The award recognizes outstanding engineer firms based on the engineering design content of a project completed or under construction in 2011. Judgment was based on innovation, quality and uniqueness. • Amy Breitbach, a personal lines agent at Insure Forward, has been awarded the certified insurance counselor designation by the Society of Certified Insurance Counselors. • Christine Rasmussen-Harvey, American Family Insurance Christine Rasmussen Agency, Inc., was named one of the All American agents by American Family Insurance Group. • RE/MAX Realty 1 was recognized by the RE/MAX Mountain States Region as the No. 1 office in North Dakota in average transactions per agent. • DECKMASTERS was named top U.S. sales in market penetration by Sport Court of Salt Lake City. • Fargo Moorhead Convention and Vistors Bureau was named the Tourism Organization of the Year at the recent 2012 North Dakota Travel Conference in Bismarck, and president and chief executive officer, Cole Carley, received the Outstanding Tourism Leadership Award. • Garett Smith of Property Resources Group has earned the Certified Commercial Investment Member designation from the National Association of Realtors for completing five levels of education and the completed portfolio of business accomplishments. • Sylvia Lunski, Design Direction, Inc., was nominated for the YWCA’s Woman of the Year for her community service. The Community Service category honors a woman who contributes greatly to the quality of life in the community through political involvement, public service, government, and social service. She may be elected, appointed or hired. • Robert Gibb & Sons has received national recognition in the April issue of Plumbing and Hydronic Contractor News magazine as No. 83 in the list of the top 100 mechanical contractors in the country, and was also noted as the 19th fastest growing mechanical contractor in the U.S. Dakota Supply Group names new board chairman Dakota Supply Group has named CEO Todd Kumm as chairman of its board of directors. He replaces Ben Herr, who recently retired. In addition, Mike Tupa and Todd Eber have joined DSG’s board. Lake Agassiz Habitat for Humanity announces new executive director Lake Agassiz Habitat for Humanity announced Rob Rich as its new executive director. Rich has been with Habitat since 2008 as its construction manager and served as interim executive director since late 2011.

In an effort to scale the fundraising ladder step by step, HBA of F-M President Terry Becker challenges each member company to donate at least $100 to close the fundraising gap. The Home Builders Care Build for Habitat starts in late May, and we must raise $80,000! Clip this form and pledge $100 today.

June 12 is North Dakota primary election day, and we have some very important races, a local Terry Becker ballot initiative and a state measure to be concerned Terry Becker Construction, LLC with. Your HBA hosted Candidate Forums for those running for commission seats in Cass County, Fargo and West Fargo. Thank you to all candidates who took the time to fill out our questionnaire and meet with our members. It is a valuable learning experience for all of us. I urge HBA members to review the results of those Candidate Forums, and the other positions our board of directors has taken, on the flyer enclosed in this Plains Builder. I would like to highlight a couple: • N.D. Measure #2 – Vote no! This is an effort to abolish property taxes in North Dakota. It poses a direct threat to your local services, your school districts and your right to decide what is best for your community and county. • Fargo half-cent sales tax – Vote yes! The HBA has a vested interest in helping protect Fargo from floods. We support this proposal to fund flood protection, road maintenance and other infrastructure projects. If the half-cent sales tax remains, the average annual expense to a household is $56.30; HBA leaders feel the return will far outweigh the cost. Most importantly, get out June 12 to vote! It’s time! This month, work shifts into high gear on the Home Builders Care Build for Habitat house and we must have participation from most of our membership to make it all happen! Our Wall Raising Ceremony will be at 11 a.m. June 14. Please come out to the site and help us celebrate this symbolic step in kicking off the build: 902 27th St. N. in Fargo. The HBA of F-M has set aside June 18 - 21 for HBA members to work on the project. That week will be the HBA’s focus on bringing member volunteers to the build. Skilled contractors will be on-site, but all HBA members are welcome. We will be working on roofing, soffits/fascia, siding and the garage. Lunch providers as well as material and monetary donations are still needed. We are coming down to the wire on this project and still have over $45,000 to raise to meet our goal! If you would like to donate materials or labor, that type of commitment is greatly appreciated as well. Check out pages 29-31 for details on everything happening with this wonderful Habitat Build. The lasting value of homeownership

