Start planning now if you want to attend NAHB’s Spike Party 2015

Those planning to attend the National Association of Home Builders’ Spike Club Party during the 2015 NAHB International Builders Show Jan. 20-22 must achieve the required credits: Member must be a Spike in good standing as of Oct. 31, 2014. To receive the Spike’s complimentary admission ticket, every Spike, including those with 25 or more credits, must earn at least one new member credit between Nov. 1, 2013, and Oct. 10, 2014. To receive a guest’s complimentary admission ticket, all Spikes must earn a second new member credit between Nov. 1, 2013, and Oct. 10, 2014. Spikes who have earned their own ticket, but have not earned the additional credit required for the complimentary guest ticket may purchase up to four tickets ($50 each). Builder performance guidelines required in Minnesota

Minnesota builders must, by law, include a set of performance guidlines with their contract for customers. Guidelines are available to HBA of F-M members through the Builders Association of Minnesota. BAM’s Building Performance Guidelines were put together by a task force made up of its members. Countless hours were dedicated to creating and refining this document to provide the best possible product for builders. Mark your calendar now for the 12th annual Health, Tech & Trades Career Expo Dec. 4. The Home Builders Care of F-M Foundation and the HBA are major sponsors of this event for ninth-grade students to explore careers in several industries including construction.

NDAB donates tool trailer, equipment to Minot’s Habitat for Humanity

The North Dakota Association of Builders donated a tool trailer and equipment to Habitat for Humanity Northern Lights Inc. located in Minot to be used to support its mission of providing affordable housing. Habitat for Humanity Northern Lights Executive Director, Roxanne Volk says, “We truly appreciate this monumental donation. It’s going to be so useful to this affiliate for many years to come.”

The third quarter building permit report will be included as an insert in the November issue.

The trailer and equipment was purchased by grant money given to NDAB years ago and was used to provide many educational opportunities to young people at the North Dakota Youth Correctional Center in Mandan until that construction program was discontinued. Now it will continue to provide new educational opportunities through Habitat for Humanity Northern Lights which uses volunteers, Job Corp students and high school students during their projects. “We are excited to be able to provide such a wonderful organization with a fully equipped trailer to use on their projects. We hope it makes it easier for volunteers to participate and that it helps the organization grow,” says NDAB Executive Officer Kim Schneider. “It’s thrilling for NDAB to pursue opportunities like this to help local communities.”

NAHB Fall Board of Directors

Several HBA of F-M directors traveled to Phoenix last month for the NAHB Fall Board of Directors meeting. Look for a full recap from Tyrone Leslie, Heritage Homes, on page 10 and North Dakota Association of Builders Executive Officer Kim Schneider on page 12. It was reported that, through its advocacy efforts, NAHB has assisted in nearly $5,500 in savings per home. This includes work on the storm water rule, flood insurance, the clean air act, building codes and support of the farm bill. Major discussions at our meeting included budget work and engaging younger members. Because the discussion and agenda was so full, NAHB Chief Economist Dr. David Crowe was unable give his presentation to the full board on the current state of the housing industry for

Home Builders Care Build for Habitat needs $7,500 to finish

Your HBA will wrap up its Home Builders Care Build for Habitat soon. Approximately $7,500 additional in cash donations is needed to cover the project. HBA member of the month by Chelsea Smith, Communications & Office Coordinator

Ken Krajsa, senior vice president/construction lending at Bell State Bank & Trust, has been involved with the HBA of F-M for 30 years, and has served on the HBA board of directors since 1999. This January, Krajsa was recognized for achieving Grand Spike status. He is the only member in the state of North Dakota to achieve this status, and one of only a few in the nation. Currently, Krajsa is involved on two local committees; New Member Development and Retention and Public Issues. He also helps with several events including the Parade of Homes, Home Shows and Golf Outing. He is a member of Spike Club, is a Gold Key PAC contributor and is Life Director serving on both the state and national levels. “I became involved with the HBA to learn about issues and concerns affecting homebuilders and to lend support to the home building industry,” Krajsa says. When he isn’t busy recruiting new members or helping clean up after events, Krajsa enjoys going to the lake, spending time with family, going camping and watching his grandson’s sports.

Fun facts about Krajsa • Last vacation/trip I took was to: St. George Island, Fla. • My hometown is: Mahnomen, Minn. • My dream job is: To make builders happy. • The first thing I could do if I won the lottery is: Fund construction loans without any origination fee!

Six times a year the HBA staff chooses a “Member of the Month” to recognize volunteers who do something extra for the HBA of F-M. Each October the Extra Mile Award is given to one of those members and is awarded at the HBA’s Annual Meeting.

