HBA members enrolled on health plan eligible for EAP HBA of F-M members who are enrolled on the Association’s health plan are eligible for The Village Employee Assistance Program for members. It offers professional, confidential guidance for relationship issues, emotional health, drug and alcohol problems, workplace concerns, financial counseling and legal counseling. It is available 24 hours a day, seven days a week at (800) 6278220. Builder performance guidelines required in Minnesota Minnesota builders must, by law, include a set of performance guidelines with their contract for customers. Guidelines are available to HBA of F-M members through the Builders Association of Minnesota. BAM’s Building Performance Guidelines were put together by a task force made up of its members. Countless hours were dedicated to creating and refining this document to provide the best possible product for builders. President’s Report HBA urges you to get out and vote!
November 6 is election day. Turnout will be high as our country elects a president. There are also important races happening in our area. Locally, we have hopefuls running for office at the North Dakota legislature and for open Terry Becker seats on the Cass County Commission. Your HBA has included a flyer in this issue of the Plains Builder outlining who it supports for Cass County Commission: Rocky Schneider and Mary Scherling. We have supported these candidates with funds you helped us raise through the North Dakota Association of Builders’ NDAB-PAC. Please post this flyer in your business to help us spread the word to your employees and customers. We believe these candidates have the building industry’s issue in mind and will bring a pragmatic voice to the table. There are pressing issues for the county to consider, not least of which includes permanent flood protection and the ongoing F-M diversion project. Home Builders Care Build for Habitat
Your HBA recently wrapped up its Home Builders Care Build for Habitat. Watch for photo highlights and details. I would like to thank everyone who helped to build this house and provide a single mother and her children a place to call home. It was a very rewarding experience; we were continually amazed by the generosity of our members. Your HBA and Home Builders Care constructed the garage separately from the house build, and were able to accomplish this entirely using donated labor and materials. It was astounding! Thank you for your support.

National Housing Endowment offers scholarship The National Housing Endowment, philanthropic arm of the National Association of Home Builders, is now offering the Lee S. Evans/National Housing Endowment scholarship to students. Lee S. Evans and his wife, Virginia, set up this scholarship program to benefit college students studying construction management. Full-time college students with at least one year left of post-secondary course work are eligible to apply. Preference is given to NAHB student chapter members and those enrolled in construction management programs. Applicants must demonstrate an interest in becoming employed in the residential construction management field after graduation. Awards will be up to $5,000. Applications are available at www. nationalhousingendowment.org and are due Oct. 26. Win a free year of membership Your HBA tracks those members who pay dues before the month of renewal. All those members go into a drawing for a free year of dues. For example, if your membership is paid through Nov. 30, 2012, you would need to pay your dues before Nov. 1, 2012, to be entered. Start planning if you want to attend NAHB Spike Party 2013 Those planning to attend the 2013 National Association of Home Builders’ Spike Club Party during the NAHB International Builders Show must achieve the required credits: 1. Member must be a Spike in good standing as of Oct. 31. 2. To receive the Spike’s complimentary admission ticket, every Spike, including those with 25 or more credits, must earn at least one new member credit between Jan. 1 and Oct. 7. 3. To receive a guest’s complimentary admission ticket, all Spikes must earn one additional new member credit during the 2012 membership year (only credits earned until Oct. 7 will be counted for the Spike Party). Spikes who have earned their own ticket, but have not earned the additional credit required for the complimentary guest ticket, may purchase up to four tickets ($50 each). Fargo to allow building on river lots by Rocky Schneider, Director of Public Affairs
The city of Fargo has removed a moratorium on building along the river. The moratorium was put into place three years ago to give city officials time to create an ordinance on how to deal with permitting river lots. Earlier this spring, the city adopted an ordinance determining building setbacks and other standards for building along the river. The issue of building near the river has been a hotly debated topic for the last several years. With impending FEMA floodplain map changes looming, and the city working diligently to provide flood protection, new development along the amenity-rich rivers came to a halt when the moratorium was first enacted. While understanding the reasoning of the actions by the city, many developments and consumers were left in limbo for years, wondering as to whether lots that have, in some cases, been provided with infrastructure and plans for customers’ dream homes would ever be allowed to be built. With the new ordinance in place and the FEMA flood maps released in draft forms, there is now a clearer picture about where and how homes in new developments should be built. Still unknown is what will happen to many of the lots that had been previously approved by the city for building, but do not fit the new criteria. Fargo officials are working with these owners on an individual basis.
