MESSAGE
What’s So ‘Special’ About That? HBA Ready to Assist in Infrastructure Funding Conversations
Special assessments were the hot topic during the elections last month where local leaders were chosen by citizens for Fargo and West Fargo mayoral and commission seats. The abundance of media coverage and conversations on social media regarding this issue made it clear that special assessed tax districts (the correct and full name), and infrastructure funding policies are of high interest to our local mayors, commissioners and citizens. As an Association, we support cost-efficient delivery of essential and market driven infrastructure needs. The HBA’s board of directors and Public Issues Committee discussed the issue at length when a plan to eliminate specials was proposed. As always, the HBA stands ready to work with all elected officials to conduct a thorough review of the city’s infrastructure funding policies. As our member leaders worked through discussions on the issue, we agreed on the following points: 1. Special assessed tax districts are an effective financing program for installation of infrastructure. The current cost of building infrastructure (not the financing program) is impacting current home owners and those wishing to buy homes. The HBA wants to help establish improvements and costsaving measures when installing infrastructure. We also can bring expertise to improving infrastructure funding programs and policies. 2. The current plan of ending special assessed tax districts and shifting costs to higher utility fees results in a higher burden on everyone (renters, all buyers) no matter what financial situation they are in. 3. HBA supports the commission’s action in May to revert to a previous costshare policy on a 70/30 city/property owner split on cost of rehabilitation of existing infrastructure (i.e., Broadway assessments issue in the news the past few months). We agree that the issue should be further studied by a non-biased consultant and include a community conversation, including a public education effort of special assessed tax district complexities. This issue is extremely complicated and requires careful consideration. Abrupt changes could cause impacts in the form of undue burdens on taxpayers, creating a ripple effect and eventual economic downturn. Now that the election decisions are made, we look forward to being at the table and a resource to the city of Fargo and other communities researching ways to reform their policies on funding infrastructure.

Builders Night at the Ballpark, an HBA Home Run
Summer is easily a favored season in the Midwest. Not only does it offer warmer, longer days and more sunshine, but it also means building season is in full swing. Builders are busy, resulting in less time at home with the family and early mornings at the jobsite or in the office. HBA of F-M wants to recognize everyone’s hard work and dedicate a night to family fun. On July 17, the Association will host its first-ever Builder Night at the Ballpark. This inaugural event will welcome Builder members and their families at the Redhawks Stadium for food, family time and third-base entertainment. The response was tremendous! HBA Leaders Will Miss Bittner’s Intelligence & Approachable Leadership
by Krista Mund, Executive Vice President One top-of-mind issue often associated with Mark Bitter is flood protection and the F-M Area Diversion, but Bittner’s connections with the HBA stem back nearly his entire tenure with the city of Fargo. Bittner retired as Fargo’s director of engineering June 1 after more than 42 years with the city. The HBA of F-M’s leaders are grateful for his service and expertise over the years in many areas including storm water rule implementation, talks regarding special assessments and cost related to infrastructure as well as storm sewer and design and construction on city streets. HBA CEO Bryce Johnson’s first words about Bittner’s retirement were, “I’m going to miss him! One of the first meetings I had after getting the executive officer job at the HBA in 1998 was with Mark. I could hardly hold a pen I was so intimidated.” She describes him as a gentleman, level-headed, intelligent and enjoyable to work with. “We could always count on him to bring muffins to our meetings,” she laughs. “And during a meeting, his expression never changed, which I found intriguing. He’s just a genuine, caring individual with the calmest personality.” Bittner was hired by the city of Fargo as a project design and construction engineer in 1975. He held the city engineer title since 1991, except for the stretch led by April Walker. His priorities after the 1997 flood included permanent dikes or floodwalls,

home buyouts and water retention ponds. Bittner says, “My most significant last impression in dealing with the HBA was getting to know your members. I really appreciated the invitations to your Annual Meeting and City Night meetings. I am very impressed with members’ involvement in the building industry and the community. I am also impressed with the HBA staff and HBA officers in dealing with city staff in such a positive way.” He recognizes that the cost of specials is currently a hot topic and will continue to be a concern. In fact, Bittner remembers the first City Night he attended was focused on “The Cost of Specials” back in the 1990s. It was one

