She earned a bachelor’s of business administration degree at Olivet College in Olivet, Mich. She has over 11 years of customer service experience. Elsner began his career with the bank in May 2010 as a manager trainee. He completed the program in 2012 and has been working as a commercial loan officer. brings more than 30 years of industry experience in the areas of mortgage, credit underwriting and commercial banking. She earned a bachelor’s degree in business administration from the University of North Dakota. Baumann serves on the finance committee of the YMCA and is vice chair for the HBA of F-M’s Parade of Homes Committee. Charlie Sayers joined Vision Bank as a mortgage lender. Sayers earned a bachelor’s degree from North Dakota State University and has more than five years of real estate experience as a closing account executive. Jessa Schneider was hired as a customer service representative. Schneider earned a bachelor’s degree from NDSU and has past experience as a cashier supervisor and assistant instructor.

New year, new venue! The 2017 Fish Fry will be at the Holiday Inn. This location change will allow more seating, four food lines and at least two bars. Safety Topic: Confined Spaces. OSHA has recently redefined confined spaces rule for its construction standards. A confined space has limited means of entry and/or exit, is large enough for a worker to enter it and is not intended for regular/continuous occupancy. Instances of confined spaces
during home building include manholes, attics, HVAC ducts, sewer systems and crawl spaces. This lunch session will review those changes and discuss how to manage confined spaces during the building process. Looking forward: February Lunch Session, Business 101: How to Find & Hire the Right People.

HBA Preps for New Year Celebration, Brings Home Awards from NDAB
Happy New Year! I am honored to serve as the HBA of F-M’s 2017 president. Thank you to Tom Spaeth, Accent Contracting, for his dedication last year. With Tom in the lead, the HBA of F-M had a fantastic 60th anniversary and confronted many issues for you, the foremost being advocating for permanent flood protection. We were successful with the Citizens for Fair Diversion Funding advertising campaign promoting a “yes” vote for sales tax extensions in Fargo and Cass County to fund the diversion and permanent flood protection. This was a critical vote for the F-M Area Diversion’s future and for our community’s continued vitality. We also took care of a lot on our strategic planning list including our first workforce video promoting the trades as lucrative, fulfilling careers. We have plans to make more videos that we can promote around our events for students, like the Health, Tech & Trades Career Expo and Herdina Academy for the Construction Trades. Today’s weekly first-time unemployment claims data came in at a staggeringly low level of 235,000, the lowest weekly level since 11/24/73. The data has been strong for years and suggests very few layoffs. Additionally, October housing starts were very good! While YTD starts are up 5.9%, all important singlefamily starts are up a strong 10.1%. October’s seasonally adjusted annual rate of 869,000 single-family starts is the best level since 10/07!
Moving Mojo
One reason existing home sales and inventory have recovered so slowly is a decline in moving. The percentage of Americans that moved fell to an all-time low of 11.2% in 2016 from a peak of 42% in the early 1950s. Numerically, moving activity topped out in 1984 at 45 million and has steadily fallen to 35 million today, the same level as in 1962. The average American moves 11 times.
Slight Slack
Subtracting November’s excellent unemployment rate of 4.6% (tops since 8/07) from the November U6 rate of 9.3%, the most expansive measure of unemployment and underemployment (and the best since 4/08), is a quick way to measure labor force slack. That number is 4.7%. At the housing boom peak in 4/06 it was 3.4%. At 4.7%, there’s tops another 1.5 million people who want to work more; not much more slack.
Poor Policy
Trump’s decision to essentially force Carrier to preserve 800 manufacturing jobs in Indianapolis is bad policy. If Trump thinks stunts like this will reverse the macroeconomic tide, he’s woefully uninformed. Moreover, other firms may threaten to outsource jobs to get financial incentives like Carrier. Lastly, to globally compete but with higher costs, the plant in Indianapolis will automate much of the assembly process, requiring new workers with better technical skills.
Manufacturing Momentum
11/16 was the first month since 12/14 that all five Federal Reserve bank regional manufacturing surveys were positive. The five Fed regional banks that survey manufacturers are Dallas, Kansas City, New York, Philadelphia, and
Richmond. While all the indices have struggled, the Kansas City index and especially the Dallas index have fared particularly poorly due to the decline in energy prices. Another indication of an improving manufacturing sector.
Bogus Boost
When oil prices started declining dramatically in late 2014, it was hoped that economic growth would quicken as households would suddenly have more discretionary income. While households did boost spending, it was offset almost dollar-for-dollar by reduced corporate investment. Now, oil prices are rising and while that will surely boost corporate investment, the decline in household spending will ensure that the net stimulus to the economy will be near zero.
Dollar Disruptions
As the Fed begins to raise interest rates, it affects all nations but especially emerging markets. Rising rates, and thus improved US returns, vacuum up money from developing nations, causing their currencies to decline. This forces those nations to consider raising interest rates to reduce inflation and protect their weakening currencies. Nations currently most affected by this phenomenon are Brazil, Malaysia, Mexico, South Africa and Turkey. All great vacation spots!
Frisky Fed
Despite correctly anticipating a quarter-point rise in the Fed Funds rate today, the stock market fell 0.8%, the dollar soared by almost 1% and the 10-yr treasury skyrocketed a tenth-of-a-point to 2.57%, its highest yield since 9/22/14. Why the big moves? The Fed anticipates three quarterpoint rate hikes in 2017; the markets were expecting two. Moreover, the tone of the postmeeting statement suggests the outside possibility of a fourth hike.
Truck Totals
Sales of heavy trucks, those weighing over seven tons, peaked at a seasonally adjusted rate of 555,000 in 8/06, but then buckled in the Great Recession to 181,000 by 5/09. Sales then quickly recovered to 479,000 by 6/15 then fell to just 370,000 in 7/16 due to the oil price collapse. Since then, sales have flattened and now stand at 374,000. Hopefully, the oil related sales collapse is over.

