The two companies share similar corporate beginnings, both founded in Minnesota by Scandinavian immigrants over 110 years ago. Stenerson Lumber will carry all of Andersen’s extensive window lines including the architectural A-Series and E-Series and the 400, 200, and 100 series windows. Coupled with first-rate service and distribution by Fargo Glass & Paint, they also plan to provide product and installation training sessions for contractors and customers later this summer. Stenerson Lumber operates retail building material stores in Moorhead, Detroit Lakes and Fergus Falls, and serves many surrounding communities in the region with free design and delivery services

Interns provide valuable asset to HBA team The HBA of F-M has a new member of the team! Ali Froslie begins May 15 and will serve as communications intern throughout the summer. She will

be a senior at Concordia College in fall 2017 and is completing a major in English writing and a minor in religion. Outside of class, she sings in choir and edits for Concordia’s Ali Froslie student literary journal, Afterwork. She also works for the college’s Office of Communications and Marketing as a student writer. She grew up in Dilworth, Minn. Froslie enjoys reading and knitting when she has free time. This summer, she’s looking forward to biking around Moorhead and learning how to cook. Current Public Affairs Intern Liza Thompson will continue her internship with the HBA over the summer. Her duties will expand from government affairs and advocacy Liza Thompson to include communications tasks. Thompson graduates from Concordia this month with a degree in communications public relations and will marry her fiance, Drew, in August. She was born and raised in Fargo. Haley Foster was the HBA’s communications intern December through April and said goodbye last month. She will graduate this month with degrees in public relations and broadcast journalism from Minnesota Haley Foster State University Moorhead. HBA Executive Vice President Krista Mund says, “We are excited to welcome Ali to our team, and that Liza is staying over the summer! Our interns are an integral part of our team and they

Volunteer or Sponsor Construction Trades Academy

We hear it all the time from you: workforce needs to be a top priority for the HBA of F-M. One of our best opportunities to reach young people is the Herdina Academy for the Construction Trades coming up in June. We need member support in the form of donations and volunteers to help make it happen and to make a lasting, positive impression on these kids! The part that makes Herdina Academy different from what they can learn at school is the fact that professionals from our industry work side-by-side with them, showing them the trade and giving them a real-life perspective on homebuilding. The Academy is June 5-16 at Minnesota State Community and Technical College in Moorhead. The two-week session runs 8 a.m. to 4:30 p.m. Monday through Friday, and a credentialed instructor supervises all activities. You can help two ways: 1. Adopt a student for just $75. We need more sponsor dollars to help cover the cost of putting the academy on since the academy did not carry over funds from last year, and costs for the instructors have gone up. 2. Volunteer. We also need volunteers to help with many aspects of the academy, including pouring concrete, framing, roofing, siding, electrical, plumbing and more.

The Academy is open to North Dakota and Minnesota high school students ages 15 and older. Cost is $25. Enrollment is limited! Students who successfully complete the Academy will earn three college credits from M State. The credits can be applied toward the following programs at M State: for the plumbing technology, heating ventilation air conditioning and refrigeration, electrical technology, construction management, civil engineering, architectural drafting and design, or drafting and 3D technologies programs. Volunteers Promote Trades to Future Workforce In February, nearly 20 volunteers helped out at West Fargo’s Liberty Middle School. They served as judges for students

Diversion Authority Holds Groundbreaking on 1997 Flood 20th Anniversary

by Chelsea Diederich, Communications Coordinator HBA of F-M members and staff attended the groundbreaking for the Diversion Inlet and Control Structure. The ceremony was to commemorate everything the region went through during the 1997 flood and look forward to the future protection the F-M Area Diversion Project will provide. Federal, state and local leaders were in attendance including Col. Sam Calkins, commander of the St. Paul District of the U.S. Army Corps of Engineers; Major General Michael Wehr, commander of the Mississippi Valley Division of the Corps; U.S. Sen. John Hoeven; U.S. Sen. Heidi Heitkamp; Fargo Mayor Tim Mahoney and Moorhead Mayor Del Rae Williams and city commissioners from Fargo, West Fargo and Moorhead. Calkins spoke and reminded the crowd that the Corps of Engineers stands behind the F-M Area Diversion Project. The groundbreaking signified the start of this historic Public Private Partnership, but also served as a reminder of the amount of work ahead. The HBA of F-M looks forward to continued support of this project to create permanent flood protection for the Fargo-Moorhead area. New Oxbow Country Club Clubhouse and Greens Welcome HBA Golf Outings

