Bell State Bank & Trust was named among the top winners of a marketing contest among member banks of the Independent Community Bankers of America. The bank’s entry was judged in the top ten for the nation’s best community bank marketing campaigns. More than 6,000 community banks throughout the nation were eligible to be part of ICBA’s list, and the association sought nominations throughout June. The top 1ten community banks were chosen based on their marketing and branding campaigns’ quality of design, integration of components, overall execution, goal achievement and the initiative as a whole. Paul Krabbenhoft of Coldwell Banker First Realty has received the Distinguished Service Award, the most prestigious award of the Fargo-Moorhead Area Association of Realtors. This award recognizes those whose outstanding contributions of time, effort and passion for the industry have enabled the association to better serve its members and the community. Starion Financial has earned a five-star “superior” rating for second quarter 2015 from BauerFinancial, the nation’s leading independent bank and credit union rating firm. Star ratings are released quarterly and assigned on a scale of 0 to 5 stars, with 5 being the strongest. Ratings are based on the overall financial picture of the financial institution. BauerFinancial has been reporting on and analyzing the performance of U.S. banks and credit unions since 1983. The ratings are independent, meaning no institution is able to pay to be rated or excluded. Peter Johnson, executive mortgage officer at Town & Country Credit Union, has been designated by Minnesota Housing as a Platinum Top Producing Loan Officer for production in the first six months of 2015. Minnesota Housing honors loan officers for their exemplary work achieved offering Minnesota Housing programs.

HBA of F-M hires communications intern
The HBA of F-M has hired Jason LaMoine as its communications intern for fall semester. LaMoine is originally from East Grand Forks, Minn., and is a senior at Minnesota State University-Moorhead studying advertising, public relations and film production. He previously interned with EcoChic Boutique and works in the office at the School of Communication and Journalism at MSUM and at Sam’s Club. In his spare time, LaMoine likes to spend time with friends and family.

HBA Welcomes NAHB CEO to Annual Meeting I would like to personally invite you to our Oct. 29 Awards Gala and Annual
Meeting. You won’t want to miss our keynote speaker, National Association of Home Builders Chief Executive Officer Jerry Howard. I have personally heard Jerry speak at several NAHB meetings and his words are always informative and inspiring. This is a prime opportunity to learn from one of our national leaders as he gives an update from the NAHB Fall Board of Directors meeting and talks about the current state of the industry, politics in Washington, D.C., and the presidential election. He will also take questions from our members via our polling software that we’ve been using at previous meetings. Jerry is an interesting and dynamic speaker with wonderful insight to our industry on a national scale. In addition to our HBA of F-M members, we welcome all in the real estate industry as well as our city staff and elected officials who are interested in hearing what Jerry has to say. A little more about Jerry: he has over 25 years of association experience and a lifetime in the housing industry. He began his association career at the National Association of Realtors, and continued on with the National Council of State Housing Agencies where he was instrumental in the development of the low-income housing tax credit as part of the Tax Reform Act of 1986. He came to NAHB as tax counsel in 1988 and served in a variety of roles, including chief lobbyist. Jerry was promoted to executive vice president and CEO in February 2001. Before embarking on his association career, Jerry practiced real estate law in his home state of South Carolina. His exposure to the housing industry has literally encompassed a lifetime as he grw up working a variety of roles for his father, who was a developer. Jerry earned his bachelor’s degree from the University of Vermont and his doctorate from the University of South Carolina. He, his wife Christina and their children Eirann, Meaghan and Sean live in Virginia, just outside of Washington, D.C.

