RANDY CRAMER, NAI NORTH CENTRAL Spring is upon us as we hear the sound of hammers and participate in graduation celebrations! This is one of the best times of the year for our industry. May doesn’t just bring us flowers, it brings the Parade of Homes, high school scholarships and Herdina Academy for the Construction Trades! On March 22, the Foundation held its largest fundraiser, the Fish Dinner. All proceeds from the event go toward scholarships, community build projects and workforce development. The Foundation raised over $43,000 thanks to generous HBA of F-M members and community members who attended. Home Builders Care Foundation will award $4,000 in high school scholarships to seven lucky high school students attending North Dakota State College of Science or Minnesota State Community and Technical College this fall in the construction trades industry programs. These students have many opportunities ahead of them that range from joining the National Association of Home Builders’ Student Chapters, to becoming more involved with the HBA of F-M over the next few years via mentoring programs and other student activities. You don’t need to be a high school graduate to participate in the fun workforce development activities we have lined up. The Herdina Academy for the Construction Trades takes place at Minnesota State Community and Technical College Moorhead June 3-7 and 10-14. For more details, check out page 20. We are looking for volunteers to share their skills with the students during the Herdina Academy. It’s fun and easy, and a certified instructor oversees all the activities. Building A Community

Haagenson Builds Relationships Through Volunteering by Sami Eidenschink, Membership & Marketing Coordinator

Fargo-Moorhead’s building community is a unique make-up of people whose collaboration and dedication to creating a great industry to work in, is represented best at the HBA of F-M. Countless volunteers assist the organization every day by spending time at committee meetings, advocating on behalf of their fellow building professionals, attending events and spending limitless hours volunteering behind the scenes. The member of the quarter is the HBA staff’s opportunity to celebrate one of these volunteers. The staff recognizes a member who has spent time away from his or her business going above and beyond to support the Association’s mission, not just within the walls of a committee meeting, but throughout the community. Josh Haagenson, Bell Bank, was chosen as Member of the Second Quarter. Haagenson has been with Bell Bank for six years and currently serves as a commercial loan coordinator for the company. He has been actively involved with the HBA since moving to the Fargo-Moorhead community in 2015. After moving to the area, Haagenson knew he needed to focus his energy on understanding the F-M market and saw the HBA as a smart place to start.

“Something I love about the building industry is its fluid nature. At the local, state and national level the industry is ever changing and without the HBA, there would be no resource for specialized information. The opportunities to learn and connect across its different channels allows any member to gain the knowledge they need to be in-the-know and fully understand our building community,” he says. Over the past few years, Haagenson has balanced work and volunteering, taking on more as time has passed, while creating lasting relationships along the way.

“My time at the HBA of F-M allows me to connect with all types of people in the industry. Whether it is your competition or future customers the HBA is a wonderfully run organization with wonderful people who are happy to share their experiences with you,” he says. His time has not gone unnoticed by HBA staff. Communications Coordinator and Public Issues Committee Liaison Chelsea Diederich says, “Josh is a stand-out volunteer because he is always willing to learn more and help in any way he can. The entire staff always looks forward to working with Josh through advocacy, charity work through Home Builders Care and at member events!” Haagenson splits his time between the Public Issues Committee, the Future Leaders and Entrepreneurs Xchange taskforce, legislative events, HBC Foundation events and volunteering where staff needs help. Beyond HBA activities, he participates in Bell Bank coordinated volunteer opportunities. “I am so lucky that human resources coordinates these events and I just get to show up, give back and spend time with our team. We have helped at events like Feed My Starving Children, the Fargo Marathon, and many other volunteer opportunities!” he says. Haagenson loves volunteering his time in the community and making sure his family takes part in all it has to offer. He enjoys exploring new activities across the metro with his wife and two kids. Congratulations to Josh! He, along with other members of the quarter, will be honored at the October Awards Gala, and one will take home the Extra Mile Award. A sincere thank you to Bell Bank for allowing Josh to spend time with the HBA and away from work.

STATE ADVOCACY UPDATE KIM SCHNEIDER, NORTH DAKOTA ASSOCIATION OF BUILDERS CEO

As the session roars on, we are reminded that sometimes you win some and unfortunately, sometimes you lose some. SB 2341 which would have allowed 16-17-year olds to have “work-based” (apprenticeship) learning opportunities has failed in the House. The amendments we requested never really hit the mark. At this time, we will be regrouping and continuing our conversations with key people to discuss and assess the need for developing a solution to this issue. We would like to thank each of you that took the time to support and testify in person for SB 2341 as it was being developed, and then in the last phases, asking for support from the legislators and representatives. Tony Grindberg has met with U.S. Dept. of Labor Secretary Acosta and feels that there has been an easement in the requirements. At this point, we have requested a call for clarification of these easements and to have more clarification on how our members can move forward with apprenticeship opportunities. This is a hard loss, but it is important to make sure the legislation we get passed fills the need we have and allows for those involved to employ these youth in a safe and easily executed manner. HBA of F-M members loaded onto the bus to rally at the Capital in support of SB 2020, Diversion Funding bill. A big thank you to Rep. Beadle for his support and leadership on these efforts. It is vital for legislators to hear personal messages from their constituents on issues that impact them directly. Members even had the opportunity to meet with Governor Burgum who closely listened to the concerns and asked questions to hear more about the request for the funding. This bill is being closely monitored. Advocacy is not only happening at the state level, but continues at the national level as well. NAHB will be holding their mid-year Board of Delegates meeting in June in Washington, DC. This provides our members a great opportunity to also complete hill visits with our national delegation. Home Building Employment Across States and Congressional Districts

