This easy-to-use handbook from the National Association of Home Builders contains the complete English and Spanish text side-byside to facilitate straight-forward communication. It provides an overview of the key safety issues residential builders and workers need to focus on to reduce accidents and injuries, and includes updated information on fall protection. This handbook is available free for HBA of F-M members’ use by

HBA of F-M member companies are eligible for The Village Employee Assistance Program at reduced rates. It offers professional, confidential guidance for relationship issues, emotional health, drug and alcohol problems, workplace concerns, financial counseling and legal counseling. Your HBA tracks its members who pay dues before the month of renewal. These members go into a drawing for a free year of dues. For example, if your membership is paid through Dec. 31, 2014, you would need to pay your dues before Dec. 1, 2014, to be entered. Dues and tax information
2014 dues payments to the HBA of F-M are not deductible as charitable contributions for federal income tax purposes. However, dues payments may be deductible as ordinary and necessary business expenses, subject to exclusion for lobbying activity. Since a portion of member dues is used for lobbying by the National Association of Home Builders, North Dakota Association of Builders and HBA of F-M, the following portion is not deductible for income tax purposes: • Builders and Associates: 17.45 percent of the total dues or $78.53. • Remodelers Council: 15.83 percent of the total dues or $11.08. • Affiliates: 19.29 percent of the total dues or $5.79.

HBA of F-M President’s Message Election day is almost here: Voice your vote, cultivate relationships now
Nov. 4 is Election Day. Your HBA of F-M has been very active in meeting the candidates running for local state Carlita Dietz House and Senate seats for North Jay Dietz Dakota and Minnesota. We hosted two Construction, Inc. legislative panel lunches in September and a legislative social last month. These opportunities are incredibly helpful for our leadership to meet current legislators and those running for office, to learn about their passions and to ask questions. Of course, getting to know them also helps to determine support through NDAB-PAC and BUILD-PAC. Thank you to all who took part in these events. We look forward to the 2015 legislative sessions and working closely with our local representatives. I encourage you to foster to connections with these leaders. We hear from them repeatedly how helpful our relationships are when issues arise affecting our industry. When they know you, and have had one-on-one conversations with you, the information you provide to them means more. A prime example is when we took bus loads of members to the 2013 North Dakota legislative session to talk with legislators as they dealt with funding issues for flood protection for the area. Your presence, as business owners and community leaders, made a major impact on the lawmakers in Bismarck. If you are unsure how to connect with your legislators, let us know. Your HBA has taken a firm stance on North Dakota Measures 2 and 5, which will appear on the Nov. 4 ballot. As you have read the past few months, we support Measure 2 and oppose Measure 5. Measure 2, if passed, will prohibit the state of North Dakota or any political subdivision of the state from imposing any mortgage taxes or any sales or transfer taxes on the mortgage or transfer of residential, commercial or agricultural property. Vote YES.

Measure 5 aims to create a massive conservation fund from 5 percent of the oil extraction tax revenue receiving more than $300 million by the end of the 2015-2017 biennium. As it stands, there is not a clear plan for how the $3 million per week would be spent, however, it would be constitutionally mandated that 75 percent of that fund needs to be spent every year for the next 25 years. Vote NO.

The HBA of F-M’s third quarter building permit report is included as an insert in this issue and there is an article deconstructing the report on page 11. You will see, the F-M area continues to experience a busy industry. Construction values are breaking records. As long as the weather holds, I’m sure we will continue to see high activity!
November is Spike Appreciation Month
Spikes hold our Association together. Just like nails make a home sturdy, Spikes fasten the Association together and are membership champions. HBA members earn Spike credits for member recruitment and retention. Those in the Spike Club earn recognition at certain levels of credit accumulation and other perks. Spike credits are given to recognize members that help recruit and retain members for the HBA of F-M. Each new member recruited is worth one Spike credit. New Affiliates and Remodelers Council members are worth one-half credit. The Membership Committee makes calls to all members four months before renewal. When a company renews, the committee member who contacted them gets one-half retention credit. This year’s awards were presented at the October Awards Gala: • Top New Spike was presented to Aubrey Costello, Showplace Kitchens. Builder and Associate of the year awards are given to recognize HBA of F-M members who have gone above and beyond the call of duty for the Association, the industry and the community. The award is based on member involvement/industry promotion, civic activities, professional accomplishments and local, state and national Association activities. HBA of F-M winners for the 2014 award are Carlita
Dietz, Jay Dietz Construction, Inc., and Robin Swanson, Superior Insurance, Inc. Both the Builder and Associate awards were chosen by a committee consisting of past winners, HBA Executive Committee members and HBA staff. A nomination form was inserted in the Plains Builder last summer seeking candidates. The HBA hopes members will aspire to win these awards. Each local association in North Dakota nominates a Builder and Associate for these awards and those winners are recognized at the North Dakota Association of Builders’ competition at its annual meeting Nov. 14 in Grand Forks. Congratulations to everyone who was nominated!

