Take Pride in Your HBA Membership: Recruit a Colleague! As our industry heads into the busy summer season, take a moment to think about all of the companies you do business with each day. Are they HBA members? Each year, the Association sets a goal for new members to recruit in the upcoming year. We share this goal with the entire membership and ask for your help in reaching it. Yet, we have a small number of members, committee members and board members that come through with new recruits. While we are extremely grateful for these individuals and the work they put into recruiting new members, we would prefer it to be a membership-wide effort. This year we want to recruit 90 members. Through May, we have recruited 36. The first step is to take a look at the companies you work with on a day-today basis and see which ones are not currently members. You can reference the Membership Directory and Consumer Guide to find out. Copies are available at our office or online at www.hbafm.com/findamember. It is important for the Association to continue to grow along with the industry so we can continue to serve as the voice of the industry with our local, state and national legislators. Please keep in mind that we have criteria that members be either Builders in good standing or Associates otherwise related to the building industry. This year, HBAs across the country are competing and will be rewarded for the annual net growth of their membership. For each new member local associations recruit, they will receive $35, up to a maximum of $1,500, from the National Association of Home Builders As always, if you need help with your recruits, please contact Membership & Marketing Coordinator Sami Eidenschink, sami@hbafm.com or (701) 232-5846. We also have our membership application available on our website: www.hbafm.com.

Another successful Parade of Homes is in the books

Our 57th Annual Spring Parade of Homes was a great success with positive feedback from the Builders who participated. Thank you to all who helped make this event happen. We appreciate what you do. Remodelers: Get your projects ready for sixth annual Remodeled Home Tour

Our Remodeled Home Tour is coming up Sept. 23-24. While that may seem like a long way off, it truly isn’t. Think about those clients who may be interested in showcasing their remodeled home or room and opening it up to the public. Previous participants had wonderful feedback and we would like to see member participation skyrocket! Contact Allison Weckman at (701) 232-5846 or allisonw@hbafm.com for details, or see the facing page.

Remodeled Home Tour Applications Available Now!

by Allison Weckman, Senior Events & Marketing Coordinator Entry applications have been mailed out to members based on business category listings in the Membership Directory & Consumer Guide. If you did not receive one, you can access the application on the HBA website or by contacting the office. Start talking to consumers now to get them on board with opening up their home for the Remodeled Home Tour. The event will run in conjunction with the final weekend of the Fall Parade of Homes, September 23-24. Applications will be due July 10 for the early registration rate and July 24 for the regular registration rate. Projects that can be entered can include, but are not limited to: whole house remodels, kitchen, bath, bedroom, basement, landscaping and more. This is your opportunity to show off your work. Keep in mind, having before pictures can help consumers really get a grasp on the scope of work that is possible. In comparison to the Parade of Homes, which showcases new homes, remodelers encounter unique challenges when working with owners of existing homes to let the public through the front door. Here are tips from contractors who have successfully entered projects on the first three tours. • Talk to customers about the tour before work begins on the project so they are aware of it from the start. • Discount the project as an incentive for participation. • Offer to clean the home thoroughly before the event. • Buy a hotel stay for the tour dates if the owners would rather remain off-site to keep the home and its contents in order. • Conversely, if home owners would like to stay in the house and visit with attendees, make them feel welcome and part of the “team.” • Offer help in limiting access to private areas of the home with signs and ropes. • Counsel home owners on locking up valuables, personal items and removing prescription drugs from the home during the tour. • Station staff people in each remodeled room. • Assign vendors and designers to talk about products and layout with attendees. • Offer to paint areas that lead to the remodeled area to spruce them up, such as exterior walls, entry ways or hallways. • Fix small annoyances that will mean a lot to a home owner. Tom Spaeth, Accent Contracting, has entered projects on previous tours with great results. He has performed easy fixes

like tightening a loose deck rail or supplying and installing a new storm door for no charge. “Sometimes small things like this really help the client feel that you are fully engaged with the project and that you want their home to look its best for the tour,” he says. “When you show the client you are willing to do things at no cost to them and small cost to you it really helps.”

