Ron Strand, Fargo Inspections Administrator, will give his last class on the updated International Residence Code 9 – 11 a.m. July 30 at the Cass County Electric Cooperative Community Room, 3312 42nd St. S., Fargo. Strand’s class will focus on significant changes to the code, along with Fargo’s amendments. He will also update attendees on the International Energy Conservation Code and Chapter 11 residential energy provisions of the IRC. Fargo City Commission is set to vote on the 2012 IRC adoption soon, and implementation within the city and its extraterritorial jurisdiction will follow. HBA begins ad sales for next F-M Area Housing Development Map

Moorhead extends business hours for peak construction season Through Oct. 31 the city of Moorhead provides expanded office hours for development services (building codes, engineering, and community development/
neighborhood services). Hours will be 7 a.m. - 5:30 p.m. Monday through Thursday; 7 a.m. - 4:30 p.m. Friday. This is more than a 20 percent increase in service hours each week. The additional hours of operation recognize that contractors and do-ityourself homeowners take advantage of the daylight and warm weather to maximize the construction season. Employees will stagger work schedules so that no overtime or additional staff is needed to accommodate this change.
FEMA basement exception in question for F-M area
Currently, a Federal Emergency Management Agency-granted basement exception allows many homes along the Red River corridor to be exempt from expensive flood insurance premiums. However, passage of the Biggert-Waters Act for National Flood Insurance could cause current stipulations to be phased out soon, potentially including the basement exception policy. Your HBA is coordinating with North Dakota and Minnesota federal legislators’ staffs to address this issue and advocate for the basement exception’s continuation. Stay tuned. Students, instructor call Academy ‘awesome,’ ‘great opportunity’ by Krista Mund, Communications Manager
Nineteen students participated in the 16th annual Herdina Academy for the Construction Trades last month; it was one of the highest-attended sessions in the Academy’s history. Supervised by certified instructors, students learn about the different trades straight from the professionals. Contractors donate their time to work with the students each day on sheds, interior “pods” and other hands-on activities like pouring concrete, masonry, electrical and plumbing. Jose Chavez, a recent high-school graduate from Leonard, N.D., says, “My favorite parts were the shed framing and masonry. Masonry is really challenging because of the detail, but your work can shine through in the finished product. The Academy opens up your eyes to what you do want to do in the construction field, and what you don’t. You get to meet new kids, and it’s a blast.” Chavez received a $500 scholarship from Home Builders Care Foundation and a $1,000 scholarship from the North Dakota State College of Science. He plans to attend NDSCS this fall and enroll in the building construction technology program. Jacob Ochsner, a recent high school graduate from Glyndon, Minn., received a $1,000 scholarship to Minnesota State Community and Technical College in Moorhead. He will study construction management and hopes to work with his father in the family’s excavation business. “I learned about all the components of how building a house works,” Ochsner says. “My favorite part was when one of the speakers went through and broke down the steps of building a house and showed the percentages of how a house can be more or less energy efficient, depending on how it’s constructed.” He called the Academy a “great opportunity,” and recommends it to other high school students interested in the industry. “It gives you a leg up on the competition with three college credits, and it’s a lot of fun,” he says. This Academy was M State Carpentry Instructor Dave Kraemer’s first year coordinating the event. “I think it went very well,” he says. “I was totally amazed at the program itself and what the students get out of it. The chance for them to work with those professionals, hands-on, is second-to-none. Wow! What an awesome
opportunity for high school kids to learn about the trades. They will have a jump start on anyone else because they’ve been able to learn some actual practical applications in the field.”

The two-week Academy, held each June at M State in Moorhead, is open to North Dakota and Minnesota high school students ages 15 and older. Students who successfully complete the Academy will earn three college credits from M State. The city’s staff and council members appreciate the candid, constructive dialog and industry insights from approximately 30 members who participated in the meetings. Over 20 representatives of the North Dakota Association of Builders and local associations participated in the National Association of Home Builders’ Legislative Conference on June 5 in Washington, D.C. The Jason Eid top priorities for the Legislative NDAB President, Eid-Co Buildings, Conference were: Inc. • Tax reform. To meet the nation’s growing need for affordable rental housing and homeownership opportunities, NAHB members urged Congress to maintain its support for vital housing tax incentives, including the mortgage interest deduction. Builders also emphasized that the Low Income Housing Tax Credit is essential to ensure that lower-income families have access to safe, decent and affordable housing. • Housing finance reform. With Congress preparing to address the future of the nation’s housing finance system and Fannie Mae and Freddie Mac, NAHB continued to advocate that any restructuring provides for a reliable and adequate flow of credit for home buyers and that the federal government plays an appropriate role in backing up the housing finance system.

