Industry Celebrates Marts Build
by Krista Mund, Executive Vice President Dan Parrow, ISR Homes, describes building a home for Army Master Sergeant Eric Marts and his family as humbling and emotional. He is quick to credit our local homebuilding industry for “stepping up” to save over $150,000 through donations of funds, labor and materials, something that is not typical in other Homes For Our Troops builds across the country. “By saving that much, we’re serving other veterans since Homes For Our Troops can use that money on the next build,” Parrow says. Homes For Our Troops is a national nonprofit that builds and donates specially adapted custom homes nationwide for severely injured post – 9/11 veterans, to enable them to rebuild their lives. During Marts’ 2006 deployment serving in Fallujah, Iraq, two improvised explosive device blasts caused a traumatic brain injury and swelling in his optic nerves. This resulted in him going blind in both eyes. He has also undergone surgeries for neck and shoulder injuries and experiences balance issues. ISR Homes was the official Build Partner for this project, meaning Parrow acted as general contractor and donated all of his time. His efforts were supported by the HBA of F-M and Home Builders Care of F-M Foundation. Parrow explained that Homes For Our Troops sometimes ends up paying a contractor to coordinate the build, and doesn’t always have a local builders association’s support. “It never felt like these companies that came forward to help were competitors,” Parrow says. “They had one goal in mind, and that was to get the house done, donate their time and labor, and that was really special to see. Many didn’t even want to be recognized, they just wanted to do the right thing.”

He noted that sponsorship by the HBA and HBC made many local companies stop and take notice, as did his act of volunteering to coordinate the build. “Eric served us, and now we, as a community of builders/contractors association, needed to serve him,” Parrow says. “I think it would have been pretty tough to approach people on donations and discounts if I was making any sort of a profit on this home. It never crossed my mind.” Marts and his family received the keys to the home Aug. 19. They are now settled into the single-family home located in Moorhead. It is specially adaptive to accommodate his injuries, including wider doorways and hallways, zero threshold doorways and a shower with voice-activated temperature controls, plus more. Parrow says, “The day Eric was handed the keys to the house was the most gratifying aspect for me. Seeing him receive that was extremely emotional because I’m humbled by his service and sacrifice.” He also enjoyed seeing everything come together at the end in regard to the high-tech features and how it all functions seamlessly within the home. Two improvised explosive device blasts during Army Master Sergeant Eric Marts’ 2006 deployment serving with the 2-136 Combined Arms Battalion, 34th Infantry Division in Fallujah, Iraq took his vision. Shortly after the first blast, he started losing vision in one of his eyes. He continued to serve, but after being in another blast, the condition worsened. The traumatic brain injury caused swelling in his optic nerves, resulting in him going blind in both eyes. He has also undergone surgeries for neck and shoulder injuries and experiences balance issues. Eric and his wife, Bobbie, lived in a trailer park in Moorhead. The home presented many challenges. The hallways were narrow, making it difficult for his service dog Deacon to do his job, and the bedrooms have barely enough space for Eric’s equipment. He and Bobbie used to love cooking together but the kitchen wasn’t big enough for the two of them to be in at the same time.

The technology used in the home is staggering and will result in Marts having more freedom than before. The home essentially talks to Marts, and can inform him when someone is in the driveway. It even has facial recognition capabilities and can tell him who is at the door. Parrow says, “In some ways, it’s putting him on-par with someone who has vision. When he’s outside, he can communicate with the house and ask it questions like, ‘Where’s the front door?’ and it will guide him.” Web Pilot was the vendor involved with all of the communications technology, and Parrow said they were fantastic to work with and answer all of his questions in regard to how the components would function in cold Minnesota winters.
Challenges
Parrow says this home was the first built by Homes For Our Troops for a vision-impaired veteran. There was a major learning curve, with new products, new vendors and new technology they had never used before. “It’s cool because they can work off of this house when they build for the next vision-impaired veteran,” he says. “They are currently building one in Colorado and I’m able to communicate with that veteran in building his home.”