HBA of F-M Member of the Month, Dan Beecher
by Sami Eidenschink, Membership & Marketing Coordinator Every member of the HBA of F-M offers a great deal of value to our Association. Out of all the members the HBA staff recognize a “Member of the Month” just six times a year. This recognition goes to a member who has gone above and beyond to support the Association. We would like to congratulate Dan Beecher, Foam Doctor’s, LLC, for being chosen as October’s Member of the Month. Foam Doctor’s, LLC, has been a long time member of the HBA and owner Beecher has not hesitated on involving himself in Association activities. He is a part of the Remodeler’s Council as well as the Home Builders Care Foundation Board of Trustees. Beyond that, Beecher has been the HBA’s grillmaster for various member events and supported the efforts of the HBA throughout his membership. He says being a part of the Association is important because it is a great way to focus on finding a solution to the workforce issues facing the homebuilding industry. He wants to encourage young people to choose a career in the industry and know it is a worthwhile career. When Beecher isn’t working he enjoys spending time with his family whether they are attending Bison games or just spending time with each other. Beecher and the other five members selected as “Member of the Month” this year will be nominated for the Extra Mile Award. This award will be presented to one of them at the Awards Gala & Annual Meeting. See page 9 for nominees. Please join us Oct. 29 to support the achievements of our members throughout the year. Thank you for your understanding! • Along with the city of Oxbow, HBA of F-M was successful in prompting a clarification from a federal judge involving cessation of work on Oxbow's ring dike and relocation homes. • Hosted the HBA's Family Picnic/Associate Appreciation, welcoming over 125 members and their families for a free picnic of grilled burgers, hot dogs, potato salad, chips and all the fixin's!

Education Committee Provides Opportunities for Members The HBA of F-M, along with the state and national
associations, works hard to provide timely opportunities to give members information as fast as possible. We urge you to look at what we, as an Association, offer and explore how you can better your professionalism by keeping on top of the requirements as well as taking advantage of the opportunities we provide.
Lunch Sessions
On the local level, our lunch session program has been a fixture at the HBA for about nine years. Classes are offered over the lunch hour each month covering everything from codes updates to blower door tests to construction liens and OSHA standards. Topics for the rest of the year include best cold-weather construction practices and a presentation of the new housing study.
N.D. Professional Builder, NDAB offerings
On the state level, you can earn your North Dakota Professional Builder designation by completing seven hours of continuing education each year and paying a fee. Most of HBA’s local programs qualify. An NDPB designation is a great way to market your company and professionalism to fellow members and consumers. Check out our NAHB classes which are approved for NDPB credits. National designations
On the national level, there are many designations that members can earn through the National Association of Home Builders. Visit www.nahb.org/designations for a full list. Safety classes
North Dakota Workforce Safety Insurance is currently offering a free online OSHA 10 hour course for North Dakota employers. If you are interested in providing an OSHA 10 hour class for your employees, contact wsi10hour@nd.gov to determine eligibility.