Don Dabbert, Jr., owns Dabbert Custom Homes and serves on the HBA board of directors as a National Association of Home Builders Life Director. He is also active on the Public Issues Committee and is an NAHB BUILD-PAC trustee for the North Dakota Association of Builders. Dabbert is a Gold Key contributor to PAC, past HBA president and past winner of the local Builder of the Year award in 2000 and 2003. In 2003, he went on to win the NDAB Builder of the Year award as well. Dabbert’s homes have won Parade of Homes Best of Show awards several times. He is very active legislatively, serving on the NDAB Government Affairs Committee and testifying as needed at the capitol in Bismarck.
Don Dabbert, Jr., Dabbert Custom Homes Clay Dietrich owns Dietrich Homes, Inc., and currently serves as president-elect on the HBA’s board of directors. He is also a member of the Parade of Homes Committee and Public Issues Committee. Dietrich is a Gold Key contributor to PAC and holds the Certified Graduate Builder designation through the National Association of Home Builders. He has volunteered for many legislative and regulatory issues over the years, most recently serving on a task force with the Builders Association of Minnesota to fight a mandate for fire sprinklers in the building code.
Clay Dietrich, Dietrich Homes, Inc. Jason Eid is president of Eid-Co Buildings, Inc. He has been involved with the HBA since the mid1990s and is a past HBA president. He has served on the New Member Development Committee, Education Committee and currently sits on the Public Issues Committee and Health Plan Management Committee. He is active at the state and national levels with NDAB and NAHB as a director on their boards. Eid is a Gold Key PAC contributor, and he has been very involved with government affairs over the years on issues such as storm water, the two-year tax exemption, building code changes and zoning changes. The task forces he has served on over the years are too many to list.

Associate of t he Year Nominees Dan Beecher is president of Foam Doctor’s LLC in Fargo. He is past chair of the Remodelers Council, and has been a member of the group for five years. He joined the HBA in 1991. Over the years, Beecher has volunteered for wheelchair ramp projects. He donated spray foam for both of the HBA’s Home Builders Care Builds with Habitat. Beecher demonstrates insulation techniques to high school students at the Herdina Academy for the Construction Trades every year, and is always a popular presenter. He also volunteered his tailgating grill and talents for this year’s Remodelers Council picnic, the August Family Picnic and Muddy Boots Builder Picnic.
Dan Beecher, Foam Doctor’s, LLC Monica Hart owns Monica Hart Interior Design, Inc. After opening her doors in 2008, one of the first things she did was join the HBA. She has been a Parade of Homes Committee member since 2004, serving as chair two consecutive years. Hart also served on a task force to evaluate the Parade of Homes Horizon Awards and volunteered to speak on legislative issues affecting our industry. She is a past HBA Extra Mile Award winner, regularly attends Membership Meetings and was previously a table sponsor. She also volunteered to host the first-ever “featured remodel project” on this year’s Remodeled Home Tour which raised nearly $3,000 for Home Builders Care Foundation.
Monica Hart, Monica Hart Interior Design, Inc. Patti Helm is associate vice president of mortgage lending at First International Bank & Trust Southwest. She served on the HBA’s Events Committee, she currently serves on the Home Builders Care Foundation board of trustees and is a past contributer to BUILD-PAC and regularly volunteers for and attends events like the Red River Valley Home & Garden Show, Parade of Homes, Golf Outing and member meetings. She serves as a board member for the North Dakota Banking Committee for small town banking and is active in the F-M Area Association of Realtors. Helm also enjoys being active in area schools to talk to students about the banking industry.
Patti Helm, First International Bank & Trust John Koerselman owns Red River Drywall & Painting Services, Inc. He became active with the HBA in 2004 through the Golf Outing and then joined the Public Issues Committee, serving as chair in 2011. He currently serves as secretary on the HBA board of directors and has been active in the Association’s governmental affairs, participating in many legislative activities this year. He is Gold Key contributor to PAC, and chairs the local PAC Committee. Koerselman has been a long-term sponsor of member meetings and the Golf Outing. He has also supported the Construction Trades Academy and donated time and material for the RENEW house. He previously won Associate of the Year in 2011, and went on to win the state award as well.
John Koerselman, Red River Drywall & Painting Services, Inc. Paul Krabbenhoft is with Coldwell Banker First Realty and has been a real estate agent for 24 years. He’s been with Coldwell for the past seven years. He was elected to the HBA of F-M’s board of directors in 2011, and has been active on HBA committees for several years. Krabbenhoft is a planning commissioner for the city of Moorhead and Clay County. Currently, he serves on the HBA’s Public Issues Committee, participating as needed with legislative and advocacy efforts for both North Dakota and Minnesota. Krabbenhoft was very active in participating in the HBA’s legislative activities in 2013 involving funding for permanent flood protection. He also attended the Builders Association of Minnesota’s member legislative activities at the capitol this year.