by Krista Mund, Executive Vice President The HBA of F-M’s July 11 and Aug. 22 Golf Outings will have a new feel at a familiar setting: Oxbow Country Club. While the club has been around since 1975, it has been undergoing a facelift the last two years. Its website describes a game at Oxbow as “a full immersive escape from stress and the push-and-shove of everyday life.” The HBA of F-M has hosted its Golf Outings at the course for decades. General Manager Sedi Halvorson says, “I think everyone will find the clubhouse to be spectacular, with views of the golf course all around you. Our culinary team is fantastic, featuring Executive Chef Scott Motschenbacher, former owner and chef of Beefsteak Club downtown Fargo. Our service team is amazing, from the golf shop to the restaurant, you will find our team to be truly helpful and courteous.” Nine new holes have been constructed and are open for play. The other nine that will complete the project are still under renovation. For tournaments this year, attendees will play nine new holes, and nine of the older holes that will eventually be abandoned once the second nine renovation is complete in 2018. Halvorson says it is important to note that the 18 holes will play as a par 69 or 68 this year due to construction on the north holes and ring levee. The course is a Robert Trent Jones II golf course, with all the amenities and service of a private country club. His use of ponds and the famous “Oxbow” lend playability and challenge for golfers of all levels. One of the most dramatic finishing holes in the upper Midwest is #18. A four par, which requires two strategic shots

10

over water to make the green, challenges even the scratch golfers. Many matches have been won or lost on that memorable hole. Halvorson acknowledges that Oxbow can be intimidating to some, but emphasizes the importance of playing from the correct yardage, based on individual abilities. “We offer six different yardages and tees for members. As for a scramble event, all it takes is one good ball out of four,” he says with a smile. The HBA has hosted its golf outings at Oxbow the past four years and for many years prior. It’s the Association’s most popular member social event! There will be lots of prizes, fun games on various holes, delicious food, cold drinks and fun with fellow members. State and National Capitol Visits

May is here and that means flowers, warmer days, and the final day of the 65th Legislative Session! May 1 is the 80th day of the legislative session and per law, the legislators are limited to 80 days during the regular session. On behalf of North Dakota Association of Builders, a heartfelt thank you to all our members that participated in NDAB-sponsored events at the state capitol, that connected with your representatives, those who testified in front of committees, and everyone who donated to NDAB-PAC or BUILD-PAC. Your continued dedication and support is greatly appreciated and noted by the legislators! We encourage you to watch your local association’s calendar of events for more opportunities to meet with your legislators while they are back in their home districts. Our elected officials are working year-round and we always encourage the communication to continue. April brought us the official opening for registration for the National Association of Home Builders Midyear Board Meeting. Held June 13-17 at Marriott Wardman Park Hotel, all members are invited to join in education, networking and the celebration of NAHB’s 75th anniversary! Washington, D.C. is a fantastic summer vacation destination if interested in bringing your family and extending your stay. NAHB and NDAB members will meet with their Congressional Delegations on Capitol Hill to discuss issues of vital interest to the home building industry. NDAB members from North Dakota will be visiting with U.S. Sen. Heitkamp, U.S. Sen. Hoeven and U.S. Rep. Cramer and our Minnesota members will be making additional visits with their representatives. We invite all of you to join us! If you have never had the opportunity to attend NAHB meetings, we have plenty of members that have regularly attended and would invite you to join them at their committee meetings and to watch the board of directors meeting. Presidents Message

