Builder performance guidelines required in Minnesota Minnesota builders must, by law, include a set of performance guidelines with the contract for customers. Guidelines are available to HBA of F-M members through the Builders Association of Minnesota. BAM’s Building Performance Guidelines were put together by a task force made up of its members. Countless hours were dedicated to creating and refining this document to provide the best possible product for builders. Adopt-A-Student Challenge, preorder student sheds Adopt one of the HBA of F-M’s 2012 Herdina Academy students for the low price of $75. Adopting a student will help the Academy defray the cost of the materials, instructor fee and helps keep the registration fees low for students. Student-built sheds will be for sale through the 2012 Herdina Academy for the Construction Trades. Prices start at around $1,750 for an 8’ x 12’ shed. President’s Report HBA recommends ‘Yes’ for Fargo half-cent sales tax, ‘No’ on N.D. Measure #2

Fargo half-cent sales tax
The HBA has a vested interest in helping project Fargo from floods. At last month’s board meeting, the Association’s directors voted unanimously in favor of supporting the sales tax proposal on this June’s primary election ballot. This sales tax extension would fund flood protection, road maintenance and other infrastructure projects. If the half-cent sales tax remains, the average annual expense to a household is $56.30; HBA leaders felt the return would far outweigh the cost. Read about the main reasons HBA supports the half-cent sales tax on page 11.
N.D. Measure #2
There is still a lot of work left to inform the general public on the recklessness of North Dakota Measure #2 to abolish property taxes. For months now, you have been hearing about this from organizations like us, the Fargo-Moorhead-West Fargo Chamber and the F-M Area Association of Realtors. This does not mean the general public is as informed as you. We need you to talk to your neighbors, friends, family and co-workers to tell them why it’s important to Vote No on Measure #2 on June 12. This measure poses a direct threat to your local services, your school districts and your right to decide what is best for your community and your county. It is unrealistic, unfair and unneeded. The HBA has tools to help share that exact message: pick up buttons, “Vote No” posters and fact sheets at the HBA office: 1802 32nd Ave. S. in Fargo.
City, County Commission Races
Fargo and Cass County residents will elect new county and city commissioners this year. As I write this, your HBA is hosting Candidate Forums to allow those running for office to voice their positions on issues concerning the building industry. It is very important that you get out to vote for candidates your HBA supports in Cass County, Fargo and West Fargo. Please see the insert included for people we endorse, and watch for future correspondence in the months of May and June. If you have questions about why we have decided to support these individuals, do not hesitate to contact Executive Vice President Bryce Johnson or me.

Dietrich Construction LLC wins Behlen Building Award Behlen Building Systems recently named the winners of the annual Building of the Year contest, and Dietrich Construction LLC received honors for one of the projects it completed last year. Dietrich Construction LLC was awarded first place winner in the ag on-farm category for the Schrader Farms building in Adrian, N.D. The building is 9,200 square-foot farm shop features 48’x20’ Hydroswing door, 34’x18’ overhead door and a color combination of light stone wall panels with colonial red wainscoting.
They seem like they are a long way off, but plan now for these important events: • Health, Tech & Trades Career Expo Dec. 6 This is an event for ninth graders at the Fargodome to expose them to different health, technical and building trades careers. The HBA is always looking for volunteers and companies to exhibit at this event. • International Builders Show Jan. 22-25, 2013 It’s never too soon to start thinking about NAHB’s “main event.” Packed with education, networking and fun, IBS is something that members can’t afford to miss. Attention Golfers: Get registered now – spots are limited! Golfers of all abilities are welcome in the HBA of F-M annual Golf Outing. We want to see a variety of the HBA membership out for a great round of golf June 11 at the Fargo Country Club, 509 26th Ave. S., Fargo. Early bird registration for sponsors began April 23. Open registration began May 1 with an email to the membership. Forms are included in this issue of the Plains Builder or visit www.hbafm.com to download one. Non-member registration will be available after May 20 and will only be eligible for the morning flight. Great prizes are available on nearly every hole and each participant gets a chance at a variety of door prizes during lunch or supper!

Sponsors also have the option of supplying a game on a hole. This is great ADDITIONAL EXPOSURE and is limited to sponsors! The Fargo Country Club became the first golf club of North Dakota in 1898. The clubhouse was built in 1934. In 1963, FCC opened its newly added back nine to the members. Today, it is considered to be one of the top golf courses and country clubs in this part of the country. swimming pool, putting greens, driving range and a par 3 executive course. The Fargo Country Club has hosted many of the world’s top golfers and celebrities over the years. Among those who have played there include Gene Sarazen, who played just after winning the 1932 British Open; Sam Snead, Lloyd Mangrum, US Open winner in 1946, and entertainer Bob Hope. Fargo Country Club’s own Paul Runyan, who later became known as the “Little Giant Killer” and won the PGA Championship in 1934 and 1938 among his 29 tour victories, was caddie master at FCC in the early 1920s. The Fargo Country Club is also the only club in North Dakota to host a USGA event, the 1995 United States Boys Junior Championship and the Women’s Trans National Golf 2001 Amateur Championship.