Moorhead approves tax rebates for new homes, remodeling
The city of Moorhead will once again have a perk for builders, homebuyers, AND current homeowners – an economic incentive for investing in Moorhead. Here’s how it works: • Two-year rebate – Taxes paid as scheduled and eligible portion refunded in December of each year • No minimum or maximum value on new construction of single family homes started on or after Jan.1, 2012* • Also available on major remodeling (value increase of at least $25,000 for homes and $50,000 for apartment buildings) • Citywide *For construction beginning Jan.1-Aug. 31, 2012, the 2012 rebate will include general taxes paid to the City of Moorhead and Moorhead Area Public Schools. For construction beginning Sept. 1, 2012 or later, rebate will include the general taxes paid to the city, schools, and Clay County. School, EDA, and watershed levies are not included in the rebate. Minnesota Department of Labor and Industry has built a one-stop “Local Code Lookup” – online at http://workplace.doli.state.mn.us/jurisdiction – to help contractors and homeowners find local code requirements and code inspectors in one place. The online search tool helps users find which code authority has local jurisdiction for permits, plan review and inspection in the areas of boilers, building codes, electrical, elevators, high-pressure piping, plumbing or other Minnesota construction codes and licensing disciplines. By using the Local Code Lookup, the user can determine if the local jurisdiction has adopted the state building code, if it uses local electrical fees, which inspectors to contact and their phone numbers, etc. Users can choose jurisdiction directory information for a specific city, township or county.

NAHB holds Fall Board meeting in Austin Last month, I joined several representatives from the HBA of F-M, who also serve on the National Association of Home Builders’ board of directors, for a trip to Austin, Stan Birky Texas, to take part in NAHB’s Fall Stan Birky Board. Joining me at the event Construction was Terry Becker, Terry Becker Alternate National Director Construction, LLC; Don Dabbert, Jr., Dabbert Custom Homes; Carlita Dietz, Jay Dietz Construction, Inc.; Jason Eid, Eid-Co Buildings, Inc.; John Gunkelman, Dakota Construction of Fargo, Inc.; Darrick Guthmiller, Kochmann Brothers Homes, Inc.; Ken Krajsa, Bell State Bank & Trust; and Dan Lindquist, Dan Lindquist Construction, Inc. The overall tone at the meeting was more positive than previous meetings, but the nation’s economy still struggles to grow at a rate high enough to foster total comfort in the home building industry. The good news is that the economists at NAHB are predicting 2012 to have an increase to 528,000 housing starts with an increase to 685,000 and 865,000 in 2013 and 2014 respectively. The membership within NAHB is also starting to see a turnaround as its retention rate increased over 4 percent from 2011. The federation now has 143,000 members. At the board meeting, there was a lot of discussion on how to keep the balance between a fiscally responsible budget and providing quality services to the membership. North Dakota continues to be a shining star. NAHB economists continue to point out the booming construction industry across most of the state. Our state and local associations in North Dakota continue to win national accolades for member retention and growth, services, and its outstanding PAC fundraising prowess. In total numbers, North Dakota ranks second in the number of members in the following PAC levels; Platinum Club ($2,500), Century Club ($100) and Club 2012 ($20.12). The national association contains a wealth of knowledge and services that members can tap into. As a new national director, I am continually impressed at the level of influence NAHB has on the national stage and in our nation’s capitol. Another service that NAHB offers is its legal department. Fargo starts hearings on 2012 I-Codes by Rocky Schneider, Director of Public Affairs
Every three years, the city of Fargo reviews the latest building codes from the International Code Council. The hearing process lasts for roughly nine months in which the inspections department reviews the changes line-by-line and a series of amendments are proposed and considered. The 2012 version of the I-Codes are set to be adopted for the building season in 2013. The HBA is an active participant in the hearing process. Its Codes Committee reviews the codes, reviews potential amendments suggested from the National Association of Homes Builders, meets with inspections officials, and attends hearings in order to comment on and propose amendments. Building code updates play an important role in maintaining the latest safety building standards. The 2012 code being considered by Fargo also requires significant changes in its energy provisions. The 2009 IRC and IECC, the versions currently in place, were required due to federal provisions that accompanied aid to the state. The 2009 IRC and IECC were also significant leaps in stricter energy standards. According to a cost analysis done by the National Association of Home Builders, to upgrade the energy chapter of the IECC from the 2009 version to the 2012 version it would add an estimated $6,465 to the cost of building a home. The HBA is reviewing the individual provisions within the chapter to make sure that the benefits match the costs. NAHB Fall Board meets in Austin