We are working with National Association of Home Builders to defeat proposals for the 2015 International Codes that together could add as much as $42,000 to the cost of building a new home. NAHB is trying to ensure Doreen Riedman that the International Code Council’s NDAB Executive (ICC) model building codes include Officer only provisions that benefit home buyers’ health and safety within a reasonable payback period – and not 15, 20 and even 40 years, as some of the proposed code changes would. For the past 16 years, I’ve had the privilege of serving as the executive officer of the North Dakota Association of Builders. I’ve accepted the position of associate state director – community outreach with AARP North Dakota, and I am excited to begin my new career there July 22. Thank you all for the support and dedication you’ve shown over the years we’ve worked together in moving the state and local associations forward. It has been a great working relationship and the friendships I’ve made I will treasure forever. Bill, Matthew and I have been fortunate to be a part of this family and we’ve been glad to know many of your families as well. NDAB is positively positioned for the future on a number of levels, including having a very capable, wellsuited communications director, Stacey Lang, who will be an asset moving forward. We have strong relationships with our housing partner groups across the state and nation. The association and NDAB-PAC are in strong financial positions, and we just completed a productive board meeting and successful golf tourney. We are well-respected by elected officials and legislators, and can be proud of the strong presence we have at the Capitol and with our congressional delegation. News from the Builders Association of Minnesota 2013 Minn. session concludes The 2013 Minnesota Legislative Session concluded at midnight May 20. BAM has prepared a New Law Summary for members, so look for that in your inbox. Below is a summary of the above-the-fold issues BAM worked on all session.
Sprinklers
The majority of legislators get it: homes built today are the safest in the marketplace and sprinklers are a costly mandate that remove home owner choice. Bipartisan support to prohibit this costly mandate became abundantly clear this session. From a stand-alone bill introduced by Minn. Rep. FitzSimmons (R-Albertville) to Sen. Senjem’s (R-Rochester) unrelenting quest to amend bills including: Sen. Tomassoni’s (DFL-Chisholm) Omnibus Jobs Bill and Sen. Schmidt’s (DFL-Red Wing) Game and Fish Bill, the Legislature continues to signal to the Governor that this code mandate is not good policy. Unfortunately, even with overwhelming legislative support, Gov. Dayton’s (DFL) unwavering veto threat has derailed the efforts of the industry and thoughtful policy makers.
Minnesota Radon Awareness Act
Signed into law as Chapter 43 and effective Jan. 1, 2014, is a provision that, with limited exceptions, will require a seller to provide a good faith disclosure in writing to the buyer on whether the seller has knowledge of radon concentrations in the dwelling.
Risk Transfer / Anti-Indemnification Law
SF 561 (Minn. Sen. Jensen, DFL-Owatonna / Rep. Atkins, DFL-South St. Paul) is a bill that alters Minnesota’s construction contract statute by making void and unenforceable clauses requiring insurance coverage to other parties for the negligence or intentional acts or omissions of those other parties. BAM worked long and hard to make sure the final bill permits contract clauses to allow for workers compensation, performance or payment bonds, project-specific insurance and builder’s risk policies. Also protected in this bill are contract clauses that require insurance coverage for vicarious liability and warranty liability (read: home builder’s statutory warranties as well as express and implied warranties).

Street improvement districts
By all accounts, legislation to authorize municipalities to create special “taxing” districts to aggregate and pay for a whole host of street-related improvements met with repeated and unceremonious deaths this session. Despite its success to move out of committees and flirt its way into a variety of Omnibus Bills, we believe the idea is mortally wounded and will not become law in 2013.
Fair market value – park fees
Hidden away in the Omnibus Jobs bill is language first found in HF 321 (Minn. Rep. Hornstien, DFL-Minneapolis / Sen. Dibble, DFL-Minneapolis). The language defines fair market value for purposes of calculating park fees by linking the value to annual tax valuation or other relevant data. Applicants may object to a municipality’s calculation of value and negote the determination using information gleaned from an independent appraisal.
State tax & spend budget thumbnail
The state’s newly inked $38 billion 2013-2014 biennial budget has some notable tax revenue features. The state will be raising an additional $2 billion in tax revenue to offset an earlier projected $627 million deficit (as well as funding new spending). • Smokers will be paying double the existing cigarette tax as the tax increases from $1.60 a pack to $2.83 a pack. • There will be an income tax increase for high-income earners – the rate will be 9.85 percent for those making $250,000 filing married-joint and for single filers making $150,000 or more. • We understand that limited business-to-business sales taxes will become law including warehouse and storage sales tax (excludes farm products, refrigerated storage, and electronic data storage) and sales tax on electronic and commercial equipment and repair (to include farm and capital equipment). • The tax bill also includes financing to help Rochester handle the planned expansion of the Mayo Clinic. Much of the spending will be geared toward education and property tax relief.