Remodelers Council Builds Wheelchair Accessibility Ramp for West Fargo Man

by Krista Mund, Executive Vice President The HBA of F-M’s Remodelers Council constructed a wheelchair accessibility ramp April 25 for West Fargo resident Conrad Meisch. The HBA of F-M and Remodelers Council purchased materials while members and volunteers coordinated the effort, donating time for the project. In December 2015, Meisch was diagnosed with Amyotrophic Lateral Sclerosis (ALS), a progressive neurodegenerative disease that affects nerve cells in the brain and the spinal cord. Meisch recently became wheelchair-dependent. He and his wife were relieved to find out about the partnership among Freedom Resource Center and the HBA’s Remodelers Council to build ramps from Ryan Silbernagel, Silvernail Carpentry. With nice summer weather coming up, he looks forward to having freedom to come and go from the house, which he and his family have lived in since 1986. Meisch and his wife, Deb, raised three sons in the home. Two sons now live in Fargo, and one lives near Wahpeton. “Because of this ramp, I can get out and go to the store with my wife,” Meisch says. “I can also go for walks with her and the dog.”

Dustin Murray, Dustin Murray Construction; Dave Velaski, Pella Windows & Doors and Brent Atkins, Minnkota Windows, Inc.

Individuals and companies that assisted with the project include: Dustin Murray, Dustin Murray Construction; Brent Atkins, Minnkota Windows, Inc.; Dave Velaski, Pella Windows & Doors; Silvernail Carpentry and Stenerson Lumber. The Remodelers Council is a committee of the HBA of F-M that deals with issues affecting the remodeling segment of the building industry. Council members continually lend their efforts to these types of charitable projects building two to three ramps a year depending on funding and emergency needs. Projects are generally referred through Freedom Resource Center, an advocacy organization designed to assist people with disabilities in achieving and maintaining independent lifestyles.

Affordable Homeownership Remains Key Focus During Legislative Session, Burgum Meeting by Bryce Johnson, Chief Executive Officer June is recognized as Homeownership Month across the U.S. This recognition is important because homeownership remains a staple dream for many Americans. Owning a home and establishing roots within a community provides stability and safety for families. Although many strive to achieve homeownership, it is becoming more difficult with the rising cost to build homes. In our current market, it is difficult to find a new construction starter home for under $300,000. During the North Dakota legislative session, several bills threatened affordable homeownership including bills related to radon testing and mitigation, elimination of property tax incentives, Diversion-related bills and an exemption for homeowners to do improvements on their home without inspections. In Minnesota the HBA of F-M worked with the Builders Association of Minnesota to introduce legislation changing the definition of a twin home in Minnesota Code. This legislation now allows those building twin homes in Minnesota to build them without fire sprinklers, which added a cost of up to $10,000 per unit. See page 14 for more details.

In May, HBA of F-M leadership met with North Dakota Gov. Doug Burgum. This meeting proved helpful in expressing the HBA of F-M’s concerns for affordable building across the state. Burgum presented on ideas to create smart developments within pre-existing areas within the state. Many ideas were shared and Association leaders are thankful for this meeting with Burgum. Thank you to Rep. Ben Koppelman for assisting in setting up the meeting.

Bags, Bites & Brews

Chelsea Diederich, Communications Coordinator The HBA of F-M held an intimate NDAB-PAC Bean Bag Tournament May 9. The North Dakota Association of Builders tasked each Local Association with holding a Bean Bag Tournament before its state meeting June 23. The HBA of F-M decided to use this event as a fundraiser for NDAB-PAC, the State Association’s political action committee. NDAB-PAC is a non-partisan political action committee which provides support for candidates who are friendly to the building industry. Through NDABPAC our association has strength in numbers. Decisions made in the legislature or congress can devastate the building industry, NDAB-PAC is your first line of defense. The tournament was held at Twin City Garage Door in West Fargo, which allowed for a spacious area to throw bags and an area to socialize and eat. Thank you to Dakota Construction of Fargo, Inc., Jay Dietz Construction, Luxury Designs, TCI Insurance and The Title Company for lending us their bean bag sets for the tournament. Thank you to event sponsor Labor Masters for providing delicious barbeque sandwiches, potato salad, chips and drinks.