Now that the legislative session has ended, we have time to breathe a little bit and then turn our focus toward other important items for our members. One thing that we discussed at our board meeting in March was to get our Education Committee re-energized. The Association has struggled the past couple of years in coming up with education opportunities for our members. We would like a member from each of the local associations involved in this committee, so that we can make sure to represent everyone’s interests. It was decided that the North Dakota Association of Builders first vice president will chair the committee each year. For those of you who don’t know, our first vice president this year is Dan Lindquist from Fargo. These days there are so many online training and educational opportunities, but I believe there is still the need for in-class education and hands-on training. Once we have all of the members of the committee in place, the first goal of the committee will be to brainstorm different topics that are important for our members to receive training. If anyone has any ideas or suggestions, please let us know, and we can pass it on to the committee members. Once we have a list of potential topics together, we can then do the research to see how we can best facilitate the training. Again, there is a great deal of knowledge on a variety of topics within our membership, so any input, ideas and suggestions is appreciated. We are looking forward to having a busy and productive month of June as well. As I mentioned a couple of months ago, the NAHB Midyear Meeting is in Washington, D.C. from June 13-17. We also have our next NDAB board meeting and PAC legislative social in Williston June 27-28. We will be taking a tour of a drilling rig while we are out there as well, so I look forward to seeing everyone from across the state at those two events!

• The Minot Association of Builders presented a Hard Hat Happy Hour April 25. This was a new event for our Association which included the Bags for Builders Cornhole Tournament and a visit from the North Dakota Association of Builders Executive Officer Kim Schneider. • The Tool Belt Barbecue is headed our way May 23 at the MAB parking lot from 11 a.m. - 1 p.m. It’s a party in the back…of our parking lot! We invite our members to take part in our mullet-themed lunch barbecue! • The Birdie with the Builders golf tournament is coming up July 31 at 11 a.m. at the Minot Country Club. This year’s tournament brings a new venue, new games and more! Spots are sure to fill up this year! • Planning has started for the 2017 Parade of Homes. This year’s Parade will take place Sept. 16 from 10 a.m. to 4 p.m. We have several builders interested in showing their homes already and hope to match the same amount of homes we had last year! Be on the lookout for more details coming soon.

The value of a good defense cannot be overstated. From a government affairs perspective, the value of stopping a bad bill now is greater than the costs related to repealing a bad law later - both in terms of cost to your business and the expenditure of our industry’s political capital. The value of a good offense is equally important. Bringing new ideas to the legislature, instead of always saying no, solidifies our industry’s place at the table. These two approaches complement each other, and are essential to a successful advocacy strategy. As your lobbyists at the State Capitol, we’re proud to stop bad legislation that would cost BAM members, and pass legislation to strengthen your business and the housing industry in our state. In the 2017 session, BAM is working to pass meaningful legislation to benefit the homebuilding industry in Minnesota. BAM’s policy priorities have received considerable bipartisan support this session, and we’re grateful to work with such dedicated public servants. For example, one of BAM’s bills, HF792 - which ensures twinhomes can be constructed without sprinkler systems - passed the Minnesota House unanimously. Other BAM priorities have received considerable support, and are actively moving through the legislative process. We’re thrilled by the progress BAM association priorities have made this session. Be sure to check out BAM’s midsession report for a complete report on what we’ve been up to! BAM has also worked to stop bad ideas from becoming law (or even bills!). Ideas such as stretch energy codes, which would have allowed for municipalities to adopt more restrictive energy codes was stopped, as was legislation to allow homeowners to recover attorney’s fees, but not allow for similar recovery for builders. Neither saw any action taken this session following input from BAM and industry partners. With just weeks left in the 2017 legislative session, we’re excited to return to the Capitol to keep fighting to pass common-sense legislation for the benefit of our members, and stop bad legislation from hurting our members’ bottom line. MN Senate Passes BAM's Twin Home Bill From Builders Association of Minnesota Executive Vice President Remi Stone (April 20): It doesn't get much sweeter than

this! Passing 65-0, BAM's 2017 #1 legislative priority is heading to the Governor's desk. Let's help get it signed. Thank you so very much to each and every one of you who contacted your legislators asking for their support of HF792! The Senate unanimously passed HF792, legislation directing DLI (Minnesota Department of Labor & Industry) to conduct expedited rulemaking to ensure that twin homes are not required to have prohibitively costly sprinkler systems. Even more sweet is that Senator Draheim (R Madison Lake) choose this bill as his first piece of legislation to move off the Senate floor. Thank you, Senator Draheim! As a freshman legislator and someone who comes from the industry, we can’t be more pleased to be part of the team that made today a success for Senator Draheim. The success of his “maiden voyage” speaks to the importance of the industry’s advocacy, a great lobbying team on the ground, and working relationships with the fire service and DLI. In addition, we are particularly thankful for Senator Kent Eken (DFL-Moorhead) and his undaunted efforts in moving this bill forward. His efforts and the bi-partisan support of this bill underscores how important housing is to policy makers from around the state. Through BAM and its members’ efforts, Minnesota’s legislators understand that the state’s policy and regulatory culture will continue to keep housing costs high unless we, as a state, collectively act to change our culture and work to make sure a wide variety of owner-occupied housing options remain within the reach of Minnesotans. This bill is evidence of that work. The House is expected to concur on a technical amendment adopted by the Senate and then the bill will be sent to the Governor’s desk for his signature. 14

