HBA Looks Forward to Building Workforce, Representing You in Local Government Happy New Year! I am honored to serve as the HBA of F-M’s 2018 president.

Thank you to Tyrone Leslie, Heritage Homes, for his dedication last year. With Tyrone in the lead, the HBA of F-M and volunteers confronted many issues for you, the foremost being advocating for permanent flood protection. As you all know, the FM Area Diversion is currently on hold while a task force meets to discuss a path forward to protect Fargo and Moorhead from flooding. We will be watching and waiting for the next steps. Last year, your HBA saw success with a specified mill levy vote put forth by Fargo Public Schools and in passing Minnesota legislation establishing that newly built one-and two-family dwellings and newly built two-unit townhouses are not required to have installed fire sprinkler systems. Leadership and staff participated in dozens of meetings with elected officials on the national, state and local level. This year will see continued activity with topics like special assessments, tax exemptions and other incentives in the forefront for our local governments. We also have city, county and state elections coming up, which will be important to the homebuilding industry. Looking ahead, an issue I am passionate about is workforce development. We have plans to create more videos highlighting our industry, make efforts to connect with more students and parents, and strengthen a partnership with the North Dakota State College of Science on its efforts to build a career academy. We have another busy year of education, public events, Member Meetings and more already lined up. Check out the insert included in this issue for a list and get them on your schedule today.

New Year Celebration

I want to personally invite you to our New Year Celebration and City Night Jan. 25 at the Ramada. Join us for the board installation, a short summary of 2017 and an industry update from our local commission and council leaders. This event is a way for our leaders to discuss topics of interest especially for the homebuilding industry, plus answer questions from you.

Last month, North Dakota Association of Builders held its Annual Meeting and Awards Banquet here in Fargo-Moorhead. Congratulations to two of our very own on winning state honors: 2017 NDAB Builder of the Year, John Gunkelman, Dakota Construction of Fargo, Inc.; and 2017 NDAB Associate of the Year John Koerselman, Red River Drywall & Decorating Services! Koerselman also won NDAB’s Leader of the PAC award for his efforts to promote NDAB-PAC, the association’s political action committee. HBA of F-M brought home NDAB’s membership award in recognition of our membership growth and retention. It was wonderful to see Dan Lindquist installed as 2018 president, and to see our friends from around the state!

Three Resolutions to Make Your Membership Pay

Although you will benefit even if you never attend a Member Meeting, join a committee or utilize offered savings, we have found members that engage in the Association find increased value! Here are three resolutions for the New Year to turn up your engagement and, as a result, find value for your membership.

1 Save Money

Let’s be honest, dollars talk. Here are a few programs and discounts that allow your company to save in the long run! Your membership is a 3-in-1 deal, so make sure to take advantage of the savings offered to you by your local, state and national associations. Aflac: The HBA of F-M teamed up with a local Aflac agency to offer supplemental insurance to HBA members. Aflac coverage is supplemental insurance at group discounted rates. It includes accident and critical illness insurance providing cash benefits directly to policy holders so they can spend more time on recovery and less time worrying about paying bills. 2 Help Generate Workforce

Workforce continues to be an critical need in the Fargo-Moorhead area. The HBA of F-M is involved in many ways to promote the trades. See below for a few ways the HBA is getting involved in the workforce issue, and ways you can help! Videos: The HBA of F-M started a video series targeted at getting kids interested in the trades as a career path, and to inform parents of the homebuilding industry as a viable option over attending a four-year school. Two videos have been produced so far, with two more being planned for 2018. To view them visit www.youtube.com/homebuildersfm Herdina Academy: Every year, the HBA of F-M helps organize Herdina Academy for the Construction Trades. The Herdina Academy is a two-week program for high school students to learn from the professionals about many facets of working in construction. Three Resolutions continued on page 30