Twenty-two teams brought their A-game in a battle for the top spot. After several rounds of climbing the bracket, it came down to teams SWI and Chumbawamba. Steve & Brad Pachel, SWI Interiors, represented team SWI and Devin Gaard and Bryce Olson, Hektner-Lybeck-Erickson Insurance, represented team Chumbawamba. Team SWI threw the final point for the win at the first-ever Bean Bag Tournament. The winners received a six pack of beer, gift card to Meats by John & Wayne, NDAB-PAC pilsner glasses and an HBA of F-M polo shirt. Thank you to everyone for attending the event and contributing to NDABPAC. The event raised over $1,000, which will be used to help support industry-friendly candidates during the next election cycle.

Adjournment Sine Die – The End of a Legislative Session ‘Without Day’

The 65th Legislative Assembly adjourned (sine die) on April 27. This means legislators have set the state budget, finalized decisions on all bills introduced, and will not meet again until January 2019. The next step is for all bills, that passed both chambers, to go to the Governor who signs the bill or in some cases, vetoes all or part of the bill. Once the Governor signs a bill, it is filed with the Secretary of State’s office and the law is enacted on the agreed upon date noted in the bill. NDAB’s Government Affairs committee is made up of representatives from all six local associations lead by Government Affairs Chairman Jason Eid (Fargo) and Vice Chairman Eric Brendan (Bismarck). NDAB CEO Kim Schneider, is the registered lobbyist representing NDAB at the Capitol. Our representatives look at bills brought forth that we feel impact our members and industry, discuss the pros and cons of the bill, gather feedback, and make an informed decision on the stance NDAB will hold on a bill. Kim tracks the bill and provides updates to Jason, Eric and the Government Affairs Committee and if need be, the group reconvenes to discuss any changes and a possible change in the stance of our position. During the 65th Legislative session, NDAB tracked a total of 33 bills that covered areas such as radon, carbon monoxide, one-call, diversion, contractors, inspections, essential service workers home incentives, the housing incentive fund, and many other bills that impacted the home building industry in either a positive or negative way. NDAB is proud to share that we worked closely with House and Senate members and various lobbyists from across the state. Members from across the state traveled to Bismarck on several occasions to testify, show support and ensure their voice was heard through emails and phone calls. When we hosted an evening social, a Q & A lunch and a thank you lunch for the legislators, NDAB was well represented. Strength in numbers was proven this past session and we greatly appreciate the support given by all! Just because the final gavel has hit, our advocacy work does not end. With your legislators, back in their home towns, please make sure you are inviting them to your events and meetings. Keep the conversations and relationships going and thank them for their hard work. NDAB members will also be traveling to Washington, D.C., where we will be meeting with U.S. Sen. Heitkamp, U.S. Sen. Hoeven and U.S. Rep. Cramer discussing national issues and thanking them for their continued hard work. If interested in learning how you can be more involved, just contact our office or your local association. Presidents Message

June is homeownership month. Those of us involved in the homebuilding industry know the benefits of owning a home, but it is important for us to remind ourselves and educate the public and our public officials about the benefits as well. In some of the communities we live in across the state, it seems other special interests are viewed as more important to the local economy, so I think it is important for us to discuss some of the benefits. First of all, there are two major tax advantages of owning a home. The first and most widely talked about is the mortgage interest deduction. The other one is the real estate tax deduction. For those who itemize their deductions the mortgage interest and real estate tax deductions can reduce their tax liability. Eliminating the mortgage interest deduction is often brought up when the subject of tax reform is discussed. I can assure you, the National Association of Home Builders (NAHB) will do everything it can to keep this tax advantage in place for the housing industry. According to a special study in housingeconomics.com, there are several policy justifications to keeping the deduction for the mortgage interest in place. First of all, research indicates that homeowners are more likely to maintain their homes and be involved in local social and political organizations. Therefore, communities with a large percentage of homeowners tend to possess more public amenities and have a lower crime rate than those with less homeownership. I think most of us see this in our daily lives. People tend to take better care of things when they have an ownership stake. Another important benefit to homeownership is it provides a means for families to save and accumulate wealth. Housing is the major source of wealth for most US households. As of 2010, the primary residence accounted for 30 percent of all household assets. Housing is especially important for lower income households, many of whom have very few assets except for the equity in a house. As we all know, there are many other benefits of homeownership. It is our job to promote these benefits to the public and the public officials so they see the value in keeping pro-housing policies in place. NAHB will do the same on our behalf to keep in place the tax advantages of homeownership on the national level.