of at least three special assessment studies he was part of as city engineer. In Bittner’s opinion, the most important issue Fargo faces is construction of the F-M Area Diversion. When asked if he thinks the diversion will ever be built, he says, “I guarantee it will be built, but I am not sure if it will be built before or after the next disaster as occurred in Grand Forks, Wahpeton and Minot.” HBA President Elect and Life Director John Gunkelman, Dakota Construction of Fargo, Inc., is about the same age as Bittner and they both attended classes at North Dakota State University. “When we got out of college, Mark went to the state’s highway department for a year or two, and then was hired by the city of Fargo. He was an inspector at a job I was doing, and he was tough!” Gunkelman laughs. “I was a subcontractor pouring concrete for a project on 7th Avenue North, and we still joke about that.” Gunkelman admires Bittner for his high level of professionalism and dedication even in the face of Parkinson’s Disease. He recalls countless meetings the HBA had with Bittner and others from the engineering department. He is thankful for Bittner’s open mindedness and being willing to discuss problems and issues with homebuilding industry’s representatives. “Mark would always listen and hear things out before he would comment. He made sure he had all the information and then form opinions,” Gunkelman says. “He is really a role model and mentor for everyone he worked with, and was a courageous, level-headed, thoughtful leader.” When this article was written, Bittner had just returned from a family cruise to Bermuda. His continued plans for retirement include travel and RVing, with plans to go south for a few weeks during the winter. He says, “Also, my son has been to more major league baseball stadiums and I need to catch up to him in our friendly competition!”

Coming Together And Making An Impact June brought all the NDAB directors, NDAB-PAC trustees and executive officers
from across the state together in Bismarck. Old friends and new friends alike gathered to discuss fundraising goals, contributions, elections, matters impacting the state and local communities, future and how we can continue to work united to keep NDAB moving forward as one. To each of the directors and executive officers that took time away from your businesses and your families, we thank you! It is so vital to have representation from each of the six local associations to be sitting around the board table representing and being a voice for your association. NDAB was pleased to welcome special guests to our meeting as well. Secretary of State Al Jaeger joined the group to share what is happening at his office and some changes he foresees being brought forth during the upcoming legislative session. Julia Bogue, NAHB’s federal legislative manager gave us a legislative update from what has been occurring at the National level. One thing to point out is that NAHB and NDAB sent out a call to action regarding Soft Wood Lumber and we are proud to say that our members answered! Thank you to all that took a moment to make your voice be heard! Our final guest was ND’s newest Regional Field Rep with NAHB, Matt Milroy. Matt is in Chicago and is out point of contact for members and staff to help navigate NAHB. With the work comes the fun. NDAB hosted their annual Summer Legislative Social at the Luft in Bismarck. With having a rooftop bar, we were thrilled to have a beautiful evening, delicious food and great company! To all our sponsors, once again we say thank you! • The Annual PAC Golf Tournament is at the greens of Hawktree Golf Club on July 10 to raise funds for advocacy and PAC. • The Annual Picnic attracted young and old to Dakota Zoo last month. The event generated $1,692 in donations to the BSC Scholarship Fund. • The association is participating in the Utility Rate Study the City of Bismarck is undergoing. It is anticipated that the base fee and usage fees for all user classifications will be impacted. • Special assessments and infrastructure financing is an ongoing issue. The BMHBA, Chamber, BMDA and Realtors associations were recently asked to poll their members to gauge support for the suggested changes that include a new ½ cent sales tax and cap on property tax buy downs. • With new elected officials, the association is excited to revisit concepts that could lessen the cost of homeownership. Ideas that will likely reappear include a property tax exemption for homebuyers and a property tax exemption for builders.

