Start planning now if you want to attend NAHB Spike Party 2012 Those planning to attend the 2012 National Association of Home Builders’ Spike Club Party during the NAHB International Builders Show must achieve the required credits: 1. Member must be a Spike in good standing as of Oct. 31.

2. To receive the Spike’s complimentary admission ticket, every Spike, including those with 25 or more credits, must earn at least one new member credit between Jan. 1 and Oct. 7. 3. To receive a guest’s complimentary admission ticket, all Spikes must earn one additional new member credit during the 2011 membership year (only credits earned until Oct. 7 will be counted for the Spike Party). HBA makes donation to Minot Association of Builders for flood recovery Tyrone Leslie Heritage Homes

Members encouraged to donate as well

Your HBA of F-M directors voted at its last board meeting to support the Minot Association of Builders with a donation for flood recovery. Devastating floods this summer destroyed MAB’s office. In addition to the HBA’s donation, we are encouraging HBA members to pitch in and make donations through Home Builders Care Foundation to assist the MAB as it works to rebuild and reorganize. We will “pass the hat” at the Oct. 11 General Membership Meeting/ Annual Meeting or you may send your donation made out to Home Builders Care Foundation to the HBA office. All HBC donations are tax deductible. Contact Jenny at (701) 2325846 or jenny@ hbafm.com with questions. We are all family in the North Dakota home building industry and take care of our own, so let’s jump at this chance to make a difference for those who greatly need and appreciate our efforts! The monetary donation from the HBA and its members will help keep MAB’s operations functioning; the association was unable to hold two of its largest yearly revenue-generating events due to the devastation. Another stunning example of the damage and resulting heartache from the flood is that MAB Executive Officer Vicky Flagstad lost her home and will likely face a total rebuild. With her home currently uninhabitable, Vicky, like so many others (including many MAB members) faces a long road to normalcy. Your HBA will keep tabs on her situation and look for opportunities to help as time goes on.

NAHB conducts F-M area housing study

Your HBA is ready to unveil a housing study conducted by National Association of Home Builders Senior Economist Elliot Eisenberg at our Oct. 11 General Membership Meeting/Annual Meeting. This study will shed light on what the housing industry means to the F-M area, including how many jobs are created and sustained by

construction activity. It is a local study, using local numbers and is tailored to this area. Plan to attend the GMM to hear Elliot speak about what he discovered. See page 20 for more details. Not only will you learn something, you will be entertained. Elliot is not your typical dry, numbers guy. He is full of personality and makes talking about economics engaging and fun. Elliot will also host a bonus session called “Ask The Economist” from 1 – 3 p.m. that same day at the HBA office. This is your chance to hear from him in a more casual setting as he shares his thoughts on economics, housing, home building and impacts of all this on your livelihood. Cost is only $25. Moorhead City Council elections coming in November

About the time you are reading this, your HBA will be hosting candidates’ forums to hear from those running for Moorhead City Council. Legislative advocacy is the reason this HBA was formed in 1956 and remains a key mission. We host candidates’ forums for local elections to learn about those running and potentially designate PAC funds to support their campaigns. Look for a recap and our endorsements in next month’s Plains Builder as you head to the polls to vote in Minnesota.

Member Appreciation Night set for Nov. 8

HBA welcomes Gunderson as communications intern

The HBA of F-M has named Corin Gunderson to its communications intern position. Her responsibilities include assisting the communications manager with design, preparation, writing and editing of the organization’s publications, brochures, press releases, web content and advertisements. Originally from Ada, Minn., Gunderson Gunderson is a junior at Concordia College. She is earning a bachelor’s degree in communications with an emphasis in public relations and a minor in sociology. She was named to the Minnesota All-State Volleyball Academic Team in 2008, graduated with honors from Ada-Borup High School in 2009 and, as a college student, made the Dean’s List in 2009 and 2010.

National Housing Endowment offers scholarship

The National Housing Endowment, philanthropic arm of the National Association of Home Builders, is now offering the Lee S. Evans/National Housing Endowment scholarship to students. Lee S. Evans and his wife, Virginia, set up this scholarship program to benefit college students studying construction management. Full-time college students with at least one year left of post-secondary course work are eligible to apply. Preference is given to NAHB student chapter members and those enrolled in construction management programs. Applicants must demonstrate an interest in becoming employed in the residential construction management field after graduation. Awards will be up to $5,000.

