Vote for Housing Nov. 6, Celebrate at Awards Gala We have a lot of fun here at the HBA through events like the Awards Gala
& Annual Meeting and HBA Happy Hour. We also work hard on behalf of your livelihood and making good use of your investment in your Association. This month, I’d like to highlight a few of the government affairs-related issues that our member volunteers and staff are paying attention to, so you don’t have to. • At the top of our list is the impending Nov. 6 mid-term election. 1. HBA hosted a legislative social last month for candidates and current elected officials running for seats in the North Dakota legislature. Contact Chelsea Diederich at (701) 232-5846 or chelsea@hbafm. com if you are interested in learning more about the HBA’s support and strategy in these races. 2. We hosted Candidate Forums for Moorhead’s city council elections. See page 27 for details. • We’re engaging our members who are codes experts to work with the city of Fargo as it adopts the 2018 International Codes. The past two decades, your HBA has maintained a strong presence and advisory role in codes adoption and resulting education. This time around will be no different. • In August, the Minnesota Department of Natural Resources released its environmental impact statement on the F-M Area Flood Diversion project. Your HBA mobilized members to speak and write letters in support of “plan B.” Now we wait to hear a final verdict from the state of Minnesota and for news on the project’s permitting status. • Last but not least, we helped pass West Fargo’s bond referendum Sept. 25. Your HBA took an active role in supporting a “yes” vote. We shared how this funding will address challenges facing West Fargo schools as they grow since our leaders believe that strong schools lead to a thriving community, continued economic growth and even more opportunities for the housing industry.

Blood is the most precious gift you could give anyone; it’s the gift of life. There’s no substitute for blood. When a patient receives blood, it was given in advance by a generous donor. This doesn’t mean there are warehouses filled with unused blood. There is a shelf life to donated blood. Red blood cells must be used within 42 days of the donation. Platelets only have five days, and plasma can be frozen and stored for a year. Giving blood is similar to making a donation to your favorite local charity, because funds stay local. Your blood donations are used the same way! Last year alone, Sanford and Essentia combined used over 9,921 units of blood. Who can donate? Almost anyone! When you donate blood you are a hero, and you can get that good feeling over and over each time you donate, because you know you’re saving a life.

The 30-Day Difference
by Sami Eidenschink, Membership & Marketing Coordinator National Association of Home Builders knows the power of strength in membership numbers and believes it will only take 30 days for each member across the federation to make all the difference. During the month of October, the HBA of F-M is joining this 30 day challenge to not only grow locally, but assist the power-house voice that is NAHB. The HBA of F-M is the largest local association in North Dakota and has seen growth of 2.2 percent in 2018 while other locals across the country are losing members. The Fargo-Moorhead building industry gets it. They know how strong one voice is when it comes to protecting the interests of their business and the

