Awards & Accolades • Beyond Shelter Inc., a Fargo based non-profit affordable housing company, has been named one of the top 50 affordable housing developers in the country (48) in this month’s issue of “Affordable Housing Finance,” a respected industry magazine. Beyond Shelter was created by the Fargo Housing and Redevelopment Authority in 2000 to assist with meeting the affordable housing needs in Fargo. It has experienced steady growth since then and now has several successful projects in Minnesota and South Dakota, as well as a number of developments in western North Dakota communities in response to the energy boom. This is the second time that BSI has made the “top 50” list. • Choice Financial earned the top place in SNL Financial’s ranking of the top performing community banks in 2013. • Coldwell Banker First Realty of Fargo earned memberships in the International President’s Premier. The award represents the top 1 percent of all sale associates/ representatives worldwide in the Coldwell Banker system qualified for this distinguished award. • Wayne Stack, Eide Bailly, was recognized as a patriotic employer by the Office of the Secretary of Defense. • From January through March, Gate City Bank donated over $173,000 to charities in North Dakota and Minnesota. Also, Gate City Bank has donated $9,100 to the Ronald McDonald House Charities of Red River Valley. • NetWork Center was named to CRN Tech Elite 250. • Prudential Premier Real Estate in Fargo was recognized at the annual sales convention held in Nashville. News Briefs • Ramsey National Bank was honored with the Commitment to Excellence Award from Merchants Bank. • RE/MAX Legacy agents achieved the 100 Percent Club Award for top annual sales production, which less than 23 percent of RE/MAX affiliates have earned. Also, RE/ MAX Legacy agents Dave Noah and Gena Syvertson received the first and second spots for RE/MAX top producers in North Dakota. • Frank Larson, founder of Starion Financial, has received the Greater North Dakota Award, the highest honor bestowed by Greater North Dakota Chamber.

DSG named 2014 ESOP company of the year

Dakota Supply Group, an employee-owned company headquartered in Fargo, was named the 2014 ESOP Company of the Year by The ESOP Association. The award was presented at the Association’s 37th Annual Conference in Washington, D.C. The ESOP Association is the national trade association for companies with employee stock ownership plans (ESOPs) and the leading voice in America for employee ownership.

DSG joins forces with Woodruff Company

DSG has acquired Woodruff Company, a pioneering distributor of plumbing and heating products in southern Minnesota. Woodruff is based in Rochester, Minn., with locations in Austin and Winona, Minn. Woodruff will be known as DSG, will retain its staff, and virtually all other proceedings will be “business as usual” for customers and manufacturers alike. This new partnership will further develop DSG’s service area in southern Minnesota, eastern Wisconsin and Iowa. Woodruff will add nearly 20 employee owners and more than 60 years of successful, respected distribution history to the DSG brand.

Minnkota breaks ground on West Fargo facility

Last month, Minnkota Windows, Inc., broke ground on a 78,000 square foot manufacturing facility for its line of vinyl windows and patio doors. The address is 2324 Main Ave., West Fargo. Minnkota Windows has been producing vinyl windows in Fargo since 1980 and distributes product to 13 states and Canada. Continued growth has required the company to increase the size of its production facility to accommodate demand and to keep the fabrication facilities under one roof. “It’s a testament to the quality of our product and the loyalty of our customers,” says company General Manager Brad Bushaw. “We’ve made windows for 34 years. We’ve now grown to the point that we need more space to continue to make our high quality product, and to accommodate continued growth.” Construction is expected to last eight to nine months and the company plans to be in the new facility in the first quarter of 2015.

Moorhead extends business hours for development services

Through Oct. 31, the city of Moorhead will provide expanded office hours for development services (building codes, engineering, planning and neighborhood services). Hours will be: Monday through Thursday, 7 a.m. to 5:30 p.m., and Fridays, 7 a.m. to 4:30 p.m. This is more than a 20-percent increase in service hours each week. The additional hours of operation recognize that contractors and do-ityourself home owners take advantage of the daylight and warm weather to maximize the construction season.