HBA offers NAHB testing Oct. 9, Nov. 13 for half price

Two of the most popular National Association of Home Builders designations are the Certified Graduate Builder (CGB) and Certified Graduate Remodeler (CGR). These tests determine the required courses to earn the CGB or CGR, and which ones he or she may skip, or “test out of.” In addition to the standard test, it is also now available online at www.nahb.org. From now until Dec. 31, you can take the test for just $95. • 8:30 - 11:30 a.m. Oct. 9 (only two online spots at HBA of F-M office) • 8:30 – 11:30 a.m. Nov. 13 (two online spots at HBA of F-M, hard copy option available) Register by contacting Jenny at (701) 232-5846 or jenny@hbafm.com. Registration/payment deadline is Oct. 7 for Oct. 9, and is Oct. 30 for Nov. 13. Registration is non-cancelable. Space is limited for the online option at the HBA office. If you prefer to take the test on paper, this is your last chance before it is only offered online in 2015. For the paper exam, you must register and pay by Oct. 30 to allow for materials to be ordered. After completing either or both tests, the BAR and PREP participants will receive a list of courses they need to complete to graduate. Once completed, he/she becomes qualified to graduate. NAHB offers qualifying courses at meetings such as the International Builders Show. Your HBA and some associations in Minnesota and South Dakota also bring qualifying classes into the region. Clay Dietrich, Dietrich Homes, Inc., on why he took the BAR test and earned the CGB: “I took the time to test in order to have a professional designation which our company could display in our conference room and use to open conversations with potential customers about our qualifications for designing and building their new homes. When we can talk with customers about the curriculum of the CGB program it gives us an opportunity to show our company as knowledgeable, experienced and professional. These conversations can be the difference for a customer to choose our company over our competitors.”

Meet your HBA Board by Chelsea Smith, Communications & Office Coordinator

Terry Lipp is currently the associate vice president for the HBA board of directors. He previously served as Remodelers Council president. Terry Lipp, Being involved in the Association Ferguson Bath, has helped him gain an understanding Kitchen & Lighting on how the HBA operates and the value Showroom of state and national membership, the original reason he became involved. Now, after four years of service, his favorite part of the meetings? Lunch! But in all honesty, Lipp says, “I enjoy helping the Association’s members prosper through advocacy. We are on top of local, state and national legislative issues that can have devastating effects on our industry.” The importance of the Board of Directors for the HBA is all about advocacy for Lipp. “We have experience and have earned credibility with all levels of government to be the voice of reason for our industry,” Lipp says. He also says the board is there to make sure the Association is fiscally responsible and to create and implement plans in case critical issues arise. Lipp is also involved in the Remodelers Council and World of Thanks.

When not spending his time with the HBA, Lipp enjoys serving on the board of directors for the Fargo-Moorhead Dorothy Day House, donating blood with United Blood Services and spending time with his family. His wife, Angie, has been teaching for 25 years and recently was selected as a 2014 state finalist for the Presidential Award for Excellence in Mathematics and Science Teaching. Their twin sons, Zach and Jon, are both honors students at Concordia College and North Dakota State University, respectively. Zach is an editor on the school newspaper and has been assisting the administration with curriculum issues. Jon has spent the last two summers in the Appalachia region working for a non-profit company, Appalachia Service Project. • • • • • •

HBA hosts state legislators for lunch session by Roz Leighton, Public Affairs Coordinator

The HBA of F-M hosted Sens. Tim Flakoll, Judy Lee and Ron Sorvaag and Rep. Bette Grande for a legislative panel Sept. 9. Also in attendance were Sen. Gary Lee and Reps. Kathy Hawken and Ben Koppelman. Legislators covered interim committee activity, issues they foresee arising in the 2015 session and general discussion about what’s going on around the state of North Dakota. Conversation ranged from the F-M Diversion to oil revenues and what the million barrels per day means for funding across the state. Though opinions varied from issue to issue, there was unanimous support for a “No” vote on Measure 5, the conservation amendment that would dedicate 5 percent of the oil extraction tax to a massive conservation fund, and create the ninth largest state agency. You can read more about Measure 5 on the facing page. The HBA prides itself on its legislative advocacy efforts and strong relationships with area elected officials and is fortunate to hold events like this. We thank our local legislators for taking time out of their busy schedules to visit with HBA members. HBA urges members to vote Nov. 4 by Roz Leighton, Public Affairs Coordinator

As you read this, vote-by-mail ballots will be arriving in mailboxes across North Dakota. It is estimated that, this year, nearly 45 percent of North Dakotans will vote by mail for the Nov. 4 election. This ballot will include elections for the U.S. House of Representatives, several state offices, state legislators in odd districts and includes eight ballot measures. The HBA has taken a stance on Measures 2 and 5. Measure 2 is a constitutional amendment that, if passed, will prohibit the state and any political subdivision of the state from imposing mortgage taxes or sales or transfer tax on the mortgage or transfer of real property. Stop the tax, vote YES on Measure 2. The HBA strongly opposes Measure 5, the Clean Water, Wildlife and Parks Trust and Fund. If passed, this measure would create a massive conservation fund that would draw funding away from crucial industry-related areas. The HBA encourages you to get out and vote on Nov. 4, or to vote by mail go to vote.nd.gov to request a ballot in the mail.