Engage with Fellow Members and Grow Personally

by Sami Eidenschink, Membership & Marketing Coordinator Throughout the year the HBA of F-M’s Membership Committee spends time approving new members and evaluating their yearly recruitment and retention goals. For 2017 the committee set a goal of 90 new members and to maintain a 92 percent retention rate. As of press time, the committee ended the year with 82 new members and a 91.9 percent retention rate. That is just eight short of the committee goal! Last year the Membership Committee welcomed new faces on all seven committees and saw events sell out! The committee wants to keep the momentum going by welcoming all employees of member companies to participate in HBA activities and challenge each member company to set their own engagement goal with the Association in one way this year. An HBA membership goes much further than the check a member writes and sends in once a year. Engaging with fellow members is not only great for employee moral, but also great for a strong homebuilding industry. The housing industry continues to be a essential part of the Fargo-Moorhead metro economy. Those who are active in the Association are the voice of the industry to not only their peers but in politics as well. The annual World of Thanks packets contain all the most important information on upcoming events and activities the HBA will be hosting. Diane Sandven has joined Bremer Bank as the wealth management advisor. Sandven previously worked at Heartland Trust Company as a trust officer and at First Trust National Association as a trust administrator. Goldmark Property Management has hired Scott Bennett as project manager and Derek Green as a maintenance manager, and promoted Rebecca Koropatnicki to site manager. Bennett has over 21 years of experience managing facilities with Bank of the West. He has an associate degree in environmental systems from North Dakota State College of Science, Wahpeton. Green has over nine years of experience in facilities management at Dakota Boys and Girls Ranch, and was most recently self-employed as a home inspector for Green Home Inspections. He studied business management at University of North Dakota. Koropatnicki joined Goldmark in 2016 as a leasing specialist and later worked as an assistant site manager. She attended Mayville State University. Jason Krueger has been promoted to general manager at Sig Olson & Sons Plastering, Inc. Krueger has worked at the company for over 20 years, starting as a laborer in May 1997. He began training as an apprentice plasterer in 2002 and became a journeyman plasterer in 2006. He was promoted to foreman in January 2010. He previously worked as an auto technician and tow truck driver in the Fargo-Moorhead area. He graduated from Moorhead High School, attended Minnesota State Community & Technical College in Moorhead and served in the U.S. Army Reserve. Dr. Susan Mathison has joined the board of directors at Choice Financial, bringing the bank’s total board membership to 11 directors. Mathison is a triple-board certified physician and the founder of Catalyst Medical Center in Fargo. She has served on numerous nonprofit boards, including Dakota Medical Foundation, Impact Foundation, Plains Art Museum, Ronald McDonald House, United Way and the United Way Women’s Leadership Council. She graduated from Stanford and earned

her medical degree from the University of Texas-Southwestern Medical School in Dallas, followed by seven years of specialty training at the University of Washington-Seattle. Labor Masters has hired Ian Beaton as executive of sales and marketing. Beaton has six years of sales and marketing experience. He serves on the volunteer fire department and is an acting city council member in Hope, N.D. First International Bank & Trust is proud to announce the promotion and hire of the following employees. Their primary responsibilities are to be a knowledgeable resource in all areas of the bank to help assist our customers: Audrey Wermager is a universal banker. Wermager has been with the bank for five years and currently works at the Fargo south location. Eric Hull is a universal banker. 2018 Dues Deductability Statement

2018 dues payments to the HBA of F-M are not deductible as charitable contributions for federal income tax purposes. However, dues payments may be deductible as ordinary and necessary business expenses, subject to exclusion for lobbying activity. Because a portion of your dues is used for lobbying by NAHB, NDAB and HBA of F-M, the following portion is not deductible for income tax purposes for: • Builder and Associate members: 12.3 percent of the total dues or $71.95. • Remodelers Council members: 13 percent of the total dues or $9.10. • Affiliate members: 10.7 percent of the total dues or $5.35.

Stay Connected on Your Own Time!

How to set up and use the HBA Member Information Center

by Chelsea Diederich, Communications Coordinator Did you know the HBA of F-M has a members-only section of its website where you can access important documents like building permit reports, pay bills, register for events and much more. This is part of an ongoing series showing you the benefits to setting up your online profile. Before you can use any of the online features, you must create login credentials. To do this, call the office at (701) 232-5846 or email tahra@ hbafm.com. You can either receive a link by email to set up a user name and password, or HBA staff can create them, tell you over the phone, and you can update after the first login if you wish. Once you have the credentials in place, go to www.hbafm.com. In the upper right corner of the screen, you will see a Member Login area. Enter your new

user name and password to get started! Now you are in the Member Information Center! Did you previously have credentials set up, but you can’t remember them? No worries, email or call the office and we can reset! Check back next month for more information on how to register for events and pay bills.