NDAB Urges ND Delegation to Preserve Housing Incentives in Tax Code Reform The North Dakota Association of Builders supports home ownership and rental
housing incentives in the current tax code, and specifically the deductions for mortgage interest and state and local property taxes, as well as provisions that encourage development of affordable housing. NDAB is proud to have welcomed President Trump to North Dakota while he pushes for tax reform. Over 20 NDAB members attended this historic event to learn more of his proposal for income tax reduction, a fair tax code and economic development. We urge the members of our North Dakota congressional delegation to work in a bipartisan fashion to make federal tax reform a reality. NDAB is a staunch defender of the mortgage interest deduction, which has been a part of the tax code since its inception in 1913. This deduction is an essential tool for younger middle-class buyers looking to enter the housing market and move up as their families grow. The mortgage interest deduction amounts, set in 1987, have not been adjusted for inflation in 30 years. It is time to address the levels of the deduction in order to bring it into the modern times of cost, affordability and income levels to improve the buying power of the middle class. Many tax reform proposals being discussed have suggested reducing or eliminating the mortgage interest deduction; the Low Income Housing Tax Credit; the capital gains exclusion for home sales, and the deduction of property taxes. These proposed tax increases would further depress home prices, put countless more home owners underwater, and trigger a new wave of foreclosures. Eliminating or scaling back these vital housing incentives would also shrink the local tax base of many communities, causing already cash-strapped state and local governments to further cut jobs and essential services. In addition, the building industry is just one of many industries comprised of multitudes of small businesses; to ensure that our future tax code is truly pro-growth, Congress must maintain a business interest deduction for small business. NDAB leaders thank President Trump for his leadership and have confidence that the White House and Congress will do the right thing for home buyers and for America. We will continue to engage in this process, jointly with the National Association of Home Builders and our local home builders associations across the state of North Dakota.

President’s Message I, along with about 20 NDAB members and 500 other business and political
leaders from across the state, had the opportunity to see President Trump in person at the refinery in Mandan Sept. 6. He was there to promote his tax reform agenda. Whatever your view of the current president, most of us don’t have the opportunity to be that close to the President of the United States very often in our lives. The President spoke on many of the top agenda items that we have heard in the news, such as lowering the corporate income tax rates, simplifying the tax code, eliminating the death tax, and encouraging businesses to bring back profits they have parked overseas. I think that most of us believe there is a need for tax reform. Of course, getting Congress to join together and compromise on some of the issues that they don’t agree upon will not be easy. A few months ago, I wrote about the tax advantages of owning a home. There are several policy justifications to keeping those advantages in place. The mortgage interest deduction, in particular, is a critical tool for younger middle-class buyers looking to enter the housing market. I believe a well thought-out and constructed tax reform plan will benefit our economy and help provide additional investment from the business community. However, it is important that the tax advantages of homeownership remain in place. We must continue to reach out to our Congressional delegation. As I stated before, it is our job to promote these benefits to the public and the public officials so they see the value in keeping pro-housing policies in place. NAHB will do the same on our behalf to keep in place the tax advantages of home ownership on the national level.

Thanks to the generosity of HBA members, along with the hard work of HBA member and build coordinator Dan Parrow, ISR Homes, the home’s cost was $150,000 less than the average Homes for our Troops project. • The HBA of F-M had another sold-out golf outing in August. Over $3,000 was raised for NDAB-PAC over the summer’s two golf outings, thanks to the support of HBA members. • The Fall Parade of Homes & Remodeled Hom Tour was a success with 54 newly constructed homes and five remodel projects.

