Darin Mulcahy has been hired as facilities maintenance manager at Bell Bank. Mulcahy graduated from Minnesota State University Moorhead and was previously employed with Dakota Construction of Fargo, Inc. for 13 years. Bell Bank has promoted three employees. Dalton Rolland has been promoted to personal banking officer in Moorhead. He has been with Bell Bank since May 2012. Kari Bloomquist has been promoted to vice president/ virtual bank manager in Fargo. She has been with Bell Bank since February 2014, serving as teller supervisor at multiple locations. She has nine years of experience in the banking field. Bryce Jorgenson has been promoted to personal banking officer in Fargo. He has been with Bell Bank since September 2015.

Maureen Bartelt and Tahnee Young recently joined Berkshire Hathaway HomeServices Premier Properties. Bartelt is a licensed Realtor in North Dakota and Minnesota. She will be a member of the Ericka Schott team. Young is a licensed Realtor in North Dakota and Minnesota. She will concentrate on selling and listing residential property. Callie Blackwelder of Design Direction was the recipient of the firstever North Dakota Interior Designers Achievement Callie Blackwelder Award for 2017. This is a new award NDID will be giving out to recognize someone who goes above and beyond to represent NDID and the interior design community in a positive light. Sydney Ulrich has been promoted to a full-time interior design assistant at Design Direction. Originally from New Rockford, Sydney Ulrich N.D., Ulrich graduated from North Dakota State University in May 2016 with a bachelor’s degree in interior design and, in May 2017, completed the baccalaureate program in the study of fine art. Ulrich has worked as a part-time assistant at Design Direction for a year and a half. Sylvia Lunski of Design Direction is now one of the select group of professionals nationwide to earn the Certified Aging-
Danielle Leitheiser has joined Beyond Realty as a real estate agent. Prior to starting in real estate, she worked in property management. Leitheiser is a licensed Realtor in Minnesota and North Dakota. She specializes in residential and lakes real estate. Stephanie Lupkes has accepted the role of member accounts specialist at Cass County Electric Cooperative and began Stephanie Lupkes work on June 16. Your HBA needs to recruit 48 new members to reach our goal of 90 by the December board of directors meeting. We especially need new Builder members as we’ve set a goal of 65 and we’ve recruited 30 as of now. Take a look through the directory (hard copy or at www.hbafm.com/findamember). You may be surprised to see how many companies you work with that aren’t a member yet. Think about businesses and people you work with each day who may be interested in joining. Sometimes all it takes is a phone call or personal visit. Structural Materials President George Blank Retires
by Ali Froslie, Communications Intern George Blank retired this June after nearly 41 years at Structural Materials. In addition to his role as president at Structural Materials, George Blank Blank had been involved in the HBA of F-M and Home Builders Care of F-M Foundation since Structural Materials first began supporting them. In the last fifteen years or so, Blank had become more personally involved with the HBC and Herdina Academy for the Construction Trades. Blank was a member of Herdina’s committee and helped to plan classes for the students. “Seeing and meeting the kids that were involved was also rewarding, as our industry depends on them,” he says. “Hopefully we help them develop a path for a profession.” Blank also played bass guitar for the HBAND, a band made of HBA staff and members in honor of the HBA of FM’s 50th anniversary. They used the HBA office basement to practice their rock and roll cover songs. “We had a great time together,” Blank recalls. During his retirement, Blank plans to spend time at the lake, travel, and spend time with his wife, Connie, and family. They have two grown children, Carl (who works at Structural Materials) and Laurie, and three grandchildren.

Awards Season Comes to HBA: Nominations Due Aug. 18
by Krista Mund, Executive Vice President Each fall the HBA of F-M awards three honors to its members: Builder and Associate of the Year Awards, and its “BEAM” Award. HBA of F-M Chief Executive Officer Bryce Johnson says, “Please nominate a fellow member for one or all of these awards! We have such an incredibly humble group that many feel uncomfortable with awards. Take a minute to think about your fellow members and volunteers that fit these criteria and shine with support of the Association, or are committed to supporting their fellow members.” The nomination forms have been emailed and are included as an insert this month. Past Associate of the Year winner, Robin Swanson, Superior Insurance, says, “To those members who are nominated for Builder or Associate of the Year: don’t hesitate to fill out the application. It is a thorough application, and I know that we are all incredibly busy. Talking about ourselves innately makes us uncomfortable, but it was an honor to be nominated and it’s important to take the time to think about your involvement with the HBA and the community and put it on paper.” Once nominees for Builder and Associate of the Year are determined, the HBA assigns “mentors” to assist in filling out the award application and to offer encouragement to nominees. Those past winners are there to help.