livelihoods of their employees and families. That’s why the HBA is stepping up to the challenge to dedicate October to bringing in more member applications. Heading to the Polls
Nov. 6 is the official general election day. It is the day that North Dakota citizens, and everyone across the nation, will head to the polls to cast their vote for those they feel will best represent their views. Regardless of your political views, election day is a very important time and is about exercising your right to vote. In North Dakota, voters will select one United States Senator, one United States Representative, a Secretary of State, an Attorney General, and several other statewide executives and judicial branch offices. Voters who live in odd-numbered legislative districts will also select their representatives to the North Dakota House of Representatives and North Dakota Senate. Voters may also face any number of constitutional amendments, initiated measures, or referred measures placed on the ballot by petition. Since North Dakota is the only state without voter registration, we want to ensure you are prepared to vote. Below is some information to know ahead of time: In order to vote in North Dakota, you must be: • A citizen of the United States; • Eighteen years or older on the day of election; • A resident of North Dakota; • A resident in the precinct at least thirty days immediately preceding any election; and • Able to provide a North Dakota driver’s license, nondriver ID, or tribal ID that includes your current residential address and date of birth. Ensure that your identification includes your name, current residential or mailing address and date of birth. If you are unavailable to go to your polling location on election day or maybe you prefer to cast your vote from the comfort of your own home, absentee voting is also an option. You can receive an absentee ballot by submitting a request with the valid information required to vote through the North Dakota Secretary of State. To learn more about voting in North Dakota or to educate yourself on which candidates and issues will be on the November ballots, please visit the North Dakota Secretary of State’s website at sos.nd.gov. President’s Message Recent natural disasters remind us that our lives can quickly be turned upside
down with little warning. As a homeowner, there are actions you can take to prevent or mitigate damage and life-threatening situations. I’m including some tips and resources here, but before I do, I want to tell you how you can help your local community when people need life-giving blood due to an illness or injury. I am proud to announce that North Dakota Association of Builders is hosting a Battle of the Builders Blood Drive at each region throughout October and November. Donating blood takes approximately 15 to 30 minutes of your time and helps to replenish blood banks which serve your area hospitals that need ongoing support. The first blood drive kicks off Oct. 4 in Bismarck followed by Dickinson Oct. 8, Williston Oct. 17 and Minot Oct. 19. We continue with Nov. 6 in Grand Forks and the final drive Nov. 7 in Fargo. As the date for your local event approaches, I encourage members to schedule an appointment through the link available via NDAB emails or on the NDAB Facebook events. You do not have to be a member to donate so invite family and friends! As promised, here are a few emergency preparedness tips: 1. Sign up for emergency alerts. Discuss with your family or household members how you will each receive emergency alerts and warnings. Check what wireless emergency alerts are offered by state or local public safety officials and sign up to receive news. 2. Devise a shelter plan. Depending on the emergency, you may be required to evacuate or seek shelter in another location. Or, you may be advised to stay at home and shelter-in-place. Review the recommended shelter plans for the type of disasters that are likely to affect your area. For example, with a tornado warning, you should seek shelter in a basement or an interior room on the lowest level away from corners, windows, doors and outside walls. 3. Create an evacuation plan. If necessary, you’ll need to have an evacuation plan. You may have a few days to prepare or you may need to leave your home immediately. That’s why it’s important to assemble supplies ahead of time. 4. Develop a household communication plan. Your family or other household members may not all be together when disaster strikes. That’s why it’s important to know how you will communicate with the members of your household during a disaster. In addition, Randy Noel, NAHB Chairman of the Board, will speak. • HBA of F-M Remodelers Council members engaged in community service at the end of August to build a ramp for a man fighting stage-four small-cell lung cancer, bone cancer and liver cancer. • HBA of F-M Public Issues Committee members and board of directors enjoyed socializing with candidates and current legislators at the Legislative Social Sept. 6. • The Fall Parade of Homes and Remodeled Home Tour ran the last weekend in September and first weekend in October. There were over 54 homes and 5 remodel projects.