Swanson is currently on the HBA of F-M’s board of directors, Parade of Homes Committee and the Public Issues Committee. She has been an active volunteer for several years. When

Oppose N.D. conservation fund, support Measure 2 by Roz Leighton, Public Affairs Coordinator

The HBA of F-M has joined the Coalition of North Dakotans for Common Sense Conservation. This group is opposing the special interest groups from outside North Dakota that are pushing for the proposed Clean Water, Wildlife and Parks Amendment that would allocate 5 percent of North Dakota’s oil extraction tax revenue to a new, massive conservation fund. These groups are attempting to gather the required amount of signatures on their petition for the amendment to be included on the November ballot. If asked to sign this petition, the HBA strongly urges you to decline the offer. If

We offered a free OSHA 10-Hour Construction Course through a grant with North Dakota Workforce Safety & Insurance. It was full (40 attendees) with a waiting list. 3. The Spring Parade of Homes showcased 70 homes by 35 Builder members. 4. Leaders met with Moorhead representatives on a potential floodproof foundation policy within the city of Moorhead. 5. The HBA hosted a press conference releasing its first-quarter building permit report to members and the industry. 6. HBA staff took part in a job fair at Minnesota State Community and Technical College. 7. We prepared for Candidate Forums to be held this month for city of Fargo and West Fargo elections. 8. Staff attended a Brown Bag Lunch at the city of Fargo regarding future development. 9. Our Public Issues Committee listened to a presentation from West Fargo leaders on a proposed city sales tax increase. 10. Staff participated in the Builders Association of Minnesota’s Governmental Affairs Committee meeting. 11. HBA leaders and staff met with leaders from the North Dakota Association of Builders regarding association practices and involvement with the state organization. this amendment passes it could significantly affect funding for statewide infrastructure, permanent flood protection and other areas vital to the home building industry. In November, North Dakota Measure 2 will be on the statewide ballot. It is a constitutional amendment that would prohibit the state, and any county, township, city, or any political subdivision from imposing any mortgage taxes or any sales or transfer taxes on the mortgage or transfer of real property. The HBA of F-M supports passing Measure 2. It will pre-empt any efforts for the installation of a transfer tax. North Dakota residents already pay property tax; why get taxed twice? All employees, employers, trade contractors are accountable to OSHA by Krista Mund, Communications Manager

Loss Control Safety Consultant Jeff Aafedt, North Dakota’s Workforce Safety & Insurance, says he regularly sees many safety infractions, primarily fall protection and excavation issues, within the residential construction industry locally. According to Aafedt, additional Occupational Safety and Health Administration inspectors have been hired in the state, as the federal organization focuses on fall protection. He also said there is a widespread misconception among general contractors and trade contractors that if they stop hiring employees, and establish everyone as 1099 subcontractors, they do not have to follow OSHA safety requirements. This is not true. OSHA has a multi-employer citation policy that applies to construction sites. The National Association of Home Builders, HBA and WSI have multiple resources available to members including the following: • A brief overview of the multi-employer citation policy and how to manage the policy is available at the HBA. • WSI has a Safety Management Program. It provides North Dakota employers with a safety assessment and help setting up a safety plan. The employer will be eligible for a 10 percent premium discount for successful participation. There is also an additional 15 percent discount available through participation in WSI’s Safety Action Menu program. Public Issues Report of Area Affairs Fargo floodproof construction highlights, requirements by Krista Mund, Communications Manager

In April and May, the HBA of F-M hosted four educational sessions on Fargo’s floodproof construction requirements that changed in March. The sessions covered the history and the engineering updates for elevations, as well as the change in requirements to obtain a building permit and construct a home. See the insert in this Plains Builder that shows required construction details for foundation wall sections. If you would like complete copies of materials provided at the sessions, contact Fargo’s building inspections department at (701) 241-1561 or Roz Leighton at (701) 232-5846, roz@ hbafm.com. To be issued a building permit, the following seven items are required: 1. Floodproofing Certification Form from a State of North Dakota-registered professional engineer. This is required before permit issuance. 2. Plot plan showing existing elevations of property. 3. Plot plan showing exact location of new building or addition and existing buildings. 4. Floor plan(s) of new building(s). 5. Elevation views of all sides of building. Elevation plans must show grade. 6. Foundation wall sections showing required construction details per city floodproof specifications. (Included as an insert in this issue of the Plains Builder.) 7. Foundation plans showing drain tile location and footings.

