HBA PRESIDENT’S LETTER

Vote for permanent flood protection Nov. 8

Nov. 8 is Election Day. Your HBA is doing everything it can to encourage a YES vote on Fargo measure 1 and Cass County measure 1, providing permanent flood protection for the people, communities and businesses of our region. By voting to extend sales taxes we’re already accustomed to paying, we secure long-term financing for the Metro Flood Diversion Project. It is the fairest, most sensible way to fund it: • Sales taxes will stay at the current level they are today; • Plan includes future generations who will benefit most from the diversion; • Eliminates the need for flood-related property taxes and special assessments; • Avoids costly flood insurance increases; and • If the project is paid for before 2084, the tax will expire. Last month, you probably heard news reports that the Minnesota Department of Natural Resources denied a permit application to build a dam in Minnesota that is related to the F-M Area Diversion Project. The MN DNR’s recommendation is that, instead of building the F-M Area Diversion Project, we are to continue deploying sandbags and other emergency measures as our primary protection method in future flood events. Please know that the U.S. Army Corps of Engineers and federal government have committed to seeing the Diversion through. It is more important than ever to pass the sales tax extensions. We have been very active in meeting with the candidates running for local state House and Senate seats for North Dakota and Minnesota. We also hosted a Candidate Forum for those running in the Moorhead City Council race. These opportunities are incredibly helpful for our leadership to meet current legislators and those running for office, to learn about their passions and to ask questions. Of course, getting to know them also helps to determine support through NDAB-PAC and BUILD-PAC. Thank you to all who took part in these events. We look forward to working closely with those elected to the Moorhead Council and our local representatives in both states’ 2017 legislative sessions. Nicole Rouser has been promoted to assistant vice president and retail services manager at BlackRidgeBANK. She joined the bank in 2012 and most recently was customer service manager. She is a graduate of Concordia College. Kyle Haugland has been named assistant vice president and commercial loan officer at the West Fargo branch of BlackRidgeBANK. He joined the bank in 2013 as a commercial loan officer. He graduated from North Dakota State University. Ron Lee has joined as vice president and director of marketing. Lee has more than two decades of experience in marketing and technology, and most recently worked at Eide Bailly Technology Consulting. He graduated from Concordia College. Sara Haugrud has been hired as administrative assistant. She has more than a decade of experience in customer service and administrative support. Sean Sullivan has been hired as the office manager for Gate City Bank at the bank’s Fergus Falls, Minn., office. Dawn Kearns joined Labor Masters as senior staffing coordinator. She previously worked for 27 years as a senior staffing specialist for Manpower in Fargo. Kearns studied business at North Dakota State University.

Erin Ostler has been selected as Midco’s vice president of business sales. Based in Midco’s Minneapolis office, Ostler leads teams across Minnesota, North Dakota and South Dakota. She has more than 25 years of sales and telecommunications industry experience, including work with national wireless providers. Kim Hanson Haman has joined Park Co. Realtors as a Realtor specializing in residential real estate. Hanson Haman is a native of Munich, N.D., and has worked as an analyst in the wind energy business for the past ten years. She is licensed in North Dakota and Minnesota and is a member of the National Association of Realtors. Spotlight Media has announced three new hires. Brady Dukart was named e-commerce associate. He is from Prosper, N.D., and studied marketing at Minnesota State University Moorhead. Luke Albers was named sales assistant. He is from Iola, Wis., and studied zoology at North Dakota State University. Devin Joubert was named Design & Living’s assistant editor. She is from Twin Valley, Minn., and studied English/mass communications at MSUM. Boe Sheeley has joined locally owned, TCI Insurance, as its newest sales advisor to work closely with clients to find insurance protection that is tailored and specific to their unique personal or business needs. Boe brings to the team a strong personal initiative and dedication that comes from previous work experience as an educator in the Moorhead Public School system. Jason Vadnie and Jonathan Granlund have joined Western State Bank as a credit analyst and credit officer, respectively. Molly Nyberg joined as a customer service representative. She will process customer teller transactions, assist the retail banking department and provide customer service.