NAHB holds Fall Board meeting in Phoenix

As the temperature drops in Tyrone Leslie, Heritage Homes the Fargo-Moorhead National Director area, it doesn’t seem like only a few weeks ago I was part of a group representing the HBA of F-M in 104-degree heat in Phoenix at the Fall Board of Directors meeting. Those who attended with me included Don Dabbert, Jr., Dabbert Custom Homes; Carlita Dietz, Jay Dietz Construction, Inc.; Jason Eid, Eid-Co Buildings, Inc.; John Gunkelman, Dakota Construction of Fargo, Inc.; Darrick Guthmiller, Kochmann Brothers Homes, Inc.; Ken Krajsa, Bell State Bank & Trust; Dan Lindquist, Dan Lindquist Construction; and Terry Lipp, Ferguson Bath, Kitchen & Lighting Showroom. The HBA’s Executive Vice President, Bryce Johnson, also attended. At the Fall Board meeting, members attended committee and subcommittee meetings covering topics including: federal, state and local government affairs; market and investment trends; construction safety and health news; new and emergent building products; and election forecasting. Members also learned about building for millenials, encouraging homeownership for all income levels and changes in NAHB’s communications, including a new website set to debut at the International Builders’ Show. Fall Board and other national meetings provide an opportunity for our members to get involved with the national association, and network with members from across the country. These meetings are an excellent tool for our members and staff to continue improving the HBA and give back to the members through information gathered at educational sessions.

Public Issues Report of Area Affairs The Conservation Amendment is wrong for North Dakota by North Dakotans for Common Sense Conservation

Right now, out-of-state environmental groups are trying to fund their organizations with North Dakota tax dollars by passing the Clean Water, Wildlife and Parks Amendment. Already, these groups have spent more than $1 million just to get the measure on the November ballot. They pretend the amendment is meant to protect our state’s water and wildlife habitats, but it’s really about taking advantage of our state’s prosperity to pay for their salaries and pet projects. The amendment would create a constitutional mandate requiring 5 percent of the state’s oil and gas tax revenue to be placed into a massive new conservation fund. Amendment supporters have repeatedly referred to it as a “small percent” – but the reality is that “small percent” is actually $150 million every year, or $3 million every week. What’s worse is the amendment requires between 75 and 90 percent of the fund be spent every year. This would be the first ever spending requirement that would be mandated by our state’s constitution. It also opens the door for irresponsible spending because the board overseeing the fund will have to spend the required amount of funds or they would be in violation of the constitution. That makes it difficult to judge projects based on merit. If the amendment passes, it will legally establish the conservation fund as the number one funding priority in the state. That means that every year, $150 million that would otherwise be available to build roads and new schools, adequately fund our children’s educations, sustain property tax relief, and address the state’s many other critical needs will be syphoned out of the general fund. Over the 25-year life of the amendment, North Dakota will be left without $4.8 billion in funding because of the conservation fund. North Dakota has a lot of needs these days, conservation among them. Our communities are expanding and we need resources to address that growth while still preserving North Dakota’s outdoor heritage, but the conservation

amendment goes too far by stripping the state of $150 million every year. That just makes it harder for us to address our other critical needs. The state needs to take a responsible approach that balances conservation with our other needs. The Clean Water, Wildlife and Parks Amendment isn’t about balance; it’s about taking $150 million away from our communities every year and placing it in the hands of out-of-state environmental groups looking to line their own pockets. It isn’t about protecting the environment at all. It’s about the money.

North Dakotans deserve to know who is behind the Clean Water, Wildlife and Parks Amendment. Ken Callahan According to reports filed with the NDAB President, secretary of state’s office, 96 percent Montana-Dakota Utilities, Co. of the funding behind this measure Williston, N.D. comes from outside North Dakota. Most funding is from organizations and individuals living in Washington, D.C., Virginia and Florida. Unless those states have suddenly become part of North Dakota, it’s safe to call them out-ofstate groups. Despite claims to the contrary, the funding for the new conservation fund would come from tax dollars: 5 percent of North Dakota’s oil extraction tax revenue to be exact. Those tax dollars would otherwise go into the general fund to provide for education, infrastructure, health and human services, and other important needs across the state. The people behind this measure have already said they want the conservation amendment to pay for staff costs. So, regardless of what amendment supporters may say, the grants submitted for funding under the conservation amendment would ask for state tax dollars to pay for salaries. I don’t know about you, but I don’t think it’s right to use North Dakota tax revenues to pay staff for nonprofit organizations. Some supporters insist the fund cannot give money to conservation groups. If that were true, where would the money go? The Industrial Commission isn’t going to be submitting grant applications. No, conservation groups will be the ones applying for grant funding and because of the biased nature of the advisory board, those are the grants that will be recommended for approval. North Dakotans shouldn’t let out-of-state special interest groups buy our tax revenues. Vote NO on Measure 5 to stop the Clean Water, Wildlife and Parks Amendment.

