HBA of F-M President’s Message Diversion funding by N.D. Legislature tops HBA priorities
By the time you read this newsletter, HB 1020 in the N.D. Legislature may be a done deal. If you have been following the HBA of Darrick Guthmiller F-M’s communications the past few Kochmann Brothers months, you already know what it’s Homes, Inc. about: state funding for the F-M Area Diversion Project. Your HBA has been very active speaking in favor of the diversion, as it protects the 200,000 people living in Fargo (one in five North Dakotans), takes the city out of FEMA’s 100-year flood plain, and secures the city’s future. In March and April there was much debate between legislators regarding how the state should fund its share of the diversion. It seemed as though many legislators would like to see the diversion die. Amendments to HB 1020 came in different forms that went from killing the diversion (by requiring full funding from the federal level before state funding would be released), to its acceptable form at the end of April (allowing funding of the diversion in “installments” as federal money is appropriated). As of press time, we were waiting to see what comes out of conference committee for vote by both the House and Senate. The HBA of F-M and several business partners including the Fargo-Moorhead-West Fargo Chamber, F-M Area Association of Realtors and the Greater FargoMoorhead Economic Development Corporation support permanent flood protection for the F-M metro market. The diversion is the only option that will help home owners (with a mortgage) avoid sky-high flood insurance rates set to begin coming in the next couple of years (by taking Fargo out of the 100-year flood plain). City officials have said premiums for an average home could be as high as $1,000 per month when new rules from the 2012 Biggert Waters Flood Insurance Reform Act become effective. Read more about HB 1020 in HBA Executive Vice President Bryce Johnson’s article on page 10 and, more importantly, watch for updates by email. Thanks to everyone who took time to travel to Bismarck or contact legislators on this incredibly important issue. Thank you to the legislators who have been in favor of state funding and the diversion as well!
2013 Flood
As this newsletter goes to print, we are facing what officials say could be one of the top five floods for the area. Obviously this underscores the need for permanent
flood protection and all of the debate surrounding HB 1020. Thank you to our members who have stepped up to aid in the flood fight this year. We are proud and grateful to be part of such a giving and proactive community. Only time will tell whether the crest will reach record heights, but we know that the building industry is always ready to help.
Building permit numbers lower than 2012 due to late spring
The first quarter building permit report compiled by your HBA of F-M is available as an insert in this issue of the Plains Builder. An article is included on page 11. Overall permits are lower than 2012 due to our never-ending winter and extremely late flood event. We are hearing from many Builders and contractors that they have plenty of projects lined up for the warmer months and are simply waiting for the weather to straighten out to begin working.

Herdina Academy: June 3-14
The 16th annual Herdina Academy for the Construction Trades is coming up June 3-14. Supporting the Academy is Home Builders Care of F-M Foundation’s major contribution to skill training and workforce development. High school students ages 15 and older are able to attend and get hands-on experience in a wide variety of construction careers. Cost is only $25 for students to attend and they can receive three college credits from Minnesota State Community & Technical College for BLDG 1100: Basic Principles of Residential and Commercial Construction, upon graduation. In order to keep the cost to attend the Academy at this low level for students, our Adopt-A-Student program is key. For only $75 you can sponsor a student and help him or her learn about and consider a career in the construction industry.
See what past participants are saying about the Academy:
Jonny Schroeder, 2006 Academy graduate and a former student at M State, said, “I first became interested in the construction industry after my sophomore year of high school when I was fortunate enough to participate in the Herdina Academy. It showed me just how many areas there are in this industry. When I had completed the course, I knew that the construction industry was what I wanted to continue my education in.” Emily Larson of Battle Lake, Minn., said, “In ten days, our son was able to be exposed to and learn many facets of the building industry while meeting local experts. The location at M State in Moorhead was convenient, with the necessary lab area to give our son a welcoming learning environment. We would definitely recommend that any young person dedicate two weeks of the summer to this Academy; it may make a difference in his or her future career goals!” Register online at www.hbcfm.com or by calling Jenny Erickson at (701) 232-5846.