Register your student for June Construction Trades Academy 3 college credits for only $25
The 14th annual Herdina Academy for the Construction Trades will run June 4-15 at Minnesota State Community and Technical College. The Academy is open to local high school students ages 15 and older. Students who attend the Academy are able to experience a variety of constructionrelated activities during the two-week session. Topics include blueprint reading and building codes, excavation, concrete forming and finishing, electrical, plumbing, HVAC, structural steel, carpentry, masonry, drywall, casework, flooring and landscaping. Students explore career options Students also participate in other activities and gain hands-on experience and are able to take tours of the M State during the two-week Academy at M campus, North Dakota State College of State. Science campus and some suppliers. Industry and educational professionals work side-by-side with the students and teach about occupations, tools, safety requirements and skills required for satisfying and well-paying careers. The Academy is set up to have both hands-on and classroom learning. Students will build sheds that can be made to order. If you are in need of a shed, now is the time to put in your requests. On June 12, North Dakotans will vote on Constitutional Measure 2. Few votes will have as great a consequence on the future of our state. Andy Peterson Measure 2 is a seriously flawed North Dakota proposal that will lock a radical idea Chamber of into our state’s Constitution – an Commerce President extreme measure that will take away local control and decision-making for more than 2,100 political subdivisions across North Dakota by eliminating property taxes. Measure 2 supporters claim that our state can eliminate more than $800 million in annual property taxes and not have to raise other taxes and fees to replace this revenue. They believe that the state Legislature can best decide what local projects need funding, and that this, somehow, strengthens local control. Such claims are simply illogical. Eliminating property taxes might sound good, but it is anything but sound policy. Unlike citizens in other states, we North Dakotans enjoy a degree of democracy that allows us to determine what’s best for our communities. This freedom empowers us to take collective ownership of our communities resulting in citizens working together with their local governments to create excellent public schools and public libraries, provide superior police and fire protection, and offer beautiful, family-friendly public parks and recreational opportunities, among many other services and amenities. Local property taxes provide for this quality of life. And Measure 2 threatens to take this away. If passed, Measure 2 will fundamentally alter the relationship between communities and the state. Local governments will become dependent on receiving an allowance from the state Legislature in order to fund local services. The end result will be a one-size-fits-all-justenough-for-basic-services funding approach for essential services such as police and fire protection funding. Nonessential services such as public libraries, public parks, snow removal, city street repairs will have to be sacrificed. Local governments will be strapped with the burden to pay for these services by raising existing sales taxes, hiking existing fees, and imposing new taxation. Larger cities, such as Fargo and Bismarck, may be able to do this, in one degree or another. But smaller communities will certainly not be able to and as a result, many current local services will be eliminated. And the business climate of hundreds of communities will be severely hampered by new regressive and pervasive forms of taxation. If passed, Measure 2 has the potential to devastate the quality of public education. Both teachers and administrators strongly oppose Measure 2, and for good reason. Measure 2 will eliminate your school board’s ability to raise revenue. At a minimum, programs will have to be sacrificed. At worst, rural schools will have to close