• Builder and Associate of the Year: these awards have been around since 1982 and are based on work expended in the interest of fellow members, the Association and the community within the past year (Aug. 1, 2016 - July 31, 2017). These members are judged on: member involvement and industry promotion, civic activity, professional accomplishments, local association activity, and state and national association activities. Recipients of the Builder & Associate of the Year Awards will be chosen by a committee consisting of past winners, board members and HBA of F-M staff. The awards will be presented at the Oct. 26 Awards Gala & Annual Meeting. Local winners go on to represent the HBA of F-M for consideration in the North Dakota Association of Builders’ Builder and Associate of the Year Awards selection in November. • BEAM Award: It stands for “Builders Engaging Associate Members,” and is meant to recognize Builder members who exemplify the motto “It’s good business to do business with a member.” Associate members nominate Builder members for this award. The HBA of F-M names a winner on the local level that advances to the state (North Dakota Association of Builders) level, and possibly to the national level with the National Association of Home Builders. The Builder member nominees will be evaluated on loyalty, ethics, trust, communication and consideration. Two Builder members who receive the most nominations will be notified and asked to submit their list of suppliers/trade contractors. HBA of F-M staff will compare those lists, and send common companies the Builder evaluation form. A committee of past HBA of F-M Associates of the Year reviews the evaluations and chooses a winner.

NDAB Meets in Williston
by Dustin Murray, Dustin Murray Construction NDAB State Director The North Dakota Association of Builders held its summer board meeting last month in Williston, N.D. It was a great two days of meeting with peers from across the state to talk about important issues that are affecting the industry. Members took part in a tour of the oil fields at the beginning of our trip which was followed by an evening reception hosted at McCody Concrete. It was a great social that included special guest North Dakota Lt. Governor Brent Sanford, legislators, local officials and National Association of Home Builders Second Vice Chairman Greg Ugalde and Area 10 National Chairman Keith Butz. The state meeting produced insightful conversations on many topics, including education across the state, growing membership and plans for the International Builders’ Show. The board of directors also heard from NAHB Area 10 Field Representative Alex Martindale. The state Education Committee is continuing to be developed. Their goal is to have representation from members of each local and provide valuable education across the state. In addition to the Williston Area Builders Association, there will now be a McKenzie County Builders Association subchapter of the Williston Association. This group is already 21 members strong and is looking forward to growing in the Watford City area. The state has reserved a room block for the International Builders’ Show which will be in Orlando again this year. Meetings will be held Jan. 9-11 and the room-block reserved for all North Dakota members attending will be at the Rosen. Registration and room blocks will be available Aug. 1. President’s Message
Last month, I talked about the legislative conferences in Washington, D.C. Now I would like to talk about our state meeting that we had in Williston just over a week after we returned from D.C. First of all, I would like to say thank you to everyone in Williston for their hospitality. They did a fantastic job hosting the meetings and the social. We kicked off the meetings on Tuesday with our NDAB-PAC meeting. As most of you are aware, our PAC funds are used to support builder-friendly candidates for local and state positions. It is very important that we raise the funds necessary so our contributions can have an impact in getting those candidates elected. After the PAC meeting, Ken Callahan and Bob Horab arranged a bus tour where we visited a few sites around Williston, and we were able to go on a drilling rig as well. Tuesday evening, we had the PAC social at McCody Concrete. There was a great turnout and it was a fun evening. Special thanks to Bob Horab, our 2nd vice president, for opening up his business and home to our group. That evening, we had the corn hole tournament, had the opportunity to visit with many people, including the lieutenant governor Brent Sanford, and played casino games as well. Wednesday, we wrapped up the activities with our NDAB board meeting. We had great national representation at the board meeting. Our Area 10 NAHB Chairman, Keith Butz, was there along with Greg Ugalde, the 3rd vice chairman of NAHB, and the Area 10 Field Representative from NAHB, Alex Martindale. On a personal note, I appreciate the opportunity to have events in the other cities around the state that have local associations. It is always nice to get a different perspective and to see what is going on around the state. It also gives the locals an opportunity to attend a state event who might not otherwise do so. With that said, mark your calendars for Nov. 30 and Dec. 1 for our annual banquet and board meeting in Fargo.