John McCain (R – Arizona) and U.S. Rep. Pat Tiberi (R – Ohio). Your HBA delegation then went to the U.S. Capitol to engage the local delegations from both sides of the Red River (Sens. John Hoeven and Heidi Heitkamp and Congressman Kevin Cramer from North Dakota; Senators Amy Klobuchar and Al Franken and Congressman Collin Peterson from Minnesota). We were able to meet with all of the local legislators or their staff and lobbied on behalf of issues that affect home building in our area. Some key points of discussion included: authorization and appropriation for the Water Resources Development Act Bill and the F-M Diversion; the effect of the BiggertWatters Act on flood insurance premiums in the Red President’s Message con’t from page 12
• Immigration reform. NAHB called on Congress to enact comprehensive immigration reform that protects the nation’s borders; focuses on the direct employer-employee relationship so that U.S. employers remain accountable only for the identity and work authorization status of their direct employees; and creates an efficient, temporary guest worker program that allows employers to recruit legal immigrant workers when there is a shortage of domestic workers. • Credit for housing production. Despite the recent upturn in housing, builders in many markets are still unable to obtain construction loans for viable home building projects. NAHB called on lawmakers to support House bill H.R. 1255 and companion Senate bill S. 1002 that would help resolve the ongoing credit problems for builders. We also discussed these issues with the North Dakota congressional delegation: • Water Resources Development Act (WRDA) Bill: This has passed the Senate and now moves to the House. If

Senator Heitkamp shared our concerns on the Mortage Insurance Deduction and promised to work on creating more affordable housing in North Dakota. Congressman Cramer has since taken action on one of our requests and passed an amendment to the 2014 Appropriations Bill for Homeland Security that deals with flood insurance. His amendment prohibits any funds in the appropriations bill from being used to implement the federal insurance increases, delaying it until a better understanding of its impact on home owners can be reached. If this legislation gets approved by the Senate, and is signed by the president, it will allow more time for local officials to work on developing permanent flood protection and for our legislators to advocate modifying the current flood insurance act to limit its effect on local areas. Attendees also took part in a variety of seminars and informational meetings on topics such as: social media and electronic marketing; construction codes and standards; and housing budgeting and finance. Overall, the trip was very rewarding, as representatives from your HBA were able to take the important issues of our industry and our region and bring them directly to the attention of those people that can affect them. Special thanks to all attendees for taking time away from your businesses and families to help us advocate on behalf of the Association.

State Building Code Amendment Process
The State Building Code Advisory Committee (SBCAC) is in the process of amending the new State Building Code which will take effect Jan. 1, 2014. Meet Your HBA Board: Robin Swanson

Robin Swanson is an independent insurance agent at Superior Insurance. She was elected to the HBA of F-M Robin Swanson, Superior Insurance board last year and began her first term in January. She is a member of the Parade of Homes Committee, and served as chairperson. When the Spring Parade of Homes featured awards for the home entries, she volunteered to drive judges touring the homes, and served as a judge one year. Swanson has also participated in many of the HBA’s legislative events such as visits to the North Dakota capitol and Candidate Forums. “I became involved with the board of directors to learn more about the future growth of our communities,” she says. “The HBA’s involvement in legislature, supporting and encouraging home building, is vital to our local economies.” Swanson enjoys getting to know her fellow board members, committee members and staff. She thinks it is important for members to have a voice in the direction and decisions of the Association, and she feels like they are well-represented by the elected board members. In her spare time, Swanson enjoys entertaining, golfing
and writing. She is also involved in several networking organizations. “Fargo-Moorhead is large enough to have a thriving economy and small enough to know your business associates,” she says. “It’s a great place to do business!”

House lead paint bill would help remodelers, consumers
Responding to concerns from the National Association of Home Builders and affiliated trade groups, bipartisan legislation to make Larry Leadhead EPA Lead much-needed improvements to the Enthusiast Environmental Protection Agency’s Lead: Renovation, Repair and Painting (LRRP) rule was reintroduced in the U.S. House of Representatives May 22. The Lead Exposure Reduction Amendments Act of 2013 (H.R. 2093) is identical to legislation introduced in the last Congress. The bill would reinstate the opt-out provision to allow home owners without small children or pregnant women residing in the home to decide whether to require LRRP compliance, allow remodelers to correct paperwork errors without facing full penalties and provide an exemption for emergency renovations. It would also eliminate the requirement that recertification training be

The HBA of F-M has received two Awards of Excellence from the Executive Officers Council of the National Association of Home Builders: “Best Public Relations Program Conducted – 2012 Permit Reports/News Conferences” and “Best Local Government Affairs Effort – Candidate Forums and Legislative Candidate Open House.” The awards will be presented at the NAHB Association Leadership Institute conference in August in Portland, Ore. The “Best Public Relations Program Conducted” award was given for the HBA’s quarterly press conferences held last year to share results of the building permit report to highlight the industry’s contribution to the community as an economic engine. The “Best Local Government Affairs Effort” award was given for the events held to prepare members for upcoming elections, hear from those running for office and build relationships with current legislators and candidates for office. The Association Excellence Awards is an annual program designed to recognize the outstanding accomplishments of state and local home builders’ associations and executive officers in the field of association management. EOC membership is comprised of the staff executives who direct more than 750 NAHB-affiliated state and local home builders’ associations representing more than 140,000 home builders in communities across the United States. “The Association Excellence Awards recognize the