President’s Message Most home owners are lucky enough to start each day with a hot shower and cup
of coffee. You might even take time to water your lawn or garden before work. This is all habit, and you probably don’t spend time thinking about your home’s water use. In fact, you may be surprised to learn a few facts about your homes water use. 1. Indoor Water Use The majority of indoor water is used in your home’s bathrooms. Toilets use the most water inside the house, each flush requiring gallons of water. Shower faucets land in second place. A recent study by the National Association of Home Builders found that single-family homes built after the 1990s have an average of 3.1 toilets, 2.6 showers, and 2.3 bathtubs. Luckily, innovations in water-saving technology for showers and toilets have exploded, so it’s easier to cut down on your bathroom water use. After bathrooms, laundry rooms consume the most water by far. Though they’ve also been getting more efficient over the years, laundry machines still need gallons of water to clean just one load. 2. Leaks Are Your Enemy After bathrooms and clothes washers, leaks are actually the third highest consumer of indoor household water. Make sure you’re not throwing money down the drain by ignoring seemingly small leaks. Just one dripping faucet wastes gallons of water per day and could have a sizable effect on your water bill. It’s worth the time and effort to find a professional to come in and fix the leaks you know about and ask them to check out all your pipes to make sure everything is sealed tight and working properly. 3. Kitchens Are Actually Pretty Efficient You might be surprised to learn that when it comes to water use, kitchens are pretty low on the list of consumers. Dishwashers are extremely common in modern homes, and they use far less water than washing dishes by hand. You can save water, time, and ultimately money, by filling and running your dishwasher regularly. 4. Lawns, Gardens, and Swimming Pools A recent Residential End Uses of Water study found single-family homes used an average of 276 gallons of water per day, with almost half of that water is used outside the home. The majority is largely spent watering lawns and gardens, particularly in hot climates that get very little rainfall. The increased prevalence of home swimming pools also contributes to high rates of average outdoor water use. Understandably swimming pools take a lot of water to clean, fill, and maintain and many more homeowners are installing them. Stay alert to local notifications of water reduction during the summer. Knowing more about how and where your home uses water will not only give you a better understanding your monthly water bill, but it can also help you to prioritize what energy saving updates will give you the highest return on investment. Over $2,300 was raised for various Home Builders Care causes! • The July Golf Outing is sold-out and the August Golf Outing is close to being full. The HBA is looking forward to a sunny day on the course with 144 members July 10. • A proposal was put forward to eliminate special assessed tax districts in Fargo, shifting costs to higher utility fees. The HBA of F-M is opposed to the current plan that’s been presented, but is staying engaged in discussions revolving around special assessed tax districts.

• Completed the Spring Parade of Homes featuring 93 homes by 49 HBA of F-M Builder members. • Presented just over $12,200 to Home Builders Care of F-M Foundation on behalf of four Builder members who hosted luxurious Featured Homes on the Spring Parade of Homes, raising money for the HBA’s charity. • Welcomed nine new members in the Association. • Helped organize a ribbon cutting for the Dakota Boys and Girls Ranch Youth Home which was remodeled by HBA of F-M members, organized by the Remodelers Council, and funded in part by Home Builders Care of F-M Foundation. • Organized a tour of homes in different stages of construction for over 80 local high school students. • Traveled to Bismarck to take part in the North Dakota Association of Builders' Bringing Housing Home meetings. Members heard from U.S. Sen. John Hoeven, candidates for N.D. Secretary of State and more. • Staff attended the Home & Garden Show International Executives Marketing Conference in Florida. • HBA of F-M's Remodelers Council repaired a fence for Dorothy Day House to help beautify the home for its residents and the surrounding neighborhood. • Presented a check for $1,825 to West Fargo High School Building Trades SkillsUSA National Team donated by HBA members through Home Builders Care of Fargo-Moorhead Foundation.

This Is The Nicest Place I’ve Ever Lived! HBA Members, HBC Assist in Remodeling Youth Home
by Krista Mund, Executive Vice President Summer Hammond, Education & Development Coordinator HBA of F-M, its Remodelers Council, and its charity, Home Builders Care of F-M Foundation, partnered with Dakota Boys and Girls Ranch to remodel the Fargo Youth Home-transforming it from a house into a home for the benefit of the at-risk kids who reside there. They hosted a ribbon cutting at the facility in May to celebrate. In 2017, HBA members remodeled the basement, creating a space where the kids would want to hang out and spend time. It was always clean and safe, but now it’s homey, comfortable and inviting. HBA of F-M volunteers, assisted by Association staff, rounded up members to donate time and materials. Early this year, the group completed the project with a remodel of the kitchen and living room area. Again, HBA members donated time and materials to complete much of the project. Additional project support came from Cass County Electric Cooperative, who gave the Ranch a $5,000 grant to purchase new appliances. The Youth Home recently received a donation from Kiwanis of FM to replace all of the Youth Home mattresses. The HBA’s relationship with the Ranch developed a few years ago and has included the Association organizing a Christmas tree ornament exchange where staff and members provide gifts for the children living at the home. The HBA also planned a toiletry drive two years ago during the holiday season. This is the Nicest continued on pg. 33