The Birdie with the Builders Golf Tournament was July 31. Attendance was higher than previous years and MAB’s 2nd annual Builder Ball Drop was a hit! The HBA of F-M’s sold-out July Golf Outing began with Bloody Marys thanks to Hirshfield’s Paints. Members enjoyed a hot day of golf with fun games and networking. A delicious taco bar and cupcakes finished off a hard day’s work on the golf course. Contractors stopped by the HBA of F-M July 26 for the Muddy Boots Picnic to enjoy a free lunch. Members volunteered their time to sit in the Home Builders Care Foundation Dunk Tank, which raised money for the HBA’s charity. The Associate Appreciation & Family Picnic is Aug. 10 at Rheault Farm. This picnic is held to celebrate Associate Appreciation Month. A free cook-out, drinks and dessert are served and bouncy house games are available for the kids!

Tell Your Friends… Engineered Documents and Energy Code Certificates
All too often we get so caught up in the day-to-day mania that little details slip by us and we forget about the benefits of being part of a larger group. It’s easy to do, and it happens in all the areas of our lives. This month, BAM reminds you that you are part of a unified state-wide organization that comes with tangible benefits. A large part of BAM’s purpose is to serve as the hub for statewide industry advocacy to drive housing affordability. BAM is the hub for some pretty darn practical business tools and benefits to help you save money, e.g. driving business affordability, too. Recently, a long-time builder member was chatting with a fellow non-member builder. This non-member was expressing discouragement about the cost of code compliance and how challenging it was to deal with alternative drawings and building methods. I’m sure you can guess where this is going, provided you know about the benefits of membership… A conversation was had, and a new member joined the federation. In my thought-bubble, the conversation went something like this, “Dude, you really need to be a member! You’ll get the super great energy code compliance certificate (mandated by the state and prepared by BAM for you to customize to each job) and, get this, annually updated engineered drawings for cantilevered lookout foundations and top of foundation wall support. Join and you’ll save thousands.” This new member went to www.bamn.org/login, found the members-only “Regulation” page, and ended up saving a lot of time and thousands of dollars by using Oswell Engineering and Consulting’s 2017 drawings. I’m pretty sure that once this member saved the engineering fees there may have been enough cash around to use the $500-$1,000 per vehicle rebate to add to the new member’s fleet. The moral to this story is that your local association executive officer is right when he/she says it pays to do business member-to-member. It’s a reminder that members have significant influence on those who may not appreciate the value of belonging to a larger group, too. Prices of Softwood Lumber and OSB Decline in June
by David Logan, NAHB Director of Tax Policy Analysis The prices of softwood lumber and OSB fell by 3.0% and 0.4%, respectively, in June according to the latest Producer Price Index (PPI) release by the Bureau of Labor Statistics. In contrast, prices paid for gypsum and ready-mix concrete increased 1.3% and 0.4%, respectively, over the month. The softwood lumber price index fell for the first time in seven months and was the largest negative percentage change since September 2015. The decline, anomalous in the context of recent softwood lumber price data, can be attributed to: 1. The lag with which the PPI data are released. 2. The mix of softwood lumber products used to create the product-specific index.
The decline in prices is consistent with the Random Lengths Framing Lumber Composite Price (FLCP) over the BLS survey period in June, during which the FLCP fell 1.3%. The difference between the magnitude of June price decreases is mostly due to different goods used to calculate each index. If current softwood lumber price trends continue, July’s PPI report will revert to exhibiting an increase in prices. OSB prices declined for the first time since December 2016 when they fell 0.5%. Over the five months preceding June, prices paid for OSB had increased 15.2%. Remarkably, even though OSB prices have declined in five of the last 12 months, the index is 20.9% higher than it was one year ago. Gypsum prices reversed course in June, posting a 1.3% increase after declining 0.2% in May. The price index for gypsum goods has increased by 9.2% over the last 12 months, the majority of which is the result of a 6.2% increase since March. Increasing by 0.4%, the change in prices paid for ready-mix concrete (seasonally adjusted) was roughly in line with its average since 2000. Prices increased nearly three-quarters of the months over that period by an average of 0.3%. The economy-wide PPI increased 0.1% in June after no movement in May. Nearly 80% of the increase was driven by a 0.2% rise in prices paid for services. Prices for final demand goods edged up 0.1%, reversing the 0.5% decline seen in May. A modest 0.1% increase in the final demand prices for core goods (i.e. goods excluding food and energy) continued an upward trend that began in November 2016. Prices for core goods less trade services also climbed 0.2%. Most of the rise in prices for goods was due to a 0.6% increase in prices paid for food. Meat prices moved significantly higher, up 5.5% over the month. Conversely, the index for final demand energy fell 0.5%, led by a 1.1% decline in gasoline prices. The rise in prices for final demand services—the fourth consecutive increase—was led by a 4.0% rise in financial services prices.

