We had productive meetings with North Dakota’s three Congressional delegates last month! We visited at length with all three of them as part of the National Association of Home Builders’ Legislative Conference June 5 in Washington, D.C., and are grateful to the personal access they give us as members and North Dakota residents. Key topics highlighted during our visits with U.S. Sen. John Hoeven, U.S. Sen. Kevin Cramer and U.S. Rep. Kelly Armstrong included: • Workforce • National Flood Insurance Program Re-authorization
• Housing Finance Reform • Energy Efficiency • Affordable Housing
We, as association leaders, hear from our counterparts in other areas of the country that their elected officials are not as open and available to discussion. Not only did members visit with our Congressmen, they received a brief from NAHB filled with valuable information affecting our industry. These briefs included: • Affordable Housing Credit Improvement Act: This act would increase the number of low-income tax credits by 50 percent, and adjust how the credits flow into projects (S1703 and HR3077). • Postal Service mandated mailbox clusters: In 2012 a preference was made by the U.S. Postal Service, which has now transformed into a mandate. Green Cost Savings Are Key To Customers
by Chelsea Diederich, Communications Coordinator The National Association of Home Builders has an extensive research department with staff experts including economists, tax specialists, financial experts and regulatory and technical specialists. NAHB Associate Vice President of Survey Research Rose Quint recently outlined findings from a study done on: Green Features – What Home Buyers Really Want. The full report is available for purchase on builderbooks.com. The study surveyed people from across the U.S. who had recently purchased a home, or are in the market to purchase a home within the next few months. What the study found was that homebuyers want green features, but the motivator for putting them in their home is cost savings. Let’s dive in below to get more in-depth on the specifics.

Green Features
Two green features made it into the most wanted list overall: ENERGY STAR windows and ENERGY STAR appliances. These features beat out popular home features like a double kitchen sink, hardwood flooring, walk-in pantry and a patio. ENERGY STAR was also known by most buyers, 81 percent were aware of the program. The next program that was known dropped all the way down to 24 percent.
Included in green features that buyers want are: efficient lighting, triple pane insulating glass windows, insulation higher than required by code, water-conserving toilets, low-e insulating glass windows and tankless water heaters to name a few.
When asked if buyer’s would pay more for their home to help save the environment, the results were surprising low. 68% 14% Want an environmentally friendly home and would pay more for it

STATE ADVOCACY UPDATE KIM SCHNEIDER, NORTH DAKOTA ASSOCIATION OF BUILDERS CEO
Advocacy happens year-round for North Dakota Association of Builders’ staff and it is important that you watch for alerts from our office and your local association staff for call to action items. We hear time and time again from office holders that they want to hear directly from the members, their constituents, about their concerns on issues. In June, NDAB members and staff from across the state traveled to Washington, D.C., for the National Association of Home Builders Spring Board of Delegates meeting. While there, NDAB members participated in the 2019 Legislative Conference where we joined approximately 700 other members making hill visits to our states’ delegation. Spending time with Senator Hoeven, Senator Cramer and Congressman Armstrong, our members shared personal stories, expressed concerns and raised awareness for issues that impact builders in North Dakota and across the nation. We are very fortunate that our delegation understands the importance of making time to meet with our members who traveled to D.C. and we appreciate their time and dedication. Meetings also happen frequently back in your home town as well with your state and local officials. Whether it is a planned meeting, event or a chance meeting while out in the community, take the time to introduce yourself and mention your membership with the association. It’s easier to make an ask later if you have already developed a good relationship. In the upcoming months, you will hear more about NDAB-PAC and BUILD-PAC and the fundraising efforts at the state and national levels. PAC or Political Action Committees help fundraise to be able to make contributions to candidates that are willing to stand up for the homebuilding industry. At the national level, we are given a fundraising goal during a two-year cycle. For the 2019-2020 cycle, our goal is $26,935.19. To date, members from North Dakota have raised $22,581.68 or 83.84 percent of the cycle goal. A majority of ND's top level donors are from the HBA of Fargo-Moorhead. It is having members who believe in the advocacy efforts that help us to build relationships and continue to have success. We encourage you to be involved, be aware and know that your voice matters.