Lead Poisoning Prevention Act Minnesota Department of Health Rulemaking Underway
It is common for Minnesota’s state agencies to seek “primacy” over federal programs to customize regulatory efforts to the state’s specific needs and bring them closer to “home.” The most recent quest for state agency authority is happening at the Minnesota Department of Health (MDH) as the agency embarks on rulemaking and other administrative changes impacting its lead abatement standards and the criteria necessary to become a certified renovation firm and qualified professional. Becoming an EPA-authorized state for the lead regulations is a high priority for MDH, and “primacy” is featured in both its Minnesota Childhood Lead Poisoning Elimination Plan and its Healthy Homes Strategic Plans. If successful in adopting the Lead Renovation, Repair, and Paint (RRP) rule, MDH will relieve the federal Environmental Protection Agency – Region 5 (Chicago) of its responsibility to administer and enforce the Lead Paint and Remodeling program in the state. As members know, the renovation of pre-1978 residential structures comes with heightened regulatory demands triggered by the Lead Poisoning Prevention Act. The Act authorized the adoption of rules to: • Set standards for the lead content of paint, dust, drinking water and bare soil and establish methods for sampling and analyzing these components; • Establish methods for lead hazard reduction; • Establish licensing of persons who perform regulated lead work; and • Establish permit requirements for training courses. MDH’s proposed rule has increased importance to BAM’s members as more and more members are expanding their business models to encompass both new construction and remodeling. On Aug. 28, 2017, BAM joined with the Contractors Association of Minnesota (CAM – the exterior siding specialty contractors), Association of Minnesota Building Officials (AMBO), and others who also participate on the MDH lead advisory committee to provide valuable feedback to MDH on its proposal to take over the program. While the jury is still out on whether it is a good idea for Minnesota to take over the program, there are specific items in the proposed rule that need attention and change, including: • Clarification that the rule only applies to lead-based paint; • Clarification that the cleaning verification only applies to the work area; • Technical adjustment to the concept “free of lead” to reflect the sciencebased reality of base-line naturally occurring lead content; • Clarification on what “on-site” training means and whether it is per-job or percomponent or task and to allow for refreshers versus comprehensive on-site training at each job site; and • Improved compliance materials such as the MDH checklist supporting each job’s work plan and required documentation. BAM expects that by late fall MDH will re-issue a draft rule incorporating many of the changes suggested by the industry. MDH has not completed its SONAR – the Statement of Need and Reasonableness – the document necessary to support the rule and justify the costs related to the rule and this has slowed the rule adoption process too. Once the SONAR and the rule revision are published by the agency, there will be additional meetings, comment periods, and a potential administrative hearing on the rule. Following the formal comment period and a review by the Office of Administrative Hearings, MDH anticipates it will self-certify the PRE/RRP program with EPA during FY2018. EPA has a six-month period following self-certification to authorize the Minnesota PRE/RRP program. Interested members are encouraged to connect with BAM for additional information and opportunities to participate in the rulemaking. ‘Nacho’ Average Golf Outing
by Allison Weckman, Senior Events & Marketing Coordinator August marks the wrap-up of the summer season for most in North Dakota. This year it also marked the final HBA of F-M member golf outing. Golfers and sponsors enjoyed a cooler day compared to July’s heat wave, which made for a great afternoon for teams and with the implementation of a new “no 3-putting” rule, the pace of play was improved. Golfers enjoyed the Hirshfield’s Bloody Mary Bar and lunch sponsored by NAI North Central and Property Resources Group before taking to the course. On the course they were treated to beverages from water sponsor The Title Company and cold beer sponsored by Cambria. To add to the excitement of the day, more hole sponsors were added to August’s outing giving golfers great games to participate in. “From a sponsor’s viewpoint, I thought that the golf outing was a blast, we had a lot of positive feedback from the participants and everyone seemed to have a lot of fun!” says Paula Ruelas, Floor To Ceiling