The NAHB Fall Board of Directors meeting took place in Austin, Texas in mid-September. Some of the key issues of the meeting included: • After much rejection, representatives from two Nebraska Eddy Mitzel NDAB President local associations withdrew three proposed bylaw amendments that would have broken up the federation’s three-in-one membership model by pulling state associations out of the equation. • Approval of the 2013 NAHB budget, including funding for student chapters and the Home Builders Institution (HBI), two programs that were facing major cuts. • North Dakotans met with Ed Brady, candidate for NAHB Third Vice Chairman. Ed is a builder from Bloomington, Ill., whose election will be held at the 2013 International Builders Show. • The Area 10 Caucus (N.D., S.D., Minn., Iowa and Wisc.) is planning to meet in the coming months to review NAHB products and services, and provide input to NAHB on our caucus’s recommendations.

BAM executive vice president resigns
It is with great regret that the Builders Association of Minnesota Executive Committee accepted the resignation of Pamela Perri, BAM’s executive vice president, at the BAM board of directors meeting Sept. 6. Her last day with the association was Oct. 1. Perri has led BAM through the most dramatic decade in the history of the U.S. home building industry. She has been instrumental in keeping the agenda of the residential construction industry viable at the state capitol and at the state regulatory agencies. There is no doubt, if you worked with Perri and her staff, you know their passion and energy for our industry is boundless. She will be missed. While we are sorry to see her go, we share her excitement as she accepts a new job opportunity near her family in Chicago, Ill. BAM intends to give Perri a proper send off, so stay tuned for details. During the BAM board of directors meeting, BAM President Keith Kylmala expressed how grateful the members are to Perri, yet at the same time, change means opportunity. BAM is well-positioned for the future and the board is committed to keeping BAM at the heart of the industry’s political operations. Kylmala appointed Mike Gohman (2010 BAM president) to head up the search committee to find Perri’s successor.

Contractor registration program update BAM has received an update from the Minnesota Department of Labor and Industry on the Contractor Registration pilot-program. Registration is free and online at www.dli.mn.gov/register. As of Sept. 15, the next phase of the contractor registration program has begun. In addition to registering, contractors will also need to comply with the subcontracting requirements of the new law. This includes subcontracting work to registered or licensed contractors unless the contractor meets an exemption specified in the law. Builder confidence continues to gain momentum in September
Sept. 18, 2012 - Builder confidence in the market for newly built, single-family homes rose for a fifth consecutive month in September to a level of 40 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI), released today. This latest three-point gain brings the index to its highest reading since June of 2006. “This fifth consecutive month of improvement in builder confidence provides further assurance that the housing market is moving in a positive direction, but there’s still a long way to go on the road to recovery and several obstacles are slowing our progress,” said NAHB Chairman Barry Rutenberg, a home builder from Gainesville, Fla. “In particular, unnecessarily tight credit conditions are preventing many builders from putting crews back to work – which would create needed jobs – and discouraging consumers from pursuing a new-home purchase.” “Builders across the country are expressing a more positive outlook on current sales conditions, future sales prospects and the amount of consumer traffic they are seeing through model homes than they have in more than five years,” noted NAHB Chief Economist David Crowe. “However, against the improving demand for new homes, concerns are now rising about the lack of building lots in certain markets and the rising cost of building materials. Given the fragile nature of the housing and economic recovery, these are significant red flags.” Derived from a monthly survey that NAHB has been conducting for the past 25 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores from each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view sales conditions as good than poor. All three HMI components posted gains in September. While the component gauging current sales conditions increased four points to 42, the component gauging sales prospects in the next six months rose eight points to 51 and the component measuring traffic of prospective buyers edged up one point to 31. Builder confidence also rose across every region of the country in September. Looking at the three-month moving average for each region, the Midwest and West each registered five-point gains, to 40 and 43, respectively, while the South posted a four-point gain to 36 and the Northeast posted a two-point gain to 30. List of improving housing markets expands to 99 in September