HBA works to secure state funding for F-M Area Diversion
Some background: Since March, HB1020 has seen amendments by both the House and the Senate that tie state funding for the F-M Area Diversion Project with full funding of the project by the federal government. This creates a huge challenge in that the process for federal funding can only take place in increments over multiple fiscal year budgets. The week of April 15 was a roller N.D. Public Issues Report of Area Affairs First-quarter building permit numbers lag due to late building season start
Meet your elected official What is your background (education/prior work experience, etc.)?
by Krista Mund, Communications Manager
April 23, 2013 - The HBA of F-M’s building permit report reflecting first-quarter construction activity in Dilworth, Fargo, Moorhead and West Fargo is off to a relatively strong start, but is down from 2012 due to the extremely late spring. Overall building permit numbers are down 25 percent, and valuation is down about 43 percent, from 2012. The permit report categories include housing starts, multi-family, new commercial, residential remodeling, commercial remodeling, public and miscellaneous permits. Last year’s first quarter was heralded by the HBA as the strongest start for the local industry since 2006; it was aided by an uncommonly dry winter, an early, warm spring, and no flood. Last year’s total construction activity did not disappoint the first-quarter hopes, with year-end building permit numbers back to 2006-2007 levels. HBA President Darrick Guthmiller, Kochmann Brothers Homes, Inc., says, “Obviously the weather plays into the results of first quarter’s building activity. This winter has been never-ending. We are also facing an extremely late flood event, and it’s hard to say for sure the effect that all of the flood talk will have on prospective buyers. We won’t know until we can look back at the entire year’s activity.” This year, housing starts (single family homes, row houses, twin homes and duplexes) showed a 35 percent decrease from last year’s permits, and a drop in total valuation from about $14.3 million to $12.8 million, about 12 percent less. However, single-family permits for the community remained steady at 55 and total value was up from $11.2 million last year to $12.8 million this year. There were no city issued permits for twin homes, rowhouses or duplexes in the first quarter. Multi-family construction in the four communities also saw a drop from 6 permits (203 units) in 2012 to three permits (118 units) this quarter. “Expectations are hopeful for this year’s building season,” Guthmiller says. “Personally, with our company, we’ve got jobs lined up months down the road. It’s just a matter of the warm-up coming and getting them started. I have heard that from many others as well.” First Quarter Housing Permit Comparison
I graduated from West Fargo High School, attended Moorhead State University-Moorhead and have taken Mike Thorstad various continuing education seminars West Fargo over the years. I am currently a partner Commissioner in Sign Pro of Fargo, DSI Automotive Products, along with some real estate partnerships. I have also held senior management positions in various companies over the years.
Why did you decide to run for public office?
In 2007, we sold one of our businesses where I worked full time as chief operating officer. I decided not to continue under the new owners. Having the time to dedicate to new endeavors and with an interest in local government, I decided to seek a seat on the commission. I was first elected to the West Fargo Commission in 2008 and re-elected in 2012.
What issues are most important to you?
One of the issues I’m passionate about is making sure we continue to provide excellent services to the city while trying to keep costs under control. I believe the Commission and staff have done a good job improving our operations to better serve the citizens and prepare us for the future. Good communication, organization and transparency in government are important to me.
What do you see as the future issues facing your city?
A few things that I see as potential future issues are: water treatment, sewage treatment, revitalization of the older parts of town, continuing to provide a superior level of services at a reasonable cost and changes to the city’s growth plan if the F-M Area Diversion is constructed. City government needs to continue to evolve to meet the needs of the people and the challenges that will come with our growth.
Is there anything you would like to see the HBA do more of?
I think the HBA does a good job of communicating with the city and we value your input. Any ideas on making West Fargo and the greater F-M area a better place to live is always welcome!
What do you like most about your job?
I’ve had the opportunity to meet and work with a lot of good people. I find it very interesting to learn what’s happening in West Fargo on a daily basis as well as being part of the development of the city. I also enjoy serving on other committees such as the library board, Fargo Cass Public Health and the Diversion Authority, as well as participating in the governing of those entities. Some major bills affecting the housing industry are being acted on in the last days of the 63rd Legislative Session. Doreen Riedman Housing Incentive Fund: We NDAB Executive encouraged the Legislature to support Officer the funding of the Housing Incentive Fund at the $50 million level proposed by Governor Dalrymple. F-M Area Diversion Project: Funding for the F-M Area Diversion project has been debated in both chambers, with heavy lobbying efforts coming from the upstream coalition that would jeopardize permanent flood protection for that area. Infrastructure funding for oil impact areas: We encourage the Legislature to ensure that needed funding for roads, emergency services and other infrastructure are provided. Communities in those areas require funding to ensure the bonding of various projects.

News from the Builders Association of Minnesota BAM board holds first meeting of 2013 The Builders Association of Minnesota held its first board of directors meeting of 2013 March 20 and this year’s directors were officially inducted by Minnesota’s National Association of Home Builders State Representative, Kathe Ostrom, CN Ostrom & Son. Thank you to each BAM director for stepping up and being a part of this year’s association leadership. To see the board members, visit: www.bamn.org/about/bam-board-of-directors.
Legal Action Fund
One of the most important decisions made by the board on March 20 was to approve , by unanimous voice vote, a Legal Action Fund assessment for 2013 in the amount of $35 per member. The legal battles that face the industry are immense and it is important to have the ability to fight to protect the industry. This year, it’s especially important because of the sprinkler mandate currently in the Minnesota version of the International Residential Code with a 4,500-square-foot trigger. Fighting the mandate through the state’s established code adoption process has led us to the next step of forcing an administrative law judge hearing on the matter. BAM’s Legal Action Fund has approved hiring Joe Springer, an attorney from Fredrikson & Byron. BAM has also retained the services of Karen Linner, BAM’s former director of codes and research, and Steve Orlowski, an expert from NAHB. The BAM Legal Action Fund has a near perfect record in cases it has fought. Copies of those cases and other legal resources, such as white papers and form contracts, can be downloaded from the BAM members-only website at www. bamn.org/legislation. Because of the importance of a statewide legal fund in a position to fight for the industry in a timely manner, the Legal Action Committee has discussed and intends to put together a long-term funding plan to present to the BAM board of directors later this year. As discussed at the Board meeting, possible options include funding by a combination of dues, fundraisers, partial assessments, and/or a combination of all three. If you have any suggestions or comments on how you would like to see it funded, please let us know. Finally, we know this mid-year assessment