Kochmann Brothers Homes, Inc., wins local BEAM award second time by Krista Mund, Communications Manager
BEAM stands for Builders Engaging Associate Members. The award was created in 2011 by NAHB to recognize Builder members who exemplify the motto “it’s good business to do business with a member.” It is designed to encourage Builder members to use the goods and services offered by other member companies and to recognize the one Builder who exemplifies this vitally important teamwork. Kochmann Brothers Homes, Inc., has won the award for the second year in a row, and was recognized at the Awards Gala and Annual Meeting Oct. 30. Last year, they also received the state award from the North Dakota Association of Builders. Kochmann Brothers Homes will be considered once again for this year’s state award. Bob Kochmann says, “Our company is only as good as our trade contractors and suppliers. Brothers Bob and Paul Kochmann have been members of the HBA of F-M for over 30 years. Darrick Guthmiller became involved with the company in 1997 and is now part owner. The company is a custom home building and remodeling company serving the F-M area and lakes country. Bob says, “My brother and I saw the value of having a network of building industry partners, and the Association offers many pertinent education classes to keep us at the forefront in regulatory, code and general building practice changes. Personally, I never completed a formal education, so that benefit was incredibly valuable.” About 95 percent of Kochmann Brothers’ trade contractors and suppliers are members. Promoting membership has always been important. Paul served on the Membership and Retention Committees for many years, Guthmiller continues to be active on that committee, Bob currently serves on the Public Issues Committee and on the Home Builders Care Foundation board. Guthmiller was the HBA’s president last year and was the HBA’s 2013 Builder of the Year. Paul and Bob were local and state presidents and are past Builders of the Year. Amundson wins 2014 Extra Mile Award by Krista Mund, Communications Manager
The HBA of F-M presented the Extra Mile Award to Josh Amundson, president of FM Home & Patio, Inc., at its Awards Gala and Annual Meeting Oct. 30. Josh Amundson FM Home & Patio, Inc. He was chosen because of his volunteerism and willingness to work behind-the-scenes to assist the HBA staff in making events run smoothly. FM Home & Patio, Inc., has been a member of the HBA for four years. Amundson says he joined the HBA “to have the opportunity to grow my company by learning from other seasonal businesses.” Amundson exhibits in the Home & Garden Show and joined the Events Committee this year. He has been extremely helpful with some of the less-glamorous volunteer opportunities and is always willing to answer the call when HBA staff asks for help. Earlier this year, he delivered over 1,700 development maps to 35 companies across the community and has picked up and delivered magazine stands to several locations for the HBA’s public events. He also volunteered to assist with traffic control for the featured remodel project during the Remodeled Home Tour weekend. Amundson also regularly attends the HBA’s Minnesota contractor continuing education classes, is a past advertiser in the Plains Builder, and sponsored the Golf Outing this year. Amundson began building decks with his father in the early 1990s and started his own business in 2003. Public Issues Report of Area Affairs F-M area construction permit values exceed records Housing starts at second-highest level through third quarter since 2006

At almost $907 million, the HBA of F-M’s 2014 thirdquarter building permit report for the Fargo-Moorhead metro area shows the highest overall permit values ever. This total is up over $383 million from last year and is nearly double that of the five-year average for construction activity through third quarter. Total permits and values include housing, multifamily, new commercial, residential and commercial remodeling, public, and miscellaneous categories. Notably higher permit activity appears in the multi-family, row/townhouse and newcommercial categories. Total housing starts and valuation remain on par with third quarter last year, and have posted the second-highest level since 2006. For the F-M area as a whole, housing permits are down by 42 compared to third quarter last year, while row/townhouse and multi-family construction have a record number of units. Row/town-house construction has more than doubled in units, and valuation has risen from $7 million to just under $18 million. Multi-family valuation has also seen a significant increase, up nearly $50 million. Though there were only nine more commercial construction permits taken out this year compared to 2013, the valuation of those permits has risen 150 percent, or by $168 million. The Moorhead community has continued to see unprecedented growth since the recession, with singlefamily permits nearly doubled compared to this time last year. Moorhead experienced construction of its first row/town-houses since 2011, with those 24 units adding $3.2 million to the overall valuation of construction in Moorhead. Overall housing numbers in Moorhead are up 49 percent and valuation is up over $11 million compared to third quarter last year. At 20 permits, total housing starts in Dilworth are down