Over $9,500 raised! by Jennifer Erickson, Director of Development & Education The Home Builders Care Fish Fry was a great success. 2017 marked the first time Home Builders Care organized the event from start to finish and all proceeds benefited HBC. This year the event was held at the Holiday Inn of Fargo. Newly remodeled, the ballroom provided a great space for the event. There was a special kid’s area with cup stacking, dream-home drawing, bean bags and a fun photobooth. Round tables allowed families to sit together and made it much easier for volunteers selling raffle tickets to move through the space.

‘Death by Fire’ No Joke For Chili Name!

by Allison Weckman, Senior Events & Marketing Coordinator The HBA’s “Chilly” Cook-Off, hosted by Town & Country Credit Union, featured ten chilis and six desserts and they were all amazing. Broc Roberson, Stone Ridge Builders, Inc., had everyone talking about his entry “Death by Fire” which lived up to its name. Three Lunch Sessions in March Provide Important Education for HBA Members by Jennifer Erickson, Director of Development & Education

OSHA: Silica Sand Rule

At the time of the lunch session, the silica sand rule would be enforced starting June 23. In late March, OSHA announced that it was delaying the rule until Sept. 23. This session was hosted by Kevin McElvany, OSHA Bismarck inspector. McElvany discussed the new rule and that it only applies to employees, not bystanders or visitors. You must follow manufacturer requirements for the tools. Inspections and maintenance records will be essential if a jobsite is inspected. Silica violations will be serious violations and fines will start at $12,500. General contractors can be cited if sub-contractors violate the rule. Cover yourself through contracts and communication. In most cases, all dust will need to be captured so that employees are not breathing in dust. Jobsites should be tested. However, testing equipment is not readily available. Outside testers must be utilized currently. HBA staff will try to determine what companies in Fargo-Moorhead are able to perform testing. There will be two lunch sessions in May, one safety topic focused on trenching and excavating and the other on Making Moorhead Home. Mark your calendar for May 30 at 11:30 and May 23 at 11:30 respectively.

Employee vs Independent Contractor

The second lunch session in March focused on how to correctly classify employees or subs. The IRS has 20 factors that should be considered when determining status. North Dakota and Minnesota also have different rules for classifying employees. Some basic things to consider are how much control you have over the person. Can you, as the business owner, direct how the work is completed? Who supplies the tools and materials for the job? If a person were injured, who will they say they work for? Workforce Safety Insurance has a form owners can use to determine employment status. The form can also be submitted and give retroactive protection if something changes. WSI and the IRS often go after employers for past employment taxes. Jobsite Safety, Construction Vehicles and Storm Water

This lunch session was with the Fargo and West Fargo police departments and covered the topics of jobsite safety, construction vehicles on roadways and road restrictions. Kevin Morlan, city of Fargo was also in attendance and discussed stormwater management. Fargo’s storm water system drains water that goes directly to the river. The Waters Of The United States Act applies to the city’s storm water management. A storm water permit is needed if more than one acre is disturbed. If a lot is part of a larger development, a permit will be needed. A permit is also needed if there is potential for other pollutants. Get the permit before disturbing any ground. Temporary construction entrances are extremely important to maintain. The grass is often compromised once construction starts and it evolves as the building process happens. Ask subs to used the entrance as much as possible so grass acts as storm water prevention. Companies are directed to have plans in place in case of illegal discharge. Spills happen; know what to do when they occur. Call the city as soon as they happen so that they can help mitigate the issue. Clean up the streets every night. Don’t leave mud and dirt on the roads. Homeowners in developments still under construction often call to complain about streets. If the EPA were to come into town and assess fines they can be as high as $7,200 if a plan is not in place.