West Fargo residents will be asked to vote on a 1 percent sales tax increase on the June 10 ballot. This increase will raise the sales tax from 6 percent to 7 percent, or equal to Fargo’s. The revenue from the increase will solely benefit infrastructure in the city. There are two parts to this vote: one to allow the city to raise the sales tax and the second to give the city permission to implement the raise. A “yes” vote is required for both to support the increase. The complete ordinance language can be found in the May 28 and June 4 issues of the West Fargo newspaper, The Pioneer. A friendly reminder to vote for Fargo Mayor and City Commissioners and West Fargo Mayor and City Commissioners on June 10. Over the first two weeks in May, the HBA of F-M hosted Candidate Forums for the members of the board of directors and Public Issues Committee. The Association endorsed candidates and more information can be found on the election insert of June’s Plains Builder or by contacting Roz Leighton at (701) 232-5846 or roz@hbafm.com.

Footing inspection - Call when footing forms and reinforcing are in place but prior to the placement of any concrete. 2. Foundation wall inspection - Call when wall forms are complete and all reinforcing is in place but prior to the placement of any concrete. 3. Waterproofing - Must be called in prior to backfill. 4. Drain Tile - Must be called in prior to backfill, may be done at the same time as the waterproofing inspection. 5. Sewer inspection (sewer line) - Call when new or replacement sewer is installed. 6. Ground work inspection (sewer valve) - Call when below floor plumbing lines are installed and pressure test is on. 7. Basement Floor - Call when forms, vapor barrier, and reinforcing are in place but prior to the placement of any concrete.

News from the North Dakota Association of Builders The month on the Supporting PAC move around the state

During April and May a North Dakota Association of Builders team traveled around the state visiting five out of our six local associations, with Williston scheduled for a visit in June We had a wonderful time meeting Ken Callahan with each local board of directors and a NDAB President, great time staying to have dinner and to Montana-Dakota Utilities, Co. network with the general membership. Williston, N.D. We appreciated being allowed to introduce ourselves in person, as well as to give brief presentations on NDAB-PAC and what it means to our industry and our associations. Unlike individual contributions, NDAB-PAC contributions are tied to the home building industry. They are pooled together from across North Dakota to make a bigger impact with those we are supporting. Typically, NDAB-PAC supports statewide and national legislative candidates who are friendly to the home building industry. Those candidates and issues supported have very high success rates of being elected and passed, showing a wise use of funding and an impact of our support. The National Association of Home Builders estimates the total industry benefit of the federation’s 2013 advocacy victories was $5.724 billion. With 923,000 housing starts in 2013, NAHB services and advocacy victories saved the typical builder member roughly $6,200 per housing start last year! You can see the significant value of NDAB PAC dollars. At the local level, 30 percent of funds collected are available for the local associations to use to support candidates running for offices like city commission, park board, county commission, and other local races. These funds can also be used to support issues going before voters in an election cycle as well. This grass roots level support is key to our North Dakota communities building relationships with the elected officials they work with every day. It’s a great way to keep our industry out in front as one who cares about issues affecting North Dakotans. Remember, to us it doesn’t matter what side of the aisle you’re on, most important is that we leave political hats at the door and we support the housing industry together. I would like to commend Dickinson, Grand Forks, Fargo, Minot and Bismarck. At each of these meetings we challenged them to reach their delegate goals and every Association did just that! Thank you to Don Dabbert, Jr., for leading our team, NDAB Executive Officer Kim Schneider for organizing the tour and taking care of the details, and LeRoy Kurtyka, Ralph Applegren, and Arnold Karsky for volunteering their time attending these meetings! Thanks again for all the Associations making their delegate goals!