The North Dakota Association of Builders hosted its board meeting and Annual Meeting in early December. At the board of directors meeting, the group discussed several upcoming legislative bills, news from the National Association of Home Builders, Awards & Elections and other miscellaneous topics. In addition, the Williston Area Builders Association welcomed Executive Officer Mariah Bates in November and NDAB moved to a different office building: 1702 Burnt Boat Dr Ste 201, Bismarck, ND 58501. UPCOMING LEGISLATION • A proposed requirement for testing and continuing education for home contractors in North Dakota. • A bill to help get loans to essential service workers, like police officers and nurses, for singlefamily homes. This would be a second mortgage at a no or low interest rate that will have to be repaid. • A bill requiring carbon monoxide detectors in existing homes upon sale. Discussion centered on how it will be enforced. • NDAB will host its Legislative Impact Day at the Capitol with the North Dakota Association of Realtors Feb. 15 in Bismarck. The evening event will be a chili and oyster stew feed. • On March 16, NDAB will host a legislative lunch and board meeting in Bismarck.
NEWS FROM NAHB • The National Association of Home Builders’ BUILD-PAC is just $50,000 short of the $3 million goal it set during the two-year cycle fundraising cycle. • NAHB’s National Area 10 Chairman Keith Butz shared that the national association has been working to build a strong relationship with President-Elect Donald Trump’s transition team. • NAHB Field Representative Ashley Wucher shared that NAHB has a grant for associations to apply for funds, and the possibilities are endless

OTHER DISCUSSION • New building codes in North Dakota become effective Jan. 1. • A change from Housing & Urban Development that affects projects being built in the 100-year flood plain due to new elevation standards. • An issue with low appraisals for new construction which will be further studied by NDAB’s Government Affairs Committee. • HBA of F-M thanked NDAB for its contribution to support the Citizens for Fair Diversion Funding advertising campaign promoting a “yes” vote for sales tax extensions in Fargo and Cass County to fund the diversion and permanent flood protection. • Forx Builders Association member Mark Johnson won a seat in the Minnesota House of Representatives and thanked NDAB-PAC for support.

