Not surprisingly, coronavirus, the economy and the future of my company, Kochmann Brothers Homes, Inc., are on my mind. The situation changes by the day, if not by the hour. From day one of the crisis, the HBA’s staff and leadership opened lines of communication with building officials and local political leaders to express our industry’s desire to continue working safely and as efficiently as possible. Outside of our builders’ association network, the HBA of F-M maintains valuable partnerships with organizations like the Greater F-M Economic Development Corporation, F-M Area Association of Realtors and FMWF Chamber of Commerce, just to name a few. We talk to each other, share ideas and develop plans to assist our impacted sectors.

has sent this spring into uncharted territory for all of us. Students are missing out on the conclusion of their senior years and construction technology classes at our local high schools have ended building projects. We have seen the good news of generosity, giving back and people caring for each other as we navigate change. It's a new opportunity for families and communities to bond together to benefit the community. Your Home Builders Care of F-M Foundation board of trustees made the tough decision to cancel Framing The Future, our annual fundraiser. It had been postponed from April 3 to June 23. Even though North Dakota is beginning to reopen, challenges are too daunting to satisfy necessary safety protocols and social distancing requirements by June. We also recognize that our Foundation's donors may be struggling financially and emotionally, worried about their families, businesses and livelihoods. Now is not the time to ask for support and attendance at a mass group event. We must look forward: mark your calendar now for Framing The Future 2021 on Friday, April 9! We cannot wait to debut our re-branded and refreshed event with the biggest, most exciting industry fundraiser to date. Home Builders Care had workforce development activities planned over the summer including Herdina Construction Trades Camp, Walk Into My Future Seeds For Hope, and a new opportunity called "Herdina Junior." As of press time, the possibility of holding Herdina Junior was still being evaluated. This three-day series will provide middle school age students a look inside the construction trades industry. Herdina Construction Trades Camp, for high school students, and Seeds For Hope, for grades K-5, have been canceled. While we regroup on all of this, your Foundation is exploring ways to connect students and members in new ways that account for social distancing and health guidelines that will be our reality for the unforeseen future. We strive for continued communications with city leaders and collaboration among our community organizations, something that will be vital as we work through these challenges. As the crisis advanced in March, HBA of F-M served as a clearinghouse for updated inspections protocols for Fargo, Moorhead, West Fargo and Horace, as well as several smaller surrounding jurisdictions and regularly emailed members with updates. In mid-April, several HBA member contractors participated in a ten-minute National Stand Down to educate workers on what they should be doing to protect themselves and their customers from coronavirus. Not Your Average June Primary
by Mark Puppe, Communications & Public Affairs Strategist HBA of F-M member leaders interviewed candidates for Fargo and West Fargo city commissions and Cass County commission in late April. They plan to continue interviews for Cass County races and Horace city council in early May. Participating members determine which candidate HBA of F-M will officially support before the June 9 election. Watch for further details via email about candidate support and HBA of F-M’s priorities, goals and activities in email communications. Thank you to all the candidates and HBA of F-M members who participated! Minnesota’s primary election will be held Aug. 11 and Election Day 2020 is Nov. 3.
All North Dakota Ballots Will Be Voted Absentee
There will be no polling places for the June 9 election in North Dakota due to concerns about COVID-19. To receive a ballot, you must complete the application you will receive from the North Dakota secretary of state and submit it by mail, email or personal delivery to your county courthouse. Visit the North Dakota secretary of state website to verify your mailing address. You may also print your ballot application at that site. vip.sos.nd.gov/absentee/Default.aspx Ballots became available April 30 and will be counted if returned by mail to the county auditor no later than June 8. For this election only, absentee ballots submitted at the county courthouse onsite drop box will be accepted until 4 p.m. June 9.
Approval Voting In Fargo
For the first time, and by approval by citizens of Fargo, Fargo public officials will be elected upon receiving the most votes no matter how many people appear on the ballot. Fargo ballots will now say “Vote for ALL the names you approve of.” Approval voting applies exclusively to Fargo’s city elections, so Fargo residents, you can still vote for only one candidate in county, state and federal elections.