Sept. 10, 2012 - The number of improving housing markets across the country rose to 99 in September, according to the National Association of Home Builders/ First American Improving Markets Index (IMI), released today. This is up from 80 metros that were listed as improving in August and includes representatives from 33 states as well as the District of Columbia. The index identifies metropolitan areas that have shown improvement from their respective troughs in housing permits, employment and house prices for at least six consecutive months. Markets added to the list in September include such geographically diverse locations as Tucson, Ariz.; Jacksonville, Fla.; Springfield, Ill.; Greenville, N.C.; and Bend, Ore. “The number of improving housing markets grew by 19 in September as 68 metros retained their spots, 31 new metros were added and just 12 dropped off the list,” noted Barry Rutenberg, chairman of the NAHB and a home builder from Gainesville, Fla. “This solid growth is an encouraging sign that housing continues on a slow but steady recovery path that is gradually advancing from one local market to the next.” “More metros across the country are experiencing a sustained uptick in house prices, employment and new building activity as rising consumer confidence in local market conditions pushes more people to consider a new-home purchase,” observed NAHB Chief Economist David Crowe. “That said, overly tight lending conditions for builders and buyers continue to slow this process considerably.” “Combined with recent positive reports on builder confidence, housing starts and new-home sales, the

The HBA of F-M staff is excited to recognize Jessica Grondahl, Nodak Stores, as October’s Member of the Month. She was chosen because of her initiative to become engaged in Jessica Grondal, Nodak Stores, receives the both HBA and October Member of the Month award from Home Builders Alison Streyle, HBA events coordinator. Care events, and her enthusiasm for getting others engaged. Grondahl works for Nodak Stores as the marketing & promotions coordinator, and builder consultant. She has become very active with the HBA in the last couple years. Nodak Stores is a regular Red River Valley Home & Garden Show exhibitor, has sponsored numerous August GMMs, and Grondahl is this year’s chair of the Events Committee. “Jessica is always willing to help out whenever and wherever she can. As 2012 Events Committee Chair, she motivates and encourages committee members to get involved, helps out during HBA events and bring new ideas to the table to keep the HBA events exciting and worthwhile for members,” says Alison Streyle, HBA events coordinator. “I appreciate and am thankful for the enthusiasm she brings to the committee – it is something that was needed and I believe will remain for quite awhile.” For this summer’s Home Builders Care Build for Habitat for Humanity, Grondahl helped to provide meals for two of the HBA work days. She also traveled to Pelican Rapids, Minn., in August in order to provide a wonderful lunch for the HBC Charity Ride. “Jessica is a very generous volunteer. She always be steps up when needed. NAHB resource available to combat storm water runoff myth
A new National Association of Home Builders’ resource helps HBAs and developers overcome the myth that home building is a major source of water pollutants due to storm water runoff from construction sites. This resource, a PowerPoint titled Water Quality and the Construction Industry, employs recent government data to explain how agriculture, dam making and other activities overwhelmingly affect water quality, while sediment released from residential construction accounts for significantly less than 1 percent of the total sediment in surface waters as of 2009. In fact, as the presentation notes, EPA’s own data shows that pollutant discharges from construction sites have decreased over time – primarily due to the steps that builders and developers have taken to control the storm water that runs off their sites. This fact, along with EPA’s admission that “construction sites are already being adequately addressed through existing programs,” indicates that there is little need for states or municipalities to take additional steps to control construction site runoff. Rather, in most instances, doing so would only result in higher construction costs and higher home prices, with little or no added environmental benefit. September IMI adds to the growing consensus that housing is finally moving in the right direction, which in turn is spurring more potential buyers to get off the fence,” added Kurt Pfotenhauer, vice chairman at First American Title Insurance Company. The IMI is designed to track housing markets throughout the country that are showing signs of improving economic health. The index measures three sets of independent monthly data to get a mark on the top improving Metropolitan Statistical Areas. The three indicators that are analyzed are employment growth from the Bureau of Labor Statistics, house price appreciation from Freddie Mac and single-family housing permit growth from the U.S. Census Bureau. NAHB uses the latest available data from these sources to generate a list of improving markets. A metropolitan area must see improvement in all three measures for at least six months following those measures’ respective troughs before being included on the improving markets list. Area markets on the list include Bismarck, Fargo, Grand Forks, and St. Cloud, Minn. EPA Lead Renovation, Repair and Paint (RRP) Certification training available Nov. 14