Rain, Wind, Sun & Heat: Academy Grads Experienced It All by Summer Hammond, Education & Development Coordinator At this year’s Herdina Academy for the Construction Trades, high school students celebrated the satisfaction of a hard day’s work, and then experienced the frustration of seeing a framed wall toppled by a gusty thunderstorm. They learned about working in the elements and finding other productive things to do on rain days straight from HBA members. Twenty students graduated from the Academy. They hailed from two different

states, reaching as far as 60 miles outside the F-M area, and ranging in age from 15-19. During this two-week Academy, students built a green room for entertainers at the Red River Valley Fair and worked in the electrical and plumbing labs at Minnesota State Community and Technical College in Moorhead. Academy Coordinator Brooks Pedersen says, “The real-life experiences that these students learned helped them understand the importance of being on task and working hard while the weather is good. The volunteer industry members who helped with the Academy also understand this and accommodated our schedule, which is greatly appreciated because we know they have their own companies to run.” Student Robert Adami, “I was really excited when I received the letter of acceptance and it said how we needed to dress, because it meant we were going to be doing “real work” not just classroom stuff.” The students experienced many different trades, trying their hands at framing, plumbing, installing sheet rock, flooring, electrical work, roofing, siding and much more. They also learned how to create a resumé and took part in a contractor’s lunch, participating in a speed interviewing process where industry workers came in for mock interviews with the Herdina students. Some students even walked away with summer jobs by participating in the Academy. During the Academy, the students had the opportunity to apply for three
scholarships offered by Home Builders Care of F-M Foundation, Minnesota State Community and Technical College and North Dakota State College of Science.
Scholarship winners are:
• Jonathon Kletsch from Barnesville, MN: $1,000 to Minnesota State Community and Technical College-Moorhead’s electrical program. • Casey Kremke from Moorhead: $1,000 to North Dakota State College of Science in Wahpeton. • Alejandro Hernandez, Moorhead: $500 from Home Builders Care of Fargo-Moorhead Foundation to be used in a trades-related program at either M State or NDSCS.

Anchors Away: Using Helical Piers In New Construction Or Remodeling

The most common question I get is, “What is a helical pier and what can it be used for?”
In this presentation, we took a very broad look into answering this question. A helical pier is commonly a round pipe with helix-shaped plates that wrap around it. These plates pull and turn the helical into the ground similar to a giant screw. The piers will go down into what is called “load bearing strata” (dense soil that can support the weight that is being applied). These piers can vary in diameter of pipe, diameter of helix, and length of pier for different loads. Helical piers can be used for a variety of different applications for both new construction as well as repair work. The use for repair work is most commonly to lift or stabilize a settling structure. Since helicals can work both in compression as well as tension, they can also be turned horizontal and used in a tieback situation for retaining walls, under bridges, etc. On the new construction side, the applications for helical piers are almost limitless. The most common application is, once again, to support structures and remove any chance of settlement from happening, but new construction piers have been used on structures from boardwalks, solar panels, and decks to bridges, windmills, and skyscrapers. Helical piers provide a solid foundation for pretty much anything.