We are in this Together: “Building is about getting around the obstacles that are presented to you.” – Jeremy Renner We are all experiencing a point in history that is probably challenging you personally and professionally like never before. Each day you are presented with new questions and new challenges. We want to remind each of you that we are here to help you in any way that we can. The nation is learning how together we must be fluid and adapt to ever changing needs. As America responds to the novel coronavirus, COVID-19, and practices social distancing to control its spread, the National Association of Home Builders is working hard to help its members respond to the economic effects. We want to make sure members are apprised of NAHB federation efforts to mitigate the economic effects of COVID-19. NAHB is making available to members a broad range of materials on its website. The materials can be found at nahb.org/coronavirus. These include economic forecasts and information about business continuity and personal preparedness. The site also includes consumer resources and materials for NAHB's state and local partner associations. NAHB has also conducted a series of webinars to inform members of the association’s resources, policy advocacy efforts, and the industry outlook from its chief economist, Robert Dietz. NDAB continues to work closely with the local associations and monitoring what is happening within the state. If you don’t already follow us on Facebook, we encourage you to do so. With the influx of emails coming to your inbox, we are using social media and our website to get valuable information out to our members. We look forward to gathering together, sharing ideas and laughter, but until then, our wish is that you are all staying safe and healthy. Wash your hands, use individual water bottles, stay home if not feeling well, and keep a safe distance. For a bit of normalcy, May brings us spring weather and time for cleaning and repairs. Owning a home is a big responsibility, and that fact becomes even more obvious every year when spring rolls around. Spring cleaning for home owners typically means much more than just cleaning out the garage and washing windows. For most, the to-do list can be quite extensive. If the thought of spring cleaning makes you long for winter, try thinking about these annual chores to protect your family’s home and your future finances. All it takes is just a few days to complete some simple tasks. Stay informed, stay physically distant, stay healthy!

NATIONAL UPDATE Employee Retention Tax Credit: What You Need to Know May 5, 2020 - NAHB Now - The IRS has released an extensive FAQ clarifying many early questions about when the employee
retention tax credit can be claimed. The tax credit is designed to support eligible employers whose businesses are disrupted due to COVID-19 and was included in the CARES Act that was recently enacted into law. In general, eligible employers are allowed a credit equal to 50 percent of up to $10,000 in qualified wages with respect to each employee. To claim this credit, the business must experience one of these two events: •
The operation of the trade or business is fully or partially suspended during the appropriate calendar quarter due to orders from an appropriate governmental authority limiting commerce, travel or group meetings due to COVID-19; or
•
The trade or business experiences a significant decline in gross receipts, with a 50 percent decline in gross receipts when compared to the same quarter in the prior year. Businesses remain eligible until their gross receipts recover to 80 percent when compared to the same quarter in the previous year.
In general, eligible employers are allowed a credit equal to 50 percent of up to $10,000 in qualified wages with respect to each employee. To claim this credit, the business must experience one of two events.
However, employers receiving a loan under the Payroll Protection Program are not eligible for the employee retention credit. Recently, IRS guidance clarified that employer-provided health care costs for furloughed employees may not count towards the employee retention tax credit unless the employees are also paid at least a portion of their wages. This has raised bipartisan concerns in Congress, indicating Congress may alter the employee retention tax credit in a future bill. For more information, contact J.P. Looking Ahead, Preparing For LongTerm Change by Mark Puppe, Communications & Public Affairs Strategist COVID-19 impacts every business and every rational business owner knows the steps needed to reduce its spread: improved sanitation, social distancing, etc. However, who can actually return to “business as usual” once COVID-19 finally passes? More importantly, how will the changes impact you specifically as a builder?
These HBA of F-M members have some suggestions for how you and the building industry can prepare for the long-term changes and even capitalize upon the problems triggered by COVID-19.

Photos and videos are very critical to providing a buyer the opportunity to “preview” houses before entering them. This will limit the number of showings but the quality of that showing is probably higher due to the prior video walk through and virtual tours. This works hand in hand for the builder and Realtor, it helps protect the general public, employees, Realtors and it can further showcase the builder’s work and the active listings. We would be foolish to think that we won’t see a slight setback in the real estate market, but I also am a firm believer that we will rebound quickly after the virus scare is behind us. There is a pent-up demand for housing especially after winter, but even greater now that many are quarantined at home and realizing what they would like in a new home. We feel that an informed client is able to better protect themselves and those around them, so we urge builders, Realtors and clients to follow recommendations to maintain safety for all if possible. We all share a common goal and that is to continue to keep our housing market a vibrant and viable economic driver.

Businesses are going through an unprecedented time right now. When the dust settles, there could be some tax strategies to take advantage of for a variety of reasons. Every business should meet with their tax professionals to make sure they have the correct business entity setup. Partnerships, S corporations, C corporations and sole proprietors all have significantly different tax outcomes. We will see businesses struggle with cash flow due to COVID-19 and balance sheets may look much different at the end of 2020 than they did at the end of 2019. This could be an opportunity to change business entity classification, by changing from a C to an S corporation for instance.