Construction vehicles on roadways and road restrictions

Keeping roadways clear is important so emergency vehicles can get through in case of accidents on jobsites. In new developments, when many homes are under construction, roadways can become very congested. Make sure that your people are aware of appropriate parking spots. Rolloff dumpsters and trailers should not be placed on asphalt without pads because they sink and ruin the roadway. No rolloffs should be placed on streets or on the boulevards. No dirt piles are allowed on roadways or sidewalks. Jobsite security is extremely important because tools and equipment are frequently stolen. Take photos of all tools and write down serial numbers. The police departments can search for serial numbers in pawn shop databases.

One of the many businesses participating in the festivities is Parade of Homes Celebration sponsor, CenturyLink. The Parade of Homes Celebration is just another way for us to show appreciation for the builder community while starting those early conversations to ensure our infrastructure is available to customers. We have some amazing relationships with builders, but it’s important to continue making those connections. So we’ve been a sponsor for several years now and we plan to continue to be.” According to Woodman, in addition to interacting with builders and HBA members, the Parade of Homes Celebration is the perfect opportunity for CenturyLink to help the F-M metro and surrounding communities come together. “These awesome homes are so important to the community. There’s such great industry happening and people move to the area looking for new homes. Meet the City of Fargo Residential Inspectors!

by Bruce Taralson, Fargo Building Official In an effort to gain consistency, our inspectors and reviewers have weekly meetings where they discuss codes and how things should be interpreted. They also talk with inspectors that no longer work in the residential division. This helps bring continuity in how things were previously enforced and through code changes. They also go to training provided by building officials’ associations from both North Dakota and neighboring states. Our staff would like to remind people that it is important to first obtain a building permit when one is required. If you are a licensed contractor, many times this can be done by making a quick phone call or via e-mail. Remember that the contractor still needs to stop by our office and sign for the permit. At that time, you will be given the list of required inspections to complete before calling for a final inspection. Final inspections are required on every building permit. It is important you request these inspections as it can be difficult to track down home owners to get into their home to complete final inspections.

Bill Thompson is the city of Fargo’s newest inspector. He started in August of 2016. When Bill attended high school he was interested in the carpentry trade and enrolled in the construction program at South Fargo High School where, as seniors, they built a new home. After high school he enrolled at Northwest Technical College in Moorhead and graduated from the carpentry program. From college he was active in the construction industry for ten years. In those ten years he found time to build three homes outside of work. He enjoys the outdoors, hunting, and fishing.

Fargo Police Share Tips to Reduce Construction Site Theft

Joseph Girdner started with the city of Fargo in March of 2015. Joseph graduated from Moorhead Technical College in 1988 from the carpentry program. From college he worked for Eid-Co Buildings, Inc. for nine years as a general carpenter. Joseph started his own business after that as a custom carpenter. While running his own custom carpentry business, he would sub contract his skills as a finish carpenter. Joseph has been around the trades since he was eight years old and has always enjoyed it. He also enjoys brewing beer, making wine, cooking and sharing with his new friends in Inspections.

It’s hard to know exactly, but suspected to be more prevalent than that committed by random thieves. The common rationalization from some employees is “the contractor leaves all these tools, generators and equipment unprotected, because they don’t care.” Make sure your supervisors and employees understand they are expected to secure and lock up all tools, equipment and materials when they are not at the job site. This also means during lunch and break times. Eliminate easy opportunities to steal by going through daily inventory procedures. This will reduce the sense your employees may have that you’re an easy target for theft—it shows your habitual commitment to preventing theft. Luke Olson was hired with the city of Fargo in September of 2014. Luke came to the city from Simonson Lumber where he was a building information management specialist. Prior to that, Luke graduated in 2010 from North Dakota State College of Science for architectural drafting and estimating and construction management. Luke has shown an interest in the construction trades since high school where he was in the carpentry program and architectural drafting. Luke graduated from Fargo South High in 2007. Currently he serves for the North Dakota Building Officials Association as the secretary/ treasurer and will become vice president in 2018. Luke holds a certificate through the International Code Council as a Residential Building Inspector. In his time away from work, Luke likes to be outside enjoying four wheeling, kayaking and hunting.