Golfers were also awarded game-ona-hole prizes and door prizes during their post-golf dinner. After scores were tallied, HBA staff announced tournament winners and congratulated Trevor Keney, Jake Klobuchar, Matt Kuhne and Andrew Koedam on being the winning team. Both outings were sold out with long wait-lists of teams hoping to snag a spot. As a result, and with hope to accommodate more members’ busy schedules, the Event’s Committee is happy to announce 2018 HBA Golf Outing dates. Members can mark their calendars for July 10 and Aug. 21. Both outings will be held at Oxbow Country Club. Without all the commitments of such amazing sponsors, these successful golf outings would not have been possible. A special thank you to all the sponsors who made both days so memorable for golfers. Gala Line-Up Welcomes Two Special Guests

All year long, these member companies and employees contribute their time to Association activities and volunteer to take on projects that benefit all members. The Awards Gala & Annual Meeting is the final celebration of all of these member companies working together as a team to keep the building industry strong. The Gala welcomes David Richman, head coach of the North Dakota State University men’s basketball team, as the evening’s guest speaker. Richman will deliver a message regarding the value of teamwork and what it takes to have a winning culture. For those in attendance, this year’s program is extra special featuring a special recap on the Homes For Our Troops build and welcoming special guest, Army Master Sergeant Eric Marts, who was the recipient of this build. This year’s event moves back to Thursday evening and will be hosted Oct. 26 at the Courtyard by Marriott in Moorhead. Once again, this event will kick-off with the red carpet, welcoming attendees to show-off and be entered for a chance to win “Best Dressed.” There will also be a presentation of students who are the recipients of a Home Builders Care of Fargo-Moorhead Foundation scholarship. The Gala will be revealing the results of the membership election for the HBA Board of Directors and awarding members celebrating their 25th anniversary with the Association. Fresh Fall Weekends Bring Out Consumers
By: Allison Weckman, Senior Events & Marketing Coordinator The HBA of F-M held its 18th Annual Fall Parade of Homes and 6th Annual Remodeled Home Tour last month during the final two weekends of September. Builder members and their trade partners who worked in the homes during this annual event felt the Parade brought in plenty of interested consumers to view their work. “The opening weekend of the 2017 Fall Parade of Homes was full of excitement and activity. We welcomed over 800 Parade-goers through our home at Rocking Horse Farm and are so pleased with the feedback,” says Kirsten Waverek of Studio West Homes, LLC.
The event boasted 54 homes scattered across the Fargo-Moorhead metro and five remodel projects featuring renovations that included kitchens, bathrooms, living areas and more. Navigating the two-weekend event was made easy by offering various options for consumers to learn about and take notes on each home. The mobile app, Parade of Homes magazine and dedicated website gave an option to everyone whether they preferred a digital or print version while venturing in and out of multiple homes. This year the Association saw nearly 950 consumers register for the free ticket and over 160use the online option to purchase their Luxurious Featured Home tickets. As these numbers increase, the HBA’s Parade of Homes committee is exploring options to help builders check-in consumers during future Parades. 20
Consumers were also able to take a peek inside two different luxurious Featured Homes for just $5 during the event. Designer Homes of FargoMoorhead donated one of its homes as a luxurious Featured Home and Smart Spaces, Inc., donated its remodel as a Featured Project. The ticket admission benefited Home Builders Care of Fargo-Moorhead Foundation and raised $2,130. These funds assist the Foundation in giving back to the community, give scholarships to area students going into the trades and support its workforce development initiatives. All Association members are invited to mark their calendars for April 2729 and May 4-6 as the official Spring Parade of Homes dates. The hours of the 2018 event will be 4 – 8 p.m. Friday, 9 a.m. – 5 p.m. Saturday and noon – 5 p.m. Sunday. HBA members should keep an eye out for spring entry application packets in January. Jensen Jumps Right into HBA Involvement! by Sami Eidenschink, Membership & Marketing Coordinator Six times a year, the HBA of F-M staff recognizes a “Member of the Month”. This recognition goes to a member who has gone above and beyond to support the Association and staff. Congratulations to Mark Jensen of Floor To Ceiling Carpet One for being chosen as October’s member of the month. Prior to joining Floor to Ceiling, Jensen owned and operated a successful software company for 35 years with customers in 45 states. Shortly after selling his half of the business to his business partner, Jensen joined Floor to Ceiling Carpet One in January of 2016 as a Sales Consultant. “I specialize in hardwood, laminate, luxury vinyl tile, porcelain, ceramic, countertops and cabinets along with carpet and pad. The Floor to Ceiling