Minnesota State Community & Technical College is currently working on a mobile, safety-training trailer. This option will be open to the HBA as well as employers to utilize to offer safety training. Contact Jenny Erickson if you are interested in this opportunity.
Minnesota contractor continuing education
Your HBA is planning its menu of classes for Minnesota contractor continuing education classes are scheduled for Jan. 15 and Feb. 19. Mark your calendars and look for more information soon.
Plumbing contractor continuing education
In early 2016, we’ll offer continuing education for Minnesota plumbers. Watch for details soon.
Electrical, power limited technician contractor continuing education
The HBA will, once again, hold a continuing education class for electrical contractors in January and a course for power limited technicians in March. Look for more details soon!
Lead paint regulations
As of April 22, 2010, the Environmental Protection Agency requires all renovations disturbing painted surfaces in pre1978 homes must be done by a certified lead renovator. This includes, but is not limited to, modification, repair, sanding, scraping, removal of building component, window replacement, weatherization, etc. Certified renovators must go through eight hours of training by an EPA-certified instructor. On top of that, the company must also submit a firm application to the EPA along with a $300 fee. Your HBA has scheduled refresher classes for March 23 and May 12, 2016. Four-hour morning and afternoon sessions will be offered each day. Individuals who received certification on or before March 31, 2010, now have until March 31, 2016, to be recertified. Individual renovators who received certification between April 1, 2010, and March 31, 2011, will have one year added to their five-year certification. Get Your Home Ready for Fall This month I would like to draw
attention to some simple and effective ways to ready your home for the cold months ahead. Energy.gov is a great resource for ideas and LeRoy Kurtyka directions for preparing your homes NDAB President and businesses to take advantage of energy saving opportunities. So, put on your work gloves and enjoy the last weeks of nice weather.
1. CLEAN OUT THE GUTTERS
All the leaves and grime that you neglected while you were out swimming, hiking, or riding your bicycle this summer have built up in your gutters. If left full of debris, clogged gutters and drains can form ice dams that prevent your drainage systems from working properly. This can lead to water seeping into your home, which—as seen in the Conquering Moisture blog— can lead to all sorts of issues and extra energy costs. Save yourself the hassle of repairing a leak by simply cleaning your gutters and drains now. When you do, run water through the gutters to check for misalignments that could also cause water damage.
2. KEEP THE OUTSIDE AIR OUT AND THE INSIDE AIR IN We talk about this a lot, but it is hugely important for your energy savings to ensure there are no air leaks in your home. Warm air will escape out of any cracks and can make your heating system work harder and cost you more to heat your home. Use caulk to seal cracks and openings between stationary house components like a door frame and weatherstripping to seal components that move like an operable window.
3. SHOW SOME TLC TO YOUR FURNACE
Your furnace may be a distant memory since you last powered it on, but before the cold weather descends and you must reluctantly switch it on, give it some TLC. Clean your furnace annually each autumn. Sediment build-up can cause your system to work less efficiently or potentially become a fire-hazard. Cleaning your system and getting it inspected will reduce the risks. During the winter try to change your filter regularly; a dirty filter will decrease air flow and energy-efficiency. And if your furnace is ready to be replaced, buy an energy-efficient model. It will save you money and energy each month!
4. GET YOUR DUCTS IN A ROW
Your ducts are often times out of sight, out of mind, tucked away in the attic or basement, but a home with central heating can lose about 20 percent of the air that moves through the duct system. Make sure your ducts are in order by properly sealing and insulating them. Tightly sealed and insulated ducts can potentially reduce your annual energy bills by $120 or more!
Time to Gather September brought representatives
from across the state to Dallas for the 2015 Fall National Association of Home Builders Board of Directors meetings. NAHB board members from across the nation gathered for updates on legislative and regulatory initiatives and listened to an expanded economic forecast for the construction industry. In addition, board members Kim Schneider NDAB Executive Officer attended committee meetings to prepare to make recommendations to the association’s leadership. The group also gathered with fellow Area 10 members from Minnesota, South Dakota, Iowa and Wisconsin to hear updates on what is happening in each state, discuss PAC and fund-raising opportunities as well as meet new members and employees. It wasn’t all hard work as some of our members had the opportunity to attend a Dallas Cowboys football game, others went golfing and many enjoyed the great BBQ that Dallas has to offer. In the end, it was another great week of learning and networking opportunities. The next big event that NAHB hosts is the 2016 International Builders Show (IBS) and Annual Meeting of the Membership, slated for Jan. 19-21 in Las Vegas. IBS is the biggest light construction show in the country and, for NAHB members, the centerpiece of Design & Construction Week. IBS is also the time for NAHB’s annual meeting, when the election of our national leadership takes place, as well as dozens of meetings, awards presentations, and other special events to celebrate the achievements of members all over the country. BAM: Advocate and Watchdog by Forrest Cyr, BAM Communications & Government Affairs Associate
“If You Can’t Touch It, What’s Its Value?”