Hap Hildebrand started with the Inspections family in January of 2015. Builders may know Hap from his many years working at Eid-Co Buildings, Inc.. The city was fortunate to get Hap just before a code adoption year as he had also served on a technical review committee with HBA for over 15 years and represented the North Dakota Association of Builders on the Technical Review Committee through the Department of Commerce for ten years. Hap holds certificates through the International Code Council as a Residential Building inspector and Residential Energy Inspector/Plans Examiner. Hap enjoys spending time at the lake and anything that has to do with his grandkids.

Melissa Gaulrapp has been a member of the inspections staff since April of 1999. She started as an office associate II in the rental inspections division of the department. In 2003, she was promoted to Office Associate III. For many years, Mel supported the entire department helping with budgets, payroll, sign code enforcement, and coordination of day-today tasks. Having been around the code as long as she has, it was great to be able to promote her to residential plan reviewer in 2015. Melissa holds International Code Council certifications for Permit Technician and Residential Plan Reviewer. In her spare time, she likes to read and spend time with her family where they like to ride bikes and motorcycles.

Parade of Homes Featured Homes

Thank you to builders, Carpenter Homes, Designer Homes of Fargo-Moorhead, Fargo Modern Homes and Heritage Homes for volunteering their homes to be lluxurious featured homes on the 2017 Spring Parade of Homes. Homes valued at over $750,000 are eligible. They must be staged and it costs $5 for consumers to visit all homes. 2017 Featured Homes ranged in price from $799,900 all the way up to $1,695,000. Homes had features like a gourmet kitchen, 18-person theater, stone wine cellar, reclaimed-wood walls, recreation area, rolled steel featured walls and shiplap. Featured Homes have raised $138,133 for Home Builders Care since 2003. Be sure to attend the May 18 Parade of Homes Celebration to learn how much money was raised from this Parade.

Home Builders Care Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.


Proposed Lumber Duties Will Harm Consumers, Housing Affordability

April 25, 2017 The National Association of Home Builders today denounced the decision by the U.S. Department of Commerce to impose a 20 percent countervailing duty on Canadian lumber imports, saying it will harm American home buyers, consumers and businesses while failing to resolve the underlying trade dispute between the two nations. “NAHB is deeply disappointed in this short-sighted action by the U.S. Department of Commerce that will ultimately do nothing to resolve issues causing the U.S.-Canadian lumber trade dispute but will negatively harm American consumers and housing affordability,” said NAHB Chairman Granger MacDonald, a home builder and developer from Kerrville, Texas. Thirty-three percent of the lumber used in the U.S. last year was imported. The bulk of the imported lumber – more than 95 percent – came from Canada. “This means that imports are essential for the construction of affordable new homes and to make improvements on existing homes,” said MacDonald. The trade agreement that has governed Canadian imports of softwood lumber since 2006 effectively expired at the end of 2016. Uncertainty surrounding a new trade pact is the primary catalyst for the 22 percent spike in the Random Lengths Composite Price Index for lumber since the beginning of the year. These price hikes have negative repercussions for millions of Americans. It takes about 15,000 board feet to build a typical single-family home and the lumber price increase in the first quarter of this year has added almost $3,600 to the price of a new home. NAHB believes the best way to resolve this trade impasse and avoid these negative economic repercussions is to: • Urge the U.S. and Canada to work cooperatively to achieve a long-term, stable solution in lumber trade that provides for a consistent and fairly priced supply of lumber. • Increase domestic production by seeking higher targets for timber sales from publicly-owned lands and opening up additional federal forest lands for logging in an environmentally sustainable manner. • Reduce U.S. lumber exports. “Taking these steps to meet our nation’s lumber needs is essential because tariffs needlessly increase the volatility of the lumber markets, resulting in higher prices for U.S. home buyers and other consumers and businesses who use lumber,” said MacDonald.