puts a burden on budgeting cycles and we want to have the 2014 proposal done this fall to alleviate the local association budget concerns.
Government Relations
Rick Kot, RA Kot Homes, is BAM’s 2013 Government Relations Committee chair and he gave a report on BAM’s work this year at the Minnesota Capitol. Halfway through the legislative session nearly 3,000 bills had been introduced. Several indemnification and risk transfer bills were introduced that are not favorable for the industry. BAM has been working to fix the problems. Gov. Dayton’s business-to-business sales tax proposal was dropped as a result of the improvement in the state’s financial situation, and a $750 million bonding bill has been proposed. Kot reported that BAM is attacking the fire sprinkler issue from every angle and has been aggressively working to find a solution to effectively remove a government mandate of fire sprinklers in single-family homes in Minnesota.
Code update
The Department of Labor and Industry’s draft codes have not yet been published in the state register. Publication in the register will provide the statement of need and reasonable (SONAR) and is the necessary step to kick-start the administrative law judge (ALJ) hearing process. Mike Paradise, Bigelow Homes, BAM Executive Committee member chairs the BAM Fire Sprinkler ALJ Task Force. This group has been meeting regularly to discuss and vet testimony, witnesses and arguments.
BAM insurance program
BAM is finalizing the contract with endorsed insurance program Corporate Four. Corporate Four has an outstanding risk management program, and with a finalized contract, the program will be promoted widely throughout the state.
BAM-PAC
Remi Stone, BAM executive vice president, stated that PAC gives BAM credibility at the Capitol. Keith Kylmala, Kylmala Truss, is BAM’s past president and 2013 chair of the BAM-PAC Committee. The goal is to have $30,000 in the PAC by the 2014 election cycle. BAM-PAC will have a plan put together to generate those funds and will report to the BAM board of directors at the June or September meeting. Contact Membership Coordinator Allison Weckman at (701) 232-5846 or allisonw@hbafm.com if... • You know of a company that should be an HBA member, but don’t feel comfortable making contact yourself. • You want more information about Spike credits, Affiliate or Remodelers Council memberships. • You have any other membership-related questions! Membership applications must be received by May 10 to be considered at the May 14 HBA board of directors’ meeting.

News from the National Association of Home Builders Alert: New I-9 Form must be used after May 7
Federal law requires employers to verify the identity and work authorization of all new hires through completion of the Employment Eligibility Verification Form I-9 within three business days after the individual is hired. The U.S. Citizenship and Immigration Services agency has issued a new Form I-9 for Employment Eligibility Verification. This form is available for immediate use, but employers may continue to use the previous version (original expiration was Aug. 31, 2012) until May 7. After May 7, all employers must use only the newly revised Form I-9 (expiration March 31, 2016) for each new employee hired, or be subject to a civil penalty if audited. Be advised that the new form requires additional data, and expands the form from one page to two. Download the new form and instructions at www.uscis.gov/files/form/i-9. pdf. For more information, contact David Crump, National Association of Home Builders, at dcrump@nahb.org, or (800) 369-5242 ext. 8491. Rick Judson, chairman of NAHB and a home builder from Charlotte, N.C., issued the following statement regarding immigration reform unveiled by a group of eight bipartisan senators:
“We are pleased that the bill would create a fair, efficient and workable employee verification system that preserves the direct employer-employee relationship and the current knowing liability standard so that employers may easily understand their role and obligations. We also appreciate that the measure contains strong protections for employers against prosecution and penalties when acting in good faith and also includes provisions to make the system workable for our nation’s small businesses. “This bipartisan bill represents a responsible solution to bringing the current undocumented population out of the shadows, and NAHB looks forward to working with the U.S. Senate to improve the bill as the legislative process advances.”