First Golf Outing of 2017 a Smashing Success!
by Allison Weckman, Senior Events & Marketing Coordinator The HBA was fortunate to have a beautiful day for its first Golf Outing of the season July 11. Playing nine new holes at Oxbow Country Club and enjoying dinner in the brand new clubhouse, golfers had a fabulous day. They were greeted at registration with the new, Hirshfield’s Bloody Mary Bar and enjoyed a grilled lunch sponsored by NAI North Central and Property Resources Group. On the course, they were refreshed with water from water sponsors The Title Company and Winsupply, and cold beer sponsored by Cambria. Thank you to our many hole sponsors that helped put on such a great event and especially to the ones that were at the course offering games for the golfers. International Builders Show Presents Learning, Networking Opportunity
by Ali Froslie, Communications Intern Each year, building and industry professionals come together at the world’s largest construction showcase—the National Association of Home Builder’s International Builders Show. IBS attendees can discover the latest trends, attend educational sessions, and experience opportunities to network with peers. IBS will occur Jan. 9-1, 2018, in Orlando. On the exhibit floor, manufacturers and suppliers showcase the latest products, materials and technologies hitting the building industry. To add to the excitement of the show, the Kitchen and Bath Industry show is held at the same time. This gives attendees access to the exhibit floors of both shows in one extravagant Design & Construction Week. Ben Anderson of Benjamin Custom Homes attended IBS in 2017. He says the show puts attendees “on the forefront” in knowledge of the latest technology and other aspects of the business. Beyond the exhibit floor, the show also offers top-notch education classes. Educational sessions are led by industry experts from around the country. These sessions cover expansive topics from marketing, sales and construction related matters. Heidi Toso, Jessica Metcalf and Niels Thomsen from Thomsen Homes attended IBS in 2016. They had heard the show could help them learn about the newest trends and

production in their industry. “We knew it would be good to get a perspective for trends and products, but what really impressed us were all the educational classes” recalls Metcalf. Because of these educational opportunities, Thomsen Homes hopes to send more of their employees to future shows. IBS also offers a variety of opportunities to meet industry peers. Whether it is at the Opening ceremonies, the exhibit floor or the North Dakota Association of Builders’ State Reception, there are opportunities to meet builders from different parts of the country. “The best part of the experience was being in an area where everyone was in the same industry, and could talk about products, common struggles, etc.,” says Metcalf. Registration for this year’s show opened Aug. 1 and features earlybird rates for Association members. In addition, members who are firsttime IBS attendees can sign-up for a special offer of just $150. The HBA of F-M is planning to do a lunch session with a panel of IBS veterans who regularly attend to share their experiences and why they feel IBS is a valuable resource to those who make a living in the industry. This recognition goes to a member who has gone above and beyond to support the Association and staff. Congratulations to Joyce Balstad of Stone Countertop Outlet for being chosen as August’s member of the month. Joyce has been in the industry for over 25 years and currently runs operations at the Fargo store which also serves as the hub for all North Dakota stores. “What I love about what I do is seeing how satisfied and happy people are with the final product in their home; it can give your home a whole new look and feel that can really surprise you when the job is all done.” Joyce has helped the staff and Association out by sponsoring the annual ‘Chilly’ Cook-Off, participating in the Home & Garden Show as an exhibitor and as a stop on the Beer Walk that raises money for Home Builders Care Foundation. She also serves on the Events and Home & Garden Show committees as well as the Remodelers Council. With experience chairing various committees, she also took time to volunteer to help facilitate chair training this year for all of the new 2017 chairs and vice-chairs of the HBA’s seven committees. Whether it is volunteering to take World of Thanks packets, assisting at events or helping behind the scenes Joyce makes herself available to help the Association & staff. “What I love about the HBA is the networking and the ability to grow friendships while you grow your business.” Joyce’s love for the home-building industry goes beyond

