Trevor Odden (who serves on the Home Builders Care of F-M Foundation Board of Trustees). Roberson has worked in the industry since the late 1990s.

“While it is a lot of fun to go to things like the Golf Outings and member meetings, that trip to Bismarck, and being able to connect with my peers, sitting on the Senate floor with Sen. Jonathan Casper, is something that likely never would have happened if I wasn’t part of the HBA,” he says. “It was a very cool experience, and it’s incredibly rewarding to be involved.”

There are great opportunities for HBA of F-M members to get involved, like Member Meetings, Golf Outings and committees. Building relationships means participating in Association activities. Involved members get more value from their membership.

“Before starting our company, my employers had been members of the HBA,” he says. “It’s more than ‘just the

Health Plan Rebate Program Fargo-Moorhead Home Builders Health Plan & Trust is North Dakota Association of Builders offers this program one of the HBA of F-M’s most popular benefits, designed for HBA members to maximize benefits and keep rates affordable. Nearly 55 percent of member companies participate on the plan. Its uniqueness is the providerbased premiums, allowing members and their employees to review and select the plan and provider that meets their company’s budget. It offers health, dental and vision insurance, along with a short-term disability and life insurance.

Three Memberships in One Upon joining the HBA of F-M, members also hold

membership with North Dakota Association of Builders and National Association of Home Builders. The HBA of F-M also has a relationship with Builders Association of Minnesota for licensed builders in Minnesota.

Membership Discounts The Association offers several opportunities for members to gain visibility and save money in the process. Those opportunities include promotional shows and advertising, which usually incorporate a member discount. This also includes the National Association of Home Builders’ Member Advantage program, offering significant savings on vehicles by General Motors, Chrysler, Dodge, Fiat, Jeep and Ram, plus more.

Education Helps Aure Assist Her Customers

The HBA of F-M provides the opportunity to further members’ education through several seminars and educational opportunities. Examples include Minnesota contractor continuing education offerings, plumbing contractor continuing education and special industry-related education addressing issues on the forefront. Mary Aure is business manager at Fargo Tractor and has worked there for two years. She handles business operations for the Fargo-Moorhead area, encompassing five stores.

Aure serves as vice chair of the HBA’s Education Committee. She enjoys education classes since they offer resources for know-how on things like regulations, human resource issues and safety best practices.

An example she gave is a Lunch Session she attended covering spring load restrictions and rules for construction vehicles on roads taught by an Fargo police officer in 2017. “I had specific questions related to visibility for snow plows and contractors working with them in the winter. We, as sellers, need to be in-the-know,” Aure says. “This class covered warning requirements like flags, colors, restrictions after certain widths, etc. It was incredibly useful for me to learn about it and become a knowledgeable resource for contractors we are doing business with.” The class also covered spring load restrictions, and Aure was able to apply that information to Fargo Tractor’s own operations in hauling equipment, as well as supplement her ability to become an advisor to customers. Mary Aure participates in a first-aid class organized by the HBA.

Home & Garden Show The Red River Valley Home & Garden Show has

been the premier regional show for homebuilding and yard enthusiasts in North Dakota and western Minnesota for nearly 60 years. Held at the Fargodome, this show features up to 110,000 sq. ft. of exhibit space showcasing the diverse products and services available in today’s building industry. Educational workshops are held daily. Our Home & Garden Show attracted over 8,500 consumers and featured over 300 exhibitors.

Parade of Homes Built with pride by professional builders, contractors

and suppliers of the HBA of F-M, the Parade of Homes features a scattered site tour of homes. Using the latest design and building techniques, the Parade offers samples from every market including first-time, move-up and luxury home buyers.

The spring Parade is held over two weekends, Friday through Sunday. The fall event is held over two consecutive weekends. Consumers have many opportunities to explore the homes and talk with the builders themselves.

Remodeled Home Tour The HBA’s Remodeled Home Tour is held in

conjunction with the second weekend of the Fall Parade of Homes and features area remodeling projects, offering a venue for remodelers to showcase their work and for home owners to get ideas for updating their living spaces including kitchens, bathrooms, basements and more. The parades and tour featured nearly 150 homes built or remodeled by 81 member companies.

Jensen Leverages Permit Report for Business

HBA of F-M provides a monthly study of building permits among 12 local jurisdictions to provide in-depth statistics to its members and report on housing levels among cities. The permit report is also widely used by the local media and among community leaders. Mark Jensen is vice president/credit risk officer at Western State Bank in West Fargo.