The value of a good defense cannot be overstated. From a government affairs perspective, the value of stopping a bad bill now is greater than the costs related to repealing a bad law later – both in terms of cost to your business and the expenditure of our industry’s political capital. The value of a good offense is equally important. Bringing new ideas to the legislature, instead of always saying no, solidifies our industry’s place at the table. These two approaches complement each other, and are essential to a successful advocacy strategy. Engaged membership, however, is of the greatest value to the Builders Association of Minnesota. The credibility, insights, and relationships each member of BAM brings to the table are essential to BAM’s ability to execute a strong defense and effective offense. The act of participating in advocacy may feel like an intangible, as it may have no material being and no intrinsic value. However, ideas set in motion often become a tangible law with real impacts – positive or negative – to your business. That is where you come in! As of Sept. 8, 2015, BAM’s policy adoption survey is open to all association members, and will run through mid-October. The survey is divided into three categories: Local Governments and The Environment, Construction Codes and Licensing, Legal Contracts and Business Transactions. From Appraisals to Water Permitting, the survey is populated with policy items vital to our industry. BAM staff will compile all of our members’ responses! In two meetings – one in October and one in November - the Government Affairs Committee will select and approve BAM’s policy platform based on survey responses and political insight from the policy team. Recommendations from the Government Affairs Committee will be sent to the board of directors for final approval. We look forward to seeing what our members and Government Affairs Committee set as our priorities for the 2016 legislative session! BAM’s government affairs program is taking full advantage of the stabilized economy to lean into its contemporary and sustained government affairs program. BAM is executing its member-to-legislator in-district grassroots plan, expanding its member-driven policy adoption process, emphasizing industry communications to internal and external stakeholders, and focusing on building out the association’s political tools as we go into the 2016 election cycle. At the end of the day, however, the tools that are the industry’s most valuable advocacy assets are your credibility and your relationships with policy makers. HBA of F-M Home & Garden Show Committee Works to Refresh 2016 Show
by Allison Weckman, Senior Events & Marketing Coordinator The 2016 Home & Garden Show will be during the HBA’s 60th Anniversary and we are very excited about some changes and improvements we are making to the show! First, we are supporting the “buy local” movement and are bringing in local speakers for the main stage seminars. We are excited to announce that Maria Bosak, Eco Chic Boutique, and Chef Eric Watson of Mosaic Catering, Rustica and Mezzaluna restaurants, will present each day of the show. We are working on securing additional speakers. Second, we will be enhancing our kids’ programs at the show by bringing back the popular Lego Homebuilding competition as well as adding a treasure hunt for kids. Improving Immigration The current U.S. immigration system not only doesn’t work but is not being fixed.
That said, given that the race to the White House is on, immigration is sure to play a starring role in the unfolding presidential drama. Rather than rehash stale ideas anchor babies, border patrols, and the like - below are several proposals that use market forces and not bureaucratic solutions to solve several different immigration problems in ways that not only improve our competiveness but also our balance sheet. At present, the majority of legal immigrants who arrive do so on the basis of family reunification. Fewer than 20 percent of immigrants obtain green cards based on marketable skills. Instead, allocate immigration visas based primarily on occupational needs. Observe which occupations and industries are experiencing a combination of fast wage growth, lowest unemployment rates and high vacancy rates and allocate entry visas accordingly while keeping existing caps. In this way visas will go to those who skills are in shortest supply. As for temporary H-2B non-agricultural worker visas and H-1B (high tech) visas, eliminate the quotas on them as is the case with H-2A agricultural visas. If American businesses need temporary workers, they should get them after showing that there are insufficient workers currently available. Depriving firms of workers benefits no one. As for concerns that these new workers will depress wages of existing workers, that concern is not borne out by research. Moreover, by allocating visas based on employment shortages, unanticipated downward wage pressure should be reduced. Next, create a new visa, a U-Visa, for those who are here but undocumented. The visa would allow the holder and their family to stay and work here. The catch, the visa would not lead to citizenship and would have an annual fee. I suspect that a fair price would be about $500 to $700/year. Assuming a few million were bought, this program would bring in $1 to $2 billion annually. Charging for the visa discourages those without jobs from staying. Moreover, this approach would be bundled with severe penalties for employers caught knowingly employing illegals. Absent a job, illegals will find it difficult to remain here. Lastly, abolish the EB-5 program that allows foreigners to invest their way into the U.S. At present, depending upon the location of the investment, between $500,000 and $1 million must be invested and shown to create or maintain 10 jobs. After seven years, the investor may then apply to become a naturalized U.S. citizen. This process is convoluted, requires bureaucracy and infrastructure, lends itself to substantial fraud and because the number of visas is capped at 10,000, the wait time is several years. Instead, simply sell citizenship via an auction, similar to the way Treasury securities are sold. The households that would apply would have means, and charging for a passport would allow us to allocate this scarce resource to those who want it most. Given that Malta charges roughly $700,000 for a passport and St. Kitts and Nevis $250,000, I bet the Treasury could net close to $1 million per applicant with the current quota intact and raise nearly $10 billion per year. While you may or may not agree with these proposed solutions, the point is markets and market signals can solve difficult social problems if only given a chance. Renewed oil and commodity price declines, along with deflationary pressures from a slowing China and its currency devaluation, has sown fear that developing nations will slow further, leading to capital outflows which will weaken their currencies and lead to even slower global growth. This has led to safe-haven investing in U.S. government bonds, which pushed the stock market and interest rates down and gold up. Why today, who knows?