As Fargo’s new inspections administrator, I would like to share my background with you, for those of you who haven’t worked with me before. Before employment with the city, I have worked in construction my entire life including work in lumber retail, electrical engineering, road construction, residential construction and commercial construction. In May 2001 I was hired as a residential/housing inspector for the city of Fargo. In January 2005 I was promoted to plan reviewer II and in June 2015 I was promoted to deputy administrator. This past October I was promoted to building official/administrator. Our purpose at the city of Fargo Building Inspections Department remains the same as I enter the building official position. We are still inspectors, plan reviewers and administration. Our basic duties are to review plans, write permits and inspect. There is no change and we still have our same priorities. On Nov. 21, 2016, Chris Rose was promoted to deputy administrator of inspections.

Membership Committee Rolls out Two Member Benefits to Add Value

The Membership Committee exists within the HBA of F-M in order to assist with the recruitment of new members to the Association, as well as work to retain current members. The committee reviews all membership applications and as past due and cancellation reports. The committee also works to plan semi-annual happy hours for all members and prospective members. 2016 was a good year for the Membership Committee. With a focus on recruiting 90 new members for the year the committee fell just four short of meeting that number! They also worked on two other big projects that have seen success.

The first success was the branding of the HBA’s Hard Hat Happy Hours. This semi-annual event has seen growth since starting in 2015, with over 100 members in attendance at ICSS Supply’s lumberyard last fall. The second success is the creation of the HBA’s member loyalty program. Rolling out in 2017, member companies have a chance to save on their dues by participating in HBA and HBC events. The committee wanted to find a way to reward active members and encourage engagement of members who do not participate in HBA programs or events.
The committee also held an Affiliate drive where it discounted the price of an Affiliate membership for a limited time. As a result the Association gained 20 new Affiliate members. Over the next few months the committee plans to keep working on growing membership as well as gaining feedback from members on how to improve the value of their HBA membership. If you are interested in joining the membership committee mark your calendar for noon, Jan. 18! The committee meets at the HBA and lunch is provided. He has been with Hektner-Lybeck-Erickson Insurance for three years and an active member within the HBA for eight years. “The membership committee is a great way to meet new members. Congress Reinstates Health Reimbursement Arrangements
Dec. 7, 2016 In a major victory for home building firms and other small businesses across the land, the Senate today passed the 21st Century Cures Act, a comprehensive health care package which includes a provision to allow employers to provide Health Reimbursement Arrangements (HRAs) to help their employees pay for health insurance. The House approved the bill last week and President Obama is expected to sign the measure into law shortly. “The National Association of Home Builders has been spearheading efforts to reinstate the use of HRAs since the IRS issued guidance prohibiting their use,” said NAHB Chairman Ed Brady, a home builder and developer from Bloomington, Ill. “This bipartisan legislation is an important step forward to allow small business owners to help their workers with rising health care costs and to ensure more Americans receive affordable health coverage. At the same time, it will protect employers against outrageous fines for providing this cost-sharing option to their workers.” HRAs allow small businesses to offer pre-tax dollars to insured employees to help pay premiums and/or other out-of-pocket costs associated with medical care and services. Most small companies do not have human resource departments or benefits specialists. HRAs offer these businesses a simpler, easier way to help their employees to obtain health coverage. The Internal Revenue Service issued guidance in 2013 stating that employers are no longer able to use HRAs because they don’t meet the requirements of the Affordable Care Act. Not only did the IRS make HRAs illegal, the agency decreed that all employers can face fines of $100 per day per employee if they offer this benefit to their workers. That can add up to $36,500 per employee over the course of a year and up to $500,000 per company. This $100 per day penalty went into effect on July 1, 2015. NAHB has led the charge working independently and with a coalition of other business organizations to remedy this injustice by calling on the IRS to revoke its ruling on the use of HRAs and pushing for a congressional solution. At NAHB’s urging, a section was added to the 21st Century Cures Act that would reinstate the use of HRAs and rescind the punitive IRS penalties associated with them. “NAHB commends Congress for bringing choice and affordability to the health care marketplace by allowing small employers to once again use HRAs,” said Brady.