HBA meets with Sen. Hoeven on building industry issues Several representatives of the HBA had the opportunity to meet with U.S. Sen. John Hoeven during Congress’s August recess. The meeting covered a variety of issues ranging from funding for the Fargo-Moorhead diversion project to AD&C financing to the mortgage interest deduction. A good deal of time was also spent regarding the Environmental Protection Agency’s increased regulatory requirements. Sen. Hoeven paid special attention as the HBA members present told stories about the increased measures that are now required on remodeling projects in housing built before 1978 in which painted surfaces are disturbed. Sen. Hoeven vowed to go back to Washington and look into the Renovation, Repair, and Painting regulation and what can be done to limit the unnecessary burdens and costs that RRP rule has created. FEMA to release new floodplain maps, Fargo copes with base flood elevation increase by Rocky Schneider, Public Affairs Coordinator

Replacing maps that are over 20 years old, the Federal Emergency Management Agency will release an update to Fargo’s floodplain which will result in added flood insurance requirements. The update is estimated to put an additional 7,500 homes into a higher risk zone prone to flooding. Homes that are in the 100-year floodplain and have a mortgage will be required to buy federal flood insurance. Homeowners can be grandfathered in at a lower rate for up to two years if they buy flood insurance before the maps become final. A home that is moved from a low risk area to a high risk area could see their flood insurance rates increase from roughly $400 to several thousand dollars a year. Residents can find more information on flood insurance at www.fargofloodinsurance.com. Along with the changing floodplain and flood insurance requirements comes an increase in the base flood elevation (BFE) level. This adds many barriers to growth and to the workings of the home building industry. Fargo officials anticipate an increase in the BFE by 1 foot along with an increase in city requirements from 2.5 feet to 3 feet over BFE for the lowest opening of a home. In total, this 1.5 foot increase is in addition to the several feet already necessary to raise some land areas to the current required BFE. The main struggle, both in practice and financially, is where does all that dirt come from? After years of perpetual flooding, there is little doubt that current maps are outdated and that Fargo’s efforts to provide flood protection are needed. The increase in need does not, however, make the costs or means of providing it any easier. The HBA of F-M has been working closely with city planning and engineering staff to find ways to cope with these increases in a way that is both cost-effective and provides adequate protection for homes and business. All of this is in an effort to keep Fargo a growing, vibrant community. In addition to requirements brought about by the new FEMA maps, city officials are working on a variety of other efforts to provide flood protection for all of Fargo. Thanks to revenue from the half-cent sales tax passed in 2009, the city has been able to take a proactive approach to flood protection. Instead of waiting for the flood to happen and respond, levies have been built along the river to limit the number of sandbags and response time needed during a flood. As part of this increased protection, officials are considering what building setbacks should be in place along drains and rivers. These issues have been discussed since last fall in talks among representatives from the building industry, the city and the public. An ordinance on both BFE and setbacks issues will likely be headed to the City Commission in the next few months. Fargo to propose costly tree preservation requirements by Rocky Schneider, Public Affairs Coordinator

With the impending release of new FEMA floodplain maps that are estimated to put as many as 7,500 homes and much of Fargo into the 100-year floodplain, city staff is trying to implement costly requirements to try to save trees in undeveloped areas. This includes trees that would be underwater in a 100-year flood. For example, the penalty for removal of each 24-inch diameter tree would be as much as $12,000 on top of the costs of actual removal. Since last fall, the HBA of F-M has been a part of a task force within the city of Fargo to develop an ordinance pertaining to the preservation of trees. The task force has been through almost a dozen drafts. While there are many beneficial and cost-effective preservation guidelines within the ordinance, some provisions, when included with the other new regulations the city is dealing with, became extremely costly and prohibitive to growth. Officials hope to have a final draft for the commission sometime in October. The HBA is working hard to protect the natural amenities our area provides for new development while limiting the financial barriers that increased regulations can often bring. In addition to the replacement penalties and costs, there are two other main areas in the ordinance: the riparian buffer and the tree protection zone. Housing Incentive Fund up and running The Housing Incentive Fund was created during the 2011 Legislative Assembly to assist in developing affordable multifamily housing in Doreen Riedman the state. A special revolving fund NDAB Executive capitalized by contributions from Officer ND income and financial institution taxpayers, it offers a dollar-for-dollar tax credit for those contributions. “Building affordable multifamily rental housing can often be a challenge in North Dakota,” said North Dakota Housing Finance Agency (NDHFA) Executive Director Mike Anderson. “The Housing Incentive Fund gives North Dakota businesses and taxpayers a way to invest in the future of their communities. It is a tool that helps create new housing units for low and moderate income families that are the lifeblood of our continued economic growth.” Four million dollars worth of tax credits were authorized for the Housing Incentive Fund program and are available to any taxpayer making a contribution to the fund. The credit may be claimed against state tax liability over a fiveyear period. The Housing Incentive Fund relies totally on contributions by taxpayers. “This program builds public private partnerships that are so vital to successful affordable housing projects. Contributors may direct their contributions to housing projects that help build the economy and create jobs in the community,” Anderson said. “North Dakota needs safe, decent and affordable housing for our workers, families and seniors and a contribution to the Housing Incentive Fund will have a big impact.” Sixty percent of the Housing Incentive Fund is being targeted to areas impacted by natural disasters and oil activity. At least half of the fund must be used to assist those with incomes less than 50 percent of Area Median Income. EPA stepping up enforcement of Lead Renovation, Repair and Painting Rule

