Contact Officials Regarding Upcoming Critical Steps to Begin Diversion

Thank you to everyone who contacted Fargo commissioners regarding support for the F-M Area Diversion when we asked last month. We need to keep the messages of support for the Diversion coming. There are two critical actions coming up that involve local project sponsors including the Diversion Authority, Fargo, Moorhead and Cass County. This month, leaders will need to sign off on a Joint Powers Agreement and, in June, a Project Partnership Agreement, that are critical for federally appropriated dollars to come and for work to begin on the Diversion this fall. Now, please contact your Fargo and Cass County Commissioners and Moorhead City Council and ask them to expeditiously approve and sign both documents when they are presented. Contact information is included on page 17. Please encourage your employees to do the same. (Ask your employees if they remember sandbagging. If they live in Fargo, ask them if they know how much it will cost if/when their homes are included in the floodplain.)

Some background:

Last month, Fargo Commissioners debated the need to protect against mandatory flood insurance requirements and provide FEMA-certifiable flood protection to the 19,400 homes at risk within the city. Fargo Commissioners Tony Gehrig and Dave Piepkorn have been quoted in the media reacting to the higher estimated cost to build the F-M Area Diversion, and lower federal funding. They feel that the F-M Area Diversion is not needed due to in-town flood protection being built. Fargo’s engineers say the Diversion is the only project that can provide that protection. The need for the Diversion is there. It’s been proven over and over again. Now the discussion should focus on how to amortize the payment of it. The longer the project is delayed, the more it will cost. After three years without spring flooding, it’s easy to forget about the impact of flooding and for those who support the project to become quiet. If you have a stake in this community as a worker or property owner in Fargo, you should contact these officials and express your support for the Diversion. Her primary responsibilities include working with team members, mortgage partners, real estate professionals and customers to process and finalize mortgage applications. Home builders post strong first-quarter F-M metro permit numbers

Housing activity is off to another fast start this year, according to the HBA of F-M’s first-quarter building permit report. With 115 housing permits through the end of March, the F-M metro community encompassing Dilworth, Moorhead, Fargo and West Fargo experienced a 7 percent decrease over last year’s 124 housing permits, however last year’s stat was the most since 2004. The first quarter building permit report is included as an insert. For a more detailed analysis of the report, see the next issue of Permits Plus.

HBA of F-M Endorses Tammy Amble Linn and Tony Grindberg for Fargo City Commission by Chelsea Smith, Communications Coordinator The HBA of F-M held a candidate forum April 21 for Fargo City Commission Candidates. Ten out of the 11 candidates attended including: Tammy Amble Linn, Nealul Andrew, Mara Brust, Joe Burgum, Tony Grindberg, Matt Kuebler, Robin Nelson, John Strand, Scott Wagner and Lance Yohe. Twenty-two members listened as the candidates gave opening introductions, outlining their goals if elected to Fargo City Commission. Afterwards, members asked questions regarding the F-M area Diversion, workforce development, crime and tax incentives. Following the conclusion of the forum, the group discussed the impressive and diverse group of candidates. The candidates all shared wellthought-out ideas and had extensive backgrounds. The two candidates the HBA of F-M is supporting both provide important knowledge from previous elected seats, have strong research backgrounds and share similar goals to the HBA within workforce, flood protection and affordable homeownership. After long discussion, it was decided by the group that the HBA of F-M would support Tammy Amble Linn and Tony Grindberg for city commission. Members in attendance included directors on the HBA’s board and members of the Public Issues Committee. The HBA would like to commend the individuals running for city commission, as they made the endorsement decision difficult.

Fargo Police Clarify Rules Regarding Construction Vehicles on Roadways HBA schedules May 5 lunch session

by Krista Mund, Executive Vice President As the spring building season revs up, the HBA of F-M has been hearing from members and the Fargo Police Department regarding movement of construction vehicles on city roads and resulting citations and fines. Here are reminders on marking equipment, overdimensional rules, unsecure loads and citations/fines from Fargo Truck Regulatory Officer Matthew Moon:

Marking equipment for use on roads

Hazardous or slow-moving vehicles are defined for operation at or below a speed of 25 miles per hour. North Dakota statute (39-21-50) requires a display of a triangular slow-moving emblem or a rotating flashing amber light when moving on the road way.