Holiday Drive Fulfills Wish Lists, Provides Warm Winter Gear, Games

by Tahra Doll, Office Coordinator During the holidays, the HBA of F-M reaches out to an organization in the F-M community to be a beneficiary of its annual holiday drive. This year, two organizations, Dakota Boys and Girls Ranch and the YWCA, were selected. The collection drive received its first donation on Nov. 10 from a generous member, Sandra Vigen, Mama Ducks Cleaning Service, LLC, whose mother made 17 pairs of mittens to be given to the women at the YWCA. Warm winter gear continues to be an urgent-needs item at the shelter with a request for new or gently used coats (adult sizes M-3XL) which are machine-washable, along with hats, gloves and mittens. Other members who graciously donated items to the YWCA included Dawn Cruff, Dakota Plains Realty; Kristie Eid; Kim Hochhalter, Building Concepts, Inc.; Roger and Nyla Olson, Sig Olson & Sons Plastering, Inc.; Kathy Klug, Valley Lights; Karen Radtke, Bell Bank and HBA staff members Krista Mund and Tahra Doll. The YWCA operates the largest emergency shelter for women and children escaping domestic violence, homelessness and other crisis situations in North Dakota and northwestern Minnesota. In 2016 alone, the YWCA

provided safe shelter to almost 1,400 women and children. Donations for Dakota Boys and Girls Ranch this year consisted of games for youth ages 12-18 and brought in everything from the classic games of Uno, Scrabble and Life to the newer games of Farkle and Double Ditto. With almost 30 games collected, the youth at the Ranch will have plenty of fun games to occupy their time and connect with other residents. In addition to games, a total of 20 HBA members and staff chose to purchase gifts from wish lists that were provided by each of the youth living at the two Dakota Boys and Girls Ranch sites – the Fargo Youth Home and the Residential Treatment Center. The Fargo Youth Home is a group foster home serving up to 12 kids ages 12-18 and the focus is on independent living skills so that these kids have a better chance at reaching their full potential and leading a successful life in the Fargo-Moorhead community. This home continues to be a remodel project which was taken on by Home Builders Care of FargoMoorhead Foundation, with the volunteer assistance of the Remodelers Council. President’s Message Greetings.

I am Dan Lindquist, a Home Builder from Fargo-Moorhead, and I will be serving as your 2018 President of the North Dakota Association of Builders. Along with running our business for the past 20 years, my wife, Maggie, and I have four daughters. We both feel fortunate to raise our family, work, and build friendships in this region of the country. For starters, I would like to thank Eric Brenden for his time and leadership as the 2017 President of NDAB. This past year with the legislative session in full swing, the additional time spent away from his work and family showed Eric’s commitment to our Association. The North Dakota Association of Builders is well respected among elected officials and Eric’s knowledge of issues and quiet confidence only enhanced our Legislative relationships. This coming year, I look forward to visiting with all the local associations around the state. One thing I have learned through my involvement with NDAB is, no matter what part of North Dakota you live in, we all face similar issues. So, I feel our greatest resource, is our membership. We have access to a wealth of information and that is a message all of our members need to hear. Chances are, a new challenge you might be facing, may have already been experienced by someone else. That information is out there and available to you. I appreciate the opportunity you have all given me this coming year and will work hard to properly represent our Association. Construction Code Development Underway It seems like it was just yesterday that the 2015 Minnesota Residential Building