a bit from last year, but remain higher than the five-year average. The value of new-commercial construction has doubled from third quarter 2013. Overall, total building is down in Dilworth, however valuation has nearly doubled. In Fargo, total housing starts are down from third quarter 2013, and are hovering right around the five-year average of 314. Multi-family building construction continues to be strong, up 480 units with an 84 percent increase in valuation. New-commercial construction permit numbers are up by only four, however valuation of those projects has skyrocketed from $51.4 million to nearly $218 million. The building outlook remains strong in Fargo, with total permit numbers down just slightly, and valuation up 124 percent, or $350 million. West Fargo’s total housing starts are up from third quarter last year in both permit numbers and valuation. Though singlefamily housing is down, twin-home and town-home construction saw significant increases. Multi-family housing construction values are up by over $11 million compared to this time last year. Overall building in West Fargo is strong, with a big bump in number of permits and a 30 percent increase in valuation. HBA of F-M President Carlita Dietz, Jay Dietz Construction, Inc., says “The F-M community continues to see steady growth in total housing numbers and valuation. We continue to be restricted by the lack of permanent flood protection for the area, but we thank our elected officials who are working to make this a reality. Our builders have seen a busy summer, after a rainy spring, trying to keep up with the high demand for housing in a community with a growing population. We’re hoping for a late freeze so we can continue to get foundations poured and houses up.” Each quarter, the HBA contracts with Fiebiger, Swanson, West & Co. to compile the building permits from Dilworth, Fargo, Moorhead and West Fargo into a uniform report for the industry’s and media’s use. It includes summaries for each city, types of construction, valuations and comparisons to the past four years, as well as comparisons to five-year and 20-year averages.

News from the North Dakota Association of Builders EPA proposes Annual Meeting November is a big month for the regulations North Dakota Association of Builders. On March 25, 2014, the Environmental Protection Agency and the U.S. Army Corps of Engineers Ken Callahan released a proposed rule including broad NDAB President, new definitions of the scope of “waters Montana-Dakota Utilities, Co. of the United States” that fall under the Williston, N.D. Clean Water Act (CWA). This expansion of the EPA’s regulatory authority would have significant economic impacts for property owners who would face new federal permits, compliance costs and threats of fines. There is a concern across many industry sectors from agriculture to manufacturing regarding the change in definition. The agencies’ proposed rule significantly changes and expands what features are protected under the CWA and makes substantial additions, such as a first time inclusion of ditches, mudflats, prairie potholes and other water features that may flow, if at all, only after a heavy rainfall. Further, this proposed rule would run in opposition of recent Supreme Court decisions, as well as ignore congressional intent under the CWA. National Association of Home Builders members are strong stewards of the environment, yet we are also firm believers in maintaining the proper rulemaking process. The agencies have not yet completed the report that is to serve as the scientific basis for the rule and have also failed to assess the impacts this rule will have on small businesses, as required by the Regulatory Flexibility Act. As a result, the agencies have not fully considered the economic consequences of their actions and should not be allowed to implement the largest expansion of CWA authority. We believe that only Congress reserves the authority to make such sweeping changes. For home builders, this proposed rule would dramatically increase the cost and time needed to obtain a wetlands permit prior to home construction. The costs of this rule will increase the price of a home and even moderate increases can have a significant impact on housing affordability. Many American families will be susceptible to being priced out of the housing market if this rule is finalized. It is essential to ensure that the housing recovery is not further impeded. The North Dakota Association of Builders’goal this fall is to educate our members and the general public on this important legislation. We will be working with the Bismarck-Mandan Chamber of Commerce and other stakeholders on an event Nov. 10 with this purpose. Each November, NDAB board members gather for our third board Kim Schneider meeting of the year - this year gathering NDAB Executive in Grand Forks Nov. 13-14. The annual Officer banquet will be held Nov.14 where awards such as Builders Engaging Associate Members (BEAM), Builder of the Year and Associate of the Year will be presented. We will celebrate with a PAC social for anyone who contributes $365 or more. The highlight of the night is thanking all those who served on our board this past year. We will be swearing in a new president and new board members and continuing to look to the future while celebrating the past. It is a night full of fun, laughter and all-around good people. Another topic at the forefront this month needs some attention as well. I have had the pleasure of meeting with Royce Schultze, executive director with the Dakota Center for Independent Living, Inc. Below I would like to share what Royce has written to help explain what visitability is and what it means when building a home. Visitability is a building concept that has been around since the 1980s. It requires three main features when building your new home. The first feature is a zero step entrance on an accessible route. This entrance can be the front door, back door, garage or side door. The second feature is interior doorways with a 32-inch clear width. The third feature is a usable bathroom for someone who uses a wheelchair. These features apply only to the main floor. Designing your home with these features allows someone with a mobility impairment to visit whether it may be a family member or a friend. With the aging population in North Dakota, it will also increase the re-sale value of your home because baby boomers want to stay in their homes longer instead of going into nursing facilities. Putting these features into your home during construction is more cost-effective than putting them in after the fact. “As a person with mobility impairment, I know firsthand how important these features are,” Royce said. Big changes coming for water heater efficiency. Ready?
New water heater efficiency standards that go into effect April 15, 2015, will require significant changes to the installation of residential water heaters – but just for those larger than 55 gallons in capacity. These mandates will require much higher energy factor ratings, making a huge impact on how larger water heaters are manufactured, distributed and installed. However, products manufactured before April 15 can still be bought and installed after the changeover date. There are many factors for home builders and remodelers to consider when deciding whether to spec these new water heaters. First is the cost: Conventional, current minimum-efficiency 60-gallon gas and electric water heaters are approximately $675-$1,500, while the new high-efficiency models are about $1,200-$2,450. New gas water heaters with a capacity of more than 55 gallons will need to be a condensing combustion design to meet the new efficiency requirements, which raises the EF from 0.55 to 0.75 for a 65-gallon model. This means you’ll need a dedicated electrical receptacle to power the exhaust fan and provide a means for condensate disposal. For venting, a dedicated line for combustion air via a lower temperature PVC pipe will typically exhaust through the wall rather than the roof with this design. Larger electric water heaters will need to be of a heatpump design to meet the efficiency requirements, which increases the EF from 0.88 to 1.98 for a 65-gallon model. Where a 3 feet x 3 feet closet was often the go-to location for installation for an electric water heater, these new appliances likely won’t fit into the same space. According to the Air Conditioning, Heating, & Refrigeration Institute, heat pump water heaters require installation in locations that remain in the 40 degree –90 degree Farenheit range year-round and provide at least 1,000 cubic feet of surrounding air space. Because heat pump water heaters remove heat from the house to heat the water, it’s better to install them in warmer areas of the country where the cooling effect of the heat pump will reduce the air conditioning load on the house. But even if your project needs a extra-large hot water supply, it doesn’t necessarily need these extra-large heaters, say energy advocates. Gary Klein, Gary Klein and Associates, says one alternative is to run new plumbing to two smaller water heaters at opposite sides of the home, bringing them closer to the point of use and conserving both water and energy by eliminating excess piping. For gas water heaters there may not be much of a benefit from purchasing two appliances, the installation of another gas line, and compliance with ventilation requirements. However, not only can the two electric water heaters fit in smaller spaces, there is no need to manage the cold air expelled from the unit or for the design to account for