her office too; she builds vegetable planters with her husband on the side. “We make vegetable planters and have customers all over the U.S. and internationally; many times people will use them to start food plots if they are a church or another country.” When she is not busy assisting the HBA, Joyce enjoys taking her kids to their sporting events and being outdoors spending time gardening and fishing. Thank you to Joyce for all of the passion she brings forth to the HBA of F-M. The HBA staff appreciates her hard work and eagerness to help us even with the smallest tasks. Workforce Center Gets OK To Fundraise The HBA of F-M and Home Builders Care Foundation are in the process of
developing partnerships with North Dakota State College of Science and Minnesota State Community and Technical College as they promote trade programs in the area. NDSCS has developed a workforce development program as it works toward building a career academy. The career academy would be similar to the one in Sioux Falls and would provide the opportunity to provide skill-training education to K-12 students. In late June, the North Dakota State Board of Higher Education gave the goahead to NDSCS to seek private financial support for the proposed career workforce academy. The approval allows NDSCS to gauge financial support for the initiative, interest in various two-year technical programs, and allows it to come back with a business plan, assuming results are encouraging. HBA President Elect Dustin Murray, Dustin Murray Construction, presented at the meeting in support. The career workforce academy would be a collaboration involving at least five public high schools in and around Fargo-Moorhead, NDSCS and M-State in Moorhead. It would link high school and two-year training programs.

Home Builders Care Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.
Importance of Preventing, Accommodating Worker Injuries by Ali Froslie, Communications Intern During the HBA of F-M’s Lunch Session June 27, Rebecca Summerer, an occupational therapist at Essentia Health, and Carmen Eberhardt, Stubbe & Associates, discussed how to prevent and best accommodate worker injuries. Summerer shared how Essentia is able to support businesses in different aspects of injuries. Performing a functional job analysis and creating a functional job description can potentially help prevent injury. Essentia also has post-injury assistance available.
Functional Job Analysis
First, Summerer discussed functional job analysis, which can help specify the ways a job might be physically demanding. This process “objectively quantifies, measures, and categorizes the active components of the job, including the required movements, functions, forces, actions and postures.” Summerer notes it is part of the functional job analysis to be specific. For example, a job description might require the applicant be able to lift 50 pounds. A functional job analysis would clarify - are the objects really 50 pounds? What specific objects will be lifted? An analysis can be a great way to start down the path of injury prevention.
Functional Job Description
Once the analysis has been performed, it can then be used to produce a functional job description. This is an “accurate and objective description of the physical requirements of a job.” The description is developed based on the occupational therapist’s observations and is confirmed by a group of workers to make sure it is accurate. In addition to other variables, the functional job description lists hours of work per shift per week, tools or personal protective equipment (PPE) utilized, and environmental aspects. Like the functional job analysis, the description aims to be as explanatory as possible, naming specific activities and including the weights of objects, body positions, distance walked, etc.
Pre-Work Screen
The functional job description is then referred to when developing the pre-work screen. Summerer also referred to this as the post-offer pre-work screen. Many employers have new workers complete the screen after the job has been offered but before work begins. The screen includes specific tests that are based off the job analysis and description. It is a way to double check; a worker may verbally confirm that he or she can lift 50 pounds or other necessary tasks, but the screen will ensure that the person can physically perform the tasks. The medical professional will be able to observe how much effort an action takes for the person and if they do it safely. Example of pre-work screen tasks are lifting weights to a specific height or sustaining a crouch for a duration of time. Summerer also discussed different options for post-injury recovery. Essentia offers services that can help assess when it is safe for an employee to go back to work. 1. One option is to repeat the pre-work scan to test regained strength. This can also be used when the worker switches to another job. 2. The second option, often used for more serious injuries, is a workability assessment. This combines the objective testing with an evaluation of what
the worker believes he or she can or cannot do post-injury. A workability assessment is a good way to see what progress therapy has made. The third opportunity is work conditioning. This can be used when the worker has spent a significant time away from work. The injury may have healed, but endurance and tolerance levels may have deteriorated during time off. The program works to build physical capacity so the worker can return to their jobs. After Summerer spoke, Eberhardt discussed how and why it is important to keep an injured worker employed, even before the worker is fully recovered. Continuing the worker’s employment helps the worker keep an identity, gives him or her something to do and keeps accountability high. It also can improve morale among co-workers and be smart for the company financially. Eberhardt says planning ahead is important - injuries are going to happen eventually. It may be beneficial to compile a list of modified-duty work tasks for when workers do become injured. Work can be modified to accommodate injuries by diminishing the amount of weight handled, reducing hours, and allowing workers to take breaks. She also stressed the importance of communication after a worker is injured. She noted that the employer should be keeping in contact with the employee and the medical professionals throughout the recovery process. She recommends employers get information from workers about their updated work availability the same day as the worker’s doctor appointments. It may also be useful to prepare a letter containing the requirements of work for the employee to bring to the doctor.