While the Fall Board meetings tend to have the lowest attendance rate for Kim Schneider members, I am proud to share that we NDAB Executive had representation from each of the six Officer local associations and it was noticed by the other states. One big issue many states were discussing is getting younger members involved in their associations. One comment I heard over and over was how young all those from North Dakota looked and wanted to know our secret to obtaining and retaining new members that want to be so involved. We have great leadership and great mentoring that goes on while we all are building relationships. If you aren’t currently involved in your local association, I highly encourage you to check it out, get involved and be active not only at the local level, but at the state and National level. I am proud to share that NAHB recently recognized NDAB for having one of the highest member retention rates in 2013! News from the Builders Association of Minnesota protecting and improving water quality, and the EPA’s State win, national win: implication that only federal government is capable of protecting small bodies of water is not supported by science A good news report Good news with statewide implication comes to us from Willmar, Minn. The Builders Association of Minnesota (BAM) and West Central Builders Association (WCBA) successfully stopped the increase of building permit fees by the Willmar City Council in August. The Willmar City Council put increased building permit fees on the agenda for its Aug. 18 meeting. Ironically, not only did the City not have evidence that it needed to increase fees to cover the cost of services rendered, the city also had not reported its construction and development fees in four years. Minnesota law requires building permit fees be used only for the purpose for which they are collected. In response, BAM and WCBA wrote a letter to the Willmar mayor, council members, city administrator and city attorney providing a reminder that Minnesota law requires all construction and development-related fees be reported and that the law prohibits the use of building permit revenue for purposes other than which they are collected. The letter urged the city to carefully review the revenue and expenditures related to its building permit fees, and then, and only then, should it consider an increase if it’s clearly necessary to support the services for which they are collected. The letter referenced BAM’s successful case against both the cities of Shakopee and Elk River for diverting building permit revenues to other uses. The City Council unanimously voted the increase down. This is an example of the advocacy support BAM can provide members when issues come up with local municipalities. Ask the builders in Willmar and they will assure you this is a true benefit of membership. These kinds of issues come up statewide, and BAM is here to help. If your local association doesn’t have designated government affairs staff, track down and read your city council agendas. If an issue comes, up give BAM a call and we’ll lend a hand. In addition to government overreach, the proposed rule would increase regulatory roadblocks and make it more difficult or impossible to farm, build homes, or make other changes to land in many areas. BAM joined the Farm Bureau, Chamber of Commerce and 20 other organizations requesting Minnesota’s entire Congressional Delegation to support these efforts. The Good News is that on Sept. 9 the U.S. House passed H.R. 5078, the Waters of the United States Regulatory Overreach Protection Act, by a vote of 262 to 152. In total, 227 Republicans joined with 35 Democrats to pass the bill. See how your member of Congress voted by following this link: http://clerk.house.gov/evs/2014/roll489.xml This provision in H.R. 5078 will halt the EPA and Army Corps of Engineers proposed rule on “waters of the U.S.” and force the agencies to go back to the drawing board to craft a balanced rule that respects both congressional intent and Supreme Court precedent. Following this strong, bipartisan vote, the industry and its peers now turn to the US Senate to urge them to consider the House-passed bill and slow down the EPA’s flow of bad water regulation. National win, H.R. 5078 passes U.S. House

BAM members Mike Gohman, Tama Theis, Dale Gruber, Chad Kompelien, CMBA’s Jane DeAustin and BAM’s Remi Stone met with Colin Peterson last Friday asking for his help on the federal EPA’s wetlands and waters of the United States regulatory overreach. Congressman Peterson is one of the leaders in moving legislation to stop this government grab and he supports the industry on this serious environmental issue. The proposed rule would significantly expand the definition of “waters of the U.S.” under the Clean Water Act, and would inappropriately extend federal power and place more top-down regulatory burdens on all types of land use activities. Minnesota is actively engaged in

News from the National Association of Home Builders Multifamily decline pushes nationwide housing starts down 14.4 percent in August

Sept. 18 - Led by a steep 31.7 percent decline in multifamily production, nationwide housing starts fell 14.4 percent to a seasonally adjusted annual rate of 956,000 units in August, according to newly released figures from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. Single-family housing starts dropped 2.4 percent to a seasonally adjusted annual rate of 643,000 units. “The August drop in multifamily starts is not too surprising, given how volatile the numbers have been the last 18 months,” says David Crowe, chief economist of the National Association of Home Builders (NAHB). “And while single-family starts registered a slight decline, low mortgage rates, affordable home prices and pentup demand will keep single-family production moving forward in 2014.” “Our members are telling us that traffic to new model home sites and sales expectations are on the rise,” says NAHB Chairman Kevin Kelly, a home builder and developer from Wilmington, Del. “Despite the monthly blip, single-family starts are still 8 percent above last year’s level.” Combined housing starts fell in all regions of the country. The Northeast, Midwest, South and West posted respective drops of 12.9 percent, 10.3 percent, 10.9 percent and 24.7 percent. Issuance of building permits registered a 5.6 percent loss to a seasonally adjusted annual rate of 998,000 units in August. Multifamily permits fell 12.7 percent to 372,000 units while single-family permits decreased 0.8 percent to 626,000 units. Regionally, the Northeast, Midwest, South and West registered overall permit losses of 11.6 percent, 12.4 percent, 0.6 percent and 8.3 percent, respectively.