Brian Smith has served as a customer premise equipment specialist with Cable One for ten years. He

began his career with Cable One of Fargo in September of 2006 on an underground construction team. Gate City Bank and the city of Fargo will announce a $2 million investment into the Neighborhood Revitalization Initiative (NRI) program. The NRI program offers low-interest loans to homeowners for significant improvements on older properties. Fargo Mayor Tim Mahoney and Barb Bertschi, Gate City Bank North Fargo Regional Leader, will announce the details of the investment at the news conference. In addition to the new funding, many more homeowners will now be able to participate in the NRI program due to changes in eligibility criteria. 2 Annual HBA Holiday Donation Drive! On Nov. 28, the 2 annual HBA nd

holiday donation drive will kick off! This year, we are supporting Dakota Boys and Girls Ranch with toiletry items that are always in high demand. The partnership with Dakota Boys and Girls Ranch began earlier this year when they reached out to the Remodelers Council to help remodel a few things in its Youth Home. The Youth Home provides housing for homeless teens in the Fargo-Moorhead area. The HBA of F-M saw an opportunity to help teenagers in our area and also create a tie, to help promote workforce issues. Toiletries will be used in the facilities as well as be available for the youth when they are moving out into their own homes. Goals are set: • Deodorant: 250 items • Toothpaste and toothbrushes: 250 of each • Toilet Paper/Kleenex: unlimited, (they can never have too much) • Soap (pump and bar, hand & body): 250 items • Feminine hygiene products: 250 packages • Shampoo and Conditioners: 250 of each • Lotion: 250 items These goals would provide Dakota Boys & Girls Ranch with a year’s supply! Please bring items to the HBA office between Nov. 28 – Dec. 23. We will be tracking the status of each item on our Facebook page, so make sure you check it out at Facebook.com/HBAFargoMoorhead. Last year the HBA and its members donated 3,000 pairs of socks to Churches United for the Homeless. Let’s see what we can do in 2016! 8

November is Spike Appreciation Month

Spikes hold our Association together. Just like nails make a home sturdy, Spikes fasten the Association together and are membership champions. HBA members earn Spike credits for member recruitment and retention. Those in the Spike Club earn recognition at certain levels of credit accumulation and other perks. Career Expo

The 14th annual Health, Tech & Trades Career Expo is Dec. 1. This event allows 9th-grade students to explore different career opportunities in the Health, Tech and Trades industries. Last year, the expo had over 88 vendors. This year is shaping up to be as busy as ever. Typically the expo brings in 3,000 students. by Jenny Erickson, Director of Development & Education During Army Master Sargeant Eric Marts’ 2006 deployment serving with the 2-136 Combined Arms Battalion, 34th Infantry Division in Fallujah, Iraq, two improvised explosive device blasts caused a traumatic brain injury and swelling in his optic nerves. This resulted in him going blind in both eyes. He has also undergone surgeries for neck and shoulder injuries and experiences balance issues. This September, Home Builders Care celebrated the Homes For Our Troops kickoff event for Marts. The HBA of F-M and Home Builders Care of FargoMoorhead Foundation are community partners in this project and are very proud of the build partner, Dan Parrow, ISR Homes, for all of the work being done to make this home a reality. Parrow has started construction and 10

KICK-OFF EVENT is working on this specially adaptive home for Marts. The features are tailored to his injuries and include wider doorways and hallways, zero threshold doorways and a shower with voice-activated temperature controls. Now medically retired, Marts has his own radio show called Heroes of the Heartland. Once he receives his home, Marts and his wife, Bobbie, look forward to having enough room to host their five grown children and grandchildren for holidays and cookouts. Awards and Endorsements