• The Spring Parade of Homes Celebration was May 18. Members enjoyed appetizers and were entered to win door prizes. All Parade Builders were entered to win cash prizes. The Luxurious Featured Homes on this year’s parade raised just under $16,000 for Home Builders Care. This is the largest amount ever raised by featured homes, even considering the combined amounts raised by past Spring Parade of Homes and the Fall Parade of Homes • The HBA of F-M met with North Dakota Gov. Doug Burgum in May to discuss the housing industry needs in workforce and affordable housing. • The HBA of F-M celebrated a win legislatively when Minnesota Gov. Mark Dayton signed legislation on May 2 that amended the state’s residential building codes and clarified that twin homes, which are two single-family connected homes, won’t need automatic fire sprinkler systems.

13

Two-Unit Townhomes, Without Sprinklers!

Affordability underscored the success of a new law providing that effective May 2, 2017, two-unit townhomes are no longer required to have automatic fire sprinkler systems installed. Passing unanimously from both the House and Senate Chambers, Chapter 20 was signed by Governor Dayton on May 1, 2017. Making this change to Minnesota’s law was BAM’s top legislative priority for this session. The law directs DLI to change the construction code to remove two-unit townhomes from the mandate and to conform the published code with an October 2015 Court of Appeals decision suspending such installation in one-family and twofamily homes. In addition, the construction code will line up better with the fire code definition of townhomes (three units or more) and re-open the high demand twin home market around the state, in many cases saving consumers $8,500 or more per unit. Soon after the Governor’s signature the Department of Labor and Industry (DLI) issued guidance to local building officials about two-unit townhomes. From the desk of the State Building Official Scott McLellan: “DLI has begun an expedited process to amend the Minnesota Residential Code to conform with the 2015 Minnesota Court of Appeals decision and to clarify that newly built two-unit townhouses are also not required to have installed automatic fire sprinkler systems…for permits issued after May 2, 2017, [sprinklers] are not required to be installed.” BAM sought a better relationship with the fire service this year in an effort to work on issues where we may find agreement or compromise. As a result, we were able to pass a bill that improved the code and provided market certainty for both code enforcement professionals and the homebuilding industry. We’re thankful to have worked with chief-authors Rep. Tama Theis (R – St. Cloud) and Sen. Rich Draheim (R – Madison Lake) and Moorhead-area legislators Rep. Ben Lien (DFL – Moorhead) and Sen. Kent Eken (DFL – Twin Valley) on this issue. They are talented and passionate legislators, and are strong advocates for housing affordability and availability. Through the leadership of these exemplary lawmakers, the votes in both the House and Senate were unanimous, a rare feat. We look forward to working with them and the entire legislature to address pressing housing issues in the future. The next step to making the code change permanent involves expedited rulemaking. DLI estimates that the expedited rulemaking process will take between 60- 90 days. DLI started the process by holding a stakeholder meeting on May 10 to unveil the draft rule. BAM members Ed VonThoma of Building Knowledge and Steve Behnke of Donnay Townhomes joined Remi Stone at the meeting and provided code drafting advise to the agency.