Do you work in homes built in 1978 or earlier? According to the EPA RRP Rule, building and remodeling firms must have one or more certified renovators assigned to each job where paint is disturbed in homes built in 1978 or earlier. Eight hours of training is required to become a “certified renovator.” Minnesota municipalities now verify lead certification for residential builders, remodelers, roofers and manufactured home installers when requesting a permit to work on homes built prior to 1978. In addition to having a certified renovator(s), firms working in pre-1978 homes will need to submit an application to become certified before offering or performing the work covered under the rules. The EPA has up to 90 days to certify or recertify a firm once it receives a complete application.

Membership Meetings
Annual meeting features program on future housing trends for F-M area
On Oct. 9, the HBA of F-M’s Annual Meeting/October GMM will feature a presentation by Neal Eriksmoen, president of Appraisal Services, Inc., on future trends for the Fargo-Moorhead area. Eriksmoen does multiple market studies in the area and has great in-depth knowledge of the building industry as a whole. He will give those in attendance a look at what is to come over the next five to ten years here in the F-M area. The HBA will award its highest honors: Builder and Associate of the Year. The winner of these awards will ascend to the North Dakota Association of Builders’ Builder and Associate of the Year competition to be named in November. The 2013 HBA of F-M board of directors will also be announced and 25-year members will be recognized.

Aging-in-Place Specialist (CAPS) can help you remodel your home using universal design concepts. The NAHB Remodelers in collaboration with the NAHB Research Center, NAHB 50+ Housing Council, and AARP developed the CAPS program to address the growing number of consumers that will soon require these modifications. While most CAPS professionals are remodelers, an increasing number are general contractors, designers, architects, and health care consultants. To find a CAPS remodeler in your area, visit www.nahb.org/ designationsdirectory. What makes a home “universal”? It simply means that everyone can use universal design! It doesn’t matter if you are young or old. You could be short or tall, healthy or ill. You might have a disability. Or you may be a prize-winning athlete. Because of universal design, people who are very different can all enjoy the same home. And that home will be there for all its inhabitants even when their needs change. Here are some of the more common universal design features that are also incorporated into aging-in-place remodels: • No-step entry. No one needs to use stairs to get into a universal home or into the home’s main rooms. • One-story living. Places to eat, use the bathroom and sleep are all located on one level, which is barrier-free. • Wide doorways. Doorways that are 32-36 inches wide let wheelchairs pass through. They also make it easy to move big things in and out of the house. • Wide hallways. Hallways should be 36-42 inches wide. That way, everyone and everything moves more easily from room to room. • Extra floor space. Everyone feels less cramped. And people in wheelchairs have more space to turn. Some universal design features just make good sense. Once you bring them into your home, you’ll wonder how you ever lived without them. For example: • Floors and bathtubs with non-slip surfaces help everyone stay on their feet. They’re not just for people who are frail. The same goes for handrails on steps and grab bars in bathrooms. • Thresholds that are flush with the floor make it easy for a wheelchair to get through a doorway. They also keep others from tripping. • Good lighting helps people with poor vision. And it helps everyone else see better, too. • Lever door handles and rocker light switches are great for people with poor hand strength. But others like them too. Try using these devices when your arms are full of packages. You’ll never go back to knobs or standard switches. Home Builders Care Build for Habitat 2012 Home Builders Care wraps up was very busy for us. The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

Fall is scholarship time for our Foundation. Many scholarship applications were submitted to Home Builders Care and our Scholarship Committee will be making awards later this month. High school students interested in attending Minnesota State Community Technical College or North Dakota State College of Science and interested in pursuing a degree in a construction trade are eligible to apply. Our post-secondary scholarships are available for NAHB student chapter members at M State, Minnesota State University Moorhead, NDSCS and North Dakota State University. One of our main goals is to connect our students with each other as well as the industry. As an Samantha Crow organization, we bring in area builders and other professionals NDSU NAHB Student Chapter associated with construction to speak to our students about President their experiences and help answer questions they might have. The NDSU NAHB student chapter will also be sending a team to the Residential Construction Management Competition. The competition has given opportunities for many students to gain real life experience and also express their own creativity within the industry. Our student leaders also see our years here at school as a perfect time to network with other students. With that in mind, we are planning to have a little fun with our fellow classmates. Mini golfing, intramural sports, and many other activities may be in our future. We want to thank you all for your support, and hope you can be an integral part of our organization this year.