Time to Come Together
As we ring in the New Year North Dakota Association of Builders is also excited to welcome new board members and members across the state! 2016 was a busy year for NDAB and we are looking forward to presenting new opportunities to our membership, visiting each of the six local associations (hope to meet you!) and continuing our strong advocacy work. Last month we all came together as we teamed up with the Bismarck-Mandan Home Builders Association to host our Annual Awards Banquet in Bismarck. We had a fun night reflecting back on a successful 2016, presenting awards, swearing in our 2017 NDAB board of directors, reconnecting with friends and ending the night with laughter brought to us by a construction comedian. It was a great escape from the cold and snow! One important event of the night was the passing of the hammer as we gave a heartfelt thank you to our 2016 NDAB State President Arnold Karsky. Arnold, along with his family and his business, dedicated countless hours and miles to NDAB and we feel so fortunate to have such wonderful volunteers in our organization willing to work hard for the building industry. With the outgoing of Arnold, we are proud to announce our 2017 NDAB State President Eric Brenden. Eric and his family live in Bismarck and he has taken the opportunity to introduce himself in his article. On Dec. 8, WABA held a Legislative Social as our December Holiday Member Meeting along with the Williston Regional Economic Development Corporation and our member sponsor KLE Construction LLC. Hello fellow members! Happy New Year! It is hard to believe 2016 is behind us already. Many of you will probably be reading this around the time of the International Builders Show. I hope to see many of you there. I would like to take a moment to introduce myself and reflect on where we have been and look forward to 2017. My name is Eric Brenden. I have worked at Northwest Contracting in Bismarck since 1998. My wife, Tara, has been teaching math at Bismarck High for over ten years. We have three children, ranging in age from three to 13. I would like to thank our past president Arnold Karsky for his service in 2016. It has been a privilege working with Arnold, and I know that he will continue to be involved in the Association for years to come. I would also like to thank all of the committee members and the board of directors. Many of them have spent countless hours working behind the scenes on behalf of the Association. Finally, I would like to thank our outgoing directors for the work they have done the last several years for NDAB. As I mentioned at the annual banquet, the mission of the North Dakota Association of Builders is to represent the professional building industry through legislation, information, and education. This year is a legislative year, and I believe that one of the most valuable member benefits is the efforts of the local, state, and national associations to promote builder-friendly legislation. There are many examples of legislation that NDAB has promoted in the past that have helped keep housing more affordable. One specific example was the fire sprinkler legislation from a few years ago. North Dakota became the first state in the nation to prevent fire sprinkler codes from being mandated in the state building code for single family homes and duplexes. Since that time, several states have passed similar laws that have been modeled after ours. I would encourage everyone to get involved. One person can, and often does, make a difference. However, the more people that we have engaged, the more our voice is heard at the Capitol. Finally, I would like to thank our membership for the opportunity to serve as your president for the upcoming year. Please feel free to contact me with any questions or concerns. I look forward to working with the NDAB staff, committee members, and our board of directors in 2017.

The 2016 Health, Tech & Trades Career Expo was held on December 1 and showcased a variety of different careers to the 2,800 ninth grade students from metro and rural schools. Students came from as far away as Mahnomen and LakePark Audobon, Minn., and Wahpeton and Oakes, N.D. to get a chance to run a pumper truck, use a saw and maneuver a crane just to name a few activities. The purpose of the Expo is to expose students to occupational opportunities available in the health, technology and trade industries in our region through hands-on experiences. Home Builders Care of Fargo-Moorhead Foundation is a Gold sponsor of the event and works with members of the Home Builders Association to promote careers in the construction industry. The HBA booth is always fun with the students using power tools, cutting out stars or trees and entering to win a DeWalt radio. Competitors work side by side to promote the industry. Moustaches Take Over Thomsen Homes’ Office Thomsen Homes throws ‘stache bash in honor of men’s health
by Sami Eidenschink, Membership & Marketing Coordinator What do moustaches, men’s health and new home sales have in common? Thomsen Homes! November became “Mo-vember” around the Thomsen Homes office as coworkers and vendors grew out their moustaches for a cause. The team decided that, with each new home sale in November, they would donate $500 to the Movember Foundation. Thomsen recognized the popularity of Movember around the globe and decided to take part. “As many of our male staff routinely grow facial hair this time of year, Thomsen Homes felt supporting the Movember Foundation would be a natural fit,” says Lauren Stonehouse, Marketing Coordinator. The Movember Foundation is a global non-profit that prioritizes their funds by supporting what they say are the three biggest health issues faced by men; prostate cancer, testicular cancer and mental health/suicide prevention. The foundation currently has over 20 participating countries and has raised more than $710 million dollars for their cause since starting only 13 years ago. With the sale of every home during the month of November, Thomsen donated $500 to the foundation totaling a $3,500 raised for the Foundation. Beyond donating money the whole office was able to partake with the Thomsen