Dietz serves on boards for both the North Dakota Association of Builders and National Association of Home Builders. She is a Gold Key contributor to PAC and has supported workforce efforts by volunteering at the Health, Tech & Trades Career Expo. A licensed Realtor in both North Dakota and Minnesota, Dietz also served on the Mapleton City Council. Away from the HBA, she is involved with her church, as well as the F-M Area Association of Realtors and Girl Scouts. HBA Executive Vice President Bryce Johnson says, “Carlita is a natural leader who has a passion for both the building and real estate industry. She is a quick learner and is not afraid to take on issues that could be detrimental to construction and home building. She has experienced first-hand what it’s like to become involved in the HBA, learning from her peers and building valuable relationships. We are lucky to have such a devoted volunteer who is also extremely busy with her family and personal life as well.” Carlita and her husband, Jay, live in Mapleton and are the busy parents of three children. obin Swanson has a passion for the construction industry that sparked when she began working with builders on energy efficiency in a former job. Today she is an independent agent with Superior Insurance. “Starting my business has helped me relate to builders, contractors and other related professionals because I have an understanding of what it takes to make a small business work,” she says. Swanson began her first term on the HBA of F-M’s board of directors last year and has been active in committee work since 2007. Her enthusiasm for industry issues has been noticed by her peers; she contributes to BUILD-PAC and took an active role in helping
arlita Dietz is a confident, knowledgeable asset to the HBA of F-M Serving as the HBA’s president this year, she became active in 2003 shortly after she and her husband, Jay, began their contracting business, Jay Dietz Construction, Inc. “We immediately saw the benefits of joining, making job contacts, accessing health insurance, as well as the classes that are required for licensing,” she says. “I also learned about the value of committee participation.” Dietz never shys away from addressing tough industry issues and makes herself very accessible to the HBA staff and peer leaders. She has been active in legislative issues, traveling to both North Dakota and Minnesota capitols to confront issues and build relationships with legislators. As HBA president, her calendar remains full of meetings with city officials, press conferences and planning sessions with staff and her peers. “HBA does a tremendous job preparing the up-coming leadership for their responsibilities,” Dietz says. “Learning these leadership skills will benefit me for years to come. Besides the invaluable business contacts, I have made friends that I will cherish for a lifetime.” Dietz currently serves on the Parade of Homes Committee and the Health Plan Management Committee. Promote your industry at Annual Health, Tech & Trades Career Expo Dec. 4
The twelfth annual Health, Tech & Trades Career Expo is set for Dec. 4 at the Fargodome. Schools from 34 area communities will bring ninthgrade students to the Expo to explore a variety of career opportunities that require only a two-year degree. The purpose of the Expo is to illustrate that many careers don’t require a four-year degree for success. In every industry there are opportunities at all levels of education. This is especially true in the construction industry. There are