The trades have always been a part of Kochmann’s life, growing up with a dad and uncle running a homebuilding company. “I was introduced to construction back in middle school when we would go with my dad to job-sites and help out cleaning homes,” says Kochmann about his initial introduction to his future career. “Eventually it turned into a summer job throughout high school. I would frame homes and that’s where I really got interested in the construction world. Seeing projects go from just the frames, to an entire home, got me hooked.” Although he knew he enjoyed working within the world of homebuilding, eventually Kochmann left for college at the University of Mary in Bismarck to pursue a career in business management. Four years of classes and one degree later, Kochmann found himself drawn back into framing houses out in Bismarck. With that, he knew it was time to move back to Fargo to join Kochmann Brothers Homes and assist in the family business. Not long after moving back, he received his construction management degree from Minnesota State Community and Technical College and has since been reunited with a long-time passion and a full-time career. “I love my job because it is so rewarding to see projects go from start to finish, and how happy a remodel can make a homeowner. I have seen some clients cry because they are so happy with their finished product, and that’s what I love about this industry,” he says. Kochmann has since racked up over ten years of construction experience and in the last 12 months, has gotten heavily involved with the HBA of F-M. This involvement over the last year has earned him the HBA’s Member of the Month for October. Kochmann has assisted HBA staff and his fellow members by serving on the Remodelers Council, stepping up as the vice chair of the Herdina Academy Advisory Committee and starring in a workforce development video promoting the trades to area youth. He has also donated his time to the Future Leaders and Entrepreneurs Xchange (FLEX) taskforce to help develop a long-standing committee promoting the next generation of leaders in the construction industry. All Arrows Continued from page 14 Beyond his involvement on committees, Kochmann volunteered his time and skills at the Herdina Academy for the Construction Trades this past summer to teach high schoolers about construction careers and helped manage the program’s site build. His workforce promotion does not stop at the Herdina Academy, or starring in a Home Builders Care promotional video though. He has volunteered time away from work to assist in the Health, Tech & Trades Career Expo and various career days at local high schools. Promoting the trades is a passion, but he is also a regular advocate and attendee for HBA events including the Awards Gala & Annual Meeting, all HBA picnics, golf outings and the HBA Happy Hour. “I enjoy being active in the Association. Everybody is busy, but when we get a chance to sit down together, you learn so much from your peers and other industry
professionals,” he says. “It is a great opportunity to meet new people and educate yourself about what is going on locally in our construction industry.” HBA Membership & Marketing Coordinator Sami Eidenschink says, “Aaron is one of the most reliable people I have ever met. Lumber, OSB Prices Retreat in August as Gypsum Reaches New High by David Logan, NAHB Director of Tax and Trade Policy Analysis
Residential construction goods input prices declined, on average, in August as large monthly increases and decreases offset each other, according to the latest Producer Price Index (PPI) release by the Bureau of Labor Statistics. Although the index for inputs to residential construction fell by 0.5% (not seasonally adjusted), it has increased more than twice as much in 2018 (+4.9%) as it did over the same period in 2017 (+2.0).
Perhaps the most concerning news in the report was the relatively sharp increase in prices paid for gypsum products. Prices have climbed 6.1% (seasonally adjusted) since a two-month reprieve that saw the gypsum index decline 3.3% between May and July. February to April 2016 was the last two-month period in which gypsum prices rose by 6% or more.
From January to August of 2017, the price index of gypsum products rose 3.9%. The index has more than doubled that pace in 2018, having increased 8.2%, year-to-date. On a more sanguine note, softwood lumber and OSB prices each decreased substantially in August (not seasonally adjusted). Softwood lumber fell 9.6%, its largest monthly decline per the PPI in over seven years (May 2011). Lumber, OSB Prices Continued on Page 22

Similarly, the index for prices paid for OSB (and waferboard) decreased by 11.8% in August, the largest such decline since July 2013.
As expected, the August PPI release captured more decreases in prices paid for softwood lumber that began in mid-June. Even after accounting for the most recent price movements, the average price paid for softwood lumber in 2018 remains the highest on record according to Random Lengths data—22.0% above the prior record set in 1997. The index for ready-mix concrete (RMC) prices fell (-0.1%), the fourth consecutive monthly decrease after increasing in 10 of the preceding 11 months (seasonally adjusted). After an uncharacteristically large monthly increase in March—when the index rose 3.3%–the PPI for RMC has fallen back in line with its long-run trend.