Homes staffers and subcontractors by participated in growing out their facial hair and female staffers participating by posing with fake moustaches! To cap off the month-long event they held a ‘Stache Bash at the office to thank all their clients and business partners for helping them succeed in supporting the charity. “We considered this event to be a huge success! It’s extremely rewarding to raise support and awareness for a great cause through our daily business activities,” says Stonehouse. With a photobooth, live music and over 150 attendees, Thomsen put on a great party to celebrate a great cause.

Home Builders Care of Fargo-Moorhead Foundation focuses on recruiting kids as young as five, in attempt to play the long-range game
Welcome to 2017! I am excited to serve as this year’s Home Builder Care of F-M Foundation president! 2016 was great for Home Builders Care, with the emphasis on maintaining relationships with local trade and high schools and construction-related programs. HBC trustees have determined that the best way to support workforce development is to focus on young students and promoting careers in construction to kids as young as age five. Promoting careers in construction to young kids also means promoting this industry to parents. We’ve seen a stigma across the country that working in the construction industry is lesser than other professions. It makes reaching young kids even more important. Those involved in the industry need to help fight against the tendency to push students into four-year programs. Careers in construction industry are fulfilling as well as lucrative, and HBC is setting out to promote that image. In 2016, the first video in a series of four was developed. This video promotes that the construction industry does more than just build homes; it provides homes for the community. Those who have made a career in this industry are part of a bigger picture, more than just pouring concrete, framing a wall or roofing a home. The next steps are to create the remaining three videos to help promote the construction industry in different ways. • The second video will focus on the fun, hands-on tools and activities that our industry gets to do every day. It will be mostly visual to gain interest of young kids and excite them about the industry. • The third video will focus on the rewarding things you can do with the money you earn. If you work hard, you can play hard too! • The final video will illustrate the low cost of training and schooling, and that students don’t need to go into debt. Careers often start off with a good salary. Another priority in 2017 to engage young kids is looking into tools for hbcfm.com to capture the interest of children when they visit our site. The idea is to find an online game, that will foster interest in the industry. This plan is definitely for the big picture. This year’s focus is recruiting very young kids, which means they won’t be working for us for awhile. However, actions are being taken to attract workers now as well. Staff and members are involved on Minnesota State Community and Technical College, North Dakota State College of Science and Fargo Public Schools Advisory Committees for construction programs. The programs are also focused on recruiting in order to ensure the programs remain in place. HBC is looking to develop a student sponsorship program and needs input about how our industry can help pay for training, recruit students out of high school and hire the students during school and after graduation. Home Builders Care Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