With cash flow likely being an issue for many businesses in 2020, this accounting method may be more attractive now than two years ago and typically allows for a large up-front deduction: •
Change to the cash method of accounting from the accrual method.

Our customers rely on our products and services to assist in completion of a variety of work essential to our daily lives – from snow removal to flood protection, residential and commercial building as well as agricultural activities – and for this reason we committed to maintain customer access to our services through all types of disruptions. Long-term, I think COVID-19 will have some lasting effects that change how equipment dealers do business in a positive way. Many of the facility and rental/customer machine hygiene procedures we’ve put in place are good ideas with or without an ongoing pandemic. Some of these measures such as cleaning operator stations and controls between operators would be great for contractors to put in place, particularly during the cold and flu season. The other long-term effect that I believe will stick around or be accelerated by the COVID-19 pandemic is the adoption of hands-off/contact-free delivery of services. We’re obviously doing it now for public health reasons but many of these processes also enable dealers and customers to operate more efficiently. Remote machine monitoring and troubleshooting, online parts ordering and delivery, electronic payment as well as electronic sales and rental document signing are all tools we’ve used for years that will become more common moving forward. However, that is exactly what we should be doing now. Unfortunately, no one rings a bell to tell us when we are at the top or the bottom. What we can do is plan. Effective July 1, 2020, the North Dakota State Electrical Code will be tightened specifically for Zone 500; commonly referred to as Special Occupancy Locations. What does Zone 500 encompass? -

Beginning July 1, you must have a valid North Dakota electrician’s license or a newly issued power limited electrician (PLE) license to perform any installation/maintenance of any electrical, control or data wire for locations specifically referenced in Zone 500. Electrical wires in Zone 500 are listed as communications, signaling systems, data systems, fire alarm systems and systems less than 120 volt. An e-cert (permit) must be issued by the state of North Dakota prior to any work being performed, and an inspection conducted by a North Dakota state electrical inspector to avoid a fine.

HBA Says Goodbye To McManus
by Krista Mund, Executive Vice President When describing Pat McManus, friends Ryan Hoss and Terry Welle use similar terms including guide, leader, instrumental, personable. An HBA of F-M member for nearly 20 years, McManus served as consultant for the F-M Home Builders Health Plan & Trust from 1988 – 2010. He passed away in March at the age of 84. Since the Fargo-Moorhead Home Builders Health Plan & Trust’s inception in 1986, it continually ranks as one of the HBA of F-M’s most valued membership benefits. It was established to help small, medium and large employers in the homebuilding industry find quality healthcare. Welle, Health Plan Management Committee trustee, says, “We wouldn’t be where we are now if it wasn’t for Pat. With his help, we figured out what we needed to do differently. He was instrumental in the health plan’s growth.” Hoss served on the committee in the early 2000s and remembers McManus’ intelligence and personality. “Pat was always fun, pleasant, down-to-earth and knowledgeable. He could explain health plan and insurance issues in a way we all understood to make the best decisions possible. Many of us are trades people!” Hoss laughs, “Pat was in the right place at the right time for the HBA’s benefit.” Lowell “Pat” McManus was born July 31, 1935, in Casselton, N.D. After graduating from Casselton schools and North Dakota Agricultural College, and serving in the Air National Guard, he worked in car sales, insurance (life, health, pension, business) and estate planning. McManus was part of a large family including ten siblings. He and his wife, Sonia, welcomed four children and eight

grandchildren. Retirement allowed for more travel, coffee with friends, reading, movies and making more friends. The McManuses spent 20 winters in the south. Sonia says with a smile, “ Pat was not one to come home and make reports about what happened at work, but this is what I know: he enjoyed the work he did at the HBA and it gave him some of his greatest satisfaction. He loved the people and the beauty was that friendships came about, and after retirement they were still there.” In 2002, HBA leaders presented McManus with one of its highest honors: Associate Volunteer of the Year. His comments upon receiving the award included this: “Over the years my relationship with the HBA has grown. Even though I am not directly related to the building industry, I feel like I need to give something back. I believe that if you’re going to belong to an organization, you should do your part and help out.”