Builders Call on Congress to Address Housing Affordability Challenges June 3, 2019
As the National Association of Home Builders celebrates National Homeownership Month in June, builders are urging Congress to address America’s housing affordability challenges. “Removing regulatory barriers that contribute to the increased costs of housing will pave the way to homeownership,” said NAHB Chairman Greg Ugalde, a builder and developer from Torrington, Conn. “Home builders and the residential construction community are committed to working with Congress to ensure homeownership is within reach of hard working families.” Rising costs from excessive regulation, a shortage of construction workers, tariffs on $10 billion worth of building materials, and housing finance concerns have detrimental effects on housing affordability. NAHB analysis shows that regulatory requirements alone account for 25 percent of the price of a single-family home, and 30 percent of the cost of a multifamily development. Even with lower mortgage interest rates, housing affordability is relatively the same as it was a year ago. The NAHB/Wells Fargo Housing Opportunity Index found only 61 percent of new and existing homes were affordable to a typical household. The current homeownership rate (64.2 percent) remains below the 25-year average rate (66.3 percent), according to the Census Bureau’s Housing Vacancy Survey (HVS). More than half (53 percent) of buyers actively searching for a home in the first quarter of 2019 have been looking for three months or longer, according to NAHB’s Housing Trends Report (HTR). Home buyers say high home prices are the principal barrier to homeownership. A majority (78 percent) of buyers estimated they could afford fewer than half of the homes for-sale in their markets. Despite the challenges of housing affordability, younger generations are more optimistic about finding a home. In the first quarter of 2019, prospective Millennial buyers are the likeliest cohort to expect house hunting to become easier in the months ahead (23 percent), followed by Gen X’ers (22 percent), Seniors (20 percent) and Boomers (18 percent), according to the HTR. About 20 percent of Millennials have plans to purchase a home in the next year, compared to only 15 percent of Gen X’ers, seven percent of Boomers, and three percent of Seniors.

No matter what time of the year it is HBA of F-M members are busy! They are running their own businesses, attending kids’ activities and of course making time for Association-related events and committee meetings. Four times a year the HBA staff select a “Member of the Quarter” to recognize someone who continues to go above and beyond to assist both the Association and Home Builders Care of F-M Foundation behind the scenes. The latest honoree is builder member, Ryan Johnson, Monarch Homes.
Johnson serves as trustee on the Home Builder Care board and supports both the Association and Foundation’s workforce development efforts. “The industry has gotten less glamorous and there seems to be a big shortage of workers in our industry. We have to figure the problem out now before it causes major issues further down the road for the building industry,” shared Johnson, when asked about why he is so passionate for developing the future workforce in our community.

“I started in residential framing in 2002, then started my subcontracting company in 2004. There are many stages of building a home that are my favorite, but I really enjoy working through the design stages and tailoring the home plans to the buyer’s lifestyle and needs,” he says. Johnson has been a huge help to the programs held at both the Association and Foundation. As a trustee, Johnson assisted with shaping the future of the Foundation during strategic planning sessions, mentoring at the Herdina Academy and helped at it largest fundraiser of the year, the Fish Dinner, in March.

When he is not dedicating his time to HBA and Foundation activities, Johnson serves as an active member of the Mapleton Volunteer Fire Department and regularly takes part in Mapleton council meetings to stay active and in-the-know within the community. Spending time as a family and being outdoors is also a priority for Johnson. “During the summer months we spend time at the lakes and in the winter, we go up to Detroit Mountain for snowboarding and skiing. Fall is for hunting and in the spring, if I am lucky, I like to get up to Devil’s Lake a couple times when the walleye are biting,” he says. The HBA Staff are so excited to recognize and congratulate Johnson for his volunteerism over the past year within both the HBA and HBC. Johnson along with three other members will be recognized at the Awards Gala & Annual Meeting being held October 29. Save the date and plan to attend the last event of the year with your industry peers!

What You Need To Know About The Risk Of Opioids
by National Association of Home Builders Opioids like oxycodone (OxyContin®) and hydrocodone (Vicodin®) are commonly prescribed to construction workers to treat pain caused by on-the-job injuries. For decades, drug companies presented misleading information to doctors and patients about the effectiveness and safety of these medications, leading to increased opioid prescribing at higher doses, addiction, and overdose deaths. These risks, coupled with the demands of the building industry and a workplace culture where workers do what it takes to get the job done, have increased the risks and harms of opioid addiction. Workers often return to work soon after an injury, despite still being hurt. Many people who become addicted to opioids, including heroin, are hard-working people with families. Opioid addiction can happen to anyone. Increasing your knowledge about opioids can help reduce some of the risks. Before you take an opioid, know the facts!

Trades Academy Graduates Full Class, Carries On Legacy Of Neil Herdina
by Summer Hammond, Education & Development Coordinator The Herdina Academy for the Construction Trades is in its 22nd year and is more popular than ever. Students from all over the region come to Minnesota State Community & Technical College each June to attend the Herdina Academy for its hands-on approach to the trades industry. But where did the Herdina Academy really come from? The Academy was created by Jim Roers, Roers Construction, as he saw a need in our community for skilled workers in the trades. The event was originally called Academy for the Construction Trades. HBA of F-M became involved shortly after its creation to assist with gathering volunteers and donated materials.