The HBA of F-M asked John Gunkelman, Dakota Construction of Fargo, Inc., Darrick Guthmiller, Kochmann Brothers Homes, Inc. and Dave Anderson, Dave Anderson Construction to share their thoughts on finding success in business. They shared some of the mistakes they made when getting their businesses going. They also shared some of the best decisions they made: • One of the biggest points all three made was to determine what you like to do and what you are good at. That way it is easier to hire for the other duties. Make sure that you pay yourself for what you do! Don’t be afraid of charging too much; you need to charge what you are worth. • Have relationships with an accountant, a lawyer, a banker and join the Association! Have contracts with your customers and be as detailed as you can. It will only protect you, your product and your time. The last question they answered was, “what advice did you wish you heard when starting out?” Across the board, the answer was that balance is important and to not miss time with your family. Work and the company can take over and you shouldn’t let it. Their advice was also to not compare yourself to others. Do things your way and be honest!
Dec. 16: How school growth affects development
The HBA of F-M invited Dr. Schatz, Fargo Public Schools, Dr. Flowers, West Fargo Public Schools and Dr. Kovash, Moorhead Public Schools to share the growth plans of their districts. Fargo Public Schools is growing each year, however all of its funding sources are frozen. The Fargo school district will ask residents to vote on March 7 to reapprove the mill levy authority. What this will do is allow Fargo Public Schools to access that value increase in property. The actual mill levy will not increase. West Fargo is also continuing to grow and filling the schools they have been building thanks to the two recent bond referendums that have passed. West Fargo has a little over 10,000 students and expects to be at around 12,500 by 2022. The middle schools will be reaching capacity by 2018. They are planning for another middle school and possibly another high school. Moorhead is also growing, with a new elementary schools opening in the fall of 2017. The high school is also reaching capacity and discussions have begun on what the education needs will be in five to ten years. Educating for career and college readiness is an important focus for Minnesota schools. Moorhead leaders are interested in working together to make sure a variety of career opportunities are promoted to all of their students. The HBA of F-M will continue to work with the superintendents. As the school districts grow, a relationship with the industry will be very important.
HBA Welcomes Interns The HBA of F-M
has two new members of the team! Haley Foster will serve as communications intern and Liza Thompson will be public affairs intern for spring semester. Foster’s duties will focus on communications and public relations while Liza Thompson Thompson will assist with the Association’s advocacy programs and government affairs. Foster is a senior at Minnesota State University Moorhead, graduating in May with degrees in public relations and broadcast journalism. She is a member of the MSUM women’s rugby team, the sports anchor for Campus News, and Haley Foster president of MSUM’s Public Relations Student Society of America chapter. She is from Detroit Lakes, Minn. In her free time, she enjoys traveling, watching movies, and going to concerts. Foster says, “I love to explore and try new things, both of which play a huge role in my love of travel. So far I’ve been to 16 different countries. My goal is the make it to every major country in the world by the time I turn 50.” Thompson is a senior at Concordia College in Moorhead and will graduate in May with a degree in communications public relations. She was born and raised in Fargo. She says, “Although I’m a Cobber I enjoy going to the Bison sporting events. I enjoy spending my free time with my family, going to the lake, and watching movies.” Last month, the HBA of F-M staff celebrated with Ashley Germann and said goodbye as she graduated from MSUM and married her husband, Drew. Germann served as communications intern for summer and fall semesters last year, and was an incredible asset to the team. She plans to move to Chicago.