June is here and I hope that also means sun-shine and warmer weather! I wish this not only because it is a busy time of the building season, but June is also the month on the move for the staff and board members of the Kim Schneider North Dakota Association of Builders. NDAB Executive June 3-6 over 20 representatives from Officer North Dakota will be traveling to Washington, D.C., to attend the Spring Board of Directors meetings for the National Association of Home Builders, including watching our very own Senior Life Director and National Area Chairman, Ralph Applegren lead the Area 10 Caucus meetings. While we are gathered at our nations Capitol we will be meeting with U.S. Sen. Hoeven and U.S. Sen. Heitkamp to further discuss the building issues and concerns we are currently facing in North Dakota. We will also be sharing with them that we would once again like to schedule in-state visits as we did in March. Any opportunity to meet with our Congressional staff is an honor and an important time for us. June 23-24 brings us to the great North Dakota city of Minot for our annual Birdie with the Builders golf tournament and NDAB board meeting. Registration and lunch begins at 11:30 a.m. with a 1 p.m. shot gun start. We thank Vardon Golf Club for hosting us this year, as well as all our sponsors and golfers, and are looking forward to a fun day on the course. April and May were months on the move as well. It was a wonderful opportunity to get to experience each Association’s board meetings and to be able to interact with the general membership. Don presented on BUILD-PAC and the importance of being a contributor and the importance of each level opportunity of giving. Each Association has a delegate goal to meet in order to be able to request PAC funds to be distributed to local candidates. After each one of our meetings, the local associations met and exceeded these goals. I truly thank our board members who volunteered their time to travel and show a strong support of NDAB. Nearly 5,000 spectators made their way through 42 homes during the last weekend of April and first weekend in May. News from the Builders Association of Minnesota F-M Diversion funding Minnesota legislative ‘roller coaster’ advances another step legislative session comes to an end federally by Roz Leighton, Public Affairs Coordinator

May was a promising month for the F-M Diversion as the Water Resources Development Act (WRDA) successfully made it out of conference committee and was passed by both the House of Representatives and the Senate. U.S. Sens. from North Dakota Minnesota, John Hoeven and Heidi Heitkamp, along with Al Franken and Amy Klobuchar, and U.S. Reps. Kevin Cramer and Collin Peterson voted in favor, giving authorization for permanent flood protection for the Red River Valley and prevents the U.S. Army Corps of Engineers from charging residents for Missouri River reservoir water. Around 45 percent of the total cost of the diversion, or $800 million would be assumed by the federal government, however, due to the considerable expense of the plan, funds will need to be appropriated annually to cover the cost.

The final weeks in May at the Minnesota Capitol was an amazing rollercoaster ride. The Builders Association of Minnesota membership rocked it with grassroots efforts. Members filled the Governor’s voicemail box, delivering the message that Minnesotans don’t want home indoor sprinkler systems forced on them! Thank you to all who called and emailed and made our message heard. As of May 16, we can report the statewide BAM lobbying team successfully found resolution on: subcontractor registration, indemnification and state agency rulemaking. Unfortunately the mandate prohibiting the requirement of sprinkler systems in new construction over 4,500 sq. ft. that had been added to the state’s bonding bill was removed prior to its passage. Gov. Dayton had issued a statement threatening to veto the Bonding Bill unless the prohibition mandate was removed. News from the National Association of Home Builders are then used to calculate a seasonally adjusted Builder confidence remains in component index where any number over 50 indicates that more builders view conditions as good than poor. holding pattern May 15, 2014 - Builder confidence in the market for newly built, single-family homes in May fell one point to 45 from a downwardly revised April reading of 46 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI) released today. “After four months in which the HMI has shown little signs of fluctuation, it is clear that builder sentiment is becoming more in line with the market reality of a continuing but modest recovery,” said NAHB Chairman Kevin Kelly, a home builder and developer from Wilmington, Del. “However, builders expressed some optimism that sales will pick up in the coming months.” “Builders are waiting for consumers to feel more secure about their financial situation,” said NAHB Chief Economist David Crowe. “Once job growth becomes more consistent, consumers will return to the market in larger numbers and that will boost builder confidence.” Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current singlefamily home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each