Code and related construction codes were adopted. As with everything, time moves on and the state is now embarking upon a review of the 2015 and 2018 I-Codes (a.k.a the model codes published by the International Codes Council). The new series of codes are anticipated to become effective Spring of 2020. A new, hopefully much more transparent, code development and rule making process will be used as the Department of Labor and Industry works to craft amendments to the State Building Code. The process will include the use of Technical Advisory Groups (TAGs) comprised of stakeholders and publicly available tracking sheets showing the differences between the model I-Codes and Minnesota’s adopted state building code that will track proposed changes and recommendations. The first meetings of the TAGs are scheduled for the second week of January, 2018. The Builders Association of Minnesota representatives seated on the TAGs are as follows: • Kurt Welker, Welker Custom Homes - Code Administration TAG • Mike Paradise, Bigelow Homes - Residential Building Code TAG • Ed VonThoma, Building Knowledge, Inc. - Energy Code TAG • Craig Oswell, Oswell Engineering and Consulting - Structural TAG Other TAGS include the Commercial Building Code, Existing Building Code, Accessibility Code, Mechanical and Fuel Gas Codes, Elevator Code, and Fire Code Compatibility. This effort will be coordinated through the Construction Codes Advisory Council (CCAC). Mike Paradise is the residential construction industry’s representative on the CCAC. Chad Kompelien is the alternate. Members should be aware that the CCAC is charged with advising the DLI Commissioner on recommended changes to the Minnesota Building Code, with one important notation. As it relates to the residential energy code, state law requires the CCAC to review new model residential energy codes, evaluate required research and analysis, and make an affirmative recommendation to the Commissioner regarding any changes to the Residential Energy Code. As a reminder the electrical code, high pressure piping code and plumbing code are developed and adopted under the authority of their respective boards - Board of Electricity, Board of High Pressure Piping Systems, and Plumbing Boards - and won’t be part of the TAG / CCAC process described above.

Now in its 18th year, this event has traditionally offered HBA of F-M members time with local mayors to hear updates about their communities and ask questions. HBA of F-M CEO Bryce Johnson says, “What makes this event special is its casual, sometimes lighthearted feel. In addition to the mayoral panel, local city officials and staff traditionally attend the social hour to chat with members. The HBA’s Events Committee has purposefully reviewed the agenda, shortening the business meeting, and placing more of an emphasis on the mayoral panel. Attendees will also get an update from leaders at the HBA’s state associations and see a short video recapping local accomplishments from 2017. “Hearing from our leaders at the North Dakota Association of Builders and the Builders Association of Minnesota is always a treat, and a great way to connect with what they are working on in our state capitols,” Johnson says.

Home & Garden Show Workshops Address Current Trends

There are a lot of different trends to consider and the committee has put together a workshop schedule that is sure to entice a wide variety of consumers.

Woodshop

Reclaimed wood and pallet furniture are very popular right now. Dakota Timber Company will host a woodshop workshop to highlight what they’re seeing right now and highlight some things consumers can consider doing to bring these trends to their own homes.

Home Brewing

Craft beers are gaining popularity, and more and more people are starting to make their own beer at home. Hosted by a local homebrewing club, attendees will learn a little bit of history on the hobby. They will also get a comparison to commercial brewing and presenters will cover how to get started.

Gardening

Beyond Outdoors will provide a gardening workshop focusing on how workshop attendees can create their own hypertufa planters. Hypertufa is an anthropic rock made from various aggregates bonded together using Portland cement. A popular option they are seeing is “concrete hand” planters. Parade of Homes Offers Unique Opportunity to Highlight Product

by Allison Weckman, Senior Events & Marketing Coordinator This year will mark the 58th annual Spring Parade of Homes for the HBA of F-M, and the reason it’s been such a successful, long-standing event is because of the unique opportunity it provides for consumers to see members’ work. Parades allow consumers to view newly constructed homes no matter where they are in the home-buying process. They may be serious buyers looking to purchase a lot and start their own custom home, or they could be planning for the future and meeting builders so they know who they want to work with when they’re ready. The Parade is also great for those just wanting to see the latest design trends. Save the date for the 2018 Spring Parade of Homes, April 27-29 and May 4-6. Hours will be 4 – 8 p.m. Friday, 9 a.m. – 5 p.m. Saturday and noon – 5 p.m. Sunday. Entry applications will be mailed out to builders in January with an early registration deadline of Feb. 16 and a regular registration deadline of March 5. There are plenty of reasons why builders choose to enter a home on the Parade, but here are just a few: 1. While photos of homes are pretty, nothing beats seeing, feeling and smelling the home first-hand. Even virtual tours don’t have the same effect as getting to walk through the home and see the quality of the construction up close. 2. In an age where you have to market in multiple platforms, entering the Parade is the best way to get the most bang for your buck. The cost to enter a home on the Parade is lower or comparable to just one form of advertising, but by being in the Parade, your entry is promoted in both traditional and non-traditional media. The HBA invests in a comprehensive marketing plan that includes print, television, radio, billboards, online and social media. The Parade also has a dedicated website, mobile app and magazine where each entry gets a 75word description, rendering, three keyword phrases and builder contact information. And, don’t forget the blue and yellow directional signs and pennants that consumers have learned to look for! 3. Many sales leads can be attributed to Parade of Homes entries. Entering a home is a great return on investment.