Note From Forrest:

On Friday, May 12, 2017, Forrest Cyr left the Builders Association of Minnesota to join the Saint Paul Area Association of REALTORS as their Government Affairs Director. His parting message to membership is below. “The knowledge and experience that I’ve gained during my tenure at BAM will help me thrive in my new role, and I appreciate all that I have learned from each of you. “Housing and homebuilding is vitally important to Minnesotans and the health and vitality of communities in the state. The work that the Builders Association of Minnesota members do on a daily basis is essential to the economic wellbeing of the state. I’m grateful to have been able to work on behalf of the homebuilders of Minnesota, and I’m thankful to continue working to promote housing affordability, availability, and choice for families in Saint Paul, the state of Minnesota, and nationally. I’ve had the pleasure of getting to know members and association leadership across our beautiful state; working with each of you to help promote the homebuilding industry has been an honor. Thank you.” 14

VanWatermulen Volunteering Goes Above & Beyond

by Sami Eidenschink, Membership & Marketing Coordinator Six times a year, the HBA of F-M staff recognizes a “Member of the Month”. This month, the recognition goes to a member who has gone above and beyond to support the Association and staff. Congratulations to Terry VanWatermulen of CenturyLink for being chosen as June Member of the Month. VanWatermulen has been with CenturyLink for 23 years and originally started his career with the company in Minneapolis, Minn. Studying at Minnesota State University Moorhead, VanWatermulen is not new to the area so when an opportunity arose to move back to the Fargo-Moorhead community he could not pass it up. “I love this town; there is always something new happening whether it is a restaurant to try or new part of town growing and I was excited to get back to this community.” Celebrating six years back in Fargo, VanWatermulen’s work has led him to be involved in many parts of the community, including acting as a committee member on the public affairs committee at the Chamber of Commerce, teaching government affairs and finance to second graders through Junior Achievement and all of his help and involvement at the HBA. “I believe that when you decide to be a part of something it is important to be active on that committee or in that organization you choose to be involved with. It is a great way to build relationships with industry leaders and fellow professionals.”

Julie Wellnitz; Terry VanWatermulen, CenturyLink, and Casey Beckerleg; Stenerson Lumber volunteer at the 2017 HBC Fish Fry. 16

VanWatermulen has helped the staff and Association out by being the annual event sponsor of the Spring Parade of Homes Celebration, volunteering to deliver World of Thanks packets, serving on the Public Issues Committee, volunteering at the Home & Garden Show, Home Builders Care Fish Fry and other HBA or HBC events that need help behind the scenes. “What I love about the HBA is the passion of the people involved. They really believe in the success of the industry and the mission of the Association as a whole,” he says. VanWatermulen’s love for the homebuilding industry goes beyond his office too; he enjoys being a self-proclaimed remodeler on his own time. “I built my own cabin at our lake place. Going out to the lake and working on it is a hobby for me and something I enjoy doing on my weekends.” When he is not busy assisting the HBA or at the lake, VanWatermulen enjoys being outdoors, hunting and fishing and spending time with his three children. Thank you to VanWatermulen for all of the effort and passion he brings forth to the HBA of F-M. The HBA staff appreciates his hard work and eagerness to help even with the smallest tasks. VanWatermulen along with December’s Member of the Month Angie Baumann, Starion Bank; February’s Member of the Month Perry Eidem, Allied Building Products Corp.; April’s Member of Month Rich Lahren, Hebron Brick; and two other members will be nominated for the Extra Mile Award for 2017. This award will be presented to one of them at the Awards Gala & Annual Meeting. Congratulations and thank you for all your work behind the scenes!

Hutchins to Retire July 31 From City of Moorhead

The HBA of F-M thanks Hutchins for his service

by Krista Mund, Executive Vice President Scott Hutchins will say goodbye to the city of Moorhead at the end of July after 41 years. He began as the city’s first transit planner as mass transit was initiated in the city. He assumed other positions related to community development throughout his career, and he currently manages a staff of 21 as deputy city manager/director of planning & neighborhood services. When asked to reflect on the milestones involving homebuilding that stand out most, he says, “The most recent achievement is working with the HBA of F-M and Builders Association of Minnesota on the legislation affecting twin home construction in Minnesota. The best achievement is not a single event or policy, it’s the long-term working relationship between the city of Moorhead and the HBA that has been built over decades.” He also highlighted work over the past two years to ensure stability of staffing in the Building Codes division by recruiting staff with building and plumbing experience and encouraging certifications that allows Moorhead to offer local plan reviews and timely service. “We’ve worked closely with the HBA to keep our housing market strong and growing including extensive, ongoing marketing and public relations, as well as efforts to control the cost of infrastructure/special assessments as development occurs. We’ve built a strong partnership based on mutual benefit and respect,” he says. What Hutchins will miss most about the job is his colleagues, “I work with a team of very talented and creative individuals that work really hard to ensure Moorhead is a great community.” Hutchins plans to ease into retirement by continuing to work on a part-time basis advocating for Moorhead at the Minnesota Legislature through the 2018 legislative session. His wife, Cindy, is also retiring after 41 years at Nativity Elementary in Fargo. They plan to spend more time at their lake home and visiting their two children and families who live in the Twin Cities area.