During National Homeownership Month in June, the housing industry celebrates the many benefits of owning a home. Despite the downturn in the housing market, families continue to seek to achieve the American Dream of homeownership and take their place among the more than 74 million Americans that own a home. The value Americans place on owning their home continues even through times of economic hardship. The Fannie Mae National Housing Survey conducted in January 2010 showed that two-thirds of American adults said they still preferred owning a home. And 70 percent of respondents said they believe buying a home continues to be one of the safest investments available. Home appreciation over the long term builds financial security for a family’s future. But most home owners don’t have to wait for the home’s value to increase to realize the financial benefits. Right from the first year, the majority of home owners are able to annually deduct the mortgage interest and property taxes they paid off their taxable income. This can mean thousands of dollars saved off a family’s tax bill every year. When the family sells the home, the capital gains exclusion exempts up to $250,000 of the profit ($500,000 for married couples) from taxes. But the value of homeownership can be much more than financial. Owning a home can often be a lifestyle improvement, enabling a family to enjoy a neighborhood, features and other amenities that suit their present and future day-to-day activities. Newly-constructed houses can deliver energy efficiency, storage space, well-designed floor plans, and the latest technologies in electrical systems and appliances. Rooms are often spacious, with high ceilings and lots of windows to let in light. A new home also comes with the peace of mind of little maintenance needed and a warranty against defects. Existing homes offer neighborhoods whose character has already been established, mature landscaping with tall trees, and an existing selection of businesses and services for the home owner to use. If the home isn’t already a great fit to the buyers’ taste, it can be renovated to reflect the new owners’ needs and preferences. Homeownership lets families build connections. Owners take pride in their homes, and develop friendships with other people who also own homes and care about the neighborhood. A home is a place where families make a sanctuary that feels comfortable and safe, and where they develop social networks, begin friendships and create memories that will last a lifetime. Moorhead adopts growth and development initiative by Rocky Schneider, Director of Public Affairs

After two years of working with the HBA on ways to streamline the development process within the city and reduce infrastructure costs, the Moorhead City Council has adopted a series of growth and development initiatives to change the focus of the city in order to boost construction activity within the city. Included in the initiatives adopted are a resolution and two ordinance changes. • The resolution revised the city’s special assessment policy. This policy change modified the financing terms for new development (streets and utilities) from 20 years to 25 years. This change matched the city’s financing terms in Fargo and West Fargo. • Ordinance 2012-09 – This ordinance revised the 2012 city fee schedule in two respects: • Reduces engineering fees from 15 percent to 11 percent on construction costs for projects which are designed and constructed by the city. • Adds a new project engineering option. For projects in which design is privately funded and construction is publicly funded, a 7 percent engineering fee is proposed. • Ordinance 2012-10 – This ordinance would revise multiple sections to include: • Creating a new roadway classification called a local collector. This classification is projected to have lower traffic volumes than a collector street and will provide added flexibility for access, on-street parking, and road spacing. • Reworked street design standards to look at street width reductions and adding other new options. The HBA of F-M held several candidate forums and has researched the measures to be voted on, taking a position on many of them. • Vote NO on Measure 2. Vote no! This is an effort to abolish property taxes in North Dakota. It poses a direct threat to your local services, your school districts and your right to decide what is best for your community and county.

Fargo Residents

• Vote YES to the sales tax extension. Vote yes! The HBA has a vested interest in helping protect Fargo from floods. We support this proposal to fun flood protection, road maintenance and other infrastructure projects. If the half-cent sales tax remains, the average annual expense to a household is $56.30; HBA leaders felt the return far outweighs the cost.

HBA takes an active role in Minnesota legislative session by Rocky Schneider, Director of Public Affairs