Fargo amends, approves building setbacks along rivers by Rocky Schneider, Director of Public Affairs
The city of Fargo approved an ordinance determining a policy for building on lots closest to the rivers. The ordinance has been discussed at numerous commission meetings, planning commission meetings, meetings with the HBA of F-M, and at meetings open to the public. While the final ordinance may be seen as unfair to some property owners who will now be within the area of additional requirements, the city has done what it must to protect the greater metro area from flooding. The HBA spoke on behalf of an amendment that would help protect existing homeowners from additional regulations. The Commission agreed and the ordinance was amended prior to adoption. The amendment sought by the HBA corrected an issue which would have prevented homeowners from being able to rebuild their homes if disaster should strike. The amendment also fixed a legal issue which would have made it nearly impossible to attain homeowners insurance, thereby also making it impossible to get a mortgage. Affairs Permit report shows a rebounding construction industry by Rocky Schneider, Director of Public Affairs
Thanks to an early, dry spring, the construction industry in the Fargo-Moorhead area is off to its strongest start since 2006. Total construction value for the first quarter is almost $80 million, which is up 62 percent from the previous year. Total housing starts are up as well at 336 percent over the previous year’s units in the first quarter. “These numbers are a breath of fresh air for an industry that has been plagued by wet springs and shortened building seasons over the last three years,” said Bryce Johnson, executive vice president of the HBA. Moorhead, Fargo and West Fargo all saw big increases in housing starts in the first quarter. While West Fargo took the biggest jump in housing starts going from 11 to 41, the whole community saw large increases in new housing. Along with new housing, increases were seen across the board in residential remodeling, new commercial and commercial remodeling. “The industry still faces some large hurdles in upcoming flood insurance mandates and the long wait for permanent flood protection,” said HBA President Terry Becker, Terry Becker Construction, LLC. “But with our strong local economy, the housing needs are prevalent and that’s a good thing because we are putting people to work and creating jobs.”
HBA votes to support flood protection, infrastructure funding by Rocky Schneider, Director of Public Affairs
On June 12, the citizens of Fargo will have the opportunity to voice support for flood protection, road maintenance and other infrastructure projects through a half-cent sales tax extension to pay for the projects. The current sales tax within the city is 7.5 percent, with one-half percent expiring in June. The HBA is dedicated to helping protect Fargo from flooding. At its April board meeting, the Association’s board of directors voted unanimously in favor of supporting the sales tax proposal on this June’s primary election ballot. With the average annual cost to a household of $56.30, HBA leaders felt the return would far outweigh the cost. Plus, if the sales tax is not extended, special assessments could be one of the only financing tools to pay for the project. There are three major reasons why this sales tax extension is necessary: • Revenue from this tax would be used directly to protect the city to a 39.5- foot level, which could then be certified to eliminate costly flood insurance requirements. The FEMA floodplain maps set to be released this summer would put an additional 2,300 structures into the floodplain. Homes in the flood plain with a mortgage would be required to purchase flood insurance. For example, a $250,000 home’s insurance plan would cost $2,539 a year! • The passage of this proposal will allow the flood protection tax passed in 2009 to be fully dedicated to funding the diversion (though the diversion’s cost will be a multi-generational issue). Starting to put money away now is critical to the long-term solvency of the project. • Twenty-five percent of the pavement within the city is past its design life. Money generated from this sales tax would help replace and update older roads, including $40 million in needed downtown projects. “Governments need to proceed cautiously when asking residents for additional money, but when talking about protecting homes, it is imperative that we as a community come together and do what we must to get the job done. This sales tax does just that, and now is the time to fund these projects,” said HBA Executive Vice President Bryce Johnson. Vote YES June 12 on the Fargo sales tax extension!

For example: • A gradual and steady increase in Moorhead’s single family home demand is anticipated. In the next three years, demand for single-family and owned multifamily housing such as town homes is estimated at over 400 units. • In the next two years, Moorhead has a demand for an additional 200 multifamily housing units. BAM hosts Energy Code & Housing Summit
Editor’s Note: HBA of F-M representatives including President Terry Becker, Terry Becker Construction, LLC; Stan Birky, Stan Birky Construction, Inc.; Ken Krajsa, State Bank & Trust; and HBA Executive Vice President Bryce Johnson attended the BAM Energy Code & Housing Summit and met with Minnesota State Representatives Morrie Lanning and Paul Marquart about issues affecting the building industry. Look for an update on their meetings in the next Plains Builder. The Builders Association of Minnesota hosted an Energy Code and Housing Summit April 3 in Saint Paul to facilitate a discussion about the proposed International Energy Conservation Code (IECC) for residential construction and the 8.6 percent increase in the cost of housing and decreased durability that would result if the code were implemented in Minnesota. In attendance at the Summit were over 80 stakeholders including housing advocates, energy advocates, building code officials and staff from government agencies such as the Minnesota Department of Commerce and the Minnesota Department of Labor and Industry (DOLI). Materials and technical documents from the Summit are available on BAM’s website at: bamn.org/ news. DOLI is currently considering implementation of the 2012 IECC for residential construction through the rule