The U.S. Environmental Protection Agency has started enforcing the Lead: Renovation, Repair and Painting (RRP) rule with inspections focusing mainly on paperwork and certification records. “Although the EPA requires dust containment, leadsafe work practices and cleaning verification on job sites, they’re rarely inspecting renovation activities,” said Matt Watkins, environmental policy analyst at the National Association of Home Builders. “We’re hearing from the field that inspectors are reviewing records, and the most frequent lapses reported are a failure to obtain firm certification and a failure to get signatures from home owners when handing out the ‘Renovate Right’ pamphlet.” According to NAHB, remodelers report they have been given a week’s notice of an inspection, either by letter or phone call from the regional EPA office, requesting a meeting to review their business records for the last three years. NAHB also says remodelers have reported that inspectors have asked to see documents confirming their status as a certified renovator and certified firm under the lead rule. Inspectors have also asked to see home owners’ signatures verifying they’ve been given the “Renovate Right” brochure, in addition to lead testing results and all documentation for following the lead rule’s work practices. The Renovate Right brochure is available for free online at: www.epa.gov/lead/pubs/renovaterightbrochure.pdf. To be prepared for lead rule inspections, remodelers working in homes built before 1978, that are applicable to the lead rule, need to develop a system for keeping records. Copies of the following are required: • Copy of certified renovator certificate • Copy of certified firm certificate • Signed verification receipts of the “Renovate Right” pamphlet by home owner or resident • Results of any lead testing, including EPArecognized test kits • Work practice checklist for the job • Operation and maintenance records for HEPA vacuums Information and resources about the lead rule are available on NAHB’s website at www.nahb.org/ leadcompliance. EPA penalties range from $130 to $37,500 per violation, per day. The agency calculates fines according to its Consolidated Enforcement Response and Penalty Policy for RRP.

HBA directors attend NAHB Fall board of directors meeting

I joined several representatives from the HBA of F-M, who also serve on the National Association of Home Builders board of directors, for a trip to Milwaukee in September to take part in NAHB’s Fall Board. The Fall board of directors meeting is in a different location every year, but because this was closer than most, we made it into a long road trip. Joining me at the event John Gunkelman was Jason Eid, Eid-Co Buildings, Inc.; Dakota Construction Ken Krajsa, State Bank & Trust; and of Fargo, Inc. Tyrone Leslie, Heritage Homes. Overall, the mood at the board meeting was pretty somber. Attendance from around the country was lower than average and the news coming from NAHB economists was not positive. NAHB Economist David Crowe didn’t say that things would get worse, just that the recovery would be pushed out a little further. The total number of housing starts is at about one-third of what economists consider an average number. If you don’t already follow NAHB economists’ blog featuring Crowe and others’ analysis, I urge you take a look at eyeonhousing.wordpress. com. There is some great insight available and it is updated regularly. Hearing from the other directors sure made us thankful that we live where we do. Though we may be feeling some impact of the national economic woes, we are still insulated from a lot of it. At the meeting, North Dakota received several mentions of high praise. I couldn’t be more proud of our Associations, both NDAB and HBA. In the area of membership retention, the HBA gets constant attention due to its consistently high retention rate of over 90 percent. The retention rate for all of NAHB is in the low 70s. I really have to commend all of the members for their support of the Association and for their willingness to band together as an industry to form a common voice.

In regard to fundraising for NDAB-PAC, the political action committee for home building in our state, NDAB gets special attention at every board meeting due to consistently being among the first states to reach its fundraising goal. Keep in mind, this is a two-year goal that we have already reached and we are not even through the first year! On top of that, in NAHB’s newest PAC level, the Club 2012, North Dakota is tied for the most contributors. That’s not on a percentage basis either; that is total new contributors versus the many other more populous states around the country. Again, I have to commend the members for their willingness to give and belief in our advocacy program we have developed. (See page 33 for a current list of PAC contributers.) Being a part of all three associations (NAHB, NDAB, and HBA) is such a big part of being in the home building industry. When you start a business building homes, it is not as simple as putting hammer to nail. We, as competitors and colleagues, need to band together when speaking to government entities in order to keep housing affordable and keep all of us in business. And no matter what level you are involved in the Association, I urge you to become even more involved. The payback you receive on a personal and professional level is great.