Economic activity in the U.S. remains solid, albeit unspectacular. Today consumer confidence came in at 101.5, near its best level since 2007, and annualized July new homes sales rose 5 percent! Moreover, the Congressional Budget Office estimates that the FY2015 budget deficit shrank by $60 billion since March and will be $426 billion or 2.4 percent of GDP, best since 2007. Now the government won’t run out of money until November or December!
8/27/2015 Robust Revision
Today’s revised estimate of Q2 GDP to 3.7 percent puts it into the top fifth of all quarters since 2006. Most of the increase was due to improved June data, suggesting the www.hbafm.com
economy strengthened as the quarter progressed. Consumer spending, the main driver of GDP, was revised up slightly, while business investment was revised up dramatically! Good enough for a rate hike, but that’s less likely due to recent market volatility.

While U.S. consumer spending, job growth and Q2 GDP are strong, European inflation is stuck at 0.2 percent per year, Japanese GDP fell 0.4 percent in Q2/15, Indian growth was a disappointing 7 percent in Q2/15 and China continues slowing. This means central banks in Asia’s three largest economies and in Europe will all be easing monetary policy further. Against this backdrop, the Fed may wait till December to hike rates. It’s a close call.
9/1/2015 Crude Clime
Crude prices jumped 25 percent between 8/27/15 and 8/31/15, it’s best performance in decades! During that period OPEC said it would trim output if non-OPEC members would, data suggest U.S. production in 6/15 was down to 9.3 million bbl/day its lowest level since 2/15, and the temporary closure of two Canadian facilities led to a production halt of unknown quantity. Unless non-OPEC member Russia cuts dramatically, Saudi Arabia won’t stop pumping.

The combination of falling global and tepid U.S. growth has resulted in very low long-run inflation expectations which has caused long-term interest rates to continue falling. Moreover, the Fed will soon raise short-term rates. This will marginally reduce bank incentives to lend, as they borrow short and lend long. The average U.S. bank net interest margin has fallen from 3.83 percent in 2010 to 3 percent today, its lowest level in decades.

Friday’s employment data was good. The unemployment rate fell from 5.3 percent to 5.1 percent, employment growth in June and July was revised up, hours worked rose, the labor force participation rate didn’t fall and August earnings per hour rose 0.3 percent, 0.1 percent more than expected. While the 173,000 net new jobs were slightly disappointing, YTD employment growth/month is an excellent 212,000 and August employment number revisions have averaged +50,000/month over the past 15 years.

materials face difficult choices. If they reduce interest rates, their currencies fall, inflation rises, capital quickly leaves and living standards decline. If they raise rates to protect their currency, investment and manufacturing will plummet and drive their economies into recession. The middle road, raise rates a bit and impose capital controls (like China) but only briefly, to reduce capital flight and currency depreciation.

Many big banks have just agreed to pay almost $2 billion to settle allegations of rigging credit derivative markets. This comes on top of billions in penalties for rigging foreignexchange, interest rate (LIBOR), and commodities markets. Worse, many were also penalized for homeowner foreclosure processing abuses, the violation of U.S. sanctions, helping launder money, bogus tax avoidance schemes and misleading investors into buying toxic mortgage debt. Almost no jail terms!

The Good: unemployment is low and monthly job growth vastly exceeds the number of new job entrants. The bad: wage growth has been flat for years and inflation is nonexistent (due to transitory factors such as falling gas prices and the strengthening dollar). The ugly: monetary policy takes a long time to work through the economy and the globe is slowing. The Fed must somehow navigate these conflicting signals.

After months of discussion, the Fed left interest rates unchanged. They expect to bump rates a quarter-point before year end, and anticipate raising rates by one percentage point per calendar year until the fed funds rate reaches 3.5 percent in 2018. In the end, global weakness and wider credit spreads stayed their hand. Lastly, with rates at zero, a rise in rates that might weaken the economy was considered too risky.

Median household income in 2014 was $53,657, down from $54,462 in 2013 and is down 9.3 percent from the all-time high of $57,843 in 1999. Median household income is now roughly where it was in 1989 when it surpassed $53,000 for the first time. In 2014, 5.6 percent of households had incomes above $200,000, the highest percentage on record and almost double the 3 percent in 1989. Average income was $75,738 last year.