By removing the opt-out provision in July 2010, EPA more than doubled the number of homes subject to the LRRP rule, adding an estimated $336 million per year in compliance costs to the remodeling community – without making young children any safer. Justin Chloupek owned J-Chlo Construction and Cody Parr was a sales manager and regional sales trainer for a large construction company in the upper Midwest. They decided to form a partnership, and that is when they started Rempro of Moorhead in 2008. The original focus of the company was on additions, remodels, kitchens, bathrooms and more. Both Chloupek and Parr had experience in the industry before starting Rempro of Moorhead. Chloupek has been in the construction business since high school, and formed J-Chlo Construction in 1999. Parr previously worked at Home Heating, Plumbing & A/C, Inc. and Home & Hearth. He started out as a field technician and eventually worked his way up to become a general manager. When asked what sets Rempro of Moorhead apart from the rest, Parr says, “We do a lot of hands-on work for our company by ourselves. This allows us to pay attention to detail. We also believe that honesty is the best policy.” Rempro of Moorhead now specializes in new construction. “We do all of our own framing and trimwork, along with building custom cabinets. We also design and draw all of our own house plans,” says Parr. Chloupek and Parr had been members of the HBA for many years through previous businesses. They decided to remain a part of the HBA because it offers a lot of benefits for builders and remodelers alike. “The HBA benefits our company with health insurance, home shows, the Parade of Homes, continuing education and helps to get our name out,” says Parr. Parr acknowledges that the construction industry is booming right now. He says, “We are excited to see what the future holds for both our business, as well as our industry.” Although things are going well for the company, there are always challenges. Parr says, “Finding employees with the experience we need is becoming more and more difficult.” Despite the challenges, Chloupek and Parr like their jobs. They enjoy the people they get to work with every day. They also love starting a project from nothing and then seeing how excited and generally thankful the new home owners are when it’s finished and they see it for the first time. To anyone wanting to start out in the industry, Parr advises to do whatever it takes to succeed. “Take any work you can and do your best job on every project. Letting the quality of your work speak for itself is the best way to get your name out there,” says Parr.
E-Z Open Garage Door was founded in 1975 in West Fargo by William Tisdell. The company originally focused on tearouts in existing structures. The company has been a member of the HBA for about 20 years. Tisdell was ready to retire, in February of 2013, so Vogel Enterprises LLC purchased the company. Bill Vogel, president, and his son Billy Vogel, vice president, now own and operate the company. Bill has worked in the garage door industry for 33 years, and Billy for five years. Both started out as garage door installers and have extensive commercial and residential experience. When asked what sets EZ Open Garage Door apart from the rest, Billy says, “We are a family-owned and familyoriented company. In addition to my dad and me, there are three brothers that work here with their dad, who is the commercial foreman. We also serve anywhere in North Dakota and Minnesota. We have been in western North Dakota for five years, and now have a division there.” One more thing that sets EZ Open Garage Door apart is its large stock of garage doors in the Fargo-Moorhead area. It was a major supplier to houses on the Spring Parade of Homes. EZ Open Garage Door now specializes in commercial and residential garage doors, in new construction and remodels, and working with Liftmaster openers, which can be operated from a cell phone. One glance at ABC Seamless’ logo, and you may ask yourself, “What do ducks have to do with seamless steel siding?” The answer is easy: “quacks!” Or in this case, “without the quacks.” The duck has been a fixture in the Fargo-Moorhead community for nearly 25 years. He makes appearances at trade shows and community events to promote the company’s seamless siding that boasts no ugly splices (or cracks). Get it? Over the years, the company’s repertoire has grown to include roofing, gutters, windows and leaf protection. It touts itself as the world’s largest seamless steel siding company and lists nearly 100 franchises on its website. Scott Moellenkamp is sales support manager at the 3001 Fiechtner Dr., Fargo, office. A Lisbon native, he attended Mayville State University, and began as an intern at the company. That internship led to a sales position and, in 2010, he was promoted to management. He became active on the Remodelers Council in 2011 to take part Scott Moellenkamp, Sales in its activities and events, and help give back Support Manager to the community. ABC Seamless has been a ABC Seamless Remodelers Council member since 2006. Locally, ABC Seamless supports the following local charitable causes: Lake Agassiz Habitat for Humanity, Fraser Ltd. and Daily Bread. It makes annual contributions to local schools, and has participated in the Herdina Academy for the Construction Trades that teaches high school students about all types of construction careers.