At Granites Unlimited, Grandbois is involved with sales and marketing, and describes himself as the lead bottle washer. You’re not off the hook just because storm water will be freezing soon…

As we enter into the fall and winter construction seasons, remember to pay attention to your Stella Stormwater best management practices (BMPs) EPA Storm Water related to storm water and prepare Enthusiast for freeze-up. Your HBA of F-M asked storm water officials in Fargo and Moorhead for their tips on a trouble-free fall and winter. Here’s what they said: Steve Sly City of Fargo Storm Sewer Engineering Specialist

Managing your site under freezing or thawing conditions can be simple and inexpensive. Consider moving fiber rolls to midpoint on the boulevard or private side of the sidewalk. Manage the inlet protection with a quick-toremove BMP like a rock or compost log – any device that can be easily removed if frozen. The seasonal BMP application can work for both fall and spring runoff protection. Remember to give a final BMP maintenance check Nov. 1. Points to keep in mind: • Pull street side BMPs by Nov. 1 each year. • The Street Department will pull and discard all street side BMPs after this date. • Regardless of the month or temperature you are responsible for what comes off the site. Stabilizing your site for winter can be a challenge with rain and snow events. Be proactive with preparing the job site for winter instead of reactive. The permit holder is responsible for erosion control devices year round. To prevent sediment and other pollutants from leaving the job site during the winter consider the following: • Stabilize all exposed soil surfaces with vegetation, mulch or erosion control blankets before the ground freezes. • Stabilize soil stockpiles with anchored straw mulch and winter seed. Install BMPs on the down-slope side of the stockpile.

• Halt land-disturbing activities until warm weather returns. If new land disturbing activities occur, BMPs must be placed. • Provide a construction entrance that can be accessed throughout the winter. • Silt fence shall be properly installed prior to the ground freezing. Snow should not be piled against the silt fence. • Move the perimeter-control devices such as sediment-control logs 2 feet back from the curb and mark them with a 4-foot orange stake to help prevent the snow plow from destroying the BMP. • Remove inlet protection by Nov 1. Although inlet protection devices are an effective form of sediment control, they can pose problems in the winter. Reinstall inlet protection by April 1 of the following year. Spring snowmelt is considered storm water runoff and is required to be treated. • The most effective maintenance tool for your site is weekly inspections. Not only is it a stipulation of the National Pollutant Discharge Elimination System permit but it helps identifying a problem or potential problem. Tree Ordinance con’t from pg 11

• Riparian buffer: The ordinance would eliminate the removal of trees within 350 feet from the centerline of a river. On existing developed lots, this buffer would be measured from the centerline of the river to the closest wall off the primary structure. • Tree protection zone: There are a number of requirements on best practices that need to be performed during construction on the area around significant trees. This area is measured as 1 foot for every inch of diameter of the tree. This area would need to be designated and protected during construction activities. Fargo-Moorhead Builders & Traders Exchange Dedicated to members, organization provides resources for over a century by Kirsten Rosenow, Communication & Office Coordinator

Since 1905, the Fargo-Moorhead Builders & Trade Exchange has been devoted to improving communications among members of the building industry in the FargoMoorhead area. When the FMBX started, there were no phones or delivery service, so building industry professionals met every day at the FMBX for the Change Hour to exchange project plans and create competitive bids. Today, FMBX is still a central location of construction project resources their members can access. However, a few things have changed. “We have an up-to-date physical planroom with 42-inch monitors and all new equipment, as well as a full online planroom which includes all plans and specs, bidders lists, bid tabs and document ordering and printing,” says Amy Espeseth, office manager of FMBX. Espeseth has been with FMBX since June 2004, and was promoted to office manager in Dec. 2010. Her Espeseth and the estimating tables and experience with Amy project boards in the planroom of the Fargo the company Builders & Traders Exchange building. ranges from graphic and web design to construction project processing, database management and member services, but she enjoys interacting with members the most. “Seeing the various ways our efforts help our members and the project issuers is extremely rewarding,” she says. Espeseth and the staff strive to outdo their best for their members, which sets them apart from other companies. Their focus is on simplifying the distribution of project information so members can access it quickly, wherever they may be. “We are constantly developing new methods and tools to better serve our membership and the design community,” she says. Like most companies, a challenge for FMBX is staying ahead of the competition while maintaining its high standard of excellence. Currently, staff is focused on making advancements in technology. From a young age, Mike Deyle, Deyle Construction, has been involved with the building industry. From following his dad around, to SkillsUSA competition, it was only natural that Deyle Construction would start in West Fargo in 2008. “My father, LeMars Deyle, owns and operates Floor Coverings International, so I was out on jobsites as a youngster ‘helping’ dad install commercial and residential flooring,” he says. But Mike Deyle, Deyle Construction his early training didn’t stop there. “I attended West Fargo High School and packed my schedule with every tech class I could take,” he says. After placing 14th in the construction skills portion in 2005, and inside the top ten for the written portion, Deyle attended North Dakota State College of Science and graduated with a degree in building construction technology and construction management. In his last year of college, he and a friend picked up a variety of handyman projects in Wahpeton for some extra spending money. “The more jobs we did, the more people asked us about little jobs,” Deyle says. It wasn’t long after graduation that he found his way back to Fargo, with a few jobs already lined up. “My main focus early on was mainly remodels and handyman-type jobs,” Deyle says, but his focus now is geared towards remodels and additions, with some emphasis on handrails and staircases. Since many homeowners are turning to remodeling and additions to freshen up their homes, Deyle stresses quality workmanship, along with selecting the right product and staying within customers’ budget, for each of his jobs. “I am out working on all of the jobs I sell, so every aspect of the construction process is quality controlled by myself, resulting in a very high quality product,” he says. Working on every stage of the process and overseeing every aspect allows him to set himself apart from other builders and remodelers. By doing this, the job can be streamlined through Deyle and only an electrical and plumbing sub-contractor needs to be hired, which can save on scheduling conflicts. One of the biggest challenges Deyle sees for the remodeling industry is the influence of the internet and Home & Garden Television (HGTV) channel.