making process which includes an advisory committee that has been reviewing and discussing the national code. BAM has been participating in that committee and is concerned about the increase in the cost of housing and decrease in durability of Minnesota’s homes that would result from the 2012 IECC. If the 2012 IECC is adopted as is, BAM estimates the cost of housing in Minnesota will increase by 8.6 percent. In addition, in the way the new code is written, it will also cause additional moisture damage and mold in new construction. The industry wrestled with this circumstance ten years ago and does not want the industry and Minnesota homeowners to be subjected again to code provisions that are proven to have a high rate of serious moisture problems. “We have already been through this,” said Hans Hagen, member of the DOLI Residential Energy Code Committee, “We’ve dealt with codes that allowed for construction techniques that didn’t work. As a result new homeowners experienced significant moisture damage. The industry spent millions of dollars seeking to understand the problem. We know the level of detail required to build it right in Minnesota and the proposed code sends us backwards.” “In terms of construction, this code takes us back to a building practice we know causes mold in basements,” says Pam Perri, BAM executive vice president. 101 housing markets on improving list in April
April 5, 2012 - The list of housing markets showing measurable improvement expanded slightly to include 101 metropolitan areas in April, according to the National Association of Home Builders/First American Improving Markets Index (IMI), released today. Thirty-five states (including the District of Columbia) are now represented by at least one market on the list. The index identifies metropolitan areas that have shown improvement from their respective troughs in housing permits, employment and house prices for at least six consecutive months. The 101 markets on the April IMI represent a net gain of two from March, with 13 metros being added and 11 markets slipping from the list while 88 markets retained their places on it. Among the new entrants, areas as diverse as Rome, Ga.; Coeur d’Alene, Idaho; Greenville, N.C.; Brownsville, Texas; St. George, Utah; and Huntington, W.Va., are now represented on the IMI. “While housing markets across the country continue to struggle under the weight of overly tight lending conditions and other challenges, the April IMI indicates that at least 101 individual metros are showing measurable and consistent signs that they are headed in the right direction,” said NAHB Chairman Barry Rutenberg. “A total of 35 states are now represented on the list, with 10 states having four or more entries. This positive news is in line with what our builder members have observed regarding firming conditions and improved buyer interest in certain locations.” “After five consecutive months of gains, the IMI recently began to plateau, with many markets holding steady and a few experiencing the ups-and-downs that are typical in a choppy recovery,” observed NAHB Chief Economist David Crowe. “The IMI is designed to highlight markets that are showing consistent improvement, and those markets that have registered the smallest gains are more susceptible to dropping off the list due to a minor setback in prices, permits or employment,” he explained. At the same time, “as stronger markets approach stability, it will get harder for them to keep charting improvement, which will also limit the expansion of the IMI.”