For the first time in its 74-year history, the National Association of Home Builders is officially endorsing candidates for the U.S. House and Senate in the Nov. 8 elections. NAHB endorsed North Dakota Republican Congressman Kevin Cramer for re-election and Republican Senator John Hoeven for re-election. Housing is important to local, state and national economies and accounts for about 15 percent of the nation’s gross domestic product. NAHB believes in this critical election year that it is important to elect pro-housing, pro-business candidates to Congress in order to ensure that the housing and economic recovery continues to move forward. New home construction is an engine of job creation. On average, workers from 22 fields are needed to build a home. Constructing 100 single-family homes creates nearly 300 full-time jobs and $11.1 million in fees and taxes for all levels of government to help fund schools, roads, police and firefighters. At NDAB, we are pleased to work closely with our federal officials to represent the interests of our builders in North Dakota. This will be an important election for our industry and NAHB’s endorsement will help educate our members on who stands with them. To continue to show our gratitude and support, it is our honor and pleasure to announce that the inaugural recipients of the NAHB Defender of Housing Awards are being presented to Senator Heidi Heitkamp, Senator John Hoeven, and Congressman Kevin Cramer. Only 130 of the 535 United States legislators will receive this award for 2016. The goal of this award is to recognize members of congress who go above and beyond for the housing industry and to thank our lawmakers for the level of attention paid to home building issues and to our overall industry. Congressional members are nominated for the award by our state and local associations based on a variety of important criteria, including support and leadership on housing issues, as well as accessibility to the NAHB membership. NDAB is grateful for the opportunities we continually have to meet with the North Dakota delegation to educate them on policy and issues that will help home builders the most both in North Dakota and nationally. Promoting Jobs in the Housing Industry

As we start November, the elections are here. We need to make sure we get out and vote. When we vote, make sure we are looking at the pro-housing candidates and voting for them. With many years of increased regulations and fees, it is time to make sure we are getting the right people in office. It does not matter if the elected official is Republican or Democrat or any other party, we need to make sure that he or she is on our side. According to the latest U.S. Bureau of Labor Statistics data and analysis by National Association of Home Builders, there were 214,000 open construction jobs in July, which marks the second highest monthly count of open, unfilled jobs since May 2007. The housing market continues to rebound and this will only increase the number of job openings nationwide and here in North Dakota. Residential construction offers a number of fulfilling career opportunities, from architects and engineers to carpenters, plumbers, electricians, painters and landscapers, the list goes on. Nationwide, our builders are saying that access to skilled labor remains a top challenge for them. We need educators, parents and students to take a close look at the career opportunities available in the residential constructions industry and understand that a vocational education can offer a satisfying career path and provide decent income levels. So talk to your local association, let them know your needs, and be willing to be vocal in your community about opportunities in your company and for our industry. Arnold Karsky, NDAB President

• The HBA teamed up with the Girl Scouts and the North Dakota Housing Finance Agency to create door mats that were displayed in Parade homes and donated to first-time home buyers. • Award-winning builders were recognized Oct. 25 during the Fall Awards Mixer that honored People’s Choice winners from the Parade of Homes. • Members elected new board members to the association Oct. 25 to serve in 2017 and awarded Builder and Associate of the Year awards. • The Fall Building Officials Roundtable was hosted on Oct. 20. Topics included the 2015 IRC adoption, expedited building permits and inspections and consistency in enforcement. • Members will be able to get their Lead Renovator Certification in November.

Several of the great cooks in our membership submitted their favorite chili recipe. Applegren Construction opened up their shop for our group. They have done some remodeling of their showroom.

• The 2016 Fall Parade of Homes went extremely well. With around 250 people viewing each home on the Parade route, the Parade is sure to become an annual event. Ideas are in the works to make next year’s Parade bigger and better. • On Nov. 9 the city of Minot is hosting a permitting class for our association. Members will learn the ins and outs of applying for a permit. • The Builders Banquet is scheduled for Dec. 6. • Planning has started for the 2017 Home and Garden Show. We’ve got some big plans up our sleeves this year and look forward to refreshing the event!