many opportunities for great careers that only require a two-year degree or on-the-job training. The Expo provides an excellent chance to promote those career options to students. Presenting this information to ninth-graders gives the students time to explore related classes at their high schools. In order to promote a wide variety of career options, we need the help of the HBA of F-M members. We have had great representation of the concrete, carpentry and electrical. But that leaves many sectors that are not represented. Home Builders Care Foundation is a major sponsor of the event and has a large amount of space to fill. The National Association of Women in Construction (NAWIC) is an international not-for profit organization comprised of women employed in various constructionrelated fields that promote the construction industry. The Fargo-Moorhead, N.D., Chapter #246 of NAWIC in its goal to promote education and support the future workers of the construction industry offers programs for all ages through our Chapter’s “Construction Educational Programs.” K-12 programs included are: “Block Kids Competition” for first through sixth graders, “CAD/ Design Drafting Competition” for ninth through senior, and “Scholarships” to local male and female students pursuing an education in a construction related field. For adults, we offer monthly membership meetings that cover the many different aspects of the industry through speakers, tours and networking as well as a variety of opportunities for professional development to gain leadership skills and serve as a leader in various capacities. September HBA Accomplishments Here is a list of what your HBA of F-M accomplished last month: • Organized two panel lunch sessions to meet with our local North Dakota state legislators and discuss issues important to the building industry. • Helped organize and sponsor the North Dakota Building Officials Association Career Fair which welcomed senior students in construction classes to learn about our industry. • Attended a North Dakota Job Service Career Fair to promote members' employment opportunities to those seeking construction work. • Attended a Diversion discussion meeting with Minnesota Governor Dayton. • Remained actively involved with the North Dakotans for Common Sense Conservation Coalition. • Met with Fargo officials to help with their proposal for the extension of FEMA's basement exception. • Actively promoted passing Measure 2 as members of the Vote Yes on Measure 2 Coalition. • Attended the F-M-WF Chamber of Commerce’s annual meeting. • Attended the F-M Diversion Board of Authority meeting. • Along with six other major employers, met with U.S. Senator Al Franken (MN) at Minnesota State Community and Technical college regarding workforce issues the local building industry faces. • Began working with Fiebiger, Swanson, West & Co. to streamline the data-gathering system to formulate the HBA of F-M's building permit report for area cities. • Organized and hosted the Remodeled Home Tour and Fall Parade of Homes, showcasing nearly 60 homes in the Fargo-Moorhead area. • Organized and hosted the Fall Home Show at Scheels Arena Sept. 26-27 featuring over 70 exhibitors and Brian Santos, The Wall Wizard. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