“The fact that the number and geographic distribution of improving housing markets continued to expand beyond the 100 mark in April bodes well for the start of the spring home buying season, and should be an encouraging sign for those who are considering a home purchase,” added Kurt Pfotenhauer, vice chairman of First American Title Insurance Company. The IMI is designed to track housing markets throughout the country that are showing signs of improving economic health. The index measures three sets of independent monthly data to get a mark on the top improving Metropolitan Statistical Areas. The three indicators that are analyzed are employment growth from the Bureau of Labor Statistics, house price appreciation from Freddie Mac, and single-family housing permit growth from the U.S. Census Bureau. NAHB uses the latest available data from these sources to generate a list of improving markets. A metropolitan area must see improvement in all three areas for at least six months following their respective troughs before being included on the improving markets list. A complete list of all 101 metropolitan areas currently on the IMI, and separate breakouts of metros newly added to or dropped from the list in April, is available at: www. nahb.org/imi. From the very beginning of her employment with HBA of F-M, one simple word can describe Executive Vice President Bryce Johnson: committed. Last month marked Johnson’s 20th anniversary at the HBA. She began as the Association’s membership coordinator in 1992 Bryce Johnson and accepted the executive vice president position HBA of F-M Executive Vice in 1998. The HBA will celebrate her time at the President HBA and numerous successes at the Parade of Homes Celebration May 10 at the Ramada Plaza & Suites. “Anyone who has worked with Bryce knows that she prefers to shine a spotlight on others for accolades and accomplishments,” says Terry Becker, Terry Becker Construction, LLC. “At the May meeting, we will honor her with a slide show presentation and the attention she deserves for such a strong commitment to the HBA – even though she will probably be uncomfortable the whole time!” Over the years, Johnson has kept membership a numberone priority. She knows that, without members, the HBA is nothing. For the National Association of Home Builders, she has served on several committees and as a committee chairperson for the Executive Officer’s Council AEA Awards Gala. Prior to working at the HBA of F-M, Johnson was a media buyer for GL Ness in Fargo. A University of North Dakota graduate, she earned bachelor’s degrees in French and marketing. Urge your Senators to co-sponsor S. 2148, the Lead Exposure Reduction Amendments Act of 2012
On March 1, Sen. James Inhofe (R-Okla.) introduced S. 2148, the Lead Exposure Reduction Amendments Act of 2012. This legislation improves the Lead: Renovation, Repair and Painting rule which has hampered remodelers with burdensome compliance costs that are inevitably passed on to their clients. The Environment Protection Agency wrote the RRP rule to establish specific work practice and certification requirements for contractors and remodelers working in homes built before 1978, where there are more likely to be lead-painted surfaces. And while it is specifically designed to address potential lead exposures to children under six years of age and pregnant women, the RRP rule must be followed by contractors and remodelers working in all pre-1978 homes – even if there are no children or pregnant women living there. This legislation will restore the “opt-out provision” from the RRP rule, which allowed these home-owners to permit their contractors to forego the use of lead-safe work practices, eliminating unnecessary regulations and compliance costs where they aren't needed. The savings to the industry will be upwards of $336 million per year – and allow the RRP rule to address the homes where it is necessary. S. 2148, the Lead Exposure Reduction Amendments Act of 2012, addresses the impracticality of the RRP rule and offers solutions to these obstacles. HBA members receive updates at March GMM ‘City Night’ by Alison Streyle, Events Coordinator
The HBA of F-M’s ‘City Night’ GMM March 22 welcomed almost 30 city officials from HBA Executive Vice President Bryce Johnson, Dilworth, Fargo City Commissioner Dave Piepkorn, Cass Fargo, County Commission Chairman Darrell Vanyo and Moorhead Fargo City Commissioner Brad Wimmer. and West Fargo as well as county officials and other local leaders. The Radisson Crystal Ballroom in downtown Fargo was full of great networking, and members in attendance heard updates from Fargo Mayor Dennis Walaker, West Fargo Mayor Rich Mattern, Moorhead Mayor Mark Voxland and Dilworth City Planner Stan Thurlow on their respective cities. HBA Executive Vice President Bryce Bill Colbeth, Round To It Carpentry Service, Dave Johnson Anderson, Dave Anderson Construction, and also Moorhead Building Official Kurt Wenzel voiced the HBA’s opinion to vote ‘No’ on Measure 2 and encouraged the membership to speak out on this issue and inform others of its dangers and what it could do to our cities. Home Builders Care of Fargo-Moorhead Foundation President Dave Anderson, Dave Anderson Construction, gave an update on the Home Builders Care Build for Habitat and thanked all those who have donated to the Build thus far. A little over $30,000 has been raised and you can see a complete list of donors and more information on the Build on page 30. Thank you to all who could attend, it was, again, a great setting and the perfect evening for members to build relationships with and ask questions of our local leaders. The relationships HBA members have with city officials are very important to the HBA membership and these are events that keep them strong.

Barb Grande, Coldwell Banker First Realty, began a two-year term as Plan Management Committee chair for the F-M Home Builders Barb Grande Health Plan & Trust starting in Coldwell Banker First January. She has served on the Realty committee since 2008 and has been an HBA of F-M member since 1985. The F-M Home Builders Health Plan & Trust is a sponsored health benefit of the HBA. The Plan Management Committee governs that trust and its members are appointed by the HBA board of directors. Grande who has been married for 38 years, has two sons, a daughter-in-law and two grandsons. In her spare time, she enjoys running and reading books.

The not-so-obvious benefits of buying a new home Prospective home buyers have the choice of two types of houses on the market: resale or new.
Home buyers planning to buy a brand-new house or condominium often cite energy-efficiency, open layout, a warranty, and being able to select appliances, flooring, paint colors and other design elements as factors driving their choice. But builders say that buyers can be drawn to a new house for reasons that aren’t so obvious. Below are a few more benefits of a brand-new home that you may not see in the sales brochure.
Building a community together
A brand-new community is one of the built-in benefits of many new homes. When families move in to a subdivision at the same time, often lasting bonds of friendship and neighborliness are formed right away. Nobody is the “new kid on the block,” and many home builders host community block parties in new developments to help owners meet and connect. Popular amenities like pools, walking trails and courts for tennis and basketball offer additional opportunities for interaction among neighbors of all ages. The feeling of spaciousness in today’s new-home layouts often is enhanced the higher ceilings and additional windows that bringing in more light than you would find in an older home.