Single-Family Housing Starts Reach Highest Level since Late 2007 March 16, 2017

Nationwide housing starts rose 3 percent in February from an upwardly revised January reading to a seasonally adjusted annual rate of 1.288 million units, according to newly released data from the U.S. Department of Housing and Urban Development and the Commerce Department. Single-family production increased 6.5 percent to 872,000 units — its highest reading in nearly a decade — while multifamily starts fell 3.7 percent to 416,000 units. “This month’s gain in single-family starts is consistent with rising builder confidence in the housing market,” said Granger MacDonald, chairman of the National Association of Home Builders and a home builder and developer from Kerrville, Texas. “We should see single-family production continue to grow throughout the year, tempered somewhat by supply-side constraints such as access to lots and labor.” “The growth in the single-family arena is very encouraging, but may be partly attributable to unusually warm weather conditions throughout most of the country,” said NAHB Chief Economist Robert Dietz. “The modest drop in multifamily starts is in line with our forecast, which calls for this sector to continue to stabilize in 2017.” Regionally in February, combined single- and multifamily housing production rose 35.7 percent in the West. Starts fell by 3.8 percent in the South, 4.6 in the Midwest and 9.8 percent in the Northeast. A drop in multifamily permits pulled overall permit issuance down 6.2 percent in February. Multifamily permits fell 21.6 percent to 381,000 units, while singlefamily permits rose 3.1 percent to 832,000 units — its highest level since September 2007. Regionally, overall permits rose 25.4 percent in the Midwest. Permits fell 10 percent in the West, 10.4 percent in the South and 22.3 percent in the Northeast.

The Fargo-Moorhead, ND Chapter #246 was chartered on June 3, 1978, by 25 local women employed in the many facets of the construction industry. The reasons many of these women joined are still the same for those who join today, but today’s women also have different reasons for joining. When I joined in March 1989, I worked as a customer service rep at a local construction supplier, Fargo Glass & Paint Co. and wanted to learn more about the construction industry. There are many different construction associations to join but NAWIC is unique since its members are employed in all facets of the industry from all levels of the workforce – trades to CEOs. As a member of NAWIC, I have had the opportunity to learn about these many facets of the industry through speakers, tours, hands-on training and networking at our local monthly membership meetings. I gained leadership experience by becoming active in the local chapter and by attending the regional and national meetings. Through the support and encouragement from other women in NAWIC, I could step outside my c­omfort zone and become a leader at the regional level, two terms as the regional director and committee chairs, and at the national levels of NAWIC (two terms as national secretary) and the NAWIC Education Foundation where I served as a trustee and then was elected to serve on the Executive Committee up to serving as the 2010-2011 Foundation President. I no longer serve on the national boards but I am still very active at all levels of the

Association by serving and helping others to grow. The Chapter continues to offer speakers, tours, hands-on training and networking at our monthly membership meetings. OSHA Further Delays Silica Rule Enforcement The U.S. Department of Labor’s Occupational Safety and Health Administration announced a 90day delay of the enforcement of the crystalline silica standard that applies to the construction industry. Originally scheduled to begin enforcement on June 23, 2017, it will now start Sept. 23, 2017. For remodelers, the rule means that dust generated by sawing, grinding, drilling, or impacting silica-containing materials such as concrete, mortar, bricks/blocks, rocks and even soil must be controlled and eliminated to reduce workers’ exposure. OSHA stated the delay is “due to the unique nature of the requirements in the construction standard” and they would conduct “additional outreach and provide educational materials and guidance for

employers.” NAHB will continue to lead the charge challenging the standard along with fellow members of the Construction Industry Safety Coalition (CISC), with concerns about its overall feasibility in construction. For more information, contact Rob Matuga at (202) 266-8507.

Moorhead Assistant Building Official Tim Friedt now Certified Plumbing Plan Reviewer

On March 13, 2017, city of Moorhead Assistant Building Official Tim Friedt was certified by the Minnesota Department of Labor & Industry as a Plumbing Plan Reviewer after passing a written exam on the Minnesota Plumbing Code and participating in an interview with Minnesota DLI staff. Building Official Jack Nyberg reports, “There are only 34 cities in the state of Minnesota that do their own plumbing plan reviews. The competency exam that Tim passed is a comprehensive test that proves an individual’s plumbing code knowledge, the ability to discern discrepancies on submitted plans, and effectively write a review response back to the submitter indicating what portions

of the plans need to be revised for code compliance.” Friedt joined the City of Moorhead team in August 2016 after working in the private sector for more than ten years. He holds a Master Plumber certification and graduated from Minnesota State Community & Technical College with a plumbing technology degree.