North Dakota State College of Science Students Earn Experience While Building for a Good Cause by Jenny Erickson, Director of Development & Education In late 2013 the city of Wahpeton approached the Eastern Dakota Housing Alliance, Inc. (EDHA) with an idea for a partnership between North Dakota State College of Science (NDSCS) and Red River Human Services (RRHS). Wahpeton had an infill lot that was ready for redevelopment and rehabilitation. Wahpeton thought EDHA would be the perfect organization to manage a potential project. Now with the project solidified and in the works, North Dakota State College of Science will build the house; Eastern Dakota Housing Alliance will own the building and Red River Human Services will find the tenants to live in the home. The house will be named Red River Cottage. Grace Backman, executive director of EDHA, was excited for this new partnership as she had never worked with NDSCS or RRHS before. To get things started, the project was used for the 2014 Design Charrette for architectural drafting and estimating and construction management technology students. The project scope was presented to the students on a Monday. EDHA and RRHS served as a potential client for the students. The students

formed nine groups and had to come up with a company name and brochure by the next day. The students spent the rest of the week working on designing a plan for the home and developing estimates. The student’s presentation had to be turned in on Thursday to the instructors and then presented to the clients on Friday morning. Students presented to the EDHA, RRHS and representatives from the city of Wahpeton. The students were informed on Friday that the chosen/winning project would be built by the building construction students. All students received a grade for their presentation and Backman said it was very hard to choose a winning project. She was impressed by the work done by the students. Design challenges of the home included livability standards set by the U.S. Housing & Urban Development, office space for a RRHS staff person, living space for four tenants and the idea that the home should still work as NDSCS Students Earn Experience continued on page 33

The mission of the Expo is to expose students to occupational opportunities available in the health, technology and trade industries in our region through hands-on experiences. The HBA has been an instrumental member of the steering committee since the beginning. Home Builders Care is a Gold sponsor of the event and helps to organize booths promoting the construction industry. John Gunkelman, Dakota Construction of Fargo, Inc. said, “The Career Expo gives students an excellent opportunity to see first-hand what choices are out there that may not involve a four-year college education. As an exhibitor, you get the opportunity to talk with students about your business, the positions available and the educational requirements needed to be successful in your field. Each year I am always amazed at the many different career paths out there for today’s youth to experience.” This year’s Expo will be Thursday, Dec. 3 at the Fargo Dome. We are looking for people to help represent the industry at various booths and provide hands-on experiences for the students.
Student chapters at M State, MSUM, NDSCS and NDSU
The HBA of F-M is the sponsor of four local National Association of Home Builders Student Chapters. They allow opportunities at a local, state and national level. Chapters provide a springboard into their chosen industry, giving the students access to meet members. Networking events at the International Builders Show bring together students and active members, forming relationships and revealing opportunities. HBC scholarships are available to Student Chapter members. Members also have opportunities for national scholarships. Home Builders Care also applies for and matches travel scholarships for Student Chapters to attend IBS. These travel scholarships are provided by the National Housing Endowment. At IBS, Student Chapters participate in the Residential Construction Management Competition where they learn very valuable presentation skills, problem-solving and thinking on their feet.
School Career Fairs
In order to promote construction careers, we are starting to attend school career fairs. In early 2015, Dustin Murray, Dustin Murray Construction; Stephanie Lindemann Revive Contracting LLC; and Jenny Erickson HBA of F-M director of development & education attended the career day at Davies High School. This month, staff and members will travel to Carrington, N.D., to take part in its career day. Let Erickson know if you are willing to speak about your career path, schooling and why you love your industry to students. We would also love to know about any career fair opportunities that you know about.
Lego Homebuilding Competition
The first Lego Homebuilding Competition was a great success at the 2015 Red River Valley Home & Garden Show. With this event, we hope to foster a love of building in children as young as 5 years old. Builder performance guidelines required in Minnesota
As our award-winning workforce development project, the Construction Trades Academy, gives a great overview to student interested in construction. The hands-on nature of this class combined with working side-by-side with area contractors provide a great experience for students and HBA members alike. The next Academy will be held in early June 2016. We hope that it will continue to match students with companies and provide opportunities for summer jobs that build into lifelong careers.
Minnesota builders must, by law, include a set of performance guidlines with their contract for customers. Guidelines are available to HBA of F-M members through the Builders Association of Minnesota. BAM’s Building Performance Guidelines were put together by a task force made up of its members. Countless hours were dedicated to creating and refining this document to provide the best possible product for builders. Statement from NAHB NAHB Study Reveals Chairman on the NLRB What ‘Green’ Means to Decision Expanding Home Buyers What do consumers think of green homes? And, what are most important elements of a green-built home? Builders the Definition of a Joint the and other industry professionals now have an opportunity to find out what green means to home buyers with a new Employer publication from the National Association of Home Builders. Tom Woods, Chairman of the National Association of Home Builders, issued the following statement on the National Labor Relations Board’s decision in the Browning-Ferris case that will expand the definition of a joint employer. “The decision by the NLRB to expand the definition of a joint employer not only delivers a huge blow to businesses across the country who rely on the work of sub-contractors, by threatening a business owner’s control of their own company, but it is also bound to have a chilling effect on the overall economy and job growth. “The NLRB abandoned a standard that has been recognized for decades, and expanded the definition of a joint employer to now hold businesses liable for workers they do not even employ, potentially even putting them on the hook for legal ramifications. The new standard no longer requires that a business ‘directly and immediately’ control a workforce run by another business, to be named a joint employer, but rather expands the definition to include indirect control. “The home building industry, which is primarily made up of small businesses who rely greatly on the work of subcontractors would overwhelmingly be harmed by the new standard. Building a home requires the work of multiple specialty trade contractors such as roofers, electricians and framers, but these small builders can’t afford to have a large full-time staff to include all of these trades, so they contract with specialty trades based on project needs. With the NLRB’s recent decision, these small businesses would now be subject to unprecedented Board jurisdiction. The overall construction sector is made up of more than two million individual proprietorships, all of whom would be subject to this new rule. “If this ruling is allowed to stand, it will cripple small businesses across the country, including the home building industry as it is in its fragile recovery. NAHB intends to continue its fight against this regulatory overreach, and put the control back in the hands of small businesses.”