For some buyers, parking the car in a sparkling-clean garage or being the first to cook a dinner in a brand-new kitchen is part of the appeal of new construction. In addition, you won’t have to spend time stripping dated wallpaper or repainting to suit your own sense of style. You can create your own home décor from the get-go! The advantages of being the first owner of a home extend to the outdoors. 30 years of experience keeps company driving forward Kim Stokes doesn’t let things slow him down: not even the economy. So when Stokes’ former employer decided to downsize, he instead decided to start his own company, Prairie Design Studio, Ltd. For the past 30 years, Stokes and Prairie Design Studio, Ltd., of Horace, N.D., have been creating designs for apartments, assisted living, hotels, nursing homes and more. Stokes’ list of local projects includes Horace Lutheran Church, Sun West Apartments, Settle Inn of Fargo, Dakota Outpatient Facility, Swanson Equipment and Master Construction. His accomplished projects stack up next to his list of education and training. Stokes, originally from Carrington, N.D., holds a two-year degree in architectural drafting from North Dakota State College of Science-Wahpeton; completed a 28-week course on continuous wave radar repair at the U.S. Army Missile and Munitions School; and has both a bachelor of science and a bachelor of arts degree in architecture, with a minor in business, from North Dakota State University. He worked for Stokka Architects and Foss Associates before beginning his own company. “Economy is the biggest factor to deal with, and trying to keep your employees busy during down times so not to lose that working team relationship,” says Stokes, when asked about the challenges he faces now. Even with these challenges, Prairie Design Studio, Ltd., has a wide-range of services to offer. In June 2010, Ray Larson became the owner of F.M. Water Systems – Kinetico. However, this wasn’t his first job in the industry. Larson is Ray Larson became owner of F.M. Since his start at F.M. Investing in remodeling pays off in more than dollars
Many homeowners are surprised to learn that the equity in their home comprises a larger portion of their net wealth than the holdings in their stock market or retirement funds. Compared to conventional financial investments that rise and fall with regular frequency, housing has proven to be a relatively stable and sound investment that keeps up with inflation in most years and outpaces it in others. Although few of us purchase a home strictly for its investment value, in practical terms it represents an asset that can pay high returns when it comes time to either refinance the mortgage or sell your home outright. Of course, a home that is well-maintained and offers up-to-date systems and amenities will have a higher value than a comparable home that is poorly maintained or lacking the conveniences and extra living space that today’s buyers want. Remodeling, then, becomes the key to protecting and enhancing the investment value of your home, not to mention its many other benefits. “What improvements will add the most value to my home?” To answer that question, it is important to understand that remodeling – and your home for that matter – is different from other investments that are primarily financial in nature. What’s unique about housing is that the “investor” or owner receives the immediate benefit of being able to occupy and enjoy his or her investment; i.e., live in it, all the while it is growing in value. Stocks and bonds don’t deliver on this aspect. Remodelers Council Focus: Randy Marum, Norandex, Inc. by Kirsten Rosenow, Communication & Office Coordinator
For 23 years, Randy Marum has been working with Norandex, Inc., of Moorhead, Minn. Marum joined the HBA of F-M in 1990, and shortly thereafter joined the Remodelers Council “At the time, I wanted to meet new Randy Marum, Norandex, Inc., has customers and make contacts in Fargo,” says been a member of the HBA of F-M Marum. since 1990. His interest in the remodeling industry started from a young age, when he worked for a builder while in high school. He went on to earn his bachelor’s degree in business administration and management, and began selling remodeling products to homeowners. “I have always enjoyed working with the remodelers and providing product information to them to help them with their projects,” says Marum, who works as a sales representative at Norandex, Inc. Norandex, Inc., is a national distributer of building and remodeling products, providing siding, windows, doors, cabinets, stone product, soffit material and roofing to professional contractors. “I think everyone who works in or with the construction trades should become a part of an HBA committee,” says Marum. “I think there are opportunities to make new friends, and at the same time, help the construction industry and the professionals who are a part of it.” Although Marum has been traveling a lot for work, he is hoping to get more involved with these projects the Remodelers Council is involved with. The Council regularly volunteers their time on community projects such as building handicap accessibility ramps and 2012 will feature the first ever Remodeled Home Tour. The Remodelers Council is a committee of the HBA that deals with issues affecting the remodeling segment of the building industry. Meetings are held approximately every other month, and the Council lends their efforts to charitable project in the community and assists in planning and coordinating the Fall Home Show. • Builders and developers appreciate Moorhead’s progressive flood improvements that have been conducted over the past three years. • Builders feel Moorhead often gets a poor shake from the media and they wish we would market the community more as we’ve done in the past. • Builders feel that the City of Moorhead must provide better communication and more flexibility to the building community.

Residential Development Initiatives: The HBA Working Group has identified areas of concentration to stimulate Moorhead’s housing market and reduce infrastructure and special assessment costs, which included: • Street width reduction, reducing paving as much as 12 feet depending upon roadway type • Add a new road classification, local collector, for lower volume traffic • Modify financing terms for special assessments to allow 25 year payment term for streets and utilities • Reduce engineering fees from 20.75 percent to 16 percent HBA President Terry Becker and HBA staff had a series of meetings with the city manager and Moorhead development staff have reached consensus on these items and will deliver a series of recommendations to the City Council for action in April. Customer Service: As a contractor myself, I recognize time is money and relationships are key to my success.