April 18, 2019 A new National Association of Home Builders study presents the most recent and comprehensive estimates of homebuilding employment, including self-employed workers, by state and congressional district. NAHB Economics estimates that out of 10.3 million people working in construction in 2017, more than 4 million people worked in residential construction, accounting for 2.6 percent of the U.S. employed civilian labor force. These numbers reflect modest job gains that took place since 2011 when construction employment bottomed out. Nevertheless, the industry employment levels remain far below the peaks reached during the housing boom when more than 11 million worked in construction, and home building employed more than 5 million people, including self-employed workers.

The Golden State Leads the Way

Not surprisingly, the most populous state - California - also has the most residential construction workers. More than 586,000 California residents worked in homebuilding in 2017, accounting for 3.1 percent of the state employed labor force. Florida comes in second with close to 380,000 residential construction workers. Florida has fewer residents than Texas and about as many as New York but owing to its large vacation and seasonal housing stock, employs more residential construction workers. In Florida, residential construction workers account for a relatively high 4 percent of the employed state labor. Even though this share is well above the national average (2.6 percent), it is drastically lower than in 2006, when Florida registered 6.5 percent, the highest share among all 50 states and the District of Columbia. Idaho, which also has a high number of seasonal and vacation homes, takes the top spot on the list of states with the highest share of residential construction workers in 2017 with 4.6 percent of the employed labor force working in homebuilding. Montana and Florida are close behind with 4 percent. In addition, 11 other states register shares of residential construction workers that exceed 3 percent: Utah (3.9 percent), Colorado (3.7 percent), Vermont (3.6 percent), Maine (3.4 percent), Washington (3.3 percent), Arizona (3.3 percent), New Hampshire (3.2 percent), Nevada (3.2 percent), California (3.1 percent), Oregon (3.1 percent) and North Carolina (3.0 percent).

Congressional Districts Average 9,300 Construction Workers

Congressional district estimates are particularly useful to highlight the importance of homebuilding to the voting constituency residing in the district. The NAHB estimates show that the average congressional district has about 9,300 residents working in residential construction. However, that number is often significantly higher and actually exceeds 21,000 in Montana’s single congressional district (Rep. Greg Gianforte–R). National Advocacy Update continued on page 32

MN Independent Contractor Registration Catches Some General Contractors By Surprise

by Krista Mund, Executive Vice President Do you work in Minnesota? HBA of F-M has heard reports of local general contractors receiving communications from Minnesota’s Department of Labor & Industry that require lists of their subcontractors and much more. Contractors say the timeline for compliance is extremely short (as little as one week) and one letter threatened a $10,000 penalty per violation for noncompliance. Most contractors who do residential or commercial building construction or improvement services are required to register with the Minnesota Department of Labor & Industry through the Construction Contractor Registration Program if they do not hold a contractor’s license. There is no cost to register. General contractors who hire unregistered subcontractors, misclassify workers or fail to register are in violation of the law and can be charged with monetary penalties. One of the impacted local contractors advises fellow contractors to thoroughly research the issue and prepare themselves now for an audit. The audit process is extremely time-consuming and could be costly if caught off-guard. His letter required the following information for the past two years: • a detailed list of subcontractors performing work on all jobs in Minnesota • their licenses or independent contractor registration (if unlicensed) • proof of insurance • copies of checks paid to those subcontractors • 1099 forms

It is important to carefully read the notice. The communication provides a contact person at the Minnesota Department of Labor & Industry to help the contractor identify the exact documentation the Department seeks. Remembering Lyle Hanson

by Krista Mund, Executive Vice President Hanson Bros., Inc., is one of the handful of charter member companies that started the HBA of F-M back in 1956. The Association lost one of those founders in the passing of Lyle Hanson, age 92, in February. Lyle and his brother, Dewey, began their company in 1949 in Detroit Lakes (after each raised $140). When they recognized the opportunities available to them in a faster-growing, larger city, they decided to branch out and move to the F-M area, eventually building more than 500 homes and structures. Lyle’s solid reputation helped lay the foundation for two generations of the family building business to follow. Today, Hanson Bros., Inc., is still going strong with Lyle’s sons, Vern and Gerald, and his grandson, Mike, at the helm. Vern has been active as a leader within the HBA of F-M, serving as its president, on the state board of directors and national board of directors. Vern says his dad was always proud of being an HBA member, and for being part of it from the very start. “The handful of builders that were a part of starting it were all good friends. Dad talked about getting together with the other builders down at the old Graver Hotel and discussing if it would be a Lyle Hanson pictured in the 1950s and 1960s at the HBA’s office (top) and at an Association meeting (bottom) visiting with other members.