Spriggs Reaches Master Remodeler Level With National Association
by Krista Mund, Executive Vice President Mark Spriggs is in select company. He’s one of only 61 Graduate Master Remodelers in the nation. Over the past nine years, Spriggs has quietly gone about achieving five professional designations from the National Association of Home Builders. This year, he advanced to the Master level in the remodeling field. The base requirement for Graduate Master Remodelers is at least 15 years of remodeling experience. On top of that, there is an additional remodeling certification, a testing requirement, course requirements and continuing education to maintain. Spriggs also is a Certified Graduate Remodeler (CGR), Certified Aging-In-Place Specialist (CAPS), Certified Graduate Builder (CGB) and Certified Green Professional (CGP). Bryce Johnson, HBA of F-M CEO, says, “Those letters indicate that builders or remodelers have taken the time to seek out additional education related to their industry that isn’t mandatory. They are doing it to increase their professionalism, and it is a marketing tool to attract customers. It’s more than alphabet soup!” Spriggs keeps it simple and says, “I just think it’s good to learn as much as you can!” He also credits his business partner and wife, Lisa Spriggs, with encouraging him to stay on the education path. They found themselves traveling each year to the NAHB International Builders’ Show where these tests and classes are routinely offered. Lisa quickly identified the potential to maximize their time while at the

On the customer side of things, he finds the credentials helpful in proving that he is

Your Organizations Team Up to Invest $200K in Career Workforce Academy
Over the years, HBA of F-M and Home Builders Care of Fargo-Moorhead Foundation have developed a partnership with North Dakota State College of Science over a mutual goal: engaging our future workforce. This partnership is looking at the future of our trade’s educational programming in this area. NDSCS received the go-ahead in June 2017 to start fundraising for the Career Workforce Academy. HBA of F-M and Home Builders Care Foundation have pledged $200,000 together toward the development of the Academy with a goal of raising an additional $800,000 from members, totaling $1 million. With this commitment toward our future workforce, a fundraising task force has been created to help promote and educate our industry on how the Career Workforce Academy will benefit the industry. Around the country, we see dramatic workforce shortages. By the end of 2020, there will be over one million jobs open in them. The Career Workforce Academy will offer students the opportunity to earn both a high school diploma and one or more years of college credits toward their associate’s degree. These early-college programs motivate high school students to stay in school, work hard and provide the opportunity to accelerate their college career. Home Builders Care of Fargo-Moorhead Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. The trades are a necessary and important piece of our local and national economy. Building new homes, multi-family and commercial spaces transform a spot on a map into a community. It creates jobs and fulfills a vital need for workforce housing. We can all agree on the importance of our industry, but unless we tell others, that information will never get out. This is why the Association hosts events on your behalf with local officials, state legislators and more. At the beginning of September HBA of F-M hosted a legislative social at Heritage Homes to do just that. This event was a helpful event before the start of the 2019 legislative session. Why Healthcare Is So Expensive While there are many reasons why healthcare spending is growing much faster

than the economy - including an aging population and the rising cost of prescription drugs - one problem that gets virtually no attention and is a primary cost driver is cross-subsidies. The reason cross-subsidies exist in the first place is because lawmakers want to subsidize healthcare costs for the poor, the sick, and other potential voters - which is well meaning - but lawmakers do not want to raise taxes to pay for these programs. So they hide the taxes they should impose in the form of cross-subsidies. Let me explain. If someone with no money walks into an emergency room and needs care, they get care. But to recover the cost of services provided to the indigent, hospitals must overcharge everybody else. Making matters worse, Medicare and Medicaid do not pay the full amount of their service cost. As a result, hospitals must substantially overcharge everybody else, and that unlucky bunch is patients with private insurance and those who pay cash. Of course, giving free or subsidized healthcare to some by overcharging paying customers is essentially imposing a tax on those who can pay in order to subsidize those who can’t or won’t. But - and this is the key - this hidden tax does not appear anywhere. As such, it is politically costless, and that’s why it is so appealing to politicians. If that were all, it would not be so bad. But it gets worse, much worse. Cross-subsidies are much more inefficient than raising taxes and spending the revenue on, in this case, healthcare. Here’s why. In an ideal market, if a hospital or doctor is going to overcharge some patients, those patients will have an incentive to shop around for a cheaper insurance plan. That insurance plan could be cheaper if it sends patients to hospitals and doctors who don’t overcharge. But if enough such plans were to exist, the entire system would fail because these new low-cost providers would drive the high-cost providers out of business and the poor would not be served. Thus, the introduction of cross-subsidies must be accompanied by a prohibition on competition. One of the ways we see this lack of competition manifesting itself is insurance plans such as bronze, silver, and gold all offering the same services. And once there is no competition, there is no incentive for any non-competitive service providers to innovate for better care or lower costs, and that, in turn, drives up costs for everyone. If you are old enough, you remember that prior to the 1980s, local phone calls were cheap, often free. That was because long distance calls were very expensive; there was cross-subsidy from long distance calls to local calls. Of course, firms wanted to compete to provide overpriced long-distance calls, but the system would have unraveled. So the federal government gave AT&T a monopoly and, in that way, kept competitors out and prices up. Once there is no competition, be it in telecommunications, airlines, trucking, banking, or stock trading, inefficiencies multiply and prices rise. Returning to healthcare, because of this lack of any meaningful competition, consumers know the cost of nothing they consume and care even less. What kind of market operates well when prices are well hidden? If there were real price competition, consumers would be bombarded with ads boasting of better prices and outcomes and we would all be winners. Increasing taxes and spending, while hardly ideal, sure beats cross-subsidies and the attendant monopolies that drive up costs, prevent firm entry, and eliminate innovation. Until cross-subsidies are eliminated, US healthcare costs will continue to spiral out of control and we will be able to do nothing more than wish for a competitive, innovative and efficient healthcare market.