Moorhead’s relationship with you is important, and Moorhead is deploying a series of customer service initiatives that are specifically targeted to providing exceptional customer service to our building community. Marketing: We also know you need customers. Moorhead just launched a new “micro” website and advertising campaign targeting prospective home buyers. Check out: www.MakeMoorheadHome.com. The advertising campaign is mostly electronic, because we know that’s where most home buyers are. There will also be a number of public relations activities targeted to realtors, lenders, builders and developers. We know you are key influencers with your customers. Development Summit: Another issue that Maxfield reported from the focus group discussions is that builders and developers appreciated the annual Development Summit breakfast meetings Moorhead used to host. We aren’t toting sandbags this spring; the Grow Moorhead Building and Development Forum was April 11at the Moorhead Marriot. This meeting gives us an opportunity to talk with you about all of these issues in more depth and hear more from you on how we can best support housing construction in Moorhead. In summary, Moorhead wants your business. It’s in our best interest and we are ready to serve. Lowering development costs and marketing Moorhead’s amenities to prospective home buyers helps “us” achieve our goals. A successful working relationship between the HBA and the city of Moorhead ensures these goals will be achievable and sustainable for the long term.

The Home Builders Care Build is getting started this month with digging and the foundation pour. We have a lot of members stepping up to provide materials for this project. Why should YOU join the Fargo-Moorhead, North Dakota Chapter of NAWIC? by Amy Berg, CIT, NAWIC chapter member
Are you a woman working in one of the many facets of the construction industry? Are you looking for a way to share your knowledge of the industry with other women? Are you looking to grow yourself both personally and professionally? Then the National Association of Women in Construction is for you. NAWIC along with the NAWIC Education Foundation offer you the chance to both share your knowledge and learn ways to for you to grow through the local monthly chapter meetings, twice a year regional meetings and the Association’s Annual Meeting. NEF also offers adult education courses that will help at all levels of your career. Our chapters monthly meetings include speakers from many facets of the industry, tours of buildings under construction as well as personal development. Examples of some of our past programs include: basic electricity and plumbing; tours of the Fargodome, Cass County Jail and Jefferson School; chiropractic care; why use an interior designer and how to stage your house. Future programs include: Mentoring Mixer; tour of the Red River Zoo (prior to building a habitat for them) as well as our yearly strategic planning in August. To promote the growth of the construction industry and introduce it to our youth the chapter sponsors the NEF Block Kids program (a block building competition for grades 1-6) and the CAD/Design Drafting competition for grades 9-12. We also help support local students enrolled in construction programs by providing scholarships to help them achieve their future goal to work in the industry. We meet the second Thursday of each month at the Holiday Inn (with a few exceptions). We also hold our Annual Golf Tournament (June) and Industry Auction (November) to raise funds to support our educational programs. wall is a building practice that has been prohibited since the current Minnesota Energy Code was passed in 2007. The proposed 2012 IECC brings this failed construction method back as a code compliant way to build. Because of the proven durability failures of this method, BAM must oppose even the option to build this way on behalf of both builders and homeowners. As the committee sifts through the recommended changes, the industry is adding up the costs for new and remodeling construction. A homeowner will end up paying an additional $8,000 for the new energy code recommendations alone. (The estimate is based on a two-story, 3,000 square-foot house with an unfinished basement.) BAM is concerned the proposed energy code will not save enough energy to be worth the additional construction cost. Add the proposed changes from the international residential code, including fire sprinklers on private wells, and the total additional cost for a new homeowner is closer to $20,000. “At what point does the desire for a new building code win out over affordability and durability?” asks Perri. According to a recent study conducted by the National Association of Home Builders, if the price of a new home increases by $4,000 in Minnesota, 21,023 homeowners will be priced out of the market. “This is not the way to create jobs in Minnesota,” Perri states. BAM hosted the Energy Code and Housing Summit to facilitate a public discussion about balancing energy efficiency, energy payback, cost and durability issues for homeowners before moving ahead in the code process. In addition, BAM is requesting DOLI work with the Minnesota Department of Commerce to produce a comprehensive Minnesota-based study on the proposed code changes with cost estimates and an analysis of durability and energy payback to be reported to the legislature prior to raising the cost of housing in Minnesota. The Department of Commerce, through management of the Conservation Improvement Program, has been providing grants to utilities for over a decade to subsidize the cost of performance testing of homes in Minnesota. The aggregate of the data would significantly help determine the current energy efficiency of Minnesota homes and help determine what energy code changes will achieve the public policy priorities. BAM will keep members updated on the code process and let you know when we need your help.