Home Builders Care helps students in pursuit of post-secondary education through scholarships
Home Builders Care celebrated its scholarship winners at the Oct. 30 HBA of F-M Awards Gala & Annual Meeting. We were happy to award $10,000 to area high school, technical and college students. Information on all the recipients will be in the December Plains Builder and in the HBC newsletter. One of the goals of the HBC’s strategic plan is to support students in pursuit of post-secondary education, specifically at trade schools. The HBC board of trustees is interested in expanding scholarship opportunities, specifically for those students at local trade schools. If you want to help support students pursuing degrees, please consider making a donation specifically through our Trades for Grades program. Your Trades for Grades donation will be earmarked for scholarships and will support local students. In late September, HBA Director of Development & Education Jenny Erickson attended the Job Service North Dakota job fair. Erickson promoted available jobs that had been provided by HBA members. The twelfth annual Health, Tech & Trades Career Expo is coming up Dec. 4. HBC and the HBA are founding members of the event and continue to sponsor. The Expo is one of the premier methods HBC promotes workforce development. Over 2,000 area ninth-graders from 34 schools attend the event to explore a variety of careers. The Expo is unique because it allows students to participate in hands-on activities. Students can operate cranes, write code, explore an airplane engine, use power tools, experiment with medical equipment, make electricity and many more. Unintended consequences and slower GDP growth
Over the past 60 years GDP growth has been spectacular, averaging close to 4 percent per year with GDP doubling every 20 years. More recently, GDP growth has been lackluster, averaging about 2 percent per year since 2000. As a result, GDP now doubles every 35 years. In part this slowdown is due to the recession, slowing population growth and a lack of corporate investment in Elliot Eisenberg, Ph.D., plant and equipment. These are temporary problems that GraphsandLaughs, LLC should not be overblown. By contrast, those who believe in “secular stagnation” ascribe the recent GDP slowdown to the fact that our economy is mature, that our best days are behind us and that technology can no longer deliver like it has. While I think the notion of secular stagnation is bunk, our GDP growth of the last century or century and a half has been, without a doubt, artificially inflated. This is because we have ignored the “law of unintended consequences.” Every time we invent something new, more often than not, something unexpected goes wrong. Burning coal, which brought about the industrial revolution, badly fouled the air leading to the premature deaths of millions. The automobile helped usher in acid rain, gaining access to cheap sugar created tooth decay, working at computers all day is making us fat, asbestos causes lung cancer, antibiotics create super bugs, aerosol almost destroyed the ozone layer, leaded gasoline lead to lead-poisoning, chemical dumping and the burning of fossil fuels releases mercury into the air and from there, rainfall washes it into the ocean and into fish. And now we face the enormously expensive issue of global warming. (And don’t even ask about Dodd-Frank.) My point is not that technological progress is bad. Quite the contrary, it’s great, but it’s not quite as great as we think because the negative consequences arising from it are never accounted for. The premature death of a coral reef, the rise in skin cancer rates and the eutrophication of coastal waters - to give just a few examples- are ignored when calculating GDP. These costs, along with the costs of remedying these damages are both large and unknown. Moreover, monies spent cleaning up the messes caused by technological progress actually makes GDP bigger. Now that we are more aware of “unintended consequences” we may be less optimistic about the future. GDP growth going forward may be slower than in the past, but this is not due to secular stagnation. It’s simply a sign of economic maturation along with a better awareness of our impact on the planet. Moreover, this realization should not cause us to give up on technological innovation. As a matter of fact, the only way to fix the problems mentioned above is with more technology. Genetically modified food is the only way we are going to feed the fast growing population of the planet and the impact of global warming and rising sea levels will only be mitigated with new building technologies and improved energy sources, even though they will undoubtedly cause unintended consequences. Compared to ten, 20 or 30 years ago, GDP growth appears to be slowing. Some of the reason is cyclical, but some is because our estimates of earlier GDP growth were excessive because we did not take into account the unintended consequences of new technologies. What is for sure is that if we stop designing and applying new technologies to solve problems, GDP growth will slow further. HBA takes stance on N.D. measures 2 and 5: Vote Nov. 4 by Roz Leighton, Public Affairs Coordinator
There are only a few days left before the Nov. 4 election. Some of you may have already voted early either by mail or at one of the many early voting locations around Fargo. If you have not voted, and are looking for your polling place in North Dakota, please visit the Secretary of State’s voting website, vote.nd.gov. In Minnesota, visit pollfinder.sos. state.mn.us. The North Dakota ballot will include elections for the U.S. House of Representatives, several state offices, state legislators in odd districts and includes eight ballot measures. The HBA has taken a stance on Measures 2 and 5. Measure 2 is a constitutional amendment that, if passed, will prohibit the state and any political subdivision of the state from imposing mortgage taxes or sales or transfer tax on the mortgage or transfer of real property. Stop the tax, vote YES on Measure 2. The HBA strongly opposes Measure 5, the Clean Water, Wildlife and Parks Trust and Fund. If passed, this measure would create a massive conservation fund that would draw funding away from crucial industry-related areas. Vote NO. The HBA encourages you to get out and vote on Nov. 4. Technology allows construction budget, plan changes in real time
Recently, a friend of mine was talking about how slowly the design-and-bid process was going with his remodeling project. I asked why, and he explained that every time they need to make a change to the plan, the designer needs to Mark Schlader, fax or mail the changed design for approval. This designer NorthStar Technology could benefit from some tips on technology in general and Group mobile tech in particular. Did you know that the technology is there to take a picture with your phone, overlay that into a plan, and get instant feedback from the architect? You can change the plan and budget in real time! That’s great for the home owner, the employee and the company. You don’t need to put in the extra office time after a job site visit and, hopefully, you get home a couple hours earlier. Everyone’s lives are better because of technology. Where do you start? Here are some tips to help you utilize the latest technology: 1. Pick the tools that are going to make your life easier. Here are a few apps to consider: • PlanGrid – lets you collaborate on project plans and photos • Construction Helper – calculates surface areas, weights, volumes and associated costs • iBlueprint – lets you create and export custom floor plans 2. Figure out where to store your data. There are many options from public cloud solutions like Dropbox to private cloud solutions. You can host a server at your office or in a data center in town for faster access. Don’t forget to have a seamless back-up system. Losing a bid to tech failure can ruin your day, your week, your year. 3. Protect your data. An easy and inexpensive solution is mobile device management (MDM). This tool allows all the employees to use their own devices but protects company information. It also helps the employees automatically load all the cool tools their company uses. It is an exciting time for technology in home building. The tools keep getting easier and cheaper. NAHB urges EPA to remove handson requirement for refresher Lead Paint Rule requires recertification in 2015
The National Association of Home Builders commends the U.S. Environmental Protection Agency’s Larry Leadhead, (EPA) proposal to amend the existing regulations under the Lead Renovation, Repair and Painting (LRRP) program by removing the current hands-on training requirements for the EPA-approved certified renovator refresher course. To retain their certifications, renewals are coming up in 2015 on the five-year anniversary of the rule’s implementation. By removing the hands-on training component for the certified renovator refresher course, the EPA will help facilitate wider adoption of an internetbased curriculum that will benefit small remodeling businesses by avoiding the added burden of lost wages and additional costs of traveling to a training location. EPA’s proposed action, if adopted in sufficient time prior to the agency’s July 1, 2015, re-certification deadline, will enable remodelers and their companies to retain their current EPA certified renovator status by utilizing existing (and future) EPA accredited online training providers. NAHB has been actively engaged in the EPA’s lead-based paint program for the residential sector since its inception and has been an advocate and supporter of the required training completion for its members. educate builders on insurancerelated issues during the HBA’s flood proof basement workshops held this spring and summer. Swanson has also become engaged with the HBA’s advocacy efforts by attending informational forums with city leaders and traveling to Bismarck when flood protection funding issues surfaced during the last session. “Through my membership, I’ve met wonderful people and have formed friendships from what started out as business relationships,” she says. “I’ve learned a lot about legislative issues, both at the local and state level and have been informed and entertained at the member meetings.” In addition to public affairs, Swanson supports the HBA by volunteering for events like the home shows and Parade of Homes. She also supports Home Builders Care Foundation and its projects. She believes in the importance of member recruitment and actively serves on both the Parade of Homes and Public Issues Committees. HBA Executive Vice President Bryce Johnson says, “Robin’s positive attitude, willingness to volunteer and strong ties to her community are just a few of the reasons why she was named Associate of the Year. She is a quiet leader who doesn’t hesitate to jump in and help out when needed. Her smile and bright outlook is very refreshing and motivating to our association leaders and staff.” Away from the HBA, Swanson is involved with Rotary, Rebuilding Together, Habitat for Humanity, the F-M Area Association of Realtors and the Chamber of Commerce. She has two grown children, who are her pride and joy!