The HBA of F-M recently sent representatives to St. Paul to advocate on behalf of the building industry and to support the efforts of the Builders Association of Minnesota in trying to prevent fire sprinklers from being mandated in new homes. Those who attended the trip included Terry Becker, Terry Becker Construction, LLC; Stan Birky, Stan Birky Construction; Ken Krajsa, State Bank & Trust; and HBA Executive Vice President Bryce Johnson. These attendees also went to BAM’s Energy Code & Housing Summit. At the Capitol, the HBA met with State Representatives Morrie Lanning and Paul Marquart about issues affecting the building industry. Most importantly, the HBA urged their support of Senate File 1717. This bill would have prevented the code mandate of new sprinklers in all new residences. Both Representatives were supportive and ultimately voted for the bill. Both houses passed the legislation, but unfortunately Gov. Dayton vetoed the bill. This is the second session in which the Governor has vetoed attempts to prevent the fire sprinkler mandate and give the homeowner a choice in whether sprinklers are right for them. Representatives Marquart and Lanning were also supportive of efforts to continue the two-year tax exemption that was in place for border cities like Moorhead and Dilworth up until the end of 2011. With Minnesota’s fiscal situation, they were unsure of how the Governor would respond if the provision was included within other legislation. Another issue discussed, though not dealing with particular legislation, was efforts by the Department of Labor and Industry to adopt the 2012 IECC and 2012 IRC. These codes, adopted without amendment, would radically drive up the cost of housing. Along with the inclusion of the sprinkler mandate, some of the supposed energy efficiency upgrades actually create a molding and rotting wood issue. The HBA urged Marquart and Lanning to talk with DOLI and ask them to not act too hasty in adopting the codes. NAHB Chairman speaks at Bakken Housing Summit

We were pleased to have NAHB Chairman Barry Rutenberg featured during the recent Bakken Housing Summit in Williston. Rutenberg Eddy Mitzel shared his thoughts on housing finance NDAB President reform, emphasizing the need for new, securitized mortgage products that include a federal backstop and private money. He believes that housing has unfairly gotten the blame for the state of our national economy. Right now, housing should be encouraged, with 305 jobs created for every 100 homes built. Rutenberg NAHB Chairman Barry Rutenberg meets with participated in local and state builders while in Williston, N.D. a roundtable session to discuss housing finance with representatives of NDAB, the Williston Area BA, HUD, the Bank of North Dakota, ND Housing Finance Agency, American State Bank & Trust, and the offices of Sens. Kent Conrad and John Hoeven, and Congressman Rick Berg. Some discussion highlights: • Having financing options for builder and developers may be a way to satisfy bank requirements, including different “classes” of loans for those bring more equity to the table. • Another idea was to have a “buffet” of financing options such as accelerated terms and products that have some limits (no second mortgages, can’t re-deed within certain amount of time, etc.). It was reported that homes are being built for home buyers and then “flipped” before they even move in. • Work will continue on these and other suggestions to ensure that builders, developers, and home buyers have access to the financing needed. Rutenberg had a private lunch with members of the local and state builders associations. Jeff Zarling of DAWA Solutions Group hosted the Bakken Housing Summit that attracted 350 builders, developers, and others related to the home building industry. The goal of the Summit is to build 5,000 housing units in 24 months.

Builders advised to insist on qualified appraisers

Builders across the country continue to face an uphill battle when seeking accurate valuations on new homes, but taking proactive steps to engage and communicate with lenders and appraisers can help raise awareness and address this problem. NAHB has taken a leadership role on appraisal issues in the four summits it has conducted at the National Housing Center in Washington, bringing industry stakeholders and regulators to the table. A fifth summit is planned for October. NAHB earlier this year adopted new policy on appraisals: • Strengthening education, training and experience requirements for appraisers of new construction; • Improving the quantity and quality of data for new construction; • Developing new appraisal standards and best practices for conducting appraisals in distressed markets; • Developing a process for expedited appeals of inaccurate or faulty appraisals; and • Strengthening oversight of appraisal activities. • While incremental progress has been made in the past couple of years on the improving appraisal process, several vexing problems remain. BAM board meets May 9

The Builders Association of Minnesota board of directors held its second meeting of the year at the Crowne Plaza Minneapolis May 9. The board was presented with BAM’s 2011 financial review and the Government Relations Committee provided an extensive overview of BAM’s wins, losses and ties at the state capitol this year. The BAM Insurance Committee reported they are close to finding a replacement insurance product since Continental Western Group is leaving the state as of July this year and the Legal Action Committee reported on the ongoing case against the city of Saint Paul.

Government Relations

Minnesota’s 2012 legislative session concluded May 10 and BAM had issues in the wins, losses and ties categories. A complete legislative overview will be published in the next few weeks.

Wins

BAM won a repeal of the 2 percent withholding rule and a repeal of the independent contractor exemption certificate rule. The bill to stop money being pulled out of the construction codes fund was signed into law. BAM won a reform of the contractor online education rules. BAM also significantly slowed the energy code promulgation process and successfully obtained a promise that the Department of Commerce would provide data to the Department of Labor

and Industry on how efficient Minnesota already builds to help inform the energy code promulgation process.