NAHB’s publishing arm, BuilderBooks, recently released What Green Means to Home Buyers: Perceptions and Preferences, a study of consumer preferences focusing exclusively on green/high-performance features in the home and the community. The study examines consumers’ attitudes of various green features, concepts or terminologies, the resonance of those terms as potential marketing tools, and the likelihood that the home purchase decision may be influenced by any of these features or terms. The study was conducted by NAHB in 2015 and is based on a survey of home buyers nationwide. Greenbuild and NAHB Statement from NAHB Announce New Strategic Chairman on U.S. Partnership Department of Labor’s Informa Exhibitions and the National Association of Home Builders are pleased to announce a new, strategic partnership Proposed Overtime for 2015. NAHB has signed on to become one of three Greenbuild Top Tier Partners for 2015, in addition to AIA and Rule BOMA. Tom Woods, Chairman of the National Association of Greenbuild will feature a variety of residential offerings at the 2015 event, inclusive of a residential product pavilion; a LEED v4 Platinum, net zero electricity demonstration home on the show floor and an extensive educational track. The residential track has increased to 15 sessions focused on both multi-family and single-family that runs Nov. 18-20 at the conference. Home Builders and a home builder from Blue Springs, Mo., issued the following statement on the U.S. Department of Labor’s proposed overtime rule, which could affect at least 116,000 construction supervisors, in addition to multiple occupations in the construction and housing sectors : “NAHB is concerned that changes to the current overtime standard will reduce job-advancement opportunities and the hours of full-time construction supervisors, leading to construction delays, increased costs and less affordable housing options for consumers. In addition to construction supervisors, the proposed rule could affect other occupations in the industry, including sales representatives, administrative staff and local trade association employees. “With the Department of Labor acting to more than double this overtime threshold to over $50,000, NAHB and others in the business community argue that such a dramatic surge is unlikely to result in an increase in workers’ take-home pay. Rather, it would force business owners to structure their workforce to compensate by scaling back on pay and benefits, as well as cutting hours to avoid the overtime requirements and convert salaried employees to hourly workers who will see this as a demotion. “The proposed overtime rule is a ‘one-size-fits-all’ standard. Given the potential broad impact of the proposed rule, an obvious issue concerns the fact that wage amounts vary greatly from location to location, as well as among business sectors. Construction wages are very regional, and what one construction supervisor makes in one part of the country is different than what one earns in another— sometimes wages varying significantly.”