The index’s components were mixed in May. The component gauging sales expectations in the next six months rose one point to 57 and the component measuring buyer traffic increased two points to 33. The component gauging current sales conditions fell two points to 48. Looking at the three-month moving averages for regional HMI scores, the South rose one point to 48 while the Midwest fell a single point to 47 and the West posted a four-point drop to 47. The Northeast held steady at 33. NAHB efforts on EPA’s final ELG rule save builders an average of $6,200 per home

Editor’s note: This article was reprinted from the March 5 National Association of Home Builders’ Washington Update. Home builders will save an average of $6,200 per home on storm water control costs due to a recent settlement agreement between NAHB and the Wisconsin Home Builders Association and the Environmental Stella Stormwater Protection Agency (EPA). EPA Storm Water Enthusiast In accordance with the settlement agreement, EPA has taken final action on rules governing how clean the water running off construction sites after a rainfall must be. The new rules were published in the Federal Register in March. The Effluent Limitation Guidelines rule replaces EPA’s 2009 attempt to control erosion and sediment. That proposed rule prohibited certain kinds of discharges and limited the amount of dust and dirt allowed in any eventual runoff in what is called the turbidity limit. NAHB economists estimate that this last stipulation regarding runoff would have forced builders to apply additional, expensive controls or additives to the water. On average, these controls would have cost $6,200 per each new home constructed. NAHB’s litigation brought EPA to the settlement table where, after forceful negotiations, the agency backed away from this onerous and costly rule. NAHB successfully argued that there was no scientific basis for the limits, which in some cases could require runoff to be cleaner than the natural state of the rivers and other water bodies near the construction site.

The settlement agreement allowed EPA to enact a new rule that maintains the erosion control requirements, but drops the turbidity limit. The new rule also clarifies some requirements for the benefit of states updating their own storm water permits, which must be at least as strict as EPA’s national model and must be renewed every five years. Among the changes builders will see: Adding a definition of “infeasible.” EPA calls for the rule to be followed “unless infeasible,” and defines infeasible as storm water controls not technologically possible or economically practicable and achievable in light of best industry practices. Removing the “within the site” requirement. The rule requires developers to control storm water volume and velocity to minimize soil erosion and pollutant discharges. However, the practice is only necessary when the erosion and discharge leaves the site. Originally, the rule required builders and developers to control the movement of water and sediment even if it stayed on the jobsite. Limiting control of storm water discharges, including peak flow rates and total storm water volume to the immediate vicinity of discharge points. Builders are responsible for erosion control in the immediate area where the discharge takes place, not for damages that may be caused by other sources upstream or downstream. The rule also clarifies other confusing language that might lead to additional unnecessary requirements in storm water permits. “This has been a long struggle, but the results are well worth it,” said Environmental Issues Committee Chair Chuck Ellison. “EPA has listened to reason, and NAHB has helped to ensure that our waterways are protected without the kind of regulatory overreach that increases the cost of new homes without any appreciable environmental benefit.” For more information, contact Ty Asfaw at NAHB: (800) 368-5242 ext. 8124.

Dustin Murray owns Dustin Murray Construction. He has worked in the residential construction industry for the past 14 years and started his company in 2012. His primary focus is remodeling and contracting as a framing or finish carpenter for new home builders. Murray joined the HBA in 2012 and was elected to the 2014 HBA board of directors after serving on the Education Committee and Remodelers Council. He is still active with both groups and finds it interesting to network with other Dustin Murray contractors and industry members while learning about how Dustin Murray the Association operates. Construction “I enjoy the business and learning experiences,” he says. “The board allows guys with smaller operations like me to voice an opinion in how the HBA handles issues. It’s not just the larger or more well-established builders running the HBA like many people think.” Murray was the president of his National Association of Home Builders Student Chapter while attending Minnesota State Community and Technical College in Moorhead. He received associate’s degrees in construction management and carpentry from M State.