Losses

The fire sprinkler initiative lost again this year with a veto from the Governor. It was placed in two bills: SF1653, the subcontractor registration bill strongly supported by the carpenters’ union, and SF1717, DOLI’s technical bill. The Governor refused to sign any bill with fire sprinklers. BAM’s third strategy was to put the bill in the bonding bill in conference committee, but for the first time in a long time, the bonding bill did not have a conference committee. It went straight from the Senate to the House where they accepted the Senate’s language as it was and sent it on to the Governor. An override was not possible because Senate democrats were not willing to override the Governor. BAM will continue to pursue the fire sprinkler issue in the codes process this summer. Getting a resolution passed by your city council or county commission by Aug. 15 will greatly help the codes process. A letter from your building code official or fire fighter that is against mandatory fire sprinklers would also be helpful. BAM has written a draft letter, resolution and talking points. Talk with your BAM Board representative to find out more.

New website helps home owners, buyers protect the American dream

May 11, 2012 - Despite the fact that Americans overwhelmingly support homeownership, legislative and regulatory proposals now under consideration would greatly harm home owners, home buyers, the housing market and the nation’s economy. The National Association of Home Builders has launched a new website, www. ProtectHomeownership.com, to bring attention to the threats to homeownership and inspire the public to take action to protect it. “American families aspire to homeownership because they know that it promotes stability and is critical in creating wealth and providing upward mobility and financial security for families. Equally important, homeownership supports the economy by creating jobs,” said NAHB Chairman Barry Rutenberg, a home builder from Gainesville, Fla. “Government policies that negatively impact families’ abilitiy to own a home would be devastating for home owners, the housing market and the nation’s economy.” Tax, legislative and regulatory policies currently under consideration would scale back or eliminate the mortgage interest deduction and make mortgages and small business loans unaffordable and even more difficult to obtain. ProtectHomeownership.com explains some of these threats and documents homeownership's importance to individual households and to local, state and national economies through an FAQ, poll data, economic analysis and reports. The site also provides multiple ways for the public to take positive action to protect this very important aspect of American life. These include an online petition urging policymakers to keep housing a national priority, information about how to participate in homeownership rallies that are being held in a number of communities in 2012, and links to social media communities on Facebook.com/ProtectHomeownership and Twitter. com/4Homeownership. “New home construction spurs productivity, creates jobs for millions of Americans and generates revenues for all levels of government,” said Rutenberg. “This website will help educate the public about the imminent threats to the American Dream of homeownership and empower them to make sure their voices are heard.”

Asking for help is a sign of strength Consider counseling before reaching the breaking point

Editor’s note: HBA members enrolled on the F-M Home Builders Health Plan & Trust are eligible for The Village’s Employee Assistance Program. Why is asking for help so difficult? According to Village Business Institute Director Darren Tonsfeldt, a mixture of feelings and traits contribute to answering that question: a person’s ego, trust, embarrassment, self esteem and self determination are just a few players. “So much of who we are gets wrapped up in this decision,” he says. “Sadly, for too many, it is not until they are in a full-blown crisis that they recognize a need for assistance.” If you are a participant on the Fargo-Moorhead Home Builders Health Plan & Trust, you have access to The Village’s Employee Assistance Program that offers free counseling. The Village also now offers a “telemental health” option for participants living in North Dakota and Minnesota to participate in counseling services remotely via telephone, email or video conferencing. Why do we need counseling? According to The Village, many people believe they should “just know” how to create and maintain healthy relationships. They think raising children is innate, and when their lives become out of control, they should just know it and ask for help. This is a myth. None of us instinctively know how to build relationships or raise children, but we can learn. What is counseling? Counseling can be a very wise and courageous way of learning these skills, and a way of handling problems. Asking for help is a sign of strength. A counseling professional can help someone who is struggling to discover strengths and skills and help identify behaviors, thoughts and feelings that can be changed in order to reach goals. Will it hurt? Anyone committing to a self examination or major change experiences pain. At times, he or she may wonder if the pain is worth it. The Village advises staying committed and working through the pain. It will be worth it. How to start. Counseling is a process and requires several pieces to be successful. EPA: Storm water ‘best practices’