In 2010, gross sales margin as a percentage of new-car price was 4.4%; today it’s 2.5%. Relatedly, the largest US bank just reduced to zero the cost of stock and ETF trades for some of its customers, and a brokerage just introduced two stock index funds with no fees, hidden or otherwise, of any kind! Commissions appear to be increasingly under pressure the more competitive, commoditized and automated the industry.
Consumer confidence is by some measures at its highest level since 10/2000. Unemployment is microscopic, pay is up, and GDP growth is strong. Yet housing slumps. Pending sales are down Y-o-Y for seven straight months, existing sales have fallen four months in a row, home price increases are slowing, as are starts, homebuilder share prices are struggling, and inventory looks to be finally bottoming. Rising prices are finally squeezing demand.

The Friday File: At the worst of the Great Recession, total US employment was 129.7 million. Since then, the number of employed Americans has steadily risen and is now 149.1 million. Better yet, 51% of workers said they are satisfied with their jobs, the highest percentage since 2005 when it was 52.1%. But, we have been much happier. The all-time high was 61.1% in 1987! Have a happy Labor Day!
The Federal Reserve is struggling with four issues. Is the nearly inverted yield curve telling us to raise shortterm rates more slowly lest we invert the curve and precipitate a recession? How economically growth sapping will trade wars be? What’s the fed funds rate that’s neither expansionary or contractionary, and how close to it are we? Lastly, how much should the Fed shrink its $4.2 trillion balance sheet? They’re busy.
YTD, the US trade deficit is $337.9 billion, a record high, and up $22 billion compared to January through July of 2017. The widening deficit is likely to reduce Q3GDP by almost a percentage point. The drivers of the widening deficit are slowing global growth, domestic fiscal stimulus leading to higher US interest rates which strengthens the dollar, and trade disputes, which weaken currencies and growth of US trading partners.
August’s employment growth of 201,000 was strong, and employment growth over the last three months of 185,000/month is slightly above the CY2017 pace of 182,000. Better yet, wage growth rose 2.9% Y-o-Y, its fastest pace since mid-2009, and the broadest measure of unemployment hit 7.4%, its lowest level since 4/2001. The only downer, the labor force participation rate declined to 62.7%, suggesting powerful demographic trends are preventing it from improving.
Y-o-Y job openings are up 11.9%, hires are up just 3.3%, and the number hired has declined three months in a row. Moreover, job openings exceed the number of unemployed by 659,000; they surpassed zero for the first time in March. Additionally, quit rates hit 2.4%, their highest rate since 4/01, and a record 25% of small businesses say finding qualified workers is problem #1. Labor’s in very short supply.
Inflation-adjusted median household income rose to $61,372 in 2017, up 1.8% from 2016, and up smartly from the 2012 cyclical trough of $54,569. Despite the recent rise, median income is not meaningfully higher than the 1999 pre-recession peak of $60,062. In 2017, income rose more due to a rise in hours worked than rising wages. Households at the 90th percentile made $179,077, those at the 10th percentile earned just $14,219.
For the week ending 9/15/18, initial unemployment claims fell to 204,000, their lowest level since 11/15/69, yes, 1969! The four-week moving average declined to 205,750, its lowest level since 12/6/69. Moreover, claims have been below 300,000 since 3/7/15, the longest period since record keeping began on 1/1/67. Lastly, there has been continuous net job growth for 95 straight months, the longest streak since record keeping began in January 1939. Wow!