Builders Show Generosity At Parade Of Homes Celebration
by Allison Weckman, Senior Events & Marketing Coordinator Each year, the Parade of Homes Committee and Events Committee host the Parade of Homes Celebration to recognize and reward the builders that participated in the Spring Parade of Homes. The event also honors their trade partners that work so hard to ensure a successful Parade. In a turn of events, a night that was meant to give back to the Builders for their hard work turned into Builders supporting the HBA’s workforce efforts! The HBA of F-M draws names of Builders who participated on the Parade for a chance to win cash prizes. Over $2,150 was given out to Builders with $2,015 returning as a donation to the Herdina Academy for the Construction Trades and West Fargo high school students that were fundraising to go to a national skill competition. Nate Anderson, Thomsen Homes, says, “The Thomsen Homes team always looks forward to the Parade of Homes Celebration to recognize all the hard work put forth by builders, suppliers and partners to create a successful Parade of Homes for our community each year. It’s a great time to socialize with other builders and come together to reinforce our goals of supporting the building industry in our community. Home Builders Care of Fargo-Moorhead Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. next 12 months are shaping up well. The odds of a recession remain very low about 10 percent - despite now being in the middle of the second longest economic recovery in U.S. history. Global growth is solid, and while inflation is rising, it’s doing so slowly, giving the Fed time to raise rates at a leisurely pace and not upend the fastest economic growth our economy is about to experience since 2005. Giving the economy a strong boost is a combination of net tax cuts totaling more than $1 trillion passed in December and spending increases totaling $400 billion passed in February. Collectively, these stimuli should raise near-term GDP by half a point. As a result, the Fed is likely to raise rates at least two more times this year – each time by one-quarter point – and possibly three times. This will be done to protect the economy from overheating and proactively prevent inflation from rising much higher than 2 percent/year, the Fed’s target inflation rate. GDP growth during the next 12 months should average 2.8 percent, up from 2.3 percent in Q1 2018. Unemployment will continue to decline from the current rate of 3.9 percent to t least 3.7 percent and perhaps as low as 3.6 percent, rates not seen in more than 50 years. Inflation, as measured by the Consumer Price Index, will rise from 2.0 percent now to 2.5 percent by year-end 2018. As for 10-year Treasury rates; by year-end expect them to be at or near 3.2 percent, up from the current 3 percent. Regrettably, the worker shortage will worsen. Employer surveys show an everincreasing number of firms in a growing number of industries facing growing difficulties in the recruitment of skilled workers. With unemployment below 4 percent – and with labor force growth weak – the struggle to find workers will get worse before it gets better. More and more firms will be forced to turn away work due to a lack of skilled labor. With both U.S. population growth and immigration slowing, an advantageous solution is for firms to invest in labor-saving technology to boost output. Fortunately, due to the recent tax reform, tax treatment of purchases of plant and equipment is more favorable today than at any time in recent memory. Because of the ongoing labor shortage, skyrocketing input costs including lumber, aluminum, and rising land costs, single-family housing starts will rise by no more than 5 percent over the next 12 months and multifamily activity should remain where it is. By contrast, remodeling activity looks to grow by a strong 7.5 percent due to a combination of ever-rising home prices boosting home equity, shrinking inventory of existing houses, and limited starts, all of which are causing homeowners to remodel rather than move. As for existing sales activity, it might grow by as much as 1 or 2 percent, but not more; home prices will rise by 6.5 percent over the next year. Growth during the rest of 2018 looks to be meaningfully better than what we have experienced since the end of the Great Recession. This is due to decent global growth and passage of tax cuts and spending increases here in the U.S. A wildcard in all this is trade. A dissolution of the North American Free Trade Agreement (NAFTA) and a trade war with China or Europe would weaken growth – albeit not substantially – at least in the short-run. The knock-on effects such as a possible decline in consumer confidence are of more concern. Lastly, while interest rates will rise in the second half of 2018 (as they have in the first half), the increases will be measured, and the chances of a recession are very low.

US rail traffic is outstanding! Railroads originated 1,099,000 intermodal (shipping) containers in April, up 6.8% Y-o-Y and the 15th straight Y-o-Y intermodal increase. Moreover, weekly April volume was the third highest ever, and for the seventh straight month intermodal volume was the highest ever for that month! As for rail carloads (think commodities that are dropped or poured), April volume was up 3.3% Y-o-Y, and the best April since 2015.