Overdimensional Rules

North Dakota state law and the Fargo Overdimensional Policy states “Vehicles operated on the streets of Fargo may not exceed a total outside width, including a load thereon, of 8 feet 6 inches.” Exceptions to the overdimensional rules include: 1. Construction and building contractors’ equipment, and vehicles used to move such equipment, which does not exceed 10 feet in width when they are being moved by contractors or resident carriers. 2. The second exception applies to implements of husbandry (farming equipment). Permits to travel with overdimensional loads are available from the Fargo Engineering Department. The cost is $20 per trip or a month-long permit for $200. (Note: the HBA of F-M is currently working on a $500 yearly permit with the city of Fargo that is yet to be finalized.) Loads are required to meet all safety requirements and travel restrictions. The permit applies to the power unit, so a truck can be used to pull multiple trailers. Even when permitted, these vehicles and loads are not allowed to travel: 1. At night 2. During rush-hour times: 7:15 - 8:15 a.m., 11 a.m. - 1 p.m., and 4:30 5:45 p.m.

Unsecure Loads

Fargo Ordinance 08-0909 states “No vehicle shall be driven or moved on any street or highway unless it is so constructed or loaded as to prevent its contents from dropping, sifting, leaking or otherwise escaping therefrom. No person shall operate on any city street or highway any vehicle with any load unless the load and any covering thereon is securely fastened to prevent said covering or load from becoming loose, detached, or in any manner a hazard to other users of the street or highway.”

Citations and Fines

Fargo has several noncriminal offenses that a violator can be cited for: 08-0920 Size, weight, and load restrictions; 08-0921 Regulating movement on pavement; 08-0922 Permits required; and 08-0923 5-ton prohibited. The fines are the result of an infraction, and are not considered a criminal offense. They range from $100 $1,000 and, no matter what, you must appear in court. The HBA of F-M has scheduled a lunch session with Moon to share information with contractors. He is also available to visit contractors’ spring start-up meetings and educate contractors on these regulations. He will even weigh trucks with different loads, creating permits for future reference. Fargo’s Overdimensional Vehicle Policy can be found at www.fargotruckroutes.com. Fargo Police Department Safety Message

by Lt. William Ahlfeldt #220 It is that time of year again in which construction goes into full swing in the Fargo-Moorhead area. That being said it is also that time of year when criminals, intent on stealing tools and other equipment from the same construction site begins. I have asked officers within the western half of the city of Fargo to increase their patrol in construction areas, and stop in more frequently to construction sites. This is not to “check up” on people working within the sites, but to spread a crime prevention message and to allow for an open dialogue between you and the police department. Aside from the usual crime prevention techniques (lock up items of value and lock trailers with disk locks), the police department is asking you report any suspicious people or activity in your site areas. Pay attention to what suspicious people are wearing, what they drive and what their license plate is. Even partial plates are better than none at all. Strategic Plan Update The HBA of F-M is three years

into our current strategic plan and we’re making some great progress. We have a few updates on the strategic plan and would like to share: • We launched a new mobile app for the Home & Garden Show, Gary Orth, Cornerstone Specialties, Plan Monitor and a new website and mobile app for the Spring Parade of Homes to help guide consumers coming to our events. • 2016 marks the HBA’s 60th anniversary. We have seen an increase in member attendance to our Member Meetings to celebrate. • In order to foster a more welcoming culture to members, we have changed up the format of our Member Meetings to be more interactive and social. • The workforce development taskforce has been reinstated and are looking at ways to promote the industry to youth in our community. • More marketing opportunities are now available to members with new website, www.hbafm.com, a variety of sponsorships at our events and we added a newer platform to advertise with a specific message/target audience through the Permits Plus publication. • We have seen a number of new committee members, new Parade builders and members attend a Member Meeting for the first time, which shows an increase in member engagement. • The Membership Committee is focusing on increasing member retention and recruitment of current and potential new members by planning events that offer more engagement opportunities. They are hosting the second Hard Hat Happy Hour May 19 for the membership. • The health plan was promoted to members by including a brochure in all of the World of Thanks packets and given to all new members at their new member orientations.