A tale of two households
During the last year and especially the last five or six months, the economic data have been of two minds. On one hand, household net worth is way up, the stock market has been setting new highs and the Elliot Eisenberg, number of millionaires is at 9 million, Ph.D., GraphsandLaughs, just below where it was before the recession. At the same time, we read LLC that the amount spent at restaurants, bars, and department stores recently fell as households compensate for higher gas prices and payroll tax increases by reining in discretionary spending. Which is it? Is the economy getting better or are households hunkering down? Turns out, it’s both. Behind this seeming paradox is the growing gulf between America’s wealthier households and its poorer ones. And the past recession has put this gap into bold relief. While suffering during the Great Recession, wealthier households, because they are more likely to own equities and a home, have enjoyed the recent rise in house prices and the stock market, as well as the special year-end dividends that were timed to avoid tax increases that went into effect the first of this year. In addition, because they can borrow money at today’s historically low rates, they are spending more on vacations, cars and other high-
end discretionary purchases as their financial situation improves. Moreover, over the last few years their incomes have been rising, something the majority of the population has not been experiencing. By contrast, households in the bottom half of the income distribution are having a tough time of it. The combination of stagnant wages in the years before the Great Recession, large job losses during the recession, current high levels of unemployment, the dramatic increase in those unemployed 12 months or more, high gasoline prices and delayed income-tax refunds are forcing these households to forgo many purchases. As such, retailers that cater to lower and middle-income Americans are feeling the pinch. Worse, the payroll tax hike will probably take three or four months before its impact is fully felt. Fortunately, those in the top half of the income distribution are doing well and they pack a lot of retail punch. The top 20 percent of households account for 38 percent of all spending while the top 50 percent of all households account for 70 percent of all spending. By contrast, the bottom quintile is responsible for a tad less than 9 percent of all spending. And so far, higher income households have been carrying the load, with spending most recently rising at a month-over-month rate of 0.7 percent, the best level since a 0.8 percent gain in September 2012. Despite high-income households facing higher taxes due to the expiration of the Bush tax cuts and everyone facing the vagaries of the sequester, the economy is not on the Eisenberg con’t on page 32

NAHB remodelers applaud reintroduction of Senate Lead Paint Rule legislation The National Association of Home Builders Remodelers Larry Leadhead EPA Lead Enthusiast applauds the reintroduction of legislation to improve the Environmental Protection Agency’s lead paint rule for home owners and remodelers who must comply with the costly work practices and recordkeeping requirements of the rule. The bill would reinstate the opt-out provision to allow home owners without small children or pregnant women residing in the home to decide whether to require the EPA’s Lead: Renovation, Repair and Painting (LRRP) compliance, allow remodelers to correct paperwork errors without facing full penalties and provide an exemption for emergency renovations. It would also eliminate the requirement that recertification training be “hands on,” preventing remodelers from having to travel to training facilities out of their region. The Lead Exposure Reduction Amendments Act of 2013 (S. 484) was reintroduced in the U.S. Senate by Sen. Jim Inhofe (R-Okla.). Sens. David Vitter (R-La.), Chuck Grassley (R-Iowa), Roy Blunt (R-Mo.), Deb Fischer