HBA staff, leadership travels to ALI conference in New Orleans
The HBA of F-M allows staff and members alike to take part in wonderful learning opportunities. In August, Associate Vice President Bryce Johnson HBA Executive Vice Sylvia Lunski, Design Direction, Inc.; President Communications Manager Krista Mund; Communications & Office Coordinator Kirsten Rosenow and I attended the National Association of Home Builders’ Association Leadership Institute in New Orleans. The Association Leadership Institute’s goal was to bring staff and member volunteers together for education on key association functions and allow for leadership development and team collaboration. One of the biggest benefits of attending a conference like this is the chance to meet or reconnect with other builders association staff and members from across the nation to swap ideas and learn from each other. Staff from associations in North Dakota and Minnesota attended, including North Dakota Association of Builders Executive Officer Doreen Riedman, Bismarck-Mandan Association of Home Builders Association Executive Officer Roxy Jacobson, Central Minnesota Builders Association Executive Officer Bonnie Moeller and Rochester Area Builders Association Executive Officer John Eischen.

National Green Building Standard
Sell the benefits of the home, not the green features by Krista Mund, Communications Manager Editor’s Note: The Home Builders Care Build for Habitat will generate the first home in the Fargo-Moorhead Metro area to qualify for the National Green Building Standard. This is the last in a series of three articles. The first article summarized the standard itself, the second discussed the process for qualifying, and this article explores selling points of getting homes certified. The National Green Building Standard is the first and only residential green building rating system to undergo the full consensus process and receive approval from the American National Standards Institute (ANSI). Certification by the National Association of Home Builders Research Center provides home buyers with independent, third-party assurance that their home was built in compliance with the National Green Building Standard. A recent opinion survey by Cone LLC found that 80 percent of respondents believed that certification by a third-party organization is “important in providing oversight to ensure environmental messaging by companies is accurate.” While home buyers may seek out specific features for their new home, it is the benefits of those features, not the features themselves, that will ultimately sell the home. Green homes provide many benefits to the occupants and the community. However, according to the NAHB’s Research Center, surveys reveal that home buyers consistently rate the following three categories of benefits as the most important: 1. A healthy place to live – Homes are healthier places to live for their occupants when they are dry, ventilated and the contaminants within the building envelope are limited. When surveyed, these are features that consumers said they were willing to pay a premium for even if it was difficult to quantify how fast their investment might pay them back over time. Builders should be prepared to specifically identify the practices and products that help contribute to the home being a healthier place to live.

Contributes to a sustainable lifestyle – Buyers are seeking homes and communities that improve their quality of life. These buyers are looking for features that increase their home’s durability and are easier to maintain. They want neighborhoods where they can walk to community resources and their children can play. They are interested in building practices that are good for the environment; however, some may not pay a premium for those features without a payback on their investment, so look to incorporate those green features that can be incorporated without significantly increasing the consumer’s bottom line.