Home Builders Care Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

People Problems Over the past year, there has been considerable talk about GDP growth and

the desire to raise it. While higher GDP growth is clearly good, getting there will be tough. Since the end of the Great Recession, the U.S. has been averaging chronically weak GDP growth of 2.1 percent/year. By contrast, from late 1991 through the onset of the Great Recession in mid-2008, GDP growth averaged a reasonably robust 3.1 percent/year; 50 percent higher, a huge difference. While there are many explanations for the slowdown, the core reason comes down to three specific ways that people impact GDP growth. Firstly, growth in the overall population generally leads to more people working, which grows the economy. Secondly, a greater share of the existing population can be employed, which also increases our economic output. And thirdly, those who are working can perform better - and that rise in worker productivity also increases GDP. Regrettably, on all these fronts, the US has been struggling. On the population front, the news is not good. In the early 1990s, population growth was a reasonably strong 1.3 percent/year. While the rate generally declined over the next two decades, it was still 1 percent/year when the Great Recession began. By the end of the recession, however, population growth had slowed to 0.85 percent, and today, it’s just 0.7 percent/year. Worse, the Census Bureau projects population growth to be just 0.2 percent/year by 2026, and that assumes net immigration of 1.3 million/year through the coming decade. And, under those assumptions, GDP growth in 2026 will probably be only 1.5 percent/year, down from the weak 2.1 percent of today. As for the percentage of the population in the labor force, it’s unfortunately declining. After peaking at 67.3 percent during the latter years of the Clinton administration, the civilian labor force participation rate steadily declined through the end of 2015, bottoming out at 62.4 percent. Since then, it has risen slightly and now stands at 63 percent. However, because of the damage caused by the recent financial crisis and aging of the population, it is, at best, expected to remain where it is, although a small decline is entirely possible. Were the labor force participation rate to reverse course and return to 67.3 percent over the next decade and a half, by 2032, about seven million extra people would be employed, and GDP growth during that 15-year period would be a quarter-ofone percent/year higher than otherwise. As to the third concern, labor productivity growth has been poor for quite some time. Since the end of the recession, productivity gains have averaged about 0.75 percent/year. By contrast, between 1990 and 2007, labor productivity averaged 2.4 percent annually. While 1990-2007 were good years for labor

28

productivity growth, never has there been such a long period of time with such anemic productivity growth as we are now experiencing. The closest we came is the 1973 – 1979 period when labor productivity growth averaged 1.3 percent/year. Since every 1 percent increase in productivity boosts both GDP and per capita income by an equal amount, productivity increases are particularly beneficial. While higher GDP growth is unambiguously good, achieving it will be devilishly difficult given our poor demographics and the productivity slowdown. Solutions include increased immigration, improved vocational training, and lower marginal tax rates on both labor and capital. More immigration and lower tax rates on labor should increase the size of the labor force, while improved vocational training and lower taxes on capital can be expected to increase labor productivity. If it were up to me, all these solutions would be employed. Elliot Eisenberg, Ph.D. is President of GraphsandLaughs, LLC and can be reached at Elliot@ graphsandlaughs.net. Housing Affordability Registers Slight Uptick in First Quarter