Special Taxing Districts for North Dakota?

During the 2015 North Dakota legislative session, SB 2375 was introduced that would have allowed the establishment of a special taxing district (“Special District”) called a community facilities district that would have had the ability to finance the construction of public infrastructure improvements necessary to serve new growth. While SB 2375 did not pass, the need for additional infrastructure financing tools remains. Below is a condensed summary of Special Districts to reengage industry leaders in the discussion of whether there is a role for Special Districts in the financing of public infrastructure in North Dakota.

A Better Way to Finance Public Improvements

Special District financing involves the issuance of tax-exempt bonds to finance public improvements within a specified geographical area, or district. Districts may construct public improvements and/or acquire public improvements that have been constructed by the developer through bond proceeds. The bonds are repaid from the special assessments, and/ or an ad valorem property tax imposed on the land within the district. Property owners in the district thus finance the improvements without any city-wide taxpayer subsidy. Commonly, most Special Districts are allowed to finance public water and sewer systems, public roadways and other transportation improvements, drainage projects, public parking, public safety as well as public parks and recreational facilities. Various states currently use Special Districts including Arizona, California, Colorado, Florida, Idaho, Nevada, and Texas. The use of Special District financing creates a “win-win-win” scenario for the development community and jurisdiction alike. Some notable points include:

Private Sector Benefits

• Non-Recourse, long-term 100 percent financing at tax exempt interest rates. • The use of Special District financing allows the developer to efficiently advance the construction of facilities by providing upfront financing.

Public Sector Benefits

• “Growth Pays for Growth” while preserving the jurisdiction’s debt capacity. • Special districts are separate from the jurisdiction in which they were created, effectively keeping the district’s improvements “off the balance sheet”. • The use of Special Districts may assist the jurisdiction in accomplishing its public purpose objectives. • Hundreds of these districts were in place during the last recession and not a single one failed.

Primary Vote

Next month, you will have the opportunity to vote in North Dakota. Tuesday, June 14, is primary election day. Have you ever taken the time to vote in the primary election? Historically, it is one of the lowest voter turnouts for an election time, but it is just as important to vote in the primaries as it is to vote in the general election in November. It is the time to have your voice heard and help decide who will be the candidates on the November ballot. In the early twentieth century, there was a movement to give more power to citizens in the selection of the candidates for the party’s nomination. The primary election developed from this reform movement. In a primary election, voters (North Dakota is the only state that does not require voter registration) may participate in choosing the candidate for the party’s nomination by voting through a secret ballot, as in a general election. In North Dakota, not only do we not have voter registration, but we have a closed primary in which you can only vote for one party. You cannot vote for one Democratic candidate and then vote for a Republican candidate. You can, however, skip voting for a certain candidate if you so choose. This is different from the general election where you can vote across party lines. It is still important to take time to vote because some races within the same party might have a contested race. Aside from statewide candidates, there will be city council seats, city commission seats, park board seats, etc. that will be included on the ballot along with ordinances and laws. While the primary is held on Tuesday, June 14, this year, some cities may offer in-person early voting opportunities and/or absentee voting or vote by mail. Regardless of how you choose to vote, ID is required for voting in North Dakota. You will need an ID that shows your name, current residential street address and date of birth. Some valid forms include current driver’s license or non-driver’s identification card, tribal government issued identification or long-term care certificate. Voting absentee or by mail requires a North Dakota form of identification listed above, a passport or military ID. To learn more about voting in North Dakota or to educate yourself on what and who will be on the June and November ballots, visit www.sos.nd.gov. Share Your Voice