Train your sales staff
Often, builders who construct high-performance homes rely on sales staff and Realtors who are not familiar with the home’s green features and related benefits. Make sure your sales staff understand the features of the home that contribute to its performance, but also be sure that they are selling the benefits of the features and not the features themselves. Many green practices and products need explanation, such as advanced framing, thermal barriers, r-value, low-e windows and air filtration. At a minimum, sales people should understand the basics of these practices and then know where to direct the home buyer for more detailed information. The NAHB Research Center’s technical website, www.ToolBase.org is the housing industry’s best resource for information on building products, materials, new technologies, business management and housing systems. Remind staff to discuss those features that increase the home’s durability as those are often neglected in the sales pitch. Look for the Home Builders Care Build for Habitat highlights coming soon!
2. Lower operating costs – Homes that are energy and water efficient cost less to operate. Most consumers are willing to pay more for these features if their investment will pay them back over time. Consumers will find it useful if builders can calculate the expected savings a typical consumer might expect, as well as the return-oninvestment. However, be mindful

that achieves the highest combined ranking in membership growth and retention in the country. The Membership Cup was awarded at a luncheon that also honored executive officers with achievement awards. Congratulations to our members, committee members, and staff on all their hard work in acheiving these awards! Because of the HBA’s Membership Cup achievement, a conference sponsor, Avitus Group, awarded the HBA of F-M with a free appearance from national speaker, Dave Mitchell, who spoke at the conference. He offers seminars on topics that include leadership, customer service, selling skills and personal performance enhancement. An appearance by Mitchell would normally cost the HBA close to $8,000, and we are excited to schedule him for one of our General Membership Meetings in 2013 free of charge! • Education – With over 35 education programs to take advantage of, sessions covered everything from social media, marketing, membership growth, strategic planning, leadership, association law and regulatory issues. • Networking – The conference included evening social events that allowed peers to network and make connections with others across the country. There were also social events hosted by exhibitors that provide services to HBAs nationwide. During conference hours, exhibitors staffed booths at a “resource pavilion,” allowing attendees to learn about member products and services their builders association could potentially offer. In summary, the trip to New Orleans was well worth the while: valuable connections were made, awards were brought home; and information was gathered to help staff and leaders better your HBA of F-M. Right person, right opportunity, right time
Editor’s note: This article is the last in a series of five featuring Rikka Brandon, Building Gurus, offering tips on recruiting and hiring the right employees. As the local building industry rebounds, these articles Rikka Brandon cover job design, effective job ads, resume Building Gurus review, interview questions and finding the right person for the right opportunity at the right time.
If I had to describe recruiting in the best, easiest, most basic way I would say: the right person, the right opportunity, at the right time. Only two out of the three? You don’t have a hire. It always (always!) takes 100 percent of each of these factors to close the deal. Let’s break it down, shall we? The Right Person • This should be fairly obvious, right? Companies rarely (intentionally) hire the wrong person. • The right person means: - the right background and experiences - the right personality to fit with the culture of the company, and - the right attitude to do the job. The Right Opportunity • Candidates are getting more and more invested in their career path. They’ll be thinking about how this role fits into their long-term career plans. • Is this a job where they can hit the ground running? Or is this the long-awaited career change they’ve been hoping for? • Is the money right? People rarely make job changes for a pay cut! If they are willing to make the change, make sure you know why they’re willing to take that cut. It has been known to happen, but it’s the exception, not the rule. The Right Time • The company needs to feel that it’s crucial to their business to fill this position. Without urgency on the company’s part, the deal will drag on and on and on. And usually fall apart. • The person needs to be in the right “mental space” to take a new job offer. • Considerations about family needs are always a big part of The Right Time question. As clever people say, it’s simple, but it isn’t easy. It would be wonderful if these three concepts lined up every time. But really? Each of them can go sideways a dozen different ways. What is NDABPAC?
NDABPAC is the North Dakota Association of Builders’ Political Action Committee. It is a non-artisan political action committee that provides support for candidates who are friends of the building industry. People who show they care and are concerned about the building industry’s future make contributions to NDABPAC because they believe that cooperation equals strength.
What do PAC dollars do?