Company is an amazing ESOP company with determined staff, fabulous customer service with a daily mentality of providing top shelf services to give our customers an unexpected experience.” As a part of the building industry no day is ever the same, which Jensen says is one of the best parts of his job. “Each and every day is different at my job. It offers many challenges and a wide variety of opportunities to meet new people and work with them to establish a vision, select products and assist them with my design skills so that they make an informed purchasing decision. The industry itself has been so active and vibrant, it keeps me grounded and focused to stay abreast of all the demands from my customers.” Jensen reached out earlier this year to learn more about how he could start getting involved in Association activities and jumped right into it. Right away joining as an Affiliate
member and joining the Remodelers Council, Jensen has been a great attribute to the group. He has donated his time to assisting in the Dakota Boys & Girls Ranch Youth Home Remodel, attended various HBA events including picnics and golf outings and even put a project on the 2017 Remodeled Home Tour this fall. “Being active in the HBA offers me a chance to meet other folks in the remodeled and new construction arena. From these seasoned veterans, I get a chance to learn further about the building industry.” Beyond the HBA Jensen is active in the Fargo Lions Club, holding positions from secretary, board member to president. He also enjoys volunteering his time and talents to other organizations around the community. “I volunteer with the United Way on their Service Day for elderly people and volunteered my time to help finish the construction of the Fargo-Moorhead Curling Club located in South Fargo near the Red River Zoo.” When he’s not busy in the Fargo-Moorhead area working or donating his time, Jensen enjoys spending time outdoors whether it is summer or winter. “In the summer time I ride bike a lot and spend time enjoying Cotton Lake East of Detroit lakes at our ‘hideout’ all summer long. In the winter time I ice fish, cross country ski, snowshoe, downhill ski and curl at the FM Curling Club.” Thank you to Mark for all of the effort and passion he brings forth to the HBA of F-M. The HBA of F-M is the sponsor of four local National Association of Home Builders’ Student Chapters. These chapters provide an insight into students’ chosen industry, giving them access to meet members. Networking events at the International Builders’ Show brings together students and active members, forming relationships and revealing opportunities. At IBS, Student Chapters participate in the Residential Construction Management Competition where they learn very valuable presentation skills, problem solving and think on their feet. HBC scholarships are available to Student Chapter members. Students also have opportunities for national scholarships. HBC also applies for, and matches, travel scholarships for Students Chapters to attend IBS. These travel scholarships are provided by the National Housing Endowment.

Home Builders Care of Fargo-Moorhead Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.
Experience Association Education
by Sami Eidenschink, Membership & Marketing Coordinator Members of the HBA of F-M participate in many different events and activities throughout the year. Whether it is the Awards Gala, a building officials roundtable or the International Builders’ Show, their experiences through the Association put their businesses above the competition. Although these events bring value to each member, the number one way members feel their time is best spent at the HBA is through education. The industry-related education offered through the HBA is an experience that members truly cannot get anywhere else. This education is put on through Lunch Sessions and continuing education classes. Lunch Sessions are held monthly and typically feature a subject highlighting business strategies such as marketing, or focus on industry-related topics like OSHA regulations and jobsite safety. “Owning a small business has many challenges; one of which is having the resources and in-house know-how for things like regulations, human resource issues, and safety best practices. HBA of F-M education classes help me grow my business through relevant coaching by professionals in these areas that are not our expertise. That way, we can keep our eye on what we do well and not get lost in the things we don’t do well…yet!” says Mary Aure, Fargo Tractor, about why she chooses to attend HBA Lunch Sessions. The HBA also hosts continuing education for Minnesota contractors, plumbing and power limited technicians. For the second time in the Association’s history, it will be hosting an education summit. This summit will bring all three of these continuing education classes to one building on one day on Jan. 30, 2018. It’s an ideal way to bring contractors and their trade partners together under one roof to learn and network together.