Remodelers Council returns to repair door for Moorhead resident

After building a ramp over a year ago for Moorhead resident, Connie Mere, the Remodelers Council returned to repair a broken door and door frame. Connie Mere had recently purchased her trailer home from Federal Emergency Management Agency, but when the ramp and trailer shifted, it made it impossible to open the door. With support from the City of Moorhead Community Development Block Grant funds, Remodelers Council members John Gunkelman and Robert Nicklay, Dakota Construction of Fargo, Inc., were able to return to Mere’s home and fix the problem. Mere again has the freedom to venture outside and achieve an independent lifestyle. Connie Mere can use her door and ramp again thanks to members of the Remodelers Council. Robert Nicklay, Dakota Construction of Fargo, works on the project.

Remodelers Council FOCUS: Valley Central Vacuum by Kirsten Rosenow, Communication & Office Coordinator

Dave Ruzicka, Valley Central Vacuum, is one of the newest members of the Remodelers Council, joining in April 2010. Ruzicka decided to become a part of the Council after being asked by membership coordinator, Jennifer McKinney, and is looking forward to becoming more involved with all the different projects the Council helps with. “I haven’t been very active yet, but I enjoy being a part of Ruzicka the HBA of F-M and talking to more builders about helping clients keep their homes as clean and healthy as possible,” he says. He is also hoping that being part of the Council will give him the opportunity to educate people in the Fargo-Moorhead area about central vacuums and consider it an option when updating their homes. Valley Central Vacuum’s focus is on improving people’s lives through the cleanliness of their homes. Ruzicka says that central vacuums are the best way to keep a home in its cleanest and healthiest condition. Ruzicka earned his MBA from Iowa State and spent a decade working for Beam Central Vacuum managing product development. Since becoming a Beam Dealer in the F-M area, he has served customers in a 90+ mile radius of Fargo-Moorhead.

What to do when money is tight

by Jennifer Elder - Tiffany Construction & Development Corp Through your cash flow projections, you can see it coming. But despite your best efforts, there’s not enough cash to pay all your bills. What do you do now? Addressing a cash shortfall should be done early — and honestly. Almost all businesses experience a cash crisis. How you manage the crisis is the key. The steps you take — or don’t take — will affect your reputation and that of your business. They will affect your relationships with your employees, vendors and bankers. Ultimately, your decisions will determine if your business will survive. All this may sound dire, but it becomes so only if you ignore the situation. The following are several steps you can take to improve your cash situation quickly:

Try to get your customers to pay on time or even early. If you have not received a payment from a customer on the day it is due, call him and ask when you can expect payment — get a specific date. Continue calling until your bill is paid. Remember the expression, “the squeaky wheel gets the grease.” Offer discounts to your customers who pay early.

Become a spending disciplinarian

Cut out all unnecessary expenses. From now on, before making every business expenditure, ask yourself, “Will this get me another customer?” Do you really need $40-a-pound coffee in the office? Do you need a new piece of equipment, or can you buy it used? Do you use all six phone lines or can you cut it down to

Be rabid about collecting your cash

Send invoices more frequently

Instead of sending customers an invoice once a month, consider billing them weekly. It might be a bit more work, but will get you cash in your checkbook sooner.

Turn unused items into cash

Sell items that you are not using. Get rid of excess inventory and unused tools on E-bay, craigslist or other online classified services, or in your local paper.

Lease back your big-ticket equipment

If you have big-ticket items like vehicles, backhoes and even phone systems that you have already paid for, you may be able to contact a leasing company to buy those items and then lease them back from the company. While this solution should generate some up-front cash, you will have to make regular lease payments and can risk losing those assets if you miss your payments.