Bioretention cells A bioretention cell or rain garden is a depressed area with porous backfill (material used to refill an excavation) under a vegetated surface. These areas often have an underdrain to encourage filtration and infiltration, especially in clay soils. Bioretention cells provide groundwater recharge, pollutant removal, and runoff detention. Bioretention cells are an effective solution in parking lots or urban areas where green space is limited. Curb and gutter elimination Curbs and gutters transport flow as quickly as possible to a storm water drain without allowing for infiltration or pollutant removal. Eliminating curbs and gutters can increase sheet flow and reduce runoff volumes. Sheet flow, the form runoff takes when it is uniformly dispersed across a surface, can be established and maintained in an area that does not naturally concentrate flow, such as parking lots. Maintaining sheet flow by eliminating curbs and gutters and directing runoff into vegetated swales or bioretention basins helps to prevent erosion and more closely replicate predevelopment hydraulic conditions. A level spreader, which is an outlet designed to convert concentrated runoff to sheet flow and disperse it uniformly across a slope, may also be incorporated to prevent erosion.

Grassed swales Grassed swales are shallow grass-covered hydraulic conveyance channels that help to slow runoff and facilitate infiltration. The suitability of grassed swales depends on land use, soil type, slope, imperviousness of the contributing watershed, and dimensions and slope of the grassed swale system. In general, grassed swales can be used to manage runoff from drainage areas that are less than 10 acres in size, with slopes no greater than 5 percent. Use of natural, low-lying areas is encouraged and natural drainage courses should be preserved and utilized. Green parking design Green parking refers to several techniques that, applied together, reduce the contribution of parking lots to total impervious cover. Green parking lot techniques include: setting maximums for the number of parking lots created; minimizing the dimensions of parking lot spaces; utilizing alternative pavers in overflow parking areas; using bioretention areas to treat storm water; encouraging shared parking; and providing economic incentives for structured parking.

The HBA of F-M held a Parade of Homes Celebration May 10 at the Ramada Plaza & Suites to celebrate the very successful 52nd annual Parade and recognize the HBA Builders who entered homes. With about 120 members in attendance, the night was full of fun, prizes and deserved recognition to our members and the HBA of F-M Executive Vice President Bryce Johnson. Johnson celebrated 20 years with the Association earlier this spring and the HBA wanted to show its appreciation by having a pool table, provided by Hot Springs Spas & Pool Tables 2, at the event with a game set up to compete with the pool shark, Johnson that is! The evening’s events also included helping fundraise for the Home Builders Care Build for Habitat. Featured homes raise over $11K for HBC!

The two “featured” homes on the 52nd Annual Parade of Homes set a record this year as they raised $11,385 dollars for the Home Builders Care of Fargo-Moorhead Foundation! Designer Homes of Fargo-Moorhead and Thomsen Homes, LLC volunteered their homes to be “featured” homes and welcomed almost 2,300 consumers! Featured homes must be priced over $500,000. Designer Homes of Fargo-Moorhead’s home was located in West Fargo’s Shadow Wood development at 429 35th Ave. E. and was priced at $829,900. Thomsen Homes, LLC’s home was at 4822 3rd St. S.W. in Moorhead’s Tessa Terrace development and was priced at $1.3 million. These homes’ individual features included a home gym, gourmet kitchen, walk-in shower, 16’ tall water feature, home

theater and home automation system. The HBC is the HBA’s charitable arm. Its mission is to support skill training, education and projects related to the housing industry. The HBC has been in existence for 19 years and has donated scholarships to hundreds of students in area colleges and high schools. New homes benefit more than just buyers, builders June is National Homeownership Month