This year’s project was constructing two ticket booths at the Red River Valley Fairgrounds. Herdina students pose with one of the finished ticket booths.
Neil Herdina was an employee of Roers Construction who understood and valued Jim’s vision of allowing students the opportunity to try their hand at different trades, side-by-side with the professionals. He played a major role in developing the Academy’s structure, curriculum and activities. Sadly, Neil passed away at a young age due to a stroke while playing softball. To honor him, in 2001, organizers changed the name to Herdina Academy for the Construction Trades.
Now let’s jump to this year: June 14, 2019. The Herdina Academy graduated a full class of 24 students, awarding three $1,000 scholarships for students pursuing trades degrees at either Minnesota State Community and Technical College or North Dakota State College of Science. Due to generous member donations through the Adopt-A-Student program, graduates paid only $25 to attend the Academy and received three college credits upon completion of the two-week experience.
The Academy relies on volunteers from the trades to make it successful. These industry professionals share career advice with the students, giving them an experience unlike any they may get in a traditional classroom setting.
One of the lucky scholarship recipients is Nick Ill. Nick participated in the Academy back in 2017 and returned for another year. “I came back because I really wanted to learn siding. I never got the opportunity to do that back in 2017, but Trades Academy Continued On Page 24

Logan Braun graduated this June from the Academy and received a scholarship as well. “My biggest motivator for attending the Herdina Academy was the possible opportunity to find a summer job in the trades. This fall, I am attending NDSCS for building trades and after attending the Academy, I received a job offer with Floor to Ceiling Carpet One.” It’s astonishing to look back and know 500 students have participated in the Herdina Academy. The Herdina Academy is accomplishing its goal by paving a path into the trades that engages these students. It shows them that “blue collar” work is extremely rewarding, selffulfilling and lucrative. The trades industries struggle to replace an aging workforce. Each day you hear of the stigma associated with working in the trades and the hope of erasing it. If something doesn’t change, it could cost you more to hire a plumber than it would to see a physician, and attainable housing will suffer, too. Promoting Affordable Housing
by Chelsea Diederich, Communications Coordinator June is recognized as Homeownership Month across the United States. This recognition is important because homeownership remains a staple dream for many Americans. Owning a home and establishing roots within a community provides stability and safety for families. Although many strive to achieve homeownership, it is becoming more difficult with the rising cost to build homes. According to the National Association of Home Builders, In today’s market, a limited supply of land, a shortage of skilled labor, and rising fees are all contributing to higher prices. NAHB analysis shows that regulatory requirements alone account for 25 percent of the cost of constructing a single-family home, and 30 percent of the cost of a multifamily unit. These factors make it difficult to increase the supply of affordable housing and to ensure that it meets the needs of increasingly diverse households. This increased cost is making it hard for first-time homebuyers to step into the market. The HBA of F-M held a press conference in the beginning of June with Habitat for Humanity, Rebuilding Together and leaders across the F-M Area. The purpose, to highlight the need and importance of affordable housing across all communities.

Thank you to leaders from Dilworth, Fargo, Horace, Moorhead and West Fargo for promoting affordable housing by signing a proclamation designating June as Homeownership Month. The Association continues to stay active in the legislative session and local policy changes with a goal to ensure no major changes occur that would negatively impact housing affordability. In June HBA leaders and staff traveled to Washington, D.C. to talk about important building industry issues with U.S. Sen. John Hoeven, U.S. Sen. Kevin Cramer and U.S. Rep. Kelly Armstrong. At these meetings members discussed ways to ensure affordable housing and ways the North Dakota delegation could help in that mission. HBA President’s Message Continued From Page 6 Throughout the course of the week, members and staff had the opportunity to network with fellow industry professionals from across the U.S. For HBA staff, these connections allow insight on what is working well in associations across the country and provides new ideas to bring back to improve our services locally! For members, the opportunities are endless: you can join and attend committee meetings on a national level where the learning never stops. The information shared is always timely and industry specific. One resource hits home: battling the opioid crisis. NAHB and other local associations shared what they offer and what is working to combat this issue in the construction industry where addiction is most prevalent. NAHB has created an entire online resource for employers to find informational materials and helpful tips for taking care of employees with addiction problems at nahb.org/opioids. Thank you to the dedicated leadership who serve on the national Leadership Council and volunteer on national committees. These visits to Washington, D.C., are incredible and insightful. I have been involved at this level for over 15 years now. If you have interest in how our government works and helping affect change regarding your industry related to regulation and policy, I urge you to get involved! A great first step is accessing the National Association of Home Builders at nahb.org and familiarizing yourself with what they do legislatively.