HBA of F-M members celebrated a very successful Spring Parade of Homes May 13 at the Ramada Plaza and Suites. Customer service: key to company confidence

Tom Erickson, president and owner of Delta Design and Construction, Inc., is not afraid of a challenge. He started his journey into the construction world when he attended North Dakota State University for architectural engineering and Minnesota State UniversityMoorhead for industrial technology education. Erickson gained experience working at Tom Erickson Brekke Construction and Rick Duval Construction. With that knowledge, his next step was starting his own company. In 1997, he established Delta Design and Construction, Inc., as a construction management/general contracting firm. Delta Design and Construction, Inc., specializes in design and remodeling in residential and commercial construction projects while maintaining high standards. The company’s primary goal is to provide the highest level of construction service with an unparalleled attention to detail and commitment to understanding and having the ability to adapt to client needs. Delta Design and Construction, Inc., staff is made up of experienced professionals who are able to deliver on complex and technical projects. Erickson says, “The staff is committed to our customers’ needs, as well as the durability and quality of the projects. Maintaining a top-quality construction management team and strong relationships with trade contractors helps us exceed customers’ quality expectations.” Providing customers with the closeness and approachability of a small firm and the experience and professionalism of a large firm gives them comfort in knowing their goals can be achieved. The company recently finished a project for the LeNoues family, who met Erickson at the Home & Garden Show. Erickson’s positive and confident attitude won them over; the LeNoues’ rather rare project mainly consisted of adding a second story to their current home. It’s projects like those that energize Erickson. He finds that “being able to help so many people” makes his job rewarding. However, the continuous code changes seem to be one of the major issues that Erickson believes the industry is facing today. Delta Design and Construction, Inc., has been a member of the HBA since 2008. The reason behind joining the HBA of F-M was “to be in the home shows and be part of the building industry.” Erickson also recognizes the positive effect the HBA of F-M has on the community, and now that his youngest son of three children is graduating, he plans to become more involved, that is, when he’s not biking, scuba diving or spending time with his wife and children.

Fargo Tractor has always focused on light industrial, agriculture and consumer lawn and garden products. The company’s leaders take pride in knowing that they have a solid, strong company. They hold confidence in selling quality products and providing support for years down the road. In 2002, David Meyer and Peter Christianson, owners of Kris Garberg Titan Machinery, bought Fargo Tractor from the original owners of 25 years. One of the main factors setting Fargo Tractor apart from competitors is that the majority of its employees have over ten years’ experience with the company, possessing the knowledge to provide excellent customer service. Fargo Tractor also has a large inventory for sales and parts, including its number-one seller, the Kubota compact utility tractor, as well as a utility vehicle and the skid steer with rubber tracks. Fargo Tractor was an HBA of F-M member for several years prior to being purchased by Titan Machinery in 2002. Once the company changed ownership, leaders kept the HBA membership since it provides connections to the home building industry and consumers. Fargo Tractor has been an active participant in the Home & Garden show for the last several years. Like most industries, Fargo Tractor has run into a few challenges. The first is the struggle to find qualified service technicians. As an incentive to hire, the company provides sponsorships for students who want to pursue careers as service technicians. The second, and slightly more challenging obstacle, is the tier 4 emissions requirement that engine manufacturers must meet. This causes an increase in price for new equipment entering the market. Kris Garberg currently manages the store and has been with the company for 11 years. He graduated from Moorhead High School and attended the University of North Dakota for aviation. He realized that being an airline pilot wasn’t his calling and transferred to Minnesota State University- Moorhead for marketing. When asked about his job, Garberg said, “The different challenges that occur every day. I get to work with the salespeople, parts department and service department. I like being responsible for the overall success of the store and being accountable.” He also encourages anyone wanting to pursue a career in the industry to “make every opportunity the best you can and take it and run. You never know what it will turn into.”