These different types of education all stem from one committee made up of 13 individuals from different member companies and backgrounds and led by committee chair, Scott Persoon, CamrudFoss Concrete Construction, Inc. Persoon has been on the Education Committee for many years and highly encourages members to share with the committee what they need or want to see facilitated by their Association. “I believe education is just a continuing thing that everyone needs. You always need to be learning as a company and as due diligence for the companies you do business with,” Persoon says. The range of what is offered and can be offered by the HBA is limitless. “What I see as most valuable from the education at the HBA is the wide variety of it. The education can be as specific as QuickBooks, it can be facilitated in-house by a member or a professional from the national association can be brought in.” Persoon encourages all members and their employees to consider joining his committee and sharing their ideas on what may be a new or valuable education topic for fellow members. “When I first joined, I originally knew a lot of the guys on the committee, so it seemed less intimidating to start on this committee, but since then, I have grown to know everybody and enjoy my time as the chair.” Anyone interested in joining the Education Committee can contact Summer Hammond at (701) 232-5846 or summer@hbafm.com.

Party Like A Spike!
by Sami Eidenschink, Membership & Marketing Coordinator January is the start of the new year and typically marks the start of resolutions. It also marks the annual International Builders’ Show and all of its exciting events and parties. Now is the time to get a jump start on those new member recruiting resolutions and reach out to trade partners and those you know who are not members to encourage them to join the Association so you can join the biggest and best closing party at the International Builders’ Show. Recruiting new members to our local association is an activity recognized and rewarded through the National Association of Home Builders’ Spike Club.
Those who participate in the club are called Spikes, and they are among the most valued members of the Association. Spikes are the membership leaders who go above and beyond in helping the Association grow and stay strong through constant recruitment and retention efforts. At this year’s IBS close-out, the legendary rock-and-roll band, Chicago, will be playing and qualified Spikes will receive two complimentary tickets to the concert. In order to score an invite to party with the top Spikes from across the country, members need to be a Spike in good standing as of October 2017 and must have earned at least one new member credit during the past 12 months. This credit can be one full credit earned when a new Builder or Associate member is recruited or two ½ credits when Affiliate or Council members are recruited. October is also membership drive month for the HBA of F-M. Any member who recruits another member will earn double Spike credits through the National Association of Home Builders. 28
How New Home Buyers Financed Their Homes in 2016
by Natalia Siniavskaia, Sept. 15 National Association of Home Builders analysis of the 2016 Census Bureau Survey of Construction (SOC) data shows that reliance on non-conventional forms of financing varied across the United States, with its share exceeding 37 percent in the South Atlantic division but accounting for less than 20 percent of new single-family home starts in the East South Central and East North Central divisions. Nationwide, the share of non-conventional financing declined in 2016 and, for the first time since 2008, it accounted for less than a third of the market, 31.5 percent. Non-conventional forms of financing, as opposed to conventional mortgage loans, include loans insured by the Federal Housing Administration (FHA), VA-backed loans, cash purchases and other types of financing such as the Rural Housing Service, Habitat for Humanity, loans from individuals, state or local government mortgage-backed bonds. Looking at new single-family homes started in 2016, the South Atlantic division was most dependent on non-conventional financing, with its share exceeding 37 percent of the market. FHA-backed loans accounted for more than half of all non-conventional financing in the division, 19 percent of the market – the highest FHA-loans share in the country. The West South Central (35 percent), Mountain (33 percent) and Pacific (33 percent) divisions also registered elevated shares of non-conventional forms of financing, exceeding the national average. While homebuyers in the South Atlantic and West South Central division relied more heavily on FHA-insured loans, VAbacked loans dominated non-conventional financing in the Mountain division. Here, the share of VA-backed loans was close to 14 percent, twice as high as the national average, making the Mountain division the only region in the nation where the share of VA-backed loans exceeded that of cash purchases and other types of financing combined.