What Do Home Buyers Buy After Moving

In a prior recent post we discussed NAHB research showing how during the first year after closing on a home sale, home buyers tend to spend considerably more money on furnishings, appliances and remodeling compared to non-moving owners. Buyers of new homes spend most, outspending non-movers by a factor of 2.6. Buyers of existing homes spend twice as much as non-moving owners. This post reveals particular items that are most popular with home buyers and help explain changes in their spending behavior triggered by a house purchase. The NAHB analysis of the Consumer Expenditure Survey (CES) data from the Bureau of Labor Statistics shows that the biggest outlay in the budget of new home buyers is furnishings. They spend $3,778 on furnishings outspending old home buyers 70 percent and non-moving owners 5.3 times. Average spending is estimated for all households in the group regardless whether they purchased a certain item or not. Thus, higher averages may point to larger and/or more frequent spending by the group. Compared to non-moving owners, new home buyers spend more on every single item the CES counts as furnishings with the exception of infants furniture and other furnishings. They also outspend existing home buyers on nearly all furnishing items
with the exception of office furniture, dinnerware, and infants equipment. A home purchase, especially when it is a new home, has a particularly large effect on expenditures on living room chairs/tables and dining room/kitchen furniture. During the first year after moving, new home buyers spend $687 on living room chairs and tables outspending non-moving owners and existing home buyers 12 and 5 times respectively. The average spending by new home buyers on dining room and kitchen furniture is $345. This is 12 times higher than the amount spent by non-moving owners and exceeds the respective spending of existing home buyers 9 times. The differences in spending patterns are similarly large when comparing spending on window coverings. New home buyers outspend non-moving owners 10 times ($215 compared to $21), while existing home buyers (with an average annual spending on window covering of $78) outspend non-moving owners 4 times. 28
The biggest ticket item for new home buyers is sofas, with an average spending exceeding $700 during the first year after moving. This is 60 percent higher than the amount spent by buyers of existing homes and 6.4 times higher than what non-moving owners typically spend on sofas per year. New home buyers also spend more on appliances – $3,094, compared with $1,889 for existing home buyers and $1,182 for non-moving owners. The biggest outlay in the appliance budget of new home buyers are clothes washers/dryers, lawnmowers/other yard equipment, and computer hardware/ systems. Coincidentally, new home buyers outspend existing home buyers and non-moving owners on all these appliances. They also outspend nonmoving owners on such big-ticket items as refrigerators/home freezers and televisions. The high level of spending by new home buyers may seem surprising considering that many new homes come with installed appliances, but suggests that these purchases are nevertheless more frequent among these households. The Builder Practices Survey conducted by the Home Innovation Research Labs has insightful data on why some appliances are more likely to be purchased by new home buyers. It shows that two-thirds of new homes built in 2015 came with no clothes washers and dryers and 36 percent had no installed refrigerators. At the same time, virtually all new homes came with cooking stoves, ranges, or ovens. Somewhat unexpectedly, new home buyers spend almost as much ($3,729) as buyers of existing homes ($4,085) and outspend non-moving owners ($2,232) on property alterations and repairs. However, the specific types of remodeling projects are quite different across the groups. As anticipated, buyers of existing homes and nonmoving owners spend more on various repairs and replacements. What Do Home Buyers continued from previous page bathroom addition or remodeling, and purchasing and installing new items such as HVAC, electrical and security systems, paneling, flooring, siding, windows and doors. Average spending of new home buyers on most of these items is close to nothing, suggesting that new home buyers rarely spend on these items during the first year after moving. However, when it comes to outside additions and alterations, including a new driveway, walk, or fence, new home buyers outspend existing home buyers and non-moving owners by far. Even though, during the first year after closing on the house, home buyers tend to spend on furnishings, appliances, and property alterations considerably more compared to non-moving owners, most of the demand for appliances, furnishings, and remodeling projects in a given year is generated by non-moving home owners, because they outnumber home buyers by such a wide margin. The deadline has passed to submit projects for the Remodeled Home Tour and we are looking forward to seeing the projects in their final stages in September. The tour will be held Sept. 23-24 in conjunction with the final weekend of the Fall Parade of Homes. Be sure to support your fellow remodelers by touring the homes! If you have any projects you are working on now, be sure to talk to consumers about putting it on the tour next year to secure their approval. We would like to see this event continue to grow and showcase the importance of using a professional when doing remodeling projects and the wide variety of work that a remodel job can encompass.