Work continues on five-year strategic plan

Last fall, the HBA of F-M board of directors finalized a five-year strategic plan. The board discussed the HBA’s focus and mission, a five-year vision, Gary Orth challenges and solutions, and marketing Cornerstone strategy. Specialties, Inc. The HBA’s finalized purpose Strategic Plan statement is “The Home Builders Monitor Association of Fargo-Moorhead promotes an environment in which members and their businesses can prosper.” Our overriding goals include the following: Increase the information, education and technology provided to members. We are exploring the possibility of constructing a new building that would increase the HBA’s ability to offer education and provide information to the membership. Staff and members are also researching a new website, possible association management software, and ways to create easier access to education and information. One of the first priorities is to create an info graphic that will illustrate the value of the HBA’s education offerings to prospective members and current members. Assist members with productivity and workforce training. The HBA is collaborating with the Home Builders Care of F-M Foundation to develop workforce for our industry

and increasing activities to interact with high schools and post-secondary schools. We’re also increasing our efforts to share our members’ job openings and developing more marketing opportunities. Last month, staff and members participated in the North Dakota Building Officials Association’s job fair with high school students and were present at a Job Service job fair. Represent the interests of the building industry. We are looking at ways to increase our governmental and regulatory advocacy efforts, as well as continuing to develop and enhance relationships with our governmental leaders. With the plan in mind, the Association hosted two lunch sessions with North Dakota state legislators in last month; they were very productive and candid as we discussed items on the horizon during the 2015 session. The HBA will also host a social early this month with those running for office in the North Dakota Legislature. Promote the prosperity of the organization. Our objectives here include increasing member engagement, fostering a welcoming culture and targeting younger members for involvement as well as prospective members. On that note, I encourage you to think about businesses and people you work with each day who may be interested in membership; sometimes all it takes is a phone call or a personal visit. It is surprising how many will gladly join – they just need to be asked. The Moorhead City Council voted unanimous approval Sept. 8 to continue the two-year property tax rebate on new residential construction and substantially remodeled homes through 2016. Mayor Del Rae Williams and the City Council recognize the Make Moorhead Home Property Tax Rebate Program as a valuable incentive for home buyers and homeowners, and an important competitive tool to grow Moorhead. • The rebate has no maximum value limit making the incentive valuable to building homes at all price levels. • First time home buyers purchasing newly constructed homes are also eligible for the First & New Special Assessment Loan Program. Statement from NAHB Chairman Kevin Kelly on House passage of H.R. 5078

Sept. 9 - Kevin Kelly, chairman of the National Association of Home Builders and a home builder and developer from Wilmington, Del., today issued the following statement on House passage of H.R. 5078, the Waters of the United States Regulatory Overreach Protection Act: “NAHB commends the House for passing bipartisan legislation championed by Rep. Steve Southerland (R-Fla.) that would prevent federal overreach by EPA and the U.S. Army Corps of Engineers that would harm individual landowners and home buyers and impact economic growth. “H.R. 5078 prohibits the EPA and Corps from finalizing a proposed rule that would dramatically increase their authority over ‘waters of the U.S.’ to include almost any body of water, such as ditches, mudflats, prairie potholes and other water features. “Allowing these agencies to radically increase their jurisdiction under the Clean Water Act would impede the fledgling housing recovery by greatly increasing the number of construction sites required to obtain permits, which would also delay and raise the cost of home building projects. Moreover, many American families would be priced out of the housing market if this rule is finalized in its current form. “Today’s House vote sends a strong message to the EPA to go back to the drawing board to find a common-sense middle ground plan that will maintain environmental safeguards and protect landowners from unnecessary regulation.” Stella Stormwater EPA Storm Water Enthusiast

Featured Remodel Project raises just under $3 thousand for Home Builders Care by Lindsey Nogosek, Events Coordinator

This year’s Remodeled Home Tour debuted a Featured Remodel Project. The beautiful 7,000-square-foot home in West Fargo raised funds for Home Builders Care. This home was remodeled top-to-bottom by Monica Hart Interior Design and Smart Spaces, Inc. Approximately 300 people toured the home raising $1,415. The owners generously matched the donations, ending up with a grand total of $2,830. See photos of the home below.

Technology impacts everybody’s life in many ways, and some may say they can’t live without it. Scott Geston Cable One, originally Cablecom, Cable One General was awarded the franchise by the city Manager of Fargo in 1979. In 1996, the Cable One brand was created to unite 20 different operating names in 50 locations. Scott Geston, a 35-year veteran in the cable industry, grew up in West Fargo. He attended Jamestown College and, after graduating, started his first cable-related job. Now, Geston is the general manager at Cable One. Next year marks his 30th anniversary with the company. Thirty years is an impressive commitment not only to one industry, but to one company. His advice, “Join a company with a good culture and benefits and start saving as early as possible for retirement because time seems to fly when you’re having fun!” Cable One became a member in 2006 after exhibiting in a home show. Geston recognized the networking opportunities right away as Cable One serves many of the same people in the HBA and the company wanted to grow with Fargo-Moorhead as it expanded. Cable One doesn’t attempt to be the very first to roll out technological changes, they focus on customer service and are committed to delivering a solid service. So when Cable One debuts new technology, it will be done right. With customer service at the heart of the company, it

Although Cable One is committed to its customers, with today’s technology, making everyone happy is hard, especially with video becoming a commodity and content providers asking triple digit rate increases. Currently Cable One is working on switching to an all-digital platform in order to offer customers more HighDefinition channels and faster Internet speeds. Just like technology, industries change. With Geston’s experience, it makes you wonder what it takes when you are just starting out in the industry. Geston says, “Stick with it and be willing to change the way you do things.”