To celebrate another memorable year, we’re having our annual industry celebration Dec. 8 at the Mall of America Radisson Blu in Bloomington. We are excited to have you join us to celebrate with your fellow members and special guests. Congressmen Tom Emmer and Erik Paulsen are both invited, and Herb Tousley of the University of Saint Thomas will give the keynote address. We have a lot to celebrate, and we can’t wait to do so with all of our members! The importance of our association’s unity, the strength of our industry, and resiliency of our membership and leadership has been made apparent this year. As the year comes to a close, we are excited to celebrate our accomplishments and acknowledge those who have gone above and beyond for the Builders Association of Minnesota and the homebuilding industry. We’re privileged to reflect on the history of our association, while looking to the future. We will recognize BAM’s past presidents and this year’s award winners, and set goals for 2017 and beyond. As we move forward, we look to best serve our members. The Builders Association of Minnesota is a member-driven and member-focused organization, and our priority is to represent you and your business at the Minnesota State Capitol, regulatory agencies, and the courts, while providing top notch benefits, networking opportunities, and camaraderie with your fellow members. Beyond the Office

by Sami Eidenschink, Membership & Marketing Coordinator Many of our member companies started with just an idea, passion and a lot of hard work. One of these companies includes long-time member John Koerselman with Red River Drywall & Decorating Services. Koerselman’s passion for the industry began when he was a young boy building with his grandfather. “Doing projects with my grandpa was the greatest thing in the world and what got me first interested in the construction business.” His passion continued to grow as he started working on smaller scale residential drywall projects around Fargo and eventually grew to where he was able to establish Red River Drywall in 1996. Now 20 years later, Koerselman has continued to grow his “all-in-one” business to include a custom painting division as well as a decorating services division servicing their builder-contractor clients. Since starting, Red River Drywall has grown its staff to include ten employees and are planning to expand the shop and office space. Throughout his time in business, Koerselman has found great value in being active within the Association.

He first started getting involved in the Association thanks to fellow member Tyrone Leslie of Heritage Homes who encouraged him to start actively attending meetings and getting to know people in the industry. Now that he has been involved with different parts of the HBA, he encourages others to be involved and have a voice in the industry they work in. “The HBA is a resource for the industry. There are so many issues going on, so it is a great place to let your voice be heard and stay up-to-date with what’s going on,” he says. Beyond the issues that our industry faces, he also realizes the HBA is an outlet to start building relationships with industry veterans and new members. “The relationships I have created here have grown greatly. I am able to learn from them and get advice from people who have been involved in building for a long time which is a huge benefit.” When he is not helping out at the Association or working, Koerselman enjoys spending time with his wife and two kids at their lakeplace or going on winter vacations. Without our membership, the HBA would not be able to provide the services and programming it currently does. & ANNUAL MEETING by Krista Mund, Executive Vice President Since 1983, the HBA of F-M has presented its Builder of the Year and Associate of the Year awards to outstanding member volunteers for effort and work done in the interest of their fellow members, Association and community. Members are nominated by fellow members and selected by a committee consisting of past Builders and Associates of the Year.

Cruff Wins Associate of the Year A few words that come to mind when peers talk about Dawn Cruff: ambitious,

dedicated, go-getter and enthusiastic. She has been a force the past year in volunteering and assisting with HBA of F-M’s advocacy and fundraising for NDABPAC and BUILD-PAC (political action committees for North Dakota Association of Home Builders and National Association of Home Builders). Cruff helped coordinate two major events that were very successful in raising funds for PAC: a social with NAHB CEO Jerry Howard and the “Birdie with the Builders” legislative event in Fargo with NDAB. She has also been active in PAC’s interaction with candidates for office and attended informational meetings with candidates. She traveled to Bismarck for NDAB’s “Bringing Housing Home” meetings with our Congressional delegation. Cruff cares deeply about the issues that affect her industry, and has attended meetings related to permanent flood protection for the region. She was nominated for the HBA staff’s Extra Mile award this year as well. She says, “Collaborating with others on special projects/gathering allows all of us to work on our communication skills and team work. Professionally, I am able to continue nurturing longstanding relationships with all whom I’ve worked in the past as well as network with others to build new relationships.” Cruff’s relationship with the HBA started in 2002 through her job with a local homebuilding company. She has served on the Parade of Homes Committee and the Public Issues Committee since 2013 and was named to the HBA of F-M board of directors this year. Today, Cruff is an agent with Green Team Realty and strives to build bridges between the F-M Area Association of Realtors and HBA. She also has 16