As members of the National Association of Home Builders, we build communities. Every year, the National Association of Home Builders’ members construct about 80 percent of the new homes built in the United Sates. As associations, we work to ensure that housing is a national, state and local priority and that all Americans have access to safe, decent and affordable housing, whether they choose to buy a home or rent. This goal is increasingly difficult in today’s contentious and unsettled political and financial environment, one in which the concept of homeownership as a national, state or local priority is very much under attack. The laws and regulations all forms of government are pressing forward are on a course that will affect the housing market. These laws and regulations will drive housing costs up and take more homeowners off the market because the costs no longer make it affordable for them. In 2015, NAHB, NDAB, and your local HBA all advocated on your behalf. They fought many of these laws and regulations that were being forced on us. Our advocacy victories and other services will save home builders about $5,700 for a typical housing start. That is a big number and a tangible sign of the value the 3-in-1 membership delivers for its members. NAHB, NDAB, and your local association will continue to fight for you, but we need your help. We need for you to help get our voices heard. The next two-four years will bring many challenges in new laws and regulations that will drive the cost of homeownership up. We need to make sure our elected officials understand the importance of safe, decent and affordable housing. With many national, state and local officials being elected in the next seven months, we need to talk housing. Our goal must be to have housing-friendly elected officials. Critical Path of Diversion Project Approvals

The U.S. Army Corps of Engineers Fiscal Year 2016 Work Plan included federal appropriations for construction for the F-M Area Diversion. The Diversion is one of six new starts selected, and only one of 11 new starts in the last six years. To begin construction, a Project Partnership Agreement (PPA) is needed between local sponsors (Diversion Authority, Moorhead and Fargo) and the Corps. A PPA must be executed before Aug. 31 or the “new start” is sacrificed. Before signing a PPA the Diversion Authority and its member entities (Cass County Commission, Fargo Commission, Moorhead Council, Clay County Commission, Cass County Water Resources, Buffalo Red River Watershed District) need to approve a new Joint Powers Agreement (JPA).

Talking points

• Without the protection of the Diversion, 20,000 home owners in Fargo-Moorhead will see incredibly high increases in flood insurance premiums in as little as four years. This includes 800 homes in Moorhead. • Currently, flood insurance premiums in certain areas of Fargo range from $2,000 to $5,000. • This is as much as $40-$100 million in annual premiums leaving the local F-M economy if/when FEMA remaps. Should we invest in insurance or invest in protecting our community? • Both Fargo City Engineers Mark Bittner and April Walker said at the April 11 Fargo City Commission meeting that the F-M Diversion is the only plan that removes the 19,400 homes at risk in Fargo from the 41’ floodplain. • While the in-town protection may guard against some flooding, the levees cannot be built high enough to be certified by FEMA, and that cannot be done without building a huge lake immediately adjacent to city limits, which Fargo engineers have called unfeasible. • The citizens of Fargo and Cass County have supported taxing themselves for permanent flood protection and funding the Diversion through the two half-cent sales taxes that passed.

Marvin Windows and Doors is one of those stories the Midwest can take pride in. The company that became Marvin Windows and Doors began when founder, Bill Marvin, realized that making windows would create jobs and keep returning servicemen in Warroad, Minn. after the end of World War II. Since then, the company has grown to employ over 5,000 people with 12 factories across the United States with national and international distribution of their products. With consumers’ preferences always changing, Erickson is excited about what is trending in the market right now. “I am very fotrunate to work for a company that works hard at staying ahead of market changes and consumer demands. It’s by far one of the biggest challenges, but one that we as a company tend to excel at,” he says. Contemporary design is one of the fast-moving changes in the market and Marvin has responded. Marvin has responded with several new wood species that will accommodate a number of stain colors for the interior finish. MARKS HISTORY BY SELLING LAST LOT by Sami Eidenschink, Membership & Marketing Coordinator From farmland to bustling businesses, gravel roads to bike paths, Osgood has served as a starting point for the boom of south Fargo. Since 2003, the original three-part community has grown to include nine additions. What was once jokingly considered “the middle of nowhere” by suburban Fargoans is now the hub of lake-front properties, parks, ponds, golfcourse views and commercial opportunities. When considering how to initiate the project, Kevin Christianson, president of Property Resources Group, wanted to “bring back some of the history of the area and do something unique.” After researching the history of the land on what is now Osgood, he learned that a town had previously existed between Fargo and Horace. Originally called Garfield, the town was later changed in 1899 to honor George S. Osgood who was a pioneer, settling the land in 1878. The village grew to approximately 30 residents in 1900 and included a railroad station, post office, general store and school. With modest beginnings, Osgood has flourished into a community comprised of schools, homes, retail and commercial space spanning from 40th Avenue to 52nd Avenue and 45th Street to the Sheyenne River. With the support of residents excited to explore opportunities in Osgood, the spirit of those early pioneers lives on. On March 30, 2016, Property Resources Group closed on the 1,057 lot, marking the conclusion of Osgood’s expansion.