The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

HBC organizes another great Charity Ride

The 8th Annual Charity Ride ong Aug. 20 was a great success, raising over $1,600 for Home Builders Care. A beautiful day in Minnesota lakes country was enjoyed by 61 participants on 45 motorcycles. I want to thank Bob Kochmann, Kochmann Brothers Homes, Inc; Ken Krajsa, State Bank & Trust; and Jeff Swenson, Twin City Garage Door, Inc., for organizing the event. It is always a wonderful ride. The ride was sponsored by Anderson, Bottrell, Sanden and Thompson; Camrud-Foss Concrete Construction, Inc.; Dakota Underground Company; Hornbacher’s; Nodak Stores; Twin City Garage Door, Inc.; and U Motors. Lunch was provided by Hornbacher’s and Nodak Stores. Prizes given away at the end of the ride were provided by Kochmann Brothers Homes, Inc. and State Bank & Trust. Dippin’ Dots were donated by local supplier Tom Kennedy.

Year-end donations

While it seems like the end of the year is a long-way off, it is actually just around the corner. Now is the time to consider making a year-end donation to Home Builders Care. We are a charitable organization so all donations are tax deductible. Donations to the Foundation support the building industry through skill training, scholarships and housing-related projects. We accept donations of any amount, but I challenge HBA members to become Triple Players. Triple Players support all aspects of our organizations. In addition to paying annual HBA membership dues, Triple Players invest at least $365 in NDAB-PAC and donate at least $365 to the Foundation. All donations, except those specifically for Trades for Grades, support our Framework for the Future long-term fundraising initiative to build the endowment fund. This program has been set up to help maintain current giving, support additional projects and provide for endowment growth. We hope to create a self-sustaining endowment fund that allows HBC to increase its impact on the community and industry. At the end of this month, HBC board trustees are planning to spend a day making calls to our HBA members asking them to consider making a donation. Health Tech & Trades Career Expo

Set your calendars for the 9th annual Health Tech & Trades Career Expo coming Dec. 8. This event is one of the premier activities in the area for high school students to determine their future career path. In the past we have had representatives from heating and air conditioning; concrete; communications; electricity; cabinetry; windows; landscaping; residential building; commercial building; and equipment. State Bank & Trust is partnering with Rebuilding Together to complete one of its “Pay It Forward” projects. The groups are working to finish a basement in a north Fargo home for a family that has extended family living with them due to medical issues. State Bank & Trust is supplying all of the materials for the project but needed some help and expertise, so they asked Home Builders Care to pitch in with framing and electrical work. Members of the Home Builders Care board of trustees agreed to support this project by donating their own time and expertise. On Sept. 14, trustees worked on the framing needed to create a bedroom, family room and bathroom in the basement. This committee develops education programs for the Association. It provides an abundance of choices to fulfill continuing education credits required by Minnesota for builder licensing. The committee’s purpose is to assist the development, professionalism and profitability of HBA members and the industry.

has commented on the cost analysis provided by the city and is now waiting for the city to meet. The purpose of the group’s recommendations is to ultimately reduce infrastructure costs. • The HBA will host candidate forums for the upcoming elections in Minnesota. The two dates set are for Oct. 5-6 at the HBA. All are invited and encouraged to attend. • The HBA has been reviewing the tree preservation ordinance created by the city of Fargo and is working with a group of city staff to help formulate the draft. The draft has been through a dozen rewrites as more information is gathered, discussed, and put through real world examples. The final ordinance will be submitted to the city commission in the coming months. • The HBA was part of a group who went to Washington D.C. and met with the congressional delegation for North Dakota. The main discussion items were

the mortgage interest deduction and the funding for a FargoMoorhead diversion. The HBA also met with Sen. Hoeven at the HBA office during Congress’s summer recess. • The city of Fargo has passed river setbacks so there will be no building allowed within 450 of the center line of the river. The official ordinance is still being worked on. The committee formed is discussing whether there should be variation on distance based on different rivers. Also, the HBA has been in conversation on what should the setbacks be along drains and how the city should handle the increase in base flood elevations, which are expected to put much of Fargo into the 100-yr floodplain. PAC Committee

This committee works with the Public Issue committee to coordinate fundraising efforts for North Dakota Association of Builders’ political action committee (NDAB-PAC) and the National Association of Home Builder’s political

action committee (BUILD-PAC). It is involved with setting guidelines for PAC giving policies and its members have the final vote on distribution of PAC funds the association distributes to local candidates running for office.

Remodelers Council

Make deposits daily

Don’t wait until the end of the week to make a bank deposit. Make a deposit every day that you receive money.

Develop a plan

If your cash crunch looks to be more than temporary, create a plan to address the issue. Don’t just pay some vendors — like the ones who call you often or the ones with small balances. Work on a plan to pay something to everyone. You might want to get some advice and assistance from your accountant or lawyer.