May 11, 2017 Rising wages and moderating home prices offset a rise in mortgage interest rates to give housing affordability a slight boost in the first quarter of 2017, according to the National Association of Home Builders/Wells Fargo Housing Opportunity Index (HOI) released today. “Builders are reporting confidence and solid traffic in many markets across the nation even as they continue to grapple with nagging headwinds,” said NAHB Chairman Granger MacDonald, a home builder and developer from Kerrville, Texas. “Regulatory constraints, trade barriers on Canadian softwood lumber, and persistent shortages of lots and labor are slowing the pace of the housing recovery.” “Ongoing job growth continues to fuel demand for housing, while wage growth is helping to offset the effects of rising mortgage rates and keep home prices affordable,” said NAHB Chief Economist Robert Dietz. “NAHB anticipates that housing will continue on a gradual, upward path throughout the year.” In all, 60.3 percent of new and existing homes sold between the beginning of January and end of March were affordable to families earning the U.S. median income of $68,000. This is up from the 59.9 percent of homes sold that were affordable to median-income earners in the fourth quarter. The national median home price fell to $245,000 in the first quarter from $250,000 in the final quarter of 2016. Meanwhile, average mortgage rates rose nearly half a point from 3.84 percent in the fourth quarter to 4.33 percent in the first quarter. For the second straight quarter, Youngstown-Warren-Boardman, Ohio-Pa., was rated the nation’s most affordable major housing market. There, 92.7 percent of all new and existing homes sold in the first quarter were affordable to families earning the area’s median income of $54,600. Meanwhile, Kokomo, Ind., was rated the nation’s most affordable smaller market, with 96.3 percent of homes sold in the first quarter being affordable to families earning the median income of $62,500. Rounding out the top five affordable major housing markets in respective order were Elgin, Ill.; Scranton-Wilkes Barre-Hazleton, Pa.; Buffalo-CheektowagaNiagara Falls, N.Y.; and Syracuse, N.Y. Smaller markets joining Kokomo at the top of the list included Glen Falls, N.Y.; East Stroudsburg, Pa.; Binghamton, N.Y.; and Lansing-East Lansing, Mich. For the 18th consecutive quarter, San Francisco-Redwood City-South San Francisco, Calif., was the nation’s least affordable major housing market. There, just 11.8 percent of homes sold in the first quarter were affordable to families earning the area’s median income of $108,400.

Other major metros at the bottom of the affordability chart were located in California. In descending order, they included Los Angeles-Long Beach-Glendale; Anaheim-Santa Ana-Irvine; San Diego-Carlsbad; and San Jose-Sunnyvale-Santa Clara (tied with San Diego). All five least affordable small housing markets were also in California. At the very bottom of the affordability chart was Salinas, where 13.8 percent of all new and existing homes sold were affordable to families earning the area’s median income of $63,100. In descending order, other small markets at the lowest end of the affordability scale included Santa Cruz-Watsonville; Napa; San Luis Obispo-Paso Robles-Arroyo Grande; and San Rafael. Please visit www.nahb.org/hoi for tables, historic data and details. Editor's Note: The NAHB/ Wells Fargo Housing Opportunity Index (HOI) is a measure of the percentage of homes sold in a given area that are affordable to families earning the area's median income during a specific quarter. Prices of new and existing homes sold are collected from actual court records by Core Logic, a data and analytics company. Mortgage financing conditions incorporate interest rates on fixed- and adjustable-rate loans reported by the Federal Housing Finance Agency. The NAHB/Wells Fargo HOI is strictly the product of NAHB Economics, and is not seen or influenced by any outside party prior to being released to the public.

Erickson Says Goodbye to HBA

by Krista Mund, Executive Vice President The HBA of F-M’s Director of Development & Education Jennifer Erickson will say goodbye to the HBA of F-M after nine years. Her last day is June 16. Erickson began at the HBA as its development and project coordinator to work with the HBA’s charitable arm, Home Builders Care Foundation, secure sponsorships for association events and sell ads for its Membership Directory & Consumer Guide and Plains Builder member magazine. In 2014 she moved into her current position which was revamped to focus on coordination of the HBA’s education programs, as well as Home Builders Care initiatives like fundraising, workforce development and charitable housing projects. Erickson will move on to serve as regional director for Associated Builders and Contractors Minnesota / North Dakota Chapter. We wish her all the best in her new endeavor!