Ample Ammunition There exists concern among many that, should another recession come soon, the

government will have few, if any, tools to bring the economy back towards growth and prosperity because interest rates are already near rock bottom. As a result, it is feared that our economy could quite possibly remain in the doldrums for some time. Fortunately, this is simply not true. There remain numerous tools at the disposal of the Fed and of the Congress. Below are some ideas that are surely being considered should more intervention become necessary. To begin, the central bank could once again ramp up its purchases of Treasuries and mortgage-backed securities (MBS) through another round of quantitative easing. But rather than sticking to just Treasuries and MBS, this time the Fed could buy a much broader range of assets, including high-yield bonds, stocks, and even real estate to get asset prices up and markets out of the doldrums. Another step the Fed could take is to push interest rates into negative territory, meaning it would start charging, yes charging, banks to keep money on deposit rather than paying them the current rate of 0.5 percent. While this seems preposterous, at present, central banks in Denmark, Japan, Sweden and Switzerland, along with the European Central Bank are doing precisely this. The aim would be to encourage banks to lend by penalizing them to hold cash. In a similar vein, the Fed could alternatively pay banks to lend money to borrowers. This policy is less harmful than using negative interest rates, as it does not reduce bank profits nor does it encourage banks to charge their depositors to keep deposits on hand to recoup the money paid to the Fed. Paying banks is akin to using a carrot, lower rates; a stick. In addition to the above, the Fed could also promise to keep mortgage rates at or below a certain level for an extended period of time with the explicit aim being to boost lending activity by enabling more people to qualify for a mortgage. This would boost home sales and residential construction activity. Another way to boost spending and inflation is for the government to announce a tax cut and issue bonds to finance it. But, rather than selling the bonds to private investors (which takes money out of circulation), the Fed would buy the bonds. This “Helicopter money” (HM) named in honor of Milton Friedman and which fuses fiscal and monetary policy, is as close as you can get to raining cash from the clear blue sky like manna down on households. While HM is not to be rushed into, in a deep recession or global crisis, it might well make sense. And, if it were coordinated by a group of rich countries, all the better. Lastly, the Congress could surprise us and use fiscal policy and pass structural reforms. Fiscal policy such as large tax cuts or spending on large infrastructure projects would give private sector firms more confidence about future demand and thus make a recovery more likely. Structural reforms could include tax reform and increased deregulation. In short, the government is far from being out of policies that could be employed to jump-start the economy in the event of a recession in the near future. While some policies will undoubtedly work better than others, the key will be to implement a number of them at once. 24

March 15, 2016 Family Finances

Household liabilities peaked in Q3/2008 at $14.3 trillion. They then declined, bottoming at $13.3 trillion in Q3/2012. They have steadily risen since and are now $14.2 trillion. As a percentage of GDP, household liabilities peaked at 98.2 percent of GDP in Q2/2009 and have steadily fallen and are now just 79.5 percent of GDP. Better yet, household net worth is now at a record $86.8 trillion. Household balance sheets are looking good.

March 16, 2016 Rate Retrenchment

Earlier today, the Fed announced, unsurprisingly, that it wasn’t raising short-term rates. What was mildly surprising is that despite pretty decent domestic growth, the Fed now expects to raise rates by just half a percentage point in 2016. In December, they anticipated raising rates by twice as much. Why the change? Weak global growth and heightened financial-market volatility. An April rate rise is exceptionally unlikely, June is altogether another story.