“Like so many in our region, hiring new team members is our biggest challenge. It’s a catch-22 of sorts. We all want a booming economy that creates jobs. An abundance of new job opportunities creates competition between employers for new hires and is ultimately inflationary. Remodeled Home Tour entry forms coming soon Contractors offer tips for enticing customers to showcase homes by Lindsey Nogosek, Events Coordinator Krista Mund, Communications Manager

Entry applications will be sent this month for the Third Annual Remodeled Home Tour! Paperwork will be due July 16. Make sure to have projects ready and in production to be finished by tour dates: Sept. 13-14. Taking before-and-after pictures is extremely helpful for potential customers to view as they help show the major transformations possible for any home! Remember, the tour accepts almost any type of remodel, from bathrooms to closets to landscape makeovers. Having prospective clients look at your work first-hand is the best way to promote your work. Past Remodelers Council Chair Ursula Hegvik, Smart Spaces, Inc., says, “This event is such a unique opportunity for our members to showcase their work in a real-life environment! We would love to have many entries and grow the tour to be similar in impact within the community as the Parade of Homes. This event is very much wanted by the people in our area!” Entry cost is $600 for the first entry and $225 for each additional entry, plus an additional $105 refundable sign and flag deposit per home. With this, you receive promotion through television, radio, print, online and the HBA of F-M’s full-color magazine that ties in with the Fall Parade of Homes. In comparison to the Parade of Homes, which showcases new homes, remodelers encounter unique challenges when working with owners of existing homes to let the public through the front door. Here are tips from other contractors who have successfully entered projects on the first two tours. • Talk to customers about the tour before work begins on the project so they are aware of it from the start. • Discount the project as an incentive for participation. • Offer to clean the home before the event. • Buy a hotel stay for the dates the tour is happening if the owners would rather remain off-site to keep the home and its contents in order. The Remodelers Council hosted a picnic May 16 to celebrate National Remodeling Month. While the weather was a little chilly, the rain stayed away and the sunshine broke through the clouds on occasion. The Remodelers Council served a free picnic lunch to over 70 HBA of F-M members. Everything seems to be kicking into high gear since May. The Herdina Academy for the Construction Trades starts June 2. The Academy is our primary project supporting workforce development. This year marks the 17th annual Academy and the eighth year at Minnesota State Community and Technical College. Over the past years, the Academy has helped over 190 students explore the construction industry. From the ground up, students participate in concrete to roofing, electricity to flooring. Not only is this a great opportunity for students, but for contractors as well. We ask contractors to work side-by-side with students throughout the two-week course. This can serve as an on-the-job interview. Not only can contractors evaluate the work ethic of the students, they can see their skills first-hand. New endeavors in workforce development

Workforce development is an important focus of the new Home Builders Care strategic plan. A first step for staff is to track upcoming career fairs. Please share any of your company’s current job openings as we would like to promote the opportunities for you. Home Builders Care and HBA of F-M are partnering with Fargo Public Schools and the Fargo building officials to host a student event in conjunction with the North Dakota Building Officials Association meeting in September. We will host a career fair in the afternoon of Sept. 11. We would like to have a wide representation of all the trades at this career fair. We will be sending out more detailed information this summer. Home Builders Care and HBA of F-M are trying to work closely with Minnesota State Community & Technical College and North Dakota State College of Science to promote their construction-related programs. We would like to include logos of member companies who support the programs at these schools. Home Builders Care offers several ways to give back HBA of F-M members have many ways to support Home Builders Care. The Foundation board challenges you to find at least one way that works for you to give back to your industry. • Monetary donations are always appreciated and we have numerous recognition programs (see below for levels). The Triple Player was set up to recognize those HBA members who support the HBA through membership dues, invest at least $365 in Build-PAC and donate at least $365 to Home Builders Care. • Use Goodsearch and Goodshop when searching and shopping online. Framework for the Future

Framework for the Future is Home Builders Care Foundation’s long-term fundraising initiative to build the endowment fund to maintain current giving, support additional projects and provide for endowment growth. HBC hopes to become self-sustaining while also increasing its impact on the industry and community. • Triple Players: HBA recognition program that donors can join when they have, in addition to paying HBA membership dues, invested in Build-PAC as a dollar-a-day contributor and made a donation to HBC for at least $365. • Trades for Grades donors: Allows donors to name scholarships and designate schools to which the funds must be given. • Builders Club: Exclusive group of donors who pledge at least $500 per year for five years or a total of $2,500+. Beijing Balancing