Over the summer, the council was busy building handicap-accessible ramps for those in need in our community. As requests for assistance have grown, there was a need to put together an assistance applications. At the July meeting the council approved a new application for those seeking help. It will go on hbafm.com as a fillable form and be sent to Membership & Marketing Coordinator, Sami Eidenschink, who will bring requests to Council meetings. It will make tracking requests easier and allow flexibility to pass requests along to partner non-profits such as Freedom Resource Center if the council cannot accommodate. Being able to respond and fulfill requests in a timely manner is something the council strives to do and this will make the process easier to meet those goals.

Hapless Housing
Surprisingly, Year-Over-Year housing starts fell 5.5% in May. YTD, single-family starts are up 7.4% but multi-family starts are down 2.8%. Continuing that theme, total starts are progressively weakening due to MF activity plunging from a +20% Y-o-Y increase in January to a -23% decline in May; single-family starts have been consistently 7% higher. This flat SF performance is disappointing given ever declining inventories, unsustainably large price increases, and low rates.

Nine years after the government takeovers, there’s again talk of reforming Fannie and Freddie; good luck! Builders, Realtors, bankers, and investors want a strong government guarantee to backstop the $10 trillion mortgage market and keep the popular 30-year fixed rate mortgage. Democrats want money for affordable housing to be part of any fix, and Republicans want neither. Moreover, with healthcare, taxes and trade on the agenda, time is very limited.
Limited Labor
With the unemployment rate at a 16-year low, faster growth requires getting people to work who are currently unwilling. To entice more women, targeted parental leave should be offered. For the elderly, reduce their income taxes by 2% for each additional year they work beyond 67. For youth, offer increased community college loan repayment assistance the higher their starting wage. Importantly, these programs should be revenue neutral.
Simpler Starts
While May housing starts rose 2.9% compared to April, 8.9% Y-o-Y, and 12.2% YTD, sales were weak in 16Q1 making comparisons easy. Critically, the median new home price surged 16.5% Y-o-Y to $345,800 while the average jumped 16.1% Y-o-Y to $406,400, both records. Moreover, since peaking in 15Q1, new homes have been shrinking; the median by 5.2% since 15Q1; the average by 3.9%. Both still exceed slightly their then-2007 peaks.
5/01, 2.5% per year wage growth is very weak. Why? Here are several reasons. Declining U.S. unionization rates and high unemployment rates in Europe and elsewhere have reduced worker bargaining power. Moreover, labor productivity growth has been zero the last four years. And, the retirement of many higher-paying Boomers and their replacement by lower-paid Millenials lowers average wage gains.