an interest in workforce development, taking great joy in mentoring interns at Green Team Realty, and providing feedback in the HBA’s efforts to generate workforce for the future. HBA of F-M CEO Bryce Johnson says, “Dawn has an incredible ability to get things done. She is a take-charge person with a lot of skills to offer. She loves to give back to her industry, community and peers, and is genuinely invested in the betterment of herself and doing everything she can to speak about the issues she cares about with our elected officials.” Cruff also serves on the FMAAR Realtor Political Action Committee and has been a strong supporter of her church, Habitat for Humanity, Home Builders Care of F-M Foundation, YWCA of Cass Clay, Homeward Shelter and Mayville State University. Away from work and the HBA, Cruff enjoys spending time with her friends and family. She enjoys live music, loves to travel abroad and owns a Harley Davidson motorcycle on which she enjoys touring the countryside. www.hbafm.com


Spaeth Wins Builder ofWhilethe Year Tom Spaeth’s impressive volunteerism and

leadership within the HBA of F-M speaks volumes, he feels he is “just getting started” with what he can do to better the building industry and himself. The HBA awarded its highest honor for member volunteers, “Builder of the Year,” to Spaeth at last month’s Awards Gala & Annual Meeting. HBA of F-M president this year, Spaeth first became active about 15 years ago. He was elected to the board of directors in 2010, is active on the Remodelers Council and has been involved in several HBA committees and task force groups. Within the past year, Spaeth has given an incredible amount of time away from the day-today operations of his own company to advocate for issues like the F-M Area Diversion and permanent flood protection, as well as helping to promote the HBA’s public events like the Red River Valley Home & Garden Show, Parade of Homes and Remodeled Home Tour. “I have learned that by working side-by-side with other builders and businesses, has grown my own company and made me a better businessperson GREEN overall,” he says. “Professionally I have grown greatly. Personally, I have grown in multiple friendships and associations that would not have been possible without being a part of the HBA.” HBA of F-M CEO Bryce Johnson says, “Tom brings a high level of professionalism to representing the HBA. He is very accessible to staff and devoted to standing behind the HBA of F-M’s issues. He is a quick read when it comes to speaking about the issues our members care about, like permanent flood protection, codes, special assessments and workforce. His service to the community is something to be inspired by as well.” Co-owner of Accent Contracting, Spaeth oversees all construction activity. When he stated with Accent in 2000, it was a small handyman/remodel business and has evolved into a full-line design-build renovation company. Spaeth has a charitable heart, too, and is the first to raise a hand to help with projects like the Homes for Our Troops build, Rebuilding Together projects, handicap accessible ramps and Lake Agassiz Habitat for Humanity. He serves on boards for both the North Dakota Association of Builders and National Association of Home Builders and is a Gold Key contributor to PAC. He is active in his church, supports many local charities and has been involved in youth sports, Rebuilding Together and Habitat for Humanity builds and fundraisers. Spaeth and his wife, Lori, have two grown sons, Tyler and Zach. Tom also has a daughter, Samantha, son-in-law, Jacob, and three grandchildren that live in Tyler, Texas. Away from work and the HBA, Spaeth enjoys spending time with family, hunting and fishing.