Talk to your bankers

It is usually too late to borrow money when you really need it, but it is worth asking. Meet with your banker to see if you can get a line of credit. Or, see if you can adjust the terms of existing loans. Your bankers won’t be happy about adjusting the terms, but it’s a better solution for them than seeing you go bankrupt.

Talk to your creditors

Be upfront with your creditors. Calling them in advance and asking for an extension of the due date is better than having to explain why you haven’t paid your bill. These are not easy phone calls, but they will maintain your integrity and reputation. Be honest. Suggest a payment schedule, but don’t make promises you can’t keep. If you don’t know when you can make the next payment, tell your vendor when you’ll be making the next decision and follow-up with them then. Again, your vendors may not be happy with you, but most will understand as long as you stay in contact with them regularly. Kelly “Having a PAC means we have contacts with people who will listen and get things done,” says Kelly. Kelly also believes that the NDAB-PAC is important to the industry because elected officials who place low priority on home building can end up negatively impacting the industry. “We need to elect building-friendly candidates who understand that every regulatory roadblock costs money and prices out a family from the dream of homeownership,” says Kelly. Building Official’s Corner

I’m going to rely on you to be a particularly understanding audience for this issue of “Building Officials Corner” because I intend to revisit some things that should almost be second nature to us all. I’m going to be a little Ron C. Strand philosophical and I may even sound a Fargo Inspections little repetitive but sometimes repetition Administrator helps understanding. This issue I’m going to go through some pretty basic stuff about codes in general. This stuff will be pertinent regardless of the code with which you are called upon to deal.

What is a code?

Let me start by establishing just what a code is. I know some of you will be muttering “it’s a pain in the rear” and, from time to time, I suppose it is. A code is actually nothing more and nothing less than a collection of construction requirements that are each in turn a minimum requirement of what to do. You may have heard someone say at one time or another that a code represents absolutely the worst job you can do and get away with it. While that’s true, it also fails to depict a code to its fullest extent. A code is ever so much more. It is a compilation of all the time-tested materials and methods that have been successfully used for years and, at the same time, new, innovative technology, materials and methods. A code is constantly changing, growing and reflecting new circumstances and ideas. The code that we know today has included changes as a result of everything from fires in New York and Chicago to earthquakes in California to planes being flown into the World Trade Center. Its structural and fire requirements are intended to protect our properties and lives from tsunamis, flooding, tornadoes, blizzards, earthquakes, wild fires and acts of man.

Code Compliance

At this point you may be thinking “so how is it used properly?” Does that mean builders and design professionals have to act in blind obedience to the inspectors’ every direction? No, it does not. Proper use of the code involves understanding its intent and implementation of a course of action that will achieve that intent. To be done successfully, I contend we all have to act in concert with one another. We need to understand that we share the common objective of creating a built environment that is functional and safe. There should be no enemies in this relationship. From the procedural standpoint, and avoiding any lengthy discussion of the technical points of the code, it isn’t very difficult to take the steps necessary to assure yourself that you are complying with the applicable code provisions. In fact, much of this information is simply common sense. Apply for and receive a permit for the work you intend to do before you start the work. To obtain your permit be prepared to provide your permit office with the necessary information for them to make an informed

decision that the proposed work will comply with the code minimums. You should make sure that the plan which you supply represents what you intend to do. Sounds silly but you have no idea how many times we are told that what we were shown was only to get the permit! Doesn’t sound logical to you either I suspect. Incidentally, you cannot shelter under any protection from a plan that doesn’t depict what you were doing. Once a plan is approved, do not deviate from that plan unless you have a specific approval from the project designer, if one is involved, and the inspector assigned to your project. This does not mean that you can ask any inspector you happen to reach by a phone call to the inspections office, it must be your inspector or the building official. And certainly remember that the inspections office associates may be very informed and helpful but they are not authorized to supply you with code compliance answers or advice.

Inspections Process

When your permit is issued, you move on to the construction of your project and during the course of that construction it will be necessary to stay informed of the status of your inspections approvals. You will be supplied a list of the required inspections for your specific project along with an inspection signature card for the framing portion of you project. Use the inspections list and the phone numbers included thereon to know when and where to call for the appropriate inspections. Your inspector will be notified of the called inspection automatically and will respond within two to four working hours of the time at which you indicate that phase of your project to be ready and available for the required inspection. If the inspection you are requesting is the framing, when the inspection has been completed your inspector will sign the card and you may move on with work on the project including concealing the work inspected. A cautionary note here is probably a good idea. Work can be concealed only after the building inspector has signed off on the requested inspection. In other words, while the electric inspection is important and the electric inspector is very good at what he does, he may not and will not approve the work of any other discipline. Simply put, the building inspector is the only person authorized to allow work to be concealed. Should you accidentally cover work prior to your inspection card being signed, you will be required to uncover it or your inspector will issue a stop work order on your project to allow you time to secure a satisfactory resolution through the building official. As long as I’m talking about inspections and inspection calls, I think it would be of benefit to talk a little bit about inspection calls for concrete work. While the same two-tofour hour response time is our goal, there are a couple other things you will need to bear in mind that are particularly about concrete. When you make your inspection request call, you will be asked to supply two times: a ready time and a projected pour time. These times must be at least one hour apart. The purpose is to give the inspectors a chance to get to everybody’s requested inspections. The one hour separation should not be from noon to 1 p.m., so Building Official’s Corner con’t on pg 38