In 1992, college graduates were 26% of the labor force, those with some college or a technical degree comprised 25%, high school dropouts were 13%, and high school graduates were a whopping 36%. Today, college graduates are 41% and rising, and are the only group that has significantly grown! Those with some college are up marginally to 27%, high school dropouts are 7%, and high school graduates comprise 25%.
Weapon Wait
While gun purchase waiting periods appear to have no impact on school shootings, as they are planned over a relatively long time, there are other benefits. Waiting periods appear to meaningfully reduce suicides as they are impulsive. Moreover, there’s no evidence that if unable to buy a firearm an alternative method of suicide is attempted. As such, a nationwide handgun waiting period can be expected to minimally save 600 lives/year.
Incredible Income
The highest income zip code in the USA is Fisher Island, FL 33109; technically Miami Beach. It’s an island accessible only by boat, helicopter, or water taxi with population of 132 and
average income of $2.5 million/year. Second is Atherton, CA 94027; 7,000 residents and average income of $1.5 million/year. Palm Beach, FL 33480 is 3rd. Among the 10,468 residents, average income is $1.3 million/year; affordable!
Topnotch Toil
May’s employment numbers were excellent. The unemployment rate fell to 3.8%, a level last seen in 4/00! The unemployment rate for African Americans declined to 5.9%, the lowest level since record keeping began in 1/72, and the unemployment rate for women was 3.6%, its lowest since 1953! Lastly, the unemployment rate for those with less than a HS diploma hit 5.4%, a near record. The Fed raises rates next Wednesday
Overwhelming Openings
When the Great Recession ended, there were 14.6 million unemployed job seekers in the US, but just 2.2 million job openings. The seekers/ openings ratio was a dismal 6.6. Today, there are just 6.3 million job seekers and an all-time high of 6.7 million openings. There are now more job openings than job seekers. The ratio is at an all-time low of 0.9! In theory, there’s a job for everyone!
Sorry Security
Spending on Social Security recipients will exceed revenues this year for the first time since 1982. Worse, the SS trust fund, which holds $3 trillion, will be empty by 2034, after which recipients will receive 75% of scheduled benefits absent programmatic changes. Medicare’s insurance fund will be depleted in 2026, after which 91% of costs will be covered. 61.5 million persons receive SS, 58.4 million receive Medicare. Save more money!

While the CPI rose by a solid 0.2% in May, it rose by a strong 2.8% over the past 12 months, the fastest rise in Y-o-Y CPI inflation since 2/12 when it rose 2.9%. Core CPI, which excludes volatile food and energy and is thus a better inflation measure, rose 2.2% over the past year, its biggest Y-o-Y increase since 2/17. Inflation isn’t surging, but it’s steadily gaining incremental strength.
Feisty Fed
That the Fed raised short-term rates by one quarter percentage point earlier today wasn’t surprising. What was somewhat unexpected was that the Fed now expects to raise rates four times this year, not three. But what set the markets into a slight tizzy was the hawkish tone of the post-meeting statement, suggesting that relatively soon the Fed may need to deliberately slow the economy with still tighter monetary policy.
Decoupled Drilling
With crude oil prices near three-year highs, US shale producers are drilling more and turning profits. But high oil prices are hurting natural gas prices. While global demand for natural gas is projected to rise for many reasons, supply should keep up as shale oil producers unlock vast amounts of natural gas as a byproduct of shale oil production, hurting gas drillers in the (Appalachian) Marcellus but helping households everywhere.

About the Fargo Youth Home
The Fargo Youth Home is a residential child care facility that gives children, ages 12-19, a safe place to live; as well as supportive services they need to transition home. In addition to providing for the children’s basic needs of food and shelter, children at the Youth Home have access to all the resources available at the Ranch - therapy, recreation therapy, spiritual life services. Some Youth Home children attend Dakota Memorial School, the on-campus school at the Ranch, while others attend public school. The Youth Home focuses on teaching independent living skills, especially for the older residents - skills the youth will need to live on their own like cooking, cleaning, managing finances, transportation, grocery shopping, etc.

Dakota Boys and Girls Ranch is a residential treatment and educational center for children and their families. It helps the most troubled, complicated and amazing kids by providing best-in-class psychiatric therapy and trauma-informed care. The awards are based on work expended within the past year (July 1, 2017 - June 30, 2018) in the interest of Home Builders Care Foundation, and its mission. Nominations will be accepted from the HBA of F-M membership. The award will be presented at the Awards Gala and Annual Meeting Oct. 25. HBA of F-M members and non-members are eligible. A recipient of the Home Builders Care Volunteer of the Year award will be chosen by a committee consisting of past award winners, past HBA of F-M Builder and Associate Volunteer of the year winners, and HBA of F-M staff.