(R-Neb.), Mike Enzi (R-Wyo.) and Tom Coburn (R-Okla.) are co-sponsors. “S. 484 will not only make the EPA’s lead paint rule more workable, but it will continue to protect pregnant women and small children against lead hazards,” said NAHB Remodelers Chairman Bill Shaw, GMR, GMB, CGP, a remodeler from Houston. “We thank Sen. Inhofe and the other co-sponsors for supporting these commonsense improvements.” The LRRP rule applies to homes built before 1978 and requires renovator training and certification, adherence to lead-safe work practices and record keeping. By removing the opt-out provision in July 2010, EPA more than doubled the number of homes subject to the LRRP rule, adding an estimated $336 million per year in compliance costs to the remodeling community – without making young children any safer. Building Official’s Corner
Remember your flood proof inspections Welcome to flood season 2013, otherwise known as spring. Once again we face the prospect of diversion of our resources, as well as staffing our Ron C. Strand Fargo Inspections flood preparation and response efforts. Administrator Eventually this will end and we can get back to the business of providing this community with safe and comfortable homes. With that return in mind, I thought it might be a good idea to remind you of our thoughts on the concerns I have shared with you in the past. I want to make sure to give credit to James Showalter and Mike Carlson from the Fargo Inspections Department. They shared the following ideas for me to, in turn, share with you. The intent here is not to deliver a lecture but to help avoid delays because of corrections, so please take it in the spirit in which it is intended.
Fire blocking
This is not new, but section R109.1.4 of the International Residential Code requires that the framing inspection be made after all fire blocking and draft stopping is in place. This has usually been accomplished by checking for these items during the framing inspection. With nclusion of energy code compliance inspections, the field inspectors have increasingly found that fire blocking and draft stopping are not always in place. This can cause serious delays (removal of poly and/or insulation may be necessary) as I’m sure you can imagine. This should never be necessary. Acceptable materials for fire blocking and draft stopping are: • half-inch gypsum board • 23/32-inch plywood/OSB board with joints backed by the same • 2-inch nominal lumber • 3/4-inch particle board • 1/4-inch cement-based millboard • 2-1x boards with joints staggered • fiberglass (if it can remain in place)
Glazing
The safety glazing section pertinent to showers/tubs or spas has been re-written in the 2012 edition of the IRC. It clarifies that glazing within 60 inches horizontally of the water’s edge, and the bottom edge of the glass is less than 60 inches above a walking or standing surface, then it must be safety glazed. The clarification is that the glazing that must be safety glazed may be outside the tub, shower or spa but within the 60 inches. Previously, I believe there had been some misconception that the requirement only pertained to the glaze within the enclosing walls and doors of the fixture. When in doubt, ask while it is still just a plan and not constructed.
Fire protection of floors
In the interest of first-responder safety, a new provision was added to the 2012 edition of the IRC for the purpose of making it a little safer for fire fighters to enter a building during a fire. That provision enhances reliability of the floor structure’s stability by providing some form of protection on its underside. For that purpose, 1/2-inch gypsum or 5/8-inch wood structural panels, at a minimum, must be installed on the underside of the floor-framing members with the following exceptions: • the underfloor spaces are sprinklered • the space is a crawl space not intended for storage or fuel-fired appliances • the space has an area of 80 square feet or less and is separated from the balance of the floor space by fire blocking • 2 x 10 or greater dimension lumber is used
Roof tie downs
To put it simply, trusses are required to be tied down, or anchored, with devices capable of resisting the uplift listed on their shop drawings. If the uplift does not exceed 200 pounds, the fastener schedule contained in the IRC can be used. If the uplift exceeds 200 pounds, then additional anchorage may be required or an alternative design may be submitted for approval. Fastener Schedule in table R602.3(1) may be used if building meets all of the following requirements: • the design wind speed does not exceed 90 mph (most of the country, including Fargo, is at 90 mph) • the building is located in an exposure B category area (this is our default exposure in Fargo) • the roof pitch is at least 5:12 • the roof member span is no more than 32 feet An uplift force that is over 200 pounds needs to have proper connectors in order to resist the actual, or tabulated, uplift. The uplift force can be determined by using the truss drawings or table 802.11 of the IRC.
Inspections
Finally, inspections are not optional. Inspections are required by law, not just here in Fargo, but in the entire metro area and worldwide. Start getting them done. We will be enforcing this law in its entirety, and if that means you must take your work apart to make inspections possible, then that is the way it will be. You can no longer ask your inspectors to trust that everything that is covered when they arrive complies with the code minimum requirements. And as a final note, the general contractor must request final inspections, not the owner, Realtor or anyone else. Calls from others waste your time and ours because the work is often not ready, or they simply do not understand our system and keep calling us. Calls from Realtors just delay us. Let’s make this a successful construction year together. Stay dry this spring.

HBA of F-M Builder and Associate Member Feature Krump Construction Wheeler Lawn Care, Snow Specializing in concrete for over 40 years Removal and Property Watch by Mariah Wenaas, Communications & Office Coordinator
Charles Krump founded Krump Construction, Inc. in 1970 after his former business partner, Harvey Gorder, passed away. They were building homes, but Charles decided to instead focus on concrete construction. When Charles retired in 1999, he asked his son, Kevin Krump, and his son-in-law, Terry Petrich, to take over the business from him. Kevin had been working with his father for several years, and Petrich, who has a bachelor’s degree in accounting, had previously worked at Menard’s for 13 years. Jay Krump, another son of Charles, became a joint owner when he graduated from a two-year program in civil engineering at North Dakota State College of Science in 2000. Kevin, Petrich and Jay are the current owners, and even with a combined total of 60 years of experience, they acknowledge there is something new to learn every day. Petrich had previous knowledge of the HBA from when he worked at Menard’s, a member since 1993. Krump Construction, Inc. joined in 1998 after Petrich heard more about it from Wayne Welle, Wayne Welle Construction & Cabinetry, Inc. The company initially joined to get more exposure and to take advantage of the health plan. When asked what sets Krump Construction, Inc. apart from the rest, Petrich said, “We enjoy what we do. Another thing that sets us apart is our attention to detail and the ability to have one of us on-site with our workers from start to finish.” Krump Construction, Inc. specializes in concrete. “From basements to decorative, patio slabs to driveways, we do it all,” says Petrich. Something new going on with Krump Construction, Inc. is its website development. They are excited about the new website, and also for the concrete industry because colored and stamped concrete patios are becoming the rule instead of the exception. When asked what he likes about his job, Petrich said, “I love that I have the ability to be outside most of the time Krump con’t on page 35