What’s up with the HBA staff? There are two new additions to the HBA of F-M staff. Corin Gunderson is the new communications intern, and Kirsten Rosenow has been hired as the new communication and office coordinator. Corin is a junior at Concordia College, is assisting Krista with design, preparation, writing and editing of the organization’s publications, brochures, Gunderson press releases, web content and advertisements. Originally from Ada, Minn., Corin is pursuing a career in communications and public relations and is very excited and eager to learn. So far, the position has given her experience that she will use in the years to come. She keeps quite busy with all the homework that comes her way. Oh, the joys of college! Rosenow In her free time, she enjoys being around friends and family. Kirsten, who started in August, will coordinatie various HBA publications, including the Plains Builder, assist with implementation of the HBA’s education program and greet Association visitors. Kirsten is enjoying getting to know all the members that call or stop by the office. She stays busy with her roommate’s new Corgi puppy and loves taking him for walks, although she might change her mind once winter comes. She graduated in May from Concordia College and is originally from Litchfield, Minn. The rest of the HBA staff has had very busy summers and are getting ready for fall: • Jenny planted her first vegetable garden and has been enjoying tomatoes, lettuce, peas, beans, peppers and cucumbers. Since her first venture has been such a success, there may be an even bigger garden next summer! Now that its October, Jenny has been busy readying her house for Halloween. As one of her favorite holidays, she makes sure to spookify just about every room! • Bryce’s summer was filled with baseball and soccer for daughters, Hannah, 8, and Izzy, 3, and their oldest daughter, Jenna, 22, began pharmacy school at the University of Minnesota. They did a lot of camping and entertaing family and guest. She was also able to spend lots of time with grandparents on both sides of the family and feels blessed for all the good things in life. • Krista has been busy keeping up with the soccer and school activities of her nine-year-old Annie and fiveyear-old Noelle. It is even more interesting this fall since her husband, Paul, ruptured his Achilles tendon at a soccer coaching class and cannot drive for several weeks!

• Amanda and her husband Tyler just celebrated their five-year wedding anniversary. Their daughter, Kaylee, is already six months old and beginning the adventure of eating solid foods. Yummy cereal! She is also working on rolling over (sometimes she forgets how to get off her tummy) and sitting up by herself. She loves to test out her voice and has been nicknamed the “monster” because sometimes it sounds a little creepy. During the workweek, Amanda is getting settled into her new office at the HBA. • Rocky has been busy taking a number of continuing education classes. A big believer in academics - having just received his Master of Business Administration, Rocky is now studying for his next adventure, becoming a dad. His wife Shelli and he have been busy taking classes, preparing the house and excitedly anticipating their baby girl, due Oct. 31. • Alison did her first triathlon and Muddy Buddy race this summer – fitting it in between multiple weddings has been a challenge, but both were a lot of fun! Also, she plays on a volleyball league each week – so far they have a winning record. Otherwise, Alison is still working on getting a handle on the new position as events coordinator and trying to fill Sarah’s shoes! “It seems funny, but I run into this fairly often,” he says. “For instance, people watch a show on HGTV where they’ll remodel a kitchen. They replace the cabinets and install granite countertops and then give a total project cost that is unrealistic for a contractor to even come close to.” Unfortunately, some shows end up omitting labor costs, or additional plumbing and electrical needs, which can leave contractors in a hard spot. “I deal with this by carefully explaining the value that I can add to the construction process and quality of the products selected for their specific project,” Deyle says. Even with challenges, he still loves all his job entails. “I really enjoy taking a concept that someone has for a part of the house that they dislike, whether it’s an outdated bathroom or a dysfunctional kitchen, and make it their

favorite part of their home,” he says. Fargo now utilizes an automated and integrated field inspection software that enables creation and reporting of completed inspection summaries as quickly as necessary to provide you with your projects certificate of occupancy for your closings nearly on demand. Add to the procedural considerations a mix of understanding, patience and courtesy and compliance with whichever code you are called upon to deal, and the results become much less daunting and much more understandable.