Next on the list are the New England and Middle Atlantic divisions where 30 percent and 26 percent of new home buyers, respectively, did not make use of conventional loans. FHA and VA-backed loans played a minimal role in these markets, with their shares varying from under 1 percent to 2 percent. Both divisions, however, stand out for registering the two highest shares of cash purchases in the nation. In New England, more than a quarter of all homes started in 2016 were purchased with cash. The Middle Atlantic registered the second highest share – 21 percent. In comparison, the US share of cash purchases was 9 percent. At the opposite end of the spectrum is the East South Central division where only 16 percent of new single-family homes were financed using non-conventional
methods. This share is roughly half of the US average, making it the lowest share of non-conventional financing in the nation. In the East North Central division, one out of five new singlefamily homes was purchased without conventional loans. Nationwide, FHA-backed loans remained the most prevalent form of non-conventional financing of new home purchases – the status they temporarily lost to cash purchases in 2014 following the implemented decline in the 2014 FHA loan limits. For homes started in 2016, the national share of mortgages insured by the FHA was 13 percent. The share of VA-backed loans remained relatively stable in 2016, accounting for close to 7 percent of the market. The share of cash purchases, the second most prevalent form of nonconventional financing, declined slightly from 10 percent to 9 percent in 2016. The market share loss was more pronounced in New England, where cash purchases lost 8 percent of the market and conventional loans picked up the slack with their share expanding by 10 percent. Nevertheless, as discussed above, New England continues to register the nation’s highest share, with one in three new homes started in 2016 purchased with cash. At the other end of the spectrum is the East South Central division where less than 5 percent of single-family starts were financed with cash. The high prevalence of cash financing in the New England, East North Central and Middle Atlantic divisions can be partially explained by the popularity of custom homebuilding in these divisions, with all three claiming the top three custom home market shares in 2016. Custom homes are more likely to be financed with cash, especially if built by the owner acting as the general contractor. In 2016, a third of custom homes built by the owner were financed with cash, while only 5 percent of spec homes were purchased with cash. Other types of non-conventional financing methods – such as the Rural Housing Service, Habitat for Humanity, loans from individuals, state or local government mortgage-backed bonds and other – are more common in the West South Central division (6 percent), exceeding the national average of 3 percent.

HBA F-M Remodelers Council Helps Turn a House Into a Home for Area Youth Last month the Remodelers Council hosted their 6th annual Remodeled Home
Tour. With a mobile ticketing app and new fold out map, finding the projects and homes was made easier than ever. The council was extremely happy to have five projects on the tour which came from RC members: • Accent Contracting • Floor to Ceiling Carpet One • Smart Spaces, Inc. • Dustin Murray Construction. Smart Spaces, Inc. donated their project as a Luxurious Featured Home along with Designer Homes of Fargo-Moorhead, both benefiting Home Builders Care of Fargo-Moorhead Foundation. This charitable arm of the Home Builders Association of Fargo-Moorhead helps assist and donate to projects around the Fargo-Moorhead community, provide dollars for scholarships to students at local universities and tech schools going into the trades and other workforce development initiatives. One of these projects that HBC is helping is the Dakota Boys & Girls Ranch Youth Home project. This project is one that the Remodelers Council has been working on for the past year in partnership with the Foundation. The home is filled with children of different backgrounds that have found their way into the care and residency of the team at Dakota Boys & Girls Ranch. No matter how long they stay each resident finds comfort in this place they call home for some amount of time. The game room is complete and now the start on the main level remodel has been set as a priority. Last month the sub-committee of Remodelers Council met to discuss where the project will be at by the end of 2017. After a site visit and discussion, the committee hopes to start on the kitchen remodel before the year’s end. This will include new cabinetry, flooring, lighting, electric, plumbing and appliances. Various council members have donated their time, materials and discounted appliances for the home to give the game room, living room and kitchen a face-lift.