The only people who benefit when a house is built are the family members who get to live there, and the builder who constructed and sold the home, right? Wrong. The positive impact of new residential construction is far-reaching, bringing benefits to families, businesses and services throughout a community immediately, as well as for years to come. According to economists at the National Association of Home Builders, the one-year estimated local impacts of building 100 single-family homes in a typical metro area include $21.1 million in local income, $2.2 million in taxes and other local government revenue, and 324 local jobs. But what does that economic impact mean in the real, day-to-day lives of community residents? Just think about it. When a family moves to a community and buys a new house, they will likely shop at local stores to buy furniture and accessories to decorate the home. They will fill their car’s gas tank at local gas stations so they can get to the stores, have local mechanics work on the car when it breaks down or needs the oil changed, or buy a new car at a local dealer when it’s time to replace the old one. The family may need to hire local companies for regular services to maintain their home, such as landscaping, house cleaning, pet sitters or pool upkeep. The children will enroll in local schools. This increases enrollment, meaning more teachers, janitors, cafeteria workers and other school support staff will need to be hired. Those kids will also join sports leagues and other activities, buy equipment and pay registration fees that provide stipends for referees and coaches. All of this economic activity puts income into the pockets of local business owners and their families, who can then afford to go out and spend money themselves, which recycles even more money into the community’s economy. The new family also pays local and state taxes. These tax revenues help pay for a wide range of government services, including school teachers, police departments, refuse collection, parks maintenance and road repairs. Over the long term, as the families who move into new homes become part of the community, their positive impact continues. NAHB estimates that those 100 new homes also provide the community with additional, annually-recurring impacts of $3.1 million in local income, $743,000 in taxes and other revenue for local governments, and 53 local jobs. Families who buy a newly built home enjoy benefits including safety, amenities, energy efficiency and floor plans to fit a modern lifestyle. But the advantages of new homes extend far beyond the buyers and the builders— residential construction has a positive, direct impact on the local community for years. NAHB is a trade association that helps promote the policies that make housing a national priority. Since 1942, NAHB has been serving its members, the housing industry, and the public at large. The clubhouse was built in 1934. In 1963, FCC opened its newly added back nine to the members. Today, it is considered to be one of the top golf courses and country clubs in this part of the country. Other amenities include tennis courts, swimming pool, putting greens, driving range and a par 3 executive course. The Fargo Country Club has hosted many of the world’s top golfers and celebrities over the years. Among those who have played at the club include Gene Sarazen, who played just after winning the 1932 British Open; Sam Snead, Lloyd Mangrum, US Open winner in 1946, and entertainer Bob Hope. Fargo Country Club’s own Paul Runyan, who later became known as the “Little Giant Killer” and won the PGA Championship in 1934 and 1938 among his 29 tour victories, was caddie master at FCC in the early 1920s. The Fargo Country Club is also the only club in North Dakota to host a USGA event, the 1995 United States Boys Junior Championship and the Women’s Trans National Golf 2001 Amateur Championship.

Multifaceted company addresses building, energy needs by Kirsten Rosenow, Communication & Office Coordinator

Larry Mayer, Solution Design Inc., knows a thing or two about energy efficient building. With three decades of industry-related experience, over 40 commercial projects with energy performance guarantees, and a lengthy list of building specialties, Mayer continues to educate himself and the industry on upand-coming energy code standards for new and existing homes. In the early 1970s, Mayer graduated from North Dakota State University with a bachelor’s degree in business, and two minors: math and computers. After college, Mayer spent the next five years promoting, fundraising and building a four-season resort he had developed his junior and senior year of college. This project launched Mayer’s building career, exposing his talents in promotion and public speaking. In 1990, he began working at Honeywell, Fargo Home and Building Group in the department that offered energy and operational efficiency performance contracting projects. In 2001, Honeywell decided to close down these departments nationwide and Mayer felt it only natural to begin his own company, Solution Design Inc., as demand was still strong in North Dakota. Now 11 years later, Solution Design Inc. is serving Minnesota and North Dakota with all its building audit, building rating and energy-efficiency design needs. He just completed his first 70 percent energy reduction home for around 6 percent premium in February and is breaking ground on another. “We are an energy-efficiency business using proven science and physics to solve common building system problems such as drafty rooms, ice dam issues, high energy costs and dysfunctional HVAC systems,” says Mayer, who is a certified European PassiveHaus designer. Solution Design Inc. utilizes blower door testing, thermal image camera and furnace combustion analyzers to examine and audit existing energy issues and make recommendations. He believes that Honeywell gave him world class presentation and public speaking training that has been a big help in his career. Solution Design Inc., joined the HBA of F-M in the fall of 2010. Since then, Mayer has joined the Education Committee and is the current vice chair; exhibited in the Home & Garden Show for the past three years; is a Certified Lead Renovator; regularly attends HBA Lunch & Learns and taught the March lunch & learn on Home Energy Score. “I like working with people and building friendships,” says Mayer, who enjoys his job not only for the networking, but also for overcoming challenges. issue this summer and proposing legislation in next year’s session. Subcontractor registration is also a tie. Fines are stayed in law meaning they are significantly reduced or forgiven if a sub registers within 60 days. The program is a test for two years and sunsets in 2014. DOLI has to produce a report and present it to the legislature at the end of the program in order for registration to continue.