NDSCS Students Earn Experience continued from page 20 a single-family home if ever sold. Students from the winning team worked with an architecture firm over the summer of 2014 to gets the plans in order. Construction began in January 2015 with the building construction management students. The framing and all exterior work including window, siding, soffits, fascia and roofing was all completed inside the construction lab at NDSCS, working with instructor Bryan Wolfgram. This fall, students have poured the footings and are working on the Insulated Concrete Form foundation. The house will then be moved to the infill lot, placed on the foundation and then plumbing, electrical and HVAC subs will begin work. Jeff Berg, NDSCS building construction instructor overseeing the project this semester, said, “One of the exciting parts of this project is using ICFs for the first time and constructing an eight-foot deep basement. We do footings and four-foot walls for pre-engineered metal buildings but not full basements normally. The students have responded very favorably to the use of ICFs and have realized the energy savings potential over other methods of construction. Most are taking pictures as we go to show others what they are constructing.” NDSCS hopes to have the home finished in May of 2016. The spring semester of 2016 the house will be completed on-site by students who will insulate, drywall, texture and paint and install millwork and cabinets. The home will have an unfinished basement that will be stubbed in with a potential bathroom and additional bedrooms. Backman noted that the home will include touches like arched doorways. She said, “These extra touches add visual interest and are a good challenge for the students.” The beauty of this partnership allows the students to practice working with new materials while still having to build to code. Funding for the project has come from a Midcontinent Community Grant, donations of funds, labor and materials and the EDHA. Other partners and donors would be very welcome. Backman said, “It has been a wonderful project. I have enjoyed working with the students and their instructors, Jeff Berg, Randy Stach, Petar Volkov and Bryan Wolfgram.” Berg said of the project, “Working with Grace and the EDHA has been a very enjoyable experience. The EDHA is also paying for this project in phases which helps out the program and NDSCS immensely.” The EDHA formed in 1996, originally as a group of nonprofit organization and became its own non-profit corporation in 1998. The EDHA is dedicated to foster the development and
preservation of affordable housing in eastern North Dakota. They work in 25 counties in eastern North Dakota, primarily in rural communities. EDHA works with communities and leadership to determine housing need and then works to find the financial packages to develop affordable housing. Partnerships are the basic nature of what they do and past projects include rehabilitation of existing housing, new construction, apartments and homeownership projects. They have been involved in about 450 rental units and 50 homeownership units. EDHA has worked in Wahpeton, Casselton, Gwinner, Lisbon, Milnor, Jamestown, Devils Lake, Grand Forks and Northwood. Some projects come out of catastrophes like the Northwood tornado and Grand Forks flood. Others, like potential projects in the Jamestown area, will help fill a need for workforce housing. In order to help even more communities with their affordable housing needs, the EDHA became certified by the U.S. Treasury to be a Community Development Financial Institution (CDFI). Being a CDFI allows the EDHA to be a lender that serves projects not typically served by main street lenders. The EDHA has provided gap financing for projects and will work with emerging housing developers to fulfill the lending need. NDSCS houses one of four National Association of Home Builders Student Chapters in the area. Students in construction-related programs are members of the HBA of F-M Student Club. Students from the architectural drafting and estimating as well as the building construction technology program come together to take tours, volunteer, promote the programs during Homecoming festivities and participate in competitions. The HBA of F-M supports the Wahpeton HBA student club through scholarships for students, both for school and for competing at the International Builders Show. The HBA of F-M also utilizes the students to help put on the Red River Valley Home & Garden Show and Health, Tech & Trades Career Expo. Students from NDSCS have participated in the Residential Construction Management Competition at the International Builders Show for many years. They took first place in 2013 in the Two-Year program competition. The construction-related programs are open to developing partnerships with other organizations while still aligning with curriculum. Red River Human Services Foundation is a private non-profit organization serving people with developmental disabilities. We provide individualized supports to allow for full community participation and inclusion.

With little room for anything else, Dauer has dedicated himself and his garage to his craft. Over the last ten years Dauer has enjoyed doing cabinetry work as a hobby in his spare time. His favorite part about creating custom cabinets is the new and changing designs happening across the industry. After spending so much time creating cabinets for fun, Dauer decided to make it full-time. In November of 2014 he started BITS Custom Cabinetry, which he runs out of West Fargo. From the first steps of building up to the installation, Dauer is a one-man show team and has watched his company expand.