With your sponsorship dollars, the Association can raise more PAC dollars. PAC funds are then split three ways to be used nationally, statewide and locally. Each dollar raised helps elect friendly candidates at all three levels of government. A portion of your contribution is passed along to BUILD-PAC, the National Association of Home Builders’ Political Action Committee, one of the most recognized and well-respected PACs in Washington, D.C. Another portion of your contribution is earmarked for contributions to candidates for local, county, and other elections. Most importantly, local Association members decide who to support in local elections to help elect those candidates most friendly to the housing industry. Here’s a breakdown: • 30 percent goes to your local HBA for use in local elections • 30 percent goes to NDABPAC at the state level • 40 percent goes to BUILDPAC at the federal level Please consider becoming a PAC contributor. Committee Highlights Education:
The Education Committee has scheduled continuing education classes for the upcoming year. Minnesota contractor continuing education classes will be offered Jan. 9 and Feb. 6; electrical contracting will be Jan. 11; and power limited technician will be March 8. Tentative upcoming Lunch & Learn topics include building official roundtables and fixing ice dams. Next Meeting: 8 a.m., Oct. 9
Events Committee
The Events Committee has been busy preparing for the Oct. Annual Meeting/GMM at the Ramada Plaza & Suites Oct. 9. The night will feature Neal Eriksmoen’s presentation on past and future housing trends, recognize HBA’s Builder & Associate of the Year, present 2013 board of directors and thank 25-year members. November’s GMM will feature Dennis Snow, a customer service expert and former leader at The Walt Disney World Company. Next meeting: 8:15 a.m., Oct. 12
Membership: Retention & New Member Development
The membership status as of July 31, 2012 is: 794 total members, 213 builders, 560 associates, 21 affiliates and a retention rate of 90.9 percent. The committee’s 2012 goal is to recruit 50 new members (15 Builders & 35 Associates) with a retention rate goal of 91 percent. After the September board meeting, 34 new members have been recruited (14 Builders & 20 Associates) with 16 left to go. Please contact the HBA office if you have any leads. Parade of Homes:
The 2012 Fall Parade of Homes ran Sept. 8-9 and 15-16. Overall, feedback was positive with high turnouts and good weather. Next Meeting: 3:30 p.m., Oct. 15
PAC Committee
This committee works with the Public Issues committee to coordinate fundraising efforts for North Dakota Association of Builders’ political action committee (NDAB-PAC) and the National Association of Home Builder’s political action committee (BUILD-PAC). Total PAC fundraising for 2012 is about half-way to our goal of $20,000: make your contribution today! Next meeting: 12:30 p.m., Oct. 23
Public Issues:
The Public Issues Committee is keeping tabs on several items, including reviewing potential legislation for the upcoming 2013 ND legislative session. There appears to be a number of property tax bills, including a proposal to create a homestead tax exemption. With North Dakota’s financial situation, now looks to be the time to implement some changes to reduce the overall tax burden. Next meeting: 11:30 a.m., Oct. 23

Remodelers Council
The Remodelers Council, along with the HBA and HBC, partnered up with Lake Agassiz Habitat for Humanity for a summer build that wrapped up late last month. It also hosted a very successful first Remodeled Home Tour that ran in conjuction with the second weekend of the Fall Parade of Homes. Next Meeting: 8 a.m., Oct. 24

Although he got off to a slow start, Hatch is continually increasing business each year and proudly represents a 12-person team. Hatch joined the HBA of F-M in August, and although he jokes that he only joined the HBA because Terry Becker, Terry Becker Construction, LLC, talked him into it, Hatch is looking forward to getting to know different members. “I see great value in connecting with the members of the Home Builders Association,” he says. “I have a lot to learn and this group is a valuable asset for our team.” The Erik Hatch Team is excited to offer services throughout the Fargo-Moorhead area, reaching out into Grand Forks, Jamestown, the Bakken oil region and Detroit Lakes. company had a very intense selection process: multiple interviews, a battery of personality, intelligence, and aptitude testing followed by an in-depth interview with an organizational psychologist. My candidate had been cruising through the process and had just “passed” the organizational psychologist interview process. All that was left was the final interview and the ten (!) reference checks. Just as we were scheduling the final site visit interview, my candidate told me that though he was 100 percent interested in the opportunity, he had to pull himself out – his wife was pregnant and had just been put on bed rest. They didn’t feel like the stress of moving would be good for the baby. (And for the record – I totally agree!) Final score: Right Person = 1. Right Opportunity = 1. Right Time = 0.