beneficial thing to start a local chapter,” he says. “Thank goodness they came to the right conclusion!” Lyle preferred to work behind the scenes rather than in more visible leadership roles, though he did chair the Parade of Homes Committee. He was involved with the first floodproof basement exception that the HBA worked on passing for the Fargo-Moorhead area after one of the major floods in the 1960s. “He was proud of that,” Vern says. “It was a huge deal to get that approved by the federal government because they were not going to allow any basements here.” Vern comments that his dad was well-liked in the community and that his funeral was standing-room-only with people wishing to say goodbye. According to his obituary, Lyle brought a sense of humor and fun to most situations. At work he’d say, “We can finish that job while we’re resting and then get back to work.” At

Christmas, lefse was “rightsa.” Having fun and adventure was important, and Lyle is well-known for waterskiing at age 79, a love that has passed down through the family’s generations. Other interests included golf, woodworking and sprint car racing. In 2004, Lyle endured being partially paralyzed from a stroke. With limited mobility, watching the Twins and westerns were his mainstays, and daily reading led to cycling through at least one Bible a year. Along with his faith, he was sustained by his wife, Delores’s, devoted caregiving and partnership to the very end. Lee Amble, a past HBA president now residing in Arizona, remembers Lyle fondly. “Lyle Hanson was a great supporter of the HBA and a great individual. When I come back home, I drive around and I look at homes, and I can still say ‘that’s one from Hanson Brothers!’ He is one of the best to ever build in the F-M market, and I was always proud to sell his homes when I was in real estate.”

home on the Spring Parade. They have more to build so the Parade is great marketing for them. Darrick Guthmiller says the Parade events are “a great way to get a new project out there, in front of consumers.”

Thomsen Homes views the Parade as an opportunity to showcase different versions of floor plans and selections. By participating in both the Spring and Fall Parades each year, it pushes them to try new things.

Frequent Parade participant, Thomsen Homes’ staff is also looking forward to the event. They feature homes in two of the newest developments in the Fargo-Moorhead metro area, Grayland Estates and Highland Meadows. While Thomsen Homes has model homes open any time, Jessica Metcalf says the Parade events are “an opportunity to get the ball rolling and for consumers to see what we can do.”

They also like the connections that result from the Parade with both consumers and the Realtors they work with. It helps them feel like a part of the community. There is also a sense of camaraderie with other builders to educate buyers and give them ideas.

She says overall, the Parade is a great education tool that opens the door for people who didn’t think building a new home was an option for them.

Members, Academy Impact Local Student

by Krista Mund, Executive Vice President From the time he was a young kid, Jonny Kletsch knew he liked to work with his hands. He admired his uncle and grandfather who had built successful lives through the trades, and watched his older brothers follow similar paths. He was headed that way, too. Herdina Academy for the Construction Trades sharpened his focus and turned into a wise decision for his financial future. The Academy has existed for over two decades and is a two-week summer experience for youth 15 years old and up to learn through applied exercises about the construction industry. Students work side-by-side with industry and education professionals, learning about occupations, tools, safety requirements and skills required for satisfying and well-paying careers.

“It’s a great opportunity,” Jonny says. “Through those two weeks, I gained a lot of knowledge even though I had a good base. You get to know so many people by working with the different contractors that volunteer. Plus, you get to see how they really work on job sites.” Jonny graduated from the Academy in 2018, already planning to pursue a degree in electrical technology from Minnesota State Community and

Technical College. He valued the three college credits it offered, for just $25. His mother, Jodi, points out that not only was the Academy a wonderful learning experience, it paid back in dividends. Jonny applied for a scholarship through M State offered during Herdina, and ended up receiving it, covering $1,000 tuition cost in addition to the three credits.

“As a family, my husband and I feel it’s important for all our boys to pay for their own education as it gives them character and helps them understand the importance of money and time management,” she says. “The college credits and scholarship Jonny received has made a huge impact on his future and will help him graduate debt-free.” An added benefit Jonny experienced was growing as a person by working with his peers on-site. “The interaction with students handson in the field is all-around a fun time,” Jonny says. “Not only were we learning from the instructors and the contractors, we were rattling different ideas off of each other, and sharing observations and ideas on ways to do things.” Currently, Jonny is ending his first year at M State, and will work as an intern over the summer with JDP Electric. A Barnesville native, he is excited about the opportunities that a career as an electrician offers and wants to stay in the Fargo-Moorhead area. This year’s Academy will be June 3-7 and 10-14 at M State in Moorhead. In addition to activities on M State’s campus, students will construct two buildings at the Red River Valley Fairgrounds.