Wendt Construction was founded 45 years ago and has been a member of the HBA for 38 years. Still in its original location, Wendt Construction has expanded its business activities. Beginning in residential building and some light commercial construction, Wendt Construction now does new construction/residential building, interior/exterior design, space planning, remodels, home staging, first-time buyers and relocation. Gary Wendt worked at the U.S. Department, Water and Soil Research lab in Morris, Minn., where he earned his carpentry degree. After moving to Moorhead in 1968, he started framing houses and completing projects like the shelter at Gooseberry Park and the Southside Fire Station. After Gary retired, his son Dan took over Wendt Construction, while his two other sons run Wendt Custom Cabinets & Countertops, also an HBA member. At Wendt Construction, hands-on work has proven to be the most beneficial experience. Unfortunately, with the industry booming, Dan Wendt says, “It is really hard to find quality and trustworthy workers to hire. These days, nobody seems to want to get dirt under his or her fingernails.” Now, Wendt Construction has started working with Dan Wendt’s niece, Kaeli Wendt, who went to North Dakota State University for interior design. Adding decorative touches helps with the model homes and pre-solds. Focusing on quality, not quantity, allows Wendt Construction to stand out. Remodelers Council Focus

A new member since February, Amanda Welken is eager to become more involved with the Remodelers Council and its volunteering efforts. Welken works for Paul Davis Restoration & Remodeling of the Red River Valley. Before taking the marketing director position, she was in the insurance industry for eight years. Welken joined the Remodelers Council to network within the industry Amanda Welken and help the community. Paul Davis Restoration & Although she hasn’t had a chance to be involved Remodeling, with a Remodelers Council project yet, Paul Davis Marketing Director Restoration & Remodeling is working on building a ramp for a family. Welken says, “We are excited to help with the project and have our guys taking the time out of our busy schedule to help the community.” Paul Davis Restoration & Remodeling not only remodels, but also provides emergency services to include water losses and fire board-ups. They are a one-stop shop who manages the entire project from start to finish.

What is the Remodelers Council?

The NAHB Remodelers Council was founded in 1982 as department of the National Association of Home Builders. The council’s mission is to serve the remodeling industry and consumers by establishing a written code of ethics, quality standards and by offering information, education and professional designation programs. More than 150 NAHB-affiliate state and local associations have organized Remodeler Councils. Remodelers join the Council to improve their business management skills, to network with peers, to perform community service and to work for the betterment of the industry. Remodeler is a trademark that identifies NAHB members who are active in residential and commercial remodeling.

The HBA Remodelers Council was formed in 1990 and assists in the planning and coordination of the Fall Home Show. The Council and its members are known to be very active, within our area, participating in many community service projects. It has partnered with Lake Agassiz Habitat for Humanity on builds and coordinates the construction of several wheelchair accessibility ramps per year. The Remodelers Council partnered with the Home Builders Care Foundation and the city of Fargo on exciting projects: the renovation of a 100-year-old home called the RENEW House and building bunk beds for the Gladys Ray Shelter.

MSUM’s NAHB student chapter president values membership benefits

In the fall semester, students will be participating in the Associate Schools of Construction competition in Nebraska City, Neb., in October. Last year, the heavy highway team took first place and the school earned $1,000. The group also plans on attending the University of Minnesota Quiz Bowl.

The HBA of F-M sponsors four National Association of Home Builders Student Chapters. Our chapters are located at Minnesota State Community & Technical College (M State), Minnesota State University Moorhead (MSUM), North Dakota State College of Science (NDSCS) and North Dakota State University (NDSU). The NAHB Student Chapter at MSUM is called the Construction Management (CM) Society. Mitchell Egge is the current president of the CM Society. Egge is from Pelican Rapids, Minn., and is studying construction management. As president, he is responsible for organizing and running all CM society meetings. Egge is responsible for assigning tasks and scheduling events. He also coordinates with Sigma Lamda Chi Honor Society so events don’t overlap. Egge will be graduating in the spring of 2015. MSUM NAHB Student Chapter with awards. After graduation, Egge plans on working for Egge Construction, Inc., in Pelican Rapids. The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

One of the goals of the Home Builders Care strategic plan is to support students in pursuit of post-secondary education, specifically at trade schools. The Home Builders Care board of trustees is interested in expanding scholarship opportunities, specifically for those students at local trade schools. If you are interested in helping to support students pursuing degrees, please consider making a donation specifically through our Trades for Grades program. Your Trades for Grades donation will be earmarked for scholarships and will support local students. Strategic Plan update

Home Builders Care approved its strategic plan earlier this year. The biggest goal is to assist members with productivity and workforce training. HBC has made progress on this goal through: • The Herdina Academy for the Construction Trades saw 17 students graduate in 2014 • The NDBOA career day for high school students • HBA staff has begun attending job fairs to promote industry job openings Home Builders Care will continue to work on promoting the industry to area students.