With inflation rates and inflation expectations declining and the yield curve flattening, the Fed may find it more difficult than they thought to raise rates by one-quarter of one percent this coming September. If that’s the case, the Fed could instead begin to reduce the size of its balance sheet by $10 billion per month and wait till December to raise rates in the hopes that inflationary pressures build in 17Q4.
Seattle raised its minimum wage from $9.47 per hour to $11 per hour in 2015 and $13 per hour in 2016. While the first increase had minimal employment impact, the second damaged low-wage workers. At $13 per hour, the number of low-wage hours worked declined by a whopping 9%, while wages rose just 3%. As a result, low-wage worker income fell on average by $125 per week! Small increases are manageable, large increases incentivize employers to bypass low-wage employees.

Since at least 1/1/13, every $10 increase or decrease in the price of crude oil has resulted in an increase or decrease of 185 oil rigs across the US. Moreover, the impact is quite quick. This means if the recent $10 decline in the price of oil between 4/12/17 and 6/22/17 persists, it should soon result in a large decline in the number of working rigs from the current 758.

OF THE YEAR
Each fall, two HBA of F-M members receive its highest honors: the Builder and Associate of the Year awards. Past winners of these awards can be found on the back. The awards are based on work expended in the interest of fellow members, the Association and the community within the past year (Aug. 1, 2016 - July 31, 2017). These members are judged on:
1. MEMBER INVOLVEMENT AND INDUSTRY PROMOTION (30 POINTS) HBA of F-M involvement and what it has meant to the nominee personally and professionally.
2. CIVIC ACTIVITY (15 POINTS)
Local state and national level participation in civic and service clubs, charitable activities, political commissions, fraternal or religious groups, etc.
3. PROFESSIONAL ACCOMPLISHMENTS (20 POINTS)
For business owners, the development of his or her business from beginning to present. For employees of member companies, his/her role in the business and how he/she has developed it from the time started to the present. Also, actions taken to improve upon professionalism and/or role in the trades industry.
4. LOCAL ASSOCIATION ACTIVITY (30 POINTS)
Association offices and committee work, special assignments, membership recruitment, etc.
5. STATE AND NATIONAL ASSOCIATION ACTIVITIES (5 POINTS)
Offices held and committee work, attendance and participation at state and national conventions, director meetings, etc. Recipients of the Builder & Associate of the Year awards will be chosen by a committee consisting of past winners, board members and HBA of F-M staff. The awards will be presented at the Awards Gala and Annual Meeting on October 26. Local winners go on to represent the HBA of F-M for consideration in the North Dakota Association of Builders’ Builder and Associate of the Year awards.

It’s time to nominate your favorite HBA of F-M Builder member(s) for the BEAM Award. Which Builders exemplify ‘It’s good business to do business with a member?’
T
he National Association of Home Builders “BEAM” (Builders Engaging Associate Members) Award is an honor bestowed on one Builder (or local entity) chosen by a committee of Associate members as the one who personifies the motto, “It’s good business to do businesses with a member.”
The HBA of F-M names a winner on the local level that advances to the state (North Dakota Association of Builders) level, and possibly to the national level. The Builder member nominees will be evaluated for the business period of May 31, 2016 - June 1, 2017 on the following: • Loyalty • Ethics • Trust • Communication • Consideration
Top Builder members who receive the most nominations will be notified and asked to submit their list of suppliers/ trade contractors. HBA of F-M staff will compare those lists, and send common companies the Builder Evaluation Form. A committee of past HBA of F-M Associates of the Year will review the evaluations and choose the winner.
IN ORDER TO NOMINATE MEMBERS, YOU MUST: • Be an Associate or Associate Affiliate HBA of F-M member (not a Builder) • Provide your name and submit your nomination by Aug. 18, 2017 • Nominate up to but no more than five builder members