I remember the first time I met Pat McManus at the HBA. I was truly a pup and had started attending the Health Plan meetings so I’d have an understanding of how it operated and help me work with member prospects. Pat was a giant of a human being with a big personality. He was fun. He took great care in making sure you understood the challenges and loved to collaborate on finding solutions. It wasn’t long before I realized that I had a great friend and mentor. I trusted Pat. He was a good soul and became a trusted friend and member, not only part of the HBA family but my own family. Spring Parade Of Homes Rescheduled For June
by Krista Mund, Executive Vice President In April, the HBA of F-M board of directors approved rescheduling the Spring Parade of Homes for the first three weekends in June, with the addition of Mondays! HBA of F-M leaders are monitoring the COVID-19 situation including plans from government officials to adjust business closings/openings. Because uncertainty remains about public events, the Association will not notify the public or begin marketing of the new dates until after May 15. Parade builders will be expected to employ a safety and sanitization plan for their homes. The Parade of Homes Committee has approved changes to marketing pieces including: • A new website that will be mobile friendly, allow sort by price, city, bedrooms, bathrooms and will no longer have the consumer-sided mobile app. • Numbering homes by price, not by location, and organized by lowest to highest price. • Adding categories for homes, allowing builders to target certain audiences with their homes: smart home, green build, one-level living, multigenerational home, finished basement, unfinished basement, home owners association.

Senior Looks Beyond COVID To School At NDSCS
by Kallin Baarstad, Communications Intern One year ago, the thought of a global pandemic was never on the table. Fast forward to now: every decision considering the future is up in the air due to COVID-19. Many seniors in high school have had their spring semester stripped away from them, including multiple “lasts,” like sports seasons, final concerts, big projects, prom and, the most important of all, graduation. For Fargo North senior Nick Ill, college is a part of his future plans, but uncertainty still plays a role in the process. Ill has been attending the Herdina Construction Trades Camp since 2017, making connections with builders that he said never would have happened otherwise. This past year, he worked for Lemke Home Improvements and loved every bit of it. “The rest of the summer went by too quickly,” Ill says. “I learned so much from working there.” Ill’s passion for construction started from a young age, working and learning alongside his dad. At first it was all smaller projects, like refinishing floors and adding onto the garage. As Ill got older, he started working on bigger projects like installing railings in his grandparents’ old farmhouse.

Throughout high school, Ill took both construction and auto mechanics courses. One of his favorites was Construction II, where he and his classmates built a house throughout the semester. This fall, Ill plans to attend the North Dakota State College of Science in Wahpeton. His interest in construction lies on the premise of how diverse the industry is, and how it can adapt to a multitude of scenarios.

HBA Welcomes Staff Amid Home & Garden Show, Pandemic by Krista Mund, Executive Vice President HBA of F-M added two staff members since February: Spencer Carlson, business development coordinator, and Mark Puppe, communications and public affairs strategist.

HBA CEO Bryce Johnson laughs, “Beginning a new job usually involves some stress and nervousness. Add in the HBA’s largest event, an office building remodel and a global pandemic for a whole new level of intensity and challenge!” Carlson started in mid-February, just in time to help with the Red River Valley Home & Garden Show and then moving into new offices as the building remodel pressed forward. Puppe began in mid-March, as COVID-19 ramped up locally. “Our staff has been working remotely since March 23 and adjusting operations and meetings accordingly,” Johnson says. “It’s tough enough to start a new job and adjust to your environment and coworkers. Both Spencer and Mark have been just wonderful. They provide incredible talents and skills as we work through this new normal.”

More About Carlson
Carlson works with committee volunteers to strengthen relationships, recruit new members and retain current members. He was born and raised in Parkers Prairie, a small Minnesota town, population 991, attended North Dakota State University and graduated with a degree in management communication and a minor in psychology. In his free time, Spencer enjoys spending time with his wife, Kristen. He also likes to camp, hunt, fish, fix up his home and get together with friends. Carlson says, "Fargo-Moorhead is expanding at an exceptional rate, creating a higher demand for new builds, renovations and repairs every day. I look forward to helping the HBA grow with the community - making it an even better place to live and do business. Also, I hope to network and create new relationships with great people in the area. Through communications strategies and by working with the Public Issues Committee, Puppe will help to advance the Association’s policy interests and its prominence and influence. A 46-year-old single parent, Puppe grew up in Fargo and graduated from North Dakota State University and the University of North Dakota. He enjoys spending time with his daughter, Mari, who is a second grader at Washington Elementary. He previously worked throughout North Dakota with the Professional Insurance Agents of North Dakota and the National Federation of Independent Business. He also founded a strategic writing and communications business in 2008.