Volunteers Lend a Hand to Build aGeorge Handicap Accessible Ramp Rick, a longtime Moorhead resident, is battling three different types of
cancer and currently undergoing chemotherapy to fight his stage four liver cancer. While going through treatment, his family found out their temporary ramp Rick had been using to gain access to his home, would be taken away. They knew they needed to act quick and find a solution for a permanent ramp to allow Rick to be able to come and go from his home. Family friend, Lisa Spriggs of M & J Construction reached out to the HBA Remodelers Council for help in building the ramp and volunteers responded quickly to lend a hand. In just under five hours volunteers were able to build a new deck and the basic structure for the ramp. By the end of the day, Rick’s home was complete with a new ramp. Thank you to all the HBA member volunteers who assisted the council in coming together to complete this project for another community member in need. Projects like this shine a positive light on the construction industry and HBA members, making us proud of the members that are a part of the Association and the generosity of so many members, including M & J Construction and Stenerson Lumber who provided all the construction materials for the ramp project. For members looking to be involved in projects that give back to the community, the Remodelers Council is where the Association always starts when looking for volunteers. The council is made up of a group of members who are dedicated to giving back to the community and rely on them to review applications that are submitted that contain request for assistance.

HBA of F-M members have been talking with legislators about jobsite age restrictions. The Association is working with legislators to provide opportunities for students 16 years and older to intern on jobsites, which is currently prohibited.
F-M Area Diversion
The F-M Area Diversion continues to be a top priority for the Association. Work continues to be done to keep funding secured and make progress on the project. The Minnesota Department of Natural Resources is currently reviewing comments submitted during it’s open comment period on the Environmental Impact Statement. Once the comments have been reviewed and answered, the DNR will make its final decision whether a Minnesota Permit will be issued for the project.
Career Workforce Academy
Also relating to workforce, the HBA of F-M is supporting North Dakota State College of Science’s Career Workforce Academy. This academy will provide hands-on learning opportunities for students to be career-ready upon high school graduation.

Local Student Finds Passion in Trades
by Summer Hammond, Education & Development Coordinator Tessa Lind is a senior at North Dakota State University graduating this fall with a construction management degree. The story of her journey and how she came to the decision on a degree in construction management is outstanding. Growing up in beautiful Duluth, Minnesota, a couple of blocks away from Lake Superior, Lind wasn’t thinking about a career in construction, although she enjoyed helping her family and friends build garden beds and flower boxes when she was young. As she grew older and started answering the question, “What are you going to be when you grow up?” she still didn’t know. Mr. Lyle, her eighth grade teacher inspired her academically and guided her on a path to engineering, as he knew she would be successful one day. She became a Postsecondary Enrollment Options (PSEO) student full-time her junior and senior year of high school. PSEO is a program that allows students in grades 10-12 to earn college credit while attending high school through the completion of college-level courses. As a PSEO student, Lind grew to enjoy math and science but continued her love and interest in seeing something come from nothing. That’s where she found she could combine her love of creating something and the enjoyment she felt from math and science into construction management. “Nothing beats the feeling of looking at your work and being able to enjoy it.