However, gas tankless water heaters may require a larger gas line and modifications to the vent pipe. Electric tankless models may require increasing the capacity of the electric service to the house. Hot water flow rate is limited by the size of the unit and measured in gallons per minute. Whole-house tankless hot water systems with up to 7.0 GPM can cost $600-$1,000. It’s important for installers to become familiar with the new rules and the technology options. Sylvia Lunski hosted a grand opening for Design Direction’s new location, 3211 Fiechtner Dr. Ste 1, Fargo, ND 58103. OSHA 10-HR CONSTRUCTION COURSE
CPR/AED/FIRST AID Course Length: 4.5 hours Do you know how to respond if your colleague collapsed on the job site? This course teaches students to take action in a medical emergency and prepares them to respond to choking, breathing and cardiac emergencies. Participants will learn how to use an automated external defibrillator (AED) in conjunction with CPR. First Aid is taught using a combination of instructor-led lecture, “watch-then-practice” videos, and hands-on training. Topics such as bleeding, burns, poisoning and sudden illness are covered. Upon completion, receive an Adult 2-year CPR/AED certificate and 3-year First Aid certificate.

A 10-hour program intended to provide instruction on construction industry safety and health topics and OSHA standards to both employee and entry level supervisors. Using OSHA standards as a guide, special emphasis is placed upon most hazardous areas of a jobsite. CONSTRUCTION FOCUS FOUR
The Defensive Driving Course is a fast-paced, four-hour driver improvement program, developed by the National Safety Council, it offers practical strategies to reduce collision-related injuries, fatalities and costs. DDC addresses the importance of attitude in preventing collisions and reinforces the good driving skills you already have. Qualifies for insurance discount, point reduction, and WSI Safe Driver program.

The four hazards discussed in this course include falls, electrocution, struck-by and caught in or between hazards.