by Krista Mund, Executive Vice President The HBA of F-M awarded its 2016 BEAM Award to Dakota Construction of Fargo, Inc. The winner was determined by a committee of past Associates of the Year that gathered feedback from trade partners. Dakota Construction also received the award in 2012. BEAM stands for Builders Engaging Associate Members. It was created in 2011 by the National Association of Home Builders to recognize Builder members who exemplify the motto “it’s good business to do business with a member.” It is designed to encourage Builder members to use the goods and services offered by other member companies and to recognize the one Builder who exemplifies this vitally important teamwork. For the local award, HBA Builder members were nominated and judged by Associate members considering the following criteria: loyalty, ethics, trust, consideration and communication when dealing with trade partners. John Gunkelman owns Dakota Construction of Fargo, Inc., and has been a member of the HBA of F-M for nearly 25 years. “I joined to meet new people outside of my operation, with a goal to build relationships with the other Builder and Associate members,” he says. “What resulted is that I have built friendships. From there, it has grown to include involvement for education and all of the other benefits.” He estimates that 90 percent of his F-M area trade contractors and suppliers are members of the HBA of F-M. Gunkelman does business with HBA Associate members because they are supporting the Association and because he hopes to get to know them on a personal basis. He says he is more concerned with quality of work and one-on-one relationships than getting the bottom price. Gunkelman acknowledges that it is important for subcontractors to follow through on their promises and be there when requested. “They also need to communicate well with me and produce a quality product,” he says. “In my market, quality is more important than price.” Dakota Construction of Fargo, Inc., focuses on high-end custom homes with a mix of residential and commercial remodeling. Gunkelman has received the HBA of F-M’s Builder of the Year award three times, and the North Dakota Association of Builders’ Builder of the Year award twice. He was named the 2011 National Association of Home Builders Certified Graduate Builder Designee of the Year, and earned NAHB Life Director status in 2010 by attending at least two of the three national board of directors meetings each year for ten consecutive years. Gunkelman has served as HBA of F-M president, Home Builders Care of F-M Foundation president and F-M Home Builders Health Plan & Trust chairman. 20

Miller, Odden Receive Extra Mile Awards From Staff

by Krista Mund, Executive Vice President Each year, the HBA of F-M Staff presents an Extra Mile Award to a member who has gone above and beyond to support the Association and staff, mainly working behind the scenes. The winner is selected from a group of six “Members of the Month” named throughout the year. This year, staff had to name two winners!

Trevor Odden - Stone Ridge Builders

Trevor Odden owns Stone Ridge Builders with his brother, Broc Roberson. The company builds custom homes, takes on remodeling projects, builds additions and loves to give back to the HBA. Both Odden and Roberson are active within the Association, assisting with projects and serving on committees. Odden will be the 2017 Remodelers Council Vice Chair, is involved with the Parade of Homes and has helped out with various charitable projects for the council this year including a collaborative project between Dakota Boys & Girls Ranch, Home Builders Care of Fargo-Moorhead Foundation and the Remodelers Council. Odden and Stone Ridge Builders also managed a project funded by Bell Bank’s Pay It Forward program to help a Christine, N.D., home owner whose bathroom was left in disrepair by an unlicensed contractor. When he is not working, Odden enjoys spending time with family, hunting and has taken up welding as a hobby.

Eric Miller - Capital Credit Union

Eric Miller has been with Capital Credit Union since July 2015 and is a mortgage

loan officer and business development specialist for the company. He and his coworkers specialize in construction, lot and mortgage loans, as well as business lending. His favorite part about his job is educating people on their finances. “Working with people to help them afford a home is one of the most rewarding parts of my job,” he says. Miller is active on both the Events Committee and Membership Committee. He has volunteered to help with various events, membership activities and assisting staff with projects. In addition to being active in the HBA, he is also a part of the North Dakota State University’s Team Makers, serves on the Fargo-Moorhead Area Association of Realtors Education Committee, is a member of the Fargo Moorhead West Fargo Chamber of Commerce’s Young Professionals Network and 20/20 of Fargo. When he is not working or serving on a committee, he enjoys hunting, golfing and teaching himself to play different instruments.