Career Expo Showcases Health, Tech & Trades Industries to Students

by Mackenzie Ste. Marie, Communications Intern Every year high school students get an inside, hands-on experience in health, technology and trades careers. Nov. 30 was the 15th annual Health, Tech & Trades Career Expo where over 3,000 students, from 42 schools were able to interact with over 50 businesses throughout the area. In addition to connecting with businesses on the Fargodome floor, students participated in breakout sessions where they learned about star formation in a geodome, created a computer game using Scratch programming language, learned about DNA, participated in engineering challenges about the benefits of recycling, and how to design a truss system. The Health, Tech & Trades Career Expo is beneficial for the students participating, but also for the businesses, as representatives talk more about their industry, what they love about it, and discuss any possible schooling that comes along with it. Scott Wirth, Roers Construction, attended the expo for the second year and has had an impactful experience so far. “Getting students interested in two-year construction programs in college is so important for our industry. It’s important for them to know that you don’t need a four-year degree to get a job. Also, explaining to them the different ways they can get involved throughout the community, is something I like to talk about,” he says. Paul Finn, Red River Electric, Inc., has been going to the Heath, Tech & Trades Career Expo for the past six years. “Educating students that they don’t need a four-year college degree to get into the industry is the most rewarding part of

coming to the expo,” he says. HBA of F-M and Home Builders Care of F-M Foundation were platinum sponsors of the event. This year the HBA of F-M promoted the Herdina Academy for the Construction Trades, and had three interactive stations. Students could use an electric screw driver to fasten screws into a board, cut out shapes with a jig saw and use an extended auto-feed screw gun to fasten floor boards together. After students participated in the activities, they were placed in a drawing for a DeWalt radio sponsored by ACME Tools, and received more information about the Herdina Academy for the Construction Trades. The Herdina Academy for the Construction Trades is a two-week course for high school students to experience the construction industry. Students spend time building sheds, exploring career opportunities and working side-by-side with contractors. The course is open to North Dakota and Minnesota high school students ages 15 and older. The 2018 Trades Academy is June 4-15 at Minnesota State Community

and Technical College. Each attendee has the option of three college credits. Students work with industry professionals in specialized fields and are supervised by qualified high school instructors. 2018 will be For a full list of HTTC volunteers see page 27

Fargo Hosts NDAB Meetings

The event was extra special to the HBA of F-M as it welcomed local member, Dan Lindquist, Dan Lindquist Construction, as the 2018 state president. Members from all over the state joined each other for an evening of state awards and networking. Local association members took home state awards, John Koerselman, Red River Drywall & Decorating Services, won Associate of the Year John Gunkelman, Dakota Construction of Fargo, Inc.,

won Builder of the Year and the HBA took home the first place membership award for the second year in a row. The state board meeting was hosted the following morning to cover issues affecting the building industry and associations at the state level. A few discussed topics included an open position on the North Dakota Housing Finance Agency advisory board, an update on the NDAB education committee and approving the 2018 NDAB elected officers. HBA Hosts Building Officials Roundtable: Code Changes, Deck Class on the Horizon by Krista Mund, Executive Vice President In November, conversation between HBA of F-M members and local building officials covered everything from 2018 code updates, to deck building to floodproof foundations. HBA CEO Bryce Johnson moderated the roundtable and welcomed Shane Amundson (Reile’s Acres), Tim Friedt (Moorhead), Jay Sandvig (West Fargo) and Bruce Taralson (Fargo) to give brief updates on their communities and take questions from members. Over 40 attended the session at the Skills & Technology Training Center, Fargo. Friedt mentioned that Moorhead has had to re-plat lots to accommodate twin homes being built. The activity for twin homes has increased since the state of Minnesota lifted the requirement for fire sprinklers last year. Amundson stressed the need for accurate elevations when pouring floodproof foundations, and that it’s crucial that foundations and footings be built to FEMA standards. He encouraged builders to educate themselves on the LOMR process which is on the city’s website. Sandvig noted there is a slowdown in homebuilding in West Fargo, and that his office also does permitting for many of the surrounding small towns. Taralson noted that fees will be adjusted for house-moving permits and that Fargo is working on some tweaks to floodproof foundation expectations with the HBA. He said the city is working toward making its online permitting process easier as well. Both Taralson and Sandvig said that the 2018 International Code books are out and their cities will be going through the amendment/approval process in 2018, with implementation in 2019. Friedt believes that Minnesota’s update will not happen until 2021 since the state develops its own code. Taralson and Fargo Deputy Inspections Administrator Chris Rose highlighted an issue with the way decks are being constructed. The other officials echoed those concerns. Part of the issue is that the regulations for building a deck has gone from about a paragraph to several pages in the code book.