Much has recently been made of the notion that China has enough serious structural Elliot problems with Eisenberg, its economy that Ph.D., chances are good Graphsand it will experience Laughs, LLC a “hard landing,” defined as economic growth quickly slowing from 7.5 percent today to the low single digits. This slowdown would weaken commodity prices, hurting developing nations, and reduce Chinese imports of high-quality finished goods from developed nations, also hurting the United States, Europe and Japan. While the Chinese economy has problems, many are chronic and I believe the government has sufficient resources to manage the acute ones and avoid a hard landing. The key problems the Chinese economy suffers from are threefold; a profound overreliance on large trade surpluses, massive government overinvestment in infrastructure and a weak financial system that has resulted in both bad loans made by irresponsible local and regional governments and a highly leveraged and lightly regulated shadow banking system (sound familiar?) that may well implode. The first problem is fading away. After running trade surpluses in the $45-billion-per-year range through 2003, they skyrocketed to $400 billion per year by the end of 2008. However, that highpoint coincided with the Great Recession which resulted in a huge contraction in trade and simultaneously an effort by many nations to boost exports to help their domestic economies. As a result, Chinese trade surpluses have averaged about $300 billion per year (about two-thirds of that with the United States) since early 2009, and show no discernable upward trend. Moreover, as the Chinese economy is about twice as big today as it was in 2005, the economic impact of the now smaller trade surpluses on the

overall economy is much smaller. The second problem of roads to nowhere, massive over building of plants leading to ruinous excess capacity, along with the construction of uninhabited ghost towns is being rectified. And rectified they can be, because these destructive outcomes are the direct result of policies pursued by the central government that are now being overhauled. GDP growth targets are being reduced, artificially low interest rates earned by savers are likely to rise in the near future and the currency, which has been profoundly undervalued, is slowly appreciating. Collectively these policies will curb wasteful overinvestment and slowly replace it with increased domestic consumption and reduced exports. As for the substantial dodgy debt on the books of local and regional governments and shadow banks due to weakening housing prices and raw land values that act as collateral for many loans, here the problem is serious. That said, China’s debt is about 25 percent of GDP, giving the central government ample room to borrow should it be necessary. Moreover, the central government is beginning to force local and regional governments to sell some of the $7 trillion in assets they own in an effort to shore up their financial condition. Moreover, with $4 trillion in foreign reserves and the ability to weaken the Chinese currency at will to boost exports, China has tools other nations don’t have. Lastly, expect Beijing to restimulate sagging housing markets by relaxing home-purchase requirements, and local governments to augment this policy by giving residency benefits to out-of-towners to further boost demand. Combining the above with looser monetary policy makes me think that those making key policy decisions, the brightest minds in the nation, will see to it that China comes through this relatively unscathed. She was also an active participant at two of the Candidate Forums, and donated a door prize for the Parade of Homes Celebration. “The HBA’s involvement in legislature, supporting and encouraging home building, is vital to our local economies,” says Swanson. She supports the HBA because its involvement on the local, state and national levels helps the industry. She also believes the HBA is an “impactful, informed and exciting association.” In her spare time, Swanson enjoys entertaining, golfing, travel and spending time with her family. • Conversely, if home owners would like to stay in the house and visit with tour attendees, make them feel welcome and part of the “team.” • Offer help in limiting access to private areas of the home with signs and ropes. • Counsel home owners on locking up valuables, storing personal items and removing prescription drugs from the home during the tour. • Station staff people in each remodeled room. • Assign vendors and designers to talk about products and layout with attendees. • Offer to paint areas that lead to the remodeled area to spruce them up, such as exterior walls, entry ways or hallways. • Fix small annoyances that will mean a lot to a home owner. Tom Spaeth, Accent Contracting, has entered projects on the first two tours with great results. He has performed easy fixes like tightening a loose deck rail or supplying and installing a new storm door for no charge. “Sometimes small things like this really help the client feel that you are fully engaged in the project and that you want their home to look its best for the tour,” he says. “When you show the client you are willing to do things at no cost to them and small cost to you it really helps.” Remodelers Council members are available to assist in staffing home entries during the event if needed.