The concept of what was to happen in the siding industry was brewing in America’s Heartland. It started when founder Jerry Beyers brought the first seamless gutter machine to Fargo in 1973. Practical advice for residential fall protection measures now required by OSHA by C.J. Flanery, ACME TOOLS Outside Sales/Safety Trainer
Editor’s Note: There has been a lot of buzz about OSHA and fall protection in the F-M area building industry recently. This is due to a change requiring home builders and trade contractors to comply fully with the Occupational Safety and Health Administration Compliance Guidance for Residential Construction. This change happened in 2011, but there was a phase-in period that ended March 15 of this year. Residential home builders are now required to comply with the new rules requiring guardrails, personal fall arrest systems (harnesses and lanyards), etc. when workers are exposed to vertical drops of 6 feet or more in height (see related article on page 30). Residential fall protection standards were established by American National Standards Industries (ANSI) and are enforced by OSHA. ANSI was established in 1918 to help ensure the safety and health of consumers and protection of the environment. Compliance with these standards seems to be confusing to many residential contractors. My main concern is not to sell my customers safety gear that is either not appropriate for their job or that they won’t use, but rather to educate and explore items that are practical for their application. Three promising solutions include: horizontal lifelines, anchor points and guard rail assemblies.
Horizontal lifelines
Horizontal lifeline (also known as HLL) systems are common in work areas lacking overhead anchor points available for personal tie-off. HLLs consist of a cable attached to two or more anchor points on a roof-top, bridge or any other elevated work area that poses a fall risk. The four-person kit features an adjustable horizontal lifeline that can hook up to four rings for lanyards or four self-retractable lanyards (SRLs). Screws connect the lifeline that ratchets the slack with a little sag for cushioning. General pricing for this kit is $1,650 plus the cost of the SRLs ($109 - $309 each depending on length) and harnesses.
Safety Bar: Anchor points for setting trusses
The Safety Bar is the only product on the market for open-framing fall protection. It spans three trusses at the same time and can be rolled down the roof as the trusses are placed providing a sturdy tie-off point for up to two workers. It can also be placed near the eave, mid-span or near the peak. The Safety Bar can be used inverted (upside down) which can help drywall loaders comply with fall protection rules and keep the personal protective equipment out of their way at the same time. Pricing for the Safety Bar is $325 plus the cost of the SRLs ($109 - $309 each depending on length) and harnesses.
Residential Guardrail System: Leading edge fall protection
The Residential Guardrail System is a specialized bracket and guardrail assembly intended for steep roofs with pitches from 6/12 to 16/12. This versatile and lightweight system is easy to install and remove, and is compact for easy storage. 2 x 6-inch toe boards are required for use with the Residential Guardrail System, and must be installed according to equipment instruction specifications. Workforce Safety & Insurance and OSHA increase activity, inspecting local construction sites
Dan Lindquist Construction, Inc., received a visit from Jeff Aafedt, WSI loss control safety consultant, in late May, and was flagged for a fall protection infraction. Owner Dan Lindquist called the HBA to share his experience in hopes others will learn from it. WSI’s consultants assess jobsites to inform contractors and help them become compliant with OSHA standards. The goal is to create safer workplaces in North Dakota. WSI does not levy fines. Lindquist says, “My crew was working on a high-visibility work site locally, and I had reminded them of the need to follow safety rules, especially for fall protection. We have the proper equipment and all my guys are trained to use it correctly, but one of them decided it was too much of a hassle to tie-off at one point in the day, and that is when Jeff from WSI showed up. He talked to all of us about how important it is for everyone to follow these rules to the letter, for their safety of course, but also because North Dakota OSHA has doubled its staff for the state from three inspectors to six. He also said fall protection has become a top priority for the agency. It really woke my employees up and made them realize that Jeff could just as easily have been an agent from OSHA,which may have resulted in a hefty fine.” Since September 2011, home builders and trade contractors have been required to comply fully with the OSHA Compliance Guidance for Residential Construction. OSHA’s residential fall protection phase-in period ended on March 15, 2013, which provided home builders with more time to learn about the rule and get compliance assistance from OSHA.

The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

This month, the Home Builders Care board of trustees will be working on finalizing our strategic plan and determining how to be the best Foundation for the members of the Association and the construction industry. Stay posted for details on our plan in the coming months. The Herdina Academy for the Construction Trades wrapped up in June and it was a very successful year. We had 19 students complete the Academy, which is one of our biggest classes yet. Check out pages 8-9 for a full recap. This was a great year to promote the Academy and build new relationships. It seems like more and more students are interested in learning about the Academy. We will continue to work to promote careers in the industry. Save the date for the 2014 Academy June 2-13. Home Builders Care partners with Rebuilding Together

Rebuilding Together of Fargo-Moorhead Area, Inc., has many projects every year that help people remain in their homes. Home Builders Care contributed $3,000 to help one of these projects become a reality for a home owner. Sheryl Klugman has lived in her 1921 home for 21 years. She originally applied to Rebuilding Together for help re-flooring her bedrooms. That project was taken care of in other ways, but Rebuilding Together kept her application on file. Eventually her bathroom needed some updating and Klugman asked if they could install a medicine cabinet and a new coat of paint. After Before Rebuilding Together Director Russ Richards viewed the bathroom, he asked to remodel the room instead. Richards met with Dave Anderson, Dave Anderson Construction, and they decided to remove Klugman’s closet which was inset a few inches into the bathroom, limiting access to the shower. The closet was replaced with a doorway to Klugman’s bedroom. They also installed a new vinyl floor, toilet, vanity, accessibility bar and shower surround. Since the closet was removed, an armoire was purchased for her room. In addition to the bathroom remodel, a new dryer and central air conditioner were installed. project. Anderson, was the project lead and Klugman had nothing but good things to say about him. She said, “He kept things spotless!” Carlita Dietz, Jay Dietz Construction, Inc., helped with the removal of the old fixtures. Nodak Stores provided a great discount on the dryer, and Ferguson Bath, Kitchen & Lighting Showroom supplied the air conditioner at a great rate. Voxland Electric did the electrical work and Mayor Mark Voxland did the work himself. Once Klugman realized who Voxland was, she was extremely excited that she had a “celebrity” working on her house! Klugman is so proud of her new bathroom she would gladly show it off to anyone. The only thing she had to say to Rebuilding Together and Home Builders Care was, “Thank you, thank you, thank you!” The mission of Rebuilding Together of Fargo-Moorhead Area, Inc., is to bring volunteers After and communities together to improve the homes and lives of homeowners in need. They do this by offering home repair and renovation services, free of charge, to low-income families with an emphasis on helping the elderly, people with disabilities and Veterans.