Fargo plans to work with the HBA to bring in a speaker from the International Codes Council in March to cover the code. His talk will be tailored to our area’s amended codes and include Minnesota jurisdictions. There was some discussion on concern for floodproof foundation elevations being correct since, in most cases, cities place a lath or thin stake in front of the property. This lath can be easily broken or destroyed in the excavation process. Attendees discussed solutions like establishing a common point within the development. An example would be the top point of a fire hydrant, or something that never changes height or location. Builders could be told that is the height foundations need to be set. In most cases, this will work, but some developments would need to have more than one point within a development. The developer, city or surveyor would need to note the heights and location of bench mark on the permit or plan. Johnson brought up the issue of arc fault outlets and breakers causing problems for homeowners when they trip for no reason and items like freezers and hair dryers will not operate. Taralson said that the state of North Dakota amended code to remove some arc fault requirement, but Fargo put it back in because leaders felt it was important. Some builders in the room had not experienced issues with arc fault outlets, and suggested those who do, look at the products they are using. They suggested perhaps it could be narrowed down to a certain distributor or product.

2018 Brings Focus on Workforce, Completion of Dakota Boys and Girls Ranch Project Welcome to 2018! I am excited to serve as this year’s Home Builder Care of F-M

Foundation president. 2017 was full of great successes and lots of changes. Our goal for 2018 is to focus on workforce development, actively engaging young students in the industry and promoting careers in construction. Part of our goal is to educate parents, telling them that careers in construction trades can be very rewarding and lucrative. Not all trades require a four-year degree. By continuing working with advisory committees for Minnesota State Community and Technical College-Moorhead, North Dakota State College of Science and Fargo Public Schools, we help educators hear the industry’s needs and wants from future workforce. We are also able to learn more about these students and what they expect from a career in construction. By participating with these advisory committees, it helps guide our industry and educators. It ensures important construction-related programs remain in place. In 2016, the HBA started developing a series of workforce videos to promote careers in construction. We have completed the first two videos in the series, which have been received well, and plan to complete the last two videos in 2018.

Home Builders Care of Fargo-Moorhead Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.


What Makes a Home Green?

by Larry Mayer, Solution Design Inc. Most contractors will tell you a green home is more energy efficient than code. While energy savings are important other factors are gaining importance with millennial home buyers. Indoor air quality is quickly becoming a big issue as code is requiring tighter homes. Today, a newly built home is twice as tight as ten years ago. Number one on list of indoor pollutants is moisture. Moisture shows up at windows in winter time and in musty basements and as sources of food for mold growth. Home inspectors in the F-M area are seeing more mold growth and home buyers are asking more questions. We need to remember the Red River Valley is an old lake bed. Lake Agassiz that has a highwater table and moisture enters a home from this high water table by capillary effect at the footing pad and basement floor. While indoor air quality can be improved with a fresh air exchanger, choosing the right unit is critical. I see many of them unplugged after a few years because their too noisy. In our cold climate, over drying a home in winter brings a second problem, HAI, home acquired infections. When indoor humidity falls below 40 percent the spread of infections through the home can increase up to seven times and even more below 30 percent relative humidity. I recommend installing an ERV, energy recovery ventilator that recovers enthalpy (energy and moisture) so the fresh air unit can run longer while keeping relative humidity above 40 percent. Comfort is a close second to indoor air quality. The thermostat on the wall has been the benchmark for determining comfort. But mean radiant temperature MRT is quickly gaining acceptance by discerning home buyers and designers to provide high comfort. MRT is the radiant energy differential between a outside wall or window and occupant in the room. Designers can engineer a room to perform with small MRT difference and provide high comfort. This is common practice in Europe and Asia where radiant conditioning is popular. Higher-end homes in our area utilize radiant heating to accomplish the same low MRT differential. These homes also use 12 percent to 15 percent less heating energy but a layered conditioning system of radiant and force air conditioning comes with a higher cost. In summary a green home is more than energy efficient, it is more comfortable and healthy. As a contractor we should market these features as home buyers are looking for them. Solution Design was founded in 2001 by Certified Engineer Larry Mayer after leaving Honeywell where he had a successful career implementing Performance Contracting projects in North Dakota and Minnesota.