March 17, 2016 Fiscal Failure

Despite low interest rates, the medium-term fiscal outlook is deteriorating. Last year debt-to-GDP in 2025 was projected to be 81 percent, it’s now 91 percent, up from 75.6 percent today. This is because realistically, revenues are expected to remain flat while spending rises by 3 percentage points of GDP. Specifically, entitlements will grow www.hbafm.com


by 1.7 percentage points, net interest costs by 1.9, while discretionary spending falls by 0.6 of a percentage point. Unsustainable.

March 21, 2016 Few Fired

This past week, for the 54th week in a row, fewer than 300,000 persons sought new unemployment benefits, the best such streak since the 17-month period ending 1/5/1974! The current streak just surpassed the 50 week dotcom sub 300,000 streak ending 7/29/2000. Of course, in 1974 the number of working Americans was just 78.1 million while in 2000 it was 132.2 million. Today’s it’s 143.6. A healthy labor market.

March 22, 2016 Record Recoveries

Since the end of WWII, the average recession has lasted 11.1 months and the average recovery, 58.4 months. The Great Recession was 18 months, the longest recession since 1929. The recovery, now in its 81st month, is the 4th longest recovery since recording began in 1854. The longest recovery ever, 120 months! Interestingly, the current bull market is 84 months long, making it the third longest bull market in history.

March 23, 2016 Mortgage Money

Mortgage equity withdrawal as a percentage of disposable personal income peaked at 6 percent in 1985. It then steadily declined, bottoming out at 0 percent in 1994. It then reversed direction, peaking at 9 percent during the three years ending June 2006, an annual amount equal to $900 billion! It then went into freefall, bottoming at -8 percent in late 2010. It’s been rising quite steadily since and is again roughly 0 percent of DPI.

March 24, 2016 Financial Fix

Financial conditions are much better than they were just weeks ago. Equities are up, yield spreads are down, the dollar has weakened and the VIX or “fear gauge” is at its lowest level since August. Risk is suddenly appealing. Should the Fed now raise rates? No, things are better because the Fed doesn’t plan to raise rates much this year. A sudden change in plan will undo the recent improvements.

March 28, 2016 Grudging Growth

Q4/2015 GDP growth was recently revised up to 1.4 percent. The data continue to show an economy being driven primarily by consumer spending on services and secondarily by housing. It’s being held back by business investment, manufacturing, energy, bloated inventories and exports. Business profits continue to shrink but employee compensation was 53.6 percent of GDP in Q4, up from 52.8 percent a year earlier. Q1/2016 GDP growth looks very weak at 1 percent.

March 29, 2016 Fed Financing

The unambiguous upside to quantitative easing is that in 2015, the Fed sent $97.8 billion in profits to the Treasury, surpassing last year’s record of $96.9 billion. These remittances have grown as the Fed’s portfolio of Treasuries and mortgage-backed securities has grown from $1 trillion, before the financial crisis, to $4.5 trillion today. These payments will shrink as the Fed raises short-term rates and eventually shrinks its portfolio.

March 30, 2016 Diminished Domiciles

While inventory of homes is low, commonly used measures such as months of inventory or number of units for sale, severely underestimate the shortage. The number of units for sale divided by the number of households has been flat at 1.7 percent since early 2013, its lowest level ever! During the housing boom it was as high as 3.5 percent. Worse, 1.7 percent is an underestimate as household growth is substantially below trend.

April 4, 2016 Lotsa Labor

Friday’s jobs report showed a solid gain of 215,000 jobs. That said, the unemployment rate ticked up from 4.9 percent to 5 percent because the labor force grew by an even larger 396,000 persons! As a result, the labor force participation rate rose by another 0.1 percent to 63 percent, its best level since 3/2014 and up from a trough of 62.4 percent in 9/2015, a huge increase. Wages rose a nice 2.3 percent Y-o-Y.