A spike superstar is a HBA member who has exemplified a “superstar” attitude toward member retention and recruitment. Recruiting new members to our local association is an activity recognized and rewarded through the National Association of Home Builders’ Spike Club. Those who participate in the club are called Spikes, and they are among the most valued members of the Association. Spikes are the membership leaders who go above and beyond in helping the Association grow and stay strong. Member-to-member recruitment and retention efforts are the largest source of growth for the Association. These efforts lead to the development of the general membership and our leadership pipeline, keeping the face of the Association true to that of our industry and the scope of interests we represent. To join the Spike Club you need to earn Spike Credits. These credits can be earned a few different ways. You can either recruit a new member to the Association, make retention calls with current members, recruit new Affiliate members or recruit new members to join the Remodelers Council. Begin currently has 51 spikes and always goes above and beyond to contribute ideas to add value to membership and retain members by making phone calls and attending member events. HBC creates North Dakota qualified endowment

Home Builders Care has opened and created a North Dakota qualified endowment account. What does this mean? Per North Dakota law, businesses that pay state income tax may receive a 40 percent credit up to a maximum of $10,000 for contributions to the endowment! Individuals may receive a state tax credit for a contribution of $5,000 or more as well. The tax credit is 40 percent of the charitable deduction allowed by the IRS up to a maximum credit of $10,000 per year per taxpayer, or $20,000 per year per couple filing jointly. North Dakota law also allows for a tax credit for planned or deferred gifts. This tax credit is also 40 percent of the charitable deduction allowed by the IRS. Home Builders Care is a qualified charitable nonprofit organization and now has a qualified endowment. In the last two months of the year, please consider making a contribution to Home Builders Care at any level. A donation of $20 can make a big difference and collectively allows Home Builders Care to provide a positive outlet for the housing industry.

Home Builders Care Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization.

It was established with funds donated by HBA members, fundraising events and the HBA itself. Tax Reform Done Right With elections right around the corner, tax proposals are surfacing like mushrooms

after a rainstorm. While we can all agree that the current tax code is a disaster, the most recent proposals regrettably range from just bad to positively dreadful. Why? They are political documents designed to attract voters - not tax policy experts and economists! With this in mind, I offer several key principles that should be generally followed in any successful tax reform. The primary goal of taxation is to raise revenue while causing the least economic damage possible. This means broadening the tax base. Think about it; if the only thing we taxed was oregano, we would all stop buying oregano. If, however, we taxed all spices equally, there would be no reason to avoid oregano, but there would be a strong incentive to eat bland food and smuggle in spices. But if we tax everything equally, then you have no incentive to alter your behavior as you cannot reduce your taxes. Better yet, as you broaden the base, you will be able to lower tax rates and still collect the same amount of revenue. Of course, this means doing away with most deductions, credits and exclusions, including tax breaks for charitable donations, employer-provided health insurance and state and local income taxes. The next step involves simplification. Most taxpayers resent the fact that the rich hire clever accountants and lawyers, thus reducing their tax payment to nothing or next-to-nothing. This is corrosive behavior, creating distrust of the entire system across the political spectrum. Moreover, simplifying our 75,000-page federal tax code would cause entrepreneurs to think harder about how to make more money and grow their businesses, not on which lobbyists and lawyers to hire and how many racehorses to buy, all of which are unproductive activities. Tax simplification means doing away with the corporate income tax and all the insane rules regarding investment expensing, depreciation schedules, repatriation of profits, tax-deductibility of debt, R&D tax credits and so on. Third, tax consumption - not savings. When the government taxes savings, income, interest payments, dividends, capital gains, wealth and even inheritances (but we can argue about that one), it reduces the incentive to save, invest in new plant and equipment, and, most critically, take financial risks. Recognizing this, the government already allows for health-savings accounts, IRAs, life-insurance exemptions and a multitude of trusts that the rich use to shelter wealth and avoid inheritance taxes. Why not let everyone do it without having to jump through any hoops? While consumption taxes such as sales taxes or value added taxes may sound regressive, they need not be. Consumption by the wealthy can be taxed at a higher rate than consumption by the poor. In this way, the tax code can remain progressive. Moreover, as the consumption tax will be based on the difference between what you earn and what you save, this plan will discourage hiding assets offshore, giving our economy yet another boost! The last time the tax code was reformed was during President Reagan’s second term; roughly 30 years ago! We are clearly overdue. While reaching a compromise that both ends of Pennsylvania Avenue will agree to will be tough, if done as outlined above, it will boost GDP growth and improve living standards. Congress, get going! While Friday’s job report showed 156,000 net new jobs created in September, below expectations of 168,000, private sector job growth was 167,000, barely under the 170,000 expected. Separately, the labor force participation rate increased to 62.9% from 62.8%, driving up the unemployment rate to 5% from 4.9%, hourly earnings rose and the average work week increased from 34.3 hours to 34.4. The rising unemployment rate lets rates stay lower longer.