The 450-foot zone will be broken up into a 350-foot minimal disturbance zone and a 100foot limited disturbance zone, each has a different specific set of rules. Setbacks for platted lots • For areas that are platted and have not yet been built upon, approval from the City Commission is needed to acquire a building permit. There are five criteria in the ordinance that a project would need to meet. • For platted lots already built on, there would be new regulations overlaid upon the property. Enlargement or alteration of the structure that is already within the disturbance zone would be allowed as long as it did not extend closer to the river. Any such enlargement, alteration, or interior remodeling may not exceed the limits of the “substantial improvement” provisions of Fargo’s floodplain management regulations. New subdivision requirements • The ordinance would require new subdivisions to identify disturbance zones and to dedicate the areas for drains. Drains would require an area equal to 175 feet on either side of the centerline, along with an allowance for the city to acquire an additional 150 feet. A company on the grow, Serenity Homes of FargoMoorhead, LLC, is one of the newest members of the HBA of F-M. Joining in February, Vivian Thingelstad and Darin Milbrath are showing the area their potential, constructing new homes in the price range of $250,000$650,000. But for Serenity Homes of Fargo-Moorhead, LLC, the focus is always about the client. “Our mission is to encompass each individual family’s needs and wants while maintaining functionality and service,” says Milbrath, who like Thingelstad, got started in the industry as a real estate agent. Both had previously partnered or managed the design and build process with different building companies before venturing into Serenity Homes of Fargo-Moorhead, LLC. Milbrath enjoys the whole process of his job, from the beginning with a design, to creating a home that looks appealing and has great functionality for the consumer. In 2015, energy conservation standards set by the U.S. Department of Energy will become effective, affecting usage of water heaters in homes. While 2015 may seem like a long way off, contractors can prepare now to ease the transition for home buyers they are currently working with. Equipment warranties last anywhere from six years to a lifetime: plan for the change now to avoid problems in three years! As residential buildings become tighter, balancing air for combustion and ventilation can be a difficult task. This lunch and learn will provide some background and information on balancing air for combustion while maintaining an energy efficient and healthy home. Refunds will only be provided if notice of cancellation is received 24 hours before the class.
During this June’s state primary election, North Dakotans will be asked to vote on Measure 2. Measure 2 is a constitutional amendment that would abolish the property tax. The measure mandates the North Dakota Legislature replace the lost revenue from other sources. Keep It Local North Dakota is a non-partisan, broad-based coalition dedicated to preserving local control by defeating Measure 2 and is the largest public policy coalition in North Dakota history. Together, our coalition’s members represent the interests of more than 250,000 North Dakotans. Our coalition simply believes that local governments are more accountable to you and your neighbors. And we strongly believe that you should decide what’s best for your community.
Measure 2 takes local control away from more than 2,100 local governments. Measure 2 says the state legislature must “fully and properly fund all legally imposed obligations of state government,” but it does not define what those obligations are. Currently, funding for senior services, law enforcement, fire protection, parks and recreation are not statutorily required. The legislature will not be bound to fund them. Measure 2 would force your local government to ask the legislature to fund local needs and compete with other local governments for resources. Measure 2 takes your right to decide what’s best for your community away from you and places this power in the hands of the legislature. Paid for by Keep it Local North Dakota, Jon Godfread, Treas.
Measure 2 will likely require other tax increases. If Measure 2 passes, North Dakota would lose more than $800 million annually. Measure 2 mandates the legislature to replace the lost revenue from other sources. Measure 2 shifts the tax burden to other state fees and taxes, such as income and sales taxes. Other local taxes would have to increase as well.
North Dakota cannot fund local governments through oil and gas tax revenue. The oil and gas industry is not a reliable tax base because it is susceptible to outside market forces.
Out-of-state property owners would pay no tax but still receive services. Non-resident property owners currently pay $126.8 million (16.7%) of property taxes. Measure 2 would leave this property untaxed.

Much of the oil and gas tax revenue has already been allocated through statutory and constitutional mandates. Measure 2 could place most of the burden for local funding on one industry in one part of the state.
Measure 2 imposes one-size-fits-all government on North Dakota. What’s right for Williston is not right for Wishek; what works in Fargo will not work in Fessenden; the needs of Bismarck are not the same as the needs in Bowman; Grand Forks is not Garrison; Dickinson is entirely different than Drayton. If Measure 2 passes, the legislature will have to determine the specific needs for your community and county. This will likely result in a one-size-fits-all approach to local funding.