Wheeler Lawn Care, Snow Removal and Property Watch, originally named Wheeler Lawn Care & Snow Removal, was founded in 1981 by Mike Wheeler, in Baker, Minn. Wheeler graduated from high school in Glyndon-Felton and from there, went Mike Wheeler on to farming. While farming, he also did some custom spraying. Wheeler decided to go into business when he saw a need for lawn care service for peoples’ homes and businesses. The original focus of the company was to mow abandoned properties and lots. He started out by taking care of Veterans Administration properties that were abandoned, and then added in rototilling as one of the services. The business took off from there. Wheeler is a member of the Clay County Sheriff Posse, which has opened his eyes to the need for a property watch service. This need is what prompted him to add on the property watch portion of his business, and this will be its second year. Wheeler Lawn Care, Snow Removal and Property Watch now specializes in mowing, trimming, edging and making sure that the property is secure from break-ins when nobody is home. When asked what sets his company apart from the rest, Wheeler said, “I think I provide a great service for the price and I always leave your property the way that I would leave my own. I want your property to be the best on the block when I leave. I also want it to be the safest. I always use the best equipment that money can buy.” Wheeler is excited for the industry because it is working on a new growth regulator, which would be used instead of trimming, and his company will be trying out a test product this year. When asked what he likes about his job, Wheeler said, “I love that I get to work outside. I also like to make yards look great. As far as the property watch side of things, I feel good knowing that their property is safe.” One challenge facing the industry today is there is a new weed chemical and it is tough trying to make sure that the product is properly applied and it won’t hurt other plant species. Another challenge is trying to convince people it is better to not bag your grass when you mow. “Out on the East Coast, bagging your grass is highly frowned upon, and they even impose very costly dumping Wheeler con’t on page 35

“We specialize in retaining walls, patio construction and design, irrigation and landscaping of all sizes, both commercial and residential.”
Big Tree Nursery Bosh Enterprises, Inc.
What is the latest trend in your industry?
“Right now a big trend is the outdoor living space. That can mean anything from patios to outdoor kitchens, fire places or fire pits to water features. We are finding that more and more people don’t have the time to escape to the lakes area, so they want to be able to have that outdoor experience/getaway right in their own backyard. Outdoor entertainment is huge as well, and having everything you need right there in your backyard is the key. With a short spring and summer weather timeframe, we try to make the best of it for our clients.”
Curb Design Dakota Fence Greener Plains Contracting Greenscape Companies, Inc. HCI Hoglund Landscape Inc. Holland’s Landscaping & Garden Center Kroshus Landscaping, Inc
What do you think is the biggest challenge facing the industry today and how are you dealing with it?
“Everyone knows that the weather in Fargo-Moorhead is in a league of its own. Weather and more specifically, soil conditions, play a big role in the challenges we face here in the Red River Valley, from dirt work to plants and trees. We are limited to what we can do here versus the rest of the Midwest. It is a challenge that we face and one that we have no control over. With the equipment that we have and the staff that we employ, we are on top of our game and we no longer lose as many work days due to wet conditions. It may sound crazy, but it’s a challenge that we enjoy to take on and we are always looking for new and better ideas to help our clients enjoy their landscapes for a longer period of Kevin Sack, operations manager; the year.” Chris Stokke, president Greenscape Companies, Inc.

The HBA of F-M’s Remodeled Home Tour was created to give each and every HBA Remodeler an opportunity to showcase his or her talents and quality of workmanship. The Remodeled Home Tour provides the type and amount of promotion that would cost a single company ten times as much as it does to pay the entry fee of only $600.
See what the Tour provides for you:
(What it would cost an individual company)
• Multiple radio ads on over ten stations in the F-M area (at least $2,000) o Plus, possibility to get a live remote from entry location! • 3 print advertisements in the top three area magazines related to the industry to help get consumer out to your project (approx. $2,000) • Half-page dedicated to your project (includes company logo, website, phone number) in event magazine (promoted in The Forum and available at all Hornbacher's) ($1,000) • Promotion on HBA of F-M website and InForum website, social media, poster distribution to community businesses ($1,250) • Hundreds of consumers interested in remodeling directly in front of your project... priceless! TOTAL: $6,000 in promotion Entry cost: $600 There is no reason you shouldn't take advantage of what your HBA can do to help your company promote what it does best! The HBA welcomes all types of remodels inside the home and out!
Hear what the Tour can do for you:
“We had a very positive experience with the Remodeled Home Tour and heard a lot of favorable feedback from those visiting our homes. We can attribute several appointments and some sales directly to the event and the exposure was great! The Tour is a unique opportunity to get interaction with consumers directly in front of work you’ve done-letting them see the results of your products and/or services, ask questions and to talk with them about their potential projects. “Having ‘before’ pictures blown up and displayed on-site really lets consumers see and understand the transformation you’ve accomplished. “We will definitely participate in future Tours and encourage others to try it as well!” - Ursula Hegvik, Smart Spaces, Inc. Two entries in the 2012 Remodeled Home Tour Bathroom, kitchens, landscaping, additions and more are acceptable entry options for the Tour! Entry fees are $600 for the first entry and $225 for each additional entry. All entries are reviewed by a group made up of Remodelers Council members and Parade of Homes Committee members. Entry applications will be mailed in June. If you don’t receive one and would like to enter a project or would like more information, contact Alison Streyle at (701) 232-5846 or alison@hbafm.com.