Legal Action Committee

BAM filed a lawsuit in 2010 against the city of Saint Paul in response to the egress window policy for existing homes, which violates MN Statute 299F.011 by exceeding the Minnesota State Building Code. It would be detrimental to the residential construction industry if other municipalities began applying regulations that violate the State Building Code. BAM lost in district court last year but had a strong enough case to appeal. At 10 a.m. May 9, 2012 oral arguments were heard in the Minnesota Court of Appeals. The court has 90-120 days to render its decision, which will be announced as soon as we hear.

NAHB

This year’s national legislative conference is June 6. BAM staff will be setting up meetings with Minnesota’s congressional delegation. BAM will also be hosting a meeting for Minnesota’s national directors the week of May 21. Information about the meeting will be sent to all Minnesota national directors.

Recruiting New Members

NAHB has a new membership initiative for 2012. If your local Association has more Builder and Associate members by the end of 2012 than you did Dec. 31, 2011 the Association will receive 50 percent of the national dues for every additional Builder and Associate member on the roster. What is your company’s focus? “We are an electric distribution cooperative serving 4,700 member accounts in parts of Clay, Norman and Polk counties. Our mission is to provide affordable and reliable electricity along with excellent service to our member owners. As a not-for-profit cooperative, we provide electricity to members at cost, plus a margin. Those margins are eventually returned back to members.”

What is the latest trend in your business/industry? “The industry is at a crossroads in terms of technology. Two-way communication for meters, in-home energy networks and an array of energy information is available, yet much of it is in its infancy stages. Some utilities are implementing these devices while others are waiting for the need and the technology to mature. The technology is expensive and the information is only useful if it has a purpose. Consumers must also have a desire to use the technology, which not many do at the moment. Red River Valley Co-op Power has implemented some automated meter reading technology to gain efficiency, but is waiting on other technology until the benefits and demand justify the cost.” What do you think is the biggest challenge facing the industry today and how are you dealing with it? “Today, the energy industry faces increasing environmental regulations at the state and federal level. For example, Minnesota requires utilities to reduce their energy use by 1.5 percent each year and have 25 percent renewable energy by the year 2025. Red River Valley Co-op Power, along with its wholesale power supplier, is meeting these mandates. However, it has caused rates to increase dramatically within the last few years. The biggest challenge for utilities will be to balance affordable rates and reliable energy with environmental goals.”

The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

Spring Parade of Homes. These homes raised $11,385 for Home Builders Care! This is the largest amount ever raised from the featured homes. Consumers can visit all featured homes on the Parade for $5 and almost 2,300 people chose to make that donation and visit these beautiful homes. Featured homes are priced over $500,000 and often have very unique features. Some of the features of this year’s homes include a home gym, gourmet kitchen, walk-in shower, 16’ tall water feature, home theater and home automation system. A big thank you to Aaron Greterman, Robert Leslie, Jr., and Chris Thomsen for volunteering their homes for this fundraiser.

Home Builders Care Build

The Home Builders Care Build for Habitat broke ground in early May and great progress has been made. This month, we will need volunteers to help us get this house up. The HBA of F-M has reserved four days, June 18 – 21, for HBA members to volunteer at the site. We would love to have lots of members out helping. As of press time, we still need one lunch sponsor to provide lunch for the wall raising ceremony and the HBA volunteer days. You can grill, cater or prepare whatever you like! Herdina Academy for the Construction Trades

The Herdina Academy for the Construction Trades is going on now at Minnesota Community & Technical College. Students are learning about the construction and home building industry from the ground up. They will be working on concrete, framing, roofing, electrical and plumbing just to name a few. Feel free to come and check out what they are doing June 4 – 15. The contractor lunch at the M State campus that we hold every year will be on Tuesday, June 12 at 11 a.m. We invite all contractors and people who are interested in the Herdina Academy to attend. You will be able to meet the students and share with them what you do and why you love the industry. We also invite you to the graduation ceremony we will be holding on June 15 at 3 p.m. We celebrate the students’ successful completion of the Academy and award a scholarship to one promising student. Mother of two will achieve dream of homeownership through Home Builders Care Build for Habitat