April 6, 2016 Poor Profits

While the sagging stock market is the result of many factors, corporate profits haven’t helped. In Q4, depending on how measured, corporate profits declined between 3.6 percent and 15 percent, and in 2015 they ranged from up 3.3 percent to down 5.1 percent. Using the most common definition, corporate profits grew 0.1 percent in 2014 and 0.6 percent in 2013. These flat profits strongly discourage corporate investment in plant and equipment hurting, GDP, wages and productivity.

Q3 consumer delinquencies rose from a record low of 1.36 percent in Q2 to 1.41 percent. These levels are substantially below the 15-year average of 2.25 percent, a level last seen roughly four years ago. Mobile home loans have the highest delinquency rate at 3.59 percent, followed by home equity lines of credit at 2.91 percent. At the other end, auto loans enjoy the lowest delinquency rate at 0.74 percent, followed by RV loans at 0.95 percent.

Fish Fry Success

The 53rd Annual Fish Fry was a great success! Home Builders Care partnered with the Fargo Motor Patrol to put on a fun, family-friendly event March 18. When the doors opened at 5:30 p.m. there was already a large group of people waiting to get in! The line for food wrapped around the Civic Center Auditorium for most of the night. Attendees had the chance to win bacon and steaks during our raffles which were very popular. There was also a wheelbarrow raffle with delicious beverages available and many tried their luck to win one of them. Kids had a great time with facepainting, bean bag toss, hula hoops and coloring. The free photo booth with props was also a big hit, with many kids getting numerous pictures of themselves. The live auction was a lively time as well. Trautman Auction Services always does a nice job and people were very generous. It is always fun to see people compete to buy items. The Fish Fry event has become a great fundraiser for Home Builders Care, helping to support students through scholarships and skill-training and projects like ramp builds and house projects. The Fish Fry made over $5,000 for Home Builders Care this year! Fish Fry by the numbers: • 8 people skinned fish over 4 hours • 60 pounds of bacon and 60 steaks were raffled • 370 pounds of ocean perch cooked and served • 590 people attended • 600 pounds of potatoes • 1,034 tickets sold An upcoming project of Home Builders Care and the HBA of F-M is to work with Homes For Our Troops to build a home for a veteran of the armed services in Moorhead. Homes For Our Troops is a privatelyfunded nonprofit organization building specially adapted, mortgage-free homes nationwide for the most severely injured veterans from Iraq and Afghanistan. Most of these veterans have sustained injuries including multiple limb amputations, partial or full paralysis, and/or severe traumatic brain injury. These homes restore some of the freedom and independence these veterans sacrificed while defending our country, and enable them to focus on their family, recovery, and rebuilding their lives. Since its inception in 2004, nearly 90 cents of every dollar donated to Homes For Our Troops has gone directly to its program services for Veterans. Home Builders Care Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization.

It was established with funds donated by HBA members, fundraising events and the HBA itself. NAWIC partners with Girl Scouts! by Amy Berg, CBT, CIT Chapter President In recognition of Women in Construction Week and Girl Scout Week, the Fargo-Moorhead chapter of the National Association of Women in Construction partnered with the Girl Scouts Dakota Horizon Service Unit Moorhead-Sabin to sponsor the NAWIC Education Foundation (NEF) Block Kids Building competition March 12. The competition was created by NEF to introduce youth in grades K-6 to the construction industry in an effort to create an awareness of, and to promote an interest in, future careers in the industry. Each participant receives 100 building blocks to complete their project and can use up to three additional items including a small rock, string, foil, or poster board, and they have up to one hour to complete a project of their choice, provided it is related to the construction industry in some way. Examples include buildings, construction equipment and bridges.

#246 Corner The local winner received a $50 cash prize and a set of building blocks. Their entry will then be sent to the regional competition and eight regional winners proceed to the national competition. This year’s winner was Keira Paulson, a 5th grade student at S. G. Reinertson Elementary, Moorhead. Although we had a small turn out, those who participated were very excited and plans are in the works to partner with the Girl Scouts to hold the competition this fall but open it up to more of the service units in the Dakota Horizon Council.