The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

Support Your Foundation
HBA of F-M members have many ways to support Home Builders Care of F-M Foundation. The HBC board of trustees challenges all HBA members to find at least one way to give back to your foundation. • Monetary donations are always appreciated and HBC has numerous recognition programs (see below for levels). You can even give online using your credit card. Just click on the Donate button of the HBC’s website homepage. One of my favorites is the Triple Player which was set up to recognize those Association members who support the HBA through membership dues, invest at least $365 in NDAB-PAC and donate at least $365 to Home Builders Care. • Use Goodsearch and Goodshop when searching and shopping online. Make sure you type in Home Builders
Care of Fargo-Moorhead Foundation as the group you support. Goodshop also offers discounts and coupons so you can get a little something for yourself while giving back. • Take your aluminum, magazines and paper recycling to Minnkota Recycling and indicate that you want the proceeds to go to Home Builders Care. • Host the HBC at any public or networking event you organize. We have found these events are great for spreading awareness about Home Builders Care while raising some money. • Adopt a Herdina Academy for the Construction Trades student for the 2013 session. For only $75 you can help us provide this course to area high school students. • Volunteer at the Health, Tech & Trades Career Expo this December. We always need people to represent our industry. Start planning an interactive booth today!
Framework for the Future
Framework for the Future is Home Builders Care Foundation’s long-term fundraising initiative to build the endowment fund to maintain current giving, support additional projects and provide for endowment growth. HBC hopes to become self-sustaining while also increasing its impact on the industry and community. • Triple Players: Pay HBA dues and give $365 to both NDAB-PAC and HBC • Builders Club: Pledge to donate $500 per year for five years • Trades for Grades donors: Designate donation to fund scholarships • Bronze donors: $1-$499 • Silver donors: $500-$1,999 • Gold donors: $2,000+ Consider making your donation today and supporting HBC’s efforts in 2013. HBC is the charitable arm of the Home Builders Association of Fargo-Moorhead. The Foundation is dedicated to showing that home builders care about the community by awarding scholarships to local students interested in the construction trades and working on projects that support housing in the area. Cash and checks are always welcome. To use a credit card, choose the donate button at www.hbcfm.com. Become a legacy donor and remember HBC in your will. Talk to your lawyer today. Meet HBA Board by Krista Mund, Communications Manager
Paul Krabbenhoft, Coldwell Banker First Realty, has been a real estate agent for 23 years and has been with Coldwell for the past six years. He was elected to his first term on the HBA Paul Krabbenhoft of F-M’s board of directors beginning Coldwell Banker Jan. 1, but has been active on HBA First Realty committees for several years, serving on the Public Issues Committee and participating as needed with legislative and advocacy efforts for both North Dakota and Minnesota. He became interested in serving on the board when asked by a fellow member. “Since 1992 I have been active in new construction development as a Realtor in various capacities. I had participated in multiple Parades of Homes and other HBA events,” he says. “I feel I bring to the board and the Association another dimension of knowledge and experience. I hope to be of benefit to the HBA and the local building industry.” Krabbenhoft enjoys being part of a diverse group of people involved in the local building industry. He sees the board’s activity as something that positively impacts both the members and community.
November membership meeting will feature David Mitchell
Over 200,000 people have attended David Mitchell's “enter-TRAIN-ment” seminars on topics that include leadership, customer service, selling skills, and personal performance enhancement. Mitchell’s organization development consulting firm, The Leadership Difference, was founded in 1995. Watch for more details on his November appearance soon!
“The history of the HBA of F-M speaks for itself,” he says. “This Association has continually shown its benefit, through membership, to our local, state and national communities. The board brings ideas together to improve our building industry, and then effectively implements those ideas through its membership.” Away from the HBA and work as a Realtor, Krabbenhoft is an active marathon runner, enjoys outdoor activities with his grandchildren and is involved with both the Clay County and Moorhead Planning Commission.