As your 2017 Remodelers Council Chair, I look forward to continuing the Remodelers Council’s involvement in the community. For those of you who may not be aware of what the Remodelers Council is, it’s a committee that is dedicated to providing the tools you need to build your remodeling business. The Council is made up of suppliers, vendors and trades-people who work in the remodeling industry. It assists in the planning and logistics of the Remodeled Home Tour and various “Ramp Projects” in our community. These Ramp Projects involve the council members coordinating the construction of handicap-accessible ramps for families in need and other requests as they come in. In 2016, the Remodelers Council was able to help with three area projects for families in need. This was done through the support of members for donating their time and materials. I have been a member of the council for many years and just finished up a term for the HBA of F-M board of directors. I am looking forward to a busy 2017 for the council! Meetings are held every other month at the HBA for networking and to conduct regular council business. The next Remodelers Council meeting is 8 a.m Jan. 19. As we move into 2017, both the HBA of F-M and Home Builders Care of Fargo-Moorhead Foundation boards welcome new faces. Stepping on to the board for the HBA is Scott Persoon, CamrudFoss Concrete Const., Inc. HBC is seeing one new face joining its board of trustees: Trevor Odden, Stone Ridge Builders. Although we are excited to be welcoming new directors, we would also like to thank those who are finishing their terms this year. For the HBA, Terry Lipp, Ferguson Bath, Kitchen & Lighting Showroom, and, for HBC, Dan Parrow, ISR Homes, and Brad Morris, Midland Garage Door Company, will come off the board. Thank you for all your work for the Association and congratulations to new board members! Scott Persoon is the newest HBA board member for 2017. He is excited to participate on the board and be involved in helping promote an environment in which the members, as a building community, can provide a top-quality product for the consumers. His favorite part about being involved with the Association is having the ability to help provide a better building atmosphere for the current and future members. Persoon feels the board is important to the HBA because of its overall makeup. “Since the board is made up of people from various trades and not just home builders, it can provide a voice to all members of the building industry,” he says. He will also be the chair of the HBA’s Education Committee this year! When he’s not at work or volunteering his time at the HBA, Persoon enjoys spending time with his wife and their three kids. They enjoy spending time at the lake, attending their kids’ sporting events and golfing in whatever time is left over. Trevor Odden will be joining the HBC board as a trustee in 2017. He believes HBC is important to the HBA’s members because it allows them to give back to an organization and industry that has given its members so much.
“I love that they are focused on workforce development as I see a huge shortage of quality employees in the area. They also do an amazing job raising money and giving back to people and companies that are focused on making our community a great place to live and work,” he says. Odden has also been a long-time member of the Remodelers Council and will serve as vice chair of the council in 2017. When he’s not building homes or helping the Remodelers Council with projects, he enjoys spending time with his wife and two daughters. They enjoy the lakes in the summer and warm vacations in the winter. He also love to hunt, fish, golf, ride four wheelers and snowmobiles, cook and weld.

Residential Construction Employment Grew in November by Robert Dietz, NAHB Chief Economist
The count of unfilled jobs in the overall construction sector remained elevated in October, as residential construction employment continued to grow. According to the BLS Job Openings and Labor Turnover Survey (JOLTS) and National Association of Home Builders analysis, the number of open construction sector jobs (on a seasonally adjusted basis) came in at 205,000 in October, after reaching 221,000 in September. The cycle high was 225,000 set in July. The open position rate (job openings as a percent of total employment) for October was 3 percent. On a smoothed twelve-month moving average basis, the open position rate for the construction sector increased to 2.7 percent, setting a cycle high and surpassing the top 12-month moving average rate established prior to the recession. The overall trend for open construction jobs has been increasing since the end of the Great Recession. This is consistent with survey data indicating that access to labor remains a top business challenge for builders. The construction sector hiring rate, as measured on a twelve-month moving average basis, remained steady at 4.9 percent in October. The twelve-month moving average for layoffs was also steady (2.7 percent), remaining in a range set last Fall. Monthly employment data for November 2016 (the employment count data from the BLS establishment survey are published one month ahead of the JOLTS data) indicate that home builder and remodeler net hiring jumped significantly, as sector employment increased by 19,600. The November gains continue the improvement in the fall after a period of hiring weakness early in 2016. The six-month moving average of jobs gains for residential construction has now increased to a healthier 10,400 per month. Residential construction employment now stands at 2.644 million, broken down as 743,000 builders and 1.901 million residential specialty trade contractors. Over the last 12 months, home builders and remodelers have added 120,000 jobs on a net basis. Since the low point of industry employment following the Great Recession, residential construction has gained 658,000 positions. In November, the unemployment rate for construction workers stood at 6.3 percent on a seasonally adjusted basis. The unemployment rate for the construction occupation has been on a general decline since reaching a peak rate of 22 percent in February 2010, although it has level off in the 5 percent to 6 percent range since the middle of 2016. 34

The Parade events in the spring and fall feature the latest design and building techniques from area builders and continues a tradition of excellence and professionalism. From great architecture to the latest trends in interior design, nothing is overlooked by our members who participate in the Parade. The Parade is open to the public to visit new homes in the Fargo-Moorhead area, where they can generate ideas for their own home building and improvement projects. The Remodeled Home Tour runs in conjunction with the Fall Parade’s second weekend; it features the hottest renovation trends showcased by our members.