This solution would not prevent someone working from rolling off a high point and striking the rails but would allow a measure of protection from a miss-step in the wrong direction. These systems vary in price depending on the area to be covered. These products offer contractor options, but these methods need to be understood as well. When contractors just purchase fall protection kits without proper application, it is a poor use of resources: meet with your safety vendor to find what is correct for your situation. NAHB offers fall protection toolkit
The National Association of Home Builders offers a fall protection toolkit at www.nahb.org (type “fall protection” in the search bar). It offers a wealth of resources including fall protection training PDFs, free webinars and links to OSHA residential fact sheets. Since September 2011, home builders and trade contractors have been required to comply fully with the Occupational Safety and Health Administration Compliance Guidance for Residential Construction. OSHA’s residential fall protection phase-in period ended March 15, 2013, which provided home builders with more time to learn about the rule and get compliance assistance from OSHA.
What does this mean for builders and their subcontractors?
Builders and trade contractors must use guardrails, personal fall arrest systems (harnesses and lanyards), or safety nets when workers on residential construction sites are exposed to vertical drops of 6 feet or more in height from one elevation to another on walking/working surfaces with an unprotected side or edge, unless employers can demonstrate that it is not feasible to use those fall protection systems or using the systems creates a greater hazard. In those cases, contractors must develop a fall protection plan that utilizes alternative fall protection measures.

Cully’s Kids aims to raise $1 million for Sanford ‘Cully’s Kids Cabin’ Annual summer fundraiser events set July 11-13 by Krista Mund, Communications Manager
Cully’s Kids Celebrity Weekend has become a summer gathering that many look forward to each July. Now in its ninth year, the event offers a silent and live auction/ social; golf package and picnic July 11-13. It is an annual fundraiser for the Cullen Children’s Foundation started by National Hockey League Minnesota Wild player Matt Cullen and his wife, Bridget, both Moorhead natives. Matt Cullen is the son of Terry Cullen, Cullen Insulation owner, and long-time HBA of F-M member. Featuring several levels of sponsorship and participation, the auction, golf scramble and picnic aim to involve F-M area residents, businesses and sports fans. Tickets for the auction/social and picnic are available for $50, and the event seeks volunteers to work the various events.
A new goal… Cully’s Kids Cabin
Over the next two years, the Cullen Children’s Foundation will raise $1 million to build the “Cully’s Kids Cabin” in Fargo’s new Sanford Hospital. It will be a oneof-a-kind facility to simply have fun – no needles, no meds. The “cabin” will be a hockey-themed, state-of-the-art therapeutic and educational environment that will likely include a play and relaxation area, resource library and learning area, arts and crafts, kitchen projects area, stadium theater, all-star shootout area and a video and interactive area. Donors supporting the Cully’s Kids Cabin will be permanently remembered on an engraved trophy for contributions of $10,000 and above. A foundation that begin at home—and far away
Two indelible experiences sparked the beginning of the
Cullen Children’s Foundation. Matt’s wife, Bridget, explains it: “As Matt’s NHL career progressed, we wanted a charitable event as part of our summers in Minnesota and North Dakota, and we knew we wanted to help our community for a really long time.” Then, in 2003, Matt’s brother, Mark, had his routine physical for the Minnesota Wild. Physicians noticed an odd-shaped mole on Mark’s back, which they immediately removed. It was malignant melanoma—further tests showed the cancer had not spread. Mark has been cancerfree ever since. “That fall, Matt and I were in Florida thinking about how fortunate Mark was that the cancer was not in his lymph system and we started talking about how we could get involved somehow. So that year, we began the paperwork to start the foundation,” Bridget explains. Then the NHL lockout for the 2004 - 2005 season had Matt playing hockey in Cortina, Italy. There, he and Bridget met a boy named Jacopo who had been diagnosed with a cancerous brain tumor. “That’s when we knew we wanted to help children with cancer,” Bridget says. “Matt skated with Jacopo and we got to know his family very well. Jacopo slept with Matt’s jersey on and he was such a joy to be around. “Jacopo passed away in early 2008, but we were so blessed to know him and be a part of his life. He lives on through the work of the Cullen Children’s Foundation. And the kids we help are now all Cully's Kids.”