National Remodeling Month

The spring weather in May kicks off a month-long celebration of the industry with National Remodeling Month. During this month, the National Association of Home Builders will be recognizing remodelers and trade partners for their work in the industry. They have launched a national campaign which focuses on the benefits of hiring a professional remodeler. Our local Remodelers Council will be hosting its annual picnic from 11 a.m. - 1 p.m. May 12 to celebrate local remodelers throughout the Fargo-Moorhead area. High Storage Levels, Low Oil Prices After almost reaching $55 per barrel (bbl), oil prices are again falling. What makes this decline particularly baffling is that in late 2016, after seeing prices languish for two years, the Organization of Oil Producing Countries announced that it, along with non-OPEC members such as Russia, would collectively reduce production by 1.8 million bbl/day, or 2 percent of global supply, starting January 1. Many observers thought that removing that much supply would stop inventory growth and put upward pressure on prices. After the decision to curtail pumping was announced, oil prices, as expected, quickly jumped from about $43/bbl to close to $55/bbl. Recently, however, oil prices have again started falling. The question is why, and is this decline more likely to be temporary or permanent? There are four main reasons why oil prices are again declining. Firstly, the decision to cut global production set off a flurry of buying by hedge funds, which pushed up prices. However, the rise in prices also encouraged American shale producers to ramp up drilling and production. To wit, the number of oil rigs in operation has more than doubled in the past 12 months. Since OPEC announced that production cuts were coming, U.S. production has increased by almost 500,000 bbl/day. Moreover, the number of wells that are drilled but uncompleted (DUCs) has risen from 1,250 to 1,750. As oil prices recover, DUCs, which can be quickly completed, are likely to flood the market with yet more supply. Second, several OPEC nations, including Iran, Libya, and Nigeria, were, for any number of reasons, not asked to cut production and have instead all increased production dramatically. Further complicating matters is that many of the nations that have been called upon to make cuts do not have a great history of compliance. In addition, Canada and other non-OPEC nations that are in no way involved with OPEC are also increasing production. The third factor is that in the months leading up to January 1, 2017, when the above-mentioned production cuts were to commence, most OPEC nations sharply raised production levels and exports to maximize short-term revenues. And, after weeks of transatlantic travel, this oil is now finally reaching US shores. The final factor is the shape of the curve of futures prices, which is closely related to inventory levels. Inventory levels continue to rise and are now at a record 540 million barrels. With inventories so large, near-term prices for oil are lower than long-term prices, a relatively infrequent situation known as a contango. When the contango is sufficiently large, such that storage costs are less than the long-term price of oil minus the short-term price, which is currently the case, investors and speculators buy oil and store it. In the process, the near-term price of oil is driven lower still. To break this cycle, OPEC will have to convince markets that inventories will soon decline and thereby raise near-term prices. The best way to do this would be to promise to extend the current production cuts that are set to expire on June 30 and perhaps promise additional production cuts. The only problem is that as prices rise in response those actions, American shale drillers will drill more wells and the cycle will continue.

Bye-bye Brent

One of the most popularly traded commodities is Brent crude oil, which comes from a North Sea field. Starting in 2002, declining Brent production necessitated Brent transactions also including Forties from the UK and Oseberg from Norway. In 2007, Norwegian Ekofisk was added, and in 2018 Norway's Troll will be added. As for Brent, activity there will soon end more than 40 years after the field began producing in 1976.

Hot Housing

February pending home sales surprised, rising 5.5 percent M-o-M, and are at their highest reading since 5/06, while house prices rose a strong 5.7 percent during the three months ending 1/17. Moreover, February new home sales were 592,000 seasonally adjusted, their second-best level since 2/08, and February housing starts hit 1.288 million seasonally adjusted, their second highest level since 8/07. While excellent, unusually warm February weather surely contributed to these strong numbers.

Weak Withdrawal

Despite a prolonged rise in house prices, bringing them back to where they were prior to the Great Recession, mortgage equity withdrawal (MEW) is a pittance compared to a decade ago. Between 2003 and 2007, MEW averaged 7 percent of disposable personal income. From 2012 through 2015 it averaged negative 1 percent and in 2016 it averaged 1 percent. Tighter lending standards, older, and more creditworthy borrowers have held it back.