Despite starts declining for a second straight month, yesterday’s housing numbers were pretty good. Year-todate starts are up 3.7%, with singlefamily starts up a solid 8.6% and at their best level since 2/16. While multifamily starts fell a staggering 38% in September, they are down just 5.6% year-to-date. Moreover, permits rose for the fifth time in six months and are at their highest level of the year, suggesting future strength.

Oct. 24,2016 Unchanged Unions

The share of US workers in unions in 2015 was 11.1%, unchanged from 2014. The private sector rate inched up from 6.6% in 2014 to 6.7% in 2015 as unions added 195,000 members. The public sector unionization rate declined from 35.7% in 2014 to 35.2% last year despite the addition of 23,000 more union workers. The decline was partly attributable to the loss of 83,000 union members in Wisconsin.

HBA of F-M September Accomplishments Each month, the HBA staff compiles a list outlining what the HBA has done for you, including education opportunities,

legislative work, events and meetings staff and members have attended. As of press time, October wasn’t over yet, so we’re always a month behind. Thank you for your understanding! • Homes for Our Troops kicked off the building of a specially adapted home for Army Master Sergeant Eric Marts in conjunction with the HBA of F-M, Home Builders Care of F-M Foundation and ISR Homes. • Met with Moorhead Council members, candidates and Minnesota and North Dakota legislators and candidates running for office in the November election. • Monitored the city of Fargo’s actions regarding its tax incentive policies. • Organized and hosted the Fall Parade of Homes and Remodeled Home Tour which featured 54 new homes, plus a selection of renovation projects. • Coordinated more than 35 interviews and on-air promotions with media partners for the Fall Parade of Homes and Remodeled Home Tour. • Prepared for the first-ever Showroom Tour in October to act as an extension of the Parade of Homes and Remodeled Home Tour. People who saw products on the Parade can visit participating showrooms to learn more and participate in “featured nights” offering discounts and goodies. • Participated in a “Large Local Association” group meeting in Colorado Springs. This group consists of executive officers from 14 local associations from across the country that have at least 1,000 members, or that manage multiple organizations with a staff of six or more. • Continued working on plans for potentially constructing a new building with the Building Task Force. • The HBA of F-M and Home Builders Care of F-M Foundation continued work and planning for an update of the Dakota Boys & Girls Ranch Fargo Youth Home. • Finalized a video highlighting the home building industry as offering lucrative, satisfying careers. • Met with Fargo staff about the Land Development Code.

Department of Labor’s changes to Fair Labor Standards Act (FLSA) will be in effect Dec. 1.

According to the Department of Labor website, “this Final Rule updates the regulations for determining whether white collar salaried employees are exempt from the Fair Labor Standards Act’s minimum wage and overtime pay protections. They are exempt if they are employed in a bona fide executive, administrative, or professional capacity, as those terms are defined in the Department of Labor’s regulations at 29 CFR part 541. This exemption from the FLSA is sometimes referred to as the “white collar” or “EAP” exemption.” “When this Final Rule takes effect on Dec. 1, 2016, the “standard” salary level will increase to $913 per week (equivalent to $47,476 annually for a full-year worker), up from $455 per week ($23,660 annually). The total annual compensation requirement for highly compensated employees will increase to $134,004 per year, up from $100,000 per year.