What’s new with the HBA staff?
35 years!
Jenny has been a world-traveler this year. In March, she spent two weeks in Ireland finding family, exploring castles and drinking as much Guinness and Jameson as possible. Jenny also recently traveled to Denver to visit friends and get her mountain fix. On her way to the Denver International Airport to fly home, she got to see a tornado up close and personal (eek!). When she is home, Jenny has been busy doing some landscaping and praying the sun will stay out so her garden will grow.

The Fargo-Moorhead, N.D., Chapter #246 is celebrating 35 years as a chapter of the National Association of Women in Construction. The chapter was chartered June 3, 1978, by 25 local women employed in the many phases of the construction industry. The first chapter president was Susie Thieman who was employed by Swanston Equipment. In recognition of our 35 years and to promote NAWIC, we are hosting a “Wine Tasting/Pairing” Membership Networking Event July 11 at Uncorked in Fargo. Congratulations to chapter member Onie Loeks on being the first member to be recognized for her 25 years of service to the chapter. As the current region 13 director, I had the honor of presenting her pin at the Annual Regional Forum in front of the attendees in Rapid City, S.D., in May. As a member, she has held the chapter positions of secretary, vice-president, president and been a member of the board of directors. She has also served on every committee as either a member or chair. Loeks has been employed as a purchasing agent for 40 years at Dakota Supply Group at 2601 3rd Ave. N., Fargo.

Judith Dalton, the drafting instructor at Dickinson High School continues to promote the NAWIC Education Foundation’s (NEF) CAD Design/Drafting competition to her students. When asked why she uses the program, Dalton stated, “I have incorporated the NEF’s CAD/Design Drafting competition into my curriculum since 2009. It is a great learning opportunity for students and they like the challenge. It encourages their creativity, yet holds them to certain requirements, making it an ideal real world project. Each project comes complete with guidelines, references, and requirements making it easy for me to implement in my classes.” This year Dickinson High School had six students participate in the competition. Congratulations to senior Lisa Yang on winning the chapter competition and the regional competition. Although she didn’t win on the national level, she was one of two participants that the judges recognized for creativity. We wish Yang the best of luck as she pursues her future career while attending the Massachusetts Institute of Technology in Cambridge, Mass. Bryce and her family have been on the go all spring. Hannah kept busy with soccer tournaments and piano. Izzy had soccer and dance. Hannah is in ponytail softball, and Izzy plays tots baseball. Jenna is spending the summer at the U of M doing an internship in pharmacy and continues to nanny. The girls, Wade, and Bryce’s sister, Brenda, accompanied Bryce to Medora for the North Dakota Association of Builders’ meeting. The Johnson summer calendar is full of camping, lake visits, family reunions, the Roseau County Fair, and a little time away for Wade and Bryce to celebrate their upcoming wedding anniversary.

Krista’s family has been busy with soccer tournaments and camps, fishing, baseball and swimming. She and her husband, Paul, are also working on a handful of home improvement projects. Krista and her daughters traveled to the Sentinel Butte, N.D., area last month to help brand calves at the Olstad family ranch. Her relatives treated the Fargo “flatlanders” to an off-road adventure through the pastures and hills in Krista’s brother’s 1964 International Travelall. It was a thrill!

Mike and his wife, Kelly, will spend most of their summer either on the boat or out golfing. She is in a women’s golf league, while Mike plays softball. They spent the 4th of July celebrating their 5th wedding anniversary at Thumper Pond resort in Ottertail. Mike also vows to catch a 48” musky this summer or die trying.

Amanda and her husband, Tyler, have been busy doing yard work, planting a garden and enjoying the outdoors with their two-year-old daughter, Kaylee, whose favorite activities are blowing bubbles, drawing with chalk and riding in the swing. Kaylee is working on potty training, learning to count and singing songs. Amanda has also been spending a lot of time with family as an illness has recently brought them closer together.

Alison has a full summer ahead of her with multiple weddings to attend, sand volleyball, road races and triathlons. She also keeps busy with basement remodeling, painting and decorating projects on her to-do list. She enjoyed time with her family over the 4th of July as one of her sisters will head back to Spain at the end of the month where she lives with her husband.

Allison has enjoyed decorating the new home she and her husband, Kory, bought in April of this year. The couple’s twoyear-old son, Nolan, has enjoyed the warmer weather and the nearby parks. The three of them spent a relaxing 4th of July at the lakes visiting both sides of the family.