Halting Housing While housing starts in October rose 13.7% compared to September, they remain 2.9% below the level of 10/16, and are up just 5.8% YTD. Technically, it’s because multifamily activity is down roughly 10% YTD. That’s because multifamily activity has returned to its pre-recession level of roughly 400,000 units/year and is very volatile from month-to-month. The key, the continued painfully slow recovery in single-family activity, barely above historical recessionary lows. Exempt Estates Last year, 2.6 million Americans died. Of those, 5,219 had estates large enough, greater than $5.49 million/person, to pay estate tax. Doubling the exempted amount to $11 million/person, which the Senate proposes, would reduce the number of taxable estates to 2,204. If the estate tax is eliminated, as the House proposes doing in 2024 after first doubling the exemption, the cost to the Treasury would be $151 billion through 2028.

Miserable Mexico By all indications, Mexico just recently entered a recession. Business activity, sales growth, business confidence and industrial production are not only all declining but are in contractionary territory. Worse, equities are down 8% after peaking three months ago and GDP declined in Q3 for the first time in years. A NAFTA breakdown is feeding this as is fear that nationalist-leaning populist Andres Manuel Lopez Obrador will win the 7/18 election.

Sickly Savings The personal savings rate fell to just 3.1% in September, its lowest level since 12/07, the start of the Great Recession. The decline is undoubtedly being caused by record gains in household net worth. As a percent of disposable income, it’s 670%, well above the Housing Boom high of 650%. Ever higher bond, equity, housing, and real estate prices are feeding wealth. Should they weaken, growth will, at best, stall. Yucky Yields `The yield spread between 10-yr and 1-yr Treasuries has shrunk from a postrecession peak of 3.4 percentage points to just 0.70 percentage points. The problem is in prior Fed rate rising cycles, the yield on the 10-yr rose as faster growth was expected; now the 10-yr yield is trendless. Moreover, Treasury is exacerbating this by shortening the duration of US debt, and long-term rates in Europe and Japan are microscopic.

Suffering States As of 2015, there were 13 states that sent more money to Washington than they received in federal spending. The sums include federal salaries, military contracts, Social Security payments, Medicaid, corporate and personal taxes and so on. The biggest loser, NJ at -$3,478/person, followed by CT at -$2,763, and NY at -$2,425. The biggest winner, DC at $40,082, followed by NM at $8,072, WV at $6,765 and MS at $6,495. Lotsa Labor Employment growth was 228,000 in November and is averaging 170,000 jobs since August. The key takeaways: the job market is very strong, and growth is well distributed with solid gains across all education levels! The hurricanes have left no traces, and while wage growth is hardly Bitcoinesque at just 2.5% Y-o-Y, an increase in the average work week has boosted total wages by a respectable rate of 4.75% since August.