The end of the year is still a few months away, but we would like to encourage you to consider Home Builders Care when making year-end donations. HBA of F-M members have many ways to support Home Builders Care. The HBC Board challenges you to find at least one way that works for you to give back to your Foundation. • Monetary donations are always appreciated and we have numerous recognition programs. Education

This committee develops education programs for the Association. It provides an abundance of choices to fulfill continuing education credits required by Minnesota for builder licensing. The committee’s purpose is to assist the development, professionalism and profitability of HBA members and the industry. Chairperson: Stephanie Lindemann, Revive Contracting LLC The Education Committee continues to offer many education opportunities. This summer, the HBA of F-M hosted education sessions on AdvanTech & Zip systems, Managing Business Growth and Employee Recruitment and Retention with 56 people in attendance. The Education committee is now busy planning for 2015 continuing education offerings. Fall Safety Training sessions are being held in Nov. and Dec. in conjunction with NDAB and WSI. Parade of Homes

A “Parade of Homes” is designed to promote HBA Builder members to consumers. It serves to boost home sales and raises the level of recognition for Builder members. This committee is responsible for all aspects of coordinating and promoting the spring and fall Parades. Chairperson: Kim Krueger-Tehan, Krueger Construction and Castle Realty This year’s Fall Parade of Homes had the largest turnout since 2008 with 48 homes by 29 HBA Builders! The Public Issues Committee is responsible for keeping tabs on governmental action that affects the industry and then informing the industry on the status of those issues. The national debt: Growing but more slowly

The federal debt routinely captures headlines and continually grows but is there a crisis? Should congress fix the debt immediately, or have we made enough progress? Turns out, in the short-run we are fine, but there is heavy lifting that must yet be done if we are to get to a sustainable path. Elliot Eisenberg, While the debt is huge, it’s the ratio of debt to GDP Ph.D., GraphsandLaughs, that matters. Ignoring debt held by government agencies LLC (such as the $5 trillion in IOUs held by the Social Security Administration), and focusing on debt held by households, firms and foreigners and upon which the treasury pays interest, the total amount of money the government has borrowed equals, $12.6 trillion, close to 75 percent of GDP. To give some perspective, before the Great Recession the debt was 35 percent of GDP and it was projected to gradually rise to 50 percent of GDP by 2018 as more Baby Boomers became eligible for Social Security and Medicare and as health care cost rose. Then came the Great Recession which resulted in more borrowing as tax receipts fell and more had to be spent on counter-cyclical social programs including unemployment benefits and food stamps. As a result, debt rapidly rose to 50 percent of GDP and was projected to rise to 70 percent within a decade. Then to fight the Great Recession, President Obama persuaded Congress to pass the American Recovery and Reinvestment Act (aka “The Stimulus”) an $800 billion package of tax cuts and spending increases. That along with the weak recovery pushed the debt to 70 percent of GDP by 2011 and it was projected to rise toward 100 percent of GDP by 2021 as the economy returned to health and interest rates rose towards normal levels. At that point things looked grim. Then came some big changes that dramatically improved things. Congress raised taxes on upper income families, cut discretionary spending, and the rate of increase in government spending on healthcare, particularly on Medicare, unexpectedly slowed by 2.25 percent peryear. That improved the projected trajectory of the debt. Now, it is forecast to climb from 75 percent of GDP today to 80 percent of GDP by 2024 and it’s projected to climb higher after that. While the debt is high by historical standards, at least it’s getting worse more slowly, at least in the short-run. The good news, outside of Social Security and Medicare, projected revenues and spending are balanced. The key to balancing the budget is closing the gap between promised future Medicare and Social Security benefits that are actuarially higher than future taxes earmarked for those programs. This can be done by cutting benefits, raising taxes or ideally some of both. Moreover, the earlier these changes are made, the less painful they will be. A second way to fix the budget; pass pro-growth legislation. This would include reducing tariff and non-tariff barriers via trade reform, reducing marginal corporate and personal income tax rates via tax reform, and enabling illegal immigrants to fully participate in the economy via immigration reform. Collectively these policies would raise annual GDP growth by $80 billion, or 0.5 percent, which when compounded over time is a huge amount. Our budget problems now lie largely in the future. That, however, must not distract us from grappling with them soon as time passes all too fast. Moreover, assuring markets that we are solving future budget problems should help promote the current economic recovery. The ramp was completed using a grant through the City of Fargo to purchase materials and using Remodelers Council and other HBA members as volunteers to complete the project. Special thanks to John Gunkelman, Dakota Construction of Fargo, Inc., and Dave Anderson, Dave Anderson Construction who headed up the project. The Council also hosted another successful Remodeled Home Tour September 13 & 14 with 10 projects and the Fall Home Show September 26 & 27 with featured speaker Brian Santos, the Wall Wizard. New Member Development & Retention Committee