Mariah and her husband, Ryan, have kept busy this summer by preparing to move into their first house the end of July. She looks forward to being moved in and getting to do the fun stuff like unpacking, organizing, painting, decorating and yard work. Economic forecast for second half 2013: sunny with cloudy periods
Looking ahead at the second half of 2013, the economic news is pretty solid. The U.S. economy is on the Elliot Eisenberg, mend, the labor market is slowly Ph.D., GraphsandLaughs, healing, and house prices are up about 10 percent from year-ago levels. The biggest foreign drag is Europe’s recession, which is hurting U.S. exports. With all this in mind, I expect Q3 GDP to be about 1.75 percent and Q4 GDP to come in slightly higher at 2.1 percent. As for housing starts, in Q3 they should, for the first time in years, exceed a million units (seasonally adjusted and annualized) with single family starts coming in at 675,000 and multifamily starts reaching a pace of about 340,000. In Q4, single family starts should hit 700,000 with multifamily starts unchanged. Inflation will remain benign. The combination of weak global growth, flat to declining energy and commodity prices and flat to mildly rising food prices will keep consumer price index (CPI) growth well below 2 percent. Moreover, the combination of tiny rises in import prices, producer prices, consumer prices and anemic wage growth means that personal consumption expenditure inflation, the Feds preferred inflation measure, will barely exceed 1 percent, giving the Federal Reserve ample room to continue its program of quantitative easing. As for jobs, despite an improving labor market, the unemployment rate at the end of the year will remain above 7 percent. And combined with an annual inflation rate of well below 2 percent, it makes me think Bernanke and Accomplishments con’t from page 33
This combined committee looks for new and creative ways of recruiting and welcoming new members and develops programs to remind members of the value of their membership. It explores reasons why members join and leave, is responsible for contacting all members and also reviews the NAHB membership status report on a monthly basis. the rest of the voting members of the interest rate-setting Federal Open Market Committee will continue purchasing $85 billion per month in treasuries and mortgage-backed securities at least through October 2013. Any tapering of QE3 will commence in late 2013 and more likely in early 2014. Another reason why QE3 will be maintained, is that due to weak wage growth, consumer spending is rising quite slowly and is being fueled, at least in part, by a decline in the personal savings rate which now stands at a scant 2.5 percent. Of course rising stock prices, improving home values and easing credit market conditions are also aiding

Shortly thereafter one of the installers working for Jerry liked the idea so much he wanted to go out on his own. The revolution was on as Jerry set him up in business and launched the first franchise and started what is known today as ABC Seamless.

the rise in consumer spending. But a sudden rise in interest rates could derail these positive developments and weaken manufacturing, which is currently neither expanding nor contracting. As such, the risk is simply not worth the return, at least for now. What would change my thinking about QE3 would be consistent monthly non-farm payroll job growth of greater than 187,000. If we manage to achieve that, the Fed would likely reduce the amount of its monthly bonds purchases and interest rates would rise. However, given a growing economy, the rate rises would not be growth-sapping and I put the chances of a new recession at no more than 10 percent. In the meantime, I look forward to continued, slow and steady improvement the rest of the year. There's a New Code in Town: 2012 IRC Update What is it? Fargo Inspections Administrator Ron Strand will instruct this class on the 2012 International Residential Code, its significant changes, and Fargo’s amendments. He will also update attendees on the International Energy Conservation Code and Chapter 11 residential energy provisions of the IRC. Fargo City Commission is set to vote on the 2012 IRC adoption soon, and implementation within the city and its extraterritorial jurisdiction will follow.
About the instructor: Ron Strand has been Fargo inspections administrator (building official) for 27 years. He previously served as building official in Devils Lake, N.D. Strand has certifications as building inspector and plans examiner, and holds a journeyman plumbing license. He has served two terms as the North Dakota Building Officials Association president and is a charter member of the board of directors for the five-state Region 3 Upper Great Plains Chapter of the International Code Council. He currently serves as Region 3’s Education Committee Chairperson and Nominating Committee Chairperson. Strand is an author and presenter of many seminars and articles regarding the International Code set.

Each fall, two HBA of F-M members receive its highest honor: the Builder and Associate of the Year awards. The award is based on work expended in the interest of this person’s fellow members, Association and community within the past year (Aug. 1, 2012 - July 31, 2013). These members are judged on:
1. Member Involvement and Industry Promotion (30 points) HBA of F-M involvement and what it has meant to the nominee personally and professionally over the years. The ways he/she furthers good business practices and promotes the home building industry to the general public. 2. Civic Activity (15 points) Local, state and national level participation in civic and service clubs, charitable activities, political commissions, fraternal or religious groups, etc. 3. Professional Accomplishments (20 points) For business owners, the development of his or her business from beginning to present. For employees of member companies, his/her role in the business and how he/she has developed it from the time started to the present. Also actions taken to improve upon professionalism and or role in the trades industry. 4. Local Association Activity (30 points) Association offices and committee work, special assignments, membership recruitment, etc. 5. Which Builders exemplify ‘It’s good business to do business with a member?’
T
he National Association of Home Builders “BEAM” (Builders Engaging Associate Members) award is an honor bestowed on one Builder chosen by a committee of Associate members as the one who personifies the motto, “It’s good business to do business with a member.” The HBA of F-M names a winner on the local level that advances to the state (North Dakota Association of Builders) level, and possibly to the national level. The Builder member nominees will be evaluated for the business period of May 31, 2012 – June 1, 2013, on: • Loyalty • Ethics • Trust • Communication • Consideration
Two Builder members who receive the most nominations will be notified and asked to submit their list of suppliers/trade contractors. HBA of F-M staff will compare those lists, and send common companies the Builder evaulation form. A committee of past HBA of F-M Associates of the Year reviews the evaluations and chooses a winner.