“I’ve been with the bank since 2006, primarily working on the credit side, both in analyzing individual loan requests as well as examining our portfolio as a whole. I’ve been using the HBA’s permit report for at least ten years as

part of our company’s economic reporting on the local market.”

Jensen’s bank finds the HBA’s permit reporting to be an essential metric in its analysis of the market. He and his team view commercial and residential building activity, including the types of permits and value of permits, as an indicator for how the local economy is doing as a whole. It impacts their approach for both commercial and residential loan approval.

“We’re really glad someone is doing this permit report,” he says. “If we had to request the data ourselves from the cities, sort through all of the information, and analyze it, the process would be incredibly time consuming. This report is a key resource to help direct how we do business.”

WORKFORCE

Showcasing Trades

HBA of F-M partnered with Fargo and West Fargo Public Schools to showcase building industry careers to 180 students. The students learned about a newly constructed home and a renovation project that were part of the HBA of F-M’s Fall Parade of Homes and Remodeled Home Tour. We continue building on events targeted at children and students, including the Lego Homebuilding Competition and the Kids’ Treasure Hunt at the Home & Garden Show, Herdina Academy for the Construction Trades, and the Health, Tech & Trades Career Expo. In addition to all of this, staff and members routinely participated in visits to career days, trade schools and high school advisory committee meetings. All in all, we mobilized over 125 members and reached nearly 3,500 children and students in 2017.

Career Academy Purposed by NDSCS

After much research and consideration, it became clear in 2017 that the HBA of F-M and Home Builders Care of F-M Foundation should play a critical role in the establishment and guidance of a local Career Academy. This academy is being purposed by the North Dakota State College of Science and will focus on career and technical education locally.

NAHB EOC Career Achievement Award

HBA of F-M Chief Executive Officer Bryce Johnson received the National Association of Home Builders Executive Officers Council’s career achievement award in 2017. This award represents the highest level of dedication, loyalty, and commitment and is the highest recognition that can be awarded in the Executive Officers Council. EOC membership is comprised of the staff executives who direct more than 700 NAHB-affiliated state and local home builders’ associations representing more than 140,000 home builders in communities across the United States. Johnson has been involved in the EOC her entire career and was elected to its board in 2013. This year, the EOC elected her to serve as secretary.

Association Excellence Awards

The National Association of Home Builders’ Association Excellence Awards is an annual program designed to recognize the outstanding accomplishments of state and local home builders’ associations and executive officers in the field of association management. In 2017, the HBA of F-M received the following: • Best Public Relations Program Conducted (Kids’ Treasure Hunt at the Red River Valley Home & Garden Show) • Best Government Affairs Effort - Locally (F-M Area Diversion) • Best Service to Members (monthly building permit reports)

COMMUNITY SERVICE

Homes For Our Troops

Our industry, supported by HBA of F-M and Home Builders Care of F-M Foundation, finished a build for army veteran Eric Marts with Homes For Our Troops in Moorhead. ISR Homes was the official Build Partner. Owner Dan Parrow credits our local industry for stepping up to save over $150,000 through donations of funds, labor and materials, something that is not typical in other Homes For Our Troops builds across the country. Homes For Our Troops is a national nonprofit that builds and donates specially adapted custom homes nationwide for severely injured post-9/11 veterans, to enable them to rebuild their lives. During Marts’ 2006 deployment serving in Fallujah, Iraq, two improvised explosive device blasts caused a traumatic brain injury and swelling in his optic nerves. This resulted in him going blind in both eyes.

Dakota Boys and Girls Ranch

Through support from member donations and Home Builders Care of F-M Foundation, volunteers continued revitalizing a Dakota Boys and Girls Ranch youth home that began in 2016. Over the holidays, HBA of F-M and its members organized a holiday drive for the Ranch, collecting entertaining board and card games for the home. In addition, HBA of F-M staff and members purchased holiday wish list gifts for children living there.

Handicap-Accessible Ramps

Remodelers Council members built two handicapaccessible ramps, both for West Fargoans. Mark VerValin has a form of cancer and myotonic muscular dystrophy which affects muscles and many organs in the body. Conrad Meisch was diagnosed with amyotrophic lateral sclerosis, a neurodegenerative disease that affects nerve cells in the brain and spinal cord.