Invisible Inflation The number of times the Fed boosts rates a quarter-point in 2018 will depend entirely on GDP growth and inflation. If both perk up, expect four hikes, if they both remain weak, expect two. The low and falling unemployment rate suggests that inflationary pressures should build. However, researchers find that declines in the unemployment rate today have only 30% as much influence on inflation rates as they did decades ago. 28


NAHB Supports Final Tax Bill Dec. 16, 2017

House and Senate conferees have produced a final conference report on the Tax Cuts and Jobs Act, tax reform legislation that will be voted on by each chamber next week. After significant improvements made during the legislative process, and due to the robust engagement efforts of NAHB and its membership, NAHB supports this final tax bill. We believe it will help middle-class families, maintain the nation’s commitment to affordable housing and ensure that small businesses are treated fairly relative to large corporations. Lower tax rates and a fair tax code will spur economic growth and increase competitiveness, and that is good for housing. An overview of the Tax Cuts and Jobs Act, with all changes taking effect for the tax year starting Jan. 1, 2018: • Mortgage interest deduction. Retains the mortgage interest deduction and the deduction for second homes, but reduces the mortgage interest cap from $1 million to $750,000. • State and local property taxes. Allows taxpayers to deduct up to $10,000 of state and local taxes, including property taxes and the choice of income or sales taxes. • Capital gains exclusion. Maintains existing law that allows home owners to exclude up to $250,000 (or $500,000 for married couples) in capital gains on the profit from the sale of a home if they have lived in the house for two of the last five years. • HELOC. Eliminates the deduction for interest on home equity loans. • Private activity bonds. Retains private activity bonds (PABs), which will enable the Low Income Housing Tax Credit to maintain its effectiveness as the most indispensable tool for the production of affordable housing. Without PABs, we would face the loss of more than 788,000 affordable rental units over the next decade. • Alternative Minimum Tax. Eliminates the Alternative Minimum Tax (AMT) for corporations and increases the AMT exemption amounts and phase-out thresholds for individuals. • Individual tax brackets. Retains seven tax brackets, with rates ranging from 10 percent to 37 percent. This will provide tax relief for individuals and small businesses and represents a tax cut for most taxpayers. • Estate tax. Doubles the estate tax exemption. • Carried interest. Retains existing carried interest rules, but assets must be held for three years. • Pass-through deduction. Allows most taxpayers with pass-through income to deduct 20 percent of that income based on wages or on wages plus a capital element. • Business interest deduction. Provides the taxpayer a choice of making a one-time election for a deduction limited to 30 percent of adjusted gross income; or for real estate, a 100 percent deduction for business interest, but with certain trade offs. • Like-kind exchanges. Preserves the benefit for real estate investors to make taxfree exchanges of property, commonly referred to as “like-kind” exchanges. • Multifamily depreciation. Gives the taxpayer the choice of taking 27.5 or 30 year depreciation, depending on how they elect to treat their business interest. • Individual tax provision sunsets. Almost all individual tax elements – mortgage interest, state and local property taxes, individual brackets, etc. – expire at the end of 2025. Unless Congress acts, starting in 2026 these modifications will revert back to the tax code as it exists today in 2017. NAHB was at the forefront of the tax reform debate and we earned clear victories on the real estate exception to the business interest deduction, second homes, private activity bonds, the capital gains exclusion, and many other provisions. We are urging the House and Senate to move swiftly to pass the legislation. It is expected that both chambers will approve the bill during the week of Dec. 18 and get the legislation to President Trump’s desk before Christmas. For more information, contact J.P. Below are several examples of work done over the last month to improve relationships with legislators, work on national legislation and local efforts to keep important incentives.

Legislative Social

In November the HBA of F-M hosted over 30 legislators and 40 members at its Holiday Legislative Social. This event is held every year, and is a great chance to stay in touch with legislators, meet candidates (during election years) and discuss important industry issues. Thank you to The Title Company for hosting our event in its building!

Travel to Washington, D.C.

In early December HBA of F-M member John Gunkelman, Dakota Contruction of Fargo, Inc., and Kim Schneider, North Dakota Association of Builders chief executive officer, traveled to Washington, D.C., to meet with U.S. Sens. Hoeven and Heitkamp. These meetings were to discuss proposed tax reform legislation.

Locally HBA of F-M members and staff are working on your behalf to monitor and participate in discussion about tax incentives and special assessments in the city of Fargo. by Summer Hammond, Education & Development Coordinator Home Builders Care of F-M Foundation hosted its second annual Curling for Construction fundraising event last fall. It raised $835 for the Foundation and attracted a great mix of ages, with everyone from newcomers to experienced players throwing the rock. A little competition always makes for more fun. The contest was closest to the button. Dustin Murray, Dustin Murray Construction, took home first, and Jason Eid, Eid-Co Buildings, Inc., took home second.