This committee looks for new and creative ways of recruiting and welcoming new members and develops programs to remind members of the membership value. It explores reasons why members join and leave, is responsible for contacting all members and also reviews the NAHB membership status report on a monthly basis. Chairperson: Drew Likness, Chase Realty The HBA has gained 49 new members through September and is looking forward to adding to that number when we again compete in the National Association of Home Builders membership drive in the month of October. Competing in membership drives are a great opportunity to really focus on member recruitment during a specific month while also offering perks to members who recruit. Members have the opportunity to take part in voting on important issues at the national level. At the recent Fall Board, there was discussion around bylaw changes in regards to the number of meetings NAHB holds, which after 2015, there will only be the International Builders Show and one other in-person board meeting. The executive committee does have the power to call an in-person meeting if they see fit, otherwise, the use of teleconferences and video conferences will be used to cut down on the costs of travel and room reservations. It was also voted that Affiliate membership dues will be raised to $15. Many topics were discussed, ideas shared and relationships built during our time in Phoenix. I encourage all who can attend the upcoming International Builders Show to do so; it will be held in January in Las Vegas. When we aren’t traveling and winning awards, the members of NDAB are doing good work for our community. In August, NDAB was proud to donate a tool trailer and equipment valued at $15,000 to Minot’s Northern Lights Habitat for Humanity. The trailer and equipment was purchased by grant dollards awarded to NDAB years ago and, at that time, was used to provide many educational opportunities to young people at the North Dakota Youth Correctional Center in Mandan, until their construction program was discontinued. The tool trailer and tools are already being put to good use on one of the Habitat’s homes and all of us at NDAB are very proud to see the trailer being used for this project.

Lead Paint Regulations

As of April 22, 2010, the Environmental Protection Agency requires all renovations disturbing painted surfaces in pre-1978 homes must be done by a certified lead renovator. This includes, but is not limited to, modification, repair, sanding, scraping, removal of building component, window replacement, weatherization, etc. Certified renovators must go through eight hours of training by an EPA-certified instructor. On top of that, the company must also submit a firm application to the EPA along with a $300 fee. Your HBA has scheduled refresher classes for 2015 as we approach the five-year renewal mark for many members: • March 9, 16 and 26 and May 13 and 15. Four-hour morning and afternoon sessions will be offered each day. The HBA will also offer initial certification courses next year. The HBA of F-M is a member of the “Vote Yes on Measure 2 Coalition” that has come together to pass the constitutional amendment that would prohibit the state of North Dakota or any political subdivision of the state from imposing any mortgage taxes or any sales or transfer taxes on the mortgage or transfer of residential, commercial or agricultural property. While efforts have been made in the reduction of property taxes in recent years, some cities are looking at adding an additional source of funding or imposing a transfer tax. Between property, income and sales taxes we are already taxed enough. Stop the tax. Vote Yes on Measure 2. The HBA is an active member of the North Dakotans for Common Sense Conservation Coalition that has formed to oppose Measure 5. If passed, Measure 5 would create a massive conservation fund from 5 percent of the oil extraction tax revenue receiving more than $300 million by the end of the 2015-2017 biennium. As it stands there is not a clear plan for how the $2.8 million per week would be spent, however it would be constitutionally mandated that 75 percent of that fund needs to be spent every year. This fund would create the sixth highest-funded state agency and would receive approximately $34.8 million more than North Dakota State University, or more than North Dakota’s State Highway Patrol, Department of Health and Department of Parks & Recreation combined. Concerns stem from the fact that Measure 5 is being funded largely by out-of-state special interest groups, with over 96 percent of the funding the group has received coming from outside organizations. Vote No on Measure 5. It’s not about the wildlife, it’s about the money. BAR is the test for those interested in becoming a Certified Graduate Builder. It measures expertise in: building technology; business and finance; project management; sales and marketing; and safety.

PREP is the test for those interested in becoming a Certified Graduate Remodeler. It measures a candidate’s knowledge in: marketing and sales; business administration; design, estimating and job cost contracts; liability and risk management; and project management. Registrants must fill out this form and return with payment.

Two of the most popular National Association of Home Builders designations are the Certified Graduate Builder (CGB) and Certified Graduate Remodeler (CGR). Now you can test locally for just $95. These tests determine the courses a member will be required to take to earn the CGB or CGR, and which classes he or she may skip, or “test out of.” Time: Dates: Place:

After completing either or both tests, the BAR and PREP participants will receive a list of courses they need to complete to graduate. Once the specified courses are complete, he/she becomes qualified to graduate. NAHB offers qualifying courses at meetings such as the International Builders Show. Your HBA of F-M, NDAB and some associations in Minnesota and South Dakota also bring qualifying classes into the region.