Home Builders Care Build for Habitat for Humanity

The Home Builders Care Build began in May and work has begun in earnest! Volunteer days will start in mid-June. We have a lot of members stepping up to provide the materials for this project. You can see a list of companies who have donated to the right and on the next page. We need a lot more to complete the house though, so check out the list of materials we still need on the next page. Funds are needed as well to help complete the house. The goal is to raise $80,000 and we still have a large amount left to raise. Please consider making a cash donation. Wall raising ceremony

The HBA has set aside four days, June 18-21, for HBA members to volunteer. These days will have some of our skilled contractors on-site, but all HBA members are welcome. NAHB Green designation

The Home Builders Care Build will be the first-ever NAHB Green designated home in the Fargo area. Centko named provost, VP at Northwest Tech by Krista Mund, Communications Manager

John Centko, dean of academic affairs at Minnesota State Community and Technical College, has been named provost at Northwest Technical College. His duties begin this month. John Centko has helped Centko has worked at expand and strengthen the Minnesota State Community relationship between the HBA and M State over the and Technical College since years. 2000, overseeing and developing technical and trades programming. As dean of academic affairs, Centko worked primarily at M State’s campus in Moorhead, but had responsibilities for the college’s other campuses in Detroit Lakes, Fergus Falls and Wadena. Since he began as dean, enrollment at the college’s Moorhead campus grew from 1,500 to 3,700. HBA of F-M’s Executive Vice President Bryce Johnson says, “M State’s relationship with the HBA has grown by leaps and bounds. John encouraged deeper involvement from students and faculty in the National Association of Home Builders’ Student Chapters and we gained a seat on the Moorhead Community & Technical College Foundation Board. The college began housing the Herdina Academy for the Construction Trades in 2007 and took on a major component of organizing it. John’s proactive and can-do spirit will be missed!” During Centko’s time at M State, the HBA was also invited to serve on M State’s Campus Advisory Committee and on the Construction Trades Department’s Advisory Committee. Centko served on the HBA’s Education Committee, the Construction Trades Academy’s Advisory Committee and served as chair of the Education, Training and Workforce Development Subcommittee and on the Public Affairs Committee for the Fargo Moorhead West Fargo Chamber of Commerce. From 2000-2003, Centko was dean of manufacturing, information technology and transportation at Northwest

Technical College when it had five campuses in Bemidji, East Grand Forks, Moorhead, Detroit Lakes and Wadena. He also taught briefly as a graduate student in the Department of Industrial Technology at Illinois State University; worked in several roles at Northern Michigan University; and worked for Northwest Airlines and Northwest Airlink. “John has experience in the state colleges and universities system and has developed consistently strong community and industry relationships in his varied roles,” said Dr. Richard A. Hanson, president of Bemidji State University and Northwest Technical College. “His high-energy approach will provide a strong direction for Northwest Technical College and help raise its profile, both in northern Minnesota and beyond. I am also confident that his leadership will be instrumental as we seek to leverage the full potential of Northwest Tech’s alignment with Bemidji State University.” Centko holds an associate’s degree in technical drafting and a bachelor’s degree in industrial technology, both from Northern Michigan University, and a master’s degree in industrial technology from Illinois State University. He is a doctoral candidate in education at North Dakota State University. Bemidji State University, located in northern Minnesota’s lake district, occupies a campus along the shore of Lake Bemidji. The University enrolls nearly 5,000 students annually and offerings include more than 65 undergraduate majors and 13 graduate programs encompassing the liberal arts, interdisciplinary studies and applied fields. The University is a member of the Minnesota State College and Universities System and has a faculty and staff of nearly 600.

What is NDAB-PAC?

NDAB-PAC is the North Dakota Association of Builders’ Political Action Committee. It is a non-artisan political action committee that provides support for candidates who are friends of the building industry. People who show they care and are concerned about the building industry’s future make contributions to NDAB-PAC because they believe that cooperation equals strength.

Each dollar raised helps elect friendly candidates at all three levels of government. A portion of your contribution is passed along to BUILD-PAC, the National Association of Home Builders’ Political Action Committee, one of the most recognized and well-respected PACs in Washington, D.C. Another portion of your contribution is earmarked for contributions to candidates for local, county, and other elections. Most importantly, local Association members decide who to support in local elections to help elect those candidates most friendly to the housing industry.