A diet of dirt-low interest rates, a booming energy sector and solid improvement in the all-important cyclicals including autos, big ticket items, business fixed investment and most importantly home building, should translate into increases in middle- and lower-class employment and (hopefully) wages, and thus more household spending among those doing relatively little of it now. HBA members earn national, state home building designations
A designation from the National Association of Home Builders or the North Dakota Association of Builders offers excellent opportunities for HBA of F-M members to improve skills, advance their careers and be recognized for commitment to professional growth. The HBA of F-M promotes its members who hold home building designations in its Parade of Homes and Home Show publications as well as in its Membership Directory. See below for a list of professionals in the F-M area with home building designations through NAHB or NDAB. If you are interested in more information about earning a designation, contact Krista Mund at (701) 232-5846 or kristam@hbafm.com. Here is an explanation of the designations the HBA is highlighting:
National Association of Home Builders designations - www.nahb.org
NAHB has the most targeted curriculum, accomplished teachers and widely respected education opportunities in the business. • Certified Aging-In-Place Specialist (CAPS) designation program teaches the technical, business management and customer service skills essential to competing in the aging-in-place market.
• Certified Graduate Builder (CGB) is an exclusive professional designation designed to emphasize business and project management skills. • Certified Green Professional (CGP) teaches builders, remodelers and other industry professionals techniques for incorporating green building principles into homes— without driving up the cost of construction. • Certified Graduate Remodeler (CGR) is an exclusive professional designation designed to emphasize business management skills as the key to a professional remodeling operation. To earn these designations, members must take NAHBapproved courses from a set curriculum and keep up with continuing education.
North Dakota Professional Builder (NDPB) designation - www.ndbuild.com
North Dakota Professional Builders are required to: • Meet membership requirements of their local home builders association. • Must have held a contractor’s license in the state of North Dakota for at least two years. • Comply with all appropriate North Dakota statutes concerning contractors. • Build in compliance with appropriate local, state and national building codes. • Adhere to the Code of Ethics of North Dakota Association of Builders. • Complete seven credit hours of continuing education annually.

Why YOU should join the Fargo-Moorhead chapter of NAWIC by Amy Berg, NAWIC chapter member
Are you a woman working in one of the many facets of the construction industry? Are you looking for a way to share your knowledge of the industry with other women? Are you looking to grow yourself both personally and professionally? Then the National Association of Women in Construction (NAWIC) is for you. NAWIC, along with the NAWIC Education Foundation (NEF), offer you the chance to both share your knowledge and learn ways for you to grow through the local monthly chapter meetings, twicea-year regional meetings and the Association’s Annual Meeting & Educational Conference. NEF also offers adult education courses that will help you at all levels of your career. Our chapter’s monthly meetings include speakers from many facets of the industry, tours of buildings under construction as well as personal development – examples of some of our past programs include – “Basic Electricity & Plumbing”, tours of the Fargodome, Cass County Jail and Jefferson School, Chiropractic care, “Why use an Interior Designer” and “How to Stage your House.” Future programs include “Wine Tasting Membership Mixer” as well as our yearly strategic planning in August. To promote the growth of the construction industry and introduce it to our youth the chapter sponsors the

NEF Block Kids program (a block building competition for grades 1 – 6) and the CAD/esign Drafting (CDD) Competition for grades 9-12. We also help support local students enrolled in construction programs by providing scholarships to help them achieve their future goal to work in the industry. We meet the second Thursday of each month at the Holiday Inn (with a few exceptions). We also hold an Annual Golf Tournament (September) and Industry Auction (November) to raise funds to support our educational programs. For more information on how you can join NAWIC, the Fargo-Moorhead chapter or about the programs we offer, please contact Amy Berg at (218) 234-6633 or aberg.nawic@yahoo.com.

and that we move from jobsite to jobsite frequently. It’s nice to have a change of scenery as often as we do. After a winter like we had this year, everybody is raring to get out. I also love the satisfaction that we get from a completed job.” One of the biggest challenges that Krump Construction, Inc. faces is how to be profitable. Of this challenge, Petrich says, “The cost of materials, fuel and equipment are everrising. It tends to make us analyze decisions more now than ever before.” To anyone just starting out in the industry, Petrich recommends that they take pride in their work, and charge people fairly for the work that they provide. Diversion con’t from page 10
Community leaders believe that the diversion needs to be in place if our area is going to remain a viable, growing community with a strong economy. It is vital for attracting and sustaining larger businesses and industries that provide good income opportunities and attract families and homes.

fees at the dump sites for those that still choose to bag and dump their grass trimmings,” says Wheeler. Wheeler joined the HBA when he was recruited by John Gunkelman, Dakota Construction of Fargo, Inc. He saw the HBA as a great way to network and the great service that it provides for the F-M area. To anyone wanting to start their own business in the industry, Wheeler recommends that they always leave the property looking like you would want your own to look and to always do your best work for each and every customer.

What do you like least about your job?
I wish the citizens would be more actively involved in city government. Many meetings I have been at have had little or no public participation. Also, it would sometimes be nice to see things get done quicker than they do, but government doesn’t seem to move at the speed of business.
What advice would you give someone interested in running for office?
Do some homework in advance of running for a position. Attend meetings and familiarize yourself with the position. Make sure you are able or willing to dedicate the time needed to do the job right. Respect different opinions and understand that everyone will not always agree with you. Be honest, accessible, accountable and communicate well.
Snow, Sladek keynote addresses available on DVD
The HBA of F-M videotaped the keynote addresses of Dennis Snow, Snow & Associates, Inc., and Sarah Sladek, XYZ University, at the November and March membership meetings. Snow discussed customer service in a presentation called “Lessons from the Mouse: Mickey, That Is.” Sladek’s topic was on generational differences titled “The End of Work As We Know It – How Y Will Change Everything.” Copies of the presentations are for sale on DVD for $5.
